By Kenneth Roberts, Freelance Writer The Rio Grande City Rattlers are eagerly preparing for the upcoming 2019 baseball season with high hopes and confidence that they will match and even improve upon the accomplishments of the previous two seasons, in which they reached the second round of the state playoffs. In 2018, the Rattlers finished in third place in District 31-5A with a 10-6 record. Concerning the 2019 outlook, Cortinas emphasized, “Expectations are high this year as we return four on-the-field starters and two pitcher. I think this year’s team has the potential

to be as good a team as we’ve had in several years. We as coaches and the players have high expectations and are eager to start the season. I definitely feel our team has the capabilities to win the district title.” “We have a good mixture of veterans and talented youngsters, especially sophomores,” contended the coach. “I think we will have a solid overall team. We had four freshmen who played vital roles last year. These players are a year older, more mature, and more experienced.” Cortinas pointed out that the 2019 Rattler team will have three seniors, one of whom is a four-

year letterman and the two others are three-year lettermen. He added, “We don’t expect to carry any freshmen. We have four juniors and seven sophomores.” The Rattlers will launch the regular season at home against the Edinburg High Bobcats on Monday, Feb. 18. They will open district play on March 12 against the Mission Veterans Patriots on the road. The Rattlers’ district home opener is scheduled for March 14 against Mission Veterans. They will compete in preseason scrimmages on Feb. 2, 9, 12 and 15, with the final scrimmage coming at home against Weslaco East.

F.J. Scott Elementary School Team Wins Roma ISD’s Elementary Level Battle of the Books Comp.

Congratulations to the F.J. Scott Elementary School Battle of the Books Team for winning the district’s Elementary School Division Competition! In order to compete, the students had to read the five award-winning books selected and try out to qualify for their school’s team by demonstrating knowledge of each book. Upon selection to their school’s team, students re-read the books and discussed them to determine important details, themes and

interpretations of each book. During the competition, student teams work together to respond to a variety of random questions about each book. All participants should be proud of the hard work they put into preparing for the competition! The F.J. Scott Elementary School Team will go on to represent Roma ISD at the Region One Battle of the Books Competition in February. Prizes of $100, $75, $50, and $25 will be awarded by the Board of Starr County Farm Bureau to winners in its ninth annual barrel painting contest in observance of Farm Bureau’s annual Food Connection Week. Any organized youth group made up of youth 19 years of age and under may enter. Barrels must be a metal 55-gallon drum type, with top cut out and no sharp edges exposed. Barrels must be clean and in good condition. Barrels must be painted with exterior metal paint, and paint must be dry at time of judging. The design on the barrels must

contain the letters TFB and the words Eat Healthy. Any designs with a negative message or gang symbols will be disqualified. No decals or other foreign objects can be affixed to the barrels. Painting must be done by youth members of the organization entering the barrel. Barrels should be delivered to the fairgrounds on Wednesday evening, February 27, or Thursday morning, February 28, by 10 a.m. and placed in the area next to the baking room for judging. Texas Preceptor Pi Omicron Sweetheart Cynthia V. Sanchez

Texas Preceptor Pi Omicron is honoring Cynthia Sanchez as this year’s sweetheart. Cindy is married to Marlon A. Sanchez of Rio Grande City. Cindy and Marlon have three wonderful children, Marlon Axel Jr., Sebastian Ali and Karen Taisse. She is the daughter of Nicolas and Juany Alanis of Roma. She graduated with honors from Roma High School in 1996. She

received her Bachelor of Arts degree in Spanish and History from the University of Texas Pan American in 2000 and received a Master’s Degree in History from the University of Texas Pan American in 2008. Cindy has enjoyed being an educator for the past 18 years. She currently teaches Dual Enrollment History courses at Rio Grande City High School through South Texas College. Cindy also serves as Department Chair of the Social Studies Department at Rio Grande City High School. She is a member of Phi Alpha Theta National History Honor Society (TauRho Chapter), Phi Kappa Phi National Honor Society and is an active member of the American Historical Association. She enjoys traveling, gardening and spending time with her family. She and Marlon enjoy supporting their children in their academic and extra-curricular endeavors.

