Comments due for Seattle Parks 2024 Open Space Plan

Staff Report

The Queen Anne Community Council Parks Committee has released its items to be included in the Seattle Parks 2024 Open Space Plan.

This planning happens every six years and helps guide Parks to the needs of the community. Parks also uses this information to apply for grants from King County, State of Washington, and Federal government dollars for parks. All comments need to be sent to Parks by June 30.

1. Off Leash Areas

Projected increase of dogs 2015-2040 25.9%. As of the 2022 census, Seattle now has more than 153,000 dogs, and few off lease areas. In order to protect our parks, sports fields, and other open areas from damage and overuse by unleashed dogs, more and larger OLAs need to be created along with an increase in enforcement of the rules for dogs in parks as more OLAs come online.

Washington state averages over $14,000 in annual child care costs

A new report by the Annie E. Casey Foundation shows how expensive it is to have a toddler in daycare in the state of Washington.

The report revealed that the average annual cost for centerbased child care for toddlers in Washington was $14,355, or about $1,196 per month. In comparison, the cost of tuition at the University of Washington is 17% less at $12,242 a year.

Only five other states had higher annual costs for child care. This includes Minnesota ($14,607), Colorado ($16,333), New York ($16,551), Massachusetts ($19,961), and Washington D.C. ($24,396).

Seattle Waterfront Project to connect Pioneer Square with $12.6M in improvements

The $739 million project to construct Seattle’s new Waterfront continues with a new $12.6 million contract to Gary Merlino Construction to build pedestrian improvements to portions of Pioneer Square.

The construction at South King, South Main and South Washington streets, and Yesler Way in Pioneer Square will begin in the fall and is expected to be completed in late 2024.

The $12.6 million stems from a local improvement district tax, in which property owners within the Seattle Waterfront district area contribute to a portion of the area’s improvement costs. The property owners’ portion of the funds are based on the “special benefit” they receive from those improvements.

The tax is an annual

assessment payment based on a $1,000 assessment paid over 20 years at a 3.8% interest rate.

According to the Waterfront Seattle website, the total payment from 2022 through 2041 would be approximately $1,586 based on a $1,000 assessment for a property owner within the district.

e Center Square previously reported on King County Superior Court Judge Matt Williams ruling the district tax to be “arbitrary and capricious.”

Williams ordered the Seattle to refund taxes paid by plainti s that challenged the Local Improvement District tax.

As part of the latest phase of the Waterfront project, the design improvements in Pioneer Square include curbless street designs to ease local tra c, wider sidewalks to accommodate small cafes and activities, and added greenery.

e project design will also implement shorter street

crossings. South Washington and South Main streets will turn into one-way streets to reduce vehicle tra c.

“We are truly excited to create pedestrian improvements that will connect Seattle’s historic Pioneer Square neighborhood to our new waterfront, which we expect will contribute towards the ongoing revitalization of the city’s downtown area,” Director of the O ce of the Waterfront and Civic Projects Angela Brady said in a news release.

e Waterfront Seattle project is anticipated to nish in 2025. e original projected timeline had construction expected to nish in late 2023. However, that was delayed due to the COVID-19 pandemic and a lack of concrete delivery availability between December 2021 and April 2022 as a result of a concrete strike in King County, according to Waterfront Seattle.

Washington state’s 4.1% unemployment rate among the worst in the nation

A report from WalletHub shows that Washington state’s unemployment claims are among the highest in the nation.

In terms of unemployment rate changes, Washington came in as the No. 46 state in the nation, according to the personal nance website’s study.

To determine its rankings, WalletHub looked at all 50 states and the District of Columbia, comparing the changes in unemployment from May – the most recent gures available – to April 2023, May 2022, May 2020 and May 2019. WalletHub also factored in each state’s overall unemployment rate.

WalletHub analyst Jill Gonzalez spoke to Washington’s low ranking.

“Washington is the state with the 6th worst unemployment rate change,” she emailed e Center Square. “Its current unemployment rate is 4.1%, higher than the 3.7% national average. When compared to May 2022, Washington registered a 6.6% increase in the number of unemployed people. However, this number was slightly smaller in May than in April 2023.”

