Stamps in the News - Globally! South African postal service on the ropes Reported at www.ft.com
South Africans have been warned that their 232-year-old postal service is just weeks away from collapse. SA Post Office interim chief executive shocked parliamentarians this week by revealing that the business would run out of cash and be liquidated unless it received a R3.8bn ($214m) government bailout by the end of next month. “They dropped a bomb on us by telling us that ‘Day Zero’ would happen within a few weeks,” one MP told the Financial Times. The problems at SA Post Office, which first opened its doors in 1792, are the culmination of years of decay. It was placed in a form of bankruptcy protection last year owing R8.7bn to creditors. Its service has also collapsed, and only successfully delivered mail 68 per cent of the time in 2022. Parliament was told that the organisation had improved since it closed a third of its branches and laid off 4,000 of its 11,000 staff. However, there are only cash reserves up to October, and the Post Office will be put into liquidation unless further finance was forthcoming. The administrator currently running the post office said that previously promised govern6 Stamp News
ment payments had not been received. Without them, South Africa risks becoming one of the few countries in the world not to have a national post service. Postal services globally face similar problems, with digital rivals disrupting traditional revenues. Private mail services have grown to fill this gap, although SA Post Office is fighting them in court by arguing that it should retain the monopoly on delivering parcels smaller than 1kg. Many in government believe there was still a place for a national post office in South
Africa, provided it is properly managed and works with private companies on ecommerce. The consequences of shutting it down could be drastic for poorer communities.

Ups and downs in the crytpo-stamp world Belgium
Reported at www.vrt.be Belgium’s postal service Bpost is launching its first ‘crypto stamp’. A ‘crypto stamp’ is a classic postage stamp that also has a digital twin that Bpost hopes will become a collector’s item. The first Belgian crypto stamps picture a dragon and are part of a collaboration agreement involving 4 European postal companies – Belgian, Austrian, Dutch and Luxembourg. ‘The dragon is a symbol of prosperity and also a popular symbol in the gaming world,’ said a spokesperson. “By launching the crypto stamp the Belgian postal service hopes to involve a new target audience in addition to existing stamp collectors.” The physical stamp has the same appearance every time, but there are 5 different versions of the digital crypto stamp with some rarer than others, to increase collector interest. 8 Stamp News

Each stamp comes with a physical counterpart, equipped with a unique serial number recorded on the blockchain to
guarantee authenticity, prevent counterfeiting, and enable trading. NFTs experienced peak popularity in 2021, driven largely by speculation. However, corrections in 2022 and 2023 led to a significant drop in NFT trading volumes and values. Survivors in Canada
To commemorate the National Day for Truth and Reconciliation, Canada Post has released new stamps highlighting artwork that reflects the history and legacy of residential schools. This is the third issue of its Truth and Reconciliation stamp series. In the past, the Canadian government separated large numbers of Indigenous children from their families and communities and removed them from their land, languages, cultures and spiritual traditions, by sending them to residential schools and day schools. The schools operated from the 1870s with the last one closing in 1997. The artwork chosen by the Survivors Circle for this series was created by three artists: Robert Burke, Helen Iguptak and Adrian Stimson. All three are residential school survivors. Robert Burke’s artwork explores the challenges of his Black Indigenous identity, as well as what he experienced in a decade spent at St. Joseph’s Residential School in the Northwest Territories. A first-hand description of the brutalities of enslavement, released at a time when slavery was still legal in the British Caribbean colonies and Bermuda, it had a galvanising effect on the anti-slavery movement. It also led to two libel cases at which Mary Prince had to testify. As a personal account, Mary spoke of slavery with the authority of personal experience. Her account played a significant role in the debate about enslavement and the subsequent 1833 passage of the Slavery Abolition Act.

Part 1 was in the October issue of Stamp News 1951 India, First reconstruction of a prehistoric animal on stamp To commemorate the Indian Geological Survey centenary on 13 January 1951, India Post released a stamp showing two prehistoric “elephants” (Stegodon ganesa), the first ever reconstruction of a prehistoric animal on a stamp. Stegodons were primarily an Asiatic group of Mammutidae. This family is believed to have evolved sometime by the middle Miocene, nearly 15 million years ago, and became extinct by the late Pleistocene about 30,000–40,000 years ago. Stegodons appear to be transitional between true mastodons on the one hand and true elephants on the other. Why are Stegodons depicting on stamps for the anniversary of the Indian Geological Survey? In 1928, a three-meter long fossil tusk of an elephantine mammal (Stegodon ganesa) was discovered by Dr. Darashaw Nosherwan Wadia (1883–1969) who pursued his personal research on stratigraphy, structure, and paleontology of the Kashmir Himalayan region with single-minded devotion. Being a very keen observer, he worked towards identification of broad structural elements of the northwest Himalayas. The discovery of this skull, which was found in association with fossil ganoid fish and pteridospermous plants, led to the fixing of the age of an important geological rock formation in the Kashmir Himalayas to the Permo-Carboniferous period (355–250 million years ago). The fossil tusk is now kept at the museum of the Geology Department of the Jammu University. 18 Stamp News

Prosauropods, meaning “before the sauropods,” were small, herbivorous dinosaurs closely related to the giant sauropods of the late Jurassic period. Pro Patria is a Swiss patriotic and charitable organization. Its purpose is to give meaning to the Swiss national holiday, 1 August, by collecting donations to benefit social and cultural works of national public interest. One of the methods the organization uses to collect donations is the issue of semi-postal stamps. The first stamp set was issued in 1938. All sets contain five stamps: one stamp with a logo of the Pro Patria campaign and four stamps showing minerals and fossils. The additional amount paid for each sold stamp transferred to the organization. Actually, these are the first semi-postal stamps with a paleontological context ever issued. The set from 1961, distinguished from others, contains two fossil stamps: a fish and a plant. Both are the first stamps in their category. The fish is very likely Scorpaena porcus and the fern plant is probably Asterotheca meriani. Asterotheca is a genus dating from the Permian period 299–252 MYA. It grew in humid and swampy locales and was one of the first plants on the earth. Plant fossils are the subject of Paleobotany study. Paleobotany is the branch of paleontology dealing with the recovery and identification of plant remains from geological contexts, and their use for the biological reconstruction of past environments. It includes the evolutionary history of plants, with a bearing upon the evolution of life in general. Paleobotany is important in the reconstruction of ancient ecological systems and climate, known as paleoecology and paleoclimatology, respectively. It is also fundamental to the study of green plant development and evolution. 1965 Poland, First pictorial stamp sets depicting prehistoric animals The first colorful, pictorial stamps depicting prehistoric animals were issued on 5 March Stamp News 21

