Reduce exposure to harmful VOCs at home METRO SERVICES

Volatile organic compounds are emitted by a vast array of products. The Environmental Protection Agency warns that VOCs consist of gases discharged from solids or liquids that produce short- and longterm health effects. VOCs are particularly troubling because their concentrations are consistently up to 10 times higher indoors than outdoors. Those who spend time inside of homes and businesses may be at risk from concentrated exposure to VOCs.

Notable items that produce VOCs include treated woods, carpeting, building materials, paints, waxes, fabrics, and varnishes. Since people are constantly breathing in air, and whatever is circulating within it, it’s important for individuals to be conscious of these common offenders. VOCs can be dangerous because they may cause everything from minor symptoms of headaches, nausea and stuffy noses to more serious conditions like nervous system problems and kidney

and liver damage. Some VOCs are known to cause cancer in humans, warns the EPA. To reduce exposure to VOCs, homeowners are advised to take the following steps. • Read product labels carefully for warnings against VOCs. Whenever possible, select products that do not emit VOCs. • Invest in alternative products, such as all-natural cleaning solutions. Many people find that common and safe items like vinegar, citrus oils and baking soda are as

effective as chemical cleaners without the same harmful side effects. • Use an air purifier in conjunction with HVAC systems. Purchase an air purifier that specifically filters out odors and VOCs, which can help people with chemical sensitivities. • Rely on natural ventilation when using products that have strong odors or are suspected of emitting VOCs. This can be as easy as opening windows and doors or doing work outside.

• Use a shed rather than an attached garage to store gas cans, pesticides, paint thinners, and other odoriferous materials away from the home. Contact the municipal waste department to learn how to properly dispose of leftover chemical products. • Rethink flooring materials to include carpeting that is low VOC or alternatives such as washable rugs or hard flooring. • Don’t forget to fill a home with plenty of live plants. A study from researchers

at NASA found that certain indoor plants are effective at naturally purifying air. • Exercise caution with drycleaned clothes. Perchloroethylene is a chemical most widely used in dry cleaning. Air out dry-cleaned clothes before wearing them, particularly if they have strong chemical odors. Volatile organic compounds can be excreted through various items. Individuals who educate themselves can greatly reduce their exposure to these harmful compounds. ■

5 tips for buying a foreclosed home TRIBUNE NEWS SERVICES Buying a foreclosed home is not like the typical home purchase. In many cases: — Only one real estate agent is involved. — The seller wants a preapproval letter from a lender before accepting an offer. — There is little, if any, room for negotiation. — The home is sold as-is, and it’s up to the buyer to pay for repairs. On the upside, most bankowned homes are vacant, which can speed up the process of moving in. “Buying a foreclosure is definitely a bit of a grind. It’s not easy,” says Robert Jensen, broker and president of the Rob Jensen Co. in Las Vegas. “You’re getting fantastic pricing, but sometimes it takes going through a lot of houses and writing a lot of offers to get the home you want.” Find a real estate broker and a lender. The first two steps for buying a foreclosure should be taken at the same time. While you’re looking for a real estate broker who works directly with banks

that own foreclosed homes, get a preapproval letter from a lender. Elaine Zimmerman, a real estate investor and author, recommends that shoppers first visit any site with a database of foreclosed homes. You also could look at a local real estate website that lets you filter the results to see only foreclosures. You might find the acronym REO, which means “real estate owned.” This signifies that the property has been foreclosed on and the lender now owns it and is selling it. Get a broker on your side. The goal of combing through foreclosure listings is not to find a house; it’s to find an agent. Banks usually hire real estate brokers to handle their REO properties. In many cases, the buyer works directly with the bank’s broker instead of using a buyer’s agent. That way, the commission doesn’t have to be split between two brokers. “A lot of these Realtors have a long-term relationship with these banks, and they know of listings that haven’t even come on the list yet,” Zimmerman

says. “Call them about the listings that you’re interested in, but also ask them about listings that may be coming up because sometimes it may take a day or two or even a week before a listing actually comes onto the database.” In places where thousands of foreclosed properties are for sale, you might not get much attention from overloaded agents. To prove that you’re serious about buying, says Jensen, “Right before or after you meet with the agent, meet with the lender.” Get a preapproval letter Unless you plan to pay cash, you’ll need a recent preapproval letter from a lender. The letter will detail how much money you can borrow, based on the lender’s assessment of your credit score and income. “The problem is, buyers want to find the house first, and then they think they’ll work out the financing,” Jensen says. “But the problem is, the really good deals on these bank-owned, they go quick — and the buyer doesn’t necessarily have time to try to work out the financing