“May’s jobs report showed an uptick in growth,” the WalletHub report states. “ e economy gained 339,000  nonfarm payroll jobs, up from 294,000 the previous month. In May, there were notable gains in sectors including professional and business services, government, health care, construction, transportation and warehousing, and social assistance.

Now, the U.S. unemployment rate sits at 3.7%. We have come a long way from the nearly historic high of 14.7% in May 2020, due to a combination of vaccinations and the country fully reopening.

Per the WalletHub report, the Evergreen State shares a 4.1% unemployment rate with Illinois and Texas.

Only Delaware (4.2%), California (4.5%), the District of Columbia (5.1%) and Nevada (5.4%) have a higher unemployment rate than Washington.

“Although the report doesn’t dive into the speci c reasons behind Washington’s high unemployment rate, the drop could be due to the re-emergence of seasonal jobs,” Gonzalez speculated.

City of Seattle’s Food Equity Fund now accepting proposals for Capacity Building Grants Community organizations working to create an equitable and sustainable local food system in Seattle and have an annual budget of less than $500,000 are encouraged to apply. The Food Equity Fund supports work led by those most impacted by food and health inequities: Black, Indigenous, People of Color (BIPOC), immigrants, refugees, people with low incomes, youth, and elders.

The Food Equity Fund Capacity Building Grants will prioritize community organizations and groups with an annual budget of less than $500,000. The intent is to provide a nimble grant to smaller, grassroots organizations that historically have limited access to institutional funding. The submission process consists of a simple written application and a required virtual interview. Food Equity Fund Capacity Building Grant awards will range from $5,000 – $20,000. Applications are open on a

rolling basis through Oct. 31. Eligible proposals can involve growing, sourcing, preparing, learning about, distributing food, and/or managing food waste.

Eligible proposals must: Occur within Seattle. Be accessible and benefit people who live, learn, work and/or worship in Seattle. Focus on distributing to an equitable and sustainable local food system. Be complete within 24 months of contracting.

FAKE NEWS COMES FOR GARDENING

We all love a quick x, don’t we?

If it comes in the guise of a common or inexpensive item already in our kitchen just waiting to be asked to solve our plants’ fertilization or pest problem, it’s darn near irresistible. It was enough for new gardeners to contend with the already existing, largely inexact or incorrect, information in books and on the internet about things like adding eggshells to your tomato’s planting hole to “to add calcium” and prevent blossom end rot. So every May in the gardening forums on social media, the memes and the questions come rolling in about such things as they get recycled for another year. But now, advertisers and in uencers have seized on this marketing concept. I can’t count the number of Instagram videos I’ve seen about magically propagating rose cuttings in potatoes or bananas. One plant care app ad I’ve seen shows turmeric and soda as pick-me-ups and cures for sad houseplants. I signed

up for the app, and thankfully these xes were nowhere to be found while using the app – just normal things like “not enough water”.

at doesn’t delete the image in my mind of pouring soda into an ailing calathea, and I suspect the same is true for many viewers.

Let’s take the magical rose cuttings. I did see a likeminded Youtuber make a mythbusting episode about some of these techniques, illustrating mistakes like “this cutting is now upside-down in this shot”, which is great. But he doesn’t have the sway or following or purchasing power of some of these other folks, so I suspect more people will see the magical rose ads.

Most of these myths are trading our wishful thinking and laziness for half-truths. We want these methods to be true, and they kind of sound true. Also, who wouldn’t rather use a nice natural substance like turmeric, baking soda, or vinegar instead of an unpronounceable list of chemicals that comes in a bottle for $12.99? Plus, it would feel so good to recycle those eggshells to help your

tomatoes, especially if your town doesn’t compost.

e half-truth is that eggshells do contain calcium. However, the calcium remains locked in that shell for years before it breaks down, so it’s doing nothing for your plants this season. Also, blossomend-rot, which forms a dis guring black sink hole at the base of early season fruit, is not caused by a lack of calcium.

