external shareholders whose profits we have to meet,” says Jon Paukovich, Senior Vice President and Chief Lending Officer at Ent. Their goal is to provide exceptional service. “We look at each of our members’ unique circumstances holistically — our focus is not on shortterm loan transactions, but rather on creating long term relationships that help individuals and families achieve their financial goals,” says Paukovich. “If a member succeeds then the credit union as a whole succeeds.” Ent makes the process of applying for a loan convenient, with options to apply online, over the phone or in-person with a loan officer. “We have highly experienced loan officers on staff, who have been with us for many years and know the market well,” he says. It’s not uncommon for loan officers to turn over several different lenders in the span of a year or two. This could be a red flag to consumers that may prompt them to ask a question as to why the loan officer has moved to multiple lenders in a short period of time. Most of the loan officers at Ent have tenure; and if someone has tenure in an institution, it is likely that the representative is more focused on the long-term interest of the member, borrower or prospective home buyer. Paukovich encourages prospective borrowers to research their loan officer before working with them by visiting NMLSConsumerAccess. org and searching the loan officer’s identification number; which should be conspicuously disclosed on their business card or website. Another element that sets Ent apart is that they service their own first mortgages — while most lenders sell their loans off to third party investors. “We retain our servicing, which is a huge advantage for our members,” says Paukovich. “When something like a natural disaster happens — such as the fires a few years ago or the extreme hail
storms — there can be considerable damage to a home. It’s nice to have a local loan officer handling your case and insurance claims, rather than a call center halfway across the country that doesn’t know what’s happening and can’t walk you through the complexities of your unique situation.” It is also important for prospective homebuyers to meet with a loan officer before they even begin shopping for a home. “We can help buyers see what they qualify for,” says Paukovich. “It may tempting for buyers to stretch and go beyond their comfort zone — with interest rates low and home prices appreciating — but we want to make sure people know what they qualify for and what their best financial options are.” Even if a buyer is not quite ready to purchase a home, they are encouraged to contact Ent and do an analysis. The loan officer can coach members on what steps to take to put themselves in a better position within six months. “Once someone becomes a homeowner they accrue expenses for utilities, maintenance and home improvements, so we want to make sure members are advised on every factor so that they can make an informed decision,” Paukovich says. “Our relationship with our members does not end when the loan closes, that’s actually when it begins. We are not focusing on the transaction. We are focusing on the whole relationship.” Ent has been based here in Colorado Springs and making loan decisions locally since 1957. We live in a large condominium complex built decades ago and it doesn’t have parking spaces for people with disabilities. We have assigned parking, but it’s far from the entrance. Does our association need to make parking accessible for people with disabilities? – Joe

The answer will depend on many factors that will differ for each community. If your community was built after 1991, it should have at least two percent of its
spots located on an accessible route to the building. The requirements are different if your community has commercial or short-term rental units, even if it was built before the cut-off. Individual cities and counties may have more stringent guidelines as well. Residential communities predating these requirements do not have to renovate their properties to comply with the newer requirements. However, if a purely residential community later changes its use to include commercial or short term rentals, it may need to make the changes. Regardless of these factors, if residents have a genuine need for more accessible parking, they

The Fannie Mae Home Purchase Sentiment Index (HPSI) increased by 5.6 percentage points in February to 88.3, a new all-time high. Five of the six components that comprise the HPSI were up, and three hit record highs. The net share of Americans who reported that now is a good time to buy rose 11 percentage points, while the net share who believe that now is a good time to sell rose seven percentage points. Consumers also demonstrated greater confidence about not losing their jobs, with the net share rising nine percentage points. On net, the share of respondents reporting that their household income is significantly higher than it was 12 months ago increased four percentage points. Additionally, more Americans expect home prices to go up, with the net share rising three percentage points. The net share of those who think mortgage rates will go down over the next 12 months remained unchanged for the third consecutive month. “The latest post-election surge in optimism puts the HPSI at its highest level since its starting point in 2011. Millennials showed especially strong increases in job confidence and income gains, a necessary precursor for increased housing demand from first-time homebuyers,” says Doug Duncan, senior vice president and chief economist at Fannie Mae. “Preliminary research results from our team find that millennials are accelerating the rate at which they move out of their parents’ homes and form new households. However, continued slow supply growth implies continued strong price appreciation and affordability constraints facing millennials and first-time buyers in many markets.” HOME PURCHASE SENTIMENT INDEX – COMPONENT HIGHLIGHTS Fannie Mae’s 2017 Home Purchase Sentiment Index (HPSI) increased in February by 5.6 percentage points to 88.3. The net share of Americans who say they are not concerned about losing their job rose nine percentage points to a new survey high of 78 percent. The net share of Americans who say their household income is significantly higher than it was 12 months ago rose four percentage points to 19 percent in February, continuing the increase from January and reaching a new survey high.
ABOUT FANNIE MAE’S HOME PURCHASE SENTIMENT INDEX The Home Purchase Sentiment Index (HPSI) distills information about consumers’ home purchase sentiment from Fannie Mae’s National Housing Survey (NHS) into a single number. The HPSI reflects consumers’ current views and forward-looking expectations of housing market conditions and complements existing data sources to inform housing-related analysis and decision making. The HPSI is constructed from answers to six NHS questions that solicit consumers’ evaluations of housing market conditions and address topics that are related to their home purchase decisions. The questions ask consumers whether they think that it is a good or bad time to buy or to sell a house, what direction they expect home prices and mortgage interest rates to move, how concerned they are about losing their jobs, and whether their incomes are higher than they were a year earlier. ■
