Region-wide forecasts suggest 2013 will be “the year of the kokanee” in the Inland Northwest. Dworshak Reservoir in Idaho and Lake Koocanusa in Montana are providing their best fishing in years for kokanee of very pleasing sizes. Lake Pend Oreille is open for kokanee fishing for the first time since 1999 and Priest Lake’s fishery appears to be reviving. Mountain snowpack is near normal or less, indicating that fewer fish than in recent years are likely to be flushed over dams and out of reservoirs such as Lake Roosevelt and Dworshak during spring runoff. That’s just the beginning of the good news for silver specialists. Here are the details. Dworshak Reservoir’s kokanee fishery surprised anglers in 2012, as notoriously small kokanee finally showed some size. The fish were growing to the 13-inch range in response to the nutrient enhancement project Idaho Fish and Game and the Corps of Engineers have been conducting since 2007 to make up for the lack of feed in the reservoir’s clear waters. This year – depending on overwinter survival that has yet to be determined – biologists expect twice as many 2 year-old fish reaching even heftier sizes. “The fish anglers are catching right now are running about 10-11 inches long,” Andy Dux, IFG biologist, said last week. “They should be 12-15 inches long by this summer and be abundant enough to provide good catch rates.” The trick at Dworshak is to follow the fish, which progressively move farther up the 54-mile reservoir during summer toward their fall spawning areas, Dux said. In spring, most anglers launch at Big Eddy near the dam since the fishing is best in the lower reservoir upstream for about 10 miles.

In summer, more anglers will launch at Dent Acres recreation facility 13-miles upstream from the dam to get into the good fishing. Lake Pend Oreille, suffering a decade of decline, hit an all-time low in 2007. But the lake’s kokanee population has been steadily increasing to a level higher than at the end of 1999, when kokanee fishing was halted. With predator fish apparently under control, Idaho officials have reopened kokanee fishing for the first time in 12 years. The season opened Jan. 1 with limits lower than at other lakes. “We haven’t received many reports yet, but the fishery is there and we’re glad to see it building back,” said Jim Fredericks, IFG regional fisheries manager. Hayden Lake was stocked with 100,000 kokanee two years ago. Anglers are beginning to hook those fish, and they’re already running 12-13 inches and thick at the shoulders. A decent number of the kokanee should hit 14-16 inches this summer, Fredericks said. Spirit Lake has an unusually high abundance of smaller kokanee this year. Summer anglers will find a lot of 9-10 inchers owing to the lack of ice that prevented winter anglers from tapping the fishery. Lake Coeur d’Alene kokanee
won’t be quite as large as they’ve been in some years, but there should be good numbers of pleasing 10-11 inchers by midsummer as the fish move uplake toward Coeur d’Alene. Priest Lake kokanee have been making a comeback. In the past decade, only 2,000-5,000 kokanee were counted in surveys of shoreline spawning areas. The number spiked to 27,000 last fall. “We weren’t able to estimate juvenile populations so we don’t yet know whether more fish will be available to anglers this summer,” Fredericks said. “But I do know the kokanee were running 12-16 inches last summer, and more anglers will be test-driving that fishery this year.” Lake Roosevelt is not plagued by the deep spring drawdowns of recent years and should retain more of the fin-clipped kokanee stocked by the Spokane Tribe. In addition, more of the naturally produced kokanee should survive owing to the Colville Tribe’s netting to reduce the number of walleye ambushing the young fish on their migration out the San Poil River. Lake Koocanusa anglers have been catching kokanee ranging 10-14 inches this spring, according to reports from Koocanusa Resort. That’s a dramatic improvement from the smaller fish of recent years.
Steelhead run better, but still not stellar Steelhead anglers in the Washington-Idaho regions of the Snake River can expect decent fishing this season, although the early forecasts are a mixed bag. Fisheries managers are predicting a return of 291,000 A-run fish this year to the Snake and Upper Columbia, up from 192,000 counted at Bonneville Dam last year. So fishing’s likely to be better than last year, but not up to the 10-year average of 300,000 fish. About 50 percent of the A-run steelhead that get counted at Bonneville generally makes it to Lower Granite Dam en route to Idaho waters. The run of bigger B-run steelhead bound primarily for the Clearwater River appears to be down for a second year. About 22,120 B-runners that spend two to three years in the ocean are expected to be heading toward Lower Granite. “For the people who like to fish the Clearwater, it might be
another lean year,” said Alan Byrne, Idaho Fish and Game fisheries biologist. “But remember, these are just forecasts, they are just paper fish. You have to wait and see what comes back.” The spring chinook run is expected to be modest this season, but the run appears to be late and early catch rates were low on the lower Columbia. Idaho and Washington have yet to set springer seasons for the lower Snake, Clearwater or Salmon rivers.

