Some people are not cut out to be homeowners. I call them NOHOs. What distinguishes them is not their income, their mobility, or where they live — rather, it is how they live. While homeowners live with at least one foot in the future, and have learned how to delay some gratifications for future rewards, NOHOs live from day to day, or week to week, or month to month, depending on how often they are paid. Typically, they have nothing left at the end of the pay period, and if they run out early, they have to scrimp or borrow, usually at high interest rates. When they purchase durables, such as a TV set, NOHOs price the purchase in terms of the monthly payment, which they attempt to fit into their weekly or monthly budget. They are easily seduced by offers of delayed payments, ignoring the high prices that accompany such offers. They never get ahead of the game, and if they run into an emergency that costs money, they are in trouble. Because homeownership is rife with such emergencies, NOHOs should not be homeowners NOHOs sometimes write me about buying a house because they have heard that owning is cheaper than renting. They would buy a house in the same way they would buy a TV set, by seeing if they can afford the monthly payment. They have no savings but have heard that it is possible to get a loan for 100 percent of the sale price. I try to discourage them by explaining the hidden costs and risks of home ownership, and by pointing out that as owners, they rather than the landlord are responsible for everything that goes wrong. The bubble period 2000 – 2006 was extremely friendly to NOHOs. This was when lenders were offering 100 percent financing and turning a blind eye to the adequacy of borrower incomes. It is possible that more NOHOs became homeowners during this period than in the prior two centuries. Even if the bubble had not been followed by a financial crisis, the foreclosure rate among NOHOs would have been horrendous. Any bump in the road is enough to throw home-owning NOHOs in the ditch. One who wrote me had calculated her monthly obligation net of the tax deduction on the mortgage interest, and fell behind on her payment because her tax saving did not become available until yearend. A common bump in the road is property taxes. Another NOHO who wrote me was in serious trouble almost immediately because the property tax estimate by the lender turned out to be $200 a month too low. The NOHO said he would not have purchased the house had he known

the correct figure. The reason for writing me was to solicit advice on how to sue the lender. More often, NOHOs can manage the tax when they move in but can’t manage a future tax increase. Of course, property taxes are known to rise, if not this year then next, it doesn’t take a lot of foresight to expect it. But foresight is in short supply among NOHOs. During most of our history, NOHOs had to rent, primarily because they did not have the down payment lenders required to finance a purchase. The down payment requirement is the most important condition imposed by home mortgage lenders to protect themselves. In the event a loan goes into default, the down payment reduces the loss from having to foreclose on the property. This is the equity protection provided by the down payment. Perhaps even more important, the down payment requirement is the most effective way to screen out NOHOs. Because NOHOs can’t save, they can’t make a down payment. This is the screening protection provided by the down payment. However, NOHOs can slip through the down payment screen if somebody other than the NOHO puts up the down payment and the lender (or insurer) accepts it. At various times, down payment assistance programs have been available from different sources. Today, veterans can obtain VA mortgages with no down payment, and the Department of Agriculture offers them to low-income purchasers in rural areas. I am not making a blanket condemnation of down payment assistance programs. Not everyone who can’t make a down payment is a NOHO, and our society seems to have a weak spot for first-time home buyers. But providing down payment assistance to first-time home buyers allows the NOHOs among them to slip in. Perhaps the least harmful source of down payment assistance is family members, for whom assistance is a vote of confidence by those who usually know the borrower best. The most harmful are nonprofit entities that get their money from home sellers. They not only remove the screening protection of the down payment, but they reduce or eliminate the equity protection as well. The reason is that the home sellers who provide the assistance raise their prices in order to get it back. These programs were made illegal by Congress in 2008 because they imposed heavy losses on FHA. Are you looking to buy a home and hesitating since you still haven’t accumulated an adequate down payment to avoid paying private mortgage insurance? You should explore the possibility of going the lender-paid mortgage insurance, or LPMI, route if that’s the only barrier preventing you from taking advantage of today’s low interest rates.

mortgage interest payments are. Thus, the higher interest rate you pay by doing the LPMI is tax deductible. Private mortgage insurance has been tax deductible in previous years, and the private mortgage insurance industry is lobbying to get the deduction extended, but it is not currently tax deductible.

WHAT IS MORTGAGE INSURANCE? Mortgage insurance is a policy that reimburses the lender if the borrower defaults on a home loan. Generally, lenders require mortgage insurance when the loan is for more than 80 percent of the home’s value. Often known as private mortgage insurance, or PMI. The Federal Housing Administration sells mortgage insurance, too.

PRIVATE VS. FHA Peter Milewski, director of homeownership lending with MassHousing in Boston, says that the state agency’s LPMI option, launched in April, makes up as much as two-thirds of its production. He says, “It is popular because it is a vehicle whereby the cost of mortgage insurance built into the interest rate is less expensive than paying for the mortgage insurance separately.” Milewski also finds borrowers leaning toward LPMI who would otherwise consider Federal Housing Administrationinsured loans as an alternative. FHA insurance has become more expensive in the past couple of years. On the negative side, you are tied to the higher interest rate you get with LPMI as long as you hold on to the loan. However, with borrower-paid PMI, the mortgage insurance payments are dropped automatically after the loan balance falls below 78 percent of the original value of the home.

