Rio Grande City native, Dr. Patricia-LaurelGarza and her husband, Dr. Delfino Randy Garza celebrated the debut of their new medical practice, Doctors Clinic of Rio Grande City, with a ribbon cutting ceremony. Members of the Rio Grande City EDC and RGC Commissioners welcomed the crowd of over 50 guests, as the doctors showcased their passion and efforts in the restoration of the aged building located in Historic Downtown Rio Grande City. “I’d like to thank my wife for having the vision for the restoration of the building, inside and out,” Dr. Delfino Randy Garza said. “Her attention to detail is a reflection on how she treats her patients and I want to thank our family for this wonderful blessing of a clinic we have together.” “We want to thank all of our friends, family and patients. It was a challenge getting our computers installed and coordinating with insurance companies to get on board with us and we want to thank you for your patience,” Dr. Patricia LaurelGarza said. “This has been a dream of ours for several years and we knew we wanted to be downtown.”
Dr. Patricia Laurel-Garza specializes in Internal Medicine and Dr. Delfino Randy Garza is a General Surgery Specialist. “We welcome Drs. Patricia Laurel and Randy Garza to the community. With the addition of their medical practice, we are excited to see the continuing expansion of quality health services in Rio Grande City,” said Rey Ramirez, City of Rio Grande City Commissioner and Rio Grande City EDC Board President. “The addition of two physicians to our greatly medically underserved community is a wonderful blessing. Having one of them be homegrown and the other be a general surgeon, also from a rural community, who is not only
willing but also enthusiastic about operating at Starr County Memorial Hospital is a double blessing. We look forward to many years of having them be an active part of both our medical community and our community as a whole,” said Dr. Javier D. Margo, Jr., Rio Grande City EDC Board Treasurer and Chief of Staff for Starr County Memorial Hospital. Doctors Clinic of Rio Grande City is open from 8 a.m. to 5 p.m. Monday through Friday and located at 208 N. Britton Avenue in Rio Grande City. For more information, please call (956) 4138786. Sarabia Brothers Featured on STC Faculty Spotlight Magazine 2017
Alex Sarabia and Eli Sarabia, both Psychological Science Instructors at South Texas College, featured on STC Faculty Spotlight Magazine for being recipients of the 2016 Community Service Award. STC Faculty Spotlight Magazine was distributed to all STC faculty/staff on Monday, August 21, 2017 during the annual Academic Affairs Convocation at the Edinburg Conference Center at Renaissance. Alex and Eli Sarabia have 15 years of combined experience teaching psychology at South Texas College. Since they were hired, both have worked exceedingly hard in establishing an active psychology program at Starr County Campus. They have also spent considerable time in developing an active and thriving Psychology Club. To list all the activities of the club would be difficult, but a list of the major activities that were organized or participated in 2015-2016 would include: Starr County’s Got Talent Show, held twice a year to raise money for an annual psychology club scholarship; Starr County Role Models Conference, held every semester, inviting leaders in the community to present to all students on campus. Speakers have included psychologists, mayors, lawyers, television personalities, business leaders, and world light heavyweight champions! They have helped to develop the annual Orientation for First Year Psychology Students at Starr County, and held Mental Health Conferences every semester and other mental health awareness activities (e.g., bullying, national eating disorders awareness, autism awareness, etc.). Moreover, they host a Crossing Disciplines seminar, where invited speakers present on different occupations. They have created an annual Starr County Campus Psychology Club calendar as a fund-raising activity; and held numerous community service activities, including cancer walks, Starr County Fair, Don’t Drink and Drive Campaigns, Toiletries Drive to benefit South Texas Empowerment of Women Center, ADA fairs, earth day recycling initiatives, Child Abuse and Domestic Violence Awareness and Prevention candlelight vigils, Starr County Special Olympics, and numerous television and radio shows to advertise for STC Starr County Campus and promote psychology club activities. The energy and devotion given to these activities far exceeds what might be expected from any club advisor. They have promoted STC and created a positive relationship with local and regional leaders in Rio Grande City and throughout Starr County. The Psychology Club has developed a “can-do” attitude and is frequently contacted to participate in local and regional activities. STC receives positive feedback from these leaders often, thanking us for these dedicated faculty and students.

