Mortgage rates have dropped slightly, Freddie Mac’s survey of lenders shows, with the average for a 30-year fixed home loan at 3.65 percent, down from 3.67 percent in last week’s report. The average rate for a 15-year fixed mortgage edged down from 2.94 percent to 2.92 percent, and the start rate for a home loan that adjusts annually fell to 2.44 percent from 2.46 percent. The weekly report, released Thursday, is the fifth in a row to show
the benchmark 30-year loan leveled off at less than 3.75 percent, remarkably cheap home financing by historical standards. The issue for many borrowers has been qualifying for the favorable rates. Banks generally have kept credit standards tighter than required for loans guaranteed by Freddie Mac and its sister company, Fannie Mae, which have been wards of the government since the financial crisis.
Many borrowers with credit scores under 700 and less than 20 percent down payments instead have turned to loans backed by the Federal Housing Administration. Such FHA loans require hefty insurance payments, which, unlike the private mortgage insurance sometimes added to Fannie and Freddie loans, cannot be canceled if rising home prices cause the borrower’s equity to rise above 20 percent.
Freddie Mac asks lenders early each week about the terms that they are offering to solid borrowers seeking mortgages of up to $417,000 that conform to guidelines for loans guaranteed by Freddie and Fannie. The borrowers would have paid a little more than half of 1 percent of the loan balance in upfront lender fees and discount points to obtain the rates. Payments for such services as appraisals and title insurance are not included.
The survey provides a consistent gauge of mortgage trends, but actual rates adjust constantly and are influenced by many factors. The borrowers’ credit histories, income and debt loads affect the rates they may be offered. Additional factors include whether the borrowers opt for zero-cost loans at higher rates or pay extra to lenders initially to lower the rates.

Good-bye keys: ‘Smart locks’ let you in without them

When Christy and Joe Affrunti bought their Long Island, New York, house last year, one of their first projects was replacing the traditional front-door lock with one that opens using a pass code. They were tired of the hassle of “jiggling with a key.” Now, when they need to give someone like a repairman temporary access, they give a temporary code to get in. They share their permanent code with friends; those who arrive at the house before they do, for instance, can “come in and be comfortable instead of sitting in their car,” Christy Affrunti says. “And when we feel too many people have the code, we create a new one and start again,” she says. “It’s perfect.” High-tech door locks — typically controlled by keypads, phone apps or even the swipe of a finger — could be pushing house keys into oblivion after centuries of trusty service. “For homeowners, being free from having to carry a key every time they go outside is a lot more liberating than you realize,” says Christopher DeSchamp, of the lock company Schlage. Many lock companies are ramping up their electronic-lock offerings in response to consumer interest. “People are expecting connectivity and 24/7 accessibility,” says Keith Brandon, Kwikset’s director of residential access solutions. “Smart locks of whatever variety are becoming more what people are expecting and are interested in.” Michael Tierney, standards coordinator for the Builders Hardware Manufacturers Association, which certifies home products, says keyless locks are also safe. “Keyless locks have been in the marketplace for some time now — stand-alone units for decades, and the connected products for more than 10 years — and have been proven to be safe and reliable,” he says. But choose wisely. Tierney
recommends buying only from manufacturers that follow industry standards for security. Protect any passwords connected to the devices, and change batteries as needed. Schlage has a “kick” sensor that warns customers when someone is trying to break in, DeSchamp says. Today’s smart locks basically fit into three categories: 1. The most basic are opened by pushing a button or keypads. More sophisticated models allow homeowners to change codes or relegate them to particular users. Entry-level locks cost roughly $70 — about twice as much as a traditional deadbolt. 2. Other keyless locks are operated by phones, either using push-button pads, an app or simply holding a connected phone near the lock. Although it looks like a traditional lock, Kwikset’s Kevo is opened with a swipe of the finger. 3. Then there are locks that operate as part of larger “smart home” systems, from home-security systems to thermostats. Offshoots of the smart-lock industry are cropping up as well. KeyMe, a New York-based company, operates kiosks around the country that let customers make copies of digital keys and store them in the cloud. Which speaks to the fact that going keyless doesn’t totally eliminate the possibility of getting locked out. DeSchamp says his company offers call-in technical assistance to those who have “lost” their digital keys. Kwikset customers can manage them through the company’s website, Brandon says. And electronic locks are becoming common enough that many traditional locksmiths now know how to service them. But when all else fails, there’s still an old standby: Kwikset’s Kevo can be opened with a key.

US home sales roared back to life in March BY JOSH BOAK THE ASSOCIATED PRESS
WASHINGTON — U.S. homebuyers flooded back into the real estate market in March, pushing up sales and prices at the start of the spring buying season. Sales of existing homes jumped 6.1 percent last month to a seasonally adjusted annual rate of 5.19 million, the National Association of Realtors said Wednesday. Home purchases recovered after setting a weak pace in January and February, when an extremely cold and snow-filled winter cut into purchases. Relatively low mortgage rates and robust hiring has raised expectations that sales will improve after slipping slightly in 2014. But the surge in sales has yet to cause a meaningful increase in listings. The market has just 4.6 months of
supply, compared to six months in what economists consider to be a healthy market. The limited supplies have caused prices to rise at a level that hurts affordability. Median home prices increased 7.8 percent over the past 12 months to $212,100. This sets up a tension between rising demand and limited supplies. In order to build on the current sales momentum, more houses need to be listed, said Richard Moody, chief economist at Regions Financial. “While improving labor market conditions have fostered sturdier income growth and first time buyers are coming back... we nonetheless continue to harbor concerns that lean inventories could pull the plug on a potentially promising spring selling season,” Moody said.

Real estate continues to recover from a housing crash that triggered the 2008 financial crisis and dragged down prices through 2012. But the sluggish pace of the nearly six-year recovery has kept wages from rising significantly, which has put homes out of reach for many as prices head higher. Many potential sellers are still underwater on their mortgages, meaning that they owe more than their home could fetch in a sale. This restricts the number of listings. The March sales rate topped 5 million for the first time this year — and suggests that sales should improve from the total of 4.94 million in 2014. Still, in a healthy market, sales would average roughly 5.5 million a year, economists say. Home-buying improved in all four

geographic regions last month. The largest gains came from the Northeast and Midwest, areas where fierce winter weather in the prior two months delayed sales. First-time buyers are also creeping back into the market. They accounted for 30 percent of March purchases, up from 29 percent in February. Yet firsttime buyers usually compose 40 percent of sales in a healthy market. The sales figures reinforce several other indicators that suggest a strengthening housing sector. The real estate brokerage Redfin reported last week that sales jumped 10.1 percent in March compared with 12 months earlier. That’s close to the 10.4 year-over-year increase tracked by the Realtors.

Average hourly wages have risen only 2.1 percent over the past year, meaning that.
