Sellers, give every room a role BY KIM COOK  THE ASSOCIATED PRESS

Many of us have one room in the house that doesn’t really have a job. Maybe we set it up with an air bed once in a while for guests, or shove out-ofseason clothing boxes in there, or use it as a holding zone for stuff we’re not sure what to do with. But when your house is on the market, every room has a role to play to make the sale. Next to fixing whatever’s broken, staging — decorating rooms in an inviting way to help people imagine living in them — is important. “The purpose of home staging is to draw the buyers into the house emotionally so they say, ‘Wow, we want to live here!’” says Melinda Bartling, a real-estate agent and home stager in Overland Park, Kansas. “Buyers must be able to see themselves living in the house, not questioning why it looks the way it does. For example, if you use your finished basement as a catch-all, buyers will wonder what’s wrong with the space.” New York-based real-estate agent Nathalie Clark’s motto is “minimalism with personality.” “The owner’s presence must be as discreet as possible, but the rooms have to feel inhabited and should clearly state their function,” she says. Some ideas from stagers on what to do with an unused space: MAKE IT A CLOSET Everyone wants good storage. Turn a potential shortcoming into a valuable feature by transforming a small room into a large closet or dressing room. Install a shelving system; if money’s an issue, just outfit one long wall to achieve the purpose. Add a chair or ottoman and a large mirror, perhaps, so buyers can imagine a dressing room. If your home is short on storage, consider outfitting an under-stair niche or other “dead” space with shelving,

and stock the shelves with smartlooking boxes and bins. But leave some empty space in a closet, too. “Closets filled with items other than clothes send the message there isn’t enough storage in the house,” says Bartling. MAKE IT CREATIVE Transform a bedroom with a tiny closet into creative workspace. Suggest a craft or art studio with a table and some neatly displayed materials. Line up a series of identical bookshelves and make a small yet inviting library by adding a rug, a comfortable chair and a side table. MAKE IT AN OFFICE Real-estate agents tend to prefer that bedrooms be staged as bedrooms, because buyers usually want lots of those. But depending on your market, it may pay off to stage one of those rooms as a home office. If you’ve got more than four bedrooms, Clark says, turn one into a home office. In a four-bedroom home, “use the room farthest from a bathroom,” she advises. Add a desk, chair and lamp, and lay down a fresh new rug in either a chic neutral hue or a style-savvy pattern that ties it into neighboring rooms. MAKE IT A WORKOUT SPACE Empty nesters often have basements that once were playrooms. Clark suggests converting a space like that into a cozy TV room or gym. “For a gym, you don’t need a lot of fancy equipment,” she says. “A bench, some neatly stacked weights, a few ropes or bands hung on pretty hooks, a mirror and a mat can all easily be arranged to create a powerful visual effect.” 

Pay cash for home, get quick cash-out refinance BY JANNA HERRON BANKRATE.COM

As homebuyers plunk down all cash to win houses, some of them might wonder how quickly they can convert that equity back into Benjamins. The answer? They can get a cash-out refinance almost immediately, thanks to a little-known Fannie Mae program. The delayed financing program allows all-cash homebuyers to refinance and take equity out as soon as they close on the home purchase. Before mid-2011, when the program went into effect, homebuyers had to wait at least six months before tapping home equity. That’s good news for homebuyers in all-cash sales, which were a third of all purchases in the first quarter of 2014, up from the previous two years, according to the National Association of Realtors. And those are not all investors either, says the NAR. Many are retiring baby boomers trading down to more manageable homes and pocketing the difference when they do it. The delayed financing program gives them the option to take home even more cash while enjoying historically low interest rates on a conventional home loan. “I’m seeing it more and more in the areas where the property market is really heating up,” says David Cary, a mortgage broker for C2 Financial Corp. who works in the California market. “It’s made a big difference to clients I work with because they don’t want all their money tied up in real estate, even for a short time.” DELAYED REFINANCING 101 Despite no wait time, the program comes with rules: The sale must be arm’s length, meaning no parents selling to their children or business partners transacting with each other, Cary says. Homebuyers must prove where all the cash came from to buy the house, something that isn’t necessary during a regular refinance, says

program allows homebuyers to present a cash offer, then replenish their liquidity once the deal is done, Sheldon says. The program can act as a hedge against rising interest rates, if the buyer believes rates will increase in the six months after buying, Sheldon says.

If the home was bought using money from a home equity line of credit on another house, the money from the cash-out refinance must first be used to pay down the HELOC debt. Gift funds used to buy the house cannot be paid back with the cashout proceeds. There also cannot be any lien or loan financed directly against the property, such as a HELOC, Leyrer says. LIMITS ON MONEY AMOUNTS The program can be used for primary residences, second homes or investment properties up to the local conforming loan standards (typically $417,000). But the amount of equity that can be pulled out depends on what the house

will be used for, says Scott Sheldon, a senior loan officer for Sonoma County Mortgages in Santa Rosa, Calif. The details: Owners of primary residences can borrow up to 70 percent of the home’s value. Investment properties and second homes are limited to 60 percent or less. Borrowers also cannot have more than 10 financed properties to qualify for the delayed refinancing program, Sheldon says. WHY PEOPLE USE THE DELAYED FINANCING PROGRAM There are several reasons that homebuyers may use the delayed financing program instead of waiting the six months to tap equity: A property may be in such disrepair

that a lender won’t underwrite it, Cary says. With this program, a homebuyer can buy the property, make quick repairs and take money out of it before six months elapse. The chain of buyers and sellers might have irreconcilable timing issues. One of Cary’s homebuyers used the program as he downsized from one place to another. “The buyer couldn’t close on his old home before buying the second residence and the seller wouldn’t wait until he closed,” Cary says. “So he used pretty much all the cash he had from retirement funds to buy it and then used this program to get it out.” It can be used as a tactical advantage in a hot market. Many sellers would rather accept cash offers over those with a financing contingency, sometimes even when the cash offer is lower. The