Mr. Andrade recently b e c a m e disabled and had a very difficult time getting into the bathroom of his mobile home with his wheelchair. The Miramar Avenue Paving and Drainage Project is nearing completion, announced City Manager Crisanto Salinas. The project is part of the city’s efforts to help address drainage issues affecting businesses along US Highway 83. The project consists of the installation of a 400’ of 36” storm pipe from Rancho Nuevo Ave. to Miramar Ave. The area along this stretch of highway has suffered from poor drainage, making it difficult for vehicular traffic to access local businesses. In addition to the drainage improvements, the project scope includes the reconstruction and repaving of Miramar Avenue, a street that was recently demolished when utilities were installed to service new development in the area. street pavement, built entirely of concrete, is 265’ long and ranges in width from 18’-22’ wide. The Texas Department of Transportation (TxDOT) is a major partner in this project, providing the necessary pipe to drain storm water to the Rancho Nuevo outfall. This is an example of how the City of Roma has leveraged partnerships with state agencies to further improve the quality of life for its citizens. “The Roma city council is serious about helping local businesses thrive and is very much committed to this cause. We are thankful that TxDOT shares in
that vision and we look forward to working with them on similar projects in the future,” expressed Salinas. The City of Roma contributed $45,625.80 to the project from their street maintenance fund. TxDOT’s pipe contribution had an estimated value of $36,000. Reim Construction was awarded the contract and construction is expected to be completed by the end of the month.

Notice of Public Hearing on Tax Increase The South Texas College will hold two public hearings on a proposal to increase total tax revenues from properties on the tax roll in the preceding tax year by 2.83 percent (percentage by which proposed tax rate exceeds lower of rollback tax rate or effective tax calculated under Chapter 26, Tax Code). Your individual taxes may increase at a greater or lesser rate, or even decrease, depending on the change in the taxable value of your property in relation to the change in taxable value of all other property and the tax rate that is adopted. The first public hearing will be held on September 5, 2017 at 5:30 PM at South Texas College, Board Room, Annex Bldg, 2nd Floor, 3201 W. Pecan, McAllen, Texas. The second public hearing will be held on September 12, 2017 at 5:30 PM at South Texas College, Board Room, Annex Bldg, 2nd Floor, 3201 W. Pecan, McAllen, Texas. The members of the governing body voted on the proposal to consider the tax increase as follows: FOR:
Alejo Salinas, Jr. Rose Benavidez Gary Gurwitz
Graciela Farias Paul P. Rodriguez Roy De León
AGAINST: PRESENT and not voting: ABSENT:
Jesse Villarreal
The average taxable value of a residence homestead in South Texas College last year was $68,051. Based on last year’s tax rate of $0.1850 per $100 of taxable value, the amount of taxes imposed last year on the average home was $125.89. The average taxable value of a residence homestead in South Texas College this year is $70,187. If the governing body adopts the effective tax rate for this year of $0.1799 per $100 of taxable value, the amount of taxes imposed this year on the average home would be $126.27. If the governing body adopts the proposed tax rate of $0.1850 per $100 of taxable value, the amount of taxes imposed this year on the average home would be $129.85. Members of the public are encouraged to attend the hearings and express their views.
Start the School Year with a Healthy Lunch With back to school season upon us, it’s easy to get caught up with school supply lists, meet the teacher nights and early bedtimes. Something you might not think of? Ensuring your child has a healthy lunch! We constantly hear that breakfast is the most important meal of the day, but a nutritious lunch packed with healthy foods is just as important for ensuring your child has the mental clarity and energy to succeed throughout the school day. Dr. Sumathi Venkatesh, Extension Program Specialist with Healthy Texas, says that a nutritious lunch consists of each of the five main food groups: vegetables, fruits, grains, lean meats, and dairy. Here are a few examples of child-friendly options:
•Vegetables: carrots, sliced cucumber, peas or a small salad •Fruit: a small apple, grapes, a banana, berries, or a fruit product, like applesauce •Dairy: low fat or reduced fat milk, low fat cheese sticks or a fat free yogurt •Protein: lean meats, fish and poultry (bake or grill) •Vegetarian Protein Options: hummus, peanut butter, tofu, veggie burger, beans Planning lunches can be made easier with meal planning. A helpful guide for meal planning is MyPlate (www.choosemyplate. gov), a resource from the U.S. Department of Agriculture that shows recommended portion sizes for each food group. Include your youngster in meal planning or let them help pick out their snacks during your next trip to
the grocery store. Perhaps just as important as the contents of your child’s lunch is the way it is prepared. Many kids come home from school with what seems to be a stomach bug, but is actually an illness brought on by not correctly preparing or storing the food in your child’s lunchbox. Bacteria begin to grow on foods when they reach room temperature, sometimes a little as two hours. To prevent bacteria growth, make sure that your child’s lunch is kept cold (40 degrees F or below) for a cold lunch, or heated in a thermos or insulated container (140 degrees F or higher) for a hot lunch. Use cold packs to ensure food stays cold, or try freezing 100% fruit juice the night before and packing it HEALTHY LUNCH, page 8

