Kenosha’s connection to the Underground Railroad Area played major role in slaves’ flight to freedom By Sandra Landen Machaj Correspondent
Long before Wisconsin was granted statehood, slavery was prohibited in the territory that would become the State of Wisconsin. In 1787 the Northwest Ordinance was adopted by the Confederation Congress. This document provided the means by which the territory northwest of the Ohio River would be governed and also contained the provision that slavery would not be allowed in the territory. In 1850 the federal government passed a bill known as the Fugitive Slave Act, which seemed to be somewhat at odds with the prohibition of slavery in what was by 1850 the State of Wisconsin. The Fugitive Slave Act not only prevented citizens from helping runaway slaves but required them to assist in returning any runaways to their owners. Heavy penalties, including six months in jail and up to a $1,000 fine were assessed on those who aided runaways or who refused to assist authorities in capturing these runaways. In spite of this, abolitionists continued to aid runaways
on their attempt reach Canada. In the early 1800s this community of helpers was known as the Underground Railroad. While there was no actual railroad involved, the Underground Railroad was a group of people who did not believe in slavery and organized a series of “stations” where runaways could be housed as they made their way north to Canada.

In an effort to keep the identity of those helping the runaways secret, records were not kept. Many of those runaways who made their way to Kenosha crossed the Ohio River from Kentucky into Illinois or Indiana and then made their way north. Most of the passengers on the Underground Railroad made their way up the Illinois River to Chicago then traveled overland along the shore to Kenosha, Racine, or Milwaukee.
