Greetings from the Tri-Lakes Chamber of Commerce

I

f you are new to the area, welcome! Or if you’ve been here a while, hopefully you will discover some new aspects of our community in these pages. The Tri-Lakes area is truly a special place. We have experienced considerable growth over the past 10 years. However, that growth has only enhanced our sense of community because we are all still neighbors wanting the same thing: a safe, healthy, happy home for our families. This Northern El Paso County evolution is no doubt because of our location right between the two largest cities in the state, Denver and Colorado Springs. In addition, the close proximity to I-25, our great school district and the sense of a small town are some of the must-haves that people relocating to our community are looking for.

Several hundred businesses serve our growing region, making us a consumer-based economy. We at the Chamber are thankful to be able to be here to assist our businesses, nonprofit organizations and towns. In return, there is a sincere appreciation and gratitude for the continued support of the Chamber by the community. There is so much going on here, with

hopefully much more to come in summer and fall 2021! For a listing of community events, visit TriLakesChamber.com or just come on by the Chamber office at 166 Second St., Monument, from 9 a.m. to 5 p.m., Monday through Friday, and pick up brochures on businesses, local sites, social services and hiking trails. Vendors from the first season of the Backyard Market at Black Forest show off their products in October 2020.

BACK FOR A SECOND ACT After a successful first season, the Backyard Market in Black Forest is returning

T

By Allison Robenstein he highly popular Backyard Market in Black Forest will return for a second season starting May 22. Market Manager Theda Stone said over 60 vendors have applied to participate so far, and there is a waitlist for some categories of producers. All vendors must sell a tangible item or food product. “The goal is to support each other and to be successful together,” Stone said of the family of vendors at the market. Stone and Elba Barr started the market last year when the Black Forest Community Club asked residents what they would like to see in their region. A farmer’s market topped the resident’s requests, so the club hosted began hosting the weekly

Saturday event in their “backyard,” an undeveloped field on the northwest side of the community building at 12530 Black Forest Road. Some familiar vendors including Sawatch Artisan Foods, Julie Bee’s Honey Caramels, High Plains Farm, Good Steward Farms and Emerge Aquaponics all will be back for another year. Food trucks are welcome, too. Stone said new vendors are bringing a variety of “culturally unique” pastries and artisanal breads to the 2021 market. Fresh organic free-range poultry and turkeys will be available and there will be at least one rancher selling ground beef, sausages and steaks. Prospective vendors can fill out the application managemymarket.com — a web-based farmers market software.

MAKING CONNECTIONS The Backyard Market helped to forge some alliances between vendors, such as the partnership created between Megan’s Mushrooms and Sunshine Greens Farm. Sunshine Greens Farm will offer nasturtium, cantaloupe and borage microgreens in addition to its 30 or so usual offerings. Owner Pamela Brown said she sells live plants to customers so that they can harvest their own super nutritious product. Megan’s Mushrooms will offer Black Pearl Trumpet mushrooms on a regular basis this year. These were popular as an occasional special at last year’s market. Youth vendors also enjoyed a strong reception in the inaugural season. The popular Young Entrepreneur Program will continue this year. The program gives local children up to 18 years old “the opportunity to do a booth at the market at no cost or very small amount,” Stone said. Children vendors fill out the paperwork online with their parents. Once it’s approved, their $20 application fee is reimbursed and their first visit

A new feature of the young entrepreneur program will be mentoring. If the kids would like, Stone and Barr can connect them to a vendor that is the same business or successful to tap into the vendor’s brain and “secrets.” The youth program is dependent upon sponsorships. This gives businesses that don’t sell a tangible item a chance to participate. Roofers, plumbers and other service-based businesses might be interested, according to Stone. “We will add their logo to our website (bfbackyardfarmers2021 TRI-LAKES GUIDE

Sponsors can help for just one week or for the entire season. Besides helping with the Young Entrepreneurs, businesses can also sponsor sustainable living classes or the Kid’s Corner, which offers a kid-friendly art or craft activity or game during the market. The Girl Scouts of Colorado have signed on to assist on a few dates in the Kid’s Corner. Sustainable Educational Experience, or SEE, is a nonprofit group that runs the Kid’s Corner. Their community garden off Old Ranch Road near Pine Creek High School, allows volunteers to learn about gardening. Stone said that last year they taught a class to kids called “All About Bees.” Staff and students dressed in bee costumes for a fun learning experience. They’ve taught seed planting by describing how seeds germinate, healthy eating, sustainable living and even sponsor scavenger hunts. SEE teaches adult classes, too. On April 17, SEE will hold a composting class at The Shire at Old Ranch. To register, visit sustainableeducationalexperience.org. 8

