The Eatonville Cruiser boys’ basketball team showcased resilience and offensive prowess last week, securing three wins in four games to improve their season record to 4-4. In a Monday matchup, the Cruisers faced a slow start, committing four turnovers early in the game. However, a late firstquarter surge, highlighted by a 7-0
run, allowed Eatonville to take an 18-14 lead. The momentum carried into the second quarter, where a 9-0 run extended the lead to 3724 at halftime. Griffin Clevenger and Amari Samuel led the firsthalf offensive charge, contributing 14 and 12 points, respectively. Eatonville outscored the Warriors 39—21 in the second half, securing a 67-53 victory. Clevenger notched a game-high 18 points, Samuel added 16, and Hunter Klumpar recorded the team's first double-double of
the season with 14 points and 12 rebounds. Wednesday's game against Morton-White Pass Timberwolves proved challenging, with Eatonville succumbing to turnovers in the first quarter. Despite a 6-0 run to finish the half, the Cruisers fell short, losing 64-53. Klumpar achieved his second consecutive double-double with 16 points and 10 rebounds, while Mark Nueva contributed 14 points. On Friday, the Cruisers, still on the road, faced the Castle Rock Rockets. Despite struggling from three-point range, shooting 2 for 19 in the first half, Eatonville secured a 59-41 win. A recent committee meeting on homelessness in Pierce County highlighted the impacts low staffing at the sheriff 's department has on addressing homelessness. Pierce County Sheriff Deputy Jeff Papen told the Select Committee on Homelessness that – as homeless encampments see more incidences of shootings, homicides and missing persons – the county is struggling to respond to the increased calls for services. Papen added that the Pierce County Sheriff 's Department is one of the lowest staffed departments in the U.S.. There are 771 FTEs related to public safety in the county. The department’s law enforcement branch saw the number of positions drop from 414 FTEs in the 2022-2023 budget year to 402 set for the 2024-2025 budget year. For context, the neighboring King County, Washington state’s most populated county, has 1,125 positions in its sheriff 's department. Papen said that there was an increase in calls for service corresponding with the increase of encampments throughout the county on various kinds of properties. “It was significant – we had several hundred types of calls that we couldn’t respond to,” Papen said in the committee meeting on Dec. 13. you are entitled to a $400 Saver’s Credit on your tax return. It’s also worth mentioning that the Saver’s Credit is in addition to any other tax benefits you get for your retirement contributions. So, in the previous example, not only would you be entitled to a $400 credit, but you would also be able to exclude the $4,000 401(k) contribution from your taxable income. So, if you’re in the 12 percent tax bracket, this translates to an additional $480 in savings, for a total of $880.

ear Struggling, If your income is low to moderate and you participate in your employersponsored retirement plan or an IRA, the Retirement Savings Contribution Credit (aka “Saver’s Credit”) is a frequently overlooked tool that can help boost your retirement savings even more. Here’s how it works. If you contribute to a retirementsavings account like a traditional or Roth IRA, 401(k), 403(b), 457, Thrift Savings Plan, Simplified Employee Pension or SIMPLE plan, the Saver’s Credit will allow you to claim 10, 20 or 50 percent of your contribution of up to $4,000 per year for couples or $2,000 for singles. Keep in mind that a credit is not the same as a tax deduction – it’s better: While a tax deduction just reduces the amount of your income that is subject to taxes, a tax credit reduces your actual tax bill dollarfor-dollar. To qualify, you must also be at

And your adjusted gross income (AGI) in 2023 must be below $73,000 or less as a married couple filing jointly, $54,750 or less if filing as head of household, or $36,500 or less if you’re a single filer. These income limits are adjusted annually to keep pace with inflation. To get the 50 percent credit, you’ll need to have an income below $43,500 for married couples filing jointly; $32,625 if you’re filing as head of household; and $21,750 if you’re a single filer in 2023. The 20 percent credit rate applies to couples earning between $43,501 to $47,500; for head of household
