Victoria Landing provides plentiful amenities and an environment that promotes an active, comprehensively healthy lifestyle for its residents.

T

he owners and staff of Victoria Landing work hard every day to ensure their community lives up to its reputation as a preferred lifestyle choice. Collectively, they have created an environment they are extremely proud of and one that is unique, and beneficial, to Brevard County. “Making the decision to move is often a difficult one,” said Amy Schaefer, executive director, “but once someone tours a place like Victoria Landing, they’ll think differently about their options.” At Victoria Landing, what residents ask for, and receive in spades, is an

active, healthy lifestyle. Victoria Landing is Melbourne’s only assisted-living rental community on the waterfront, but it is “assisted living” only in concept. Instead, the community is all about living life to its fullest. Picturesque views of the Indian River and historic downtown Eau Gallie dominate the resort-like setting, which also includes top-notch personal care and ample doses of “whole health.” “Our concept of ‘whole health’ comes in the form of activities for mind, body and spirit provided through a myriad of programs, activities and community assets,” explained Christine Loa, director of resident care.

Resident amenities include restaurantstyle dining, housekeeping and laundry services, a wide variety of entertainment and activities catered to their interests, a heated pool and nursing assistance, which is available 24 hours a day to help residents stay active and maintain their independence. The newest addition to Victoria Landing features 28 private residences devoted to memory care for residents with Alzheimer’s disease and other forms of dementia. It is a welcome addition to a place that strives to provide for all residents and cater to specific needs.

Manifesting a Vision This month, Victoria Landing is celebrating its five-year anniversary of providing the vital life their residents have come to know and appreciate. “It’s all been part of the plan,” according to Schaefer, who points to the beginning with John and Barbara Rumpel. The Rumpels are the owners of Victoria Landing and, notably, are also residents there. In 2004, while the Rumpels were visiting the area, driving west over the Eau Gallie Causeway, John spotted an 11-story building surrounded by the one- and two-story buildings that comprise Eau Gallie. Eventually, John purchased the building from the City of Melbourne, and it would later become Victoria Landing. John sought to create a caring community that was worthy of residents such as his mother, Joya Paterson, who, “after a lifetime of achievements and acclaim, deserved a carefree, rewarding quality of life.” Bill is a U.S. Air Force veteran who moved into Victoria Landing because he wanted to give his son and family the freedom to travel and enjoy their lives without worrying about him. Two years later, he says, “I haven’t regretted my decision one bit. Living here, I want for nothing.”

Pauline moved to Victoria Landing nearly four years ago as the only place she and her husband considered when they were ready to move out of their home. “We love being right on the river and enjoy all the activities that are offered. ith just the right combination of resortstyle living, exceptional customer service and the latest technological advancements in rehabilitation and medical equipment, it is no wonder Melbourne Terrace’s rehabilitation facility is growing. “Everything we do is customer driven,” said Regional Vice President of Clear Choice Health Care Jason Canlas. “We want to show folks that we’re part of the community. We’re not just a business or a rehabilitation center.”

Melbourne Terrace is a 170-bed skilled nursing and rehabilitation center that primarily focuses on rehab services, ranging fromphysical, occupational therapy, speech therapy, etc. Additionally the facility has specialty certified rehabilitation programs including Aquatics, COPD, stroke, urinary continence, CHF, wound care management, pain, manual therapy, blanace, etc. just to name a few. “We adapt with all the changes constantly occuring in the medical field due to advancing technologies,” expressed Canlas. “We are dedicated to identifying and serving the needs of our community. We’ve tailored our clinical and rehabilitation programs according to what Brevard County needs,” affirmed Canlas. “While in addition to doing this, we expanded the facility. We went from 120 beds to 170 beds. Of those, 104 beds are completely private rooms with their own bathroom and showers for short- term rehab. Canlas explained the importance of involvement in the community related to the senior population, such as its involvement with Senior Resource Alliance, The Alzheimer Foundation, the March of Dimes, Kids Beating Cancer, Parkinsons Support, etc.

