US mortgage rates hit new lows; not a lot more buyers biting BY MARCY GORDON  THE ASSOCIATED PRESS

WASHINGTON — Average U.S. mortgage rates started the year by dipping to new lows, with the benchmark 30-year rate marking its lowest level since May 2013. The ongoing decline in mortgage rates would appear to be a boon for prospective homebuyers. But it hasn’t yet significantly enticed more buyers into the market. At the same time, there are fewer distressed properties and bargains coming onto the market that attract real estate investors. This week the nationwide average rate on the 30-year loan fell to 3.73 percent from 3.87 percent last week, mortgage giant Freddie Mac reported. The average for a 15-year mortgage, a popular choice for people who are refinancing, slid to 3.05 percent from 3.15 percent last week. A year ago, the 30-year mortgage stood at 4.51 percent and the 15-year mortgage at 3.56 percent. Mortgage rates have remained low even though the Federal Reserve in October ended its monthly bond purchases, which were meant to hold down long-term rates. The housing market has struggled to fully rebound since the recession ended more than five years ago. Many potential buyers lack the savings and strong credit history needed to afford a home, causing them to rent or remain in their existing houses instead of upgrading. Higher home prices and relatively stagnant incomes have also

curtailed buying. “The key issue for first-time buyers has not been mortgage rates,” said Jonathan Smoke, chief economist for realtor.com. It’s been concerns like not being able to qualify for a mortgage or to put together a down payment, he noted. Median household incomes have yet to completely recover and remain below their 2007 levels after adjusting for inflation. Limited income gains have cut into the cash flow and down payment savings needed to buy a home. Meanwhile, home prices have risen and lenders have kept standards tight for making mortgage loans. And experts see a trend toward

millennials putting off buying their first home. The hesitation can be glimpsed in the number of Americans signing contracts to buy homes. It rose only modestly in November, according to the National Association of Realtors. At the same time, the bulk of homeowners who could refinance appear to have already done so in recent years. With many home borrowers already carrying mortgages in the range of 3.5 percent to 4 percent, it may not be worth it for them to refinance at current rates. Refinancing carries its own costs and fees. The picture could improve, though,

as the effect of recent changes kicks in. Fannie Mae and Freddie Mac, which back the overwhelming majority of new mortgages, recently relaxed their standards for borrowers’ credit scores to qualify. And on Thursday, President Barack Obama announced a plan to reduce some mortgage insurance premiums, a move the White House says could save homeowners $900 a year and attract 250,000 first-time homebuyers. Under the plan, the Federal Housing Administration will reduce its annual insurance premiums for first-time buyers for mortgages it backs by 0.5 percentage point, to 0.85 percent. The changes, together with an

anticipated stronger economy and improved job market this year, are a “clear positive” for the housing market, realtor.com’s Smoke said The decline in mortgage rates also has come as bond yields have hit record low levels. Mortgage rates often follow the yield on the 10-year Treasury note, which has fallen below 2 percent. Bond yields rise as prices fall. Bond prices were an unexpected strong spot for the financial markets last year, reflecting concerns over global economic weakness. The 10-year note traded at 1.97 percent Wednesday, down from 2.17 percent a week earlier. It recovered to trade at 2 percent Thursday morning. To calculate average mortgage rates, Freddie Mac surveys lenders across the country at the beginning of each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount. The average fee for a 30-year mortgage was 0.6 point, unchanged from last week. The fee for a 15-year mortgage declined to 0.5 point from 0.6 point. The average rate on a five-year adjustable-rate mortgage fell to 2.98 percent from 3.01 percent. The fee was unchanged at 0.5 point. For a one-year ARM, the average rate slipped to 2.39 percent from 2.40 percent. The fee held at 0.4 point. 

LOS ANGELES — In more than two decades as a real estate agent, Marc Tahler has seen his client base of would-be buyers shift. He used to see a lot of younger

couples, married, maybe with a kid in tow or one on the way. Lately, though, his buyers are trending a little older, and, kid or no, a lot fewer of them sport a wedding ring.