seven stamps that were the first to show human evolution. Each stamp shows a skull stage of the human relevant and depicts major stage of human development known from worldwide fossil record. The first two stamps show very early species: Homo habilis, who lived between roughly 2.8 to 1.5 MYA, and Australopithecus. Pithecanthropus erectus and Sinanthropus pekinensis both belong to the Homo erectus group that lived between 1.9 MYA and 700,000 years ago. Pithecanthropus erectus is known from fossils found at the bank of the Solo River at Trinil, in East Java. Fossils of Sinanthropus pekinensis, also known as Peking Man, are found in China. The Neanderthals, or Neandertals, are closely related to modern humans, differing in DNA by just 0.12 percent. Remains left by Neanderthals include bone and stone tools, which are found in Eurasia, from Western Europe to Central and Northern Asia as well as in North Africa. Neanderthals are generally classified by

biologists as the species Homo neanderthalensis, but some considers them to be a subspecies of Homo sapiens (Homo sapiens neanderthalensis). The final Homo species shown on these stamps is the modern Homo sapiens. The 13c and 20c stamps show Cro-Magnon men. These are the first early modern humans that lived in Europe in the Upper Paleolithic period from 500,000 to 10,000 years ago. Current scientific literature prefers the term European early modern humans (EEMH). Fossils of this species are found in Italy, Britain, and even in Arctic regions. All stamps of this set use illustrations by the famous Czech painter and book illustrator, Zdenek Burian, from a book titled Prehistoric Man, published in 1960.
stamps showing some footprints of dinosaurs and other prehistoric animals. “Dinosaurs and footprints at Moyeni” (1stserie, the 2nd serie issued in 1984 and shows footprint of another three dinosaurs). Fossilised footprints of dinosaurs and other prehistoric reptiles, dated of about 200 MYA (upper Triassic period), found at Moyeni in the Quthig district of Lesotho. Four of five stamps shows not only the footprint but also reconstruction of the animals moved at sand and sea shore. Paleoichnology is the study of fossilised footprints. Scientists can learn many things from such tracks. They can give an idea about size of the animal and if it walked on two or four legs. The distance between the footprints can indicate the speed and behavioral of the animal. Many

In addition to all of this, scientists can learn the animal’s foot anatomy and foot padding. Note: Even to date, almost 50 years after, there are very few stamps showing some footprints of prehistoric animals. 1970 Poland, First post stationery with imprinted fossil stamp On June 19th, 1970 Polish Postal Service issued a post card to commemorate the 50th anniversary of the Polish Geological institute (face value 40gr., quantity 100.000). However, from time to time some post authorities produce stamps with other shapes. On October 31 1970, Angola issued a set of definitive stamps with title “Geology, Mineralogy, Paleontology” shows some minerals and fossils found in the country. All 12 stamps of the set have diamond shape. The six stamps that belong to Paleontology are: 0$50, Angolasaurus, skull and reconstruction, 2$00, Gondwanidium validum, 3$00, Stromatolites, 3$50, Procarcharodon megalodon

Definite remains from this genus have been recovered from the Turonian of Angola and some other places around the world. First named in 1964 by Miguel Telles Antunes on the basis of a partial skull and skeleton, exactly as depicting on the stamp. Another stamp to mention is 2$00, Gondwanidium validum - the first stamp of petrified plant. 1971 Manama, First Souvenir/Miniature sheet of prehistoric animal The first miniature sheets (or souvenir sheets) were issued before World War II, usually with a surtax for raising funds for a charity rather than for sale to collector’s. They became more of a collectors item with pictorial issues around 1970. In 1971 Manama issued the first stamp set with miniature sheet with a prehistoric animal. The set contains eight stamps showing various prehistoric animals, mostly dinosaurs, and a miniature sheet with a mammoth on a 10-riyal stamp along with some other prehistoric animals on the margin. The animal depicting on the stamp is a wooly mammoth (Elephas primigenius), a species that lived during the Pleistocene epoch from 2.588 million years ago (MYA) to 11,700 years ago, and was one of the last in the line of mammoth species. From the 1960s until the end of the 1980s, some small Middle Eastern countries (called “Sand Dunes” by philatelists) produced stamps in huge quantities for every popular topic: space, sports, famous people, etc. These stamps were aimed at stamp collectors rather than postal use and usually were never available in the country of origin to actually use on letters as postage. 28 Stamp News
One such set is from Fujeira(1968). 1980 State of Oman and, Dhufar, First unofficial/ illegal issue of stamps with prehistoric animals In the nineteen seventies and -eighties, rebel groups attempting to overthrow the Oman government took control over parts of the country on the Arabian peninsula. In order to raise funds and to establish themselves as rightful rulers, stamps were issued under the names ‘State of Oman’ and ‘Dhufar’. In 1980, a set of prehistoric animals was issued under both names. Both issues consist of eight values in a sheet (perforate and inperforate ) and an inperforate miniature sheet. ‘Used’ covers exist, but all are addressed to a stamp dealer. Since then many companies and individuals have printed stamps depicting various prehistoric animals, mostly dinosaurs, using the names of non-existent countries to make money from inexperienced collectors.

