People fortunate enough to own their own plots of land often choose to fence in their pieces of paradise. Fences serve many purposes: to designate property boundaries, keep pets or children contained in a safe environment, corral livestock, offer privacy or add aesthetic appeal. Although installing a fence may seem like the right idea for you, going about it the wrong way may lead to problems among neighbors, particularly if you live where the houses are relatively close to one another. Some homeowners find fences become the final point of contention among disagreeable neighbors or create tension with a neighbor with whom you previously had a good relationship. Being courteous with fence plans is the way to avoid any animosity along the way. There are certain things you must do and should do if you plan to erect a fence. Most people find neighbors appreciate being informed of any decisions you are thinking of making to the property that can affect their views or their adjoining property. Before drawing up fence plans with a contractor, talk to the neighbors on either side of your home and gauge their receptiveness to a fence. At this point, you may want to consider offering to make the fencing project a joint deal to save money should the neighbors decide to install a fence as well. Contractors
will often discount if they have several customers doing an installation at the same time. Property owners can save by splitting the costs of the shared walls of the fence where their property lines meet. Explain your case for the fence. Most neighbors are receptive to the idea if they know the reasoning — especially if the desire for a fence is not to keep them at bay. It’s hard to protest a fence that is a safety precaution for children. If your neighbor already has a fence, you must ask whether you can connect your fence panels into the support post on your shared side. Once you notify your neighbors as a courtesy, there are certain steps to take that will prevent any legal disputes down the road. Even the most easy-going neighbor could grow aggravated if the fence is put up carelessly or ends up partially on his property. The best way to prevent this is to apply for a new, professional property survey and have property lines indicated with paint or wood markers. Each town or city has different regulations with regard to fencing, so it is important to learn the ropes or hire a contractor who is familiar with the rules. It might be illegal to install fences directly on the property line. The law might require the fence be installed a few inches inward. There also may be rules about how high fences can be in
the front of the home, sides and back. Corner lot properties may have added regulations depending on whether the fence could prove a visual obstruction to drivers. If you live in a planned community, or one with a homeowners’ association, it is your job to find out the guidelines for any home improvements. The HOA may dictate the style, size and maintenance of the fence or may not allow a fence at all. Once all the details are checked, you may have to apply for a fence permit. This way the construction of the fence and finished product will meet safety standards, and the area in which you live can provide consistent quality control. If the fence is installed by code, there is little chance it will have to be torn down or changed in the near future. Also, doing it by the book means that a neighbor can be unhappy about a fence but not have legal recourse to ask you to remove it. As an added form of courtesy, it is proper fence etiquette to put the “good” side of the fence facing the neighbors’ yards. That means the side of the fence that doesn’t show the support panels and posts. Remember, it is your fence so you are also responsible for all maintenance of the fence — on all sides. Just because your neighbor also will be benefiting from your fence, doesn’t mean he will have to care for it.

Not enough homebuyers bother to shop around for a mortgage, potentially costing them thousands of dollars in extra payments and closing costs. That’s the word from the Consumer Financial Protection Bureau this week, which at the same time launched an interactive online “toolkit” to help people get the best deal. “Consumers put great thought into the choice of a home, but the mortgage process continues to be intimidating,” the bureau’s director, Richard Cordray, said in a statement. “Shopping for a mortgage can translate into big dollars saved in the long run. We want to enable consumers to be more savvy shoppers.” As an example, the bureau said taking out a 30-year, fixed-rate loan for $200,000 at 4 percent instead of 4.5 percent translates into almost $60 saved per month, some $3,600 over the first five years. Nearly half of consumers do not shop around before applying for a mortgage, according to the initial results of a new survey of borrowers released by the bureau. While roughly half of borrowers do compare rates, 3 out of 4 only apply with
one lender or broker, the survey found. “These consumers are not filling out applications with multiple lenders to see which one can offer the best deal,” the bureau said. To save the most, borrowers should not only compare interest rates, but also loan types, terms, fees known as points and closing costs. The bureau’s online toolkit includes a rate calculator to help borrowers determine what interest rate they’ll likely qualify for based on the same underwriting variables that lenders use on their internal rate sheets. Those criteria include loan type, loan amount, down payment, property value, location and the borrower’s credit score. The package includes sections on understanding loan options — fixed vs. adjustable and conventional vs. FHA — an explanation of closing documents and a closing checklist. In addition, consumers get tips for shopping around, such as getting a quote from at least three lenders and comparing good faith estimates. The initiative is intended to help demystify the mortgage process, the bureau said, “so consumers can have conversations with lenders more confidently.”