Pamela Brown, owner of Sunshine Green’s Farm, will be at the market again this year with a few new products, including nasturtium, cantaloupe and borage microgreens in addition to her usual extensive offerings. “I’m elated in anticipation for the market to open again and to see all of our customers,” Brown said.

Cards by Molly was one of the successful youth-run booths at the Backyard Market in Black Forest during its 2020 season. 11-year-old Molly sold handmade cards from her booth, sponsored by Young Entrepreneurs. MARKET SAFETY AND DETAILS Stone and Barr said they intend to run one of the safest markets with respect to the pandemic and will do whatever it takes to bring the community together. At the market last summer, masks were required, hand sanitizer was readily available and social distancing was encouraged. Last year, the market hosted tote bag and water bottle giveaways, as well as raffles. Depending upon where El Paso County is on the COVID dial at the time of any given market, Stone said the market hopes to have live music, sustainable living classes and chef experiences

this year. Sustainable gardening classes, including gardening at high altitude, are also planned. There will be fun themes throughout the season, including posted recipes for items you can purchase from the market. A Building Your Own Charcuterie Board event is planned for one Saturday. Pay a visit to the Backyard Market in Black Forest Facebook (facebook.com/BackyardMarketinBF) and Instagram (instagram. com/backyardmarketinbf) pages to learn more. Parking can be an issue when this many people come together. On any given

market day, you’ll find cars parked along both sides of Shoup Road near the Black Forest Community Club, as well as in its small parking lot. For the 2021 season, the Black Forest Community Church, 6845 Shoup Road, has given their permission for patrons to park in their lot, Stone said.. The Church of Jesus Christ of Latter-day Saints, 6950 Shoup Road, also allows parking. The market runs from 9 a.m.-1 p.m. on most Saturdays, May 22-Oct. 23. A bit of advice? Head to the market early. Vendors have been known to sell out! 2021 TRI-LAKES GUIDE

Black Forest Arts & Crafts Guild spring show in its 57th year

N

By Allison Robenstein ot rain or snow or the pandemic will hold back the Black Forest Arts & Crafts Guild from holding its spring show. Per tradition, it will be held at the Black Forest Community Club, 12530 Black Forest Road. But this year, Centers for Disease Control and Prevention pandemic guidelines will be followed, including requiring the wearing of masks and social distancing. According to bfacg.org, the Colorado nonprofit is the oldest continuously run arts guild west of the Mississippi River. Member artist Patti Kryzanowski said it was established in 1964 by “a group of women in the Black Forest that grew to encompass both arts and crafts.” Today, there are 73 members. The guild “promotes and pursues activities in fine arts, decorative arts and crafts and culinary endeavors” and holds two shows per year, Kryzanoski said. The spring event is geared more toward welcoming the new season, while the fall show is focused on the holidays. “The show is run like a boutique,” Kryzanowski said, “and has a central cash register” for ease of purchasing. Each artist is given a cordoned off area in the community center. There are knits, candles, pottery and home décor. A baby and young children’s section offers clothing and homemade toys. One year there were marshmallow guns and another featured homemade monster stuffed toys. There is something for everyone at the show, which is not known for breaking the bank. “We’re known for being an extremely well-priced venue,” Kryzanowski said. Items are priced from one dollar to hundreds. The garden section includes cute

planters, garden markers, bulbs and potted herbs. Typically there are also a variety of bird baths and wind chimes. Pets aren’t forgotten either. If shoppers work up an appetite, never fear. The culinary section is chock full of homemade jams, cakes, breads and cookies. “Of the people that come to the show almost no one comes out without a baked good,” Kryzanowski said. Kryzanowski, who is a biologist by day, said of the annual sale: “Everything has to be handmade. There are no commercial sellers at all.” She works in fiber arts, upcycling wool into pillows and home decorating items. “I try to create stuff that is environmentally responsible.” Churches near the venue allow patrons to park in their lots. Runners are available to help carry items to cars, “especially for those faithful attendees who are aged,” Kryzanowski said. The April 28 show will be held from 4-7 p.m. for those who don’t feel comfortable shopping with large groups of people. Attendance will be limited. The guild sponsors scholarships to help local students attend higher education. It started in 2006 and is awarded to graduating high school seniors. Scholarships go to those students “who demonstrate academic competence, aptitude,

