Home prices climbed 4.6 percent nationwide in the 12 months ending in December, down slightly from the previous month and the slowest pace since 2011, according to the Case-Shiller Home Prices Indices. Its measure of 20 major cities was up 4.3 percent, also the slowest rate since 2011. This came despite an improving economy toward the end of 2014 and historically low interest rates. Economists with the Case-Shiller survey pointed to fewer people moving and a tight supply of homes on the market for the continuing slowdown. “The housing recovery is faltering,” said David Blitzer, chairman of the index committee at S&P
Dow Jones, which publishes the report that was released Tuesday. “Before the recession, any time housing starts were at their current level ... the economy was in a recession.” The weakness was not general across the country. In metropolitan Los Angeles, prices rose 5.5 percent year over year, and grew 1.1 percent from November to December, once seasonal factors were accounted for. San Francisco led the pack with 9.3 percent growth, and other Western and Southern markets generally performed more strongly than those in the Midwest and Northeast. All 20 cities were in positive territory for the years. While the slowing price growth may sound
alarm bells to some housing watchers, others say it’s a natural and healthy phenomenon after years of a market characterized by big swings up and down. The big question right now, said Quicken Loans Vice President Bill Banfield, is whether more sellers and builders will start to put enough homes on the market to speed up home sales and create more opportunities for people to buy. “Home prices have entered what appears to be a steady level of appreciation that is not too hot or too cold,” he said. “But the limited supply of homes on the market to choose from may make some buyers feel like they were left out in the cold.”

Do you think your house is unsellable due to its location? Highly rated real estate agents on Angie’s List explain how to sell a house, even in the most undesirable spot. If the most important thing in real estate is “location, location, location,” how do you sell your house if it’s in a bad one? Whether there’s a freeway running overhead or a strip mall next door, a challenging piece of real estate isn’t unsellable. “There are three components to selling a house: price, location and condition,” says Realtor Kelly Clevenger of Coldwell Banker, Wallace & Wallace in Knoxville, Tenn. “That’s the mixture you have to balance in order to sell. If your location is a negative, then your price in comparison to the homes around it is going to have to be lower, and the home’s condition has to be better.” Clevenger says he recently represented a house for sale that backed up to railroad tracks. “People would be in the house and hear the train go by, and it would unnerve them,” he says. “They loved the house, but
couldn’t get over the noise.” His strategy in selling the home was twofold: Get as many prospective buyers as he could through the door during open houses, and then have them talk to the neighbors, who offered assurance they’d get used to the noise. “The truth of it is, there’s not a perfect home or a perfect location,” he says. “Even if you’re buying in the milliondollar range, it’s still not going to be 100 percent perfect. It’s just accepting that, hey, this home is 90 percent of what I want and I’m OK with that.” Clevenger’s approach with the railroad home, combined with aggressive pricing, led to a sale in 63 days. With a difficult location, an adjustment in pricing compared to other nearby homes that have recently sold is inevitable. “Sometimes this can be a 10 to 20 percent differential, depending on the severity of the location versus alternative properties for sale,” says Realtor Wendy Tanson of Re/Max Winning Edge in Chapel Hill, N.C. “It’s important to play up the positives of the location, such as access to highways and amenities. The property needs to
be in fantastic condition and staged as well.” After nine years and two children, Angie’s List member Elle Barwidi was ready to sell her family’s home in Twinsburg, Ohio. But she knew it was going to be a challenge because the house was on a very busy street. “With people watching so many popular housing shows, such as ‘House Hunters’ and ‘Property Virgins,’ where location is stressed so highly, I knew we’d have pickier buyers,” she says. “I had to make the inside super appealing.” With the guidance of Realtor Will Penney of Penney Real Estate in Stow, Ohio, Barwidi committed to decluttering the home and applying a fresh coat of paint both inside and out. “We had made several updates to the interior of the house throughout our time living there, so Will’s suggestions of how to declutter and make each room look large and appealing was great,” she says. “It certainly helped with the overall sale.” Barwidi’s efforts paid off, and the family received a contract from a buyer after four months on the market. “If
you’re trying to sell a house that’s in a tricky location, hold tight,” she advises. “There’s a perfect buyer for every house.” Buying in a new neighborhood? On the flip side, homebuyers looking to build in a new development need to be aware that some lots are going to be less desirable than others. Whether a particular lot has electrical towers in the backyard or bumps up to a busy street, there is a temptation to invest in such a lot because it will be less expensive. “The biggest factor is going to be how long do you hope to live in this home?” says real estate broker Lori Jo Smith of Bellingham, Wash. “If you live in it long term, at least 10 years, the consequences that are negative are going to diminish.” But keep your expectations realistic and purchase the lot for the level of discount that you think you’ll assume when you sell the house. “It’s also key to not build the most expensive house on the street,” Tanson says. “Given that your home will be sold at a discount relative to others, you will
gain more of your investment if you don’t build the premium home on the least premium lot.” Keeping resale value in mind is key. “You have to think like a seller while you buy it,” says Realtor Sally Messinger of Howard Hanna Real Estate in Pepper Pike, Ohio. “You’re buying it new, so it’s got a bang to it. Once the houses are built, it’s a little less shiny. If you have the one house that has the highway behind it, you’re going to have trouble with that. I tell people: if you buy that house, and you call me to sell it, don’t be surprised when I list it for less than what you’ve bought it for.” Of course, sometimes a house in an unfortunate location isn’t any fault of the owners. “Some properties were in the right location when they bought them, but now they’re in the wrong location, whether something was built up next to it, or things have moved out,” Messinger says. “Price cures all ills. When the price is right, there’s someone who will buy it. There may be a limited number of buyers, but at the right price, you can sell a house in the middle of a cemetery.”

