A CRASH COURSE on choosing the best schools. By Kate Powell, kate.powell@gazette.com

“It's important to keep in mind several factors when choosing a school and each of these may carry a different weight." (The source for each of these tips is listed at the end of each one in green and parentheses.)

Structure: How flexible

would you like the school day and curricula to be?

Specialized magnet schools and some charter schools base their curricula around a common theme — STEM (science, technology, engineering and math) and the arts are popular options in the Pikes Peak region.

(Vittana and Fatherly)

Private schools are similarly structure and students are expected to maintain a certain level of excellence and discipline within a religious or philosophical focus. (We Have Kids) On the opposite end of the spectrum, online schools provide the independence of home-schooling without the parent having to understand and explain the material. Students usually can work at their own pace, allowing them to spend less time on their studies and more time on careers, sports and other outside activities or self-care. (Public School Review, Vittana and Babble) Many online schools combine at-home work with classroom work or activities in a school setting one or two times a week. Parents are able to be more involved in their children’s studies within virtual schools and provide the structure that they feel comfortable with. However, both home school and virtual schools require a commitment from parents, in the time that they spend with their children and the financial burden of course materials. (Vittana) cont. on pg 7

JULY 14, 2019

Public schools fall somewhere in the middle. Students are expected to be in class on weekdays and follow a curriculum that meets state academic standards that are tested with annual assessments. Classes are not specifically targeted to the interests and needs of each student, often as a result of the large class size. However, public schools are also available to everyone regardless of income and are often regarded as the most practical option. (Great Schools and the The Stronger Schools Blog)

Location: How far are you willing to travel,

and will the school bus your student?

All public and some public charter schools provide busing to and from school. In the Pikes Peak region, some school districts charge for children to ride the bus. (Great Schools and the Stronger Schools Blog)

Private schools and some charter schools may not offer transportation, and in Colorado, parents who "choice" their students into a school outside of the geographic boundaries where they live also may not be provided bus service. (Washington Post)

Depending on how far away the school is, this also means that it can be difficult for the students to bond outside of school because of the distance. (We Have Kids) Virtual, or online, schools are meant to provide the same educational experience, but from the comfort of home. The model is good for students who have demanding extracurricular activities, work at a faster or slower pace than their peers, or deal with serious health issues. (Calvert Education) This also means that depending on the age of the student, the parent must be available to supervise them and are often asked to clarify material. (Time4Learning)

Parents also may need to transport their children to a school building on a regular basis, as many online schools in the Pikes Peak region combine on-site lessons or activities. (Classical Conversations)

Performance: How has the school performed,

and are their test scores consistent?

Public schools are required to meet rigorous testing standards and policies set by the school district's board of education. In return for federal funding, they also are subject to federal oversight. However, students are not required to maintain certain grades to remain enrolled.

(We Have Kids and GreatSchools)

Private, magnet and charter schools are known for being more autonomous in operations, curriculum, culture and philosophies. Students are required to demonstrate excellence. (Washington Post and Vittana)

Challenge: Will your child be taking advanced classes, and how are they provided?

Advanced-placement classes are traditionally taught by high school teachers who have received accreditation from the AP Board. Classes offer a higher GPA potential and parallel a college course. AP Exams — standardized tests taken at the end of the school year to determine student knowledge — can yield college credit at qualifying institutions. (Prep Expert and College Raptor) Some schools offer an International Baccalaureate program, a European college-preparation model. Students enroll in IB courses and can earn an IB diploma. An IB test is taken at the end of two years of the program to show that the student has learned a diverse range of material. High scores result in college credit. (Crimson Education, College Vine and Vittana)

It shouldn't require an advanced degree to find the best school, but with a little homework, a good fit is that much easier to find.

THE GAZETTE SPOTLIGHT

// Charter Schools

CHARTER SCHOOLS across Colorado Springs continue to

exemplify the school choice movement By Evan Oschner, evan.oschner@gazette.com

CHARTER SCHOOL ENROLLMENT MAKES UP 13% OF ALL PUBLIC SCHOOL ENROLLMENT IN COLORADO, according to the Colorado League of Charter Schools, and the prominence of such schools is on display across the Pikes Peak Region.

