Average US 30-year loan rate falls to 3.89 percent THE ASSOCIATED PRESS

WASHINGTON — Average U.S. long-term mortgage rates fell for the fourth straight week, a continuing boon for potential homebuyers. Mortgage company Freddie Mac said Thursday the nationwide average for a 30-year mortgage declined to 3.89 percent this week from 3.97 percent last week. It is now at its lowest level since May 2013. Rates are about a half-point lower than at the beginning of the year, when the benchmark 30-year rate stood at 4.53 percent. Rates have fallen in recent weeks amid economic slowdowns in Europe and China, and the start of a recession in Japan. The average for a 15-year mortgage, a popular choice for people who are refinancing, declined to 3.10 percent from 3.17 percent last week. Mortgage rates have been falling despite the recent end of the Federal Reserve’s monthly bond purchases, which were intended to keep longterm interest rates low. An improving economy led the Fed in October to end the program that it launched during the 2008 financial crisis. Fed officials also have indicated that they will continue to hold shorter-term rates at near-zero levels until signs emerge of rising inflation.

The Fed’s latest survey of business conditions around the U.S., released Wednesday, showed that the economy kept expanding in October and November, helped by solid gains in consumer spending, manufacturing and overall employment. The survey found many areas of strength and for the first time this year, the report didn’t see a need to qualify its summary of growth by using words like “modest” and “moderate.” To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount. The average fee for a 30-year mortgage was unchanged from last week at 0.5 point. The fee for a 15year mortgage also remained at 0.5 point. The average rate on a five-year adjustable-rate mortgage fell to 2.94 percent from 3.01 percent. The fee was steady at 0.5 point. For a one-year ARM, the average rate declined to 2.41 percent from 2.44 percent. The fee held at 0.4 point. 

The living room is falling apart and the whole family is coming over in two days — what’s a host to do? There might not be room for a décor overhaul in your schedule or budget, but you can still enjoy an updated home for the holidays. Jennifer Bertrand, Host of HGTV’s “Paint-Over! With Jennifer Bertrand” and season 3 champion of HGTV Design Star, shares her five favorite décor refreshers for the 2014 holiday season. “Life can get serious and heavy, we all need a breath of fresh air in our homes,” Bertrand said. “Challenge your whole family to get involved and be creative.” 1. ADD METALLIC, VINYL DECALS “I love using vinyl decals to dress up backsplash or bathroom tiles for the holidays. You can find great shapes like triangles and dots on Etsy. If you use a metallic gold or silver, it adds a bit of holiday whimsy and a fun, graphic design on otherwise solid tiles. You can also use them to create movement and add drama to your home. I’d suggest choosing a color that harmonizes well with your existing tile tone. It can really change the whole vibe in your home.” 2. STRING TWINKLE LIGHTS AND PLANT UPLIGHTS “Everybody hangs colored lights on their tree or the outside of their home, but I like to use clear twinkle lights in unexpected places inside the home. You can string them across your living room from the ceiling or underneath curtains and awnings. It really creates a sense of wonderment. If you’ve got any rooms without overhead lighting, you can also set up a few uplights behind a sofa or to shine on your fireplace. This is a great way to change the ambiance for a party or evenings in watching Christmas movies.” 3. PAINT THE FRONT DOOR “Painting your front door is one of the easiest ways to totally freshen up your home! You can paint the outside a warm red or touch up the inside for a new accent color in your entrance. Chalk paint, which has a milky finish and now comes in every color under the sun, is very on trend right now. It has a softer, vintage feel and is very user friendly as it doesn’t leave streaks. For generations, the choice was simple: 1. Strap a live Christmas tree to the roof of your car, wrestle it into a tree stand at home and hope it wouldn’t fall over. Or, 2. Put up an artificial tree that was unmistakably fake. Fortunately, the options have expanded dramatically, from realistic fake trees pre-lit with softly glowing LED lights to environmentally friendly, abstract “trees” made from reclaimed shipping pallets. Options for a real, live tree include “white glove” service that includes delivery and professional set-up. Here, three interior designers help sort out some options and share advice on stylishly decorating with holiday trees and branches, even in households where Christmas isn’t celebrated. EXQUISITELY ARTIFICIAL Designer Brian Patrick Flynn, founder of Flynnside Out Productions, loves the look and scent of real trees. But he is “hands down, 100 percent on Team Artificial,” thanks to the convenience and range of today’s fake trees. White trees are “excellent for more elegant,