Beta Zeta Omicron Sweetheart Melissa P. McGuffin

Melissa P. McGuffin is being honored as the 2018 sweetheart for Texas Beta Zeta Omicron. Melissa is a charter member of Beta Zeta Omicron chapter of Beta Sigma Phi and has been an active member in her sorority since 1998. Melissa has served on several committees and held various officer positions in her sorority. Melissa is married to Robert E. McGuffin and are parents to Victoria, (23) a firstyear dental student at UT Dental School in Houston and Carol,

(17) a junior at Rio Grande City High School. Melissa is the daughter of Carolina R. Pena and the late Jose Pena and the daughter-in-law of Connie T. and D.B. (Pinky) McGuffin. Melissa graduated from The University of Texas-Pan American and received a Bachelor of Science in Rehabilitative Services. Melissa is a licensed Speech Therapist and worked at Bounce Back Therapy where she helped children of various ages with different speech and language disorders. She is a Special Education teacher at Rio Grande City High School. Melissa’s passion is working and helping students with learning disabilities. Melissa was raised in a Catholic home and is a member of Immaculate Conception Church. She enjoys reading, baking and traveling with her family. Texas Beta Eta Tau Sweetheart Estela Aguilar Hernandez

The Beta Eta Tau’s 2019 Sweetheart is Estela Aguilar Hernandez. Estela is one of eight children born to the late Jesus and Sabina M. Aguilar of Brownsville, Texas. In 1975 Estela married her sweetheart, Rio Grande City native, Patricio Hernandez, and thus began her 43-year relationship with the community of Starr County. Today, she is a mentor and role model to three daughters and two grandchildren. Estela graduated from Brownsville High. Her postsecondary education includes training in Montessori at the University of Portland, Oregon, continuous Early Childhood Development Training with Southwest Laboratories. Estela earned a Bachelor’s of Science Degree in Elementary Education from Pan American University in Edinburg, Texas. Estela’s professional career has included being Head Teacher and Director for a Home-Start Program, one of 16 programs in the nation, for the Texas Migrant Council. Estela was appointed to the National Committee of Bilingual Education during the Lyndon B. Johnson administration. Estela worked in the Rio Grande City C.I.S.D and taught 6th grade Social Studies and 2nd-grade. She was also a

Maria Lydia is married to former Mayor of Roma, Jose Carlos Saenz, for over 50 years. Mr. Saenz is owner and manager of Saenz Mini Mart of Los Saenz since the early 1930’s. They are parents of three sons, Omar, Michael and Juan Carlos Saenz. She is blessed with eight grandchildren, four granddaughters and four grandsons. Maria Lydia attended Immaculate Conception School in RGC and graduated from Rio Grande High School. She also acquired degrees in Education, Art and a Masters in Counseling and Guidance. Carol is a junior at Rio Grande City High School. Carol has been taking AP courses since her

freshmen year and is now taking dual enrollment classes. Carol is a member of the National Honor Society and is currently a member of the varsity tennis team at Rio High. She began taking tennis lessons at age five, and this year she chose to dedicate to the sport full time. She has played against tennis players from around the region and has expressed her love for the sport. As a past HOSA member, Carol helped and volunteered extensive hours at Starr County Memorial Hospital, Retama Manor, and the Starr County Youth Fair. Her heart has never been too far from her dearest ICS and continues to volunteer her time whenever possible at her beloved alma mater. Carol enjoys spending time with her family and friends, offshore fishing with her dad, shopping, and playing video games. Upon graduation from high school, Carol hopes to attend Texas A & M University, College Station, or University of Texas San Antonio.

Melanie has two older sisters, Laura Leslye and Daniela Guerra. Melanie Maria Guerra is currently a sophomore in Roma High School. She is an ‘A’ Honor Roll student taking Advanced Placement classes since freshman year. Melanie loves sports, especially volleyball, a sport she

has played since seventh grade. She played with the RGV league competitively and is now on the Roma High School varsity volleyball team. Melanie attends Our Lady of Refuge Church in Roma, Texas and she loves participating every Sunday with her CCD friends where they are very involved in the church and community. Melanie loves dancing and was in a competitive dancing team for many years, where she excelled and achieved numerous awards. Melanie is a well-rounded individual who strives to accomplish her goals and dreams. With hard work and perseverance, Melanie hopes to one day attend The University of Texas in San Antonio where she plans to major in Biology, and her ultimate career goal is to become a dermatologist. Texas Preceptor Pi Omicron proudly presents Karen Taisse Sanchez as their debutante at the 2019 Sweetheart Dance. Karen is the 16 year old daughter of Marlon and Cynthia Sanchez. Karen is a junior at Rio Grande City High School and is in the top 10 of her class. She is currently taking Dual Enrollment courses through South Texas College including U.S. History, English and Spanish. She is a member of NSHSS (National Society of High School Scholars) and the National Honor Society. Karen

