EDITORIAL

Analysing the Ups and Downs of the Aviation Industry

W

elcome to the new edition of SP’s Civil Aviation Yearbook. Our 2019 version contains new data that shows the steady rise in passenger enplanements at airports across the Middle East, Asia, China and, of course, India. Growth around the region is impressive and, as predicted, travelers from China and India are driving the demand thanks to their rising middle classes with more disposable income than ever. These consumers are spending their new found wealth on air travel, buying tickets to both domestic and international destinations.

Just how big is the demand? Beijing’s Capital Airport accommodated a record 100 million passengers last year, and that number is rising. The government of China opened the first phase of the new Daxing International Airport on the outskirts of Beijing last September. The facility is nothing short of colossal. Its initial annual capacity is 72 million passengers yet it will handle 100 million when all phases are complete in 2025. The airport covers 47 square kilometers making it the largest air terminus on the planet.

Passenger boardings is just one element that we analyse in our Yearbook. As before, you’ll find statistics on cargo movements and business aircraft. The demand for executive jets appears to be stagnant with a net of just nine more aircraft added in the top ten Asian markets in 2018 compared to 2017. This is in stark contrast to the hundreds of commercial jets on order from the region.

Constant Change

The commercial aviation landscape has changed considerably since we published our previous Yearbook. Airbus announced the end of production of its A380, a decision that has huge implications for Emirates Airline which flies 110 of the mega-jumbos. The programme’s cancellation signals airline preference for long-range, smaller-capacity aircraft that bypass hubs and fly more nonstop point-to-point routes.

Those markets are already emerging. QANTAS operates a daily Perth-London nonstop, 14,500 km and 17 hours with a Boeing 787.

One-stop connections between Europe and Australia via the Middle East will likely be a thing of the past when carriers start scheduling more ultra-long flights. Singapore Airlines launched the world’s longest flight last year, nearly 19 hours, between Singapore and Newark, USA. And what goes up must come down. This year in 2019, it came down hard. The collapse of Jet Airways has reallocated capacity among its competitors, especially domestically where competition within India remains cut-throat. The country’s low airfares and dominance of low-cost airlines make earning razor-thin margins possible only for carriers with extremely lean and efficient operations, like IndiGo. In India, that profitability is continually put to the test whenever the price of jet fuel increases or the value of the Rupee drops in relation to the US Dollar. We monitor these trends also, in our Yearbook.

Industry Leader Perspectives

The impact of low-cost carriers is being felt everywhere. Even in the Middle East where airlines are considered the standard bearers in premium class travel, those same airlines are now selling airport lounge access, advance seat assignments, and eliminating perks in order to raise new revenue and preserve margins.

Our Yearbook features commentary by executives from Sri Lankan Airlines and Korean Air on how they view the competition and their plans to prosper in such a dynamic environment. We also have some fascinating insight into the emerging trend to personal aviation, driven by digitisation and greater transparency in booking travel on private aircraft.

Aviation and its influence on the environment made headlines this year with the dramatic and emotional presentations at the UN Climate Action Summit in New York. Although the industry has made tremendous advances with bio fuels and emission reductions, there are encouraging prospects for electrically-powered aircraft. You

can read about new electric propulsion technology in this edition of the Yearbook.

Managing Growth

The most prominent issue facing our region is managing the explosive growth in passenger demand. Most airports are heeding the call to invest in infrastructure and facility upgrades. Among them are Bangkok’s Suvarnabhumi Airport and Taipei Taoyuan Airport which are currently building new terminals and expanding existing wings. Singapore’s Changi airport recently opened Terminal 4 and it’s now working on plans for Terminal 5 which will be able to handle 50 million passengers per year.

Indonesia’s domestic market is the fifth largest in the world, and growing. The boom in demand will necessitate construction of a new airport at Jakarta, one that is expected to accommodate 100 million passengers per year within the next decade, according to the President of Angkasa Pura II, the state-owned operator of 16 airports across the country.

This year also saw the opening of the new six-runway Istanbul Airport, an ambitious project that moved operations 50 kilometres across the city from the old Ataturk Airport, virtually overnight. That new facility is designed to manage a whopping 150 million passengers annually.

BIGGER AND BETTER

This edition of SP’s Civil Aviation Yearbook is much bigger in terms of number of pages full of updated information and thus significantly more useful as a reference source. The readers will notice three significant enhancements in this edition which we believe will be the focus of Civil Aviation in Asia in the coming years – Indian market, Business Aviation in Asia and MRO in Asia.

Indian aviation market is growing exponentially and is poised to become the third largest aviation market in the world in the near future. With India soon to be in the top three commercial aviation markets, good historical data is essential for airlines, airports, and

financiers to plan for the future and help grow the segment responsibly and profitably. Also, this growth will directly and indirectly impact other aviation markets in the region. Accordingly, our Yearbook is rich in numbers for the Indian market. We have looked at the Indian market in much more details in this edition with in-depth analysis of its strengths, weakness, opportunities and threats. The graphs and charts clearly show that Indian aviation is on its way to be a global powerhouse. However, like all growing sectors, Indian aviation sector is also having its share of challenges but all this market churning is also offering significant opportunities to the players willing to be patient and resilient.

