OBITUARIES

She was a great fan of Syracuse University basketball, attending many games and was a participant in fantasy football. She is survived by a son, Steven. Services will be at 2 p.m. Saturday in First Church of Evans, Route 5 and Sturgeon Point Road, Derby. ________

CHERYL D. DELANO Funeral services were held on Saturday for Cheryl D. Delano, of Angola, a retired teacher and Evans town historian who died Saturday, April 28, 2012. She was 68. The former Cheryl Tanner was a Silver Creek native and grew up in Angola. She graduated from Lake Shore Central High School in 1961 and went on to receive her bachelor ’s degree from Syracuse University and her master’s degree from Michigan State University. She was an English and reading teacher in the Lake Shore district and was past president of the Lake Shore Central Teachers Association. After retiring from teaching, she worked at Frank Lloyd Wright’s Graycliff in Derby, the Chautauqua Bookstore at Chautauqua Institution as well as Barnes & Noble in Hamburg. She was the Evans town historian for 14 years, during which time she was commissioned by the town and authored “Images of America, Evans and Angola,” a book that chronicles the growth of the Town of Evans from 1821 through the present. She also was secretary of the Evans Historical Society for 10 years. She was responsible for many years for “Scenes of the Past” articles in the Angola Penny Saver, which her late mother, Virginia Tanner, had co-owned. What do you think vs What you know Have you ever thought something is true only to find out that it’s not? We all have done that. My family and I moved here 6 yrs ago from the northtowns, where I served on a school board for 8 yrs. Much of what I “thought” I found I didn’t know... A school district is “run” by the locally elected school board. They represent the taxpayers of the district, NOT the district staff. They are in charge of everything done in the district. It is a remaining but of local control we, as taxpayers, have. These board members are unpaid, community volunteers who present, by law, a budget to us to vote on each year. Most districts also have a Transportation Referendum at the same time. It is the school board’s responsibility to have a reasonable and cost effective budget. I also learned that it is wise for a district to schedule replacement of district transportation vehicles each year, to keep repair costs down. As our Superintendent has published and explained, NYS reimburses approx 90% of the cost of those replacement vehicles. In a time of huge national debt it seems reasonable to vote down any budget or referendum but, if you look further you will find that it would actually cost us more to vote down the budget or vote against the transportation referendum. Beyond that, our district is probably the largest employer in our town and possible job loss would be unfortunate for our community. So, call and ask questions of our representatives and district employees. And on May 15th be sure to be an informed voter.

ATTENTION Lake Shore Central School District Taxpayers IMPORTANT INFORMATION

On May 15, 2012, you will be asked to vote on three (3) separate issues pertaining to (1st) 2012-13 District School Budget raising taxes 1.8%. (2nd) the purchase of 8 buses and 2 school service trucks by borrowing over $800,000 and (3rd) election of 2 members to the District School Board. Evans Taxpayers United (ETU) has been opposed to any tax increases. For the past 3 months, (ETU) has been involved in obtaining information concerning these issues. ETU wants to thank superintendent Przepasniak and his staff for their co-operation in providing the information requested by ETU. THE BUDGET Superintendent Przepasniak and Director of Finance Daniel Pacos provided ETU with details of their efforts in saving approximately $2 million in cost reductions! Then why raise taxes at all? This year’s $2 million in cost reduction savings was wiped out by a District wide capital improvement project called the EXCELL PROJECT and by the State mandated costs from an increase in employee pension and medical coverage. What is the EXCELL PROJECTS and how did it become our debt? In March 2008, the then Superintendent and his boss, the Lake Shore School Board, agreed to put to a District wide vote, a $22 million dollar capital improvement project to improve the District’s buildings and athletic facilities. ONLY 363 district taxpayers voted and 270 voted “yes”. So, now we pay $1,560,000 @ year for the next 20 years to repay the money loaned. Wouldn’t it be nice to use that $1,560,000 to improve our children’s education and maybe lower our taxes? Incidentally, everything is connected! ETU members have been fighting the Town of Evans’ obscene property assessments for years. The obscene increase in the Evans’ assessments has caused a reduction in school aid from the State of several million dollars. Lake Shore Central’s Student Educational Proficiency The last (2010) New York State Board of Regents District Report Card lists Lake Shore as having 73% graduation rate. To his credit, Superintendent Przepasniak advises that through his administration’s efforts of the past two years, that rate will be a 93% graduation rate in 2012. ETU has been opposed to any tax increases and will continue that position. This writer had 19 years as Plant Engineer in the private sector. When we were told to reduce budgets, we somehow did! I realize that school districts and other government agencies are different but we have to stop raising taxes. On Tuesday, May 8, 2012, 7 pm, at the Lake Shore High School, there will be a public hearing regarding the proposed budget, the bus/truck purchase and school board elections. It is up to you taxpayers to attend the public meeting, ask questions and vote on May 15th, 2012. NEXT WEEK: The buses and School Board candidates.