Bank & Trust of RGC for 11 years. She has also worked as a teacher, counselor, and administrator at Roma ISD for 30 years Plus. She also has worked part-time teaching college courses at STCC, as well as supervising teachers in certification programs for UT Pan-Am. She is also a Texas Licensed Professional Counselor since 1984 with an office in Rio Grande City, Saenz Counseling Services, serving children, adolescents and young adults. Maria Lydia has been very actively involved in community affairs in her hometown of Roma as a Roma Historical Commissioner and was the first president and organizer of her sorority, Alpha Sigma Phi, in 1984. One of the sorority’s community services was sponsoring the Little Miss Roma and Miss Roma pageants for over ten years. This service proved to be a very rewarding experience for the sorority. Maria Lydia is a devoted Catholic and attends church services in Roma and at times in Rio Grande City. She is graciously accompanied by her little brother, Julian Joel Gonzalez, of Mission, Texas and her son, Juan Carlos, of Los Saenz, Texas. Her philosophy of life is, “We must strive to work and keep our minds healthy and occupied as long as we can bear. With our Lord’s blessings and help, we can accomplish our goals and purpose in life and abide by the grace of living, laughing, and most of all loving to the fullest.”

Texas Preceptor Pi Beta Debutante Faith Brielle Guerra Cancer Club whose goal is to promote cancer awareness to local and international communities by promoting fundraising to assist in cancer research. Faith is a member of Immaculate Conception Church, devoted to the youth ministry to help in the financial and theory of the Catholic religion. Faith also dedicates her time to the Rattler 4-H club, where she is a proud member. She was given the opportunity to learn, nurture and train animals. This has taught her the importance of responsibility and dedication. After homework and community service, Faith treasures spending quality time at the beach or the ranch with her family and friends. She has a myriad of memorable experiences which are a big part of her daily life and decision-making skills. Her proud grandparents are Mr. and Mrs. Agustin Guerra and Mr. and Mrs. Rene Molina. Faith expresses her gratitude to everyone who made this event possible and unforgettable. A highlight of her R.G.C.C.I.S.D. career was spearheading a student-centered school and community campaign to establish Starr County’s first Public Library. Now in retirement, Estela’s life focuses on the family, husband Patricio, grandchildren, Tony and Ava, daughters Cecilia, Lily & April. Her personal humanitarian and philanthropic initiatives are international providing recreation, clothing and school supplies for children. Estela manages family businesses Casa Rio Grande and The Party Place. She looks forward to continually be involved with community service organizations and promoting local businesses. Shop Rio First! However, Estela is committed to bringing social awareness to obstacles and hardships of families who live along the U.S.-Mexico border. A lifelong resident of the valley with ancestral ties to the land, she laments the difficulty and impediments that cyclical migration patterns have unduly politicized our communities even to the point to create physical divisions amongst the living and between the living and deceased. Case in point, Estela fights for the historical and familial significant Santa Rosalia Cemetery in Brownsville, now violated by a border wall. Santa Rosalia Cemetery is the resting home of at least one-thousand departed including Estela’s grandparents, parents, brothers, and extended family, now separated by concrete and steel. Estela appreciates & cherishes the love and support she found in Rio Grande City, home to what she considers the most supportive, friendliest, and kindest people she has ever known.

is a gifted musician and played the violin with Rio Grande City High School Mariachi Cascabel from 2016-2018. Karen is also a competitive athlete. She is a member of the Rio Grande City High School varsity volleyball, wrestling and track teams. She also played with Texas Fierce Elite club volleyball traveling team and competed in tournaments in Corpus Christi, New Orleans and Round Rock. Karen was a contestant in the 2018 Miss Starr County pageant and received second runner-up.

Karen loves animals and enjoys volunteering at the pet adoption events at Hope for Paws animal rescue organization of Rio Grande City. Karen enjoys listening to music, exercising and spending time with her friends and family. She loves to travel and has recently toured the Italian cities of Florence, Venice, Rome and the Vatican. She has also visited Costa Rica and the Hawaiian Islands. Her plans for the future will be to attend Baylor University and pursue a career in the medical field.