Students may apply for scholarships through April 9. The application is online at tinyurl. com/48phnb2u. New Tri-Lakes area businesses open, others expand despite the pandemic

A

By Benn Farrell s the COVID-19 pandemic took hold of El Paso County, 2020 and the first part of 2021 have presented a lot of challenges to businesses. While this time period may not have seemed like the most opportune time to open a new business or expand an existing one, a number of businesses in Monument either launched, expanded or found a unique mode of survival during this time. 3 Hundred Days of Shine has been in business selling small-batch Western-American moonshine in its 279 Beacon Lite Road location in Monument since late 2014. In 2020, owner Michael Girard and his wife turned an idea to reality when they expanded their distillery and tasting room with an adjoining retail space. The store was created from renovated office space adjoining the north space of the tasting room, and it is stocked with the company’s branded merchandise. Bringing with it a “country store feel,” the space is stocked with a new line of 3 Hundred Days-branded food products including glassware,

Just prior to the launch of the store, Girard and company released a new spirit, its Carlino Brothers bootleg edition, a 92-proof barrel-finished liquor. The liquor is aged in whiskey barrels for 18 months before aging again in pinot noir casks from California. “It gives it more character and flavor,” Girard said. “It’s much more robust.” With its Monument location opened in early February, Trails End Taproom renovated and made use of a historic property at 252 Front St., across from Coffee Cup

Tri-Lakes Businesses: New and Expanding since the 1800s, the taproom opens at 3 p.m. Tuesday-Friday and noon on Saturday and Sunday. Reese plans to start a run, bike and hike group from the Monument location this spring. Not only surviving pandemic regulations of 2020 but actually expanding into a new and larger location was Jarrito Loco, which opened its new location on Highway 105 in the building previously occupied by Village Inn. The key to surviving, and expanding, during a viral pandemic wasn’t due to anything “special,” owner Angel Jimenez said. Rather, he said the restaurant’s success against adversity was due to God, his Grandma Maria and a community which continues to embrace it. “We haven’t done anything on our own accord,” Jimenez said. “God put grace and favor toward us. We aren’t perfect. Business is not always perfect, but we have a wonderful community here. But it has been Grandma and God to grace us with our recipes.” A stone’s throw from the newly located Jarrito Loco, and also managing to survive during these tough times, is Lee Spirits Co. Distillery Tasting Room, 303 Colorado 105, technically in Palmer Lake. Just weeks before the pandemic measures went into effect in March 2020, Lee Spirits had a record-breaking opening night. One of the smallest micro-distilleries in the country, Lee Spirits features a product line gin and gin-based cocktails with flair. Owners and cousins Nick Lee and Ian Lee opened this second tasting room with a different atmosphere from their Brooklyn’s on Boulder Street speakeasy in Colorado Springs. The Monument location adopted a theme designed to spotlight the natural raw ingredients of their products and brand, Nick Lee said. He aspired to have Lee Spirits contribute to the culture of the northern El Paso County region. “We are excited to bring that traffic into Monument and get people into the community who may otherwise not have come

here,” Lee said. Finding its way to make a soft opening during the pandemic was Lolley’s Ice Cream, 175 Second St., Monument. While owners Shelly and Dustin Sapp continue to develop what will be the shop’s core flavor lineup and rotating flavors, Lolley’s line of homemade ice cream is unique compared to products found in retail stores. “The quality is noticeably different,” Shelly Sapp said. “It’s smoother, creamier, (and) has no preservatives and additives,

Monument Academy East Campus enables expansion to secondary students

By Benn Farrell ne of the largest developments in the Tri-Lakes area over the past year has been the opening of Monument Academy’s East Campus.