Business Aviation in Asia can really be a driver of growth for the nation’s economy and therefore deserves more attention. We look at the current state of affairs, the innovations taking place, the technological enhancements in making it more useful as well as the role that it plays in the promotion of the overall aviation sector.

As Asia drives the global aviation market and the population of

editorial aircraft in the region grows significantly, support services like MRO present a major opportunity in the region for skilled employment and contribution to the economy. With so many low-cost carriers in South East Asia, local airlines are outsourcing aircraft maintenance to providers with low labour rates. MRO providers are also preparing for the increase in the region’s commercial fleet. Companies in Indonesia, Thailand, Malaysia, Vietnam and the Philippines all want a piece of the growing MRO pie. With the introduction of Artificial Intelligence (AI), there have been huge technical advancements in MRO and we look at such improvements and the opportunities in this edition of SP’s Civil Aviation Yearbook.

Arresting the Capacity Crunch Asia is the fastest growing air travel market in the world. A record number of passengers are taking to the skies. New airports are planned and existing ones are expanding. Yet airlines are still struggling to manage capacity and stay profitable in an intensely competitive environment.

Low cost/low fare airlines have brought more affordable air travel to budget-conscious consumers. Traditional, full-service airlines have tapped into the growing segment by selectively matching LCC prices and packaging extras, like seat assignments, checked baggage, reward programme miles, and priority boarding at additional cost. The need to offset lower ticket prices with higher ancillary revenue is applicable on both domestic and international routes.

The search for more money isn’t limited to economy class travel. British Airways long-haul business class passengers now pay extra for all seat assignments booked in advance. Lufthansa and SWISS selectively charge their business class customers extra for the most desirable cabin locations on intercontinental routes. Qatar and Etihad sell access to their premium airport lounges to any passenger. Even Emirates, once the standard in on-

ngineer Staff Sergeant Saman Ediriweera, Chairman of Airport and Aviation Services Sri Lanka, referenced the capacity crunch in the title of the company’s 2017 annual report. “Imagine 10 million passengers using an international airport which was originally developed to handle only six million passengers,” it says in the preamble.

Colombo’s Bandaranaike International Airport’s supply and demand mis-match is indicative of the future challenges facing aviation infrastructure across the Asia-Middle East-Indian Subcontinent region as air travel continues growing. Yet those challenges are not limited to physical buildings - new demand will require investments in ATC, passenger handling, and pilot training.

While there are signs the rate of record growth is slowing down in the region, IATA still forecasts that worldwide commercial passenger enplanements will increase an average of 4.4 per cent annually over the next two decades. China will be leading that growth. By 2025, the country is expected to generate more ASKs than the USA, the world’s largest air travel market today.

The global airline industry expects Indian civil aviation to achieve a double-digit rate of growth for the next decade for which India will need to address several challenges. These are upgrade and expansion of infrastructure especially at major airports, reduction in the high taxes currently imposed on ATF, establishment of MRO facilities as also clearing a number of other bottlenecks.

Growth prospects for air traffic in the country are bright over the next five years.

Besides, India is expected to record strong economic growth during this period as well which will add to the already growing middle class, further boosting the prospects for growth of Indian civil aviation.

Closer home, India has seen the financial woes of Kingfisher and now Jet Airways, leading to their closure or asset acquisitions. For some time now, engines on the A320neo have been afflicting airlines. Major accidents involving Boeing 737 Max 8 of Lion Air and Ethiopian Airlines sent the aviation community back to the drawing board. How the global aviation eco-system including airlines, manufacturers, investors, vendors, cargo, space industry, banking institutions, skill development agencies and states of India respond to growing civil aviation, will decide the future. With sensors and motion control now miniaturised, is it time to use the advantages of digital tools to change the way that aeroplane engines are maintained? This forms the basis of Rolls-Royce’s Intelligent Engine programme, which aims to use the developments in hardware and digital technology to fuse product and service together.

‘Inspect’ is a network of ‘periscope’ optical sensors permanently embedded within the engine, enabling it to inspect itself to spot and report any maintenance requirements, which they report back to the operations centre. These pencil-sized robots are thermally protected from the extreme heat generated within an engine and the visual data they create would be used alongside the millions of data points already generated by today’s engines as part of their engine health monitoring systems.

The Role of Turboprop Aircraft in Civil Aviation

The largest sectoral growth in Indian aviation will be regional, with sector distances less than 500 km and aircraft capacities of fewer than 100 seats. The most profitable solution to providing this type of regional air connectivity is with the medium-sized turboprop aircraft. Air India and SpiceJet increased their fleets of turboprops and IndiGo inducted turboprops at about the same time. However, this failed to change public perception about turboprops.

A turbine engine powers both types of aircraft. This is where the ‘turbo’ part of the name comes from.

In a turbine engine, air is compressed, and then fuel is added to this compressed air and the mixture is ignited. decade ago, I was a Senior Commander flying the ATR 72-500 with Jet Airways. One rainy day an incoming flight delay resulted in my crew and me being ‘trapped’ in the departure hall among the passengers scheduled to fly with us.