Irregular watering inhibits the tomato plant’s ability to absorb calcium, so even if you lique ed eggshells in a blender to break them down faster, it wouldn’t help. e answer is simply to water more consistently – up to three gallons a week per tomato plant, possibly more in a pot. Sometimes it’s just cool weather that encourages it. If you still get blossom-end rot, you can cut around the squishy bits or save seeds from it. In my experience, later rounds of tomatoes usually improve. But wait, you say. I’ve been putting eggshells in my tomatoes for years and I never get blossom-end-rot. at’s wonderful, but you may have just lucked out. To prove

the eggshells worked, you’d have to take two plants of the same variety that you know is prone to BER, give them the same planting site, and poor watering conditions and see if the one with eggshells sailed through blemish-free.

Today I saw a syndicated column running in a Pulitzerprize winning newspaper about uses for Coca-Cola in the garden, which ranged from using as fertilizer to cleaning rusty tools. Just having those two things together raises alarm bells. If it’s strong enough to break down rust, is it really something you want at the roots of your beloved plants? As we’ll see you might want it on the roots of your unwanted plants, but I wouldn’t even recommend that.

As the late great garden writer Larry Hodgson wrote in “ e Laidback Gardener” blog https://laidbackgardener. blog/:

“Adding too much sugar to soil can lead to dehydration, as water will be pulled out of the plant’s roots to dilute any concentration of sugar (this is due to osmosis, something many of you probably vaguely

remember from school). Plus the bacteria and fungi that break down sugars are not usually ones that are bene cial to plants in any way and may become so numerous they “gum up” the soil, preventing air and water circulation. Also, many sugar-loving soil microbes are actually harmful to plants, notably causing root rot.”

We should also note that Coke is extremely acidic, which can be a detriment for many plants. It contains both phosphoric and citric acid. An environmentally friendly landscape designer recommended a citric acid spray for me to use to kill the rampaging buttercup in our yard. It wasn’t harmless to other plants, but perhaps better than certain chemical products.

For the same reason, it’s not wise to indiscriminately pour vinegar onto your weeds because it will a ect the surrounding soil and plants too. If it can kill weeds, it can also kill your cosmos and asters.

As with an inconvenient number of things in life, the gray answer usually involves more reading, thinking, and patience than these quick xes. Before you empty your spice cabinet onto your raised bed, do some research about your issue at places like these:

Expand your campsite culinary repertoire

Hiking and camping opportunities heat up when the weather warms. Come summer, individuals feel compelled to load up their campers or pack their tents and enjoy some forested paradise.

Meals are a consideration when camping. Certainly, frankfurters or sandwiches can get you by in a pinch, but for avid campers, it helps to have

a more diverse array of recipes at the ready, which can really enhance the camping experience. Consider this recipe “Slow-Cooked Pulled Pork” courtesy of “ e New Trailside Cookbook” (A Fire y Book) by Kevin Callan and Margaret Howard.

5. Swimming Pools

Increase the number of swimming pools and swimming instructors. We are surrounded by water and need the safe use and instructions provided by pools to increase the use of a healthy exercise and increase the survival rate of people in open water. Also, as climate change increasingly impacts our population, people will look more often for water activities as a way to nd cooling activities.

6. Spray Parks

Sauce

• 1 cup chili sauce

• 1⁄3 cup Dijon or grainy mustard

• 1⁄3 cup liquid honey

• 2 tablespoons chili powder

• 2 tablespoons tomato paste

• 2 tablespoons Worcestershire sauce

• 1 tablespoon packed brown sugar

• 2 teaspoons paprika

• 2 large cloves garlic, minced

• 2 cups sliced onions

• 3 to 4 pounds frozen pork shoulder roast, thawed a er roast

• 2 cups chopped apples

• Large ciabatta rolls, onion or crusty buns, mashed potatoes, or rice

At home: Mix together the chili sauce, mustard, honey, chili powder, tomato paste, Worcestershire sauce, brown sugar, paprika, and garlic. Store in a tightly sealed container or freeze for longer storage.

At camp: Place onions in the bottom of a Dutch oven. aw pork, place over onions; top with apples. Pour sauce over meat and apples. Cover and cook on medium heat for 4 hours or until meat is tender and starts to fall apart. Remove meat from oven and place on a large plate. Using two forks, shred meat along its length. Stir meat back into sauce. Serve on rolls, or as desired.