Moebius Syndrome is so rare that Javier is the only one in the valley with this condition. On that day, all students and staff “SMILED FOR JAVI!”

The following RGC H.S Band members competed at the TMEA Area Tryouts held TAMU Corpus Christi. A combine of 4 Regions in Texas competed for the tops chair to get to State. The following students from RGC H.S. Band placed in the competition and will advance to the State Competition in San Antonio, TX February 1316. Four members of the Rio Grande City High School Rattler Band will perform with the Texas All-State 5A/6A Ensembles in San Antonio, Saturday, February 16, 2019 at the Henry B. Gonzalez Convention Center as part of the 2019 Texas Music Educators Association Clinic/Convention. The following students are: Adrian Garcia, 1st Chair 5A Alto Sax, a student of Mr. Eric Garza. This is his first time to perform as a member of a TMEA All-State organization. Adrian is the son of Mr.& Mrs. Silvano and Rosa Maria Estrada Garcia. Carlos Garcia, 2nd Chair 6A Tenor Trombone, a student of Mr. Alberto Diaz. This is his third time as a member of a TMEA All State organization. Carlos is the son of Mr. & Mrs. Jose Carlos and Mireya Rivera Garcia. Leonardo Garza, 1st Chair 6A Percussion, is student of Mr. Gumaro Barrera and Mr. Erick Ochoa. This is his first time to perform as a member of a TMEA All-State organization. Leonardo is the son of Mr. & Mrs. Oscar and Sandra Garza. Maritza Gonzalez, 2nd Chair 6A Euphonium, a student of Mr. Orlando Herrera. This is her second time as a member of a TMEA All State organization. Maritza is the daughter of Mr. & Mrs. Ricardo and Paz Gonzalez. High school students selected to perform in the All-State concerts have competed through auditions to qualify at the state level. All-State is the highest honor a Texas music student can receive. 1,780 students are selected through a process that began with over 72,900 students from around the state vying for this honor to perform in one of 15 ensembles (bands, orchestras, and choirs). Texas Music Educators Association sponsors the Texas All-State competition. This competitive process begins throughout the state in auditions hosted by 33 TMEA Regions. Individual musicians perform selected music for a panel of judges who rank each instrument or voice part. From this ranking, a select group of musicians advances from their Region to compete against musicians from other areas in eight TMEA Area competitions. The highestranking musicians judged at the TMEA Area competitions qualify to perform in a TMEA All-State music group. Only the top 2.4% of musicians who initially audition become All-State musicians. These All-State students participate in three days of rehearsals directed by nationallyrecognized conductors during the TMEA Clinic/Convention. Their performances for thousands of attendees bring this extraordinary event to a close.

Medicare Plays Big Role in Protecting Nursing Home Patients By Bob Moos, Southwest regional public affairs officer for the U.S. Centers for Medicare and Medicaid Services When you hear about Medicare, you probably think of the federal program that helps pay for older adults’ health care. What you may not realize is that another of Medicare’s major responsibilities is to inspect health care facilities to make sure that patients receive safe and high-quality care. Among those facilities are the nation’s more than 15,000 nursing homes. Nursing facilities wanting to get reimbursed for treating Medicare

patients must be certified as meeting certain health and safety requirements. The federal agency that oversees Medicare – the U.S. Centers for Medicare and Medicaid Services – works closely with the states to accomplish that. Trained health professionals make unannounced visits to nursing homes to check whether the health and safety standards are being met and, if not met, to ensure the problems are addressed. An inspection is often the result of a complaint lodged by a patient or family member. Nursing homes that don’t promptly correct their

shortcomings may be subject to fines. If the health and safety violations persist and pose a serious enough threat to patients, the facilities may be terminated from the Medicare program and forbidden to bill the government for patient care. Unless and until a nursing home actually loses its Medicare funding, this regulatory process often goes unnoticed by the general public. The website enjoys a solid reputation among consumers, having been revised over the years to make it even more trustworthy and user-friendly. You can search for facilities by city, county, state or ZIP code. As helpful as those online comparisons are, Nursing Home