“We do sponsorships with a lot of the local schools,” said Canlas. “We try to develop partnerships that we make within the community.” Canlas recognizes the critical need for this type of inpatient and outpatient program in Brevard County. He explains that although the market is small, there is a high demand for rehabilitation and skilled nursing with short-term services. Melbourne Terrace operates with a customer focused delivery system, and understand the individuality of each customer, not just their medical and rehabilitative needs “We want people to see us as the premier rehab center in the community, but also a big partner

in the community,” said Canlas. “That’s something we try to instill with all of our leadership. We have to champion customer service, build our relationships and listen to our customers.” When visiting Melbourne Terrace, individuals will find something unique that sets it apart from the other skilled nursing facilities. It goes without saying that the accommodations, rehabilitation programs, physician leadership team, etc are unparralled. However the commitment to being the provider of choice for health care and rehabilitative services is what puts this group in a class of its own. ◆

he goodwill spirit is in full swing – but giving back is something Health First commits to beyond the holiday season of giving. Identifying community needs – and supporting them – is a yearround effort for Brevard’s community healthcare system. The Integrated Delivery Network (IDN) has broadened its efforts to address the disparity of overweight and obese

Last year, there were 115 athletes and seven coaches. Practice is held year-round, with camps held in the summer to boost beginners’ skills. “It promotes discipline in the kids,” said Dr. Richard Baney, a part-time volunteer coach who is also the Chief Medical Officer at Health First Health Plans. “Crew teaches a lot about responsibility and teamwork. If you don’t show up for practice, then your entire boat sits on land. You can’t go out with seven guys or girls. You need all eight people there. So it teaches a lot about commitment, responsibility, teamwork, mutual support.” Baney remembers when crew came to Brevard in the 1970s — a rowing team at Melbourne High, one of which he was a part. Other high schools tried incorporating the water sport into their athletic programs, but it never took off. “They couldn’t quite get enough numbers, so they started Space Coast Crew,” Baney explained of the nonprofit organization’s creation in 1996. “Drawing kids from all these local high schools, we’ve continued to grow.”

Health First has supported Space Coast Crew for three years. The nonprofit organization aligns with Health First’s mission of Wellness & Health.

Medicare “Original Medicare” is a federal health insurance program for people 65 or older, under 65 with certain disabilities and those who suffer from permanent kidney failure. Generally speaking, the insurance is divided into Part A (hospital insurance), Part B (medical insurance) and Part D (prescription drug coverage). Although they do not cover all costs, they can significantly reduce your financial burden. Medicare Part A hospital insurance covers inpatient hospital care, skilled nursing facility, hospice, lab tests, surgery and home health care. Medicare Part B covers medically necessary services and preventive services such as clinical research, ambulance services, durable medical equipment (DME), mental health, inpatient, outpatient, getting a second opinion before surgery and limited outpatient prescription drugs.

Most notably, starting Jan.1/2020, Medicare Supplement plans, typically referred to as “Medigap,” will no longer be available for plans C and F, which cover the Part B deductible. Recipients aging into medicare prior to Jan.1/2020 may be able to sign up for Plans C and F after Jan.1/2020. Recipients will be subject to medical underwriting unless they are within their initial enrollment period or a special enrollment period. On the other hand, these plans would not be available to recipients aging into Medicare on Jan.1/2020 or thereafter. With the expiration of these two Medigap Plans, things can become complex for uneducated consumers. Yet, there are ways to ensure future coverage. The Medicare Supplement Plan F covers 100 percent of Medicare parts A and B copays, deductibles, coinsurance and excess charges (balance billing), and allows for some foreign travel emergency coverage. Currently, with the Medigap Plan F, recipients already on Medicare who medically qualify or who are in a special enrollment period (SEP), and recipients who are aging into Medicare (turning 65) prior to Jan.1/2020, can be grandfathered in with a guaranteed renewable for life and portable policy administered by an appointed insurance carrier. Medigap plans work directly with Medicare parts A and B; therefore, there is no such thing as in-network or out-of-network. Medigap plans are accepted as supplement where Medicare Parts A and B are accepted. .