filers it’s $32,626 to $35,625; and for individuals it’s $21,751 to $23,750. And the 10 percent rate is for couples with an adjusted gross income between $47,501 and $73,000; for head of household filers $35,626 to $54,750; and individuals it’s between $23,751 and $36,500. Here’s an example of how this works. Let’s say that you and your wife earned $75,000 in 2023. Over the course of the year, you contributed $4,000 to your employer’s 401(k) plan. After deducting your 401(k) contribution, your adjusted gross income (AGI) on your joint return is now $71,000. Since your AGI puts you in the 10 percent credit bracket, and you’ve contributed the $4,000 maximum that can be considered for the credit,

SHORTAGE from Page 1Æ for the Pierce County Sheriff ’s Department is 9.9%, or $20.1 million, above the $224 million dedicated in the 2022-2023 budget. The budget provides funding for increased operational costs, including compensation, overtime and fleet services. General fund budget reductions include 12 vacant Deputy Sheriff positions being closed, with the funding being reallocated to support the increase in costs. Approximately $1.4 million in anticipated vacancy savings is budgeted to address severance costs. Two additional vacant deputy sheriff positions are being converted to other job classifications, including a legal assistant to support increased reporting requirements and an intelligence analyst to continue l functions no longer supported by
Emergency Management federal grants, according to the budget. The 2023 Point-In-Time count revealed 2,148 people living on Pierce County streets on a single night. That count also found a total of 6,500 connected to the county’s homeless response crisis system. The Pierce County 20242025 budget is allocating a total of $218.1 million on homelessness initiatives. This includes expanding treatment programs, supportive housing, and increasing units of temporary and permanent affordable housing. The Center Square previously reported on gaps in shelter and supportive services to homeless people in local communities, causing other services to reach full capacity. Papen said that some homeless people he has talked to were willing to accept treatment, but would usually have to wait three weeks before being brought in.

Invite this dessert to your next dinner party

A
snow-white pavlova billowing with swirls of cream and juicy berries is a dessert worthy of a holiday dinner and an entertainer's dream. Pavlovas are refined, yet more-ish, dramatic yet light, and a festive dessert to serve following a rich and heavy meal. They can also be prepped in advance and assembled before serving, which makes them ideal for your next holiday or dinner party. Varieties of meringue abound. You can simply make a traditional pavlova with a vanilla-infused white meringue topped with fresh fruit. Or riff a bit and make, say, a chocolatetinged meringue crowned with cocoa-infused cream, with raspberries as garnish -- along with, well, more chocolate. Or keep it fresh and nutty and make this recipe, which adds streaks of ground pistachios and orange to the meringue and cream, and finishes with a shower of fresh raspberries, blackberries and more pistachios. Meringues may seem intimidating to make, but they are, in fact, easy to prepare. The key is to abide by a few simple techniques to ensure a crisp meringue that yields to a slightly soft and gooey center. Bring your eggs to room temperature before using, and make sure that the egg whites are clean of any yolk. A simple tip is to individually crack each egg into a small bowl before adding it to the mixing bowl, so if an egg yolk breaks it won't impact the clean egg whites. Then beat the eggs at medium-high speed, not high speed, to slowly build their structure without overwhisking. Use super-fine baking sugar (or blitz granulated sugar in a food processor until very fine). Add the sugar to the meringue one spoonful at
a time, mixing until glossy peaks form. The meringue can be shaped in a circle or freeform. It can also be divided into smaller individual meringues. Slowly bake the meringue in a low-heat oven to ensure even baking and prevent coloring. It's important to not open the oven door while the meringue is baking, or it may crack; use the oven light to gauge coloring. Then turn off the oven, and let the meringue cool completely without removing it from the oven. The entire process, including cooling, will take several hours, but part of that time requires no work from you. (Tip: You can bake the meringue the night before serving and leave it in the oven overnight until