9. Acquire More Parks and Open Spaces

Greater additions and preservation of Parks with open spaces with trails and access to water. ere are many ways to accomplish this, such as the following:

9A. Purchase residential lots throughout the city so that small parks spaces can be located to serve immediate communities. As density increases having these small parks available as children’s playgrounds, simple places to gather with benches and plantings, and outdoor activity spaces for seniors can all be near to everyone.

Establish a program for Parks acquisition of existing homes belonging to those age 65+, that allows the resident to receive fair payment for their homes, they can continue living in the home until their death or until they are no longer able to do so, and the property then reverts to ownership by the Parks Department.

9C. Provide generous tax incentives to homeowners, and possibly commercial property owners to donate their property to the City. If the taxes on a $1 million home are $10,500, waiving taxes for a period of years can be very bene cial to seniors and other certain homeowners.

9D. Some programs already exist in King County, but there is very little communication to the general public about them. Expand promotion of these and other new programs. And, it’s important to make sure that funds generated by donations or tax credits to Seattle residents go directly toward the acquisition of parks and open space properties in Seattle, and preferably in the community where the original property exists.

9E. Actively increase the development of street ends as parks spaces, and engage community in the process so these spaces have a true community feel.

On the agenda was the recently passed transportation budget, which sets a funding target of $419 million for the coming biennium. A target the Washington State Ferry System is currently $28 million short of. This funding shortage necessitates an approximate 4% increase in fares for the WSF system each year for the next two years.

The question is, what form will that increase take?

Through the WSTC’s online public input forum conducted from May 15 through June 9, 2023, the transportation commission gathered data from survey respondents on three possible options for fare increases.

Option one was a straight 4% increase for vehicle and walk-on passengers alike, with multiride passes maintaining a 20% discount, though from the newly 4% increased fares.

Option two was a 3.5% increase for walk-on passengers and a 4.5% increase for vehicles, with that same 20% discount for multi-ride passes.

Option three was a 4.25% increase for vehicle and walkon passengers alike, but with the multi-ride pass discount increasing to 21%, again on top of the newly increased fares.

Survey respondents overwhelmingly preferred the third option, with it garnering nearly three times the votes of either of the other two options. It was the recommendation of the committee to adopt option three.

However, that may not be the only fare change coming this year.

Also discussed was adopting a potential fuel surcharge, which would be “structured as an incremental and additional charge that is applied to the standard fare.”

While this rule has been in place since 2010 per ESSB 6381, it has yet to be implemented. Also, the passage of this year’s transportation budget changed those implementation details slightly.

This fuel surcharge could range from 2.5% to 10% of the fare and would be calculated quarterly based on a formula by Washington State Ferries.

The public should note that these fare increases are not yet finalized, with one additional public hearing taking place on Aug. 10th.

If adopted into law, the new fares would take effect Oct. 1, 2023.

Welcome to our rst installment of a new column, Your Best Life.

In this space I plan to introduce and explore concepts and the latest ndings on ideas around health and wellness, practical steps you can take to feel, live, and function better, from daily routines and nutrition to sleep and breathwork.

So, why should I be writing this column?

I don’t even play a doctor, sociologist, or philosopher on TV, but I am a passionate experimenter with these things. My kitchen cabinet is stocked with adaptogenic mushrooms, algae, and MCT oil. I welcome information from many sectors.

As a journalist, I will always look for scienti c backing and credentials, but I am open to trying things before they have scienti c backing.

ings like adaptogenic mushrooms and breathwork exercises have been used by cultures around the world for thousands of years before anyone agreed to fund a study about them.

Let’s talk about consciousness. I mean, why not go big the rst day? As you read these words, your body is processing them from light patterns through your eyes, which then get reinterpreted as patterns you recognize from learning your ABCs in kindergarten. But who is thinking and reacting to the meaning of the words? Science has not been able to locate the physical source of consciousness — we’ll discuss this in another column - yet it is there.

