Eatonville Council approves two budget ordinance first readings

The Eatonville Town Council passed the first readings of two ordinances related to the town’s budget at its Nov. 28 regular meeting.

The council unanimously passed an ordinance amending the 2022 budget. According to the ordinance, the budgeted ending balance for this year was $6,701,715.02, with an estimated amended ending balance of $6,314,224.86.

That translates into an ending balance

$387,290.16 less than planned.

The council also passed an ordinance adopting the budget for 2023.

Per the ordinance, the estimated beginning balance for next year is $8,260,549.90, with estimated revenues of $13,591,920.01. Estimated appropriations/expenditures for the 2023 budget are $14,968,790.81, with an estimated ending fund balance of $6,883,679.10.

Both ordinances will get a second reading at the Eatonville Town Council’s Dec. 11 meeting.

County council OKs budget amendments

The Pierce County Council moved another step closer to amending the mid-biennial 2022-23 budget during its Nov. 29 regular meeting.

The council voted unanimously to roll nearly a dozen amendments to the budget into a substitution proposal and bring it forward for consideration at Tuesday’s County Council meeting.

Some highlights of the budget: the general fund will increase by more than $5 million. That includes a $3 million transfer to the Workers Compensation Fund, more than $1 million for recruiting and retention of corrections

officers, and $457,100 for the Pierce County Sherriff’s fleet rental fund.

Other funds will increase by more than $20.6 million as follows: $5 million for the Behavioral Health & Therapeutic Courts Fund; $6 million for the Self Insurance Fund; $3.46 million for the Real Estate Excise Tax Capital Improvement Fund; $1.16 million for the South Sound 911 Building Lease Fund; $1.58 million for the Fleet Rental Fund; and $1.16 million for the creation of an Opioid Settlement Fund.

The budget reappropriates $5 million in federal American Rescue Plan Act funding from Second Hotel Purchase for temporary homeless shelters.

History Museum’s 26th annual Model Train Festival coming up

A popular holiday tradition, the Washington State History Museum’s annual Model Train Festival in Tacoma, now in its 26th year, is Dec. 16 through Jan. 1. At that time, visitors can see model-railroad scenes, some of which are set in the Pacific Northwest. Tickets are available for purchase at the Washington State Historical Society site (washingtonhistory.org).

According to a release, the Model Train

Festival brings railroad clubs from around Puget Sound to share their room-sized layouts in the History Museum. Every floor of the museum features trains, from the Kitsap Live Steamers’ 7.5 inch-gauge railroad engines to the Mount Rainier N-Scale layout featuring miniature scenery of western Washington, and many more.

The largest permanent model train layout in Washington is always on display at the museum on the fifth floor, operated by Puget Sound Model Railroad Engineers. Train operators will be on hand for questions and conversations, according to the announcement.

Eatonville boys begin hoops season with new coach, hopes

Basketball season has arrived, and the Eatonville Cruiser boys basketball team will be missing a staple who has roamed the sidelines for the Cruisers for more than 20 years: coach Mark Swartout.

Swartout announced last March that he was stepping down from a program he had guided for 24 years, handing the reins over to T.J. Cotterill.

“I’m incredibly grateful for this opportunity, but you can’t replace people like Mark and Karen Swartout,” Cotterill said. “When I first met with players in April, the common theme was how close many of them were with them. That’s one of the marks of great coaching is the relationships you foster, and that’s been so crucial to our staff over the past eight months — building trust and buy-in.”

Cotterill will try his best to fill Swartout’s big shoes as he takes over a program fresh off a 1A Evergreen Conference title. The Cruisers were the Southwest Washington District

Cotterill was an assistant last season for the Fife Trojans girls program and, before that, he was a boys basketball assistant at Puyallup High School from 2019-21.

Filling out the staff

A few former Cruisers will join Cotterill’s staff to help him out this year.

“I love the people we’ve added to our staff,” he said. “Travis Klumpar is our varsity assistant, and he already had a lot of great relationships with the program’s families to go with an outstanding run as a former Eatonville player. He’s a fantastic positive role model to go with his basketball knowledge. We also added Josh Bennett, another former great Eatonville basketball player who brings a ton of passion for basketball and building this program, and Wayne Fulmer has so many ties to the youth programs in the area [he also coaches at the middle school], which seemed like a perfect fit to

bring his basketball knowledge and have him able to help take our style of play and skilldevelopment philosophies in the high school program back to our lower levels. That’s one of the themes of programs that compete for state titles year after year is having great alignment with their youth programs. So, it’s a big point of emphasis for us.”

Eatonville will return four of the five starters from last year’s squad. The fifth starting position will be a hole to fill with the graduation of the 1A Evergreen Conference MVP Reilly McIlraith, who led the Cruisers in scoring with 17.1 points per game.

“We have a lot of work ahead of us, but we believe we have eight players who could all score in double figures depending on what the

opposing defense is giving us,” Cotterill said. “I don’t know if we’ll see many players more athletic or more skilled than Shay Brannon this year, quicker than Walker Bruun, or stronger than Kyle Cox, but I’ve seen a lot of great players over the past decade of being in locker rooms at the Tacoma Dome. The ones that have gone the farthest in the state tournament are those who can rely on and trust their teammates. The best teams are the ones that can go to anybody, any night. Don’t be surprised if one night is Shay’s night but the next is someone else’s. Most of these guys have played together since they were in the second grade. They have the trust and confidence in each other to be that kind of selfless team.”
