The Queen Anne Safeway/21Boston housing development project is back on track after Design Review Board West members signed off on the project at a meeting Feb. 3. The project, 2100 Queen Anne Avenue North, is for a mixeduse commercial and residential complex with a seven stories and 324 apartment units, including 65 affordable units, parking for 344 vehicles and a new 50,000-square-foot Safeway. The current 30,000-square-foot Safeway will be demolished. The housing is actually broken into three separate buildings, on Boston and First Avenue, Crockett and First Avenue North and on Queen Anne Avenue, which is also where the Safeway storefront will be. Developer Maria Barrientos, barrientosRyan LLC, said she wasn’t sure what to expect before last week’s meeting. “I was really nervous,” she said. Last week’s session was the second recommendation meeting for the project after the DRB members rejected signing off on

In their rejection, DRB members directed
the design team include a number of small measures in a new plan but were most concerned that it included changes to the storefront facade to show better definition and make it look like it was comprised of several storefronts or businesses.

The Washington State Senate’s Committee on State Government and Elections convened Feb. 3 via video conference to discuss a bill that would put an end to one of the Evergreen State’s most divisive electoral practices — the
inclusion of advisory votes on ballots. Residents who have ever voted in a Washington election may be familiar with advisory votes. These ballot measures are the first items to appear on ballots — coming even before the presidential candidates, and they ask voters whether they want to “repeal” or “maintain” changes to state taxes
imposed by the state Legislature. Advisory votes were created in 2007 by anti-tax activist Tim Eyman and started appearing on ballots in 2012. Since then, dozens of these measures have appeared on Washingtonians’ ballots. There were so many advisory votes in 2019 that they covered the entire first page of the ballot. Despite their prominence on
the ballot itself, advisory votes essentially do nothing; they are non-binding, so even if voters vote to repeal a tax by overwhelming margins, lawmakers are under no obligation to do anything about it. Of all the advisory votes over the years, none has led to a change in

The Queen Anne Community Council is asking community members to complete an online community sentiment survey, answering questions about what they think is important as a Queen Anne neighbor. If passed into law, the bill would repeal the requirement that advisory votes appear on Washingtonians’ ballots and would mandate that extra tax and spending data appear in voter information pamphlets. On Jan. 20, the Senate Committee on State Government heard witnesses from both sides of the debate make the case for and against advisory votes. Eyman appealed for lawmakers to reject the proposed bill, arguing that advisory votes are “an eminently successful effort to educate voters on how much their taxes went up.” He followed that argument up with a simple message for legislators who dislike advisory votes:

“Stop raising taxes! Then there is no advisory vote!” Campaigners on the other side of this debate brought a barrage of criticisms against the advisory votes — or as they prefer to call them, “push polls.” Andrew Villeneuve, the executive director of the Northwest Progressive Institute, built an argument based on the way these ballot questions are framed. He said advisory votes are “anti-tax messages that are dressed up to look like ballot measures,” and that they “violate every single guideline for asking unbiased questions.” He summarized his argument by saying, “People are not being asked for their opinion here. Rather they’re being told what to think.” Patrick Schoettmer, a political science professor at Seattle University, went even further than Villeneuve, saying that advisory
votes are “a form of voter suppression.” Schoettmer recounted evidence that advisory votes confuse and discourage voters from participating in the democratic process. The committee met again last week in an executive session to determine whether or not Senate Bill 5182 will progress. During discussion, Sen. Jeff Wilson (R.-Longview) proposed two amendments that would keep advisory votes on the ballot, but both were rejected by the other committee members, (three Democrats and one Republican). At the end of the discussion, the committee voted 4-1 to move the bill forward to the Senate Rules Committee, with Wilson the lone dissenting vote. If the bill is approved by the Rules Committee, it will go to a Senate floor vote and be passed onto committees in the House of Representatives.

That’s where most of our seed varieties come from: generations of farmers and gardeners saving the tastiest, tallest, earliest plants they grew. This only works with “open-pollinated” seed, by the way, not “F-1 hybrids.” Check your packet or do your research on a variety before you save seed. Many grocery produce varieties will not come true from seed. This year, I’ll be growing seeds saved from my favorite blossoms on the variable calendula Bronze Beauty, in which each flower offers its own riff combining buff, gold, champagne and burgundy. If I did that selectively for six or seven years until my seeds reliably produced the same flower, I could create “Erica’s Bronze Beauty.” Luckily there’s time to think of a better name. It’s possible not all seeds in your packet will germinate. I like to pre-germinate my seeds to save time and space and prevent watering any duds. It’s also a good way to test the viability of older seeds you may have. I put the seeds in a damp paper towel in a labeled/ dated Tupperware or Ziploc bag. Usually you’ll see sprouting in two or three days. You will want to sow your seeds in “Seedling Mix,” which is far lighter and easier for plantlings to push through than potting soil

How can you tell if a fish is female or male or how old it is? There are more than 34,000 species of fish on our planet. It can be tricky to tell the age or sex of a fish, but biologists have come up with a few different ways to find out. My friend Paul Wheeler, a fish biologist at Washington State University, told me all about it. Once a fish reaches an age when it is ready to mate, it is a bit easier to tell whether it is male or female. Females have parts that help produce eggs, and males have parts that help fertilize the eggs. Using an ultrasound, a tool that can capture pictures of an animal’s insides, biologists can look at the fish’s anatomy. They can even tell if a fish is ready to spawn, or deposit eggs in the water. There are also some outward characteristics that help us tell the sex of a fish. Wheeler is very curious about salmon. He said male salmon get darker, and their colors are more intense than females. The males also have a big hook on their jaw and sharp teeth. Researchers can also look at DNA, or genetic information, to learn different things about fish. “It requires taking a little piece of their fin, and the fins grow back. It’s like taking a little piece of fingernail,” Wheeler said. It takes time and scientific equipment to analyze the DNA from the fin, but it can help us learn if a fish is male or female. Wheeler adds that even fins can sometimes signal if a fish is male or female. Male sharks have a pair of fins called “claspers.” Male mollies also have a special set of pointed fins near