When the ATR aircraft arrived, a lady passenger exclaimed, “Oh my God, not that ‘pankha-wala plane’!!

This would require nearly 2,000 additional pilots to tide over the existing shortage and cater to new additions.

UDAN – A GREAT AIR CONNECTIVITY INITIATIVE

India is the world’s fastest growing domestic aviation market and regional connectivity is critical to sustain the high growth. Ude Desh ka Aam Naagrik (UDAN) is a Regional Connectivity Scheme (RCS) of Government of India (GoI) with the objective of ‘letting the common citizen of the country fly’.

It is aimed at making air travel affordable and widespread to boost inclusive national economic development, job growth and development of air transport infrastructure of all regions and states of India. Out of India’s 486 airports, 425 were unserved till now. UDAN will support flights to the un-served or underserved. The first challenge was

I

n February 2019, IndiGo reported a crisis of pilot shortage. An expanding airline like IndiGo had to cancel nearly 30 flights a day due to pilot shortages. India’s overall civil pilot shortage was reported at 2,000. With the suspension of Jet Airways flights, a large number pilots considered spare, were immediately accommodated in other airlines. Despite strong global air traffic growth, the aviation industry continues to face the challenges of a supply of pilots, raising concerns about the pilot shortage world over in the future. Airlines, governments and educational institutions are getting into a huddle to ensure the market is ready to meet this significant demand. Interestingly, around 2006, there was a sudden surge of pilot requirement and many youngsters in India ventured to acquire a pilot’s licence; many by paying huge sums for training abroad. However, after 2008, there was a slump and many trained pilots had to take up alternative jobs and were unable to pay back loans. The shortages and glut are thus cyclic in nature and one has to be on the right side of the curve.

Electric propulsion is the future of aviation. This technology is already proving itself in the automotive sector and similar rapid developments are taking place in aerospace as well. The possibility of a commercial flight with all electric or hybrid propulsion is much closer than earlier thought. Making aircraft safer, cost of travel cheaper and enabling short-haul air travel, the focus of electric propulsion for powering aircraft is to reduce fuel use, emissions and noise. It promises to revolutionise air transportation as the scope of electric propulsion is unlimited, from large commercial aircraft to light eVTOL, in both manned to unmanned types.

Battery technology remains a significant limiting factor for electric aircraft. Lithium-ion batteries are expected to remain the most attractive for aerospace use due to their relatively higher energy densities and ability to withstand a large number of cycles. This is not expected to occur before 2030.

Electric motors need to further evolve on several fronts to enable regional or large commercial aviation. High power-to-weight ratio and good thermal management are the key. New materials ( for advanced magnetic and thermal properties) and new manufacturing techniques (such as 3D printing which could open up novel motor architectures) will likely need to play a role to achieve this in aerospace. it is possible that hybrid-electric gas turbines will suffer less damage and will need less maintenance,

Creating Connectivity for the Customer

In 2018, we achieved record annual passenger and revenue numbers, close to 27 million and KRW12.65 trillion respectively. Operations were very smooth, and we handled the Winter Olympic and Paralympic Games in PyeongChang very well.

Everything was made possible by the Korean Air team and I am very grateful for their efforts. But we must always challenge ourselves to do better. I think operations can be even more efficient, for example.

There is no fundamental change that needs to be made, but there are always many small improvements that can add up. The sales performance outside of Korea, for example, is also something that we can improve.

How will the airline work to develop cargo and

The cargo market changes every year and it’s very hard to predict the future. There is no doubt that we are in a downturn and that will affect results.

The airline is doing what it can to mitigate the challenges. We have new, fuel-efficient aircraft and there is also a new cargo system to make reservations and operations more efficient.

But though we have been very active with IATA’s e-freight initiatives, we are not seeing many positive results yet because there is still much to be done at the industry level.

We will continue working hard with IATA to get the technology standards we need implemented more widely. Paperless cargo is an essential one, because the sector must be more efficient.

How important is the joint venture with Delta?

Delta Air Lines has been a very important partner for Korean Air since the 1990s. The joint venture (JV) has been approved by both governments and it is already proving to be crucial in the transpacific market.

Traffic and revenue in this important market segment have increased and both partners are continuing to add routes between the two countries.

How will SriLankan Airlines help to rebuild the country’s tourism efforts following the tragic bombings?

In the immediate aftermath, we worked very closely with the authorities to ensure that all our passengers were safe and secure. So, for example, our ticketing and customer information centers were open 24 hours to make sure that we were giving our customers the best possible support—rearranging flights, securing accommodation, and so forth.

There was also close cooperation with the Sri Lankan air force to ensure the airspace was secure.

Longer term, we will sit down with the tourism board and work out the best strategy. As it stands, the situation is still unfolding so it is very hard to say exactly what we will do right now. But the point is that we will be ready for whatever decisions we make. You want to put your airline in a position where it can adapt and thrive no matter what the circumstances.

The bombings in Sri Lanka are an extreme example of that but, even so, we stand ready to help our passengers, our people, and our country.

How important is the airline to the country’s economic growth?