Compare isn’t meant to be the final word on the subject. It’s just one guide to use when looking for a nursing facility. If you’re the one who’s been hospitalized, your physician, discharge planner or social worker can help identify an appropriate facility for your recovery. If you’re the one assisting a spouse or parent about to enter a nursing facility, you also might: • Ask for recommendations from friends, family or neighbors who may have had a loved one in a nursing home. • Call your state’s long-term care ombudsman to find out how many complaints have been filed against particular nursing homes, what kind of complaints they were and whether they were resolved. In Texas, the ombudsman’s number is 1-800-252-2412. • Visit the nursing homes that interest you. Make an appointment and think of the questions that are important to you. Starr County Youth Fair

STARR COUNTY FAIR EDUCATIONAL POSTER DIVISION The Educational Poster Contest of the Starr County Fair will be held on Tuesday. February 26, at the Starr County Fairgrounds. Entries will be admitted from 10 a.m.-12 noon. Posters not displayed must be picked up by 4:00 p.m. on the same day. Grand and Reserve Champions of each division will be featured in the Parade of Champions on Saturday, March 2. All exhibited posters must be picked up from the coliseum on March 2 between 8 and 9 p.m. The contest is divided into four divisions: senior division (grades 9-12), intermediate (grades 6-8) junior division (grades 3-5), and peewee division (grades Pre-K through 2nd). Peewee, junior, and intermediate division participants must be students in Starr County schools or members of Starr County 4-H clubs, Jr. FFA, or Jr. FCCLA. Senior division participants should be under the direction of Starr County 4-H Club leaders, FFA, FCCLA or FACS teachers. Entries will be in the following six categories, which are the same for all age divisions: Category 1—Nutrition; Category 2—Drugs or Alcohol Prevention; Category 3—Health/Personal Hygiene; Category 4—Conservation of the Environment; Category 5— Citizenship & Patriotism (America or Texas), including Fair theme; Category 6—Safety. The following information should be on the back of the poster: Title of Poster (Title may also be on the front of the poster, ex: “Eat Good

Food”); Name of exhibitor; Name of school, 4-H Club, or FCCLA/ FFA Chapter; Town where exhibitor goes to school; Grade exhibitor is in at school; Division (Sr., Int., Jr., Peewee); Name and Number of Category (one of the six categories listed above). The student’s name and other information should not appear on the front of the poster. Entries not properly labeled will not be accepted. **NO PERISHABLE FOOD (rice, macaroni, beans, etc.) will be allowed on the posters.** Schools and 4-H clubs need to have their own poster contest in advance of the contest date. They can award prizes and have their own school display of winners. They should then bring their top ten winners in each of the age divisions to the fairgrounds coliseum between 10:00 a.m. and 12:00 on the day of competition for participation in the Fair. IMPORTANT NOTE: A school with grades spanning two age divisions may bring ten posters for each age division. For example, elementary schools may bring ten from the peewee division (PK-2nd) and ten from the junior division (grades 3-5). Posters should be no bigger than a standard size poster 28” x 22”, but they may be smaller, including half-poster size. Minimum poster size is 8 ½ x 11 inches (construction paper size). If the poster is very heavy, please put a wire hanger on the back for display. Posters will be stapled to the display boards. Bulky

or heavy posters may not be able to be displayed. Trifold or bifold display boards are not allowed. All posters must be FLAT, THEY MAY NOT FOLD horizontally or vertically. Queen and her court, to be crowned on Saturday, February 2, will be riding on the Queen’s float sponsored by the Starr County Fair Association Board of Directors. Schools, day care centers, and businesses are encouraged to enter the annual Starr County Fair Parade. It is a Western parade, and all entries should be appropriate for youth. Preregistration is only required by floats wishing to be judged. All other entries may register onsite at the end of South Britton Avenue, beginning at 9:00 a.m. The fee of $30 per entry may be paid and an entry card for each vehicle obtained from Parade Chairman Tissa Peterson at the USPS mailbox on South Britton Avenue next to the Compass Drive-In Bank after the vehicle is in line. Park your vehicle, then send a representative. Floats will be judged on theme, creativity, and workmanship. The theme and the name of the

sponsoring organization should be clearly displayed on the float. The parade will once again proceed east on Main Street to historic Fort Ringgold. The City of Rio Grande City and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles. With floats and vehicles lining up on Water Street, walking groups will line up on the median

of South Britton. Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street. There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, March 2. Horses and marching groups, including bands, are encouraged to participate free of charge. In order to focus on youth, no political entries, please.