“I’m seeing more people who aren’t married,” the agent said. “Sometimes, it’s a couple where both have been divorced, buying as partners. Or one buys and the other puts some money in. It’s all

of them will ever make. They no longer see marriage as a prerequisite to a mortgage. “These key life-stage things impact when we buy, what we buy and where we buy,” said Mollie Carmichael, a principal at John Burns Real Estate Consulting. “But … young people today aren’t living by the same rules as 20 or 30 years ago.” Unmarried couples, same-sex partners, even pairs of roommates going halvesies make up a much bigger chunk of the housing market than they did a generation ago, said Rachel Drew, a researcher at Harvard University’s Joint Center for Housing Studies. “The decline in married couples, among younger buyers, is almost entirely offset by growth in unmarried couples. You’re not actually seeing a decline in two-adult households,” she said. “(Unmarried couples) are much more likely than a single person to buy a home. They’re acting like married couples.” That’s what Krystle Mangaccat is doing. She and her boyfriend recent closed on a single-family home with three bedrooms, 2 1/2 baths and plenty of room for their dogs — and maybe someday their kids. They’re not married yet, but after four apartments in three years, they were ready to settle in a place of their own, Mangaccat said. And, she said, the choice between using their savings on a down payment or a wedding was kind of a no-brainer. “We’re practical people,” she said. “A house is a long-term thing. We’d rather spend our money on that than on throwing a big party.” That’s a choice more couples are making lately, according to a study last year by real estate website Redfin, which notes that the average wedding and honeymoon costs about $35,000, enough for a down payment for many home buyers. Whatever the reason — fewer marriages or more challenging finances — younger buyers are waiting longer

to buy homes. That helped slow the housing market in 2014. Just 48.7 percent of California households were headed by married couples in 2013, according to Census Bureau figures, down from 51.1 percent in 2000, a difference of more than 300,000 households. And those married couples are far more likely to own their house — more than two-thirds do, compared with about 40 percent of nonmarried households. That’s partly a matter of money, he notes. A married couple with two incomes is far better equipped to buy a home in Southern California at a time when the median-priced home in Los Angeles County costs nearly nine times what the average job pays in a year. Marriage makes the math work. The math can work just as well for unmarried couples, but many continue to grapple with employment and income uncertainty, said Daniel Sanchez, a real estate agent. Sanchez works with a lot of 30-something buyers who are trying to sort out life changes, moves and jobs that they’re not so sure will last forever. They’re establishing careers later, getting married later, buying houses later. “The dynamics have completely changed,” said Sanchez, who at 35 is himself a renter and in “no rush” to buy. “Buying a home makes sense if you know you’re going to stay put, but we’re in a totally different time.” For some, it makes sense whether they’re married or not — though negotiations over whether the house or the ring comes first can be tricky, real estate agent Tahler said. He knows from personal experience, having just bought a house with his girlfriend of six years. They have a son together and wanted more space. But she hesitated. “It became a little heated. She almost didn’t want to, specifically because we weren’t married,” Tahler said. “She settled — for the moment. She’s still pushing the marriage, though.” 

Get your garden off to an early start by seeding indoors BY FREDRICKA BOGARDUS  COLORADO MASTER GARDENER

There are good reasons to start some vegetable plants indoors, from seed. Plants that have a long growing season must be started prior to summer. Examples include tomatoes¸ peppers, eggplants, broccoli, cabbage and cauliflower. All of these require about six to eight weeks indoors, prior to transplanting outdoors, to insure maturity within our growing season. As a consumer you can choose to start those vegetables from seed, or purchase them in May as plants from local garden centers. Vine crops such as cucumbers, cantaloupe, squash and watermelon can be either started indoors from seed two to three weeks prior to planting time (the end of May in Colorado Springs) or they can be planted directly in the soil at that time. Once you have determined the plants you want to start indoors, it is time to gather your equipment. You will need the following:

• A sterile, soil–free starting medium: This can be purchased loose in a bag, in pellet form, or in pre-filled peat pots. There are also several seed starting kits that include many of the supplies necessary. • Containers for starting the seeds: These can be purchased specifically for seed starting or you can use clean, small containers – anything that will hold enough of the starter medium for the seed to start. Put drainage holes in the containers if necessary. If you are using household containers, or reusing starter containers, clean them thoroughly and rinse with a ten percent chlorine bleach solution before using them. • A way to control moisture: Water is both your ally and opponent in this endeavor. Too much water will lead to seed and/or plant-rot, while too

little will lead to no germination or plant-wilt, then death. To get it right, moisten the medium before planting the seed, discarding any excess water once the medium hydrates. After that, water from the bottom of the containers as needed, let the water slowly moisten the containers, then discard excess water. A clear cover or plastic bag may be helpful to regulate the moisture. • A warm, clean area to germinate the seeds: Warmth is needed for the seed to germinate — generally about 80 degrees Fahrenheit is optimum. If the area is cool, consider using an incandescent lamp, or heat lamp, to help warm up the space. There are heat mats designed for seed germination that can be controlled with a thermostat. Heating pads are not a good idea because they are not designed for continuous unmonitored operation and may overheat the