Charter schools are tuition-free, non-religious public schools that are overseen either by a school district or the Colorado Charter School Institute. They are usually formed by parents, educators and other community members seeking an alternative. El Paso County has 33 charter schools, according to the Colorado League of Charter Schools. Ten of those are chartered by the state's CSI, with the majority being located in the geographical boundaries

of Colorado Springs School District 11. Officials say their prevalence has forced the district to adapt to the concept of school choice, since charter schools — by design — draw students away from traditional schools. “That’s the nature of charter schools,” said Glenn Gustafson, chief financial officer for D-11.

“When they decide to break off from the district, they offer unique traits to draw parents.”

Each of the six charter schools D-11 has unique offerings. Academy for Advanced and Creative Learning, for example, caters to students with “unusually advanced, gifted skills,” the website states. Another, Eastlake High School, offers students an alternative education path for students “who need flexibility in scheduling, individualized learning, behavioral support and structured postsecondary opportunities.”

The tactic of using niche offerings to attract students isn’t unique to charter schools. Some non-charter schools in D-11 function as “magnet-type” schools that pull students from across the area, Gustafson said. He listed Buena Vista Elementary — one of the only public Montessori schools in the state — as one.

Another, he said, is Palmer High School, which has an International Baccalaureate program that draws students from across the city. State-chartered schools also target students regionwide. One such school in D-11’s boundaries is Colorado Springs Early Colleges.

"The high school enables students to earn college credit up to an associate’s degree while simultaneously earning a diploma. The school, founded in 2007, attracts students from El Paso County and Teller County," said CSEC’s Head of School Jennifer Daugherty.

Being state authorized gives CSEC more autonomy, she said, allowing the school to better cater to the individual needs of students, and therefore entice a wide range of enrollment. Gustafson agreed that state-authorized charters have more autonomy, but he was less certain of whether that had an overall positive or negative effect on education.

El Paso County has 33 charter schools, according to the Colorado League of Charter Schools.

St. Mary’s High School

“It's safe to say that the state is much looser on their governance of charters than the school district,” he said.

He said district-authorized charters enable the district to exert better oversight of schools and be more responsive to them, both of which he believes makes charter schools stronger.

Broadly, the increasing appeal of charter schools in the area is impacting some nearby traditional schools.

“With this choice movement, our community needs to understand the value and role of their neighborhood school is changing,” he said.

According to Gustafson, if students choice out of their local schools at high rates, eventually the district can’t afford to keep such schools open any longer.

That is largely because state funding for public schools is determined by the Public School Finance Act of Colorado. The act allocates state funding based on a per-pupil rate that was $6,768.77 per student for the 2018-19 school year. Other factors influence the amount of money a district receives, including cost of living and personnel costs, but enrollment is the key determinant of school funding. As enrollment declines, so too can funding.

“LIKE ANY BUSINESS, WE CAN’T AFFORD TO KEEP THE BUSINESS OPEN WITH FEWER CUSTOMERS,” Gustafson said. While D-11 is experiencing the stresses school choice can put on a school district, a different narrative has unfolded in Academy School District 20, between the district’s administration and The Classical Academy — two sides that appear to have nothing but glowing endorsements to share about each other.

“We just love them,” D-20 Director of Communication Allison Cortez said of TCA. “They’re phenomenal. We have such a great working relationship with them.”

TCA’s relationship with D-20 goes back to the school’s beginning, when in 1997 the school’s founders approached the school board about approving a charter from them.

Since then, TCA has grown into the largest brickand-mortar charter school in the state, with 3,800 students enrolled from kindergarten through 12th grade. “We work very well with our district,” said TCA Director of Communications Tisha Harris. “We have a great relationship with them.”

St. Paul Catholic School Enrolls: * Pre-School and Pre-Kindergarten * Elementary School: Kindergarten through 5th grade * Middle School: 6th Grade through 8th Grade

In 2016, TCA partnered with D-20 to help pass a $230 million bond measure, a part of which was used to fund a performing arts center, drama space, a secondary commons area, an auxiliary gym and an elementary cafeteria at TCA.

Cortez said that TCA parents were among the members of a community group called Yes for 3A that campaigned for the bond measure.

• Do you want the outcome of your child’s education to be, not just what they learn, but what they believe? • Are you looking for a strong, fully-accredited academic environment? • Do you wish for Christian-based values to be instilled in your child, not just at home, but at school? • Are you drawn to a passionate educational staff, who are dedicated to the well-being of the whole child? • Do you want a nurturing, accepting educational community for your child?

