Roma ISD would like to congratulate Tennis Program Head Coach Eddie Marquez on his nomination by the Texas Tennis Coaches Association as the 2021 Coach of the Year! This school year marks Coach Marquez’s 23rd year of coaching tennis and his 25th year teaching at Roma ISD. Under his direction the program has earned 15 team championships and 18 individual championships with both girls and boys teams. The Roma High Tennis Team has been ranked top 15th in the state four times during his coaching career. Of important note are the students that have
earned scholarships or gone on the play collegiate tennis. Because of his mentorship and guidance four Roma High Tennis Team boys have been offered tennis college scholarships and seven girls have been offered tennis college scholarships. There is no doubt Coach Marquez has one of the most successful athletics programs in the history of Roma ISD, but he has made an indelible mark that will live long and large in the Gladiator Nation history books. We are very proud of you Coach Marquez and we are rooting you on 100 percent!

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies Groups and Individuals This is to give notice that the Starr County has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the CDBG Self Help Center Colonia Program under HUD contract number 7219013. The proposed project is located Colonia Venecia in La Grulla, Starr County. HUD funds will provide Self Help Center Colonia Program to rehabilitate and reconstruct up to twelve existing single family houses consider uninhabitable in their current conditions. Reconstruction consists of demolishing existing house and building a new single family home on the same footprint of the original house. One of the Colonias to receive assistance is Colonia Venecia, located in La Grulla, TX 78548, which is about 25.52 acres. Colonia Venecia is entirely within the 100-Year floodplain, specifically flood zone A as indicated on the Flood Insurance Rate Map (FIRM) panel 48427C0540C, Effective date April 19, 2010. There are no floodways in the project area. It is anticipated that no more than five lots will receive assistance in this colonia Starr County Self Help Center considered several alternatives and actions believed to satisfy these requirements: Relocating to another county-owned site not with in a 100-year floodplain 1. The County does not have sites available not in a 100- year floodplain 2. Relocation assistance will not be provided, as this is a voluntary participation program. 3. Property Eligibility requirements for the program, state all single family homes must be located within the Colonia area to participate in the program. 4. The site is convenient less than ½ a mile to and Elementary, Middle school and post office which is an extremely attractive asset to the colonia residents. Starr County has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. The newly constructed homes will be elevated to at or above the BFE to be in compliance with local, state, and federal floodplain codes and regulations. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Written comments must be received by the Starr County at the following address on or before November 18,2021 Starr County Self Help Center, 10 Mayorga St. Rio Grande City, Texas 78582 and 956-4882395 or 956-487-7353, Attention: Anna M Villarreal, Ex. Director. A full description of the project may also be reviewed from 8:00 am to 4:30 pm at 10 Mayorga St. Rio Grande City, Texas 78582. Comments may also be submitted via email at selfhelpcenter01@yahoo.com. Date: 11-3-2021

NOVENA “Miraculous Prayer” Dear Sacred Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it, Dear Jesus, and place it within your own heart, where your Father sees it. Then, in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for three days, promise publication and favor will be granted. Never known to fail.