assembling the next day.) Finally, pay attention to the weather. Rainy or very humid weather can prevent the meringue from crisping, as it may absorb some of the moisture in the air. This meringue recipe is adapted from a Nigella Lawson recipe, and the addition of pistachios is inspired by a Yotam Ottolenghi recipe. PISTACHIO PAVLOVA WITH RASPBERRIES AND BLACKBERRIES Active time: 30 minutes Total time: 1 hour and 30 minutes, plus cooling time Yield: Serves 8 Meringue: 1/3 cup shelled pistachios 2 teaspoons plus 1 1/2 cups superfine sugar
to 350 degrees. (The oven temperature will be reduced as soon as the meringue goes in.) Add the egg whites and salt to the bowl of an electric mixer fitted with a whisk attachment. Beat on medium-high speed until foamy. With the mixer running, slowly add the 1 1/2 cups sugar, 1 tablespoon at a time. Continue to beat until glossy, stiff peaks form. Sprinkle the cornstarch, vinegar and 1/4 teaspoon vanilla over the meringue and gently fold in with a spatula. Sprinkle about 2/3 of the chopped pistachios over the meringue and gently fold once or twice more to streak the meringue with the nuts. Spread the meringue on the prepared baking sheet in the shape of a circle, about 10 inches in diameter, with the edges slightly raised. Transfer to the oven and immediately lower the temperature to 250 degrees. Bake for 1 hour, then turn off the oven and let the meringue cool completely without opening the door. This will take 2 to 3 hours. Photo by Lynda Balslev To assemble the pavlova, combine the cream, 6 large egg whites, room confectioners' sugar and temperature remaining vanilla in Pinch of kosher salt the bowl of an electric 2 teaspoons cornstarch mixer fitted with a whisk 1 teaspoon white wine attachment. Whip until vinegar traces of the whisk are 1/2 teaspoon vanilla apparent. Add the orange extract, divided zest and continue to whip until soft peaks form. Pavlova: Spread the cream in 2 cups heavy cream the center of the cooled 1 tablespoon meringue. Top with the confectioners' sugar, plus berries and scatter the more for sprinkling 1/2 teaspoon finely grated remaining pistachios over and around the orange zest, plus more for meringue. Garnish with garnish 6 ounces fresh blackberries additional orange zest and 6 ounces fresh raspberries sprinkle with additional confectioner's sugar. Serve immediately. Eatonville Cruiser wrestlers strong in weekend tournaments By Skip Smith

In a weekend filled with intense competition, the Eatonville Cruiser wrestling team showcased their skills at two prominent tournaments. At the Tri State 2023 Tournament held at North Idaho College, the boys faced formidable opponents, with standout performances and challenging encounters. Meanwhile, at the Rogers Holiday Tournament at Rogers High School in Puyallup, the team displayed resilience and determination, earning notable placements. Additionally, the girls participated in the Lady Mountaineers Invitational at Rainier High School, with Brooke Ostendorf and Lauryn Stockton achieving commendable placements. BOYS – Tri State 2023 Tournament at North Idaho College 132 pounds – Kasey Whitney: After receiving a bye in the first round, Whitney defeated Othello’s Adriel Flores before falling to the eventual tournament champion, Mead’s Josh Neiwert. This loss dropped Whitney into the consolation bracket, where he lost to Anacortes’s Talin Kerr, eliminating him from the tournament. 160 pounds Jacob Ostendorf: Ostendorf
defeated Gonzaga Prep’s Harrison Crooks in the first round but fell in the second round to Post Falls’ Trey Smith. After two straight victories in the consolation rounds, Ostendorf was eliminated by Brett Myers from Coeur d’Alene. 160 pounds Trey Sta Rosa: After defeating Richland’s Preston Richins in the first round, Sta Rosa was pinned by Arlington’s Dustin Baxter. He then won against Gonzaga Prep’s Harrison Crooks before being eliminated by Coeur d’Alene’s Gabe Larson. 170 pounds – Ethan Rogers: Rogers dropped his opening round match when Mt. In a week marked by highs and lows, the Eatonville Cruiser girls' basketball team played two pivotal games that showcased their competitive prowess. On Thursday, the Lady Cruisers embarked on a journey south to face the Castle Rock Lady Rockets, clinching a hard-fought victory before returning home to host the MortonWhite Pass Timberwolves on Saturday. The first quarter of Thursday's face-off against Castle Rock was a tightly contested battle, with both teams locked in a close match. However, the Lady Cruisers managed to pull ahead, finishing the quarter with a 16-13 lead. The second quarter saw Eatonville extending their dominance, outscoring the Lady Rockets 18-13 and taking a comfortable 34-26 lead into halftime. The third quarter witnessed the Cruisers' lead expanding