1991 Guyana First stamps Sheet with prehistoric animals Traditionally stamps were printed in sheets of several similar stamps, later on postal authorities started to produce stamp sets on sheets. Such sheets were usually designed as a big picture composed of many different stamps. On one hand, it is nice to have a whole picture, but on the other hand, these occupy a large space in
an album and are not useful for non-philatelist customers. The first sheet like this with a prehistoric theme was issued on 6 November 1990 by the South American country of Guyana. 1992 Thailand, First stamps booklet with prehistoric animals Another way to sell many stamps at once is in stamp booklets, widely accepted in many countries of the world. The first booklet with fossils was issued in Thailand on 1 January 1992. The booklet contains five mint stamps showing a dinosaur excavation and dinosaur skeletons. These stamps are part of set of four stamps dedicated to centenary of the Thai Department of Mineral Resources. The same year, on 9 September, the Swedish postal service issued a booklet with stamps of prehistoric animals consisting of two blocks of four stamps each. The booklet also contained some information about the animals. 1993 Australia, First self-adhesive stamps of prehistoric animals On 1 October 1993, three British Commonwealth countries (Australia, Canada, and New Zealand) simultaneously issued some sets of stamps showing dinosaurs and other prehistoric reptiles. Two stamps from the Australian set were issued as self-adhesive and sold as a booklet of ten and in rolls. These first self-adhesive stamps of prehistoric animals shows the following prehistoric animals. Leaellynasaura, about the size of a chicken with a skull only 6 centimetres long, Leaellynasaura was a bipedal herbivorous dinosaur. Its eyes were exceptionally large, as was the part of the brain dedicated to processing visual signals (the optic lobes). It would appear to have been adapted for life in semi-darkness. During much of the Cretaceous, when Leaellynasaura lived, Australia was far closer to the South Pole than it is now, and would have been almost continuously dark for two or three months of each year. It has been suggested that this little dinosaur, too small to migrate, remained active throughout the long winter. Ornithocheirus, flying reptiles or pterosaurs were not dinosaurs. During the 19th century, in England many fragmentary pterosaur fossils were found in the Cambridge Greensand. First found in Australia in 1979, near Boulia in south-western Queensland. It was a coastal species, and had a wing span of about 2.5 metres Singapore, First ATM stamps with prehistoric animals On 22 April 1998, the Singapore Post introduced the first automatic teller machine (ATM) stamps depicting dinosaurs. The sheet of 15 stamps, with “For the local
address only” face value, was sold exclusively via OCBC (Oversea Chinese Banking Corporation) bank terminals for a limited period of time. The sheets were designed with exactly the same dimensions (156×74 mm) as the SGD 50 currency note and very thin (less than 0.13 mm) so that they could be issued through the same aperture. These stamps are also the thinnest stamps related to Paleontology. Within that period, two different designs of the backside were issued, as shown on the right.. The stamps shows the following dinosaurs (from left to right): The Pentucerutops (“five horned face”) belongs to the family of Cerutopsidae. They looked like the rhinoceros and were plant-eaters with huge heads, bulky bodies and heavy limbs and hooike claws. The Apatosaurus (“deceptive lizard”) was from the family of Diplodocidae. The Diplodocids stood highest at the hips, earing weight upon their elephantine limbs with short broad “hands” and feet. The Apatosaurus were plant-eaters Stamp News 33

The area of Lourinha is known by the Late Jurassic findings of dinosaurs and other fossils, and give the name for Lourinh Formation. Another ATM-FRAMA of dinosaurs issued by the Postal Services of Portugal in 2015. So far (2017) only Portugal issued ATM-FRAMA stamps with prehistoric animals. These stamps had seven predefined values from PTE 50 to PTE 350 and printed in two different ATM machines: Amiel and SMD. Amiel machine used big and bold font, SMD printed the text in small, regular font. Some machines used black ink rather than blue one, such stamps are very difficult to get. Revolution in the Caribbean When discussing revolutions in the Caribbean I guess most readers will immediately think of Fidel Castro’s Cuban revolution but in this particular case it is an entirely different revolution which is most probably unknown to most readers of this magazine. This story deals with the revolution which took place on 12 July 1967 on the tiny island of Anguilla and its philatelic consequences. The island of Anguilla is undoubtedly far more known by stamp collectors than by the general public as it is a stamp-issuing country (some probably feel that Anguilla has released too many stamps in relation to its postal needs but that is another story). It is not really known who actually discovered Anguilla. Some claim that it was Christopher Columbus on his second voyage to America in 1493. According to legend, Columbus
named the long and rather narrow island Anguilla which is eel in Italian. With its 91 km² Anguilla is not a particularly large island. As a comparison, the Australian territory of Norfolk Island is about 35 km² in size. An excellent map of the island is depicted on the 10s and £1 stamps issued by St. Kitts-Nevis in 1948 (Fig. 1). Anguilla currently has a population of some 16.000 of which 90 % are black as slaves were brought from Africa to Anguilla to work on the sugar plantations. The island became a British colony in 1667 but settlers from Britain had already arrived in 1650. The tercentenary of the British settlement on Anguilla was commemorated in 1950 with six stamps issued by St. Kitts and Nevis (Fig. 2). In 1871 Anguilla was made a member of a federation which also comprised the substantial-

Christer Brunström ly larger islands of St. Kitts and Nevis. In 1967 St. Kitts-Nevis-Anguilla was awarded a greater degree of independence but it now turned out that the people of Anguilla were far from happy with the new development. What they resented most was being governed from St. Kitts and that the people of Anguilla had little say in local affairs. A referendum was carried out on the island and it indicated that the people of Anguilla did not want to be governed by an administration based in St. Kitts. On 30 May 1967, civil servants sent out from St. Kitts were kicked out of the island and a few weeks later followed the declaration of independence after yet another referendum. The Republic of Anguilla with Ronald Wester as its president was proclaimed unilaterally. This development was not what the St. Kitts and Nevis officials had expected.
In March 1969 the London government sent 300 soldiers to Anguilla and a British administration of the island was restored (this most probably was what the islanders had wanted all the time). After many years of negotiations, Anguilla was officially separated from St. Kitts and Nevis in 1980 and turned into a British Crown Colony (later amended to a British Overseas Territory). The people of Anguilla were as pleased as Punch and some of the then current postage stamps were overprinted SEPARATION 1980 (Fig. 3). One of the immediate consequences of the 1967 revolution was that mail to foreign destinations could no longer be accepted. When the Anguilla Post Office finally offered to handle mail to foreign destinations it was routed via St. Thomas in the US Virgin Islands. Mail leaving the island had a postage paid cancel added but