RIO GRANDE CITY CISD
Focused on “Under Construction: Building a Brighter Future One Child at a Time”
Rio Grande City CISD held the General Session to welcome all educators for the 2017-2018 school year on Thursday, August 24 at Fort Ringgold Auditorium. The District theme for the 2017-2018 school year is Under Construction: Building a Brighter Future One Child at a Time. This begins phase 2 as last year’s theme was Making the Connection by Building a Strong Foundation. The session began with Roll Call of all schools which were all present and excited for the start of the new school year. As each school’s name was called, educators made their way down the aisle to music of their choice. Administrators from each campus carried a decorated box
with their school’s individual message on the box such as pride, collaboration, and excellence. There was an overwhelming sense of joy and enthusiasm that could be felt throughout the auditorium as everyone in attendance cheered while the schools continued to make their way to the stage where they placed their boxes on pedestals. As the last school finished, a familiar song was played, it was Oye Abre Tus Ojos by La Sonora Dinamita. Instantly, everyone stood and began applauding with much enthusiasm as Mr. Alfredo Garcia, RGCCISD Superintendent of Schools, made his way down the aisle.
As the ceremony continued, invited guest speaker Edna De Saro, Marketing Director for Lone Star National Bank, made her way to the stage and exclaimed how wonderful and exciting the reaction of educators from RGCCISD had been. Next to address the audience was Eduardo “Eddie” Ramirez, RGCCISD School Board Vice-President. Mr. Ramirez gave an inspiring address which praised the unity of the District. Mr. Ramirez made a heartfelt reference to his daughter, Mica, and his family. He ended his message with an announcement from the School Board of Trustees and Administration that professionals would receive a $1200.00
incentive and Para-Professionals and Auxiliary members would receive an $800.00 incentive to be given by the end of this year. The announcement was well received. In delivering his superintendent’s message, Mr. Alfredo Garcia reiterated his vision and firm belief that education begins with a strong foundation and encouraged educators to build upon this foundation to build a brighter future one child at the time. The general session was an overwhelming success as educators left the convocation inspired and motivated to teach our students to face the challenges that await them.

