Ka-boom! The day Pleasant Prairie was blown off the map in 1911 By Sandra Landen Machaj CORRESPONDENT

In the early 1900s, Pleasant Prairie was a small community just south of Kenosha. With just 700 residents it would seem to be a quiet safe place to raise a family ‌ and for a long time it was. But danger was lurking in the community. The largest employer in Pleasant Prairie at the time was the DuPont de Nemours Company, which produced blasting powder. The plant was spread out over 190 acres with supplies contained in 40 buildings. Accidents at the plant were commonplace causing the people who lived in Kenosha County to consider the plant to be a danger to the community. In 1909 the residents of Kenosha County brought suit against the DuPont Company citing the plant as a public menace. In spite of the poor safety record of the company, the court ruled in favor of DuPont, allowing the company to continue its operation at this site. It was only a matter of time until disaster struck. On March 9, 1911, a major explosion occurred at DuPont when five magazines, which were holding 280 tons of dynamite, and 105,000 kegs of black powder exploded, destroying most of the town. A series of explosions began as, one by one, the buildings on site exploded. The blast was far worse than any of the town’s citizens expect-

ed. The explosions were loud and the force of the explosion was felt as far as 100 miles away. The first building to explode was believed to be the glaze house, a building used to dry the powder. At the time more than 1,100 kegs of powder were in the house and being dried in nine 12-foot steel cylinders. Each of the cylinders held 125 kegs of powder, which were brought to high heat by having steam forced through the powder. The power of the explosion was devastating. Houses within a five mile radius of the plant were destroyed with some leveled and others damaged enough to make them uninhabitable. The explosion caused a 100-foot-deep crater under the former dynamite house. The blast was felt more than 100 miles away and the explosion was reported being heard as far away as Ohio and Iowa. Despite of the magnitude of the blast, only one person was reported killed, a plant employee named E.S. Thompson. His body was recovered one mile away. Hundreds of others were injured, some severely. One of the steel cylinders was blown into the air and came down through the roof of the H.A. King and E.A. King general store, leaving a hole five feet in diameter. The keg fell through the second story roof down to the first floor and then came to rest in the ground under the build-

Lakeside Players ready to offer satirical send up on holidays Kenosha’s Lakeside Players stage the final two performances of “On Golden Pond” this weekend before closing out the year with the adult holiday spoof “Rudolph the P*ssed-Off Reindeer.” The shows are presented at the Rhode Center for the Arts, 514 56th Street in downtown Kenosha. “On Golden Pond,” the classic American dramedy explores the many strengths of a timeworn and spirited marriage, the turbulence of a

relationship between father and daughter, and the differences that challenge generations old and new. The show reels in unique insight into the modern family and remains as touching, warm, and witty today as when it first debuted on Broadway. Friday’s and Saturday’s shows are scheduled for 7:30 p.m. in Steigerwaldt Auditorium at Rhode Center. Tickets for the show are $10 and $13 and can be purchased online at rhodecenter.

Court clerk works to implement paperless system By Anne Trautner STAFF WRITER

Of the many challenges facing Kenosha County’s Clerk of Circuit Rebecca Matoska-Mentink converting the office from paper to electronic may be the most challenging – with the biggest potential payoff. Matoska-Mentink, who has served as Kenosha County’s clerk of circuit court since she was first elected in 2006, was re-elected to her third four-year term in November. “Records management is a huge part of this job, so we are dealing with lots and lots of papers. One of the current challenges we face is moving the entire court system to electronic filing,” Matoska-Mentink said. There is no legislative mandate the courts to switch over to electronic filing at this time. “It is on a voluntary basis by the attorneys, so bringing them on board to start electronic filing is a challenge,” Matoska-Mentink said. “When the legislature mandates electronic filing, that will be a huge challenge to convert that in my office. I am really hoping that will occur soon. The courts needs to keep up with the new technology, and it’s a very secure, efficient system.” Matoska-Mentink is working to cultivate a cultural change to the court system in order to bring it from a paper to an electronic structure. “We have all these older files that we need to move into a paperless system to address space needs and to accommodate any future filings on those cases, and for

a better file retention period,” Matoska-Mentink said. Matoska-Mentink anticipates a legislative change to come about in the next couple of years. “In the meantime, we are just trying to come up with processes here so that we are not totally behind the eight ball when that mandate does come down,” she said. The small claims court has utilized electronic filing since about 2006, Matoska-Mentink said. Kenosha County had served as a pilot county electronic filing in the small claims court went statewide, she said. Today, more counties in Wisconsin use electronic filing for civil and family-type cases, she said. The job Matoska-Mentink ran unopposed in the Nov. 4 election. She was listed as a Democrat on the ballot, but she said that party affiliation was irrelevant for the job. Because the clerk of the circuit court is a court officer position outlined in the constitution, it is a partisan position. However, Matoska-Mentink said she has not encountered any party-line issues in the position. “I was opposed when I first ran, and my opponent was a Republican, and I don’t think once did any partisan issue ever enter into our debates. The fact that the position is technically so nonpartisan shows in the results from my first election. I had two-thirds of the vote, so there was a lot of party crossover,” Matoska-Mentink said. As clerk of the circuit

court, Matoska-Mentink manages and coordinates the general business and financial operation of the Kenosha County Circuit Court. She is responsible for budget planning, case management, collection of case-related fees, courtroom operation support, facility planning, jury management and records management. “Kenosha County is very lucky that we have such a good judicial board,” Matoska-Mentink said. “There are eight circuit court judges who are very smart and talented and hardworking, and that just helps our whole judicial system in Kenosha County process well. We are very fortunate in that regard.”

