Washington state ‘increasingly at risk’ for rolling blackouts

A proposed battery energy storage system under consideration in Skagit County by the Energy Facility Site Evaluation Council would, if ultimately approved by Gov. Jay Inslee, be able to provide 200,000 homes with electricity for up to four hours.

It’s a facility that Washington residents might need if the state is unable to meet future energy demands, which the company behind the project warns is growing more likely.

Tenaska is an independent

power company based out of the Midwest and behind the proposed $250 million BESS, which would store excess electricity generated by the grid for later use. In an Aug. 13 presentation to EFSEC, company officials cautioned that “the region is increasingly at risk for rolling blackouts and brownouts,” which it blames in part to “aging transmission infrastructure that cannot meet current or projected demand.”

However, the presentation also noted that “data centers in the PNW, which are notorious for high energy use, are expected to more than double

their electricity use in the coming years.”

Another contributor is the state’s transportation electrification efforts, with a ban on new fossil fuel vehicles taking effect in 2030. Currently, there are roughly 90,200 battery electric vehicles registered in Washington. Last year, lightduty electric vehicles consumed about 309,000 megawatt hours of electricity.

The dilemma facing Washington is twofold. The first is that its energy grid will require an additional

Washington ferry workers union wants better pay for below-deck employees

Hundreds of Washington state ferry workers are calling for higher pay and better staffing.

The Marine Engineer Beneficial Association, or MEBA, is the union that represents engine room employees. MEBA contends other decklevel ferry worker unions have been given bigger raises in the last year.

The union argues below-deck workers are equally critical to the system and deserve better pay, insisting on raises of up to 20%.

MEBA is currently bargaining with the state Office of Financial Management, which according to an OFM email sent to The Center Square, is also bargaining with, “approximately 30 other groups of represented state workers.”

The email goes on to say, "Because bargaining is ongoing, we are not able to comment on specifics, but we continue to have confidence in the bargaining process and that we will come to a successful resolution with the parties."

Any tentative ferry agreement will be submitted to the OFM director by Oct. 1. The OFM director will then determine if the agreements are financially feasible for the contract that would take effect July 1, 2025.

Rep. Andrew Barkis, R-Centralia, is the ranking minority on the House Transportation Committee.

Below-deck jobs are critical, he told The Center Square.

“Those who are keeping the ships afloat should be compensated fairly,” Barkis said. “I don’t know exactly what that number is."

He went on to note, "We have a talented workforce now with institutional knowledge that will be very difficult to replace if they leave."

Barkis recalled a recent meeting with a longtime employee at Eagle Harbor who works in the engine room.

Savvy Senior: How to choose a walk-in bathtub

Because of my back pain and mobility problems, I’m interested in getting a walk-in bathtub that’s safe and easy to get in and out of. What all can you tell me about walk-in tubs, and can you recommend some top options? Old and Achy

Dear Old,

For mobility challenged seniors, a walk-in bathtub can be a terrific option to consider because they’re much easier to get into and out of than a standard tub, which also helps prevent falls. Here’s what you should know, along with a reliable resource to help you choose one.

AGE-FRIENDLY TUBS

Walk-in bathtubs are uniquely designed tubs that have a watertight, hinged door built into the side of the tub that provides a much lower threshold to step over (usually 3 to 7 inches) versus a standard tub that’s around 15 inches.

Most walk-in tubs have high sidewalls, usually between three and four feet high, and are between 28 and 32 inches wide, but will fit into the same 60-inch-long space as your standard tub without having to reconfigure the room.

Gov. Jay Inslee’s push for hybridelectric ferries at a time when other boats are out of service has only made things worse, according to Barkis.

Washington State Department of Transportation Assistant Secretary for State Ferries Steve Nevey pushed back on that assertion during a recent media availability event.

“We share the public’s urgency in bringing these vessels on board as quickly as possible,” Nevey noted. “We can receive two vessels in 2028, two in 2029 and the final of these five vessels in 2030.”

Because walk-in tubs are not considered durable medical equipment, original Medicare does not typically cover them nor do Medicare supplemental (Medigap) policies, but some Medicare Advantage plans may help pay.

If you’re receiving Medicaid, many states have Home and Community Based Services that may provide some assistance. Or, if you’re a disabled veteran, the VA has some home modification grants that may help pay.

“At the end of the day we must retain the valuable workforce that we have, and we’re going to have to figure that out because the alternative is far worse,” Barkis said.

By 2050, electrical load growth is anticipated to increase by 92% compared to 2020 demand.

