District 7 Seattle City Councilmember Andrew Lewis came to his New Year’s Eve swearing-in ceremony with good news for Uptown gardeners. During transition meetings in Novem-

Free Christmas tree composting offered through January Seattle Public Utilities will be accepting Christmas trees and other holiday greens for free composting through Jan. 31. Residents are asked to place their tree and bundled greens next to their compost bins during collection days. Renters may place two trees next to each compost cart during each collection day at their apartment. Trees must be cut into lengths of four feet or less and be bare. Up to three trees per vehicle will also be accepted at SPU’s transfer stations for free through Jan. 31. The north station is at 1350 N. 34th St. in Fremont. More holiday recycling information can be found at seattle.gov/util/myservices/ wheredoesitgo.

ber and December, the new councilmember said he’d negotiated an agreement with Mayor Jenny Durkan and Deputy Mayor Mike Fong to keep the UpGarden P-Patch in place. Gardeners learned in late October that the P-Patch atop the Mercer Street Garage was slated for removal in fall

2020 to restore the roof for parking and accommodate visitors to the new Seattle Center arena. Lewis pledged to fight that decision, speaking to UpGardeners at their last meeting in November. A number of them joined him at the UpGarden for the Dec.  UPGARDEN, Page 7

How do you make a snow globe?

I

f you have a long winter break ahead and are looking for a great way to spend the afternoon, you might just want to make your very own snow globe. There are a few different ways to build a snow globe, but the first thing you’ll need is the perfect container. To make a small snow globe, you might use something like an empty baby food jar. Or maybe if you want to make a bigger snow globe, you could choose an empty spaghetti sauce jar. An empty water bottle could also work well for a snow globe. This is a great project to do if you have a few old items you want to make into something new. Once you have your perfect container, you’ll want to fill it up with certain kinds of liquids. My friend Lindsay Lightner, a Ph.D. student at Washington State University, teaches people how to become science teachers and knows lots of great science activities to try. Her students make lava lamps to learn about something called viscosity. A lava lamp actually isn’t too different from a snow globe when it comes to viscosity. Viscosity is a property, or characteristic, of liquids. We often use the word viscosity to describe how fast or slow a liquid flows. If you stuck a spoon into a jar of peanut butter, it would probably stick to the spoon. It’s really thick and has a high viscosity—it behaves almost like a solid. But if we heated some peanut butter in the microwave, it would move around much more freely and have a much thin-

ner consistency. It now has a much lower viscosity. For your snow globe, you will want to figure out how viscous to make your liquid. You can try it out with an experiment. You can fill up one jar with water. Then fill another jar with water and a teaspoon of something called glycerin. Glycerin is what we sometimes use to make bubbles and it can make water more viscous. It’s easy to find in many stores. You might even make a third jar with a tablespoon of glycerin. You can adjust the amount, as needed. Finally, you can add your “snow.” There are all kinds of different things you can use for snow. You might make your snow out of aluminum foil. You can use a hole punch to create some tiny flakes that will reflect the light.

If you want to re-use a material, Lightner said you can also use eggshells to make your snow. You could wash out the eggshells and then crush them up with a rolling pin into snowflake-sized pieces. No matter what solid object you decide to use, you will want to make sure it doesn’t dissolve in liquid. Lightner adds that you could also add little toys, like old Lego people, to decorate the inside of your snow globe. Finally, you’ll want to put the lids on your containers tightly and give them a shake. Which of your snow globes has snow that falls the slowest or fastest? Tell us about what you created sometime at Dr.Universe@wsu.edu. Sincerely, Dr. Universe

