Identifying ideal routes
Residents can comment on early West Seattle, Ballard Link extension proposals through April

Sound Transit is seeking public comment for its West Seattle and Ballard Link Extensions draft environmental impact statement and hosting upcoming informational meetings on the project. Once complete, the project, which is an 11.8-mile corridor through Seattle, will expand the regional light rail system from downtown Seattle to West Seattle and north from downtown Seattle to Ballard. The project is part of the Sound Transit 3 Plan, for which funding was approved by voters in 2016. City invests $8 Million to benefit small businesses
Seattle Mayor Bruce Harrell and the Seattle Office of Economic Development, last week, announced the launch of the Capital Access Program — a new partnership with local community development financial institutions that will connect small businesses to flexible working capital loans, according to a city press release. OED is investing $3 million in Coronavirus Local Fiscal Recovery Funds and $5 million in

funding from the Equitable Communities Taskforce to finance the Capital Access Program. The new Capital Access Program will leverage city funding to lower the cost of Washington State Small Business Flex Fund loans for eligible small businesses by paying down 25 percent of the loan principal. Small businesses can borrow up to $150,000 with 4 percent interest to use on business expenses such as payroll, utilities
and rent, supplies, marketing and advertising, building improvements or repairs and other business expenses. Applications must be submitted by April 8 at 5 p.m. “This new Capital Access Program meets the urgent needs of small businesses trying to recover from the pandemic, especially BIPOC- and immigrant-owned small business owners who often lack sufficient equity to secure
loans through regular banks or have greater challenges navigating the loan application process,” Seattle Councilmember Sara Nelson, Chair of the Economic Development Committee, said in a press release. “Not only will this program help entrepreneurs get a loan, it will also ease their long-term debt obligation. QACC Public Safety Committee meeting March 22
The Queen Anne Community Council’s Public Safety Committee will meet in a virtual meeting from 7 p.m. to 8 p.m. March 22 on Zoom. Sign up to attend the meeting at https://signup.com/go/AKSeGKY. Sound Transit announces service changes in March Service changes for Sound Transit service will take effect this month. The changes include additional reductions as well as extending reductions
that were implemented at the end of 2021 on certain Sound Transit Express routes due to operator shortages. The reductions will affect frequency of service on weekdays only. The March service change will also include four new trips on the Sounder S Line, providing additional travel options for riders impacted by service reductions on ST Express. The service change dates are as follows: • Saturday, March 19, Link light rail and King County Metro-operated ST Express • Sunday, March 20, Community Transit-operated and Pierce Transit-operated ST Express. • Monday, March 21, Sounder Changes on ST Express service include: • 510: Frequency reductions due to operator shortages. • 511: Frequency reductions due to operator shortages. • 512: Schedule adjustments; Frequency reductions on weekdays due to operator shortages. Seattle Public Schools Board selects interim Superintendent for permanent position The Seattle Public Schools Board of Directors last week authorized opening employment contract negotiations with Interim SPS Superintendent Dr. Brent Jones for the permanent position of SPS superintendent. The move came during a board special meeting that was called by board President Brandon K. Hersey. The authorization was approved by a vote of 6-1, with Director Leslie Harris voting no. “I am so incredibly excited to move into this phase of the process, and I know that this is what our community needs at this juncture,” Hersey said in a press release. “And this is what our students are demanding: stability and leadership who understands Seattle and, most importantly, a man who looks like the boys and teens that we are trying to serve. Not only that, one of the most
intelligent, decorated, celebrated individuals that our city has to offer. If we’re talking about Black excellence and having a commitment to equity, it doesn’t get any better than Dr. Brent Jones.” The decision to negotiate a contract with Jones comes two months after the start of a national search for a new SPS superintendent. Dr. Jones became interim superintendent on May 1, 2021. “My mission is to create the conditions for students to thrive,” Dr. Jones said at the end of the meeting. “We are going to do that together and I’m appreciative of what we’ve done so far. It’s only been 10 months; it seems like a long time, but we’ve come through some real heavy, heavy times and we’re still standing, our students are strong, our staff are strong.”
With the board decision, the search for candidates — overseen by consulting firm HYA Associates — will pause until such time as the board and Dr. Jones reach agreement on the new contract. Upon agreement, the board will vote on whether to approve the contract at an upcoming public meeting, according to the press release. “We want to make sure our students have a sense of belonging, a sense of identity safety and that they know that adults love and care for them,” Jones said in the press release. “It’s that deep connection that creates the best chance for our students to excel and reach their highest level of academic achievement.” Jones graduated from Franklin High School, the University of Washington for his undergraduate degree and the University of Texas for his graduate degrees.

