Are master-planned communities a development of the past? BY PHILIP MOLNAR, TRIBUNE NEWS SERVICE

Sales increased faster in Otay Ranch last year than almost any other masterplan community in the nation, said a recently released annual report. The massive residential development, the largest in San Diego County, is close to the U.S.-Mexico border and has seemingly emerged as one of the

top spots for new homes in the region after years of delays and substantial price decreases during the recession. Master-planned communities are a relic of San Diego County’s past when a surplus of land stretched population areas east, north and south. Otay Ranch is likely the last truly large

master-plan community, making it a focus for new home building. Otay Ranch reached the No. 14 spot in the John Burns Real Estate Consulting report, which ranks the top 50 communities in terms of total sales. In 2017, 563 homes sold in the development, up from 159 the year

before — representing a 254 percent increase. The only other community to see a faster sales increase in the Top 50 report was Wallis Ranch, a community about an hour outside of San Francisco, which sold 55 homes in 2016 and then 279 in 2017.

Other Southern California communities making the list, include Irvine Ranch in Orange County (No. 2 with 1,814 sales, down 9 percent from 2016), The Great Park Neighborhoods also in Orange County (No. 9 with 830 sales, up 55 percent) and Ontario Ranch in San Bernardino County (No. CONTINUED ON PAGE 2

11 with 712 sales, up 50 percent). At 25,000 acres, Otay Ranch is nearly the size of San Francisco. Planning for the site began in the 1980s. More than 10,000 homes have been built since then with about 18,000 more to come. The development is located in one of the only large areas in San Diego County that is zoned for new housing. It is roughly three miles from the border in some spots. Peter Reeb, a principal with the consulting group, said Otay Ranch is the most diverse master-plan in the county because of a range home types and prices. “There’s everything from relatively high density — 20 units per acre townhomes — to small lot singlefamily detached homes,” he said. “If you’re looking for a new home, there is a very high concentration of variety.” Other big residential communities in San Diego County, albeit on a smaller scale than Otay Ranch, that are still building are Pacific Highlands Ranch, Del Sur and Civita in Mission Valley. “San Diego is running out of land,” Reeb said. “We don’t have wide swaths of land available to do the old style master-plan communities. So, now you are getting communities that have 200 to 400 houses.” Otay Ranch has made John Burns’ Top 50 list a few times over the years. It was No. 21 in 2011, No. 9 in 2012, off the list in 2013, No. 41 in 2014 and was off the list for a few years until

2017. Master-plans on the decline for years Much of the history of San Diego County housing has been one of master-plans, including Rancho Bernardo, Scripps Ranch, Carmel Valley, Tierrasanta, 4S Ranch, Mira Mesa and Rancho Peñasquitos. Master-plans are typically undeveloped areas that are transformed into new communities that include a mix of residential, commercial and places to work. The area is built out in phases and are designed with the hope that residents can live and work in the area. Real estate consultant Gary London said from the 1970s to 1990s the bulk of new housing came in the form of master-plan communities — mainly up the Interstate 15 and Interstate 5 corridors. He said a lot of the talk these days is about building dense developments that can accommodate a lot of people, but that is only a recent shift in thinking. “The way most San Diegans still find themselves housed today are new master-plan communities,” London said, “where to accommodate our growth we built out instead of up.” He said the difference now is San Diego County is running out of land and voters don’t like new housing projects. A recent example was the proposed Lilac Hills Ranch project that would have included more than 1,700 homes in what is mostly farmland in Valley

Center. The plan was soundly defeated by voters in November. The first big master-plan community in San Diego County outside of downtown was Rancho Bernardo, now the northernmost residential community in the city of San Diego. The community went from mainly rugged ranchland to 2,000 people in about a year, said the Rancho Bernardo Historical Society. According to the most-recent San Diego Association of Governments data, there was an estimated 50,268 people living there in 2016. Otay Ranch’s time in the sun? Almost since its inception, Otay Ranch has been faced with a series of challenges that delayed it from taking off. Developers began work on the 25,000-acre site, mostly used as ranchland for cattle, in 1984 as a mix of residential, commercial and industrial development. After its purchase by Irvine-based Baldwin Co. for $150 million, a political fight broke out between San Diego County and Chula Vista for control. Most of the territory became part of the city and Baldwin eventually sold off parts of the site to other developers. Just as the development was really growing, the Great Recession rocked prices in the two ZIP codes covering Otay Ranch, which experienced some of the most loan defaults in the nation by May 2012.

