n good times or bad, there is one constant: Homeownership remains the American Dream for millions Joel White, of American Executive Officer families. Spokane Home Builders Association Most Americans consider homeownership to be their single best long-term investment and a primary source of their wealth and financial security. Generations of families have counted on and used the equity in their homes for their children’s education, their own retirement and other milestone expenses. Individual household budgets are helped by tax incentives that are designed to make owning a home more affordable. Deductions for mortgage interest and property taxes can result in thousands of dollars of tax savings, especially in the early years of the mortgage when interest makes up most of the payment. And when homeowners sell their primary residence, they get an enormous tax break. A couple who owns and lives in their home for two years and then decides to sell can keep up to $500,000 of the profit tax-free, and a single owner can keep $250,000. A healthy housing industry

means more jobs and a stronger U.S. economy. In fact, fully 15 percent of the U.S. economy relies on housing. Most of the products used in home construction and remodeling are manufactured in the United States. Constructing 100 new homes creates more than 300 fulltime jobs, $23.1 million in wage and business income and $8.9 million in federal, state and local tax revenue. New homeowners spend money on decorations and furnishings, to enhance the landscaping and to become members of the community by patronizing local businesses and service providers. Homeownership strengthens communities as well as families. Home building increases the property tax base that supports local schools and communities. When a family owns their home, it is an asset that has a direct impact on their financial security and future. People are more likely to take care of things they own so they remain valuable. And a home’s value is determined by how well it is maintained as well as by the condition of the neighborhood it is located in. So homeowners have incentive to spend their time and resources improving their neighborhood, even if it is just to protect the value of their investment. Homeownership builds stronger

communities, provides a solid foundation for family and personal achievement and improves the quality of life for millions of people. The Bipartisan Policy Center’s Housing Commission has said that homeownership can “produce powerful economic, social, and civic benefits that serve the individual homeowner, the larger community and the nation.� It is important to know that despite the fact that housing and homeownership policies over the last century have contributed to the growth of the middle class and helped the United States become the most dynamic economy the world has ever seen, homeownership is under attack. Policymakers are proposing radical changes, including ending the mortgage interest deduction and mandating minimum 20 percent downpayments, that would threaten the dream of homeownership for millions of Americans. he housing downturn touched all areas of the country, but came down particularly heavily in Miami. Now, the market there is healing, and many former distressed homeowners have healed their personal finances, too. “We have lots of borrowers here who have gone through short sales and foreclosures,� says Miriam Gilmore, a loan originator with American Bancshares, Miami Lakes, Fla. Yes, mortgage lenders will forgive loan applicants with serious offenses on their records, such as defaulting on a previous mortgage or coming up “short� after a sale and paying back only a portion of the mortgage principal. There’s even an industry term – “rebound buyers� – that has sprung up to describe consumers who were burned by the downturn but are ready to purchase again. But, the lending community follows rules set by government agencies that buy mortgages from banks, and those rules prescribe certain waiting periods after a foreclosure or short sale. For instance, a borrower may qualify for an Federal Housing Administration-insured mortgage even after a short sale. However, that borrower must have paid on time for any installment debt payments or prior mortgage payments for 12 months prior to the new loan application, explains Lemar Wooley, a spokesman for the U.S. Department of Housing and Urban Development, the agency providing FHA loans. For conventional loans, “generally, it’s two years after a short sale and seven years after a foreclosure� before a borrower can take another mortgage, says Callie Wolk, spokesperson for the government mortgage buyer Fannie Mae. Shorter waits are available when borrowers experience extenuating circumstances. Check with local lenders or visit http://bit.ly/15w5Zy3. While lenders can often help mortgage applicants with relatively minor problems, those with serious past financial missteps may need help from a credit counselor, Gilmore says. A state-by-state list of agencies with counselors with training approved by HUD is at www.hud. gov. These agencies may charge a fee for buyers to qualify for a home purchase, but the charge must be “reasonable and customary,� Wooley says.

Question: I now have a conventional loan at 7 percent interest. The loan is not owned by Fannie Mae or Freddie Mac, so I refinance with HARP. Also, the property is underwater. My wife and I have been told we do not qualify for any refinancing. What would you recommend?

Answer: A “conventional� loan is a mortgage that meets the standards necessary to be sold to Fannie Mae or Freddie Mac. Perhaps your loan has not been sold to Fannie Mae or Freddie Mac and is owned by an investor or is in portfolio by the original lender. Given this background, the first step is to get the loan number and see if the debt is or is not actually owned by Fannie Mae and Freddie Mac. Go to: http://1.usa.gov/ H5IX74 Besides HARP, you can also try to qualify for HAMP, the Home Affordable Modification Program. What steps should you take? First, call the federal government’s homeowner assistance service at 888995-4673 and get specific advice. There is no charge for this counseling service and it runs 24 hours a day, every day. Second, call your state attorney general. Last year, the states had a $25 billion settlement with a number of major loan servicers. You may be eligible for assistance, or it may be possible that the state has a program to help borrowers in your situation. Third, in some areas, homes once underwater now have positive equity. Home values in most markets have risen during the past year. The National Association of REALTORSŽ reported that existing home sale prices in March were 11.8 percent higher than in 2012. “A strong rise in home values is contributing to housing wealth recovery, which has risen by $1.4 trillion in the past year and looks to top that increase this year,� said NAR’s chief economist, Lawrence Yun, in February. With any luck, perhaps some of that additional housing wealth can help in your situation.