Mandatory changes coming for water heaters BY TERRY R. BRUNETTE REGIONAL BUILDING DEPARTMENT
You may not be aware that there are mandatory changes coming regarding water heaters. On April 16, Terry R. Brunette 2015 there will be significant changes to water heater energy factor (EF) requirements as the result of updates to the National Appliance Energy Conservation Act (NAECA). These new requirements call for higher energy factor (EF) ratings on virtually all residential gas, electric and oil fired water heaters. This will completely alter the water heater landscape. NAECA also affects some light-duty commercial water heaters. The NAECA rulings are important to customers because they reduce energy usage and save money all year long. According to the U.S. Department of Energy website, standards mandatory in 2015 will save approximately 3.3 quads of energy and result in approximately $63 billion in energy bill savings for products shipped from 2015-2044. After April 15th of this year all water heaters manufactured will have to meet the new energy factor requirements. Any inventory that the suppliers have will be able to be sold. This is not a change in the plumbing or mechanical codes, there just won’t be any of the old waters heaters available once the inventory is depleted. I haven’t heard how this will affect the price of the new units but you can be sure waters heaters will be more expensive. I’m told to achieve the new requirements
there will be more insulation built into the units. This will make the water heaters possibly a couple of inches larger in diameter. More than likely there will be a few cases where the larger water heater won’t fit in the location where the existing water heater is installed. The fix would be to go with a smaller capacity unit i.e. replace a 50 gallon to a 40 gallon water heater. However; since the new unit will be more efficient you might not notice any difference. On a personnel note, when we moved into our house there was a fairly new 40 gallon water heater. Over the years we raised four children when cloth diapers were the norm. That water heater served us for 30 years providing us with plenty of hot water for thousands of loads of wash and thousands of showers. Now when you look at water heaters you can buy a 6 year or 9 year water heater, I’m not sure what the life expectancy is for the new energy efficient water heaters. None of us like to have big brother continue to make more regulations for all of us. However, this one may not be all bad, as my wife and I are approaching the time of our life when we will be living on a fixed income having more efficient water heaters, furnaces, lighting and vehicles makes a lot of sense. March gardening to-do list BY FREDRICKA BOGARDUS COLORADO MASTER GARDENER
In March there’s a lot to do in the garden and this year will have additional tasks. Polar Vortex follow up: Do you remember the warm, mild weather last fall followed by a sudden dramatic temperature drop midNovember? Temperatures plummeted from 58 degrees in the morning to 16 degrees that evening. Weather changed so rapidly deciduous trees didn’t transition normally in the two stage process of dormancy and chilling. In many cases leaves withered without falling off. As we move from winter into spring the lingering effects of the dramatic cold snap and freeze damage will become apparent. Signs of damage will be black, shriveled shoots or buds. Prune dead twigs and branches. Do not fertilize. Conifers showed damage
immediately after the cold snap. If your trees were affected they will show signs of scorching with needle tips that turned white, gray, silver or strawcolored. The freeze-burned needles will not green up but over time new needles will mask the damaged ones. Other garden chores: Prune Clematis jackmanii in early March before the plant comes out of dormancy. This cultivar of clematis blooms on new wood every year and if left alone it will become spindly with decreased blooms. Cut stems back to 9” to 12” above ground with a clean straight cut. Prune to just above two strong buds. In the following weeks as new growth appears, apply a balanced 10-10-10 fertilizer and train the new stems around a support. As soon as ground can be worked, till in 1” to 2” of compost cotton burrs or aged manure into vegetable garden
soil. If you’re going to start a new perennial garden dig out any sod or weeds and work in the same amount of compost or aged manure. To really get to know your garden have your soil tested. Soil kits are available at the CSU Extension office, 17 North Spruce, room 220. Plant: Mid-March plant peas and sweet peas, soaking the seeds overnight. Fall-bearing raspberries can be planted now. Some varieties are, Heritage, Fall Gold, Fall Red, September, Pathfinder or Trailblazer. Small bare root trees and shrubs as well as bare root roses can be planted from mid-March until late spring. Try to choose a time when we have predictions of three or four mild and pleasant days. To give the plants a good start, soak the roots overnight in a bucket.