SriLankan Airlines is a very important part of the national economy. Our contribution to GDP is in the region of $2 billion and we support many jobs, directly and indirectly.

Obviously, a major part of our role is encouraging tourism to Sri Lanka. This is not only about promoting the airline but also about promoting the country.

The right branding is essential because you are offering a package and there has to be alignment in the value proposition.

What opportunities do you see in the cargo, maintenance, repair and overhaul, and ground handling markets?

We need to diversify our revenue streams and developing these sides of the SriLankan business will be important. Cargo is performing well, and we see a real need for services in maintenance, repair and overhaul, and ground handling. Most of our revenue comes from the passenger side and we have to be more robust.

The fact is, even though the passenger demand for air transport is growing strongly in Asia-Pacific,

The business plan anticipates some passenger growth but that is now in doubt because of the terrorism attacks. So, making sure different aspects of our business are able to take up the slack will be vital 53

Media update of August 27, 2018, announced the ‘first flight’ by a SpiceJet Q400 aircraft from Delhi to Dehradun using 330 kg of “biojet fuel” made

by CSIR–IIP, Dehradun and used in a 25:75 ratio with standard aviation fuel to power the approximately 45-minute flight. The biofuel produced has reportedly been recognised by the American Standard Testing Method (ASTM) and has met the specification standards of the engine manufacturer Pratt & Whitney and the aircraft manufacturer Bombardier, as being acceptable for commercial application in aircraft.

The occasion led to declarations of enhancing manufacturing capacities, and the initiation of “special policies” for the production and the use of biofuels in the aviation sector. An earlier Biofuel policy in 2009 had focused on transportation in general, but not specifically on aviation, presumably due to the sector’s low contribution to overall national Greenhouse Gas

2017 was another year of double-digit growth for passenger enplanements and aircraft movements, both exceeding 10 per cent. Enplanements exceeded a staggering 500 million on over 10 million flights. The country’s top 10 airports accounted for nearly 95 per cent of all passenger volume.

Each of the three major carriers, Air China, China Southern and China Eastern, added capacity and flew more passengers in 2017, yet their cabin load factors remained virtually unchanged or marginally higher.

The growth in number of flights and passengers slowed in 2017 compared to the double-digit increases to the previous year, yet recovered in 2018. Freight carried last year was marginally higher than 20107 while passenger volume jumped 10 per cent year-over-year. Colombo’s Bandaranaike International Airport Authority is upgrading the capital’s airport terminal and runway to accommodate 10 million annual passengers.

Air Lanka’s 2017 break-even load factor was up three percentage points to 80.9 per cent compared to 2016, a reflection of weaker passenger fare yields and higher operating costs.

The 2018 fleet count for the ten top countries increased by a net of only 9 aircraft from 2017. Decreases in the number of business jets in China, India, and S. Korea were offset by acquisitions in the other seven countries, led by Singapore.

Momentum for new orders and used aircraft has slowed considerably. While the 9.6 per cent growth rate in 2018 may appear sizable for Singapore, the fleet is still smaller than it was in 2014. The fleet sizes in India, South Korea, and India remain essentially unchanged over five years.

As the Finance Minister presented the Union Budget in July this year, the message to the aviation stakeholders was that it was indeed an area of focus. Several aviation-related issues were mentioned as under: yy A vision towards India entering the aircraft financing and leasing market. yy The divestment of the national carrier Air India.

THE CORE ISSUE: ATF TAXATION

At the apex of the aviation value chain is the airline industry. And to ensure a healthy value chain, the first point of call is an environment where airlines can thrive. For airlines, the single largest choke-point is the cost of Aviation Turbine Fuel (ATF) which constitutes up to 40 per cent of an Indian airline’s cost base and is the largest expense item. Globally, this figure averages at roughly 20 per cent. The distortion of up to twenty percentage points means that Indian carriers do not enjoy a level playing field. Furthermore, it impacts the sustainability of businesses. Granted that there have been success stories; but in such cases, the airlines have leveraged financing structures and liquidity of asset types – both of which are subject to market dynamics. For Indian aviation to thrive, the issue of tax on ATF will have to be addressed.

rom 44 million domestic passengers in 2008 to 121 million domestic passengers in 2018, the airline industry in India has come a long way. This rate of growth is forecast to continue with India becoming the third largest aviation market in the world by 2030. A growing middle class that is 300 million strong as of now, a trend towards urbanisation leading to increased demand for air travel, a rising propensity to spend and significant capacity entering the market – all key factors for growth are aligned.

Increasingly, passengers are taking to air as a mode of transport and India is targeting 500 million passenger trips in the next 20 years. These trips will have to be supported by an entire ecosystem including various stakeholders. From Original Equipment Manufacturers (OEMs) to Lessors and Financiers, from Maintenance Repair and Overhaul (MRO) providers to Multi-lateral agencies and from Airports to Airlines – to name a few. And the ecosystem at present has far too many distortions. The question is: can these be addressed decisively and deliberately towards continued growth, competition and sustainability?