2020: Finding the words to begin again

I

t’s odd to pronounce a new year for the first time. Two Thousand Twenty. I emphasize the digits, as if I can’t quite believe the way they sound. Sometimes I think the most lonely thing about not believing in a supernatural being is that there is no one to ask how will the new year turn out? No one to offer any real assurance that I will be able to live confidently in the present regardless of how scary the future can feel. So scary, in fact, that when I look out the window to see a crow staring at me, I am sure it is a sign. Crows don’t typically land on my sill to stare at me, but this one turns its head from side to side, slowly, and I get this funny feeling that it swooped in to stress my point: No telling. You’ll just have to wait and see like the rest of us. “You know what?” I say to crow, “It’s time I get back to work.” Like a lot of people, December isn’t very productive in terms of my work. Still, you’d think I’d be more convinced of my ability to refine the tone, the phrasing, the pauses, even if it takes me a while to get to my desk this morning. “Even if my head feels like cotton because I shouldn’t drink the hard stuff, I’m not wired for it.” I take a deep breath. The crow flies off. See, the other week I got all dressed up to attend my friend’s pre-New Year’s/moving-away party. He’s off to live on the Arizona desert. “I’m so over this,” he said, meaning long, wet winters, and it doesn’t really matter that he’s tried to leave Seattle twice before; this time I believe him. And because his party felt like the official end of the holidays, first I fell in love with the Mary Lou chilled gimlet with fresh lime. “Plenty of vitaSanelli min C,” he said, handing me the spicy, scented Falling drink. With the music in the background, I Awake managed — thanks to gimlet number two — to outlast the only other dancer on the floor, my frined (he still holds it against me, I think), just to prove that I can still dance until the wee hours of the morning. And this was before Michael Jackson’s “The Way You Make Me Feel” came on. By gimlet number three, I slipped over the edge, falling on my butt in the middle of the room. I looked around in hopes that no one had seen my fall, or, if they had, they saw that it was entirely the fault of the slippery floor. It’s not hard to reconstruct how it happened. I tried to execute a pirouette. A pirouette! After three vodka gimlets. Feet firmly planted in fifth position, it began well enough. But then everything strayed too far from gravity. My balance wasn’t balanced anymore. Earlier, I’d debated with my friend whether he should mix me another. He looked at me coolly. I think his reason for giving in was simple: He knew my hangover would be far worse than any reproach from him. I thanked him. I thanked me. Then I made my way back to the dance floor. And, well, it’s important to forgive ourselves for making mistakes. I don’t even know why I thought of that just now. I wasn’t talking about mistakes. Shudder. Okay, so in terms of resolutions having to do with my personal life, self-forgiveness will need to become this: any mistakes I make along the way — and I will likely make plenty because I say regrettable things when I’m nervous — hopefully prove that I am, at least, trying. It’s such a delicate balance, though, patience vs. vigilance, what it takes to make things happen. Oh, the thoughts I pared back today have been cathartic. Nearly as cathartic as dancing was last week. And I have found the words, and the nerve, to begin again. Mary Lou Sanelli is a writer, speaker and dance teacher who lives in Belltown. Her novel, “The Star Struck Dance Studio of Yucca Springs,” was recently released by Chatwin Books. For more information about her and her work, visit marylousanelli.com.

 UPGARDEN, from Page 1 31 swearing-in ceremony. “The 1962 World’s Fair rejuvenated Seattle’s cultural identity. It gave us the Space Needle, the monorail, the KeyArena, and yes, this parking garage,” Lewis said. “In the spirit of the creativity of that fair, our neighbors reclaimed a portion of this garage as community open space, establishing the UpGarden.” The UpGarden started in 2012 as part of the 50th anniversary celebration of the World’s Fair in Seattle and under a memorandum of agreement between Seattle Center and the Department of Neighborhoods, which manages the P-Patch program. The MOA anticipated the garage eventually being replaced with redevelopment, at which point the P-Patch would need to be moved, but the agreement left open the right to take back the rooftop space for any reason. While Lewis used his incoming council position to push for the UpGarden’s preservation, he said the gardeners who campaigned and petitioned to save the P-Patch did the heavy lifting. “This garden has grown not just produce, but community, literally from the grassroots,” Lewis said. “One hundred and fifty gardeners work 93 plots, sending over 1,000 pounds of produce a year to local food banks, and host public celebrations of the equinox, New Year’s Eve and the Fourth of July. The Center School, my alma mater, teaches AP biology in their own dedicated garden here. In October, children paint pumpkins for Halloween.” A news release from the mayor’s office states the extension of the existing memorandum will ensure the P-Patch remains as long as the Mercer Garage exists. The parking structure was already undergoing a seismic retrofit when gardeners received news of their impending eviction. “Our community P-Patches are some of Seattle’s most treasured resources for building community and connection,” Durkan said in the news release. “We will continue to preserve and maintain critical green space in our City so all our residents, regardless of neighborhood or income level are able to garden and grow healthy food.” According to the city’s agreement with ArenaCo. LLC, “Mercer Garage will be maintained as a parking facility until light rail is designed and planned for Seattle Center,” according to the news release. A Seattle Center light rail station isn’t expected to open until the Ballard extension is completed in 2035. The existing MOA also states the city wouldn’t demolish the garage earlier than Jan. 1, 2035 or when a light rail station opens within a half-mile of Seattle Center. “As long as I am a member of the Seattle City Council, I will fight for our public green spaces,” said Lewis, who divulged he’d gone over the terms of the new P-Patch lease with Fong the day before. UpGarden lead coordinator Robert Grubbs said he did not get a heads-up about the decision. He