There could be some attrition in that process. A grow light or three is smart, because even a lovely south-facing windowsill may offer weak light in Seattle in winter. To be effective, the lights need to be close to the plants, like within 4 inches, and you’ll need to adjust as the plant grows — that’s why “shop lights” on chains are popular, though for smaller operations, you can use a grow-light bulb in a gooseneck lamp. Tomatoes and peppers will germinate best in hot temperatures, so a heat mat is helpful for them. I’ve also heard of people putting them on top of their refrigerator for the heat, but that one didn’t work for me. As always inside, getting the balance of humidity for plants is tricky. Not enough, your seed tray looks like concrete, too much, and you get the mysterious “damping off ” disease, where precious seedlings just kind of melt away. Covering the planting tray with one of those shallow kit lids a.) only works for a minute once the seeds grow, and b.) may be too
their rear ends. One fish that can switch sexes is the clownfish. All clownfish are born male. But some can switch their sex to become a dominant female later in life. It turns out that determining the age of a fish can be a bit tricky, too. “Fish tend to grow based on their resources and how much space they have,” Wheeler said. If one trout grew up in a mountain stream where there weren’t very many bugs to eat and another grew up in a big lake with lots of bugs or shrimp or other fish to eat, they would be different sizes.

As to outdoor seeds, a handful of half-hardy annuals (they can take a little cold) can be sown outside in either autumn or early spring, but I would recommend dedicating a protected sunny spot with well-draining soil. Cool-season veggies like arugula, lettuce, chard, spinach and kale are best sown under some cover (such as under hoop houses). Again, check the soil and air temperature needs of your seeds. All this is not to discourage, but to ensure the best experience growing your first seeds. Yes, you may have to experiment a bit before you hit your stride, but that’s part of the fun of gardening. Seattle’s Neighborhood Matching Fund announces funding programs for 2021 Seattle Department of Neighborhood’s Neighborhood Matching Fund announces its 2021 funding programs. Its two funds — the Small Sparks Fund and the Community Partnership Fund — support grassroots projects that build stronger communities. The Community Partnership Fund provides funding up to $50,000 with two opportunities to apply this year. The deadlines are April 5 and Sept. 13. This fund provides opportunities to create large and lasting impacts in communities by supporting community organizing, public art projects, park improvements, cultural events, design and construction of community facilities and more. The Small Sparks Fund provides funding up to $5,000 per project, and applications are accepted on a rolling basis through Oct. 29. This fund is designed for small community activities such as neighborhood clean-ups, block parties, community art projects, workshops and more. Differences in the latest design included incorporating balconies to some of the housing units on Queen Anne Avenue, changing the brick pattern on the Safeway facade and adding columns to better differentiate each retail space on the Safeway storefront. While the planner had the design team include a study on what the facade would look like with different colored brick, that idea was dismissed in the end in favor of the original solid red color. As before, public comment at the Feb. 3 meeting was largely in favor of the project, with all but two people urging the DRB members to approve the project. Most comments in favor demanded the DRB stop delaying the project with small changes many deemed inconsequential that only served to drive up the cost of construction and slow completion of much-needed housing. “... Barrientos said she was “delighted and shocked” by the public comments calling for the approval of the project, adding the delay from December to February added 300 hours of work and cost between $300,000-$400,000. DRB members, however, stated, despite public comment, they believed the process accomplished

Marty Kaplan, a former Queen Anne Community Council member and longtime advocate of the Design Review Board process, didn’t agree, however, and in an email stated he was not impressed with the last two meetings. Kaplan was critical of the City Council’s decision to shift the development process from DRB to Seattle Department of Construction & Inspections administrative
design review at the beginning of COVID-19 but did not feel the DRB handled the 21Boston project appropriately or was a good example of what design review boards should do. He said the board’s delay of the project and its over analyzing of small business spaces was a “disaster” and accused members of needing to “pontificate without foundation.” He also did not think the changes presented by architect
Brian Runberg, Runberg Architecture, between the December meeting and the latest one were substantively different, either. “Basically, all the issues they complained about previously all of a sudden became acceptable,” Kaplan wrote in his email. “They were so concerned about small business spaces, but, poof, they all thought it was now great. They voted against the murals, but now they are great. This board deserves to be completely changed. It cost the developer time and significant money, which has been the criticism leveled at DRB. I want to save DRB, but this review was not what anyone intended.” Kaplan said he doesn’t feel ending DRB would be appropriate, however. Instead, he calls for updating the process to prevent more DRB meetings like 21Boston project. With the project out of the design review stage, Barrientos said the project needs to wrap up the permitting stage. She said, if all goes well, the project could break ground in mid-June. The store will take approximately two years to complete, and the housing will take two and a half. Barrientos said, in April or May, conversations will begin with community members regarding aspects of construction, specifically how to mitigate impacts to nearby residents and two preschools located in a church on Crockett Street.