to 14 points, courtesy of a couple of impressive 5-0 runs, with the scoreboard reading 48-34. Despite the Rockets mounting a late push in the last quarter, narrowing the gap to 14 points after the Cruisers had built a lead of as much as 20 points; Eatonville secured victory with a final score of 63-49. Bailey Andersen led the scoring charge with an outstanding 26 points, while Lillian Bickford contributed 14 points and 8 boards. Rounding out the scoring for the Cruisers was Hailey Hall with 7 points and 8 boards, Sara Smith with 6, Ryan Stammen 5, Jordan Green 3, Sadie Mettler and Chloe Patterson both with 1. Returning home, the Cruisers faced the MortonWhite Pass Timberwolves on Saturday, seeking to replicate their earlier victory in the season. However, the Timberwolves had other plans, leading 12-10 after the first quarter and extending their advantage to 11 points (30-19) by halftime. Despite a
spirited 9-1 run by Eatonville in the third quarter, narrowing the gap to only 3 points, the Timberwolves responded decisively, building a commanding 15-point lead heading into the final quarter. Although the Cruisers outscored Morton-White Pass 15-13 in the fourth quarter, it wasn't sufficient to overturn the deficit, resulting in a 61-48 loss. Bailey Andersen once again led the scoring for Eatonville with 17 points. Lillian Bickford would have an off-night, scoring below her 10 points per game average with 6 points and 9 rebounds, while Hailey Hall showcased her prowess on the boards with a game-high 12 rebounds and 6 points. With these results, the Lady Cruisers now stand at a season record of 4-2. Their next challenge awaits as they face their rivals, the Orting Cardinals, on Thursday in Orting at 5 p.m. in their final game before the Christmas break.
Let’s Go Washington has sent a cease-and-desist letter to three organizations it’s accused of illegally interfering with its signature gathering efforts for initiatives to be placed on the November 2024 ballot. The letter, written by former State Attorney General Rob McKenna, accuses Fuse Washington, SEIU 775 and Washington D.C.-based Fieldworks of engaging in “a coordinated intimidation campaign against contractors for our client, Let’s Go Washington, and voters, to disrupt and prevent the collection of voter signatures for several initiative petitions in Washington.” The letter was sent on Dec. 14, the same day Let’s Go Washington turned in 400,000 signatures for Initiative 2113, which would restore the ability of police officers to pursue criminal suspects. The letter claims that individuals affiliated with one or more of these groups harassed signature collectors in various cities including Ridgefield, Camas, and Tacoma. In several instances, the incidents prompted a police response but also “caused petition signing by voters to be disrupted or terminated at that location,” according to the letter. “It’s unconscionable and illegal activity, openly driven and coordinated by these activist groups,” Let’s Go Washington Founder Brian Heywood said in a news release statement. “The harassment and intimidation of Washington voters and initiative workers needs to end. The initiative process is one of the state’s most fundamental democratic rights and they are brazenly working to suppress it. They have to end this intimidation campaign right now or we’ll be forced to settle this in court.” The Center Square reached out to the Secretary of State’s Office for comment. SOS Media Relations Coordinator Derrick Nunnally told The Center Square that their office has no investigative or enforcement power regarding interference with signature gathering. “Our role has been to help with awareness of what the laws are, including laws against harassing folks who are attempting to participate in democracy, which is what signature gathering is,” he said, adding that if anyone witnesses interference they should contact local law enforcement. Washington Secretary of State Steve Hobbs issued a statement in July 2023 stating that harassing or impeding the signature-gathering process in any way is a misdemeanor. Earlier this month, a hotline was set up by the Washington State Democrats for people to report signature gathering locations. When The Center Square called the hotline for possible comment on the cease-and-desist letter, it was sent to a voicemail asking to provide information about a signature gathering location. Let’s Go Washington is also alleging that groups opposed to the initiatives have tried to bribe signature gatherers to “relocate to Florida until after the signature gathering period has ended. We expect to see the full disclosure of these opposition campaign expenditures in the PDC filing reports as required by state law.”