Guide 10

“We’ve partnered with them in the past on a bond issue because they know that our parents are very engaged and vote,” Harris said. A 2017 law enacted by the state legislature required districts to either adopt a plan for distributing revenue to all district schools “for the benefit of the students enrolled in the school district,” or to distribute 95% of per-pupil revenue to charter schools. The law becomes binding this year. “As an act of good faith,” Cotez said, D-20 started allocating that revenue to TCA right away. Elsewhere in D-20, New Summit Charter Academy will enter its second year when classes start in the fall, as the district's second charter school. Both Cortez at D-20 and Harris at TCA see the addition as just another option to offer parents, another cog in the continuously expanding school-choice movement in Colorado.

For Gustafson and D-11, charter schools now shape the district in many ways, and Gustafson doesn't think that will change any time soon. “I think it’s fair to say, while no one can predict the future, that the charter school movement continues to grow as parents continue to look for more choice,” Gustafson said.

Harris added that the involvement of TCA parents made them a valuable asset for the bond push.

DESERVE COVERAGE

AT GAZETTE PREPS WE STRIVE TO GIVE YOU COVERAGE OF HIGH SCHOOL SPORTS IN THE PIKES PEAK REGION THAT YOU CAN'T GET ANYWHERE ELSE.

A

s the unfortunate trend of media outlets dedicated to preps continues to shrink across the country, we have bucked that trend and we continue to emphasize high school sports.

We want to continue telling your stories, bringing communities together through sport as we strive to be your No. 1 source for high school sports information. Hopefully, one of the things that separates Gazette Preps from the competition is that along with the many feel-good stories in the area, we also tell the difficult stories. We have covered suspensions, firings, rule infractions and injuries along with players of the week, games of the week and signing days.

It's grass-roots journalism at its finest. We report news — and we do it fairly.

This approach has led to continued growth. Thank you for your readership. We may not always agree on our approach, but we are always open to having a conversation about our coverage.

In 2019, we finished our second year under the leadership of High School Sports editor, Lindsey Smith (lindsey.smith@gazette.com). Smith won an award from the Associated Press Sports Editors for a piece she produced in 2018 on high school sports. Under her watch, Gazette Preps has added Snapchat takeovers for our Games of the Week, a weekly Top 5 plays of the week; and we've hosted two Peak Performers banquets at the end of the school year. Top 5 plays video submissions can be made at preps@gazette.com The theme of the 2019 banquet was “Then & Now.” We used images of our top athletes in each sport from their childhoods and recreated those photos. It was a fun project, but it was risky. We had to rely on parents and students to provide those photos. We had to build trust so that the families would let us tell their stories.

THE GAZETTE SPOTLIGHT

// Gazette Preps

We never take that for granted and we want to build on that moving forward. Gazette Preps has already generated ideas for the 2020 Peak Performers of the Year and we can't wait to share them with all of you.

On Friday nights, Gazette Preps will continue to let you pick one football game that we cover each week. If you are unaware of this, we select a few games that are not part of our Game of the Week and we let you vote on social media for the game that we cover. We are @GazettePreps on Twitter, Facebook, Snapchat and Instagram.

2019

If you are interested in sponsoring high school sports coverage please contact Karen Hogan (karen.hogan@gazette.com.) It's going to be fun trying to top our coverage in 2018-19, but like the athletes we cover Gazette Preps is always striving to improve and to be the best.

Gazette Preps will be adding to our coverage in 2019-20 throughout the year. Some of these ideas were generated based on your feedback.

We listen to you. The recurring complaint that we get is, "Why weren't you at our game?" or "Why didn't you write about an athlete from my school?" We wish we could be at every game, and tell every story but that just isn't realistic. It's actually a good problem for us to have. It's great when you notice when we aren't there. It shows us that we matter to you. When someone or something merits coverage, please let us know in advance. We are excited to announce that Pizza Hut will continue to sponsor of our Gazette Preps Games of the Week. As we continue to provide the best coverage in the Pikes Peak Region, we will continue to look for partnerships with sponsors across Colorado Springs.

The Palmer Ridge football team won its second consecutive Class 3A state championship last December in Pueblo.

We are @GazettePreps on Twitter, Facebook, Snapchat and Instagram. Gabrielle Peltier dives for Rampart at the Colorado Springs Metro League Swim and Dive Championships on Feb. 13.