Walleye limits increase to help bring balance

Anglers can pretty much catch Lake Roosevelt walleyes to their heart’s content this year under liberalized regulations designed to bring their populations into balance. Since April 1, the walleye daily limit on Lake Roosevelt, including the San Poil and Spokane arms, was doubled from eight to 16. The rule is among dozens adopted by the Washington Fish and Wildlife Commission in March. In addition, the Spokane Arm has been opened to year-round walleye fishing as the traditional spawning period closure was lifted for the first time in three decades. Chris Donley, Washington Fish and Wildlife Department lake fisheries manager said the changes seek to bring the walleye population back into balance with their forage fish.
Washington is removing the daily catch limit for channel catfish and the daily catch and size limits for bass and walleye in portions of the Columbia and Snake rivers and their tributaries to reduce predation on endangered salmon and steelhead. This rule goes into effect May 1.
Eventually the result should be longer, fatter walleye, he said. “We’re asking anglers to help us out and get walleye numbers reduced,” he said. “Catch rates eventually will go down, but quality should go way up.” Anglers appear willing to comply. The parking lot at the Porcupine Bay boat launch has been very busy. “It’s not an anti-walleye maneuver; it’s a pro-management maneuver for walleye,” Donley said.

Dozens of Eastern Washington lakes managed for trout will open to fishing on April 27, and one of the standouts will be a Spokane County lake that was totally fishless a few weeks ago. Fish Lake off the Cheney-Marshall Road was rehabilitated last fall because of an infestation of smallmouth bass, pike and who knows what else that was gnawing on the plants of Eastern brook trout and tiger trout. With the slate clear, the lake, which has no resort, is being restocked with catchable-size rainbows and brook trout fry. “For opening day, we’re putting in a big dose of about 5,000 rainbows including some big ones,” said Randall Osborne, Washington Fish and Wildlife district biologist. “It should be one of the best openers in years for Fish Lake,” said Chris Donley, state trout lakes manager. “And next year

The winter fishery was pretty darned good.”

Near average snowpack reports indicate Inland Northwest trout streams this season should settle into the sweet spot between prolonged runoff and low flows dangerous to trout survival. “It should be a good flow year for fish and fisherman,” said Jim Fredericks, Idaho Fish and Game Department regional fisheries manager. The Coeur d’Alene and St. Joe rivers continue to hold excellent cutthroat trout populations, he said. “Cutthroat fishing is pretty straightforward,” said Sean Visintainer of Silver Bow Fly Shop in Spokane. “Fish the riffles and drop-offs, the dark green emerald pools. “Every road turnout along these two streams seems to be near a deep, good-looking pool that
obviously holds fish. “But if the river is busy, walk an extra 50 yards or so up or downstream and you often can find some riffly runs that are waistto neck-deep and holding some fish.” Both rivers come into prime conditions in June or July after runoff subsides. Visintainer points out the fish are still there regardless of the water level and anglers with boats shouldn’t overlook the excellent opportunities for spring high-flow fishing. “Fish the back eddies, side channels and the softest currents you can find along the bank when the rivers go up,” he said last week after a great day of fishing the lower St. Joe at 5,500 cfs. He said he guides anglers from boat up to 7,000 cfs on the Joe. Wading becomes comfortable when flows drop below 2,000 cfs.
