Introducing the manageable mortgage BY JACK GUTTENTAG THE MORTGAGE PROFESSOR
Last week I suggested that the standard mortgage was very difficult for many borrowers to manage because of its rigid payment obligation, the fixed payment period and payment amount, and the high cost of building a payment reserve. This article introduces what I will call the Manageable Mortgage which has none of these problems. It would give borrowers the leeway to integrate the management of their mortgage into their lifestyle and budgetary practices, without weakening the discipline that many borrowers require.
HOW THE MANAGEABLE MORTGAGE WOULD WORK:
INTEREST AND PAYMENTS: Interest would accrue daily instead of monthly, so borrowers have an incentive to pay early rather than late. Payments would reduce principal by the same amount on the day received. There is nothing novel about this; HELOCs and simple interest loans work this way now. Payments could be made on any day for any amount. Since interest accrues daily, there is no need to partition payments into interest and principal components. Payments go entirely to principal.
THE BORROWER’S OBLIGATION: The discipline imposed on the borrower is defined in terms of the loan balance rather than the payment. On any given day there is a maximum balance which declines day by day over the term of the loan. The maximum balance schedule is shown in the note. So long as the loan balance is below the maximum balance, the borrower is OK. It doesn’t matter, furthermore, how the balance was reduced to its current level. It is up to the borrower to determine when payments are made and how large they are. The technique of defining the borrower’s obligation in terms of the balance rather than the payment has also been used before, notably by CMG which created such a mortgage prior to the financial crisis. I have an article about CMG on my web site. CONTRACT VIOLATION: A borrower is in violation when the actual balance is greater than the maximum balance. (Call this “excess balance”). An excess balance up to some amount stipulated in the note might be allowable, the equivalent of the current 15-day grace period. No late charges need be imposed, however, because interest would continue to accrue. To minimize disruption to existing
systems, a delinquency could be defined as an excess balance exceeding 30 days, while a default would be an excess exceeding 90 days. AMORTIZATION SCHEDULES: The schedule of maximum balances could be defined as the balances in an amortization schedule based on fullyamortizing monthly payments. It also could be hand-tailored to the payment preferences of the borrower. However the schedule of maximum balances is defined, borrowers would be provided with amortization schedules based on their own payment preferences. If they wanted to pay biweekly, for example, they would receive a biweekly payment amortization schedule. USE OF THE INTERNET: In addition, borrowers would have access to their loan files on the internet. On the day they log in, they would see their current balance, maximum balance, and the number of days until their balance equals their maximum balance Borrowers would also be offered easy simulation capacity so they can play “what ifs” with regard to future payments. They would be able to specify future payments in a variety of ways, and in each case trace the

impact on the balance versus the maximum balance. In this way, the Manageable Mortgage could become the core of the intelligent household’s financial planning. The Manageable Mortgage would eliminate the rigidities of the standard mortgage. PAYMENTS COULD BE SKIPPED OR DEFERRED: Borrowers cannot skip a payment on the standard mortgage under any circumstances. On the Manageable Mortgage, in contrast, borrowers could skip a payment so long as their balance stays below the maximum. Those with fluctuating income could adopt a payment schedule at the outset that is a little larger than needed for full amortization, building in the capacity to skip one or more payments. Alternatively, they can build up the capacity to skip payments by making extra payments earlier. BORROWERS CAN SELECT THEIR OWN PAYMENT PERIOD: The standard mortgage requires borrowers to pay monthly. On the Manageable Mortgage, in contrast, borrowers could elect to make payments monthly, weekly, every other week, twice a month or something else — whatever best suits their income pattern and budget
practices. BORROWERS CAN REDUCE THE MONTHLY PAYMENT BY MAKING EXTRA PAYMENTS TO PRINCIPAL: On the standard fixed-rate mortgage, borrowers cannot reduce their monthly payment by making extra payment to principal. On the Manageable Mortgage, in contrast, there is no required payment, so the borrower who reduces the balance by making extra payments can reduce the periodic payment without breaching the maximum balance rule. BORROWERS CAN ACCUMULATE A PAYMENT RESERVE WITHOUT LOSS OF INTEREST: With a standard mortgage, a borrower with excess cash can either make payments early, losing the interest saving, or pay down the balance to save the interest, but not both. On the Manageable Mortgage, the borrower can do both because an extra payment saves interest at the mortgage rate, and also allows a reduction in future payments. Would you like to know what your house is worth? Give your real estate broker five minutes. She’ll tell you the sales price of all sales STUART SCOTT through the Multiple Listing System (MLS) of homes similar to yours. She’ll have results from web sites purporting to know its value. She’ll tell you about every house’s mortgage, and know about most major home improvements you and everyone else have made. She’ll drive through your neighborhood in her Google-mobile. It hasn’t always been this way! When I entered the real estate business in 1971, you’d find me in the meeting room of a local restaurant every 8:30 Tuesday morning along with a couple of dozen other brokers. We all brought a three ring binder. We brought any new listings we had, and any changes to our listings with three holes carefully punched in. Around the room we sent, dispensing and collecting new listing sheets. If you wanted to know what your house was worth, we brokers would go through court house records to check for recent