Melissa Hazlett, a vice president with Baldwin & Sons, said when she started with the developer roughly eight years ago, it was offering $50,000 to $75,000 in incentives (closing costs, custom improvements) to get people to buy. Yet as the number of homes for sale in the county diminished in the last few years, and construction slowed, Otay Ranch emerged as one of the few spots for new homes in the region. “I really believe what happened last year was a lack of inventory (countywide),” Hazlett said of the increase in sales. “Everybody was talking about the shortage and how it’s only going to get worse.” Hazlett said their buyers tend to be sophisticated and well-read on home prices and coming interest rate increases. She said even higher taxes in Otay Ranch, because of Mello-Roos fees to pay for infrastructure, don’t seem to be bothering buyers. Lack of land zoned for housing in San Diego County and lack of political will to build in undeveloped areas make it unlikely the region will ever get another community on the scale of Otay Ranch, said Alan Nevin, director of economic and market research at Xpera Group. “We have an unwritten line that says you can’t build in the unincorporated areas that surround the approved communities,” he said. “You can’t go east of Alpine, you can’t go east of Jamul. You won’t get approval for it.” 

Interested buyers can own a piece of presidential history in Greenwich, where a mansion President Donald Trump lived in with wife Ivana in the 1980s is back on the market with an asking price of $45 million. Trump bought the home, on a peninsula overlooking Long Island Sound, for $4 million in 1984. He and Ivana lavishly decorated the mansion with gold leaf. The current owners, Robert and Suzanne Steinberg, bought the home from Ivana for $15 million in 1998, then a record for a single-family house in Greenwich, after she got the property in her divorce from the billionaire. They toned down the opulence inside but added a tennis court, indoor pool and sauna. The property was originally listed for

$54 million in October 2014. The price was cut to $45 million in 2016. Described as a “starter mansion” — it pales in comparison to Trump’s palatial Mar-a-Lago resort in Palm Beach, Fla. — the home has eight bedrooms, 13 bathrooms and a threestory rotunda foyer with a double grand staircase. “One of the most impressive properties in the country,” is how listing agent Tamar Lurie of Coldwell Banker Real Estate described the property at 21 Vista Drive. “This magnificent Indian Harbor estate is poised on its own sixacre peninsula, rimmed by the sparking waters of Long Island Sound.” The estate was featured this week on TopTenRealEstateDeals.com, devoted to high-end properties for sale, often with a celebrity connection.

Trump hasn’t lived in the Greenwich mansion since the early 1990s, but it was the first one he bought after hitting it big in New York real estate. The mansion and a nearby guest house now encompass nearly 20,000 square feet, after numerous additions significantly enlarged the original living quarters, built in 1939 for Robert M. Hillas. Hillas was an official of the Superheater Co. of New York City and a director of several other companies. The estate cost $200,000 — $3.4 million in today’s dollars — and included features that were considered luxuries, even for the wealthy, such as central air conditioning, a bowling alley and a small conservatory. The Hillas family lived on the estate for two generations before selling it to the Trumps. 