LAS VEGAS — Apple didn’t attend last week’s gadget show but its presence was felt. Many companies have designed “smart” home products that integrate with Apple’s HomeKit, an emerging technology for controlling lights and appliances through a mobile app. There are other efforts to unify smart-home devices, but many of them rely on individual partnerships. That approach is slower than simply having everyone use a common set of tools — in this case, HomeKit. SO WHAT IS HOMEKIT? Think of HomeKit as a way to unify smart-home products from different manufacturers. Currently, if Acme Co. makes a light switch, you need to download Acme’s app to control it remotely. Buy a garage door opener from Widget Inc., and you need to use Widget’s app. With HomeKit, companies can integrate their apps into a single software platform that you control from your iPhone or iPad. One note of caution: Companies aren’t required to make rival products work
with their apps; although many say they will, it’s best to check before you buy. Apple itself isn’t making an app, just a platform for integration: all the functionality will come from product manufacturers. WHAT’S THE BIG DEAL? HomeKit’s strength is its ability to group products into “rooms,” ‘’zones” and “scenes.” With one tap, you can turn off every HomeKit product in a room, such as lights and stereos. You can also do that with a group of rooms, or zone. You can even use the Siri voice assistant to control your home. Saying “I feel hot” might prompt Siri to turn on the air conditioner and lower the shade for you. Tap a “party” scene and the stereo and disco lights could turn on while your regular lamps dim. Setting up a “bedtime” scene might involve leaving just the nightlight on, while locking the front door and lowering the heat downstairs. Sure, you can already control a set of lights and appliances by attaching them to a power strip with
an on-off switch, but your options are limited to all on or all off. With HomeKit, you have the option of creating multiple combinations to match whatever ambiance you prefer. WHAT DO YOU NEED? The first requirement is an iPhone or an iPad with iOS 8. (Sorry, Android and Windows users, you’ll need a different system. Google is starting to enable similar functionality through its Nest smart thermostat and smoke detector and Microsoft is trying to enable smarthome controls using its Cortana voice assistant. Of course, if makers of smart-home products enable multiple systems — and some of them plan to — consumers won’t have to worry about which device works with what.) OK. Now you’ll need a HomeKitcapable product; those will start coming out in a few months. HomeKit-enabled products certified by Apple will carry a HomeKit logo. The easiest way to start is with a HomeKit power plug, such as ones
that iHome, iDevices and Grid Connect soon plan to sell for $40 to $80 each. Your appliance hooks into that plug, which then goes into a regular electric outlet. The HomeKit power plug has a HomeKit-certified chipset with a wireless connection to get instructions from the app. Insteon, a maker of more than 200 automated products including thermostats and light bulbs, also plans to sell a hub to make all of its existing and future products compatible with HomeKit. The HomeKit-compatible hub will sell for $150. By contrast, it sells a $40 hub that lets you control Insteon devices through an app, but it won’t work with HomeKit products from other companies. Meanwhile, a garage-door opener from Chamberlain and door locks from Schlage will be enabled for HomeKit from the start, with no need for an intermediary power plug. Elgato’s Eve home-monitoring system will have sensors to measure air quality, temperature, humidity, air pressure, energy and water consumption. Other
products to come will likely include wireless speakers, lamps and security cameras. As you start adding more HomeKit plugs and HomeKit-enabled products, you can define zones and scenes to tap into HomeKit’s power. If you have a third-generation Apple TV streaming device (released in 2012), you can use Siri to control your home from elsewhere. Otherwise, you need to tap on the app and use Siri only when you’re on your home wireless network. THE PROMISE For users of Apple devices, HomeKit will be an easy way to automate your home. Apple says it will review products to ensure they are easy to use and meet its privacy and security guidelines. What will be tougher is outfitting your home with the necessary equipment, especially at $40 or more per plug. But as you replace lights and appliances you can start building a smart home, or just buy HomeKit plugs for the essential things you want automated.

How can you be certain refinancing will save you money? Introducing the integrated refinance calculator BY JACK GUTTENTAG THE MORTGAGE PROFESSOR
Despite the recent increase in the growth rate of the economy, interest rates remain stubbornly low. Many mortgage borrowers who to this point have procrastinated in making a refinance decision are wondering whether the market fates are giving them another shot. And some who did refinance earlier are wondering whether they ought to do it again. A critical question for these borrowers is the degree of certainty they can have that a refinance will provide a net benefit. This article discusses three approaches to that question that have emerged over the years, and a new approach introduced here. NO-COST REFINANCE Prior to the new approach, the one that came closest to providing complete certainty of a favorable outcome is to refinance with a no-cost mortgage, one on which the lender pays the upfront costs in exchange for a higher interest rate. If that rate is nonetheless below the rate on the borrower’s existing mortgage, the refinancer is a
winner. You don’t need a calculator to determine that, only the certainty that you are getting a true no-cost mortgage on which the costs are being paid by the lender. There is some ambiguity, however, about which costs are covered. A lender may not include tax escrows and/or homeowner’s insurance in a no-cost mortgage because you must pay those whether you refinance or not. Alternatively, these costs may be covered at a higher rate. Note also one cost you can’t avoid, which is paying interest on two loans for a few overlapping days. That charge, however, is small enough to be disregarded. While the borrower obtaining a no-cost mortgage at a lower rate can be sure the refinance provides a net benefit, borrowers intending to be in their house for a long time might benefit even more if they paid upfront costs to reduce the interest rate. The problem is that in negotiating two prices instead of one, they are vulnerable to being overcharged. On my website, I explain how to shop for competitive offers in