Why do people have feelings like love, boredom, happiness and sadness You’re stuck inside on a rainy day when all of a sudden you start to feel a bit bored. Maybe you aren’t sure what to do with the feeling. Maybe you decide to read a book or bake some cookies and the feeling starts to fade. Perhaps you then start feeling happiness from doing an activity you love. You know, pretty much everyone experiences a variety of different feelings every day. My friend Elizabeth Weybright, an associate professor of human development at Washington State University, is really curious about emotions, especially boredom. She said that while we may have all kinds of feelings, they serve a similar purpose. “Feelings are really there to help us communicate to ourselves and to communicate things to others,” she said. Some emotions, like fear, were really helpful back in the days when your human ancestors were faced with real danger like sabertooth cats or other predators. This feeling of fear can help signal when we might be in danger. We might even be able to communicate that feeling to those around us, so they can stay safe, too.
Weybright also reminded me that there aren’t exactly bad or good emotions. Even if something like fear or boredom might not feel very good, they can have some benefits. Boredom might inspire you to use creativity, for example. Meanwhile, love is an emotion that can help us feel connected others. But even if you feel love, it can sometimes come with some sadness. Imagine you live very far from your grandparents or other family that you love. You might miss them and feel sad if you don’t get to see them very often. While we might have different emotions, you can see how they sometimes have strong connections to one another. It’s also a reminder you can have multiple feelings at a time. Weybright also reminded me that some people might struggle with expressing feelings. They might also need some help understanding other people’s feelings. After all, humans aren’t just born knowing all these different emotions. They have to learn about these feelings as they grow up. She also said sometimes parents, caregivers, teachers and coaches can work together with children to help them learn more

According to Sound Transit, the Ballard Link Extension would begin near the existing SODO Station and travel north and enter a new tunnel under downtown Seattle that would pass through the Chinatown-International District and have a new underground International District/Chinatown Station connected to the existing station. It would follow the corridor of Fifth or Sixth Avenue and Westlake Avenue north through Downtown Seattle to South Lake Union. According to Sound Transit, at South Lake Union, the tunnel would turn west toward Uptown. Five underground stations — Midtown, Westlake, Denny, South Lake Union and Seattle Center stations — are proposed. According to the proposed route, “the Ballard Link Extension would exit the tunnel at a portal near Elliott Avenue West and continue either elevated, at-grade, or in a retained cut along Elliott Avenue West. It would then travel through Interbay either elevated along 15th Avenue West or elevated on the west side of Interbay Golf Center. It would cross over or under Salmon Bay near 15th

Eligible businesses that submit a Flex Fund loan application will also be eligible for additional resources provided through the Capital Access Program, including financial counseling, technical assistance and connection to other community-based resources. Seattle Center Festál celebrates the 10th annual Seattle’s French Fest: A Celebration of FrenchSpeaking Cultures from 10 a.m. to 2 p.m. March 20. The free festival, presented by French Education Northwest, takes place virtually, including a program complete with virtual tours. This year’s theme is gastronomy. “French Fest is a fantastic opportunity to bring a little bit of France and the French-speaking countries to Seattle,” French Education Northwest Executive Director Ariane Ogier said in a press release. “This theme helps show just how important food is to the French culture.” Seattle’s French Fest expands the representation of Francophone countries this year. Thanks to a partnership with the Consulate General of Canada in Seattle, Canadian Francophone TV personality Frederic Choiniere will serve as master of ceremonies for the day. The inspiration for the festival comes from “International Francophonie Day,” an event organized in more than 100 countries every March 20 to celebrate the diversity of French-speaking cultures, traditions, ideas and dialects. The festivities will start with a virtual visit of the Goulaine castle near Nantes, organized by the Seattle Nantes Sister City Association. Participants will then have the opportunity to connect with the area’s French schools and organizations through virtual games. Festival participants can look forward to a variety of cooking demonstration from Seattle-based chefs. There will also be a virtual tour of the Lantern Brewery, a small
independent microbrewery and tasting room in Greenwood which focuses on Belgian and Frenchstyle beers. “Festál prioritizes the cultural diversity that makes Seattle what it is today,” Seattle Center Director Robert Nellams said in the press release. “French Fest is one important piece that makes up the fabric of Seattle Center’s many cultural events.” All French Fest activities are family-friendly, free of charge and open to all.