Seattle’s new building emissions standard to cost city $35M to meet requirements By Spencer Pauley The Center Square
Seattle Mayor Bruce Harrell has signed a new building emissions standard, which means the city will have to accelerate action on cityowned buildings. The Building Emissions Performance Standard Policy is projected to cut annual building greenhouse gas emissions by 325,000 metric tons by 2050. That is the equivalent of taking 72,322 gasoline-powered cars off the roads for a year. The policy applies to existing nonresidential and multifamily buildings greater than 20,000 square feet. Approximately 1,650 nonresidential buildings and about 1,885 multifamily buildings with 20 units or more are covered under the policy. About 600 large buildings on college and hospital campuses are also covered.
According to a fiscal note attached to the newly signed standard, seven of the city’s buildings are over 20,000 square feet, which would in turn means spending approximately $35 million by 2042. “To protect public health and
building emissions performance standards and requiring large buildings to make the switch from dirty fuels is a critical step to protect our climate.” In 2023, the Seattle Office of Sustainability and Environment appropriated $828,228 in payroll expense tax revenue to implement the building emissions performance standard policy. 'Worst case scenario' estimate used by Washington AGO for police prosecution bill By TJ Martinell The Center Square
During this year’s legislative session a group of Washington House lawmakers introduced House Bill 1579, which would have allowed the state attorney general’s office to conduct independent prosecution of officers for illegal use of deadly force. While the bill was moving through the legislature, a critic argued in an email to House legislators that the AGO was using “false and misleading information” regarding the number of estimated number of incidents that occur annually. That critic, who has numerous ongoing disputes with the AGO regarding an ongoing use of force database project, is now claiming the SPOTLITE Project at the University of Illinois has proved him correct. The AGO has counterargued that the discrepancy is due to different definitions. Yet, state employee communications show that the estimate used in the bill was considered a "worst case scenario." In HB 1579’s fiscal note, the AGO states that projections by the Office of Independent Investigations estimates there are approximately 250 cases involving use of deadly force annually, and approximately 28 of those 250 cases result in death. If enacted, HB 1579 would have set OII as a separate division within the AGO and given it the jurisdiction to review county prosecutor’s investigations and file its own charges against officers. However, the fiscal receipt
acknowledges that “there is limited data available on the number of incidents per year where police use deadly force in Washington State because that is not information that is tracked or collected. That makes it difficult to estimate exactly how many cases would come to the AGO if this bill passed.” When contacted for the story, OII Communications Director Hector wrote to The Center Square the "stat you mentioned actually originated with the Governors Task Force on Independent Investigations." Among the task force's recommendations was the creation of OII. Bob Scales, Police Strategies CEO and former King County deputy prosecutor, wrote in a March 21 email to House lawmakers that “there is absolutely no factual basis" for the numbers included in the bill's fiscal note. Scales’ company was considering to subcontract on a bid put out by the AGO to build a statewide police use of force database. Although the contract was awarded to Washington State University, the only institution to submit a bid, Scales has alleged numerous instances of unethical conduct by both AGO and WSU staff, including the university president, during and after the AGO's request for proposal process. In a Dec. 4 email to lawmakers, Scales included a link to the SPOTLITE Project, which shows that there were 520 incidents of lethal use of force by police in Washington between 2014-2021. The most in one year during that time period was 2017, when there
were 84. “I don’t expect the legislature to take my word for it,” Scales wrote. “What I would hope is that the legislature asks questions and looks at the facts and evidence before making a multimillion dollar legislative decision.” When asked about the SPOTLITE Project, Castro said OII hadn't seen it yet, "so I’m afraid I can’t provide a comment on it." Scales’ email was eventually forwarded several days later to Mike Webb, the AGO's chief of staff. In a Dec. 8 email to legislators, Webb argued that the definition used by OII is different than that used by SPOTLITE, which “includes any police use of firearms (lethal or nonlethal) and any other use of force that results in a death.” Washington state law defines “deadly force” as “the intentional application of force through the use of firearms or any other means reasonably likely to cause death or serious physical injury.” “This definition is generally understood to include any gunfire directed at an individual, whether or not it hits them, and could include any blow to the head or neck area with any kind of weapon,” Webb wrote. “In other words, this is much broader than lethal force. The Legislature can of course choose to amend HB 1579 to restrict the jurisdiction of an Independent Office of Prosecutions to cases involving death, and we understand there have been some discussion about that possibility. We will continue to draft our fiscal notes to the policy that has been proposed,
using the best information available at the time.” At the same time, internal emails obtained by The Center Square reveal that OII employees regarded that estimate as a "very quick, worst case scenario" created by the task force that heavily relied on the assumption that statewide incident rates were equal to that of Seattle and that the incident rate is "highly correlated to the population." In a Dec. 13 email response, Scales accused Webb of engaging in unauthorized practice of law while providing a copy of a database OII kept of reported deadly use of force incidents that occurred between Nov. 15, 2022 and May 10, 2023. According to the database, OII received 34 calls from law enforcement agencies, albeit Scales noted that even among those not all incidents met OII’s definition of “deadly force." “Therefore, the actual number of deadly force incidents in Washington State is…not the 250 incidents that the AGO wants you to believe,” he wrote. “The AGO has embraced the 250 number because that enables them to ask for more than $10 million a year to investigate and prosecute those cases.” In a separate email, Scales wrote that "it’s pretty bad when the Attorney General’s Office inflates the number of police lethal force incidents by four times and no one in the legislature seems to care. This is one reason why we have such ineffective and counterproductive police reform legislation in this state. The laws are based on lies."

