Sandy Tremain and her husband, Jeff, bought her 1960s home in 2008. Back then the four-bedroom home with original pink bathrooms, galley kitchen and vintage appliances worked just fine. Six years later, though, the Tremains felt the time was ripe to move on. In that period, their household had grown to include three children, an au pair and a handful of pets. “The thought of major construction was scary to say the least,” said Sandy Tremain, 43, a sales manager. But when she and Jeff Tremain, 39, began searching for houses, the sticker shock hit. “Ultimately, after looking at dozens of houses that were substantially more expensive and easily needed over $100,000 worth of upgrades, we decided to pull the trigger and renovate,” she said. After all, they loved their neighborhood and location, their property taxes would still be lower with the renovation than they’d be with a bigger, newer house — and with a renovation, they could create the home they always wanted, Tremain said. The couple completely gutted and reconfigured the house. They built an office/bedroom, another bathroom and 1,000 square feet of additional living space, making the kitchen, family room and master suite more spacious.
They also replaced the exterior with new siding and incorporated new landscaping, along with other improvements. “We have our dream house now, and the cost proved to be less than buying something new,” she said, declining to reveal what the couple spent on the renovation. Choosing whether to renovate or to move — essentially, in the words of HGTV, whether to love it or list it — is a complicated decision. Before forging ahead, you need to weigh multiple factors. Experts suggest you ask yourself these questions.

Consider waiting three to five years before selling, said Joshua Lybolt, president at Lifstyl Real Estate in northwest Indiana. “Typically, at three years is when you break even, as one should consider costs like real estate agent commissions and moving expenses,” Lybolt said. Property values also can change during this time, which could improve your home’s value, he said.

go through the effort of moving, think about whether you’d rather spend a little money to organize, declutter, and redo a few aspects of your home to freshen its appearance. HAVE YOU TRULY OUTGROWN YOUR SPACE? If you need extra bedrooms and can’t split one in two, then you may have outgrown your space. Or if you’re always feeling cramped in the common areas and have no more walls to knock down, then perhaps it’s time to seriously consider a move. But if your issues can be resolved with renovations, you can expand the backyard to allow for more outdoor space and you’re fond of your neighborhood, you are probably better off staying where you are, Self said. The cost of moving combined with house-hunting time and effort won’t be worth it, especially if you haven’t lived in your home for long. “If you’ve been in your home less than five years, haven’t outgrown the space, and are dreaming of living in an upgraded space in your current neighborhood, chances are you’d be better off going through some renovations,” Self said. But when it comes down to the nittygritty of renovating, he warned: “Just know that this is not going to be like an HGTV show.”

During association meetings, our president doesn’t want us to speak anytime during any matter regardless, but only at the end of the session when anything to say is irrelevant because they already voted, and each answer is evasive or off-subject. When can a homeowner speak during association board meetings? – Tyron
A:
I get this question a lot, and while the rules seem relatively simple, it can become a bit confusing in practice. The short answer is that all owners are entitled to speak about all items that are on the agenda or opened for discussion.
Be aware that you have a right to talk about items on the agenda, but not to add things to it. While the rules governing homeowner associations and condos are a bit different, they are similar enough to discuss together. Your association is allowed to make reasonable rules governing participation but must let all members speak at least three minutes on each agenda item. The rules can regulate things such as asking that hands be raised to be recognized to speak to keep meetings orderly. Also, not every board meeting is open to members. Meetings to discuss litigation with the association’s attorney or that deal with employee issues are examples of closed meetings. All open meetings can be recorded by unit owners, as long as

doing so is not unduly distracting. You should look to your community documents to see which specific guidelines you need to follow. As mentioned above, all of the rules must be reasonable. In your case, making owners wait to address agenda items until after voting is over is neither reasonable nor within the law, since it seems to defeat the very purpose of the rules. Gary M. If you’ve been thinking about buying a second home, now is a good time to take the leap. Mortgage rates are still historically low. But there are some vital things to do before you start shopping. Follow these steps to make buying a second home a smooth process. FIND A REAL ESTATE AGENT WHO IS FAMILIAR WITH YOUR DESIRED LOCATION This person could provide you information about neighborhoods, market prices and the pros and cons of particular properties. With an eye toward the long-term value of a property, the agent could fill you in on price histories and how comparable sales have fared, and resale prospects. Factors that tend to help properties hold or increase in value are proximity to a major metropolitan area, ease of access and the availability of yearround amenities. FACTOR IN ADDITIONAL COSTS Today’s second-home buyers are more interested in enjoying their properties rather than getting a quick return on their investment. Still, you should consider that you will be away from the property a lot of the time, which usually entails additional costs, such as having a management company check the place in your absence for water leaks, frozen pipes and other problems. Getting insurance for a second home may be more challenging than it is for a primary residence. If you are considering a second home on the beach, for example, you’ll need
flood insurance, in addition to regular home insurance. It has become more difficult to get flood insurance in coastal communities, and the cost has increased greatly in some markets. BE SURE YOU CAN AFFORD TWO MORTGAGES You have to qualify for a secondhome mortgage, which is on top of any mortgage debt on your primary home. Typically, you will need to make a down payment of at least 10 percent, meet credit standards and debt-to-income requirements, and provide documents for income and asset verification. If you have a good relationship with the mortgage lender on your primary residence, that might be a good place to start your quest for a second-home mortgage. TAKE INTO ACCOUNT THE TAX IMPLICATIONS OF YOUR PURCHASE If you use your home as a true second home, you could get a deduction for mortgage interest and property taxes, just as you do with your first-home mortgage. Be aware that under the new federal tax law, the cap to the mortgage interest deduction will be lowered from $1 million to $750,000. So if you already have a $750,000 mortgage and get a loan for a vacation home, you won’t be able to deduct the interest on the second mortgage.