Airport Infrastructure in India

The country needs a long-term comprehensive transport and development plan within which airports should be one of the connectivity links. This is an immense task as it will necessarily have to include inputs from several stakeholders – from farmers to financiers, from planners to politicians and from regulators to regional airlines. Failing to do this will mean an impact on the overall market growth, on affordability of travel and on connectivity which is in direct contravention of stated policy goals. Capacity planning and management is, therefore, the need of the hour.

Indeed, if one looks to airport development in India, majority of the capacity expansion has focused on terminals. While there has been development of Greenfield airports, these have often entailed a monopoly right for the airport operator thereby prohibiting use of older airports by commercial airlines. Examples of this are the airfields owned by Hindustan Aeronautics Limited (HAL) in Bengaluru and the old airport at Kochi. Thus effectively, the expansion is limited to terminal capacity. The fact that is often lost is that the ability of airports to accommodate flights depends on three major elements: yy Airside Capacity. Number of aircraft movements per hour that can be accommodated and the number of aircraft that can be based at and handled by the airport. yy Terminal Capacity. Number of passengers that can be processed through the terminal.

n the past decade, India has witnessed a rapid growth in the aviation sector. Airports are bursting at the seams and the capacity lags far behind demand. Financial year 2018-2019 saw 275 million travellers, 2.5 million aircraft movements and 3.5 million metric tonne of cargo fly in and out of Indian airports. This number is only going to grow. With a 300-million strong middle class, low air travel penetration and an increasing propensity to spend, India is targeting 500 million passenger trips in the next 20 years. Forecasts estimate that India will be the third largest aviation market by 2025.

Yet when one looks at airport capacity, it is clear that a crisis is looming. Undoubtedly, the situation requires immediate action.

The Rise and Rise of IndiGo Airlines

IndiGo’s brisk march upwards is thus ample evidence that the average air passenger in India, is certainly not looking for full service; he is mostly looking for the cheapest ticket for his sector or at best, hunting for ‘value for money’ - comparing two air ticket prices to see what extra perks are coming his way in return for the higher ticket price. The fact that IndiGo had the vision to foresee this and incorporate it into its business model was the foundation of its resounding achievement.

On the regulatory front, the Directorate General of Civil Aviation (DGCA), despite having good intentions, has been shackled by manpower shortage, lack of autonomy, paltry financial authority and a culture of favouring the stick rather than the carrot when dealing with operators. Rationalisation of the price of Aviation Turbine Fuel (ATF), a longstanding issue, has been a constant demand of aircraft operators since 2003 when the new wave of liberalisation saw the launch of Air Deccan. The relentless refrain to place ATF under declared goods category for the purpose of Sales Tax/ VAT has mutated to a demand to place it under a reasonably low Goods and Services Tax (GST) slab but is yet to be heeded by the establishment. et Airways, whose internal financial problems had been simmering for some time, imploded just before the Parliamentary elections this year. Its inability to sustain its legacy model which had resulted in mounting debts that Naresh Goyal found impossible to service was but one symptom of the civil malaise that afflicts civil aviation in India.

While analysts project India as marching inexorably towards becoming the third largest civil aviation market in the world, it is plagued with several longstanding internal inadequacies. Infrastructure is the first weak area while the metro airports are distended beyond limits of safety and efficiency, Tier-II/Tier-III airports are yet to be brought meaningfully into the fold of national aviation.

Despite fanciful catchwords such as ‘Hawai Chappal to Hawai Jahaz’, achievements predicated to Ude Desh Ka Aam Nagarik (UDAN) have been nondescript and a majority of the routes bid for and

If Jet Airways is ultimately revived, it will need to completely rethink its business model, else it will find the going extremely tough in an environment where LCCs now command about 80 per cent of India’s domestic market. Even if the rising sun, the logo of Jet Airways does fly again, it is unlikely to regain its former lustre.

carrier Jet Airways celebrated its silver jubilee with great fanfare. There was little or no indication that it was in dire straits. Its finances were admittedly in the red, but so were those of most other airlines in India on account of rising oil prices and the falling value of the rupee. It had over 200 aircraft on order and the management exuded confidence about the future. According to an official statement, “We stand at the cusp of a new dawn for Jet Airways, we re-dedicate ourselves to dream bigger goals and spread our wings wider so we together can soar ahead and continue to make history…” Jet did make history, but only by following in the tragic footsteps of Bengaluru-based Kingfisher Airlines that had launched domestic operations with high hopes in May 2005, but was forced to “temporarily” suspend operations on October 20, 2012, when it ran out of funds to run the airline and never took to the skies again. A study of the rise of Jet Airways to the summit and rapid fall from grace would, therefore, be instructive.

he airline business in many parts of the world is no bed of roses. The industry is notorious for fierce competition, sudden shocks and dizzying changes of fortune. India is no exception as this is one market where this is perhaps most visible – where carriers are launched, thrive for a few years, make elaborate plans for the future, and then sink without a trace. Since the liberalisation of the Indian airline industry, seven Indian carriers have vanished in the recent past. The obituary of the state-owned national carrier Air India would also have been written long ago, but for the exceedingly generous doles of taxpayers’ money. Still, when Jet Airways announced a “temporary suspension of flight operations” on April 17, 2019, it triggered shockwaves. This was no run-of-themill airline but India’s oldest private carrier which had successfully weathered the business storms of over quarter of a century, and had even been the country’s largest airline for a couple of years.