Revolution in the Caribbean no postage stamps during this period. Fortunately there was a stock of St. Kitts-Nevis-Anguilla 1963 definitive stamps in the post office in The Valley, the island’s capital. There were many sheets of the lower values but very few of the higher denominations. As the people of Anguilla didn’t want to use stamps with the old name they were all shipped to St. Thomas where the Island Press Inc. blocked out the old name and added the words Independent / Anguilla (Fig. 4). The stamps went on sale on 4 September 1967 and the sales were personally overseen by the Anguilla postmaster. None were sold to the trade. As a consequence of all these events, Anguilla produced one of the greatest philatelic rarities of the second half of the 20th century. The Stanley Gibbons catalogue values the complete mint set at more than £20,000 while a used set
is listed at a more modest £4,000. It is thus a set that I (and most other collectors) will never own but all the values up to about 25c are affordable as they are the ones which had the largest printings. The stamp depicted in Fig. 4 shows the lighthouse on Sombrero Island which is part of Anguilla. Today Anguilla is rather prosperous with tourism and banking being the major money-earners. In the past the salt industry employed quite a few and it has been the subject of more than one stamp issue (Fig. 5). Anguilla is a rather flat island with lots of beautiful beaches (Fig. 6). Many of Anguilla’s stamps have featured views of different parts of the island. Decolonisation is not always an easy process and especially when those most concerned don’t really want it to happen.

Postal Stationery at Canberra Stampshow 2024 Canberra Stampshow 2024 was held at Thoroughbred Park (Canberra racecourse) from 12-15 September 2024. Australia Post attended along with about twenty-eight dealers and over 100 exhibitors. The National Postal Stationery Class had eight exhibits (Figures 3 and 4). The Postal Stationery Society of Australia (PSSA) Prize went to Michael Drury for his exhibit Australian Postal Cards from the Reign of KGV. 1911 – 1937 which received a Large Gold Medal (Figure 5). The winner of the UPU Challenge marking the 150th Anniversary of the UPU was Martin Walker with his exhibit Australia’s International, Imperial and Commonwealth Reply Coupons which also received a Large Gold. International Reply Coupons (IRCs) are exhibited in the postal stationery class. This is by far the best exhibit of Australian IRCs I have seen. It included rare IRCs issued by the Australian Post Office for use in each state and included proof sheets of four (Figure 6) which were part of presentation packs provided to delegates and to King Fuad at the 1934 UPU Congress held in Cairo, Egypt. Other exhibits were Mark Diserio’s The Postal Cards of Victoria (Gold), Paula Sager’s 1915-1918 Australian WWI Military Scenic Lettercards (Gold), Jenny Roland’s Postal Stationery of Belgium 18711893 (Large Vermeil), Lionel Savins’s The Department of Education Postcards of New Zealand, 1927 – 1971 (Large Vermeil) and Stephen Chivers’s Burma - Military & Occupation Postal Stationery (Large Vermeil). Paula Sager also received a Special Prize for Research. There were also two postal stationery exhibits in the State-level exhibition: Vivian Manwaring’s Australian Enstamped Envelopes: From Federation to 1937 (Gold) which also won the award for the best State exhibit, and Malta Reply Coupons by John Vassallo which received a Large Vermeil. PSSA held a meeting at the Exhibition on Sunday 15 September 2024. The Display was attended by fifteen people (Figures 7). The display of Malta Postal Stationery was presented by John Vassallo. Also, on Sunday at the Exhibition, Alex Nuijten, a new postal stationery judge signed the Australian National Judges’ Register (Figure 8). 150th Anniversary of the Universal Postal Union (UPU) Canberra Stampshow 2024 celeTop to bottom : Figure 7 John Vassallo Presenting at the Postal Stationery Society of Australia Meeting Figure 8 Alex Nuijten signing the Australian National Judges Register Figure 9 Specimen IRC for Canberra Stampshow 2024 with Exhibition UPU Postmark. 60 Stamp News

brated the 150th Anniversary of the Universal Postal Union (UPU) which was established in
1874 as the General Postal Union to standardise international mail delivery by establishing uniform international postal rates and equal treatment between domestic and foreign mail. The name of the GPU was changed to UPU in 1878. Australia Post produced a commemorative postmarker for the occasion which was used on the second day of the Exhibition, 13 September 2024. Figure 9 shows the UPU specimen IRC for Canberra Stampshow 2024 cancelled with the Exhibition’s UPU commemorative postmark. Since its establishment, the UPU has played a vital role in ensuring economic and social development throughout the world. This has included innovation in the mail including regulating specific mail types such as postcards, aerorgammes, international reply postcards which enable reply cards from one country to be used back from another country, international reply coupons, standardisation of mail sizes to encourage mechanization, parcels and, in more recent years, services such as the international postal courier service, EMS. Postcards: The UPU’s influence on postcards comes because they were designated by the UPU as a different class of mail from letters with their own rules, regulations and rates. In Stamp News 61
Postal Stationery
1874 at the Berne Convention, the UPU agreed to accept postcards as a class of mail for passing through international mails at a reduced postage rate provided that the requirements of size and paper were meet and that the heading includes Universal Postal Union and Postcard in French (Union Postale Universelle and Carte Post-
ale). Before then postcards could be passed at a reduced rate only as the result of agreements between individual countries. A thorough account of the UPU regulations around the carriage of postcards internationally can be found in The Postal History of the Universal Postal Union: The Postal Card Worldwide 1869-1974 Volumes 1 and 2 by James Cough 2019 published by the Royal Philatelic Society, London. The maximum size for post cards was set at the 1878 UPU Paris Convention as 140 x 90mm. The New South Wales UPU postcard at the time exceeded the UPU maximum Above : Figure 13 UK 2d King George VI Reply Card Returned from Warwick, Queensland in 1956. The British Post Office wrote to the Canadian Post Office on 29 April 1896 complaining that the Canadian UPU postcard (issued in 1878, Figure 10) was smaller than allowed under the regulations and that they should tax it as underpaid. As a result, Canada issued a new UPU card in December 1896 (Figure 11). International Reply Postcards: Reply-paid postcards were first introduced by Germany in 1872. The UPU first permitted international reply cards from 1 April 1879 as an option for members. It was only available to members who had explicitly agreed to introduce the service. From 1 April 1886, all UPU members were required to accept international reply cards received from other members. From 1 July 1892 all members were required to issue international
reply postcards. Under the UPU regulations, a sender in one county could send an international reply card to someone in another country who could then use the attached reply card to reply even though it had a stamp impression of the first country. This results in the impressed postage stamps of one country being legitimately cancelled with the postmark of the receiving country (Figures 12 and 13). Aerogrammes: Light weight airmail lettersheets became in general use during the Second World War as a way of proving mail services to and from military personnel around the world. The lettersheets were variously known as air mail lettercards, air letter forms and the like. In 1952, the UPU Congress at Brussels established that airmail lettersheets would be accepted in the international mails provided that they were