AVOID PRIVATE MORTGAGE INSURANCE With LPMI, your mortgage lender pays your mortgage insurance premium upfront in a lump sum and passes on the cost to you in the form of a higher interest rate. With LPMI, the interest rate often is one-quarter to half a percentage point higher, but it sometimes can be outside of that range, either lower or higher. According to Bill Banfield, vice president of capital markets with Quicken Loans, “It is similar to leasing a car in that you can make a monthly payment every single month, or you could do a one-time payment and you get a discount for doing that.”

AN EXAMPLE OF PMI AND LPMI Say you are looking to buy a $200,000 house and don’t have the 20 percent down payment required to avoid mortgage insurance. If you were to put down $20,000 to make a 10 percent down payment, you would typically have to make a private mortgage insurance payment every month. Banfield says that at Quicken Loans, if you have a 720 credit score, you would pay $66 a month on private mortgage insurance in this case. At a 4.5 percent interest rate on a 30-year fixed mortgage, your monthly mortgage payment would be $912, making for a total monthly payment of $978, including the PMI cost. On the other hand, if you took the LPMI option, your monthly mortgage payment, at a slightly higher interest rate of 4.625 percent, would be $925, and you wouldn’t pay any additional amount in private mortgage insurance. Private mortgage insurance, both regular and lender-paid, gets more expensive with higher loan-to-value ratios or lower credit scores. TAX ADVANTAGE OF LPMI Opting for LPMI offers at least one advantage over going with private mortgage insurance: While your private mortgage insurance payment is not tax deductible, your

COMPARING THE OPTIONS As to which option is better for you, it all depends on your situation and what your plans are for your home purchase. Ask your banker to crunch the numbers to see what works best for you. Tim Pascarella, a senior loan officer with Ross Mortgage in Royal Oak, Mich., notes, “The one thing I tell my customers when it comes to lender-paid mortgage insurance is that there are a lot of things that factor into it. It is not for everyone. If this is the house you are going to live in for the next 30 years, you might just want to take the lowest rate possible and just deal with the private mortgage insurance.” REDUCING THE COST OF LPMI There are ways to reduce the cost of lender-paid mortgage insurance. For instance, you could buy down your interest rate with discount points. This way, you could pay the same mortgage interest rate as you would without adding on the additional LPMI-induced hike. You could even look into whether the seller of the house is willing to buy down your interest rate to sweeten the deal. Another option: Your mortgage lender pays only part of the mortgage insurance upfront rather than the whole amount. In this case, you would still make a monthly payment on private mortgage insurance, but one that would be considerably lower than the full payment you would otherwise be liable for. 

It’s wise, before the snow flies (or as soon as possible if flakes have already flown), to take the time to prep your home and property for winter. We hear often about emergency service calls that could have been avoided if homeowners had taken time to winterize or to hire help to get it done. Some advice is pretty much perennial. Each year, we remind people to inspect their homes, inside and out. From the roof to the foundation, check that everything looks ready to weather a big freeze or snowstorm. For example, gutters and downspouts should be clear, the chimney should be clean and safe, exterior and interior gaps and cracks should be sealed to keep out pests, cold air and moisture, and you should feel confident that your furnace is safe and efficient. But have you considered winterizing components and accessories outside your home? Here are some things it pays not to neglect. Irrigation system: Sprinkler pipes and other components can freeze and break when temperatures drop below 32 degrees. To prevent damage,

shut off the system’s water supply. Wrap the main shutoff valve and any above-ground piping with self-stick foaminsulating tape or foam insulating tubes. These are easily found at home supply stores. Shut down the controller. Most have an “off” or “rain” mode that stops signals to the valves, but allows the timing system to continue so you don’t have to reset the programming later. If you live where deep freezes can occur, drain water from the underground pipes through the manual drain valve, automatic drain valve or compressed air blow-out methods. When in doubt about how to do it, consult a reputable irrigation specialist. Landscaping: Once temperatures hit the freezing mark and plants die, cut perennials’ stems an inch or two from the ground. Consider mulching with a few inches of hay, straw or pine needles. Cover newer trees, shrubs and perennials with 2 to 3 inches of shredded bark, chopped leaves or other organic matter. Make sure the ground is frozen before covering. Mulching will help warm ground retain heat, which may encourage top growth that

could later be damaged or killed. In-ground water gardens or ponds: If leaves are still falling, cover with netting to keep them from accumulating, since decomposing leaves emit gases that can harm fish and plants. Don’t allow a fish pond to freeze over; fish need a basketball-sized hole where they can get oxygen. Outdoor hoses and lines: Water left in garden hoses or other lines and pipes can freeze, causing damage or even bursting. Turn off water spigots and water shutoff valves to hoses. Remove attachments like sprinklers or spray nozzles, and disconnect hoses from water spigots or air conditioning units. Un-kink hoses and let them drain completely. Looping a hose in a circle prevents kinking during storage and may push out any remaining water.