medium. They can also pose a fire hazard. Another idea for additional heat is to place the seed containers near a warm appliance or waterheater, until the seed germinates. Once you see leaves, the plant needs a lot of light. A sunny windowsill is a good choice. Grow lights or fluorescent lights can also be good light sources. Grow light bulbs can be purchased in a variety of sizes and types and you do not have to invest in special light fixtures, you can just change the bulb in an existing fixture. If possible provide light 12 to 16 hours per day. Lights should be hung about eight inches above the plant to keep them stout. The first set of leaves that emerge from the seed are embryonic leaves and may not resemble the true leaves, which should appear fairly soon after the first. Once these true leaves are visible, you may fertilize with a diluted balanced

fertilizer solution. When the plant is large enough to handle transplant, move it to a slightly larger container where it should stay until it’s time to transplant outdoors. About two weeks prior to transplant begin hardening off the plants by placing them outdoors for a gradually increased amount of time each day. Start out in a shady area and as you add more “outside time,” gradually increase the amount of sunlight as well. This will help the plant make the transition from inside to outside. Clean out dryer vents regularly BY KEN MOON  SPECIAL TO SPRINGSHOUSES.COM

Dear Ken: I think I need to clean out my dryer vent. What’s the most efficient way to do this? – Buddy First, the good news. If there is lint accumulation Ken Moon it is most likely at each end — just behind the dryer and against the vent cap outdoors. Remove that cover and pull out all you can with a shop vac. It’s also helpful to dislodge sticky clumps of lint with a bent coat hanger, a piece of wood with a nail on its end, or — my favorite — an electrician’s “snake” tape. Treat the buildup behind the dryer similarly. For all the ducting in between these two points, you can hook up the business end of an electric leaf blower. Use some duct tape to secure it to the pipe just behind the dryer. These are pretty powerful, so it should be turned on and off in short bursts. You’ll be surprised at how much material will blow out the side of the house.

Many folks have vertical dryer vents. Builders install these in order to comply with new rules requiring much shorter duct length. They behave differently than the typical and more traditional horizontal arrangement. The hot air stream from the dryer cools down rapidly, so the entrained moisture and lint drop back down to floor level. Bottom line? Vertical dryer vents need to be checked and cleaned at least three times a year. Dear Ken: My unfinished basement has insulation on the walls. It is covered with white plastic. Do I have to worry about mold behind it? – Jim It’s hard to say. Since it is plastic it can indeed hold moisture behind it, so it’s a good idea to spot check it once in a while. Stick your hand and bare arm up under the blankets at several spots around the basement. It will always feel cold and maybe a little damp, but as long as it isn’t actually wet, you’re OK. If on the other hand there is extra

moisture next to the walls, then let than be a “canary in the coal mine” for drainage flaws — like poorly-placed downspouts or soil that slopes the wrong way — around the perimeter of your house. Speaking of insulation: Dear Ken: The crawl space in my house has insulation hanging down the walls. Is this doing me any good? – Ron The soil around your house stays at about 50 degrees year round. That is colder than you want your crawl space to be. If the furnace is down there, then that cold air sucks up heat that otherwise would go upstairs. So, yes, the insulation is helping. However, there are competing forces here. You should have at least one crawl space vent open all year long (and all of them in the summer) to relieve moisture build up and to provide combustion air to the furnace. That means that the crawl space is, by definition, always a little colder that the main living area (we call this a “conditioned” space).

So I always recommend a layer of insulation on the “ceiling” of the crawl space (under the floor above). That will make the room above much more comfortable and save heating dollars. Dear Ken: I have an epoxy coating on my garage floor. It’s starting to wear away and chip. Is there an easy way to fix this? – Lisa You may be able to touch it up here and there; you’ll need to scuff sand the spots first, though. Epoxy is impervious to virtually anything you throw at it so that means another coating of any kind — whether it’s more epoxy or an acrylic deck enamel — won’t stick. The only long term fix for your floor is have the finish ground off with a carbide or diamond-tipped machine before recoating.  Ken Moon is a home inspector in the Pikes Peak region. Improving the kitchen in small (or big) ways BY MELISSA RAYWORTH  THE ASSOCIATED PRESS