5 home inspection mistakes buyers and sellers make BY RUSSELL BLAIR, TRIBUNE NEWS SERVICE

A home inspection is an assessment of a home’s condition. Home inspectors not only identify problems with houses, they can give buyers information that will help them with the upkeep. “We want to teach them how to maintain the property because it’s the biggest investment they’ll ever make,” says Alden E. Gibson, a past president of the American Society of Home Inspectors. If you’re getting a home inspection, here are five mistakes to avoid. NOT RESEARCHING THE INSPECTOR Too many buyers and sellers hire whoever is recommended to them without doing any research. The inspection is only as good as the inspector doing it, says

Troy Bloxom, owner of Home Inspections Plus near Anchorage, Alaska, and past president of the National Association of Home Inspectors. A few questions to ask: How long have you been inspecting homes? How many inspections have you done? What are your qualifications, certifications and training? What was your job before you were a home inspector? (Ideally, your pro was in contracting or building.) You want a certified professional who stays current. “There’s a lot of stuff you have to know, and you want someone who’s keeping up with ongoing education,” says Kurt Mitenbuler, who is certified by the American Society of Home Inspectors

(ASHI) and owns an inspection company in Evanston, Illinois. You’re looking for an inspector who can analyze the home’s strengths and weaknesses, then explain them. NOT ATTENDING THE INSPECTION Being present for the inspection may not be mandatory, but it’s a smart idea. Simply reading the inspection report isn’t enough to give most homeowners the full picture, Gibson says. “If they don’t see it, they don’t understand it.” Gibson says he turns down dozens of inspections a year “because people can’t be there or don’t want to be there.” The inspection might take an entire morning or afternoon, so set aside

enough time. Some inspectors will sit with you afterward to explain things and answer questions. “Any home inspector who doesn’t let you follow him around? That’s weird. Ask me any question you want,” Mitenbuler says. A good inspector can give you an estimate of how much you’ll need to spend on repairs and upgrades, which is very valuable information as you consider your budget. NOT READING THE INSPECTION REPORT Too many buyers and sellers just glance at the inspection report. You need someone who uses “clear, concise” language in person and in

written reports, Mitenbuler says. He recommends scanning a few reports by checking the inspector’s website or asking for a sample report. A knowledgeable pro will state simply what’s wrong with the house and what it will take to fix, Mitenbuler says. NOT GETTING A PRESALE INSPECTION Many sellers decide to leave the presale inspection to the buyers, Bloxom says. That’s a mistake. When the buyers get an inspection (and if they’re smart, they will), the sellers may have little time to complete repairs and keep the sale on track, Bloxom says. Pikes Peak Association of Realtors (PPAR) is celebrating the recognition of the 100th anniversary of the Realtor charter with the National Association of Realtors (NAR). “This is a double feat for our association as we have not only already enjoyed 100 years in this community in 2002, but in 2018 we celebrate the recognition of being part of the National Association of Realtors,” said Amy Reid, CEO of PPAR. This celebration marks the importance of the professionalism of the industry and the standards that are upheld to deliver the best to the consumer. Established in 1902, PPAR was actually one of the first real estate associations formed in the United States, even before NAR. When the National Association was formed, PPAR was one of the first local real estate boards to join and be part of the national network. An early accomplishment of NAR, which is still

felt today, was its development of The Code of Ethics. The Code of Ethics, established in 1913, created ground rules for professionals in the absence of a regulated business. Today, all states have licensing laws that govern real estate licensees; and Realtors pledge to adhere to the Code of Ethics in addition to the state licensing laws. The idea of cooperative sales of real estate in Colorado Springs was practiced prior to World War I. An organization called “SERALTY” was operated by early members of the Real Estate Exchange, which eventually became the Colorado Springs Board of Realtors. In 1948, about 12 Realtors offices set up a system of cooperative listings and sales. The listings were typed on a single sheet of paper and mailed out. This led to the Multiple Listing Exchange of 1950 with approximately 20 offices working together. Listings were printed for the first time out on a hand mimeograph