Nostoc commune is a cyanobacteria
While hiking you may have seen it, but didn’t notice. When it’s dry, which is most of the time, it looks like a dried splash of black paint. When it’s wet after a rain, it’s green and gelatinous. What it is is Nostoc, a cyanobacteria and one of nature’s most successful life forms because of it’s remarkable set of features. First, consider some of it’s humorous names: star jelly, witch’s butter and mare’s eggs. Indigenous people were obviously confused by it. Some even thought it fell from the sky. There are several species in the genus Nostoc. One or more of the species are found throughout the

HEALTHY LUNCH world. Our most common Valley species is Nostoc commune and its distribution is world-wide. It’s terrestrial and prefers habitats which get at least occasional moisture. Note the emphasis on occasional. Actual studies of collected specimens have shown that, after at least 70 years of dry preservation, when given some moisture, the Nostoc returned to green and grew! Thick walled cells called akinetes are the ones able to accomplish that incredible feat. Nostoc are green a n d gelatinous w h e n wet; they contain photosynthetic material and so are able to produce their food energy from sunlight. They also have cells called heterocysts which can
fix nitrogen, i.e., alter it into NH3, ammonia, a key ingredient for plant growth. In other words, they produce their own fertilizer. They also have cells that can absorb long and medium range ultra-violet radiation. Having no cell nucleous, they reproduce by fission, cells simply splitting apart. On a larger scale, they spread through fragmentation. When a dried piece of Nostoc is stepped on, or broken into pieces, each piece becomes a new colony. While on tours of Rancho Lomitas, where I live, we’re always able to find pieces of Nostoc. They’re usually just small splotches of black, dried up amongst the hot rocks in the blistering sun. But we
know of their potential. In case all those features don’t impress you, consider this: they’re edible! In parts of the world such as China and Japan plus countries in the Andes, it’s an ingredient in several common recipes. Nostoc provides proteins and vitamin C and has some anti-inflammatory properties. If you’ve eaten at a Chinese restaurant, you’ve probably eaten some. Some people I’ve spoken with here in the Valley have collected and eaten Nostoc after washing it and, sometimes, giving it time to grow larger in a dish of water. Next time you’re hiking in our amazing wilderness, look down occasionally to see if you can spot a bit of black splatter or of green gelatin. Pick it up and examine one of nature’s most remarkable creations. And, if you’re hungry----well, how adventurous are you?

Back to School Message Dear Editor, Now is the time to talk to our youth about alcohol. A product that is only legal for those that are 21 years of age. alcohol is a depressant, it lowers inhibitions, which can set youth up for embarrassing or dangerous behavior. In fact, each year approximately 5,000 young people under the age of 21 die as a result of underage drinking. This statistic includes about 1,900 deaths from motor vehicle accidents; 1,600 homicides; 300 suicides; and hundreds of others stemming from injuries such as falls, burns and drownings.2 It’s no secret that society gives children mixed messages about alcohol. It is excessively advertised and widely promoted.

As a parent, it is our obligation to educate ourselves about substance abuse prevention. Student substance use is a risk factor for academic problems, such as lower grades, absenteeism and high dropout rates. Alcohol can interfere with a student’s ability to think, making learning and concentration more difficult and ultimately impeding academic performance. Be a positive role model for your children. Texas adds three counties to enhanced Zika testing recommendations With the ongoing threat of Zika in Texas, The Texas Department of State Health Services has issued a health alert recommending routine Zika virus testing for pregnant women who live in Kinney, Maverick and Val Verde counties. DSHS also advises testing anyone in those counties with an itchy rash plus one other common Zika symptom: fever, joint pain or eye redness. The new counties join Cameron, Hidalgo, Starr, Webb, Willacy, and Zapata counties, where enhanced Zika surveillance is already occurring. There’s no evidence of ongoing Zika transmission anywhere in Texas, but this nine-county area is at a higher risk of Zika spreading by mosquitoes because of its climate and geography.
Reports out of Mexico show local Zika transmission continues to occur in some states and communities on the Mexican side of the border. Zika can cause severe birth defects in some cases when women are infected during pregnancy. “Routine testing provides important information to women about their pregnancies,” said DSHS Commissioner Dr. John Hellerstedt. “It also increases the opportunity for public health to identify infections before Zika establishes itself in Texas so we can respond quickly.” In addition to adding counties, DSHS is updating its advice to health care professionals to test women who live in the higherrisk area three times during
pregnancy, rather than two. The change is consistent with recently updated guidance from the Centers for Disease Control and Prevention. Health care providers can read more about the updated guidance in the DSHS health alert.Texas is entering peak season for mosquito borne disease, and people statewide should continue to protect themselves from mosquito bites by consistently using mosquito repellent when outside, wearing long sleeves and pants, and using air conditioning or making sure door and window screens will keep mosquitoes out of the home. Providers and the public can find more information at TexasZika.org.

