Sarasota County 10 Year Plan to End Homelessness Scope and Structure of Planning Process January 2011 Scope: 





The Sarasota County 10 Year Plan to End Homelessness will cover all of Sarasota County, including the major population centers of Sarasota, Venice, Englewood and Northport. Overall goals of the Plan will be consistent across all locations, but each population center (city, town) will be able to adapt the actual specifics of the plan outcomes to their localities.

The Implementation Phase of the Plan will include benchmarks and metrics so that progress can be assessed during the entire 10 year period. An Implementation Committee will be established in order to ensure that continuous progress is monitored and appropriate adjustments are made to specific plan action steps as necessary.

Communications processes will be established in order to ensure continuous communications among those responsible for implementing the Plan and ensuring that Plan Goals are achieved. The community at large will continue to be a part of the Implementation Phase, ensuring that community members have the ability to comment on progress and to participate in the success of the Plan.

Schedule:    

Launch of the 10 Year Plan Project at February 5, 2011 session at Church of the Redeemer (see separate agenda for this date.) This will be the kickoff session and the first of five work group sessions.

Schedule of a total of five work group sessions to be held monthly on Friday afternoons in the Sarasota area. Final work group session will be held in June 2011.

Separate meetings/work groups may be held in the Northport, Venice and Englewood locations, if local leaders deem that approach to be preferable.

Conclusion of the initial Work Group Phase will take place at the June meeting. If necessary, Work Groups may choose to schedule additional meetings outside of the overall group, or to extend their meetings into the summer of 2011.

Community Comment Phase: During July, August and September, the Planning Team will present the recommendations from the Work Groups to the appropriate Sarasota County officials (government entities,) to sectors of the community (business groups, health and human services agencies,) and to the community at large.

In October of 2011, the Planning Team and Work Groups will review information from the Community Comment Phase and incorporate information, recommendations and enhancements to the 10 Year Plan, as appropriate.

Final Draft of the 10 Year Plan should be completed by December 2011 and presented to appropriate officials for approval.

Presentation of the Sarasota County 10 Year Plan to End Homelessness to the community will take place beginning in January 2012 through a well-planned and coordinated communications plan, with resources identified to enable community members to be continuously engaged during the Implementation Phase.

Implementation Phase will be developed with specific timeframes, resources, leadership, funding and benchmarks/outcome measures in October and November 2011. Implementation Phase begins with the approval of the plan by county officials.