The second dilemma is that the new electricity must be from sources that conform to the state’s Clean Energy Transformation Act, which stipulates that utilities cannot use coal-based electricity starting next year, and by 2030 they can only use carbon neutral sources. By 2045, the energy will need to be from 100% renewable or “non-emitting” sources.

While Tenaska aims to have the BESS built in one year and operational by 2026, EFSEC has struggled to get final approval for a project that would generate clean energy needed to meet future demand. The Horse Heaven Energy Center was scheduled to begin construction in 2021 but has faced numerous delays, the latest of which came in May when Inslee sent the project back to EFSEC to

According to Inslee’s letter to the council, the original project would have generated 1,150 megawatts of electricity, 5% of the total needed to meet 2035 demand. Inslee wrote that 20 projects of similar energy generation will need to be built by 2035 if the state is to meet demand.

An E3 study released in 2019, the same year the law was enacted, warned that the Pacific Northwest region faced a near-term capacity shortage of up to 7,000 MW by 2025 and up to 10,000 MW by 2030.

“Planned resource additions do not fill this gap,” the study noted, adding that one of the causes of the energy gap was “renewable and storage additions with diminishing capacity benefit.”

A Pacific Northwest resource adequacy study released by E3 in March 2019 concluded that “it is possible to maintain resource adequacy for a deeply decarbonized Northwest electricity grid, as long as sufficient firm capacity is available during periods of low wind, solar, and hydro production” and that “natural gas generation is the most economic source of firm capacity today.”

A ricotta filling is then rolled up in the strips and nestled in a marinara sauce, and the dish is gratineed in the oven.

There are several steps to this recipe, but don't be deterred. Each step is straightforward, and this dish comes together easily. The good news is that each component can be prepared ahead, and you can assemble the dish at your leisure. A recipe for the tomato sauce is provided, but if you want a shorter step, simply use a high-quality prepared marinara or tomato-basil sauce.

EGGPLANT ROLLATINI

Active time: 30 minutes

Total time: 1 hour and 15 minutes

Yield: Serves 4

SAUCE:

▶ 1 tablespoon extra-virgin olive oil

▶ 1 garlic clove, grated

▶ 1/4 teaspoon crushed red pepper flakes

▶ 1 (18-ounce) jar crushed Italian plum tomatoes

▶ 1/2 teaspoon sugar

▶ 1/2 teaspoon kosher salt

EGGPLANT:

▶ 2 medium globe eggplants, each 12 to 16 ounces

Make the sauce: Heat the oil over medium heat in a medium saucepan. Add the garlic and red pepper and saute until fragrant, about 15 seconds. Add the tomatoes, sugar and salt. Simmer the sauce over medium-low heat until slightly thickened, about 10 minutes. Spread the sauce in a 2-quart baking dish. Heat the oven to 425 degrees.

Trim the ends of the eggplants. Thinly slice the eggplants lengthwise, about 1/4-inch thick. Arrange the eggplant in one layer on a baking sheet lined with parchment. Brush with oil and season with salt and pepper. Transfer to the oven and roast until tender and golden brown in spots, about 25 minutes. New school year brings changes for WA schools under Biden Title IX Final Rule

With the new school year right around the corner, Washington’s 295 public school districts are busy trying to figure out how to comply with the recently implemented Final Rule changes to Title IX, created by the Biden administration.

Twenty-six states have, at least for now, blocked the changes, and as previously reported by The Center Square, The Washington Parents Network had planned to file a legal challenge to the Title IX changes, but opted to wait for the 11th Circuit Court of Appeals to rule on a multistate challenge.

David Spring, executive director of WA Parents Network tells The Center Square, “They (11th Circuit) were supposed to publish an opinion last Friday, but they did not ... Once they issue an opinion, we will have a better idea of which option we should take."

Supporters of the Title IX changes say it protects the rights of LGBTQ

persons, but opponents say it tramples on the original law, which was intended to promote an equal playing field for girls and women in sports and other activities.

Under the Biden changes, for example, boys who identify as girls and wish to compete in girls' sports, utilizing girls' restrooms, can do so.

Candidate for the Office of Superintendent of Public Instruction David Olson told The Center Square though he disagrees with the Biden Final Rule changes, and believes they are unconstitutional, they are for now the law of the land.

“If we don’t like laws, we can work to change those laws, but we still have to follow them,” said Olson.

Olson said parents who are concerned do have some options, including joining a Moms For Liberty group.

“If the parents are members and they have kids in schools, their children are protected,” said Olson, “But I think that only applies to students protected from not having to use pronouns for classmates.”
