Proposed Seattle Transportation Levy

could now cost homeowners $500 a year

The proposed Seattle Transportation Levy is increasing in size as city councilmembers add $100 million through amendments. The levy proposal is currently set at $1.45 billion over eight years, as originally proposed by Seattle Mayor Bruce Harrell. The funding goes towards transportation projects prioritized by Seattleites.

I will offer one caveat: if plants are being sold

under cover in a greenhouse, even open-air, they may benefit from being exposed to the outside world gradually.

This is called “hardening off”, and it applies whenever a plant needs to go from inside to out –for seedlings started under grow lights, houseplants coming out for the summer to get infusion of sunlight, and for nursery plants that haven’t been outside yet. The only way to know is to ask the staff if they’ve been hardened off. If they are outside, they may have just arrived from a truck or

Currently, the levy proposal is being discussed in committee and requires approval by the Seattle City Council before it can be placed on ballots in November.

Seattle City Councilmember Rob Saka, who serves as chair of the Select Committee on the 2024 Transportation Levy, is proposing an amendment to the Seattle Transportation Levy that would bring the total to $1.55 billion over an eight-year term. Harrell has already tacked on an additional $100 million to the overall levy before it was sent to the City Council.

This increase would raise the anticipated annual property tax bill for the Seattle median assessed value home to $499 a year, which is $30 more than Harrell’s proposal which would result in a median property tax bill of $469.

The expiring Move Seattle Levy median property tax bill in 2024 is $300.

Despite the large increase in taxes this levy could cause, Seattleites signaled support during a committee meeting on Tuesday.

Saka’s amendment would establish minimum appropriations of no less than $126 million for new sidewalks throughout Seattle, $221 million for bridges and structures, $350 million for arterial roadway maintenance, and $27 million for electric vehicle charging infrastructure.

Savvy Senior: Dreading a colonoscopy? There are alternatives

Are there any easier alternatives to a colonoscopy to screen for colon cancer?

I just turned 60 and my wife keeps nagging me to get tested, but I hate the idea of drinking that laxative solution and being sedated for the procedure.

Dear Steven,

While a colonoscopy remains the most accurate screening test for detecting colon cancer (94 percent accurate), there are other easier – although less accurate – tests available. But be aware that if the result of one of these tests are positive, you’ll still need to undergo a colonoscopy. Here’s what you should know.

SCREENING GUIDELINES

Colorectal cancer, which develops slowly over several years without causing symptoms especially in the early stages, is the second largest cancer killer in the U.S., claiming more than 50,000 Americans each year.

Colorectal cancer screening guidelines from the U.S. preventive Services Taskforce and the American Cancer Society call for most adults to get screened starting at age 45 and continuing through age 75. Earlier screenings, however, are recommended to people who have an increased risk due to family history of colorectal cancer or polyps, or a personal history of inflammatory bowel disease, Crohn’s disease or ulcerative colitis.

But despite these guidelines, and the fact that

colonoscopies save an estimated 20,000 U.S. lives each year, around 40 percent of eligible people don’t get screened.

Why? Because most people, like yourself, dread the laxative prep and sedation, not to mention the procedure itself.

But a colonoscopy is not your only option for screening for colon cancer. There are currently several types of FDA approved stool tests that you can take in the privacy of your own home that requires no laxative-taking/bowel-cleansing preparation. The two most accurate that you should ask your doctor about are the:

Fecal immunochemical test (FIT): This test looks for hidden blood in your stool, which suggests polyps or even cancer. Your doctor will give you a FIT test kit to use at home. You take a small sample of stool and mail it to a lab to be analyzed. You don’t need to do any prep. The cost of this annual test is covered by private insurance and Medicare. FIT has an almost 80 percent accuracy rate for detecting colon cancer, but it

Stool DNA test (Cologuard): This screening kit looks for hidden blood as well as altered DNA in your stool. Your doctor will order the test, and you will receive the collection kit in the mail. You do the test at home every three years and send your stool samples to Cologuard via UPS. No special prep or change to your diet or medication schedule is required. Cologuard, which is covered by most private insurers and Medicare, detects 92 percent of colon cancers but only 42 percent of large precancerous polyps. It also may provide a false-positive, indicating that you might have cancer when you don’t.

NEW BLOOD TEST

There’s also a new experimental colon cancer blood test you should ask your doctor about called the “Shield blood test.” This new test, developed by Guardant Health, detects more than 80 percent of colon cancers early when they’re most treatable.