 HERE’S A LOOK AT THE LEGISLATION IMPACTING SCHOOLS THIS FALL: FUNDING:  State funding for Colorado schools will expand across the board this year by $100 million. School districts choose how to spend the funds they receive, but the increase could mean higher pay for teachers and a larger budget for classroom materials.

 The state will cover the cost of full-day kindergarten for $174.0 million during the coming school year and $183.8 million in 2020–2021. Parents cannot be charged for fullday tuition and fees, under House Bill 1262. However, school districts are not required to offer full-day classes. Rep. James Wilson (R-Salida), a sponsor of the bill, said there are no changes in the way kindergarten is offered.

“If you want to do half-day (kindergarten), that's parental choice,” Wilson said. “If you choose to do full-day kindergarten, the state will meet its financial obligations.”

Previously, the state only required curriculum to include American Indians, Latinos and African Americans.

 An overhaul of the READ Act aims to revitalize Colorado's approach to teaching students reading. Major changes focus on improving reading levels of students between kindergarten and third grade by providing teachers with evidence-based training.

 House Bill 1134, in conjunction with the READ Act, works on identifying and providing proper resources to students with dyslexia.

”The agenda is revamping and being able to replicate what's working and what's not working —(and) get rid of that,” Wilson said.

TEACHERS AND PARENTS: Stipends for students enrolled in teacher preparation programs who choose to teach in rural areas will increase to $4,000.

“ We have a serious lack of educators going into the field,” Wilson said. “So we’ve got to increase that pool.”

 Up to 100 teachers working in rural areas, or teaching a hard-to-fill content area, can also receive up to $5,000 in loan forgiveness annually for five years.

 Parents now can receive reimbursements for interdistrict transportation if they have a student attending a school in an adjacent district.

STUDENTS:  Schools can apply for grants towards behavioral health care services under Senate Bill 10. According to Mental Health America, no school district in the state meets the federal Centers for Disease Control and Prevention’s recommended staffing levels for social workers, nurses, school psychologists and counselors. To help schools hire recommended staff, $3 million will be allocated from the state's marijuana tax revenues.

 Due to high suspension and expulsion rates of elementary school students, preschool through second graders will only face suspension and expulsion if they possess a dangerous weapon on school property, use or sell drugs on school grounds, or endanger thelth and safety of others.

CHRISTIAN AND PRIVATE SCHOOLS IN PIKES PEAK REGION PROVIDE INVESTMENT IN EDUCATION

By Sofia Krusmark, sofia.krusmark@gazette.com

Colorado Springs is the home to more than

10 CHRISTIAN AND PRIVATE SCHOOLS. From offering faith-based education to presenting experiential learning programs, each school has distinguishing features.

Classes typically are smaller than traditional public schools. Enrollment for St. Mary’s High School is 225 ninth through 12th graders. Evangelical Christian Academy (ECA) has 300 students in pre-K through 12th grade.

“We are able to actually know the students well,” said ECA Headmaster Jim Johnson. “Any time you try to mainstream students together, there’s going to be differentiated learning. It’s easier for the instructor to perform differentiated learning with a small class environment.”

“In a school where we lead with our faith, everyone is a human being — everyone has a name, not just a number,” said Rob Rysavy, President of St. Mary’s High School.

// Private Schools

At private and religious schools, students are encouraged to explore different interests, athletics and hobbies in a less-pressured setting, officials say. At St. Mary’s, Fountain Valley High School and The Colorado Springs School, no student is cut from a sports team, for example. Inclusivity provides for more engagement in extracurricular activities, said Joy Maguire Parsons, Director of Admissions at The Colorado Springs School, a private, college-prep school.

“For example, the theater program is putting a call saying ‘we need more actors and actresses,'" Parsons said. “The culture is more, ‘Wow, I’ve never done that before, let me try it.’ We want to instill the opportunity of risk-taking and trying new things.”

Private schools also incorporate emotional and academic tools that are useful for the student’s success.

The K-12 Colorado Springs School incorporates Yale University’s RULER program, a conflict resolution tool used to deal emotional well-being as well as relationships with others. Fountain Valley High School, a private night and day school, requires students to take an experiential learning trip every year for one week. Whether a student travels to the American plateau in Nashville or voyages down to Guanajuato, Mexico, each trip is designed to teach things that can’t be learned in the classroom, says Brittany Harrison, Director of the Global Studies program.

