Tremendous job by the Drama Team from Rio High School. The Mighty Rattler Theatre Company competed on Thursday, March 11, 2021 at the District One Act Play Competition. The company came away with the District Championship and an impressive number of group and individual awards. The students were awarded 4 Honorable Mention Cast awards, 4 All Star Cast Awards, Best Technician and for the second time in RGCCISD history brought back the prestigious Best Performer award which is awarded to only two students in the entire competition. RGCCISD are very proud of these students for their hard work and dedication. A special thanks to the parents and Fine Arts administration for all their wonderful support. Keep up the great work!!

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies including all Federal, State and Local, Groups and Individuals This is to give notice that City of Roma has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for HOME Owner Occupied Housing Assistance Reservation Participant System under Contract No. 1003088. The proposed project is located at 104 N. Center Street, Roma, Starr County, Texas. The funds will be used to Demolish existing dilapidated home located in a flood area, each located in a lot of approximately 50 feet wide and approximately by 120 feet long, and reconstruct new housing on the same footprint. These homes will be for elderly and/or physically challenged citizens. Properties are located on FEMA FIRM 48427C0520C in flood zone A. Less than 1 acre total are in the 100 year floodplain. . The City of Roma has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: 1. Relocate the proposed activities outside the floodplain – this alternative suggests purchase of additional property to relocate residents and was rejected due to additional financial commitments. 2. Choose applicants that are not in a 100 year floodplain – this alternative suggests excluding applicants that are not located in a 100 year floodplain. This was rejected because applicants are based on need, and this is an opportunity to assist those that are considered most in need as well as better reinforce the structures to resist possible flooding. 3. Locate the proposed activities within the floodplain – this is considered necessary from a public interest standpoint and the homes are intended to be elevated about the base flood elevation. The City of Roma has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of [Executive Order 11988 and/or 11990], are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons:

First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Did you Know? Blisters can form for a number of reasons. According to Johns Hopkins Medicine, injuries, allergic reactions and infections can lead to the formation of blisters. Burns or scalds and even sunburns can cause blisters to form as well. Blisters can be painful or itchy, and that discomfort may compel some people to pop them. But popping blisters is a potentially costly mistake, as the American Academy of Dermatology notes that popping blisters can lead to infection. Patience may be a person’s best ally when confronting blisters, as the AAD says most blisters will heal on their own in one to two weeks. Covering a blister can help reduce pain and discomfort,

especially if a bandage is situated in such a way as to ensure that the middle of it is a little raised. That can reduce friction between the blister and the bandage. Once a blister has drained, the AAD advises washing the area with soap and water and applying petroleum jelly. It’s important to leave the “roof” of the blister intact even after the blister has drained, as doing so protects the raw skin underneath it as the area heals.

Some wild plants are edible I enjoy nibbling on some wild plants as I hike about in the brush and also preparing some as part of a home cooked meal. There are numerous possible examples. I’d like, however, to tell you about just a few favorites. They are yucca, ebony, strawberry cactus, and Texas persimmon. The yuccas are early spring bloomers. I assume you recognize their large, spindle shaped clusters of ivory colored flowers. What you may not know is that they’re good to eat. Just pluck some freshly opened blossoms and

munch on them. They’re crunchy and mildly flavored. If you wish, you may first pinch out the pistil and stamens. You can enjoy adding them to salads. Also, sauté them or include them as an ingredient in a casserole. The Ebony trees are producing seedpods now and, after they ripen, turn deep brown and dry, you can prepare a snack. Crack open a seedpod and inside you’ll find a row of deep brown seeds. Heat a frying pan, toss in the seeds, cover the pan and shake it gently. Very soon the seeds will begin to pop. It sounds like popcorn only they don’t puff up; the brown seedcoat cracks. Once the “popping” is complete, cool them. Now, with

your finger-nails you can pick off the seed-coat and inside you’ll find a light colored seed. They have a distinct flavor and can be eaten like peanuts. Don’t throw the cracked seed-coats away. They can be crushed a bit, added to hot water, steeped, and will produce a very interesting coffee! You’ll want to strain it before drinking. The strawberry cacti, also called pitaya, will have spectacular bloom this spring and produce seedpods, called tunas, that are green and covered with spines. Keep-watch on them and later, when they’ve matured and turned a sort of maroon color, you can pluck them. At that stage the spines can be easily brushed off with a twig.

Do so and then with your fingers remove the seedpod’s skin. Inside you’ll find a gray pulp with some dark seeds. It’s delicious; tastes like strawberries! Texas persimmon, or chapote, is a small native tree which I like because of its delightful branching pattern and because of its exfoliating smooth gray bark. It’s a great landscaping plant for your yard. But, today we focus on its edible seedpods. I should note that there are separate male and female trees so that you need two trees to get fruit. The flowers are inconspicuous but on female trees they’ll produce deep purplish colored seedpods which are about WILD PLANTS, page 10