Guardant is currently seeking FDA approval to market the test but it’s available now as a “lab-based test” (which does not require FDA approval) but it’s currently not covered by most private insurers or Medicare. Your doctor will need to request this test, which costs $895, at BloodBasedScreening.com.

“The industry depends on the freight network for the efficient delivery of goods – full funding of the freight element of this package is essential to address the overflowing need for simple pavement repairs and fixes,” Gregory said. The select committee on

Beat the heat with gazpacho

When the temperature soars, it helps to enjoy a meal that is cool and, well, liquid. In other words, it's time for gazpacho.

Gazpacho is a raw tomatobased soup swimming with chopped vegetables. Many versions call for blending or partially blending the soup, but I prefer to keep it chunky. You could call it a liquid salad. As salads go, it's certainly healthy, and it's also remarkably satiating, thirst-quenching and refreshing to eat -- or slurp.

The key to its flavor is a balance of sweet, spice, piquancy and heat, which creates a balanced and addictive bite. Aim for a variety of colors and satisfying crunch. Dice the vegetables in similar size so you can crowd as many as possible into one bite. Look to carrots and bell peppers for sweetness, citrus for

acidity and chile peppers for a kick of heat. Make the gazpacho a few hours ahead of serving to allow the flavors to meld and any veggie juices to release.

SUMMER GAZPACHO

Active time: 15 minutes

Total time: 15 minutes, plus chilling time

Yield: Serves 4

▶ 1 quart unseasoned

tomato juice

▶ 2 to 3 Early Girl or other vine-ripened tomatoes, stemmed and seeded, finely diced

▶ 1 English cucumber with skin, seeded, finely diced

▶ 1 large carrot, finely diced

▶ 1 large red bell pepper, stemmed and seeded, finely diced

▶ 1 medium poblano pepper, stemmed and seeded, finely diced

▶ 1 teaspoon ground cumin

▶ 1 teaspoon kosher salt, or to taste

▶ 1/2 teaspoon freshly ground black pepper

▶ A few dashes of hot sauce

▶ 1 small handful of fresh cilantro leaves and tender stems, finely chopped

Combine all the ingredients except the cilantro in a large bowl and stir to blend. Taste for a balance of flavor and season with salt. The flavors will develop as it chills in the refrigerator. Stir it occasionally while chilling.

Kelly Anna Nolan Shafer

Kelly Anna Nolan Shafer passed away on June 12 at Kline Galland Home. The love, prayers and presence of friends and family surrounded Kelly at all times in her final weeks, and she died peacefully in her sleep with family and friend at her side. Kelly was unexpectedly struck by an aggressive, inoperable brain cancer, and survived just one month after her diagnosis in May.

Kelly was born on July 30, 1960, to Lt. Daniel Nolan Jr. and Jacqueline Zadra. She was the eldest of 7 children and lived in Seattle on Queen Anne Hill for the greater part of her life.

Kelly attended St. Anne Grade School, Queen Anne High School, and earned her degree from Evergreen State College. Highlights of her professional life include employment with the Drug Enforcement Agency (DEA), the Catholic Archdiocese of Seattle and YouthCare. Kelly was an active member of St. Anne Parish, serving on many committees. Kellys love and generosity touched countless souls. She chaired the Italian Dinner and introduced Seder services to parishioners with her husband Steve. She was an accomplished host, and delighted family and friends with celebrations in the Shafer home. Kelly filled the room, and the world, with love and light.

Kelly is survived by her husband Steve, their twin daughters Helen and Olivia, whose graduations from college Kelly was able to attend in person or virtually, their dog Mick Jagger, siblings Colleen, Pat (Roberta) and Katie, step mother Sharon, beloved aunts & uncles, nieces, nephews, cousins, and three honorary families; the D’Amelios, Overstreets, and “The Gang.”

Kelly is preceded in death by her parents and brothers Daniel, Jeffery and Steven. A Rosary will be held at St Annes Church in Seattle on Friday June 21 at 7:00pm, and Kelly’s funeral will be held at St. Anne Church on Saturday June 22 at 10:00am with a reception following in Banchero Hall. Donations in her honor may be made to YouthCare, www.youthcare.org.

They may stall for a few weeks, but I just let them figure it out.” While I applaud the devil-may-care attitude, for tomatoes specifically, it’s not worth the risk to stall them in Seattle’s short season. Side note: tomatoes also grow best when air temperatures are reliably over 50 degrees, which I hope has happened by the time you read this. You can add a few degrees by planting up against a sunny wall, red plastic mulch, surrounding with “Wall of Water” protectors, milk jugs filled with water, or large stones/ bricks warmed by the sun.