REASONS TO AVOID THE DELAYED FINANCING PROGRAM The delayed financing program isn’t always easy to find. Even though Fannie Mae buys this type of loan, many lenders don’t offer it, Cary says. That means less competition on rates and terms. “In my experience, the big four banks did not have this type of loan the last time I did it,” Cary says. “Some don’t want to get involved and others make it even more restrictive.” Getting the cash out earlier also means you will get a higher rate, pay higher fees and deal with more paperwork to close the loan, says Sheldon. “If you wait six months,” he says, “you can get the same product, except cheaper and easier.” 5 KEY FACTS ABOUT THE DELAYED FINANCING PROGRAM It lets you buy a home with cash, then do a cash-out refinance immediately. You have to show where the cash came from to buy the house. The purchase must be an arm’slength transaction. You can get more cash if it’s a primary residence, and less if it’s a second residence or investment home. What are ‘no-cost mortgages,’ and are they a good deal? BY JACK GUTTENTAG  THE MORTGAGE PROFESSOR

A no-cost mortgage is one on which all lender fees are waived, and (subject to the possible exceptions described below) other fees are paid by the lender. The quid pro quo is a relatively high interest rate, which makes the NCM costly for borrowers who expect to have their mortgage a long time. But if the borrower has limited cash, avoiding an upfront cash drain may be much more compelling than the higher interest cost spread over many years. No-cost mortgages have one feature that I like a lot. Because lenders offering NCMs pay for services obtained from third-parties, such as title companies and appraisers, they have an incentive to find the service providers offering the lowest price. When borrowers pay for these services, which is most of the time, lenders generally accept high prices that make the service providers beholden to them. The relative simplicity of a mortgage with only one price dimension is also attractive. In principle, it should make price-shopping much easier. Unfortunately, ambiguity about which costs are covered and which aren’t can nullify this benefit.

DON’T CONFUSE NO-COST WITH NO-CASH “No-cost” means either that there is no charge, or that the charge is paid by the lender with the lender’s own funds. “Nocash” means that the borrower has no out-of-pocket payment to make at closing. However, there may nonetheless be a charge due at closing that will be paid by the borrower with funds borrowed from the lender. In such case, while there is no out-of-pocket payment, the loan balance at closing will be larger by the amount of the charge. Confusing no-cash with no-cost is one of the worst mistakes a borrower can make, and it happens often, especially on refinances. Borrowers who are refinancing are often unsure exactly what their old loan balance is, and may not notice that the new balance includes a fee paid to a third party involved in the transaction. WHICH COSTS ARE COVERED? All charges that are ordinarily paid directly to lenders, such as points, origination fees, lock fees, and application fees are covered by the no-cost provision. The same is true of charges paid to third parties for services required by the lender, such as title insurance (lender policy), flood insurance, appraisal, credit report, and legal services. One possible exception is per diem interest, which is the interest charge between the closing date and the first day of the following month. Charges that are viewed as the responsibility of the borrower, even though the lender may require them, might or might not be covered by the no-cost provision. These include: Escrows for taxes and insurance, which are borrower funds set aside to assure payment of the borrower’s future obligations.

Homeowners’ insurance. Owner’s title insurance. Transfer taxes charged by governmental entities. These vary from one governmental jurisdiction to another, and are the least likely to be covered. SHOPPING FOR A NO-COST LOAN One shopping strategy is to compare NCLs offered by lenders who merchandise them. To do this successfully, you need three pieces of information from each such lender. Settlement costs that are not covered by the no-cost provision. The interest rate on your preferred loan. Available validation of the rate on the lock date. The last item deals with the problem, which I have discussed in previous articles, that some lenders lowball the rates they quote to snare deals, then raise them when they lock and it is too late for the borrower to bail out. The rate they quote should be the rate at which they would lock if all the processing had been completed. Perhaps the best way for a lender to validate the accuracy of a price quote is to provide the borrower with access to the pricing system used by the firm’s loan officers. ROLLING YOUR OWN NO-COST MORTGAGE NCMs are available from any lender, whether they merchandise them as such or not. For example, all the lenders who price their mortgages on my site will allow borrowers to fashion a NCM. Every lender develops a pricing matrix of interest rates and points on every product. Points are upfront payments expressed as a percent of the loan amount. At higher interest rates, points become negative, meaning that the lender pays the borrower rather than the reverse, and are referred to as “rebates.” Since lenders use rebates to pay borrower settlement costs, rebates are what make NCMs possible. The challenge is to find the interest rate that carries a rebate just large enough to cover all the settlement costs of the transaction. If the rebate isn’t quite large enough, some costs will have to be paid by the borrower, but if the rebate is too large, the borrower will lose the excess. Rebates cannot be withdrawn in cash or used for the down payment.