machine. Today, the Pikes Peak Multiple Listing Service (PPMLS), through PPAR. COM, provides the most accurate upto-date listings in the Pikes Peak area. Listings are updated every 15 minutes, powered by Realtors, and filtered by location, price range, floor plans, school district and more. Buyers can effortlessly search for open houses and connect with a Realtors with local expertise. PPAR has also contributed to many local philanthropic and public policy endeavors throughout the years to enhance the quality of life of the Pikes Peak region. Some of those causes include Habitat for Humanity, Springs Rescue Mission, American Cancer Society, Kids Crossing, The Resource Exchange (TRE), passage and reauthorization of the Pikes Peak Rural Transportation Authority (PPRTA), health and public safety campaign, statewide wildfire mitigation funding and tax credits and affordable housing tax credits.

INSPECTION MISTAKES

Both buyers and sellers often wait too long to engage an inspector, Gibson says. You should find an inspector long before you have (or make) an offer on a home. “Any good inspector will be booked out,” he says. NOT PREPPING THE HOME Inspectors get annoyed when homeowners don’t prepare their houses for inspection. “Don’t force the home inspector to empty the closet to get into the attic,” Mitenbuler says. If you have a crawl-space hatch, move anything sitting on top of it.

Got a lock on a utility closet, basement or shed? The inspector needs access. So open it or provide keys. For a seller, the best tack is to be at home to meet the inspector, introduce yourself, provide your mobile number — and then you can take off, Mitenbuler says. To reduce the need for repeat inspections, hire professionals to do repairs, Bloxom says. Too many sellers will try DIY or get them done on the cheap. But poor workmanship will show up during the follow-up inspection, Bloxom says, and could result in more repairs — and another inspection. 

ATLANTA — Twenty years ago, it seemed everyone was moving out into the suburbs. And now, depending on who you talk to, everyone is moving back to the city. That’s especially true among baby boomers, those of us born between 1946 and 1964. Why? Their nests are empty. They are over the big houses, with big lawns and swimming pools in constant need of maintenance. And when you happen to be one of the largest generations — an estimated 74.9 million of us — and the wealthiest generation ever to retire, developers and businesses start to notice. Andy Isakson first noticed back in the ’90s. At the time, he said, his parents were looking at their retirement options, and although they had spent nearly their entire lives in real estate, they never found what they wanted. When his father passed, Isakson and his siblings took turns caring for their mother, who had dementia.

“Over the last five years of her life, she had to move five times,” said Isakson. Each time the disease progressed, the siblings were forced to move her to a place better suited to care for her. “From a consumer standpoint, I knew there had to be a better way,” Isakson said. In 2002, eight years after his mother passed away, Isakson opened Park Springs, a resort-style retirement community adjacent to Stone Mountain Park. He is poised to open Peachtree Hills Place, a second smaller community for those 55 and older in Buckhead, next summer. “Location is everything in real estate,” said Kevin Isakson, principal for Isakson Living and Andy Isakson’s nephew. “We’ve always known there was a strong demand for this intown offering for folks who don’t want to abandon their urban lifestyle.” Peachtree Hills Place will come complete with restaurants, a fitness center, indoor swimming pool and health clinic, the one thing his parents