Some plants are fine out it in a slight chill, like sweet peas, nasturtium, calendula, poppies, garden peas, and lettuce. I winter-sowed my sweet peas and they have been in the ground for about a month already.

Once you check soil temperatures, either with your own soil thermometer or looking on weather sites, you can sow or plant a cutting garden, fresh herbs, dahlia tubers – and of course potted perennials, trees and shrubs hardy to your USDA zone – in Seattle’s case, zone 9a now.

WHAT I’M PLANTING

I just planted several winter-sowed native pollinator plant seedlings, from California poppy (Eschscholzia californica) to several species of baby blue-eyes (Nemophila). Well, there are about 20-odd tomatoes waiting for their moment to be planted. In addition, I’ve got a host of Floret Farm specialty zinnias and cosmos

seeds to sow and about 10 dahlias to plant (thank you, Puget Sound Dahlia Association sale). I purchased a fun new ‘Lettuce’ basil with wide wavy leaves that will be a fun accent in the veggie bed. Like tomatoes, basil really wants to wait until the air is nice and toasty to thrive. Another basil I love is ‘African’ which has dark purple leaves, a taste more Thai anise than Italian, and flowers that don’t need deadheading. It’s pretty cold-hardy, too.

I am also replacing parsley, arugula, and pineapple sage.

Pineapple sage and lemon verbena are two specialty herbs I adore. The first has fuzzy leaves, sometimes leaning golden, that taste like pineapple – a friend told me he likes to put it on fruit salad, especially with strawberries.

At summer’s end, it sends up dramatic red salvia flowers that look wonderful. Lemon verbena would be worth having just for the aromatherapy. In a low moment, one rub of those leaves transports you to a new citrusy reality. Both of these used to benefit from some protection in winter here, and always perfect drainage, but perhaps in our new zone 9a lifestyle, who knows?

That’s not counting the specialty annuals and perennials that followed me home while shopping for tomatoes, parsley and pineapple sage. Like a kangaroo paw (Anigozanthos) which is hardy to zone 9. Even though Seattle may be Zone 9, the weather doesn’t always follow the rules, but I’m not ready to break up with zone-surfing yet.

Every dad should speak to their kids about the dangers of drugs, alcohol

Being a father is not easy; it takes sacrifice, which means playing an essential role in a child’s life by being there for them and loving them unconditionally.

Every father knows they need to provide abundant love and support. A father is always there for their children, offering guidance, support, and education. The greatest joy for any father is seeing their children thrive, do well in life, and be healthy.

Yet things happen in life, and kids and teens experiment with risks while testing their limits and boundaries, such as trying drugs or alcohol. Fathers have a responsibility to speak to their kids about drugs and alcohol and help them understand the risks and consequences.

Drug education and prevention campaigns are critical in helping young people understand the risks involved with using drugs or alcohol. According to drug abuse statistics, teenagers in Washington are 33.36% more likely to have used drugs in the last month than the average American teen. Roughly 11.11% of 12 to 17-yearolds reported using drugs in the previous month, with marijuana being the most widely used drug.

Illegal drugs today are more readily available than ever before. According to the DEA, drug traffickers have turned smartphones into a one-stop shop to market, sell, buy, and deliver deadly fake prescription pills and other drugs. Amid this ever-changing age of social media, kids and teens are easily influenced as drugs and alcohol are often glorified.

Drug traffickers advertise on social media platforms like Instagram, Snapchat, TikTok, Twitter, YouTube, and Facebook. The posts are promptly posted and removed with code words and emojis used to market and sell illicit drugs. Unfortunately, digital media provides

an increased opportunity for both marketing and social transmission of risky products and behaviors. Fathers are responsible for protecting and preparing our children for the world. Drug education is essential. Take the time to speak to your kids about the dangers of illicit substances, how to avoid and manage peer pressure, and what to look for. Be prepared to share personal experiences and help them understand that some choices have consequences.

Along with bearing this responsibility, fathers must not neglect their well-being and mental health. Raising children can be a lot; there are many challenges along the way, and the pressure of being a good influence can get the best of us. We may second guess our choices and decisions and stress over the small things. All of this makes it vital not to ignore our mental health; children, especially younger kids, mimic what they see. How we cope with frustration, anger, sadness, or isolation impacts our children in several ways. Our actions have consequences. Children see how we handle every situation, and while no father is perfect, we must be conscious of the fact they are impressionable when they are young. They look up to us, mimic our actions, and see when we are doing well in life mentally.

Taking care of your mental health is the same as taking care of your physical health; it is an integral part of your well-being and contributes to you being the best father you can be.