Congresswoman troubled by Biden pact to restore Columbia Basin salmon populations By Randy Bracht Staff Report
U.S. Rep. Cathy McMorris Rodgers, R-Wash., says she’s troubled over Thursday’s announcement by the Biden Administration of a 10-year plan to restore wild salmon populations that does not rule out breaching four federal dams on the Lower Snake River. “I have serious concerns about what this agreement means for the future of our region. It jeopardizes the energy, irrigation, and navigation benefits that support our entire way of life, and it makes commitments on behalf of Congress without engaging us,” McMorris Rodgers said Friday in an emailed response to The Center Square. “This is too significant of a decision to make without an open, honest, and transparent regional dialogue,” said McMorris Rodgers. “I want to work together -- Republicans and Democrats – to recover endangered salmon, but that’s only possible when all voices are heard and every perspective is given a seat at the table.” Announced by the White House, the agreement – involving the states of Washington and Oregon and four tribal nations – has been filed in U.S. District Court in Oregon. It seeks to pause decades-long litigation against the federal government’s operation of its dams in the Columbia Basin river system. The pact calls spending $300 million over the next decade to restore salmon, steelhead, and other native fish species, plus facilitating tribal-sponsored “renewable energy production” capable of generating one to three gigawatts of power. “Implementation of the agreement will diversify and develop affordable, clean, and reliable energy options for the region,” the White House said in a press release. “Investments under this agreement will help to ensure continued energy reliability and affordability, transportation, recreation, irrigation, and other key services, including in the event that Congress decides to authorize breaching of the four Lower Snake River dams.” Breaching the dams has been a flashpoint of contention for years. A coalition of tribes, environmental groups, and sportfishing interests want the dams removed, saying a free-flowing Snake River will help restore wild salmon populations migrating between the Pacific Ocean and spawning grounds in Idaho. However, proponents of the dams say their hydroelectric generation

Proponents also contend that other factors – such as natural predation and ocean warming and acidification – have contributed to fish declines, but modifications to the dams and enhancements of spawning habitat have helped boost their numbers. The new agreement, called the Columbia Basin Restoration Initiative, is accompanied by a memorandum of understanding between the federal government and the “six sovereigns” – the states of Washington and Oregon and the Nez Perce, Umatilla, Warm Springs, and Yakama tribes, along with a coalition of fishing and environmental organizations represented in the lawsuit by EarthJustice. Closed-door negotiations of the agreement – brokered over the past two years by the White House Council on Environmental Quality – have been repeatedly criticized by McMorris Rodgers and fellow U.S. Rep. Dan Newhouse, two Republicans whose eastern Washington districts include the Snake River dams, along with Reps. Cliff Bentz of Oregon and Russ Fulcher of Idaho. A draft version of the thenconfidential agreement was leaked last week in advance of this Friday’s scheduled presentation in U.S. District Court. In a joint statement issued afterward, Scott Simms of the Public Power Council, Kurt Miller of NorthwestRiverPartners, and Neil Maunu of the Pacific Northwest Waterways Association said the government document ignores
