Help Texans Affected by Winter Storms: Donate Blood, Donate Money To make the most of your contributions, consider these tips for donating and volunteering responsibly. Cash is the most efficient method of donating. Financial contributions to recognized disaster relief organizations are the fastest, most flexible and most effective method of donating. Organizations on the ground know what items and quantities are needed, often buy in bulk with discounts and, if possible,
purchase through businesses local to the disaster, which supports economic recovery. Cash donations rather than unsolicited donated goods avoid the complicated, costly and time-consuming process of collecting, sorting, packing, transporting, and distributing the goods. Volunteer with a recognized organization. To find a list of trusted organizations that can put your generous contributions of
money, donations and time to the best possible use, visit National Voluntary Organizations Active in Disaster. Officials are encouraging eligible individuals to give blood, especially those with type O blood. To find out more about donating blood, visit https://www.redcrossblood.org/. A blood donation or cash contribution will make a difference in someone’s life and support those Texans in need.

Roma ISD Holds COVID-19 Vaccine Clinic for Employees Governor Abbott, DPS Launch
“Operation Lone Star” to Address Crisis at Southern Border
All Roma ISD teachers that wanted the COVID-19 vaccine and a mix of some staff that wanted the vaccine received their first doses at a clinic held Monday, March 1, 2021 at Roma Middle School. The school district hopes the county will be able to secure enough doses in the future to vaccinate all employees in anticipation of fully opening the school district for classes in August 2021. Roma ISD would like to thank Dr. Raymond Mussett and his staff for assisting with the clinic, as well as Starr County Judge Eloy Vera and State Rep. Ryan Guillen for assisting in securing the 440 doses administered.
Governor Greg Abbott and the Texas Department of Public Safety (DPS) launched Operation Lone Star to combat the smuggling of people and drugs into Texas. The Operation integrates DPS with the Texas National Guard and deploys air, ground, marine, and tactical border security assets to high threat areas to deny Mexican Cartels and other smugglers the ability to move drugs and people into Texas. “The crisis at our southern border continues to escalate because of Biden Administration policies that refuse to secure the border and invite illegal

immigration,” said Governor Abbott. “Texas supports legal immigration but will not be an accomplice to the open border policies that cause, rather than prevent, a humanitarian crisis in our state and endanger the lives of Texans. We will surge the resources and law enforcement personnel needed to confront this crisis.” This decision follows a meeting last month between Governor Abbott and DPS Director Colonel Steve McCraw where they discussed strategies to enhance safety and security along the border.

School and child care personnel now eligible to be vaccinated Texas Mobile COVID-19 Vaccination Unit (U.S. National On March 03, 2021, the Texas Department of State Health Services notified all vaccine providers that they should immediately include school and child care workers in vaccine administration. DSHS received a letter from the U.S. Department of Health and Human Services directing states to
expand eligibility to include people who work in school and child care operations. The federal directive defined the people eligible as “those who work in pre-primary, primary, and secondary schools, as well as Head Start and Early Head Start programs (including teachers, staff, and bus drivers) and those who work as or for licensed child
care providers, including centerbased and family care providers.” This action does not change the other groups prioritized for vaccination in Texas. Providers are encouraged to continue their efforts to vaccinate older adults since the burden of COVID-19 falls most severely on people age 65 and older.
Guard) Provide 2nd Dose of the COVID-19 Vaccine
A Texas Mobile COVID-19 vaccination unit (U.S. National Guard) was dispatched to Starr County on March 1, 2021 to provide the 2nd Dose of the COVID-19 Vaccine to the 109 residents that had been administered a vaccine on January 30, 2021. The clinic was held at Rio Grande City High School and was deemed a success. Starr County will continue to vaccinate residents as vaccines become available.

Children of Addiction
Did you know that one in seven people will experience a substance use disorder, and 18 million children are directly affected. As rates monitoring addiction continue to rise, we cannot afford to forget the countless children – those who are often the first hurt by this devastating disease. Caring adults must stand up for these children to bring them hope, support, and ultimately healing. Here are six ways you can make a difference: 1. Be caring and consistent (and do not pry). 2. Remember: children love their parents (even if they have said or done terrible things). 3. Remind them (repeatedly) it is not their fault. 4. Look beyond a child’s behavior (instead ask why). 5. Help kids learn to deal with their emotions (in a healthy way). 6. Let kids be kids. (encourage silliness!) Message from the Starr County Community Coalition.

Historical Starr County Mr. Roque Guerra, Jr. Educator, Politician, Trendsetter
While driving on main street, you will pass by Roque Guerra, Jr. Elementary School. Some might wonder “who was Roque Guerra, Jr.” and why would they name a school after him?” Many older Rio citizens know who he was, and many were students of “El Maestro”. Mr. Guerra was an incredible person who served his community above and beyond as the school serves to remind us of the man, the teacher and the trendsetter who we cherish of the legacy he left behind. The middle child of five, Mr. Guerra had a very humble home in Hidalgo County. His family owned a farm where they planted and harvested carrots, cabbage, and cotton. At a young age he learned to play the violin and aspired to become a professional violinist. Due to financial constraints, he did not pursue this path. He continued his studies at Edinburg
Junior College (Now UTRGV) where he studied music. First Band Director By 1931, the high school had moved from La Lomita to a new school on West highway 83. Rio Grande City was growing as was the high school. We had a winning football team in 1931, a mascot was named “the Rattler” and the growing need to organize a marching band. The school administration asked Mr. Roque Guerra to organize a high school band. He agreed to the challenge and thinking he would be gone in a few years. Forty years later he still teaching band and was considered a legend. Mr. Guerra attributed this longevity to lead the music program to his students. He taught music to those who had never been exposed to music. The students loved him, and he loved them. Mr. Guerra build up the district’s music department. During the World War II, because of the lack of teachers, he took over the Choir and the Physical Education Department. His salary was $35.00 dollars a month. His “band Hall” was in the basement of the original Rio High School building which is no longer there. The band budget was almost nothing. They used old instruments and would at times make their own music sheet copies. By the end of the 1950’s, Rio High had a marching band complete with uniforms and playing loud and strong at the football games. By 1950, Rio Grande City High School moved to newly acquired Fort Ringgold and the former high school building was renamed West Grammar Elementary School. As the city population grew so did the new for more elementary schools. As these were established, Mr. Guerra continued as head band director
as well as establishing music programs for elementary schools and two junior high schools. He also helped nearby San Isidro schools to organize their music program. The high school Rattler band was complete with dazzling uniforms, twirlers to perform at foot ball games. The usual John Phillip Sousa marches were herd as well as the famous “Jalisco” battle song. The Politician In 1967, he decided to retire but continued to serve and was instrumental in building the elementary school music programs until 1973. At that time, he entered the political world by running for County Commissioner, Precinct One. He won and served one four-year term. He then was appointed Right-of Way Officer for Starr County and later County Superintendent of Schools. Trendsetter There is no doubt that Mr. Guerra influenced many students to pursue music careers. As the first band director for Rio High, he had no limits and took up the challenge to stand up one of the valley’s greatest music programs. Upon his retirement, Mr. Guerra has been recognized by several organizations including but not limited: Texas Bandmasters Association; Knights of Columbus; Lions Club, Parent Teachers’ Association; and the Rattler Booster Club. In 1957, he was given the Honor Service Award by the Ex-Band Student Association for his 25 years of service to the music/band at Rio High. In 1967, the local school board recognized him for this outstanding work in the field of music , and in 1976 he was honored by the Rio Grande City High School Rattler Band.