(Above) Seattle City Clerk Monica Martinez Simmons administered the oath of office, after which 36th District Rep. Gael Tarleton affixed Lewis’ councilmember lapel pin. learned the news during the Dec. 31 ceremony. “He told no one,” Grubbs said. “It was a total surprise. We are just over the moon.” UpGardener Norm Roberts said he’s looking forward to doing some heavy mulching in the near future. He’s been gardening at the P-Patch for the past five years. “I thought it was the best thing I’ve heard in a long time,” Roberts said. Lewis said he’ll be focusing on fulfilling campaign promises once he officially starts on the council next week, which includes finding a way to fund a 1:1 replacement of the Magnolia Bridge and renovating the Queen Anne and Magnolia community centers. He said he will also be focusing on how the city addresses homelessness under a newly formed regional authority. “That’s going to be something that’s going to be a big focus of mine,” Lewis said, “to make sure that it’s not just Seattle contributing resources, but use that

FOLLOW US ON TWITTER Serving Pets and People with Passion and Purpose

regional framework to bring in other partners and really have a truly regional response.” The new councilmember said it’s also important to have a quick and nimble staff that can respond to district issues, such as UpGarden, when they arise.

Appointments Lewis will be vice chair of the Community and Economic Development Committee, but is not chairing any standing committee. However, he will chair the Select Committee on Homelessness and Housing Affordability. As of press time, it was not known who would chair the Budget Committee. Other committees the District 7 councilmember will serve on are: Finance and Housing; Public Safety and Human Services; Sustainability and Renters’ Rights; and Land Use and Neighborhoods. Lewis will also serve on the Governance and Education Committee as an alternate.

Magnolia Safeway project up for review WDRB to provide Early Design Guidance on Jan. 8; Queen Anne redevelopment expected back in late spring By Brandon Macz

QA&Mag News editor

Security Properties will share its plans for replacing the Albertsons in Magnolia with a green Safeway with condos up top during an Early Design Guidance meeting with the West Design Review Board on Wednesday. The West Design Review Board will assess the project from Room 1 of the Queen Anne Community Center, 1901 First Ave. W. at 8 p.m. on Jan. 8, deciding whether to clear plans to come back for a recommendation meeting or request changes for a second EDG. Security Properties believes redevelopment of the Magnolia Albertsons site will be the first mixed-use project with a grocery store to attempt to qualify for the City of Seattle’s Living Building Challenge pilot program. Plans are to raze the 18,000-square-foot Albertsons building, which has been at that location since 1955, and replace it with a 25,000-square-foot Safeway store. Responding to community feedback regarding a lack of downsizing options in the neighborhood, the developer is planning to top the new Safeway with six floors of condo units; about 138 are proposed, but could change depending on final decisions regarding amenities. Security Properties believes redevelopment of the Magnolia Albertsons site will be the first mixed-use project with a grocery store to attempt to qualify for the City of Seattle’s Living Building Challenge pilot program. To qualify, the developer plans to recycle its gray

Under the Living Building pilot, which was created to incentivize producing buildings with lower greenhouse gas emissions, a developer can earn a 25 percent higher floor-area ratio (FAR) and increase the building height by 12.5 feet for residential construction. The developer is shooting for an early 2021 groundbreaking, assuming required reviews and permitting go as planned. Approved changes prompted by 2018 assault case, dog bite By Brandon Macz

QA&Mag News editor

The Seattle Police Department has adopted a new use-of-force policy regarding its K-9 units. At the time Chief Carmen Best released a video of a 2018 incident that resulted in the changes, the Office of the Inspector General was still auditing SPD K-9 operations. Officers responded to an assault call at Rainier Avenue South and South Cloverdale Street on July 20, 2018, where a man stated he’d been attacked by five suspects. One juvenile suspect was later located near the Rainier Beach Community Center and taken into custody. Another suspect was also identified, and a foot pursuit ensued, according to a redact-

ed police report. The chase ended with the K-9 unit taking down the shirtless male, who had to be transported to Harborview Medical Center for dog-bite injuries. “Although Chief Carmen Best found the actions of the canine team consistent with 2018 department training,” an SPD Blotter post states, “Chief Best also believed the deployment was not consis-

tent with SPD’s Use of Force policy nor the values of our department.” The Seattle Police Department has been under a consent decree with the Department of Justice since 2012, after a federal investigation found the SPD engaged in racial profiling and unnecessary use of force.  POLICY, Page 11