scientific studies and would undermine clean energy mandates while raising rates on three million electricity customers across the region. According to the White House, the agreement will avoid potentially significant rate increases from courtordered dam operations, with the Bonneville Power Administration estimating an annual average rate impact of 0.7%. Brenda Mallory, who chairs the White House Environmental Quality Council, said in this week’s announcement that the agreement “charts a new path to restore the river, provide for a clean energy future and the jobs that will come with it, and live up to our responsibilities to Tribal Nations.” Oregon and Washington governors Tina Kotek and Jay Inslee, respectively, also hailed the agreement. “This successful and unprecedented partnership between the six sovereigns and the United States government has established a shared vision and pathway forward for restoration in both the lower and upper Columbia River Basin,” said Kotek. “Leaders across the region have long recognized that inaction on the Columbia-Snake River would doom our iconic species, do irreversible harm to Tribal communities, and diminish our region’s economic future,” said Inslee. A study commissioned by Inslee and U.S. Sen. Patty Murray, D-Wash., concluded last year that benefits provided by the dams would cost between $10.3 billion and $27.2 billion to replace. Shannon F. Wheeler, chair of the Nez Perce Tribe, said federal dams on the lower Snake and mainstem Columbia River continue to have “devastating impacts on the salmon and our people, burdening our
Treaty partnership.” “We will not allow extinction to be an option for the salmon, nor for us,” said Wheeler. “The United States is bound to salmon and to us by Treaty where we reserved all our fisheries – our Treaty is the supreme law of the land under the United States Constitution.” According to EarthJustice, a nonprofit legal services organization, the Columbia Basin Restoration Initiative “explicitly calls for the services of the lower Snake River dams to be replaced and then the dams breached within two fish generations (approximately 8 years) to avoid extinction and begin rebuilding salmon populations to healthy and harvestable levels.” Earthjustice senior attorney Amanda Goodin said, “This marks a turning point in our decades-long litigation. Instead of attempting to defend yet another illegal dam operations plan in court, the Biden administration is setting a new course, following the science and the lead of the Tribes and States, to begin to replace the services of the Lower Snake River dams so that they can be breached.” Ten other organizations supporting the efforts include the National Wildlife Federation, Sierra Club, Northwest Sportfishing Industry Association, and Northwest Energy Coalition. Earthjustice has represented the groups in court battles for 30 years. During that time, three different federal judges have faulted six different federal dam operation plans for alleged failure to protect endangered salmon. Earthjustice, the State of Oregon, and the Nez Perce Tribe challenged another plan finalized under the Trump administration in 2020. That litigation has been stayed since 2021 to allow the current negotiations.