The campus devoted to middle and high school levels, which opened at 4303 Pinehurst Circle, Colorado Springs, Aug. 29, launched almost 24 years after the original Monument Academy location opened its doors at 1150 Village Point Road in

Monument. The opening realized a vision which through 2020 proved daunting to complete with COVID-19 pandemic prevention measures. “Like the establishment of Monument Academy a quarter of a century ago, this school build was not without

its challenges and reflects the true testimony of the miracle that can arise from a people with a vision,” said Christianna Herrera, the academy’s chief operating officer. Since the charter school’s East Campus opened, it has been operating with in-person classes four days a week to all students across both campuses. “Our students and families really appreciate and value the in-person learning,” said Amy Torrence, communications specialist. Torrence said the middle and high school students at Monument Academy East campus rave about their beautiful new building. 96% of the inaugural freshmen have chosen to return to for their sophomore year. “Our freshman student survey results showed that students value the personal investment their teachers make, as well as feeling like they are part of a family at MA,” Torrence said. Seeing students thrive and experience the vision for the new school during a pandemic has been middle school and high school principal Julie Seymour’s favorite part of the year thus far. “We educate all students in the journey of becoming well-rounded, flourishing individuals,” Seymour said. “Our students

Students will have the opportunity to begin incurring college credits through college and university partners while attending

Monument Academy. “Our incoming freshman class for 2021 is double our inaugural class,” Herrera said. “With more students, we will be able to expand electives offerings and eventually build out our high school wing for Phase Two of our building.”

With the $27 million East Campus having met a goal for opening on time despite the construction adversity caused by the pandemic, Torrence said the main goal now is to let families know the opportunity to attend Monument Academy has broadened. Traditionally, the school has a

waitlist. But because of the new building and increased seating capacity, Monument Academy is able to offer seats this year across all grades, Torrence said. As for electives, the school’s fine arts department has made several adjustments and students were able to perform virtually for stakeholders. This included the annual fall play, which was also presented virtually. Even with delayed and shortened seasons in the 2019-2020 and 2020-2021 school years, the academy continues to support its athletic programs with all opportunities available to students, Torrence said. In fact, the school’s girls cross country team won the Central Colorado Athletic League championship for a sixth straight year last fall, while the boys crosscountry team took its second championship in a row. In addition to the large majority of freshmen intending to return next academic year, 98.8% of students in the middle school have also committed to return, Torrence said. “Parents cite character education, academic rigor and dedicated teachers as the top reasons they choose Monument Academy,” she said. “We have done well in preserving our niche as ‘traditional education for modern times.’ ”

Changes to the landscape of Tri-Lakes region abound

By Benn Farrell here’s been a visible shift in the landscape of the TriLakes region in recent years. As new residential developments continue to move into later phases and additional multi-family housing and commercial developments get underway, what was once open land from North Gate Boulevard to County Line Road has become a growing pasture of soil work, heavy construction equipment and acres of commercial land for sale zoned for mixed uses. While concerns grow regarding the region’s communities maintaining a small-town

Tri-Lakes Region: Changing Landscape aesthetic, developers continue to target Monument and surrounding areas. Tri-Lakes Chamber of Commerce President and CEO Terri Hayes said Monument is appealing for developers for a couple of reasons, foremost its geographical location between two of the largest cities in Colorado and easy access to a major thoroughfare, Interstate 25. However, the area’s population is low enough to maintain a smalltown feel. In addition, the variety of neighborhoods available is also a draw for those who wish to reside on large lots, small lots or townhomes, and getting across town only takes minutes. The community’s amenities have also developed over the past 10 years to meet the needs of its residents. “People who have lived here in the last 10 years no longer have to go south or north to run their errands,” Hayes said. “They can stay in their community and accomplish what they have to. “However, the development is a challenge for people who have lived here 40-50 years, but Monument is not the only small town this is hap-

pening to. It’s a trend across the region.” THE VILLAGE AT JACKSON CREEK The Village at Jackson Creek is one such mixed-use development with a vision for land east of I-25 in Monument. Its preliminary site plan has been met with opposition at the government level. The plan was denied by the Town of Monument Planning Commission and the applicant recently brought a revised version of its plan to the Board of Trustees for approval. The planned development is a live, work and play community which would sit west of Jackson Creek Parkway, across the street from Jackson Creek Senior Living, east of Interstate 25 and north of the Monument Marketplace. The concept involves enhanced roadways and streetscapes, a community gathering space, library, Class A multifamily and senior housing, restaurants, retailers and employment. It was initially denied by the planning commission due to a handful of concerns including its “urban feel” that would negate the town’s comprehensive plan. Creekside Developers representative Brett Behnke has since presented more detailed information and revisions to the Monument Board of Trustees, taking into account the planning commission’s