REMEMBERING BEULAH: THE HURRICANE THAT UNITED TWO COUNTRIES
Jr. ROTC cadets from Rio Grande City High School Hurricane Beulah started as a tropical storm on September 5th in the Lesser Antilles and developed into a Category 5 hurricane over the next ten days. By the time it reached the Port of Brownsville on September 20th the National Weather Office measured wind gusts at 130 mph. Major flooding across southern Texas and northern Mexico caused massive damage. There were 200,000 people left homeless, over 40 recorded deaths and a record 1 billion dollars in total damage. The devastation caused by the fury of the wind extended well beyond the Texas coast line. Hurricane Beulah holds the record for most tornadoes spawned by a hurricane with 115 reported. The danger of tornadoes can reach hundreds of miles inland. In Rio Grande City the damage was caused by heavy rains and flooding

of the Rio Grande River and the Rio San Juan. Residents in surrounding communities including those in neighboring Ciudades of Camargo and Comales across the river fled to Rio Grande City for refuge. Many were rescued by either helicopter or boat because they were surrounded by the muddy waters of the river. Roads in and out of Rio Grande City were closed due to the extreme danger of being carried away by the current and drowning. Rio Grande City was a community isolated from the rest of the world. Residents pulled together in solidarity and began the arduous task of providing shelter, food and medical services to refugees that were arriving by the thousands. Response from the U.S. Army, American Red Cross, medical staff from Santa Rosa Hospital in San Antonio and UT
Medical Center in Galveston and countless of local civic organizations and volunteers provided safe harbor in an atmosphere of panic. Outside communication was made possible through CB and HAM radios and the tireless service of its operators. Rescue teams went out in school buses, county and personal vehicles and helicopters! These teams from both sides of the river worked endlessly until all residents were secured in shelters in Rio Grande City. President Lyndon Baines Johnson, Governor John Connolly, State Representative Eligio “Kika” de la Garza and representatives from the U.S. Army were present all across the Rio Grande Valley to assess the damage and offer a sense of security to a community where many were left homeless, food was
Flooded streets in Rio Grande City, Texas scarce, water was contaminated and medical services were limited. President Lyndon Johnson surveyed the damage caused to his home state by the hurricane and declared 24 counties in Texas a disaster area. The return to normalcy took time, but what remained was the sense of unity and trust among citizens on both sides of the Rio Grande River. It has been 50 years since this community felt panic and despair due to a natural disaster, but we remember that we survived through the efforts of many who answered the call to duty and service. Hurricane Beulah is the storm that brought two nations together back in September 1967.