With home prices on the rise and a persistent shortage of houses on the market, it makes sense that homeowners would contemplate putting their house on the market “For Sale by Owner” (FSBO). However, the percentage of homes sold by their owners has been steadily declining, and for good reasons. A real estate professional spends valuable time on each transaction, working to avoid issues before they arise. A study by Collateral Analytics showed that FSBOs don’t typically save the sellers money, and in some cases, it actually costs them more. So, you may think you’re saving money by not hiring a Realtor, but you’re likely not. More reasons not to your own home include: 1. PRICING “This is at the top of the list of services a good Realtor provides,” Donna Andersen with The Platinum Group, Realtors said. “Resources for accurate pricing are far less available to a homeowner than they are to a real estate professional. Knowledge of, and experience in the market are the best tools available.” Furthermore, Andersen points out, “As a Realtor shows property s/ he hears the comments of potential buyers, is aware of the inventory and competition, and more often than not sets the price higher than the FSBO seller had planned to. These differences, along with having the skills to present a home in this active market usually more than make up for the expenses paid upon closing.” 2. EXPOSURE Studies show that 95 percent of buyers search online for a home, compared to 17 percent who look at newspaper ads. Realtors have the tools and resources to get more exposure from listing websites, offering widespread coverage throughout the multiple listing services. 3. PAPERWORK Without a background in contracts or law, the amount of paperwork and legal documents can quickly become overwhelming. The closing process can entail more than 20 pages of paperwork, including the contract and addendums designed to cover any situation that could potentially go wrong. Doing the paperwork without professional guidance could leave you open to a lawsuit. 4. NEGOTIATIONS Negotiations are not just about agreeing on a price with the buyer, you must also be prepared to negotiate with the buyer’s agent who solely represents the best interests of their client, the home inspection companies, and possibly the appraiser. “It is true that the motive behind the decision to try FSBO is a net profit to the seller,” Andersen said, “but sellers should be aware that most FSBO shoppers are aware of the money potentially being ‘saved’ by the seller by not hiring a real estate professional. Potential buyers then expect to also benefit from this ‘savings.’” 5. PROFIT Properties listed with a broker who is a member of the MLS will be listed online with other participating broker websites, which market the home to a much larger audience. The more people who see the home, the greater the chances are for selling your home for list price. The National Association of Realtors reports that the majority of FSBO sellers eventually end up listing with a Realtor anyway. One reason for this, is because most home buyers are represented by a Realtor. Other factors involved are that owners who sell their own home lack the expertise to accurately assess their listing price, and often fall short with regard to marketing knowledge and negotiation skills. needed most. Andy Isakson, 65, grew up in Brookhaven with two other siblings, including U.S. Sen. Johnny Isakson. He graduated from the old Dykes High School, now Sutton Middle School, before heading to Vanderbilt University, where he earned an economics degree in 1974. He abandoned city life for the suburbs the moment he returned, married and started building a family, which by the way, are all the things that tend to tie people down. It helped, of course, that there was no traffic but, well, that was then. Just as the traffic patterns changed, so too have populations. For several decades before the 2000 census, the city of Atlanta, for instance, had been steadily losing population. Then from 2010-2017, it grew by 7 percent, adding 9,900 new residents in the past year compared to 4,800 the year before. Atlantans, 60 years and older, currently make up 10 percent of the population, and that number is

expected to double by 2030, making Atlanta one of the fastest-aging cities in America. How many are migrating back into the city? That’s hard to say, said Mike Alexander, director of the Center for Livable Communities at the Atlanta Regional Commission. “The hard data really isn’t there, but I think like everyone else anecdotally we do see a trend of people moving back to the core,” Alexander said. “I see it all around me personally.” Gregg Logan, managing director of RCLCO, a real estate advisory services firm that does market research for real estate companies all over the country, said the journey back into town is a big enough trend that there is a ready market for developers and others targeting boomers. While about half of boomers who retire are happy to age in place, Logan said that about 15 percent opt to move into the city to partake of urban amenities like restaurants, shopping, culture, all the things you find are

more prevalent in the city and that Isakson points to. And even if Buckhead is out of the question economically, downtown Duluth, Suwanee or Roswell may be within reach. “There’s a ‘want-driven’ market and a ‘need-driven’ market,” Logan said. “The want-driven market is lifestyle oriented, they’re active adults age 55 to 65 moving back in town to have fun, socialize and enjoy all the urban amenities. That’s the market we’re seeing the biggest uptick in the market for. They’ve decided ‘urban’ is more exciting than living in the suburbs. “The need-driven market includes those in their late 60s or older who move to independent living communities, where there is meal service, and those in their 70s or older who move to an assisted living facility. ALFs offer meal service and varying degrees of assistance with daily living, including skilled nursing and memory care. That’s a different, more medically driven market.” 