sophisticated spaces,” Flynn says. He layers on ornaments in shades of white and metallics “for a less-is-more, tone-on-tone look.” Designer Lee Kleinhelter, founder of the Pieces home decor store in Atlanta, agrees. She uses a high-quality, fake white tree in her home because “it feels a little modern, and is a clean slate where I can use interesting objects to accessorize.” If you can’t quite imagine your handmade or hand-me-down ornaments on a sleek, white tree, consider getting a real tree for keepsake ornaments and putting a white tree in another location, perhaps near the front door, decked out in monochromatic ornaments. Sarah Fishburne, director of trend and design for The Home Depot, says many Americans now use one fake tree and one real one. If white isn’t your style, Flynn recommends realistic fake green trees with a “woodsy, rustic” look, or fake green trees coated with fake white snow, which are called “flocked” trees. “Flocked trees add amazing texture and can really tone down the overall greenness of an artificial tree, making it a little softer,” he says. REALLY EASY Beginning this year, Home Depot is making it simpler to bring home a fullsize real tree with “white glove” delivery service, says Fishburne. Choose a tree online and the company will bring it to your home and set it up in the stand for you. Another way to make real trees more manageable is to buy several small, potted trees in varying sizes, rather than one large one. “Groupings of trees really make an impact in any space,” Flynn says, “and if you’re going the untraditional route, or don’t have lots of windows to dress up or have an actual fireplace mantel, I think a grouping of trees in one spot creates enough of a focal point and it can stand on its own.”

BEST LOCATIONS Once you’ve chosen your tree, where should you put it? “The size and scale of your house can dictate a tall skinny tree by a staircase, or a more round, robust tree in a sunroom visible to the street,” Kleinhelter says. Rather than tucking your tree in a corner, she suggests finding a spot “where you can enjoy the tree on all sides.” If you have a large “showstopper of a front window” that faces the street, Fishburne suggests placing the tree there. “There’s something really lovely about coming home to that big tree in the window,” she says. It’s easy to put tree lights on a timer so they glow on schedule each evening. Flynn agrees that “if you really want your tree to make an impact inside and outside, sticking with a room toward the front of the home is the way to go.” But for maximum enjoyment, he says, “it’s also wise to make sure it’s just as much of a focal point from adjacent rooms as it is inside the space and from outside of the house.”

SIMPLE AND SAFE Pre-lit LED trees save you the time and effort of stringing lights. Some models also resolve any arguments over whether to use white lights or colored ones, says Fishburne; you can buy LEDlit trees that let you switch between them. LED lights also don’t burn as hot as traditional bulbs, so they may be a safer option, especially for rooms where children play and might try to touch the tree. “When I was little,” Fishburne says, “we knocked over a lot of trees.”

NON-CHRISTMAS TREES All three designers mentioned that it can be beautiful to use undecorated trees or branches to celebrate the season, whether or not you celebrate Christmas. “Woodsy trees just really evoke a feeling of coziness and wintry weather, so trees don’t necessarily have to be associated with an actual holiday or religion,” Flynn says. “It’s more about the warmth of gathering with friends and family during the colder months.” 

Dear Ken: I have that old hardboard siding that has seen better days. What are my options for replacing it with vinyl, stucco or other kinds? – Larna It mostly comes down to cost. Vinyl siding can be a good choice at a moderate price. It is truly mainatencefree; all you do is power wash it once in a while. It also can help increase the energy efficiency of an old home. Most of the good brands come with built-in foam insulation tucked into the back of each siding piece which, in a house built in the 60’s or earlier, can increase the R value in the walls by about a third. Steel siding and composites are the next level up the price chain. Steel comes with a baked on factory color and an attractive textured finish. This stuff is quite durable and, again, requires virtually no care (we don’t use aluminum here because of our frequent hail). Composite siding is a combination of a cement-like material and wood chips. It comes in a clapboard style that will look similar to the Masonitetype product you have now, but the comparison ends there. This material is infinitely harder than regular wood siding, so it won’t swell over time, plus it is has significant hail resistance. It also comes with a factory paint job, but I would eschew that option and paint it myself. Why? A hand painted finish with a top-of-the-line material will cost