Postal Stationery printed with the title ‘aerogramme’ and they met the size and paper specifications agreed at the Congress: The aerogramme consists of a sheet of paper suitably folded and gummed, the size of which, in that form, shall be that of a postcard. The front of the sheet when folded in this way is reserved for the address and must bear the printed indication “Aerogramme”. A similar indication in the language of the Country of origin is permitted. The sender may use for correspondence every part of the sheet other than that used for the address. The aerogramme shall not contain anything. The charge is at least equal to that applicable in the Country of origin to an unsurcharged letter of the first weight step. Each Administration fixes the conditions of issue, manufacture and sale of aerogrammes. Any aerogramme not fulfilling the conditions laid down [above] loses its special character; it is treated, where necessary, in accordance with the provisions [relating to underpaid letters]. The new regulations came into effect on 1 July 1953 and the title ‘aerogramme’ was progressively introduced by member countries, for example, with Australia changing from forms inscribed ‘airletter’ (Figure 14) to ‘aerogramme (Figure 15) on 29 July 1953. The UPU still sets regulations of the passage of aerogrammes at a discount rate despite their use being now very much limited. Standardised colours: A colour scheme for the three main classes of international mail was first agreed in principle at the second UPU Congress in Paris in 1878 and became mandatory for member countries to comply by 1897. The base rates and colours at the time (1897) were: Letter (25 centimes, 2½d) Blue, Postcard (10 centimes, 1d) Red, Printed Matter (5 centimes, ½d) Green. This standardisation explains some of the colour changes in adhesive stamps and postal stationery during the period it operated. EMS: Recognising the need for innovative services the UPU provided mechanisms for countries to cooperate in services as diverse as electronic mail, EMS, and integrated logistics. reviews SG Commonwealth & British Empire Stamps 1840-1970 2025 edition Hardback, 714 A4 pages, 127th edition RRP A$TBA When I was a youngster, I used to get a bit excited when the first month of the year that ended in ‘R’ rolled around! (that’s September by the way). Why? Well for one thing the end of the school year was almost within sight, Christmas was getting closer, and my birthday, which is a week before Christmas, was closer still! Now that I’m all grown up and mature (some might even say I’m getting old) such things don’t have the same excitement they once did, but one forthcoming event each September or October has never lost it’s ‘shine’ for me; the arrival of the latest edition of the SG ‘Commonwealth & British Empire Stamps 1840-1970’ or as most people know it, the ‘Part 1’ catalogue! The 2025 Edition is the 127th, and while it doesn’t have such an exciting ‘local’ addition as last year’s South Australia’s Departmental overprints being priced for the first time, the SG catalogue elves haven’t been resting on their laurels however, and the addition of a small but critically important new illustration on page 53 amidst the Australian Kangaroo & KGV listings will, in my opinion, be of immense help to the many collectors of Australian kangaroo issues. Let me explain. For many years, the identification of the 3d ‘roo as Die I or Die II has been a headache for collectors and dealers alike, and it’s an important ability to have, as the values of the two dies are vastly different ie: a first watermark 3d Olive Die I used is catalogued at £11, while it’s Die II companion catalogues at £140. Traditionally, the way to tell them apart was a tiny break in the inner frame-line to the left of the top of the words of value. This was a very unreliable method as the slightest under or over inking could, and often did, result in mis-identification. The illustration SG have now included shows the much more reliable (not to 66 Stamp News
mention much clearer) difference between the upper ‘ball’ of the numeral ‘3’ of the two dies. This difference was identified and published by the late Simon Dunkerley nearly 20 years ago, who sadly passed away in 2009, and much credit to SG for being the first stamp catalogue to include this critical, and dare I say, game changing, piece of information. If you haven’t read one of my reviews of this catalogue before, or forgot to act on the advice I usually give, then please, before you start reading and using the catalogue, turn to page xv and take a few minutes to read (and digest) the six page article entitled ‘The Importance of Condition’. If you don’t read this excellent article it will be very difficult to use this, and pretty much any other, catalogue correctly. Why spend six pages on the topic of condition? Because the
mike lee publishers realise how it impacts almost every aspect of what and how you collect. Obviously, the greatest impact of the condition of any given stamp is on it’s value, but this article will help to clarify the terms used when dealers, auction houses and other collectors are describing a stamp or other philatelic item. It may also help you to decide where your budget and the condition of a stamp cross over, ie: a faint crease may be fine on an expensive stamp as long as the price is right, but an ugly ‘pulled’ perf may rule it out of being acquired for your collection, no matter the cost! And on the subject of perforations, could you describe the difference between a ‘short perf’ a ‘missing perf’ and a ‘pulled perf’? If not, turn to page xvi, where a clear answer awaits you. So, apart from the Aussie 3d kangaroo dies illustrations, what else is new for 2025 edition? Rhodesia tops the list with the listings of the ever popular 1910-1913 ‘Double Head’ definitives of Rhodesia being reviewed with the help of the Rhodesian Study Circle providing some new shades & revised colour descriptions which will allow better colour matching with the SG ‘Colour Key’. The editor tells us ‘This should make correct identification much simpler for the less experienced collector’ There is some new information about the use of British stamps in Ascension, and there is a new listing for the stamps of Cape of Good Hope used in Basutoland up to 1910. There are, as usual, a number of new varieties listed, illustrated & priced, including another Australian favourite with KGV collectors, the ‘Hollow S’ variety on the 1932 ‘OS’ overprints. These are fully detailed on page ix in the Editor’s Preface. One more reminder, make sure you check out page xiii where you will find the ‘Stamps Added’ and ‘Catalogue numbers altered’ listings. It’s worth noting that the Stamps added section lists 118 catalogue numbers added for this edition including
18 in the Australia & States section. As this catalogue’s listings end in 1970, obviously none of these are new issues, but rather mainly consist of the new listings mentioned above. If you are a regular user of this catalogue it’s definitely worth checking these listings to see what has been added/altered in your areas of interest. Finally, we come to the now standard very informative articles found in new editions of SG catalogues. We have two here: The profusely illustrated and quite fascinating 7 page ‘Portrayals of Monarchs on British Stamps’ by Douglas N Muir RDP, followed by the interesting & informative 2 page ‘Malaya: 1941 Meter Label Provisional Stamps’ by Susan McEwan FRPSL. Both well worth the read! This has always been one of my favourite catalogues and is a fantastic addition to any philatelic library. I note that the UK cover price has gone up a little, so I would expect the local Australian price will have also increased, but then again, this catalogue truly has a staggering amount of information contained in it’s 700+ pages, with much of it available nowhere else, and certainly not in a single volume, which still makes it excellent value for money. Strongly recommended I’ll be back when the just published Falkland Island review copy arrives! Australia : those elusive used Decimal stamps. Revisited When I came to write this article, I couldn’t (and still can’t) believe that it’s been nearly 12 years since I wrote the original series of 5 articles covering the topic of used decimal stamps from 1966 to 2012 that ranged from being ‘elusive’ – hence the name of the series, to next to impossible to find. Since then we’ve had more than a decade of new issues which amounts to approximately 2200 stamps! Yes, you read that correctly, well over 2000 stamps in around 13 years! Now, I could make this a very short article and just say that around 80% to 90% of these stamps are elusive, particularly those issued during 2020 and later, and I wouldn’t be exaggerating too much, but that wouldn’t be very helpful now would it? So while I don’t intend to go in to the level of detail that I did in the original five articles, I will try to point out some of the ‘worst offenders’ issued since 2010. First of all, I’d like to provide a couple of points of context. First off, in my experience, the number of collectors chasing used decimals has declined a little. Those of you who read the original articles may recall that I mentioned I could easily sell 15 to 20 example of every new stamp that Australia Post issued. I would say that number has probably dropped to around 8 to 10 now. I think there are a couple of reasons for this: the volume of letter mail with stamps has now dropped even further with Australia Post saying that the letter mail volume is down around 70% in the last two decades, and the fact that most peel & stick stamps are now almost impossible to remove from the paper has resulted in quite a few collectors not being able to locate the stamps they need anywhere and just giving up, perhaps cutting off their collections at 2010 or 2015 or particularly 2020, but more on that shortly. We also have to take into account the event that seemed to stop much of the regular used stamp supply to charities and everywhere else 70 Stamp News
you used to be able to source used stamps from: COVID. For most of 2020 & 2021 nothing happened in the retail stamp world. Dealers were mostly closed (although many dealers that had a website boomed!), clubs couldn’t meet, regular monthly stamp fairs didn’t run, and probably most importantly for the topic we are considering, charities couldn’t collect, process and sell stamps. Now at least here in Melbourne, most of the charities that I visit have been up and running again for a couple of years, but the recent used stamps coming to them have remained at a trickle compared to pre COVID days, even the P & S issues have dwindled in many cases! And it seems that many/most issues from 2020 & 2021 have pretty much never shown up, hence my remark above about collectors drawing a line at 2020. But it’s not all doom and gloom! My suggestion is keep trying! Don’t give up! After all, much of the fun of stamp collecting is in the chase. And you probably have a little less competition these days. There is one other somewhat positive thing to consider, and that is that Australia Post does seem to have been listening to collectors at least to some degree, and have reduced the number of stamps they issue. Well sort of….let me explain. While the number of sets they issue each year has remained around the same, since 2015 or so we have seen the number of stamps in each set reduce from often 5 or more to 4, and more recently to 3. Higher values appear in sets less often, with stamps usually being just the base domestic letter rate (although it’s worth remembering that in 2010 this was 60c and in 2024 it has now almost tripled to $1.50!), and probably most importantly we seem to have a few less International Post issues annually. Hopefully these things might be enough to keep you keeping on! One important reminder before we get
Mike Lee started. As I explained in the original series, It’s essential to remember that when it comes to International Post issues, unlike normal domestic rate issues, the Peel & Stick versions are always much harder to find than their traditional sheet/gummed versions. Due to a couple of unusual AP ‘staggered’ peel & stick issues in the period we’ll be looking at, keeping this in mind is a must! So let’s make a start on some of the more difficult issues to watch out for, and grab if you see them! First cab off the rank is the 2011 Premier’s Flood Relief Appeal set of 5, these were issued all around the country in peel & stick sheetlet format, and can be a little hard to find in that format, but really don’t quite make it in to the ‘elusive’ category. However, they were also included in the 2011 AP Year book in a sheetlet format of two sets on normal gummed paper with regular perforations. Now I understand these will fall outside the regular collecting area for many as they weren’t available for general sale, but my advice is if you see them anywhere, grab them. They are very hard to find. Another odd one to watch out for are the ‘thermal’ versions of the five 2012 City Transport issue. These tend to be easy to spot as the central part of the design is usually just black until it is heated. These were issued as a sheetlet in a pack, and while they were widely available, AP did sell them at a premium over face value. The 60c Olivia Newton John charity stamp issued in June 2012 can also be a bit hard to find and is worth including with the ‘elusives’. September 2012 saw the issue of three new International stamps as a result of rate increases. The 2 lower values ($1.65 & $2.35) and their P & S counterparts are fairly easy to find, but the high value, a $4.50 stamp featuring Cradle Mountain, definitely belongs in the elusive category. Moving on to 2013, the endless greetings issues (do we really need a complete
new set at the start of every year, even when there hasn’t been a rate change? I think not) are worthy of one special mention which tends to apply to all of these sets where such an issue exists, and that is the P & S version of the high value in the set, in this case the $1.20 Wedding Gift. Some of these are definitely elusive, some not so much. A few 2013 issues certainly qualify as elusive, the first being the $2.35 Centenary of Canberra International. Soon after this was issued there were a flurry of International issues that came out during World Stamp Expo 2013 in Melbourne. All of these are fairly easy to locate, just not the Canberra one so grab it if you see it! And talking of that Stamp Expo, the $10 red kangaroo that was issued in various formats during the show is also hard to track down commercially used. They can be found fairly easily with various FDC type cancels which are fine if you’re happy with that, but one with a postal cancel is quite elusive. One other issue from April 2013 that is very elusive and was missed by many collectors is the embossed version of the 60c State Gold Coach in the 60th Anniversary of the Coronation issue. This was issued in sheetlets of 10 at face value and was widely available, but it seems not many were used. Oddly, it doesn’t seem to be listed in the Stanley Gibbons catalogue. To round off the 2013 elusives I’ll mention 3 that are similar in that they are all P & S versions of higher value domestic rate stamps from sets, the May $1.20 Spotted Pardalote, and the two $1.20 values of the August Coral Reefs set. Now remember that I’m talking about the P & S versions of these which I would say are all very elusive. Having said that, the Coral Reef $1.20 sheet versions can also be quite hard to find. Anyway, I think we’ll leave it there for this month, and start again in 2014 next month! In the meantime, have a happy and safe Festive season! Stamp News 71