Celebrating More than Moms on Mother’s Day Every spring individuals celebrate their mothers on Mother’s Day. It has evolved from a day to honor mothers to one that recognizes all special women. Therefore, if there is a woman in one’s life who isn’t a biological mother - but special nonetheless Mother’s Day can be a time to tell her how much she is appreciated. There are many reasons a person may want to honor a woman that is not his or her mother. Perhaps the person’s own mother has passed away or is not prominent in this individual’s life. Maybe there is a grandmother or aunt with whom one is especially close. There may be a teacher or mentor that has touched the life of a person in a special way. Although Mother’s Day is built around giving thanks to Mom, it’s certainly acceptable to thank women in addition to dear old Mom. Furthermore, one needn’t wait until a specific day in May to honor a notable woman. This can be done all year long with certain gestures and sentiments. For those who are celebrating all women on Mother’s Day, here are some ways to set the day apart. • Create a handmade card with personalized sentiments that reflect the unique relationship with this special woman. This can mean more than a prepurchased card that may not offer the right words. • Find out her interests and spend a day doing entirely what she wants to do. It doesn’t necessarily have to take place on Mother’s Day. A trip to a museum or a day at the park - whatever it may be - can be a nice outing. • Treat her to a special dinner. Ask about favorite foods and create a meal at home. If dining out is a must, choose a day other than Mother’s Day to avoid the crowds and have intimate moments with just the two of you, especially if you are also honoring your own on Mother’s Day. • Find something you both enjoy and then go and do that. Maybe you met up due to a hobby or interest. Remember the first day you met and reminisce by heading to that place for a celebration. • Have an extended family fiesta. Host a Mother’s Day party at home and single out the special women in attendance. Serve cocktails and enjoy the time spent together. • Mother’s Day is a special time of the year to honor not only a person’s mom but also any other notable woman in his or her life. The holiday can be customized any way a person sees fit.

T

he Lake Shore Central School District Class of 2025 will begin their thirteenyear journey to graduation this September. Their futures will be shaped by their experiences in our classrooms, on stages and on the playing fields of Lake Shore Central Schools. I cannot even begin to imagine the technological advances and educational initiatives that will be in place when the Class of 2025 accepts their diplomas. What I do know is that Lake Shore Central School District has proposed a budget for the coming 2012-2013 school year that is designed to support the educational needs of our students and streamline efficiencies in the District. The proposed budget will support our students’ educational experiences, fund state and federal education mandates and meet operating costs and contractual obligations for the 2012-2013 school year. This issue of the Eagle Express highlights the proposed District budget for the 2012-2013 school year (Proposition One), the District Vehicle Purchase Referendum (Proposition Two), information on candidates seeking election to the Board of Education and voter qualifications. Preparing an annual budget is a very difficult job as we review revenue and anticipated expenses for the operation of our District for next year. Our expenses continue to increase while revenues decrease. Many in -depth discussions and meetings have occurred in the development of our annual budget. We cannot fund the programs and education of our students without your help. A portion of our revenue does come from property taxes collected at the local level as well as aid from NYS and the federal governments. We also seek out grants or other means to generate revenue to keep the local taxpayers’ portion as low as possible. Unfortunately just like in the past few years our gap between revenue and expenses has

grown resulting in reductions in programs, staffing, transportation and overall supplies and materials. Our Board of Education has worked diligently to prepare a budget and to keep the local tax levy increase at 1.88%. Almost $2,000,000 has been reduced to meet the difficult challenge of the New York State imposed tax cap levy. This fiscal plan maintains the integrity of our overall instructional program, but includes some reductions in other areas of the budget for next year. The District Vehicle Purchase Referendum (Proposition 2), authorizing the purchase of school buses and District vehicles, has been designed to maximize state aid reimbursements, ultimately reducing the local taxpayer share of the buses. The Board of Education and Administrative Team are dedicated to preparing a responsive budget, using federal and state aid, tax levy and fund balance to provide the revenue resources needed to provide a quality education for our 2,650 children attending District schools. This June, the Class of 2012 will receive their diplomas and embark on the next phase of their journey—just as our incoming kindergartners are preparing to begin their education next September. Education is part of the legacy we provide for the children of our community. We must not let them down! would encourage you to cast your ballot on May 15 when our 2012-2013 Annual Budget Vote, Vehicle Purchase Referendum and Board of Education Election take place. Without your support, additional changes and reductions will occur resulting in fewer program opportunities made available to our children. Voting takes place in the High School Main Lobby from 9 a.m. until 9 p.m.