sales. We’d ask other brokers what they knew. And then … ? Well, and then … we’d extrapolate what we knew to give you our best guess what a willing buyer might be a willing to pay. Which is what we do today … only with more information to confuse things. You see, an exact value is a mythical beast. Suppose the day your home hits MLS there are three families in town looking for a home just like yours. And, they all have to have a contract by Friday to enroll the kids in school. And you’re the only similar home on the market. Or, conversely, suppose the day your home hits MLS there are six other homes like yours on the market, but there don’t happen to be any buyers in the market. Same house, but the price difference could be enormous. How in the world can you make a pricing decision with such variability? Good news! There’re no more gatherings of brokers with three ring binders bringing market information up to date. If there were any pricing changes this week, everyone already knows. We convey pricing, and any other changes, virtually instantly. The best way to approach pricing today is to use your broker’s wonderful market information. Together, you can
look at pictures, location, improvements, etc., see how your house compares, and you can come up with a competitive price. The goal of a listing price is to generate showings and then for one of those showings (or more than one!) to generate an offer. If the phone doesn’t ring for a month, we know that the entire buyer pool has seen the listing and passed on it. If you decide to make a price adjustment, you get a fresh look from that whole existing buyer pool again … as the saying goes, you only get one chance at a first impression … but with real estate technology today you do get multiple chances to attract buyers in this manner! Tell her your time frame. Then be ready to take advantage of our instant communication today. If you’re not getting showings with great interest, and you’re in a hurry, then lower your price. With 95 percent of buyers searching the net, they and their brokers will see your price change immediately. If you’re in no hurry, you and your broker can be very patient. Keep adjusting your price to meet market conditions and your level of patience. No matter what you might think your house is ‘worth,’ the real question is WHAT a buyer is willing to pay WHEN you need to get it sold.
Factors that impact a home’s value STATEPOINT MEDIA
It may seem like the size of your home is the be-all and end-all of your home’s value. But there are many factors that determine the listing price of a home. A new report offers some insights. The Coldwell Banker Home Listing Report ranks the average listing price of four-bedroom, two-bathroom homes in nearly 2,000 markets across the country. Analyzing more than 51,000 similar-sized listings, it addresses how much a home in one market would cost if the same home were located somewhere else. For example, the report reveals that for the price of the average home in Los Altos, California, you could purchase 30 similar-sized homes in Cleveland, Ohio, nine homes in Charlotte, North Carolina,
eight homes in Chicago, Illinois, five homes in Miami, Florida or two homes in Seattle, Washington. But why are there discrepancies? “It’s amazing how much location impacts a home’s value,” says Coldwell Banker Real Estate consumer specialist Jessica Edwards. “Typically, urban markets are expensive, while suburban and rural areas tend to be more affordable. However, many factors contribute to the average price of a home, such as commute time or proximity to the waterfront. The Home Listing Report is a helpful reference.” Local industry plays a role as well. In the case of Los Altos, which is ranked as the most expensive market in America,
the continued success of many tech companies contributes to the boom. This information can be useful, whether you’re planning to put your property on the market or you’re looking to relocate. For example, if you are scoping out a neighborhood where home prices are on the verge of increasing, area features to look out for include cultural institutions as well as such factors as unique architecture and proximity to mass transit and other trendy areas. Edwards recommends doing some quantitative research, including talking to your Realtor about how properties are selling in your area and whether business owners are investing in the neighborhood.

The season of entertaining family and friends is almost upon us. What better time to change or refresh your decor in an inexpensive way. What’s wonderful about design is it doesn’t always have to be expensive to look expensive. Many of the great successes in design can be achieved with a minimal amount of time and at a low cost. Here are some of my top designer shortcuts for ways to bring quick, easy decor into your home at an affordable price.