Another holiday season has passed, and with it the marathon cooking and baking sessions. The hours spent using every kitchen appliance and inch of counter space had a potential benefit more lasting than a good meal: When we really use our kitchens, we discover what does and doesn’t work in this very important room. Remodeling a kitchen can be expensive and challenging, but you can make substantial cosmetic changes with just the help of a painter and electrician, says interior designer Betsy Burnham of Burnham Design in Los Angeles. And if you’re ready for even bigger changes, it’s still possible to stay on budget and create a gorgeous kitchen with a minimum of stress. Step one is deciding what really needs to be done. Can you work with the appliances and cabinets you’ve got, or is it time for a full-scale remodel? Step two is the budget, coming up with a realistic estimate for each expense, says designer Brian Patrick Flynn of Flynnside Out Productions. Then, the fun can begin. Three areas where a little improvement can go a long way: STORAGE A smoothly functioning kitchen has space for everything to be stored away, within reasonable reach. Can you achieve that with your current cabinets? If so, Flynn suggests keeping them

and just replacing or refinishing the doors. “Cabinetry installation adds a lot to a budget,” he says, “so saving by simply reusing what you’ve got can be a massive help.” If your cabinet doors are stained wood, consider painting them. Then, change the hardware. Drawer pulls and cabinet door handles “can make or break the look of the space,” says Lee Kleinhelter of the Atlanta-based design firm Pieces. Take time choosing new ones. Flynn agrees: “I always use high-end hardware regardless of how high or low my budget is,” he says. “Adding an interesting metal and finish to your doors just really adds character and uniqueness. You can never go wrong with dull black pulls and knobs, and I’m also a huge fan of antique brass. When it comes to silver tones, I try to stay classic and go with polished nickel.” If you do need to add or replace cabinets, Burnham suggests having them custom-made. It can be expensive (Flynn estimates that ready-made cabinets cost about one-third as much as lower-end custom designs). But they are worth the investment, Burnham says. “You’ll get well-made pieces, built to your needs, that will last through time, kids and tons of use.” Rather than adding cabinets with doors, she suggests installing drawers. “Deep drawers provide excellent storage for pots and pans, and even oversize

plates,” Burnham says, “and banks of drawers just look cool.” FRESH COLORS AND MATERIALS Painting kitchen walls can be “a quick, inexpensive solution to a kitchen remodel on a low budget,” Kleinhelter says, and “any color can work.” But she advises clients that kitchen decor “should work with the rest of the house.” Bring in colors that appear in nearby rooms, or stick to a neutral palette. If you’re trying to update your kitchen’s look, Burnham says “there’s been a shift from the once-ubiquitous all-white kitchen toward gray-painted cabinets, and we’ve found ourselves experimenting with color.” Her office is currently designing one kitchen “that’s predominantly a sophisticated cream color, and another that will have dark, olive-green cabinets and a textured, black-stone countertop.” Homeowners are also getting more creative and saving money with materials like concrete. Concrete tile is “an inexpensive material that comes in an incredible array of colors and patterns,” Burnham says, and “it works for backsplashes or kitchen flooring, and really makes a statement.” Try mixing affordable elements with higher-end ones: “Basic butcher block is my favorite countertop because of its classic appeal, and it’s insanely affordable. unique backsplash, like a mosaic marble or rustic stone, it looks more highend,” Flynn says. “My biggest splurge on kitchens is usually my lighting and backsplashes.” And choose colors and materials you’ll be happy with long-term, rather than something trendy. “Classic and simple is where it’s at,” says Burnham. SEATING A new table and chairs can update a kitchen’s look and make it more comfortable. But it’s tempting to sacrifice function for style. Don’t. "We all live in our kitchens,” says Kleinhelter, “so it is important to have comfortable and durable seating.” Stools are popular, and Burnham says designers in her office love the simple,

clean look of a row of stools arranged along a bar or kitchen island. But, she says, comfort is key: “We find most clients like seats with backs and arms." Also, choose seating that’s easy to clean and durable. “I love to use vinyls or faux leathers,” says Kleinhelter, “because it is so easy to clean, but still looks polished.” Burnham’s favorite for seating: the natural texture and style of rattan. Whether you’re simply buying a new table and chairs or beginning to plan a full kitchen remodel, Flynn offers one last piece of advice: Take time to choose the things you really want, and be patient if the project takes longer than you’d hoped. What matters is the final result, not how many weeks or months it took to get there. 

Here’s the chair that can deliver all that powerful comfort (but the world-altering results will be up to you). When I started carrying swivel gliders, I was amazed when our customers in their 20s and 30s went wild over them. But it makes sense — they don’t have the “this is my grandmother’s chair” perceptions about motion chairs, like I did. Instead,

they saw all the lovely classic and contemporary lines and wide mix of fabrics and trim, and they fell in love. Young moms are loving motion chairs for their nurseries and families are using them in their hearth rooms or family room. As husbands patiently wait for their wives as they shop, they flop down in our swivel gliders and melt in, happy as clams. All they need is a TV with a game on, and they would never want to leave. Dan and I have two swivel gliders in our basement TV room for that very reason. Me? I’m glued there, too, with my legs tucked up under me, snuggled under a throw rug, watching old movies. 