A life-long Magnolian, Tony was well known for his generous heart, big personality and talent for commercial and sport fishing. Everyone he came to know was unconditionally loved. That was his true gift. At a young age, he spent hours fishing from the dock at Indianola. He learned to fish local waters of Washington with much success and delight with friends and family. His love for fishing led him to a career in commercial fishing - as a crewmember on many vessels; then, as Captain on the 165ft. Crabber/ Trawler F/V Fierce Allegiance in the waters of the Bering Sea. He also owned and operated the F/V Shermanator harvesting sockeye salmon during the summer months in Bristol Bay, Alaska. His success as a fisherman was also well known. Early in his career, he had the opportunity to purse seine with a Native Tlingit Captain from Sitka, Alaska. Through that mentorship, he learned to respect native cultural strengths and passions for harvesting fish and to protect and sustain natural Alaskan wild salmon and herring stocks. He passed away suddenly and will be missed by many. Preceded in death by his parents, John and Gloria LaRussa; siblings, John Joseph and Mary Kaye LaRussa. He is survived by 8 brothers and sisters who loved him. His numerous nieces and nephews have many fond memories of their wild and wonderful “Uncle Tony.” A celebration of life will be held on January 19, at Pilgrim Hall, 1-4pm, 3555 W. McGraw. Please bring stories and an appetizer or dessert to share. A Fishermen’s Memorial will also take place on March 22, at Ballard Elks, 1-4pm. Charitable donations may be made to the United Tribes of Bristol Bay in honor of Tony’s quest to protect natural fish runs and habitat in waters he loved and revered. Website: www. UTBB.org. The policy change requires officers to issue a verbal warning to a suspect before using a canine to subdue them. Under the policy change, officers would need to repeat these warnings, which include disclosing the potential for a suspect to be bit, when moving within part or different floors of a building, and a “reasonable amount of time” has to be afforded to a suspect to surrender. “Where there is a reasonable belief that the suspect speaks a language other than English, an officer or other individual fluent in that language should be summoned to the scene if available and the exigency of the situation permits,” according to the policy. Officers would also need to consider the age and severity of a crime when engaging with juvenile suspects, as well as those with a mental health issue or disability. In the July 2018 case that resulted in reviewing and revising the K-9 policy, the SPD handler lets the dog out of the vehicle — off lead — and immediately commands the running K-9 to “take him, take him!” The dog is seen biting the unarmed man and shaking him while he’s screaming on the ground in video released by SPD. The handler does not attempt to pull the dog off for 20 seconds after the takedown, telling the 16-year-old suspect at one point, “Don’t f**k with my dog.” The video was first released to a media outlet through a public disclosure request, and the blotter post states it was then made public in the interest of police accountability. Under the new policy, a handler is required to call off their dog at the “first possible moment” it can be done

safely and after assessing any potential threats. “Handlers will continue to factor into their call-off decision that the average person will struggle if being seized or confronted by a canine,” the policy states. “This struggling, alone, shall not be cause for not calling off the canine.” The new policy also requires officers to render medical attention to the subject of a canine bite “as soon as reasonably possible.” During the July 2018 incident, the suspect is asked to sit up and answer questions, but stated he was too dizzy to walk. Seattle Fire medics tended to his injuries at the scene before he was taken to the hospital. Police K-9 Katniss had her first arrest in Queen Anne on Dec. 12, apprehending a person suspected of stealing packages from people’s porches. The suspect fled in a van, but struck a fire hydrant, which knocked it out of the ground and disabled the vehicle. Katniss found the suspect hiding in blackberry bushes.

Plans to develop 93 housing units across six stories, with nonprofit Path with Art occupying ground-floor space, quickly cleared administrative review by the Seattle Department of Construction and Inspections last year. “We are amazed at the partnership that we had with SDCI,” said Plymouth Housing’s director of real estate development Tim Parham.

“They met or exceeded every deadline that we had with this project.” The Seattle City Council approved a 99-year ground lease with Plymouth Housing in September. Ninety-one studio apartments will be income-restricted units, with 19 dedicated to people who had formerly experienced homelessness, and 72 for Plymouth Housing clients exiting supportive housing. Two units will be for site managers. Path with Art has a $50,000 grant from the Seattle Office of Arts and Culture it will use

People are invited to join Plymouth Housing, city officials and special guests for the groundbreaking ceremony at 10:30 a.m. Thursday, Jan. 16. Speakers will share thoughts on the project at 11. “We’ll have a good few months of digging and installing the supports for the building,” Parham said. “The soil is not great, so we’re going to have to do a lot of geo-bearing piles.” He said Plymouth is aiming to have its certificate of occupancy by June 2021.

 REVIEW, from Page 8 Queen Anne News her development firm submitted its master use permit for the project on Dec. 19. The existing Safeway store is slated for demolition at 2100 Queen Anne Ave. N. to make way for a 50,000-square-foot urban concept model, with 323 residential units on top and 344 parking spaces underneath. Concerned about the size proposed for the new grocery store and how it will fit in Queen Anne, the West Design Review Board cautiously cleared the design to return for a recommendation meeting back in October. Barrientos says SDCI is backed up with development projects, so another review board meeting for the Queen Anne Safeway likely won’t happen until May or June. Another public meeting is expected to take place in March, she says, once the design team knows if SDCI has identified any issues with the application. Responding to the review board and public comment received during the Oct. 2 Early Design Guidance meeting, Barrientos tells Queen Anne News design changes since then include adding an entry door directly into the Starbucks at the store and a large, operable window for the floral department. Under code, a project of this size would require eight retail spaces, and the review board wanted to see the project treated as such. Barrientos says all street frontages have also been revised.