— Terri Hayes, Tri-Lakes Chamber of Commerce president and CEO concerns. “We can all agree that heavy industry and yards are not the best use for this area,” Behnke said. “The rezoning is designed to make better use of the land and have it fit into the present comprehensive plan.” Although Trustee Laurie Clark was in favor of approving the preliminary site plan, it was later decided to send the project back to the planning commission for further review of the revisions. Clark’s decision to approve the plan was based on its compliance to legal requirements which did include certain features within the concept which maintained the community’s small-town appearance, she said.

“It is my opinion that the area of development is uniquely situated to draw in the public in a manner consistent with a small-town environment that is attractive enough to include the younger generation,” Clark said. Another concern from the planning commission was a lack of dedicated open space. Hayes said one of the challenges for members of the community is to understand the legalities of growth and that open space is not always designated as open space, but rather undeveloped property, she said. “The land is owned by a corporation or an individual, and it is their right to develop it if they are following the legal guidelines,” Hayes said. “If someone wants to come into the community and meets present zoning and planning rules and regulations that are here, they get to come in and we should welcome them. “There’s no one I know who wants Monument to lose its small-town feel. It’s a matter of balance and a matter of perspective. A person who has been here for decades and someone who just moved here will have different definitions of a small town.” Having an inclusive development comprising a walkable complex is highly desirable to persons in the age range of

A planning commission review of The Village at Jackson Creek’s revised plan was set to happen in early March. ACCESSIBILITY Not only is the landscape of the region changing but so is the accessibility. As crews continue to construct the new

The study is also intended to be a tool for recommendations on future location and types of access points along the state highway and over time improve traffic flow and safety. Working with Atkins traffic engineering as consultants, CDOT launched a virtual public open house for what is called the Colorado State Highway (CO 83) Access Control Plan in February. Public input is

intended to help shape final recommendations for the study. Construction continues for CDOT’s project to update the bridge over I-25 at the County Line Road interchange. However, the approximately $300,000 cost to beautify the bridge rested on El Paso County. This expanse was justifiable, said District 3 county commissioner Stan Vanderwerf. “Essentially, it’s the welcome portal for El Paso County,” he said.

Once complete, the development will feature 283 custom and semi-custom home sites, a clubhouse and 18-hole golf course managed by The Club at Flying Horse. Development plans also call for a park and open spaces and golf course living on a minimum 2.5 acres. Construction began

Residents enjoy the grassy concert area as a band performs in Monument’s Limbach Park. in 2019 with the golf course now open for play. The community is moving through early phases of its development with a long interest list for Phase Two of development, said residential specialist Wayne Pinegar of Flying Horse Realty. The popularity of Flying Horse has remained so high, the north expansion was inevitable. “People will come into our office and say, ‘I’ve got to be in Flying Horse. What do you have available in Flying Horse North?” ‘ Pinegar said. “And we have to say, ‘Nothing at the moment.’ ” In about three months, Phase One of Flying Horse North was sold out — including 80 custom homes each on three-

acre lots. Pinegar said the attraction to the development is that it’s a premier resort situated between two cities and two airports with all customary high-end amenities. “People love it because it is so Colorado,” he said. “Lots of trees, lots of mountain views and lots of golfing.” Hayes said that at least for Monument, the balance between small-town feel and commercial growth rests in the way the town is split by I-25, which now serves a purpose. The west side and historic downtown areas have maintained a traditional small town atmosphere, while east of the highway along Jackson Creek Parkway is a prime target for commercial development.

Hayes said it’s a benefit to have the two areas of the town not mixed together. “It would serve Monument better if we did bring in more jobs where people wouldn’t have to commute for them,” Hayes said. “I don’t think that’s a bad thing. If we become a regular community instead of a bedroom community, that’s a positive. I can understand if some people don’t see it that way. “The corporations moving into our communities have spent a lot of time and money to determine if the community could support what they are bringing. They wouldn’t be spending millions if they didn’t think it would be successful.”