QUICK CENTERPIECES
Tall vessel filled with fruits or vegetables. There is nothing more colorful or festive than incorporating fresh fruits or vegetables into your decor. From large green, yellow or red peppers to artichokes, lemons and limes, jars filled with these colorful items can make a real statement. When it comes to lemons, limes and apples, incorporate the fresh leaves of the stem, sprinkling them throughout the height of the jar. Short flowers in small pitchers or vases. Big blooms such as hydrangeas or peonies look gorgeous when cut short and placed in a short vase, pitcher or apothecary jar. Other ideas include colored bottles, jelly or canning jars. The look is both fresh and elegant. Tall vase with stems. From a single stem in a tall slim vase to a handful of fresh cut flowers, flowers instantly say welcome to your guests. Glass hurricane/candle on a birch coin. A simple birch coin can add an instant organic element to your decor, and with a simple candle and glass hurricane on top, it can be an elegant centerpiece for a coffee or dining table. Carved out apple or artichoke with a taper candle. Whether it’s an artichoke or apple, carving out fruits and vegetables and inserting a tall taper candle can add instant appeal. Succulents in moss and sand. Tiny succulents are hearty enough to be around for plenty of holiday parties. Pair them with sand, moss or river rocks in a glass jar or vessel and you have a beautiful accent piece.
QUICK DECOR ITEMS
Affordable toss pillows. Toss pillows are relatively affordable, and the right pattern and or color can really add impact to a space. If you want a budget, craft-friendly idea, why not make toss pillows from affordable scarves? Treasured items placed in shadow boxes. Shadow boxes are such a beautiful way to display mementos and even those items you may have thought about packing away for good. Postcards, treasured photos and holiday cards all work, especially when paired with multi-dimensional items such as buttons, coins, souvenirs and mementos. Framed wallpaper. Wallpaper is making a comeback. Prints are bold, colorful and in many cases textured. Nearly all retailers that sell wallpaper allow potential buyers to take home free samples. The sample sizes are usually always substantial in size and perfect for framing. Framed pieces of fabric. When it comes to affordable/instant artwork, this tip tops my list! The beauty of fabric is you can buy it by the yard. Can’t paint? Why not buy yards of printed fabric and stretch it over a frame made of plywood? The result is a colorful, unique print. You can also frame smaller pieces to hang.

Mike Ryan was so skeptical of reverse mortgages that he thought for two years about getting one before he finally did it. The idea of taking equity out of his house, tax-free and with no monthly payments, was appealing. But still, he wasn’t sure. Then Beth Paterson, executive vice president at Reverse Mortgages SIDAC, a division of Greenleaf Financial, in St. Paul, Minn., told Ryan he could sell his current home and use a reverse mortgage to buy a new home. With that in mind, he was sold.
his wife lived in a home with a tuckedunder garage and 15-step staircase to the main level. “We wanted a single level so my wife didn’t have to traverse steps up and down. Every time we went to get groceries, we had to bring them up the 15 steps and vice versa,” he says.
REVERSE MORTGAGE A reverse mortgage is a home equity loan in which the borrower is not required to make payments. The homeowner must be at least 62 years old. A reverse mortgage accrues interest and does not have to be repaid until the homeowner dies or moves out of the house. The Federal Housing Administration calls it a HECM (pronounced HECK’M), for home equity conversion mortgage.
NEW HOME The reverse mortgage paid off an existing loan on that home and, combined with the equity from the sale, enabled the Ryans to buy their new residence. “The old house sold for $240,000,” Ryan says, “and that afforded me enough to actually put a few bucks in my pocket at the end of the day.” The Ryans’ new home, bought for $400,000 in November 2013, also has two levels, but the main living area is on the first level, just two steps up from the garage. The lower level is a walk-out basement that contains storage space and a guest bedroom. Both homes are in St. Paul.
A LONG CLIMB FROM THE GARAGE At the time, in mid-2013, Ryan and

were “one of the drawbacks,” Ryan says, but he adds that he and his wife had no concerns about using their home equity. “We’re the perfect candidates for a reverse mortgage because there’s no one for us to be leaving our money to,” he says. “The idea is: Why shouldn’t I enjoy the fruits of my labor when I was younger in my old age if it makes it a little easier for me? It’s the perfect tool.” So far, Ryan says, he has no regrets about the reverse mortgage, although it was difficult to move out of the home where he and his wife had lived 38 years. “The net result of having a reverse mortgage is that there are no more payments for you to make and you can live there until the last one of the two of you expires,” he says. “The beauty of it is you have a nice new house with no payments.” REVERSE AND REPEAT DeAnna Manley, 71, believes so strongly in the benefits of reverse mortgages that she’s taken out not just one or two, but three reverse mortgages, and she wouldn’t hesitate to go for a fourth if she could. “It’s a wonderful option,” Manley
says. Manley inherited her home in San Diego from her mother in 2010 and got her first reverse mortgage of about $200,000 that year. She says she used the money to pay off an existing $135,000 loan and “completely gut and remodel the house.” CASH OUT The house then appreciated in value, giving Manley the opportunity to obtain her second and third reverse mortgages, all from Eric Meehan, owner/broker of Golden Opportunity Reverse Mortgage in San Diego. Those mortgages netted Manley a combined total of about $60,000 in 2011 and 2013. An appraisal in 2012 wasn’t high enough for her to get a new reverse mortgage that year. “After I modernized the house, the value went up a lot,” Manley says, “so I did another reverse mortgage based on the new value. That got me back the same $60,000 that I had already gotten and spent.” That sum is now invested in the financial markets to supplement her retirement savings.