Discovery of Endurance Discovery of Endurance - A joint postal tribute from British Antarctic Territory, Falkland Islands and South Georgia & the Sandwich Islands The postal administrations of British Antarctic Territory, Falkland Islands and South Georgia & the Sandwich Islands are pleased to release the following issue of stamps in commemoration of the heroic efforts of Ernest Shackleton and the crew of Endurance which was lost in 1915 but rediscovered in the icy waters of Wendell Bay, Antarctica in 2022. It took ten years and two expeditions, but on 5 March 2022, under the auspices of the Falklands Maritime Heritage Trust, Sir Ernest Shackleton’s ship Endurance was finally found. The discovery made headlines around the world. The so-called ‘unreachable’ wreck was located beneath the ice of the Weddell Sea at a depth of 3008 meters. Shackleton called it ‘the worst portion of the worst sea on earth. It was the greatest wreck hunt ever. The first expedition in 2019 used Autonomous Underwater Vehicles, or AUVs, to survey the seabed. The icebreaker they chartered was the 12,900 ton S.A. Agulhas II out of Cape Town. The search ended when ice conditions deteriorated and the AUV disappeared without trace. The quest resumed in 2022, using the same ship. This time they succeeded. The main search vehicle was a ‘Sabertooth’, an unmanned submersible made by Saab of Sweden. Its main advantage was that it was linked to the surface by up to 6 km of fibreoptic cable which allowed the subsea team to know precisely where it was throughout the dive and to be able to follow the in-coming data stream in real time. The wreck was discovered upright, semi-intact and in an excellent state of preservation. Even its paintwork was still