Cool season vegetables, radishes, spinach, arugula, lettuce and onions can go into the prepared garden bed toward the end of the month. Indoors, start seeds of cold tolerant annuals like stock, impatiens, ageratum and lobelia. Lawn: Core aerate the lawn or have it done by a qualified lawn service. Make sure the soil is moist before aerating to get 3” plugs. Leave plugs on the lawn. Tools: Sharpen the lawnmower blade and replace motor oil. If hand tools weren’t cleaned last fall do it now. Other maintenance includes raking and cleaning up the yard and gardens. Learn more about gardening: Plan to attend some or all of the weekly Spring Garden Classes

Check for snow entering your house during storms BY KEN MOON SPECIAL TO SPRINGSHOUSES.COM
Dear Readers: Snow can be an insidious invader into your house during these winter storms. It’s worthwhile checking out the vulnerable intrusion spots now before any significant warming takes place. The attic is the first place Ken Moon to start. Sometimes snow will blow in through one of the attic vents — either the roof-type or gable style — and accumulate in a mound on top of the insulation. As long as the attic stays cold, no problem. But on the first warm day, melting will allow water to creep down and through the loose insulating material and stain the ceiling. By that time, it’s usually too late to avoid a fairly major drywall and painting repair project. The crawl space is the other most susceptible spot. Snow will come in through the most northerly-facing exterior vent and also collect in little piles. Here, of course, the potential for damage is much less, but the presence of snow is an indicator that cold air is blowing through the
space, sucking expensive heat out of your house. So it’s a good idea to close off all but one vent each fall — and then open them all when warm weather returns. In the attic, the best defensive barrier is a cheap furnace filter. Staple or tape it in place. It will still allow a little air to waft back and forth but will keep wind-driven snow at bay. Dear Ken: When my washing machine drains, suds come up through the basement shower drain. Would a liquid drain cleaner work for this? – Kathy Probably not. When we think of sewer drain cleaning, we usually mean the main line to the street. But the branch lines — specifically your laundry and kitchen sink drains — also need attention once in a while. The washing machine line may be partially plugged with years of lint and other debris packed inside the pipe, and the kitchen sink pipe accumulates layers of grease and sludge no matter how carefully you use your disposal. These lines almost always need to be scoured out with either a water jet or the more
traditional rotating cutter blades. Incidentally, most sewer companies will give you a big discount when you include these branch lines in a package with a street line cleaning. Picking a sewer cleaning company can be problematic. Some of these outfits oversell (and overcharge) for their services. The best source for a name or two of a reliable company is your regular plumber. They won’t steer you wrong and will only give referrals of businesses they trust. Dear Ken: You mentioned that new water heater rules are coming so it’s a good idea to buy one now. What about the longer warranty ones? –Kristie If your water heater is 15 years old or so, it would indeed be a good idea to avoid the extra charges for the newly-mandated models by buying a new one relatively soon. You will pay extra for a longer warranty — like, say, going from the normal five or six years to twelve. But you may be able to split the difference by choosing a nine year warranty for only $50 extra or so. That would be my choice.