less and you’ll have a wider choice of colors. Finally there’s stucco. This is the Cadillac of siding treatments, but of course, the most expensive. It will modernize the curb appeal of your older home with an elegant, trouble free finish that you can virtually ignore. There is a new process called “stucco over siding” which has developed a track record around here. With some exceptions, tar paper and chicken wire lath can be applied right over what you have now. Then it becomes a regular stucco job — an initial gray, rough layer, topped off with a two or three coat colored finish. There are two choices for this topcoat — a traditional cement and sand stucco mixture or acrylic. I would choose the latter. Although it is more expensive up front, it provides more flexibility and resilience — in other words, less cracking over time. Dear Ken: I have heat cable in my gutter that I don’t think is good anymore. Is there an easy way to check to see if it is actually working? – Allan Yes, but you’ll have to wait until it gets cold outside. These heat cables have a little circuit board at their front end that turns the assembly on when the temperature gets below about 37 degrees. Once you’re sure it has kicked on, you can grab any portion of the cable and it will feel warmer than

its surroundings. If you don’t want to wait for a cold spell, you can surround the board with a bag of melting ice cubes. It’s somewhat messy, but it will eventually turn on the cable. Finally, some heat cable types make this testing process less difficult — like a pilot light indicator that glows when the cable is operation — or perhaps a test tab inside the circuit board enclosure you squeeze to turn it on, no matter the temperature. Speaking of heat cables, they can be a Godsend for folks with a north exposure out front. Downspouts in that environment inevitably choke up with ice because the low winter sun never gets above the roof. Once the freeze/ thaw cycle begins, ice will creep up the spout and fill up the gutter — which also freezes. Then a spell of warm weather comes, and whatever melting takes place spills over on to the front walk. The result? An icy front sidewalk and stoop all winter. A continuous heat cable can be laid directly into the gutter and fished down and through the downspout and its extension pipe. It will provide just enough warmth to keep the vertical pipe open during cold weather. Keep your Christmas tree fresh

Christmas comes but once a year, and spending family time picking out the right tree and thoughtfully trimming it with treasured knickknacks serves up lifelong memories. With so many different types of trees out there, it’s hard to know which one is right for your family. And, once you get it home, keeping it green, fragrant and healthy through the holidays seems like a talent that eludes many of us. “For a long-lasting tree that will stay fresh and green for a while, we love the Native White Fir,” said Debbie Bradley with Harding Nursery, Inc. “Piñon is another one that will stay fresh and it has a pretty smell.” If you prefer farm-grown trees, Bradley suggested purchasing either a Fraser or Noble fir. “Christmas tree farms shear their trees every year so they really grow with a pretty shape,” she said. Harding Nursery starts selling Christmas trees one or two weeks before Thanksgiving. “When you have a fresh-cut tree, you don’t want to get it too early in order to give it the best chance to stay fresh and fragrant through Christmas,” Bradley said. Below are more tips from Harding Nursery to help choose the best tree and keep it fresh and beautiful throughout the season: 1. As your family is selecting a tree, run your fingers along the needles and give the tree a shake. “You want the needles to feel soft and supple, not crisp and dry,” Bradley said. “Also, if it’s losing lots of needles, that’s not a good sign.” 2. Once you get your tree home, the base needs a fresh cut. “Cut about an inch off the base to make it easier for the tree to take in water,” Bradley said. “Then it needs to be in water

within 20 minutes or it will start to seal up.” Be sure the cut is straight so the tree will stand up properly. 3. If you don’t plan to put the tree up right away, place it in a container of warm water. Stand the tree in an unheated garage away from the wind and cold. 4. When you bring your tree inside, pick a safe spot to display it. “Don’t place it near a heater vent or fireplace,” Bradley said. Being too close to a heat source will quickly dry out the tree and can be a fire hazard. 5. Keep your tree well watered. Water prevents the needles from drying and dropping off and maintains the fragrance. Trees may use several quarts a day, so check the water level in the stand every few hours. Don’t add anything to the water — though some believe throwing in extras keeps trees fresher longer, experts say plain water — and plenty of it — works best. “We have lots of families who want to plant their Christmas tree outside after the holiday,” Bradley said. “In that case, we recommend a few steps to maintain the tree properly before planting.” • Plan to keep the tree indoors for at least seven to ten days. • Once you’ve taken down the ornaments, transfer the tree to the garage for two to three days. • Keep the tree in a container for stability and to hold water. “We use ice cubes to water these trees,” Bradley said. “They melt slowly and keep the tree hydrated.” • Plant the tree outdoors when the ground is not frozen. “If the ground is still frozen, you can continue to keep the tree in a container in the garage,” Bradley said. “But make sure you give it a good soaking a couple times per month.” 