visible. Her masts were down, and her deck house and most of the quarterdeck had been destroyed by the ice, but the well deck at the stern was untouched. The ship’s wheel was in position and largely unscathed as was the binnacle, or wooden stand in front of the wheel which held the vessel’s magnetic compass. The ship’s wheel was in position and largely unscathed as was the binnacle, or wooden stand
in front of the wheel which held the vessel’s magnetic compass. Most remarkable was the fact that the Endurance had been found exactly 100 years to the day after Shackleton had been buried at South Georgia. For those who saw the wreck through the Sabertooth’s cameras, the most moving sight was undoubtedly Shackleton’s cabin and the ship’s name that arced across the stern over the emblem of the North Star, or Polaris, after which the ship had originally been named. The Polaris was built at Sandefjord, Norway, in 1911-1913. In 1914 she was bought by Sir Ernest Shackleton who renamed her Endurance after his family motto ‘by endurance we conquer.’ His purpose in acquiring the ship was to use her to carry his team to Antarctica where it was his intention to cross the continent from the Weddell Sea to the Ross Sea by way of the Pole. But it was not to be. On 18 January 1915, without having reached their destination of Vahsel Bay,
the Endurance became icebound. For ten months she was carried northwards by the pack until, on 21 November 1915, ruptured and leaking she was released by the ice and plunged to the seabed. For over five months Shackleton and his team of 27 survived on the ice. On 9 April, 1916, they took to their three boats and, after six days of the most brutal conditions imaginable, they made Elephant Island. Shackleton realized that if they stayed on ‘that hellish rock’ they would most likely perish. So he took his best boat, the 22 foot long James Caird and five of his men (Frank Worsley, Tom Crean, ‘Chippy’ McNish, John Vincent and Timothy McCarthy) and departed for South Georgia to seek help. It took over two weeks to reach their destination where, after nine days of recuperation, Shackleton, Worsley and Crean set off over the Island’s mountainous spine for the whaling stations on the other side. 36 hours later they turned up at Stromness where they were greeted with disbelief and astonishment by the small community of Norwegian whalers. After a failed attempt to reach the 22 men on Elephant Island with a small whaling steamer, they set out for the Falklands. This was the first of Shackleton’s three visits to the Islands. Further attempts were made to relieve the party but it was not until 30 August 1916, that Shackleton finally got through and rescued them all using a Chilean naval tug, the Yelcho, under the command of Lt. Luis Pardo. They all survived. It was a story of extraordinary leadership, courage, and determination. Some have called it the greatest escape – ever.

New Zealand : Native Pollinators The animals that we call pollinators are not grouped under that term because of a shared genetic heritage, but because of a shared function they perform in the ecosystem. Just as we often do not recognise the full breadth of the weird and wonderful creatures pollinating the flowers around us, they don’t know they are pollinators - they are just busy living their best lives. Pollination is the essential process in plant reproduction where pollen grains are deposited on a receptive flower, fertilising the flower and leading to the production of seed. Not all plants need to be pollinated to proliferate, but most plant populations rely on pollination to persist because the mixing

of genes gives them greater resilience to changing conditions. Looking after our native pollinators requires more than just planting wildflower mixes; they need thriving populations of the native flowering plants that they have evolved alongside, their habitats need to be protected and restored, and careful use of agrichemicals is required to minimise their negative impact on these special creatures. The Native Pollinators stamp issue highlights four crucial critters – the kawakawa looper moth, the native bee/ ngāro huruhuru, the flower longhorn beetle and the large hoverfly. Greetings from Great Britain Spiders! Another recent issue from Royal Mail which some say are too scary to sell because who wants to look at spiders? I don’t mind them, they are there. I used to live on a property just outside Sydney and we had a few nasty ones around the gardens and the horse tack sheds. No big deal, just be careful was our motto. I will start with the GB issue but finish with something from Australia this time, since I am feeling nostalgic now. And these are just pictures after all. Nice ones at that. Perhaps you agree? This new issue from September 2024 includes five 1st and five 2nd class stamps. The 1st class stamps show the Ladybird Spider, the