FEMA: No decision yet on aid request for Spokane County fire victims By Randy Bracht The Center Square
No decision has yet been made on a request for federal assistance to Spokane County residents who suffered losses from destructive wildfires in August. Earlier this week, Spokane County Commissioners Josh Kerns and Al French sent a letter to the Biden administration and the regional office of the Federal Emergency Management Agency seeking a status update regarding Washington Gov. Jay Inslee’s Oct. 4 request for a “major disaster declaration.” Such declarations are for any natural event causing damage beyond the combined abilities of state and local governments to respond or fully address. If approved, they can provide a wide range of federal assistance programs for individuals and infrastructure, including funds for both emergency and permanent work. Several steps are involved at the state and local level to qualify. Natalie Shaver, a public affairs specialist with FEMA’s regional office in Seattle, told The Center Square on Wednesday that the commissioners’ letter had been received. “As for an update, the request is still in process,” said Shaver, later adding, "The length of the process is case by case. I can confirm that the Governor’s request remains under active review at this time.” “We can’t provide a specific timeline, but we will let you all know as soon as a determination has been made,” she said. In the commissioners’ letter, Kerns said he would appreciate “the Biden Administration’s speedy consideration of Gov. Inslee’s request. I know the administration and our congressional delegation appreciate the urgency of securing federal assistance to aid our residents in time of need.” French said he is committed to collaborating with federal agencies, state and local partners, and community partners to “secure the necessary resources to aid in our recovery efforts.” The Gray and Oregon Road fires both erupted on the hot, dry afternoon of Aug. 18 and were driven by strong westerly winds
near the respective communities of Medical Lake and Elk in Spokane County. The two raging fires burned more than 22,484 acres, forced mass evacuations of residents, claimed two lives, and destroyed over 710 structures including 366 homes. Hundreds of firefighters from across the region were deployed and remained on scene into early September. At the time, Spokane County officials were not optimistic about receiving FEMA funds for a “public assistance disaster” – monies used for damaged infrastructure such as roads, bridges, and electrical facilities. However, officials were hopeful that requests by Inslee and congressional members could sway a decision on FEMA aid to individuals. Inslee asked the president to make financial assistance for wildfire survivors available through FEMA's Individual Assistance program. If approved, the program would provide money and direct services to eligible individuals and households who have uninsured or underinsured expenses and serious needs. The governor’s request was supported by Washington state’s two U.S. senators, Maria Cantwell and Patty Murray, and U.S. Rep. Cathy McMorris Rodgers, whose 5th Congressional District includes Spokane County. “While Washington state’s first responders have reacted to these disasters promptly and heroically, the events triggered by the Gray and Oregon Road Fires are quickly exhausting the already-strained capacity and resources of local communities and state agencies,” the three congresswomen wrote at the time. “Consequently, we fully support Governor Inslee’s request for a Major Disaster Declaration for the Gray and Oregon Road Fires that includes Individual Assistance and the Hazard Mitigation Grant Program,” they said. Inslee also asked the U.S. Army Corps of Engineers and the Environmental Protection Agency to assist with debris management and disposal, and his office provided $2.5 million in emergency funding to help with individual assistance.