Commercial Fleet Profile One Fleet Type Dominates

Aircraft averaging 150 seats account for nearly 81 per cent of the Indian-registered commercial fleet. Both the A320 and B737 families are popular with low-fare airlines that prefer a single aircraft type to maximize operating efficiency and minimize unit costs.

Regional turboprops and jets, typically with capacities between 50 and 100 seats, only represent 12 per cent of airline fleets, a figure well below the 40 per cent average in the USA. Despite policies that incentivize more regional air services, the nation’s carriers have been slow to embrace smaller regional aircraft. They prefer large markets where growing demand allows them to fill their A320s and B737s profitability.

The dominance of 150-seat jets generated a remarkable 87 per cent average cabin load factor on domestic flights in 2017/2018. The high number suggests supply is barely keeping up with demand. At such high occupancy, carriers can either raise ticket prices (unlikely with such ruthless competition), deploy larger-capacity aircraft (not possible since only 7 per cent of the national fleet is twin-aisle), increase daily aircraft utilization, order more airplanes, or start serving new regional routes.

The explosive growth in the demand for air travel has strained infrastructure and resources. As in other parts of the world, airlines in India are struggling to staff their cockpits, especially with so many new aircraft on order.

The number of new commercial pilot licenses issued between 2016 (461) and 2017 (557) was just 96 according to the DGCA’s Directorate of Training & Licensing. That number will need to increase dramatically and new pilots sourced to satisfy the demand for more aircraft.

One measure of airline efficiency is the number of employees per aircraft. The low-cost, low-fare business model seeks to maximize productivity of every staff member and asset. It is no surprise that India’s low-cost airlines all have between 50 and 60 employees per aircraft. Only Air India, with its international network, has a higher staff-to-aircraft ratio.

Domestic and International Traffic Domestic Traffic Drives Double-Digit Growth

india – a high growth market

Airlines flew nearly 26 million more passengers to, from and around India in 2017-2018 compared to the previous year. Domestic enplanements accounted for 77 per cent (or 20 million passengers) of that growth, largely fueled by the capacity added by low-fare airlines in response to strong demand from Indian consumers who have rising personal disposable incomes.

Indian domestic and international passenger traffic combined grew 16 per cent year-over-year to a record 183.9 million enplanements. Domestic traffic was 67 per cent of the total, 123.3 million passengers, compared to 33 per cent or 60.6 million international passengers.

Cabin load factors are consistently strong with most Indian-registered scheduled airlines recording increases from the year prior. The positive trend suggests that carriers are filling the additional capacity they may be adding. However, half of the airlines reported loads averaging 85 per cent, an indication that demand may soon outstrip supply.

Indian airlines are capturing a bigger share of international traffic. In ten years, they have gained 10 points in market share to 39 per cent of enplanements in 2017-2018. Several low-fare airlines are expanding with new routes to foreign cities.

Civil Aircraft Movements Growing but Reaching the Limit

There were over a quarter million more civil aircraft movements at the nation’s 50 top airports in FY 2019-2018 compared to the previous year. The 12.3 per cent increase (2,78,374 flights) set a new record – 2.54 million takeoffs and landings.

The country’s top ten airports accounted for 1.8 million movements, or 71 per cent of the total. While many airports reported double-digit growth, increases at the two largest airports in the country were modest or nonexistent. Delhi’s Indira Gandhi International Airport saw a 4.3 per cent increase in movements while Mumbai Airport was unchanged. The notoriously congested airports appear to have reached their operational capacity. Bangalore, Hyderabad and Chennai, however, accommodated between 15 per cent and 25 per cent more flights.

The Mumbai-Delhi sector remains the busiest in the country. More than 5.5 million passengers flew between the two cities in 2017, making it the seventh most travelled air route in the world.

When not travelling within the country, where do passengers fly? The most popular foreign destinations are those where there is a large population of Indian workers and Indian diaspora. The UAE, Singapore and Thailand consistently rank in the top three followed by Qatar, Saudi Arabia and Oman.

The average domestic ticket price in India is well below that of other countries with a large domestic airline industry. Carriers in Japan, China, and Thailand all have higher passenger yields yet Indian airlines have struggled for years to increase local fares. Intense competition, regulation and an unfavourable foreign exchange rate make it difficult to turn a profit.

Yet IndiGo and other established low-cost airlines are working hard to keep their cost per ASK low enough to offset the weak yields. Economies of scale and productive employees help maintain a spread between the break-even and actual cabin load factors.

IndiGo and Go Air reported impressive revenue per employee in FY 2016-2017, an average of `13 million.

Only the national airlines, with their international routes and foreign currency earnings, recorded higher revenue per employee. Low-cost airlines need to stay lean and efficient to maintain their cost per ASK below `4.0 to be profitable.