Someone, somehow, somewhere is putting an emotional spin on these words, making connections to memories or other concepts they’ve heard in the past. at moment, that space, is where

the magic lies — the expanse holding both the you that you have been and the one you can choose to become.

Holocaust survivor Victor Frankl wrote in his book “Man’s Search for Meaning,” “Between stimulus and response there is a space. In that space is the power to choose our response. In our response lies our growth and our freedom.”

at concept alone can help you build a more beautiful life. Of course, it’s easier said than done.

Cognitive Behavioral erapy o ers a visual illustration. A person is walking and falls straight into a hole. e next frame, I think the person sees the hole a little too late, and trips. By the last frame, the person sees the hole and walks around it.

Most of the time, all of us are instantly reacting, and in a predominately negative way, letting our survivalconscious brain run the show. Our ancient brain stem is doing its best every minute to scan for saber-tooth tigers. Today our challenges are less life-threatening, but our brain doesn’t know the di erence. e reactions can be external, in comments or action, or purely internal, as in thought-chains like “My boss didn’t answer my email — why don’t they like me? I’m probably going to get red.” It’s these internal thoughts that are powerful drivers of our actions, and discovering what those are is the key to

choosing a better life.

Many traditions steeped in mindfulness note the power of that moment. e moment is always there, but when we are “triggered” by words or actions we nd unpleasant, we steamroll past it to our emotional reaction. So how do we slow down, gaining some grace between event and reaction?

For me, it was meditation — a concept that science is catching up to the bene ts of. I began with the Headspace app, which is an excellent on-ramp if you’ve never meditated before. Staring with bite-sized meditations as short as one minute, the soothing English accent of Andy Puddicombe backed by a team of adorable, animated creatures just made it so easy to do every morning. is type, and the type most o en promoted in the West, is mindfulness-based meditation. Yes mindfulness has become a buzzword, but don’t let that stop you. Typically, you are asked to focus on something, which could be your breath, counting, saying a mantra, or listening to a sound. When thoughts inevitably creep in, you are meant to notice them like clouds oating by, or a train passing. It’s touted as boosting attention, among other things. To paraphrase Headspace, the blue skies are always there, but sometimes they are obscured by clouds.

A er a couple of months, I was in conversation with my beloved husband when things were getting tense. I remember time felt like it slowed a beat. Before I answered him, I noticed I had a choice — my well-worn kneejerk response that would take us to a familiar place — and a more measured, less combative, less passive-aggressive response. I don’t recall what it was about, but I remember my own relief and the extra oxygen it brought into the conversation. e better I get at this, the richer and easier my relationships become.

Since Headspace, I have tried several modalities of meditation, both guided and freeform, once or twice a day. I forbear the raised eyebrows of my family

when they see me meditating in the morning because I notice heightened anxiety and reactivity when I skip it. ey may not realize it, but I’m really doing them and all the people I meet that day a favor.

If you are saying to yourself “I’m too chaotic/busy/Type A to meditate,” I beg to di er; you absolutely can. Many people think the goal of mindfulness meditation is to banish thoughts. e point is to see your thoughts, but from a slight distance, without the sense of ownership and emotional attachment we usually feel towards them. at’s why it helps boost your attention span — you are paying more attention, not less, but as an observer instead of a participant. When the thought comes up, you can notice without analyzing or judging them, as in “Yep, thinking about my boss again,” and pop right back to your focal point of choice - breathing or counting or even chanting. Eventually you get so used to doing so that fewer thoughts slip by unnoticed — those are the ones that usually cause trouble. is part can be uncomfortable, but this is where real change happens. A er all, presumably most of your life is in a non-meditative state. You’ll notice patterns in your reactions, like you get tense whenever you are running late, or don’t know anyone at a party. en you choose your response. Maybe you talk yourself down o the ledge, by asking questions like “Is what I’m thinking really true?” “How important will this be in one year/ ve years?”, or if you can’t, you take a minute to breath and calm down before engaging with other humans.

I’ve heard that in the best-case scenario, when you catch yourself having a negative thought or emotion, is to be able to say, “Oh good — a learning opportunity.” I’m not quite there yet, but I’m working on it. What about you?