Limited resources Matoska-Mentink says that her greatest duty is meeting the needs of eight circuit court judges and three court commissioners with limited resources. “Since the recession has hit, we have hit budgetary issues across the county, and it has trickled down to the court system over the course of the last six years. Because of that, we have had hiring freezes across the county, which impacted my hiring and vacancies,” Matoska-Mentink said. The county resolved those issues by revising the hiring policies and lifting the hiring freeze, Matoska-Mentink said. Yet, Matoska-Mentink has

had to work hard to meet the needs of the judges. “They have heavy dockets. I have to staff their courtrooms, and when the budget tightened up, courtroom modifications were sometimes put on hold or delayed,” Matoska-Mentink said. Still, Kenosha County has been good about getting certain technological needs up and going in the courtroom, she said. Over the last eight years, the sound systems in all of the courts have been upgraded, Matoska-Mentink said. “We have video conferencing that has been going on pretty heavily for the last four or five years, and that is pretty cool. That is a huge county savings because we video conference for certain types of hearings. Otherwise, the sheriff would need to transport the parties from Point A to Point B and back to Point A, so that saves the Sheriff’s Department a significant reduction in their transportation costs, and that convenience in it,” Matoska-Mentink said.

Experience Having tenure in the position has helped Matoska-Mentink do a better job as clerk, she said. “It took probably my first four years to get my feet firmly under me. Over the last four years, I don’t feel like I always have to second guess any answers to questions to problems or how we troubleshoot issues,” MatoANNE TRAUTNER Hi-Liter ska-Mentink said. coming into office because she had started out working in county government. “I had managed the district attorney’s office for four years prior to me taking office here, and that gave me a good handle on the county budgeting process and a management role in county government,” Matoska-Mentink said. Prior to working for the district attorney’s office, she worked five years for a child support agency. Before that, she worked five years for Attorney Robert Sfasciottie. Matoska-Mentink earned a bachelor’s degree in history from the University of Wisconsin-Parkside, a paralegal certificate from Carthage College and a master’s degree in management from Cardinal Stritch University. Matoska-Mentink has two children. Her 24-yearold son is pursuing a doctorate degree in physical therapy and her 21-year-old daughter is in the Kenosha Unified School District’s STEP program. In her spare time, Matoska-Mentink serves as treasurer for the Kenosha Crime Stoppers Board of Directors and is a board member for the Hope Council on Alcohol and Other Drug Abuse. As circuit court clerk, Matoska-Mentink, along with two managers, is responsible for a staff of about 35 people. Those people may be what Matoska-Mentink appreciates the most about her job. “I have some of the hardest workers in county government working for me,” she said.

Twin Lakes set to welcome Christmas Trees on Parade event tops long list of holiday activities

Items may range from simple items like bottle caps or business cards to tote bags or menus, Trongeau said. “We are telling businesses to give out something so people know what your business is and what you do. It’s an opportunity for chamber members to promote themselves,” Trongeau said.

Trees on Parade will be held at St. John’s Community Center, 701 N. Lake Ave. in Twin Lakes on Friday, Dec. 5, from 4 to 8 p.m., and Saturday, Dec. 6, from 10 a.m. 5 p.m. New this year is a scavenger hunt, which will involve people visiting area businesses in a quest to win a new 19-inch LED TV/ DVD. The scavenger hunt begins on Monday. There will be some 20 vendors selling crafts and other wares, including things such as Christmas decorations, towels, dishes, candy, makeup and food. “It’s been very popular. The vendors can’t wait to come back every year,” Trongeau said. Raffle tickets will be available for purchase. New this year will be a decorated gingerbread house contest, featuring houses decorated by culinary students at Wilmot Union High School. Attendees can vote on their favorite gingerbread houses. In addition, the Kids Korner, sponsored by Mad Dan’s Restaurant, will offer face painting and crafts for children. The Gingerbread House Coloring Contest, sponsored by BMO Harris Bank, Twin Lakes, features forms that were distributed to children at local schools and day care centers. Winners of that contest will be announced at Trees on Parade. Santa will be in Santa’s Corner on Friday from 6 to 8 p.m. and on Saturday from 2 to 5 p.m. before a fire truck brings him to the chamber for the village’s tree lighting ceremony. Tree lighting The Village Tree Lighting Ceremony will be held by the chamber building on Saturday, Dec. 6, from 5:30 to 7 p.m. Santa Claus and Village President Howard Skinner will light the village’s Christmas tree. In addition, Boy Scouts will be selling cookies and hot chocolate, while local businesses will be open to offer Christmas treats. Characters will be on hand for