NO FEAR OF THE UNKNOWN Manley says she had no hesitation about the reverse mortgages or fees, though she is aware that some of the fees have become more expensive while others have been reduced. “I was a mortgage broker for 15 years and a real estate broker for 30, so it’s not scary to me,” she says. “The things that make other people nervous about real estate lending and all the hoopla and voodoo about buying and selling doesn’t bother me because I’ve been doing it for so long.” PRESERVING ASSETS Manley says her three adult children “are all interested” in her financial situation and know about the reverse mortgage, but don’t question her about it. “If I decide to get a mortgage, I’m going to do it,” she says. “There’s no sense talking about it. It would affect my offspring only to the degree that I am living off the equity, but I can either live off the equity or I can have equity and they can take care of me someday. I figure this is better.”
YARDSMART: Fill compost bins, not landfills, with compostable holiday decor BY MAUREEN GILMER MCCLATCHY-TRIBUNE NEWS
Long before Christianity became established in Europe, the ancient tribal people who lived there believed in the spirit of the vegetation. The Druid spirits lived within the ancient oaks that once covered the land before the Roman conquest. The oldest and most gnarled of those oaks or those located beside springs in the forest were thought to be oracles that were able to communicate with Druid priests through the gurgling of water and rustling of leaves. At the time of the winter solstice, what we call the shortest day of the year, the spirits were thought to move into the evergreen trees. The most well-known were the species of holly from genus Ilex, which were capable of retaining their rich green foliage throughout the winter and under snow. To honor these spirits, tribal people brought boughs of evergreen foliage into their homes, which in ancient times
were much like the thatched houses of the movie “Braveheart.” This is the origin of our Christmas decorating traditions before it was set in midwinter. This pagan celebration was one that encouraged the sun to return to the land and bring a plentiful food supply. Primitive people didn’t have calendars or written history to prove the sun would return, so they surrounded themselves with vestiges of the natural world instead. Today, winter celebrations of all kinds have been overwhelmed with massproduced glitz and plastic that is worse than artificial — a lot of this stuff won’t decompose after it’s discarded. Perhaps it’s time we turn back to the earlier traditions of Europe that came across the Atlantic and defined our early American holiday celebrations. As our nation expanded westward, the plants changed, but the way they were used remained
the same. This is our green tradition, which creates a festive environment with decorations that can be moved into the compost heap come January. If you’ve never sought decorations in the natural world, consider these primary materials that can be easily found both in the countryside and overgrown homesites throughout many cities.

STICKS When the deciduous plants bear their bones, they are sticks. Whether these originate in willow thickets along a drainage ditch or are clipped from our fruit trees, sticks brought indoors in winter are simple and organic. Wild grape and honeysuckle produce long, flexible runners that make lovely garlands by adding decorative leaves and fruit.
WEEDS When wild or naturalized plants die with frost, there’s often seed heads and unusual parts still standing. Teasel, an invasive weed, stands tall, topped with curious cones filled with seeds similar to those of coneflowers. Fluffy grass heads both decorative and wild are equally beautiful. Every region has its own weeds from West Coast artichoke to New England mullein.
ROSE HIPS AND BERRIES After roses bloom, they produce fruit
CONES AND CONIFERS Evergreen conifer boughs bring the
smell of Christmas indoors as their rich oils evaporate into the warm, heated rooms. Many of these trees produce cones that are free for the gathering to decorate the hearth or stud garlands draped upon a stair rail. You may not realize just how much there is to clip in most regions until you start looking around. When the deciduous plants are bare, you’ll find these evergreens stand out just like living spirits of the ancient world. Returning to our natural roots for the midwinter holidays is not only affordable, it’s better for the environment, too. Even in our cities there are many opportunities to find organic decorations in roadsides and waste places. Perhaps if more people returned to this traditional way of living, the holidays would not be a mass market event and our compost bins would be full at season’s end, not the landfill.