There are cost elements beyond the control of any carrier. Indian airlines often pay for jet fuel and aircraft leases in US Dollars. The depreciation of the Rupee has driven those costs higher. On average, those two expenses account for just under half (45 per cent) of operating costs.

Aviation Fuel Fuel Price Drop Offset by Foreign Exchange Volatility

Fuel consumption is increasing as the number of aircraft movements grows. Airlines burned 8.9 per cent more metric tonnes of ATF in FY2017-18 than the previous year. That rate may remain steady despite a jump in the number of flights thanks to the acquisition of more fuel-efficient aircraft. Indian airlines are adding newgeneration airplanes that consume less fuel and, accordingly, keep operating costs under control.

ATF price volatility remains an issue. After the oil crisis that started in 2010 and saw the spot price of jet fuel hover around USD 3.00 per gallon for nearly three years, the cost declined dramatically in 2015 and remained stable until early 2017. Most world airlines generated healthy profits during that period. Indian carriers were not as fortunate.

Although the ATF spot price dropped by nearly half from its 2012 peak, those gains were offset by a weakened Indian Rupee relative to the US Dollar. The Rupee has been in steady decline since mid-2015, the same year in which the ATF price started to fall.

Air Cargo Healthy Growth. Domestic and International

india – a high growth market

Domestic and international cargo is a growing business. Over the last decade, the volume of domestic freight increased an average of 6.9 per cent per year. Some 20 per cent of that cargo is carried in the belly of scheduled commercial flights while 80 per cent travels on dedicated cargo aircraft.

International freight increased an average of 5.6 per cent annually in the same period. Volume increased an impressive 14.6 per cent in FY 2017-2018 compared to the previous year. Combined, freight carriers transported 2.4 million metric tonnes of domestic and international cargo in those twelve months.

Mumbai and Delhi airports account for 83 per cent of all freight volume. Chennai is the next biggest cargo gateway yet it handles less than half the tonnage as Mumbai.

Markets in Africa and the Middle East are the primary regions for inbound and outbound shipments.

These are followed by markets in Europe, Asia Pacific, and China/North Asia. Indian carriers have a 20 per cent share of the air cargo market, a number that has not changed appreciably in eight years.

Irrespective of the continuous double-digit growth in India’s commercial aviation market by scheduled operators, General Aviation and Business Aviation has gone down as the number of chartered and private aircraft as well the number of non-scheduled flights have dropped. According to the Directorate General of Civil Aviation (DGCA), the number of operators with the so-called Non-Scheduled Operator’s Permit (NSOP) reached a peak of 147 in 2011-12 and then fell to 111 in 2017-18.

The NSOP fleet in India comprises 356 aircraft, including helicopters. This is down from a peak of 412 aircraft, again in 2011-12. General Aircraft (GA) movements have also remained nearly static over the last nine years, below the 3,00,000 movements per annum mark, and in 2017-18, actually saw a 6 per cent drop over the previous year. According to civil aviation ministry, high taxes on jet fuel, steep airport charges, and shortage of hangars and parking slots are behind this. The high taxes imposed on GA/BA are primarily due to its impression as a ‘luxury’ item.

Mohamed Yousif Al Binfalah serves as Chief Executive Officer of Bahrain Airport Company (BAC) with the responsibility of the management, operation and future strategy and development of Bahrain International Airport (BIA). In addition, Mohamed is leading the $1 billion Airport Modernization Program (AMP) with the aim of elevating the airport’s infrastructure and services in line with the highest levels of safety, security, technology and environmental standards. Mohamed joined BAC in 2012 and was previously the General Manager of DHL Aviation Service W.L.L. for eight years. Prior to this Mohamed held various senior management positions and worked in various industries. He holds a Bachelor’s degree in Mechanical Engineering and a Master’s in Business Administration.

Feng Zhenglin (China)

Director of the Civil Aviation Administration of China Feng Zhenglin, born in September 1957, is a senior engineer and holds a bachelor degree. In July 2000, he served as Director of the Highway Department of the Ministry of Communications. In May 2003, he served as deputy minister of the Ministry of Communications and member of the party group. In March 2008, he served as deputy minister of the Ministry of Transport and member of the party group. In October 2015, he served as deputy secretary and deputy minister of the party group of the Ministry of Transport. In December 2015, he served as deputy secretary and deputy minister of the Party Group of the Ministry of Transport and secretary of the Party Committee of the Civil Aviation Administration of China. In January 2016, he served as Deputy Secretary and Deputy Minister of the Party Group of the Ministry of Transport, and Secretary of the party group and Director of the Civil Aviation Administration of China since April 2017. In January 2016, he served as deputy secretary and deputy minister of the Party Group of the Ministry of Transport, and secretary of the party group and director of the Civil Aviation Administration of China (in April 2017, he was clearly ministerial).

Li Jian (China)

Deputy Director of the Civil Aviation Administration of China Born in July 1959, Li Jian graduated from the Civil Aviation Flight Academy of China in 1980 as a pilot. He has served as Captain of the Shenyang Airlines Brigade of China Northern Airlines, Deputy General Manager of China Southern Airlines Group North Company and General Manager of Dalian Branch of China Southern Airlines Group North Company, General Manager of Xinjiang Airlines of China Southern Airlines Group and General Manager of Xinjiang Branch of China Southern Airlines. In January 2007, he served as Deputy Director of the Civil Aviation Administration and member of the Party Committee. From March 2008, he has served as Deputy Director of the Civil Aviation Administration of China (Deputy ministerial level) and member of the party group.

