Editor’s Comments We don’t really associate Barbados with springtime as the weather is Tropical and it’s virtually Summertime all the year round. However, Visitors and locals alike can sense the change as days get hotter and there’s plenty of change happening on the island these days. Check out the news things in for the season in our Spring time feature. Our Government is full of positive and enthusiastic economic recovery measures and, although the recent Budget hurt a few people, there were other concessions for the taxpayers. No pain- no gain will affect us for a few years, but the Honourable Prime Minister Mia Mottley is heading in the right direction after many years of despondency from the old Government. We are in a better place now after her landscape Pamela Hiles, Editor election. New developments are slowly springing up and one of the most enterprising is the one ideally located on the South Coast within Rockley, which of course, sits within the most idyllic 9-hole golf design. Rockley is a little oasis with its towering mahogany trees, beautiful shrubs and tranquil environs. Set in the heart of Port Ferdinand, on the water’s edge, o ering a welcoming atmosphere along with an elusive air of cosmopolitan sophistication, Dockside at 13°/59° is the newest culinary experience from Larry Rogers and his wife and creative partner, Michelle. After honing his craft for many years working in the USA, UK and New Zealand, Chef Larry returned to his native Barbados in 1988 and since then has launched some of the island’s most iconic restaurants – Olives Bar & Bistro, La Terra, Cin Cin & Primo. His attention is now focused on the newly-opened Dockside at 13°/59°, where the restaurant’s theme of “bistronomy” has become the new buzzword taking Barbados by storm.
How would you describe the current culinary scene in Barbados?
Barbados is one of the better destinations for food in the Caribbean. We have become very sophisticated and innovative in our cuisine. Before 1988, every hotel executive chef was own in from overseas, but now the local chefs are rising to command those positions. Today we are producing a lot more of our own food on the island – which is a very positive thing. Most of our exotic lettuces and herbs are grown here which make them spectacularly fresh. We are making creamy, delicious mozzarella, goat cheese, and farmers are now raising and producing high quality beef, pork, chicken and rabbit. Not to mention the ready availability of the freshest sh and local lobster.
What’s the experience like at Dockside at 13°/59°?
Port Ferdinand o ers a truly gorgeous setting, right on the water with the boats all around. It’s an intimate and incredibly peaceful spot, perfectly suited to our contemporary organic style. My menu o ers some classic dishes with a refreshing twist, complimented with more complex preparations like our ballotine of rabbit and the 5 hour braised short rib. Our concept at Dockside is “bistronomy” – 50% gastronomy, 50% bistro, encompassing high quality ingredients combined with the culinary discipline and techniques of high end cooking.
What’s your favorite part of the job?
I actually see it more as a lifestyle than “a job”. I love the creativity involved in the process of developing a balanced menu that can entice the most discerning palate, while still maintaining a point of view. Over the years of cultivating a following, I have a responsibility to my clients to keep things fresh and interesting. I have never taken my customers loyalty for granted and I really enjoy interacting with my diners and hearing their feedback. Staying connected with my guests is so very important to me.

Barbados Valuers Council (BVC) The Expectation of a Valuer Times have changed for the Valuer. Different demands, different expectations aligned with a requirement for greater transparency and accountability. Consumers needs and expectations have increased therefore, Valuers need to keep abreast of market changes and adopt and embrace good practices and standards to survive in a competitive market place. However, it is worth mentioning that property valuation is characterised by uncertainty. The following statement is provided within the Royal Institution of Chartered Surveyors - RICS Valuation – Global Standards 2017 (the 'Red Book'): “All valuations are professional opinion. A valuation is not a fact. Like all opinions, the degree of subjectivity involved will inevitably vary from case to case, as will the degree of “certainty”. Ensuring user understanding and confidence in valuations requires clarity and transparency” In order to provide valuation advice and reports timeously, in an objective & transparent manner with the required level of quality; Valuers should: 1 . Comply with International Valuation Standards (IVS) - IVS provides a code of mandatory and recommended practices. IVS compliance is compulsory for members of the Valuer’s Council. 2. Embrace technology –advanced technology expediates and enhances valuation reporting. More and more emphasis is being placed on technological advancement in all aspects of the construction and property sector. 3. Enhance client expectations – provide reports which reflect

clients changing requirements. Valuation is more challenging than ever given current market conditions. Data is more challenging to interpret, and transactional volumes have decreased leaving less data for the Valuer to draw upon and assist in arriving at an opinion of Market Value. 4. Independence & Objectivity – in order to provide a valuation report that consumers can trust and rely upon, the exercise must be carried out with complete independence and no external influence or bias. Valuations should be based on the correct methodologies and employ suitable analysis of the relevant market data available. Valuation reports should not be ambiguous or misleading and reports should be easy for the reader to follow. The client is entitled to understand how the Valuer arrived at their opinion of value. It is no longer acceptable to produce a valuation report which is challenging to follow. 5. Liability –Valuers should have sufficient Professional Indemnity Insurance in place. Valuers need to weigh up the risks of accepting instructions versus the rewards. 6. Timescales - consumers require a practical turnaround. It should be noted that this should not be at the cost of quality! 7. Up-to-date skill set – times move fast, and the profession continues to evolve. Continued Professional Development (CPD) is a great way to advance knowledge base. Don’t get left behind! Clients expect, and Valuer’s should deliver, reports which provide clear and unambiguous information. The key to a good valuation report is the reader being able to understand how the Valuer arrived at their opinion of Market Value.
