Q:

I inherited a co-op in a 34-unit building. I am not happy with the conditions and want to sell. The board president, who owns a majority of the units and rents them like a hotel, told me that I have to sell to him for a ridiculously low price. I told him that I would list it for market value and he laughed and told me that the “board” would never approve any buyer

other than him. Does he have me over a barrel? – Bob

A:

No, he does not, but you may have to fight for your rights. A board member of all types of community associations, including cooperatives, owes a fiduciary duty to the owners of the units. This means that while acting in his role as

president, he must act for the benefit of the unit owners and community as a whole, not for his individual benefit. Breaking this trust can result in penalties and liability. Simply put, it is illegal and actionable for your board president to abuse his authority for his enrichment. Unfortunately, enforcing your rights may be a hassle. All the president has done so far is try to intimidate you.

While this is not allowed, it can be very difficult to prove and stop. You will need to list the property and have the president actually carry out his threatened actions. While prospective purchasers have to be approved by the set standards of your cooperative, they cannot be turned down arbitrarily, discriminated against, nor rejected in an effort to enrich a board member. If this occurs, you would need to sue your

The spring season is the most popular time of year for real estate. In the U.S. approximately 40 percent of home sales occur between April and July. While peak inventory periods vary, sellers and buyers seem more motivated when the warmer weather sets in. For those who might be getting a sizable refund, tax season could trigger a decision to put that money to use as a down payment. In addition, clear skies, green grass and blooming flowers along with sunshine streaming through make homes appear more appealing. There’s still time to get your home search started but finding the right home for your family requires quite a bit of work, so reaching out to a professional early on is a good idea. “Right now the market is favorable for move up buyers in the $450k-$650k and higher range,” Skip Johnson with The Platinum Group, Realtors said. “This is still a great time to buy in the middle and upper price points.” A few other things to keep in mind include: 1. MORTGAGE RATES Interest rates have increased a bit recently, however they are expected to stay appealing throughout the spring real estate market, as well as the second half of the year.

2. INVENTORY A limited supply continues to impede homebuyers, and the median price of homes continues to rise. A short-supply will make the season very aggressive among buyers. “Affordability will be greater for purchasers earlier in the year ahead of anticipated rate increases in the latter half of the year,” Johnson said. 3. BUYING NEW Buying new construction likely means less competition and a broader selection

of homes. New home construction is on the rise with an expected increase in new home sales year-over-year. “Some builders have inventory right now under the $400k price point, ready go,” Johnson said. “And many have homes that will be ready in the next 2-3 months in areas like Banning Lewis Ranch and Northfork at Briargate.” Building permits issued for the construction of single-family homes in El Paso County totaled 295 in January, a nearly 43 percent year-over-year jump, according to a Pikes Peak

Let’s get the bad news out of the way first: There’s a real skills gap in the job market. A whopping 92 percent of executives said they think American workers aren’t as skilled as they need to be, and nearly half (45 percent) feel workers are missing out on growth opportunities, a recent survey by worldwide employment agency Adecco Staffing found. The good news? There are free or low-cost job-training opportunities that can help you not only gain new skills but also sharpen the skills that you currently have in your repertoire. Of course, to take advantage of these programs, you need to know who is offering them. Check out this overview of where you can find free or low-cost job training.

UNCLE SAM

Sponsored by the U.S. Department of Labor, One-Stop Career Centers provide job training for people at different stages in their career, including internships, apprenticeships, part-time jobs, and full-time jobs. These training centers, which operate in all 50 states, offer scholarships and financial aid to subsidize the education

costs that are already relatively low when compared to private-sector career training services. Also, the program’s website has an Occupation Profile search tool that lets you view what types of skills, certifications, and experience employers are looking for in a number of industries. The Labor Department also offers a Trade Adjustment Assistance program that provides workers in manufacturing, farming, and production who lose their jobs to overseas competition with up to 104 weeks of paid job training and remedial education — as well as weekly cash payments for up to a year after their unemployment benefits run out. To qualify, a petition must be filed with the Department of Labor by or on behalf of a group of workers who have lost or may lose their jobs or experienced a reduction in wages as a result of foreign trade. Once the petition is approved, individuals are eligible for TAA training and benefits. Moreover, the Labor Department’s website lists hundreds of apprenticeship programs nationwide, ranging from chef to dental assistant to pipe fitter. You won’t get rich off

of these programs, which aren’t subsidized by the government, but you’ll hone your skills, gain hands-on experience, and have a leg up when searching for a permanent job.

HIGHER EDUCATION

Many two- and four-year colleges and trade schools offer graduates job training either for free or at a low cost; you may even be able to take these courses online. If you’re a college grad, check with your alma mater’s alumni relations or career services department to see what training opportunities are available to you.

PRIVATE INDUSTRY

One of the benefits of being a member of a union or professional association is that these organizations often offer free or subsidized job training. Contact your union rep or association’s board to see what programs you’re eligible for. You can also find skills training at these organizations:

GOODWILL

The community-based nonprofit offers free job training focused on

equipping professionals with the skills and certifications they need to find work in today’s competitive labor market. Training programs can vary depending on where you live, since each state operates its own Goodwill center (e.g., only some centers offer training courses online). Contact your local Goodwill organization to find what skills training services are available to you.

AARP FOUNDATION

Aimed at helping low-income, unemployed individuals aged 55 or older find work, AARP’s Senior Community Service Employment Program (SCSEP) matches eligible job seekers with local nonprofits and public agencies that offer skills training courses.