Another critical Medicare consideration involves Medicare Part D and what is called the “donut hole.” Important note: Understand the donut hole and get introduced to resources that can help reduce and/or eliminate the out-of-pocket costs related to being in the donut hole. Under certain circumstances, this impacts the percentage of total prescription costs a person must pay. If you fall into the donut hole, you will be responsible for 25 to 37 percent of the full retail cost of combined drugs until the total you have spent for your prescriptions reaches a certain annual out-of-pocket spending limit, which is currently set at $5,100.

STAGES OF MEDICARE PART D COVERAGE Stage 1 — initial coverage stage. The patient is responsible for 25 percent (post $415 deductible where applicable) up to the full retail combined drug cost, reaching $3,820 in 2019.

Stage 2 — coverage gap “donut hole”. After total spending on drugs — by the beneficiary, by certain subsidy programs and by the plan — reaches $3,820, the beneficiary pays for 37 percent of generic drug costs and 25 percent of brandname drug undiscounted costs (drug manufacturers provide a 70 percent discount on brand-name drugs).

Stage 3 — catastrophic coverage. Once beneficiary expenditures (including drug manufacturer discounts) reach a total of $5,100, the beneficiary is through the coverage gap and reaches catastrophic coverage. On any future prescriptions, the beneficiary pays either a copay of $3.40 for generic drugs or $8.50 for brand-name drugs, or a coinsurance of 5 percent, whichever is greater.

AFFORDABLE CARE ACT Regarding the Affordable Care Act health insurance, although there has been much federal debate about its merits, it continues as a law and, thus, is a viable option. This coverage is designed for people who are not offered health benefits from their employers and are not enrolled in some other form of coverage, such as Medicare or Medicaid. Consequently, these options may be worth consideration. In my experience, many people who were previously unaware do qualify for subsidies. Of course, no one has a crystal ball, but some preparation and professional help can pay off. ◆

BEFORE SEEKING SUCH HELP, HERE ARE A FEW THINGS TO ASK YOURSELF: 1. What are my health concerns, both individually and for the family? 2. What is my budget? 3. What is my premium preference — high monthly premium with low deductible or vice versa? 4. Does my primary physician and specialist accept the plan? Explore your options for prescription drug co-pays under Medicare or the Affordable Care Act, as there are many resources that have the ability to significantly reduce or eliminate your financial outlay. At the very least, sit down with a professional independent agent who works with multiple carriers and can take an unbiased approach in educating you, fact finding and advising you on coverage options that make sense for your needs. ince its founding 25 years ago in Brevard County, Christian Care Ministry has empowered members to share faith, prayers and resources to lift the burdens of others, live in accordance with their beliefs, and follow the model of the early church by living in an authentic Christian community where no one is left in need. With more than 400,000 members nationwide, over 650 employees, and more than $1.8 billion of medical expenses shared, the ministry provides an innovative option for health care through its Medi-Share program.


“We facilitate the sharing of medical bills directly from one member to another so everyone’s health care needs are met,” said Michael Gardner, senior director of communications. “For example, I agree at the start of the year to an annual household portion amount, and any medical expenses I have will be paid for outof-pocket until I reach that amount. Then, I’ll be eligible to be matched with other members’ funds to address my medical expenses. “I also have an account at a financial institution, and Medi-Share will facilitate the sharing of the funds in that account to match with other members in need. I’ll get a message that my funds will be going to, for example, the Wilson family, and I can also send a message to the family that I’m praying for them. A member’s need might be met by one or two other members or by many more

for a large bill. We have addressed million dollar needs in the past.” Medi-Share is faith-based health care and a not-for-profit so members’ monthly and annual costs are affordable. Most members report saving about half their expenses compared to other health care options. In addition to supporting each other in prayer and encouraging a sense of community, members’ also pledge not to use tobacco or illegal drugs, or to abuse alcohol or legal drugs. Members have access to a nationwide provider network that offers discounts in care. Additional perks include dental and vision discounts and free telehealth. “It’s important for people to see how these alternative programs work, so we have a team that helps them understand what this would look like for their family,” Gardner explained. “Medi-share is not health insurance, but it is an affordable choice for people looking for a way to address health care costs. More importantly, our members are part of a community of believers that care for each other through prayer and encouragement.”