Candy-striped Spider, the Wasp Spider, the Zebra Spider and the Heather Crab Spider. I wonder how many of us have ever seen these, or for that matter even knew they existed. Not me. I was happy with the Huntsman! The 2nd class stamps showed the Sand Bear Spider, the Cucumber Spider, Woodland Jumping Spider, the Four-spotted Orbweb Spider and the Nurseryweb Spider. A lesson in arachnology perhaps. Someone at Royal Mail must have enjoyed researching this issue. Let’s look at a few Covers! This (Fig 1) is the Royal Mail cover and, yes, they got all 10 stamps on the one cover. It’s actually rather nice I think. Do you recognise any of

the spiders? If you are a committed collector perhaps you also like to have copies of the different postal cancels that are available. Here in Fig 2 is what I think is a rather more dramatic cancel, also on the Royal Mail cover The first cover ( Fig 1) has the Webheath, Redditch cancel and the second cover (Fig 2) has one from Spider Park in Sheffield. Now why Spider Park you ask? I honestly do not know. The park is a recreational area and has nothing to do with spiders as far as I can tell. Or why not Webb Street London? Well here is just such a cancel on the Buckingham’s cover. (Fig3). This is something to look out for in my view. The ten stamps as presented on the Royal Mail covers are placed in a way
that I think won’t get damaged by bending on the edges of the envelope. But this Buckingham cover, well in my view, lends itself to edge damage/bending unless very carefully stored. The stamps just seem to be too close to the edge of the cover. Just a thought. Anyway, it’s still a nice cover. And finally one more cover (Fig 4) I hope you enjoy seeing, or perhaps seeing again as it is from Australia, and one I suspect you are more familiar with. I thought I would show this as a memory for me and my Australia connection. Not that I have seen these spiders I must admit. These stamps were issued in May 2023 and they show the peacock spiders which are native to Australia. The spiders are known for their colorful and elaborate Stamp News 77

Bounty Bible There are few mutinies which have achieved the same degree of notoriety as the one that took place onboard HMS Bounty (Fig. 1) on 28 April 1789. Commanded by William Bligh (1754-1817), the ship had been sent to Tahiti to collect breadfruit plants to be carried to the British colonies in the West Indies. It seems Captain Bligh kept a very tight rein on his crew and many of the seamen were far from pleased with him. After a fairly long stay in Tahiti, the mutiny was carried out under the leadership of acting-Lieutenant Fletcher Christian (1764-1793). Bligh and a number of loyal crew members were put into Bounty’s launch; rather miraculously they managed to reach the Dutch East Indies after a most perilous journey and they then returned home to England. Some 25 crew members remained onboard the ship which then sailed to Tahiti where
some of the men chose to remain. On 22 September 1789, the Bounty left Tahiti. Onboard there were nine Englishmen and 20 Polynesians including 14 women. They had more or less been tricked to join the crew of the Bounty. When the ship left Tahiti, it seems the plan was to try to locate the island of Pitcairn which they had heard about but they were unaware of its exact location. After weeks at sea, they finally reached Pitcairn (Fig. 2) on 15 January 1790. Everything of value was carried ashore and the Bounty was set ablaze. It sank on January 23rd. It was now impossible to leave the island. The mutineers had undoubtedly hoped for a peaceful life but what followed can best be described as a bloody civil war. The Polynesians murdered some of the Englishmen including Fletcher Christian (Fig. 3). By 1794 all the

Christer Brunström Polynesian men had been killed. The hopes of a life in freedom had quickly been changed into something which can be best described as hell on earth. At the end of 1800, the island’s population numbered John Adams (1767-1829), the sole survivor of the “civil war”, nine Polynesian women and 19 children. It was in this context that Adams discovered the Bounty Bible which had been brought ashore from the ship all those years ago. Adams had enlisted as a seaman (using the name Alexander Smith) but he now became the spiritual leader of the tiny community in addition to his role as the head of a one-man administration. Using the Holy Bible as inspiration, he conducted church services and life on Pitcairn returned to some kind of normality after years of conflicts and killings. Shortly af-
ter the arrival, some of the men had succeeded in making alcoholic beverages which certainly didn’t improve the situation. Also some of the mutineers appear to have suffered from serious mental issues. The texts in the Bible were also used in the school which John Adams started. It can safely be assumed that Adams mainly tried to teach the children how to read and write. The cultural life on the isolated island was thus limited to the books of the Bible and the women’s stories about Polynesian traditions and legends. After 18 years of total isolation, Pitcairn was visited in 1808 by the Topaz, an American sealer commanded by Mayhew Folger (17741824), and the rest of the world finally found out what had happened to the mutineers. It was obviously John Adams who supplied all the details but there are many inconsistencies in

Bounty BIBLE his story. A 1983 stamp (Fig. 4) shows the moment when Captain Folger was welcomed by John Adams. Folger only spent a few hours on Pitcairn. He was given a number of gifts. The story about Folger has a philatelic twist. Once his whaling career had ended, he spent his last years as postmaster in Massillon, Ohio. In 1940 Pitcairn issued its very first postage stamps and the eight stamps tell about the famous mutiny and some of the main persons. In 1951 there were two additional values including the 4 pence depicting the Bounty Bible (Fig. 5). In 1957 there was a new set of Pitcairn definitives but now with the inset portrait of Queen Elizabeth II. The 2 pence value (Fig.
6) not only shows the Bounty Bible but also a portrait of John Adams who made such good use of what possibly was the only printed book on the island at the time. In 1969 there was yet another set of definitive stamps but this time with denominations in dollars and cents. The 40c value depicts the island’s most famous book. As I understand it, the Bounty Bible is on show at the island’s tiny museum. Today most Pitcairners are Seventh-Day Adventists following a most successful visit by missionaries from the United States way back in the early 1890s. It should also be mentioned that Pitcairn has a current population of some 40 most of whom can trace their family trees back to the mutineers and their Polynesian consorts.