RIO GRANDE CITY CISD CHILD NUTRITION PROGRAM PROCLAIMS MARCH AS NATIONAL NUTRITION MONTH

National Nutrition Month® is an annual campaign created by the Academy of Nutrition and Dietetics. Each year, Registered Dietitian Nutritionists (RDNs) across the Nation, join in bringing Nutrition awareness to their communities. In an effort to bring Nutrition awareness, Rio Grande City CISD in conjunction with the City of Rio Grande City and County of Starr, proclaimed March as National Nutrition Month® inviting all students and community members to join in making informed food choices and developing healthful eating and physical activity habits that will positively impact their future. This year’s theme is “Personalize Your Plate”, and RGCCISD Child Nutrition Program makes sure every plate counts! Students’ daily lunches include all five food groups: fruits, vegetables, proteins, whole grains and dairy. By eating foods from all food groups, students’ growth and development is on the right track. When it comes to feeding school children, RGCCISD Child Nutrition Program takes the lead. Thank a “Lunch Staff” today because despite the pandemic, cafeteria staff continues to work diligently

to provide meals to all of the district’s students – whether they are learning from home, or at school. This noble commitment to students caught the eye of nonprofit organization “Children at Risk”, leading the program to rank Top 5 in Texas for feeding low-income students. RGCCISD also celebrated National Registered Dietitian Nutritionist (RDN) Day on Wednesday, March 10. The district has a team of indispensable RDNs with 78 years of combined Nutrition expertise and skills which help create a healthy food climate that engages students not only in eating healthfully, but also in developing healthy behaviors. Recipe development, nutrition education and wellness coordination are just a few of the responsibilities RDNs may oversee in schools. Phishing scam asking recipients to validate information appears to target TDLR licensees: Agency advises that emails be deleted without clicking on the link

An unknown number of people appear to have been targeted with an email that asks them to validate their profile information with the Texas Department of Licensing and Regulation. TDLR did not send the email, and the agency urges anyone who received it to delete the email without clicking on the link or confirming or providing any personal information. A TDLR licensee alerted the agency to the scam email, and the TDLR Information Security team is investigating. The email appears to come from TDLR but has a return email address that does not belong to the agency. Recipients are falsely told that TDLR is requiring all licensees to validate their information on the website as of April 2021, or

they may “experience issues with their license.” TDLR sent no such email. Recipients who click on the link are taken to a page that appears to belong to TDLR and are asked to supply information including their date of birth, Social Security number and driver license number. If someone clicked on the link in the email and provided the information requested, they should follow the steps suggested by the Federal Trade Commission. TDLR reminds everyone to protect their personal information while they’re online: •Never disclose your password to anyone, even a customer service representative from TDLR. •If you are providing personal information to a state agency – or

any company – make sure the site is encrypted before providing any personal information. Look for a key or lock on your screen. But do not assume this is safe, be sure you are connected to Texas.gov •Use unique passwords when setting up an account. Don’t re-use passwords and avoid using your date of birth, Social Security number, or simple words as a password. Use a password manager to assist in creating and tracking secure passwords. •Avoid sending personal information via email unless the security method used is specifically outlined and the data is encrypted. •Use a secure browser. Evarista “Varita” H. Madrigal

First Woman Owned Lumber Yard Business in Starr County The first successful woman in the lumber business in Starr County was Ms. Evarista Madrigal. She was born October 10, 1910 in General Trevino, Nuevo Leon, Mexico. Varita as she was affectionally called by everyone, was the oldest daughter of Julio Madrigal Sr. and Victoriana Hinojosa. She attended primary and elementary schools in General Trevino and while still a young lady, her father took her to Monterrey, Mexico, by train to attend the Damas del Sagrado Corazon Academy to continue her education. After completing her studies in Monterrey, she attended St. Mary’s Academy in Austin, Texas. After completing her high school requirements from St. Mary’s, she started helping her father in the lumber yard business. In 1955, when her father passed away, she took over the administration and management of the business and from then on operated it as a family enterprise. The Madrigal Lumber Yard was the oldest continuous operating lumber company in the county. It had been struck twice by lighting but never caught fire. Most who knew her remember entering the the Madrigal Lumber Yard in Rio Grande City would find Varita behind the counter ready to serve and meet the needs of her customers kindly and cheerfully. She always managed to have competitive prices to the benefit of the community. When her customers would go to her lumber yard, they felt like they were going to their next-door neighbor for their needs. Varita was friendly, kind and considerate. She would usually

give credit to young couples who were just getting started in life. Today, Varita has been an inspiration to many businesswoman who now own and operate businesses in Starr County. Varita was active in local community organizations. She served as First Vice Regent of the Court of Our Lady of Mercy No. 168 of the Catholic Daughters of America, was a member of the Association of the “Vela Perpetua”, member of the Apostolic of the Sacred heart, member of the Rio Grande City Pan American Round Table, member of the Rio Grande City Chamber of Commerce, member of the Lumber Association of Texas, and a member the of the Starr County Historical Society. She was once also honored to serve as the Parade Marshal for the Starr County Christmas Festival. Today Varita’s building still stands and has been renovated by a local businesswoman. It is gratifying to know that Varita’s legacy lives on as her building still stands as a reminder of a business pioneer woman and that today the same building has been passed on to another businesswoman. Ms. Evarista “Varita” Hinojosa Madrigal a true pioneer, trendsetter in Starr County. (Portions of the write-up were obtained by an interview conducted by Esther P.
