Building Sustainably Challenges, Drivers and Solutions for New and Existing Projects The Scottish Government is currently consulting on proposed changes to the building regulations.

These cover various topics, including sustainability labelling for new schools, water conservation and fire information standards and has just closed a consultation on new regulations to improve the energy performance of older commercial buildings in order to comply with their obligations under S63 of the Climate Change (Scotland) Act 2009.

SESSION ONE

The regulations for existing buildings will require building owners, on the occurrence of certain trigger events, to either do works to their buildings to bring them up to 2002 building regulation standards, or to accept an obligation to report annually, and to display within the building, energy use and emissions data.

SESSION TWO

Over the last ten years there have been similar calls to improve the existing housing stock, and a requirement to address this is likely to follow, however, in the current economic climate where should our limited resources be targeted – on new or existing buildings or both?

This conference will examine the direction of travel of the building regulations for new and existing buildings with regard to the whole building stock and will consider how we can best meet Scotland’s 2020 climate change targets. There will then be a focus on domestic buildings as despite lack of legislation on existing dwellings, rising energy costs and fuel poverty are driving this sector forward.

Finally, we will look at issues around funding, with models designed to kick start the sector and provide homes that are not only fit for purpose and integral to the wellbeing of Scottish people, but which meet the longer term goals of reducing Scotland’s carbon output.

Current issues in the sector The Scottish Government is currently consulting to improve the energy efficiency of buildings.

In this session we will explore the technicalities surrounding future legislation and how this may be implemented.

New build v retrofit With both new build and retrofit projects carrying their own benefits and challenges, this second session will look at these differences and we will hear from speaker with experience in retrofit and new build.

SESSION THREE

Generating success for the future In these constrained and financially austere times finding funding for building projects can be a challenge. In our final session, we look at a variety of the options available and we’ll hear from speakers who have found innovative solutions to funding issues.