Dear Ken: You talked about insulating and dry walling the garage to save energy. In mine, the ceiling is open and vaulted with attic vents on top. Would I be wasting my time finishing the walls? – Brad Yes. Whatever heat accumulates in there will rise to the ceiling and leak out the vents. You could seal them off for the winter so the heat is trapped against the roof. But a better idea is to create a dry walled ceiling in your garage by framing a level attic space below the vaulted area. I know it’s an added expense, but you may appreciate having the extra storage space. Once you insulate the walls and the new ceiling areas, you’ll be pleasantly surprised at how much of your car’s heat stays inside the garage space. Also, if there is a workshop out there, you could install a small ceiling mounted electric or gas “furnace” once the insulating and finishing is complete. Home staging — should you rent furniture or shop your house? BY CATHY HOBBS TRIBUNE NEWS SERVICE
When it comes to home staging, it isn’t about how much money you spend, but about creating the right atmosphere to entice buyers. The reality is most buyers need an emotional trigger, an internal reaction that prompts them to make an offer on a home. Essentially they need to fall in love with a property and picture themselves and their family in the space. Home staging is hands down the single best tool a home seller can have in his or her toolbox in order to effectively market the property so it sells for the most amount of money in the shortest amount of time. What staging does is highlight the positives of a property and downplay the negatives. In creating a staging solution for your home, you are going to want to first edit out all of the unnecessary items, such as excess furniture, clothing, books and other items that are not essential to showcasing the space. In order to successfully showcase your property, you can either use existing furniture and accessories that you already own by shopping your house, or supplement what you own by renting furniture in order to achieve a certain look. Again, it is important to keep in mind that home staging is a marketing tool pure and simple to sell real estate; renting furniture is akin to set decorating and scene setting. Essentially that is what you are doing by creating a certain look and sending a message to a potential buyer. If your home is more modern, but your furniture is overly traditional, rent some more modern pieces to mix in with your existing look. Additionally, if you are marketing your home to younger buyers and your furniture is old and outdated, renting furniture that will create a look that will appeal to your
target buyer is key. While we are selling the space, and not the stuff, the reality is, furniture that is worn, outdated, oversized or the wrong design aesthetic can serve as distractions to a potential buyer and take away from all the hard work that has gone into trying to sell your home. Many home staging firms work with home sellers by selecting key rental items such as a sofa or coffee table and then perhaps purchasing smaller accessories that are either rented to the home seller or purchased by the
home seller for them to keep. Some of the biggest names in the rental furniture business are Churchill Furniture Rental, CORT Furniture Rental, Brook Furniture Rental and AFR Furniture Rental. All of these companies either have a regional or national presence. Years ago, furniture rental companies were considered to be only for corporate relocation clients, college students or short-term renters. Now nearly all have home staging divisions in which they work directly
with professional home stagers and home sellers. Most furniture rental companies work the same way, often requiring a minimum three-month commitment, and will deliver as well as assemble all of the furniture, making the process super easy. There is an art, however, to choosing the right pieces, as staging isn’t just about renting a bunch of furniture and tossing it into a room. I would suggest that you first begin by creating a floor plan, then selectively identify those pieces that are needed and create
a color palette. From there, rent the furniture and accessories that are needed. Use your floor plan as your shopping guide to create a winning look that sells! The exuberant colors, textures and patterns of Latin America crafts are injecting an easy, comfortable and fun aesthetic into home decor. The look includes textured rugs, throws that evoke serape motifs and furniture with an authentically hand-turned appearance. House & Home magazine recently featured designer Heidi Merrick’s Los Angeles home, with cowhide rugs, Bolivian “frasada” blankets used as daybed throws, and spicy hues like orange, marine blue and pink. Ralph Lauren Home’s La Hacienda fabric collection includes traditional florals and graphic woven prints in earthy reds and turquoise with punches of black, white and sunbaked brights. It’s not all about the fiesta, however. Mexican Modern is a look characterized by contemporary furnishings and quiet color, with one or two artisan pieces as counterpoints. New Yorker Katherine Ponte works with indigenous Brazilian artisans to bring sustainably produced traditional crafts to a wider market through her e-shop, Ecostasy. “I’m focused on the aesthetics as well as the cultural and environmental context of each piece,” she says. She offers bowls made by hand-tying banana fiber and recycled paper. Tropical vines and herbs are fashioned into trays by the people of the Mamiraua Reserve, in the Amazon rainforest. Slabs of ipe and pequia, two South American hardwoods, are transformed into organic coffee tables. (www.ecostasy.com ) Novica’s fair-trade craft e-shop features pieces found at local markets throughout Latin America (and in developing countries worldwide). The site not only offers artisans a platform to sell their waves; it also provides marketing and technical support. The craftspeople control the creative, production and pricing aspects, Novica says. Finding a charming and beautifully carved cedar statue at a Lima, Peru, market, for example, Novica’s co-founders, Roberto Milk and Mina Olivera, searched the countryside for the craftsman. Johnny
Chamba’s little “Ekeko,” or good luck token, is now on the site. Also at Novica: Peruvian artist Alejandro Chavez uses ceramic plaster to make tiny detailed “retablos” or dioramas depicting daily life in the Andes. Farmers harvest prickly pears; merchants sell blankets and masks in a market. The figures are mounted in wooden chests and can be hung on the wall. And Zosimo Laura weaves soothing, rustic hues of cotton into a striking, contemporary, bird-print tapestry. From Brazil, you’ll find Elizabeth and Eduardo Prado’s fused glass-bead bowls in an emerald green they say was inspired by tropical rain. Leandro Mantesso’s black-and-white photographs of Andean topography and daily life are evocative, and Andre de Miranda’s woodcuts are modern art with heart. Guatemalan ceramic artist Lilyan Benecke’s offers winsome Margarita daisy-strewn tea sets and plates. Fellow Guatemalan Patricio Coroy crafts alder wood into serving trays which are lined with handloomed traditional prints under glass.