Applications Open For 2018 Young Masters Class The Texas Commission on the Arts and the Texas Cultural TrustWill Award Grants to Outstanding Student Artists
The Texas Commission on the Arts (TCA) and the Texas Cultural Trust are accepting applications for the 2018 class of Young Masters, a joint initiative that provides exemplary Texasbased arts students in grades 8-11 with the financial help they need to pursue advanced study in the areas of visual arts, literary arts, music, theater, dance, musical theater, and media arts. The state’s most talented young artists will receive the title of “Young Master” and are awarded grants of $5,000 per year to further their studies in their chosen arts disciplines. Students are eligible to receive the grant for two years, but they must submit a report and update application. The students selected for this program will represent the ninth class of Young Masters. The Trust and TCA have given 313 grants to 139 previous Young Masters, awarding $857,500 to aspiring artists since its inception in 2002.
Danger In Downed Power Lines
One of the many dangers following storms that carry high winds, like hurricanes, is downed power lines. They carry extremely high currents and can seriously injure or kill, even if they aren’t sparking or buzzing. Never assume that because a line is on the ground, that it is “dead,” or no longer carrying electric current through it. Always avoid downed power lines and remember these safety tips: - Do not get close to the power line. - Warn others to stay away from downed lines until law enforcement or emergency crews arrive. - Never try to move a downed power line with a board or stick. High voltage electricity can jump unpredictable distances. - If someone is in direct or indirect contact with a downed line, don’t touch them. You could become another victim. Call 911 immediately.
“The Young Masters grant program was created as a way to recognize and support young people pursuing the dream of becoming prominent Texan artists of the next generation,” said TCA Executive Director Gary Gibbs. “We look forward to receiving applications from candidates who are already demonstrating outstanding artistic ability, talent and dedication to developing their knowledge in their chosen discipline.” Applications, information and guidelines are available online at http://tinyurl.com/ youngmaster. Applications and required supporting materials must be submitted by November 15, 2017. In order to be considered for the grant, students must be legal U.S. residents living in Texas and participating in a school-based program, a summer institute, or a specialized course of study or receiving private lessons from a qualified professional instructor. They must also maintain passing
grades in all academic areas. The Young Masters will be selected by a citizen panel of experts from across the state based on artistic excellence, level of commitment and quality of their proposed plan of study. The 2018 Young Masters recipients will be honored at a star-studded event on Monday, April 16, 2018 in Austin, Texas. “The Texas Cultural Trust is honored to continue supporting the next generation of talent in Texas,” said Texas Cultural Trust Executive Director, Heidi Marquez Smith. “We are thrilled to help these Young Masters take their education to the next level and bolster their creative training. This program opens doors to opportunities never imagined for these young artists and will help create the Texas legends of tomorrow.”
TCA was organized in 1965 by the Texas Legislature to develop a receptive climate for the arts in Texas. TCA supports a diverse and innovative arts community in Texas, throughout the nation and internationally by providing resources to enhance economic development, arts education, cultural tourism and artist sustainability initiatives. For more information on TCA and its programs, please visit www.arts.texas.gov. The Texas Cultural Trust is a 501(c)(3) nonprofit organization whose mission is to be the leading voice for the arts in education, advocacy, and economic impact in Texas, spotlighting the artistic excellence of our state. For more information, please visit www.txculturaltrust.org.

Flooding Dangers – Turn Around, Don’t Drown
It only takes 12 inches of water to float a car. In fact, any vehicle is vulnerable, no matter what you see in those four-wheel-drive ads. Floodwaters are the leading cause of weather-related fatalities in Texas, so remember these safety tips: • Avoid floodwater altogether; you can’t tell how deep it is, or even if there’s solid ground beneath it. • If your car stalls, get out fast and go to high ground. Anyone who drives around barricades is subject to up to a $2,000 fine and possible jail time. Do not put yourself and first responders in danger. Turn around and don’t drown. The folks at your electric cooperative take safety seriously. This public service message is brought to you by Medina Electric.
Fort Ringgold (Hurricane Beulah) 1967
School district gymnasium served as a refugee processing center. Hurricane Beulah is sBll recognized as one of the most significant storms to make landfall in South Texas (September 1967). Hurricane Beulah is recognized as one of the most significant storms to make landfall in South Texas-September20, 1967. It caused extensive flooding on both sides of the Rio Grande River. Over 14,000 refugees from Camargo, Tamaulipas crossed the border to escape the rising waters. The refugees were in desperate need of food, shelter and medical care. Dr. Mario E. Ramirez, Starr County Public Health Director rose to acBon and led the efforts to accommodate the residents and refugees during the disaster.