His Excellency Engineer Kamal bin Ahmed Mohamed was appointed Minister of Transportation in February 2012 and in December 2014 as Minister of Transportation and Telecommunications. He holds overall responsibility for Bahrain’s transport infrastructure covering policy, regulation and the development and delivery of projects to meet the Kingdom’s future transport needs, as well as the country’s postal services. Prior to his appointment as Minister of Transportation and Telecommunications, Kamal bin Ahmed was Minister of Cabinet Affairs from February 2011.

Hsieh Shih-chien, Chairman

Hsieh Shih-chien was born around 1952 in Singapore. After graduating from the Department of Economics at Soochow University. Hsieh began working for China Airlines (CAL) in the 1970s. He began as an entry-level employee within the airline’s financial department, and was later assigned to CAL offices in and Kaohsiung and Taipei, as well as overseas in Indonesia and Australia. Prior to his appointment as president of China Airlines in June 2016, Hsieh led Taiwan Air Cargo Terminals Limited as chairman. While serving as president of China Airlines, Hsieh concurrently served as chairman of CAL’s subsidiary Mandarin Airlines. In his capacity as president of China Airlines, Hsieh led negotiations with the China Airlines Employees Union in 2016, and the Taoyuan Union of Pilots throughout 2019, to end strikes. Hsieh succeeded Ho Nuanhsuan as chairman of China Airlines in April 2019.

Augustus Tang was appointed Chief Executive Officer in August 2019, leading the overall business direction of the Cathay Pacific Group. Athar Husain Khan assumed the responsibilities as Secretary General of the Association on July 2, 2018. Athar has spent the last 25 years as a leader, aero-political negotiator, lawyer, advocacy specialist and CEO in various aviation organisations and companies, in both the public and private arena. Most recently he was an Agreements & International Relations Consultant for the Qatar Civil Aviation Authority in Doha. Before that, Athar led the Association of European Airlines (AEA) in Brussels as CEO. Prior to working at AEA, he held senior positions at KLM Royal Dutch Airlines and the Netherlands Ministry of Transport and Ministry of Education and Science. Athar is a lawyer by education (International law, Air & Space law, Human Rights law and European law).

Founding & Executive Chairman, Middle East & North Africa Business Aviation Association (MEBAA) Ali Ahmed Alnaqbi is the Founding & Executive Chairman of the Middle East & North Africa Business Aviation Association (MEBAA), Dubai, United Arab Emirates. Alnaqbi has over 26 years of experience in the aviation industry. Since 2007, Alnaqbi is an elected member of the International Business Aviation Council (IBAC) and currently sits on the board of a number of International companies in the business aviation industry. Alnaqbi began his career in the high-profile segment of VIP air transportation at Head of State Flight Operations, Presidential Flight, as the Vice President of Finance & Administration before diversifying his interest into business aviation with a specific emphasis on the Middle East and North Africa region. This culminated with the creation of Royal Jet in 2003, a business aviation venture of which he was the Founding Managing Director. With his experience spanning Aircraft Purchase, Sale, Lease and VIP interior completion, Alnaqbi’s knowledge base makes him a valued contributor to the business aviation industry. Through founding MEBAA in 2006, Alnaqbi has led the MENA region into a tremendous growth rate by breaking barriers for effective communication among members of the business aviation industry.

Chairman, Asian Business Aviation Association (AsBAA) Wu Zhendong is the founder of Avion Pacific Limited and the present Chairman and CEO of it. Since graduation from Zhongshan University in 1983, Wu has plunged himself into the civil aviation industry in China. He went to the United States in 1988 and got his Masters Degree in Business Administration. He returned to China in 1993, established Avion Pacific Limited, Shenzhen Kings Aviation Corp., Asian Sky Group (ASG), Avion Qianhai Development Ltd., Tianjin Avion Leasing Ltd. etc., and is considered as the Pioneer in General Aviation (GA) Industry in China. For the past 30 years, Wu Zhendong has been delivering his professional knowledge, experience and passion for general aviation to domestic and foreign partners and customers through advising and consulting services and has committed to introducing advanced western technology, services, and philosophy into China and promoting the growth of GA in the region.

Ed Bolen became the President and CEO of the National Business Aviation Association (NBAA) in Washington, DC, on September 7, 2004. Prior to joining NBAA, Bolen was president and CEO of the General Aviation Manufacturers Association (GAMA) for eight years. Bolen joined GAMA in 1995 as senior vice president and general counsel.

GAMA’s board of directors elected him president and CEO in November 1996. In 2001, Bolen was appointed by President Bush to serve as a member of the Commission on the Future of the U.S. Aerospace Industry. Bolen was nominated by President Clinton and confirmed by the US Senate to serve as a member of the Management Advisory Council (MAC) to the Federal Aviation Administration (FAA).