afterward. They need to work that out first.” Zimmerman says some first-time buyers make the mistake of assuming that the bank selling the home will also finance the mortgage as part of the deal. “Don’t expect to get financing from the bank that foreclosed on it,” she says. “That’s a totally separate transaction, and they view it that way. The people in the (bank’s) REO department are not loan officers. They are getting rid of bad assets.” Look at ‘comps’ before making an offer. There’s no rule of thumb on what the bank’s bottom line is on price. Just as with any other real estate purchase, you have to look at the recent sales prices of comparable properties, or “comps.” “You really have to look at the comps in today’s current market conditions and write a competitive offer based on that,” says Jensen. “Sometimes the bank prices the homes really low, and the home will have multiple offers over list price within hours. “Sometimes it’s priced too

high, and you can come in lower. A lot of times, buyers will come to me and say, ‘We want to write offers for half price.’ It just doesn’t work that way.” Bid the higher price if homes are selling quickly. Keep in mind that foreclosed houses generally are sold as-is. That means that you shouldn’t expect to get a discount to compensate for repairs. Jensen says: “Let’s say the house is listed for $200,000, all the comps are $200,000, and so the client comes in and says, ‘Hey, look, I want to buy this house but I’ve got to do paint, carpet and fix some mold damage, so I want to take $15,000 off the price.’ You know what? All the other ones were in the same condition, and they sold for $200,000.” Jensen further advises finding out how quickly comparable houses are selling. With foreclosures, a 3,500-square-foot house with a pool in a gated community might sell within days or hours, but more modest homes might sit on the market for weeks. Or vice versa, depending on market conditions.

If the foreclosed homes you’re looking at are selling swiftly, “the best advice on a bank-owned property is to come in at your highest and best, unless the property has been sitting on the market forever with no activity,” Jensen says. “If you’re going to be upset because you would have gone $5,000 more but you lost the property, just bid the higher price in the first place.” Find tradespeople who can assess, repair damage. Because repairs are almost inevitable with foreclosed houses, Jensen and Zimmerman recommend getting to know tradespeople who can assess and repair damage from pests, mold and leaks. Zimmerman says you should assume that the air conditioning needs to be fixed, and possibly the heating system, too. It all sounds daunting. But at least you don’t have to wait for the owner to move out of the house. Finance home improvements on a foreclosed property with a personal loan. ■

Succulents are good drought-tolerant plants to include in landscape designs. During the early and oftentimes rain-drenched days of spring, it can seem like there may never be a time when plants will struggle to get their share of water. But drought can affect any area, and arid climates in particular. Ensuring gardens can survive drought takes patience and forethought. Drought can be particularly troubling for avid gardeners because it can wreak havoc on lawns and gardens. In addition to causing changes in the physical appearance, including wilted, dried out leaves and stalks, drought can weaken the integrity of plants. This makes plants more susceptible to disease and attacks from plant-preying insects, according to Better Homes & Gardens. In addition, it can take years for plants to recover from drought.

US long-term mortgage rates jump; 30-year at 4.62 percent ASSOCIATED PRESS

WASHINGTON (AP) — Longterm U.S. mortgage rates jumped this week after two straight weeks of declines, reaching their second-highest level this year. Against a backdrop of rising interest rates in the economy, long-term loan rates have been running at their highest levels in seven years. And the Federal Reserve on Wednesday raised its benchmark interest rate for the second time this year and signaled that it may step up its pace of rate increases. Mortgage buyer Freddie Mac said Thursday the average rate on 30-year, fixed-rate mortgages was 4.62 percent, up from 4.54 percent last week. By contrast, the 30-year rate averaged 3.91 percent a year ago. The average rate on 15-year, fixed-rate loans increased to 4.07 percent from 4.01

percent last week. The average 30-year mortgage rate reached a high this year of 4.66 percent on May 24; the 15-year rate hit 4.15 percent that day. Freddie Mac chief economist Sam Khater

said the impact on consumers of the Fed’s rate hike will be smaller than in its rounds of rate increases in past years. He noted that a much smaller portion of mortgage loans now are tied to changes in short-term interest rates — adjustable-rate mortgages now

account for only 8 percent of loans, as opposed to 31 percent in 2004-06. “Still, inflation continues to firm and borrowing costs are inching higher,” Khater said. To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. The average fee on 30-year fixed-rate mortgages fell to 0.4 point from 0.5 point last week. The fee on 15-year mortgages was unchanged at 0.4 point. The average rate for five-year adjustable-rate mortgages jumped to 3.83 percent from 3.74 percent last week. The fee declined to 0.3 point from 0.4 point. ■