At Colorado Springs Christian School, the largest Christian school in the area, the athletics depart-

ment thrives amidst the small school size. Every sports team competes at the state level. Superintendent Dr. Roland Derenzo says this success stems from strong athletic leadership. Private and Christian education is an investment, which can hinder families from choosing this education option. The schools usually offer scholarships to qualifying students who need assistance. CSS Director of Communications Jessica James said the investment in private education is a worth-

while one. “There is a certain

magic that happens when a family chooses to invest in this type of education,”

said James. "When parents see that their kids want to go to school every day, that decision, sacrificing a new car, or a new house, or taking the bus, becomes small. That excitement reaffirms this decision to invest in their child.”

4 NEW SCHOOLS

Mom, Want to Help Your Kids?

OPENING IN COLORADO SPRINGS AREA FOR THE 2019-2020 SCHOOL YEAR By Danae Bucci

A population boom is causing some school districts to expand, with four new schools opening in the Pikes Peak region for the fall.

COLORADO SPRINGS HAS EXPERIENCED A

1.5% ANNUAL

POPULATION GROWTH FOR SEVERAL YEARS,

PRIMARILY IN THE NORTHERN AND EASTERN SECTIONS, WITH NO SIGNS OF SLOWING DOWN. THE INCREASE IN RESIDENTS HAS LED TO MORE TRAFFIC, A HIGHER COST OF LIVING AND MORE CHILDREN NEEDING SCHOOLING.

New schools are a sign of what's to come in the area, says Samantha Briggs, Communications Director for Widefield School District 3.

2. D-49'S NEW INSPIRATION VIEW ELEMENTARY SCHOOL in Banning Lewis Ranch is the second new elementary school to open in as many years. Bennett Ranch Elementary opened last fall, near Falcon Middle School.

1. GRAND MOUNTAIN SCHOOL a preschool through eighth-grade campus, is getting ready to open in D-3, east of Marksheffel Road and Fontaine Boulevard in southeast Colorado Springs.

Inspiration View will serve kindergarten through fifth-grade students, and integrate visual and performing arts. Principal Kristy Rigdon said the approach will help create more wellrounded students.

“Student enrollment is projected to increase with the continued growth in the eastern part of the district," Briggs said, "specifically in the Lorson Ranch neighborhood where the new school is located.”

“Students will construct their learning through the creative process, deepening understanding in both the art form and the other curriculum areas," she said.

Academy School District 20 in northern Colorado Springs and School District 49 in unincorporated eastern El Paso County also will debut new schools, and a charter school will open to its first students in the fall. Each will bring a new education model to students. Grand Mountain School will integrate more computer science into the curriculum.

Students will collaborate, communicate and problem-solve in class. "This process requires flexibility, risk-taking, perseverance and reflection — all skills that transcend any occupation," Rigdon said.

“Students will participate in challenging, project-based learning activities that are guided by student inquiry into real-world problems in need of solutions,” said Briggs. “This will allow students to showcase how their experiences in school connect to their daily lives.”

3. D-20 WILL CAP OFF THE TWO-YEAR CONSTRUCTION OF CHINOOK TRAIL MIDDLE SCHOOL, the second of several schools that will be opening in the district after voters approved a $230 million bond measure to address growth.

Because the district emphasizes school autonomy, the new middle school will provide a new approach to learning, compared to other D-20 schools. “They will be using a project-based learning model, but the way (the principal) will be doing that will be a really fresh model,” said D-20 Spokeswoman Allison Cortez.

4. FOR FAMILIES LOOKING FOR EDUCATION OUTSIDE OF THE TRADITIONAL MODEL, CORPERNI3 AT THE CITADEL SHOPPING MALL IS A NEW ALTERNATIVE. Principal Amanda Ortiz-Torres says she wants to build a community-centered school that gives students an individualized approach to learning. The concept is highlighted by the school's “exhibit by three” program, which sets as a goal to have all students reading at grade level by third grade. Students who fall behind or move ahead will receive specialized individual care, Ortiz-Torres said.

The school will be open 6 a.m. to 6 p.m. and provide a variety of before and after school activities for students.

“The extracurriculars that we are offering for before and after school care are completely free,” Ortiz-Torres said. Examples of the activities range from karate to art classes.