this situation. THE BREAK-EVEN APPROACH The most common approach to determining whether a refinance will be profitable is to calculate a “breakeven period” by dividing the upfront cost of the new loan by the reduction in the monthly mortgage payment. The loan officers who use this approach tell their clients that if they are reasonably certain to retain the new mortgage past the break-even point, the monthly payment savings will exceed the cost, and therefore the refinancer is a winner. Don’t believe it. While this approach is easy to understand and the calculation is simple, it does not take account of changes in the loan balance, interest loss on upfront and monthly charges, and tax savings. Furthermore, on transactions in which the term of the new loan exceeds the period remaining of the existing loan, which is the case when the borrower refinances into a loan with the same original term, the break-even approach has a systematic bias toward making the refinance look
more profitable than it is. To fill the need for an approach that took account of all the factors that affect the profitability of a refinance, Chuck Freedenberg and I a few years ago developed a set of refinance calculators that did exactly that. DETACHED REFINANCE CALCULATORS The calculator Refinancing One FRM Into Another FRM on my website allows users to take account of all the factors that affect the profitability of refinancing a mortgage. These include differences between the old and new mortgage in the loan balance, lost interest, tax savings and mortgage insurance. This calculator assumes that you have only one mortgage and you don’t take any cash out of the transaction. Other refinance calculators are available on my site for borrowers who have a second mortgage or want cash from the transaction. Many other web sites also have refinance calculators, and while some of them use the BEP approach, others are well
designed. All these calculators, however, are “detached” in the sense that the user must input the terms of the new loan. If the user does not know the kind of deal she can obtain in the new loan market, the usefulness of the calculator is limited. INTEGRATED REFINANCE CALCULATOR Recently, my colleagues and I completed the first and only refinance calculator on the Internet that is integrated with a loan pricing network. This calculator uses live price data provided by six competitive lenders to find the cost of each type of new loan, and for users looking to refinance, it finds the exactly comparable cost of retaining the existing mortgage. Hence, this calculator does not rely on guesswork for the terms of a new mortgage. Further, it tells the user not only whether the refinance would save money, but also the type of new mortgage for which the savings will be the largest.

Computer sciences and information technology are part of almost every facet of modern life. For decades, the industry has experienced rapid growth and, as businesses and individual consumers continue to increase their use of information technology systems, the demand continues to flourish. However, successful tech companies have to stay ahead of the curve in a constantly evolving industry. To do that, only personnel who will be innovators and leaders of their field, will keep these companies at the forefront. This year Colorado Technical University is celebrating their 50th anniversary of being a pioneer in hightech education, thanks to focusing on industry-relevant degree programs that meet both the needs of students as well as employers. “Computer sciences are the cornerstone of our school,” said Yanzhen Qu, Ph.D., Professor and Department Chair-Computer Science and Information Technology at Colorado Technical University. “We are always looking for ways to modernize, further improve, and introduce new
concentrations for leading-edge education.” According to Qu, CTU is known within the industry for being a leader in modern and adaptive education in computer sciences and information technology. “We offer programs that are more customized to career needs rather than general education,” Qu said. In fact, a recent analysis by U.S. News and World Report, Colorado Technical University (CTU) in Colorado Springs, was ranked highest in the state for online master’s information technology programs, and 18th nationwide. “The Computer Sciences program teaches students the knowledge and skills required to create software systems and services, such as the software design, development and testing methodology, process and technology required for the job of software engineer,” said Qu. “Although Computer Science program is quite challenging and also career-rewarding, it may not be suited for everyone. Because of this, CTU’s Information Technology (IT) program has a larger population of students.”
Information Technology (IT) is the other side of the Computer Science and IT curriculum offered by CTU. “The intention of the IT program is to prepare students with the knowledge and skills required to operate and support the systems and services required for the business’ daily operations,” Qu said. “This degree program centers on network management, security management and database management.” A range of concentrations within the IT program are offered through the CTU. Regular updates to such courses is an essential key to CTU’s success. “We review our curriculum about every six months to make sure we are staying on the forefront of what the market needs,” said Qu. CTU students come from a variety of ages and backgrounds either looking for a career change or because they are aware of industry advances and want to enhance their career potential. Currently, CTU has experienced high demand in programs focusing on cloud computing and mobile computing. “These courses are hard to find anywhere else,” said Qu, “so we find
these classes fill up very quickly every time.” With laptops and desktops gradually becoming obsolete, mobile computing and cloud computing are rapidly growing and evolving fields. “Instead of you going to your computer, now your computer goes with you,” said Qu. “This is very different technology than the traditional programming,” Another rapidly growing area of focus, big data analytics, is influencing new types of systems and technologies. CTU’s Computer Science and Information Technology curriculum was clued-in and offering this program ahead of most other schools. Two years ago at a conference of industry-related professionals, a representative from IBM asked if any schools were teaching big data analytics — Qu was the only one to raise his hand. “IBM was interested in hiring one thousand people in big data analytics,” said Qu. “After searching globally, they were only able to locate 183. Qualified employees are in very short supply and typically have a starting salary around one-quarter of a million dollars.” Belinda Nichols, Director of Career
