reiterated Monday his commitment to stepping down on issues involving Atira. “We understand that council members must make impartial decisions and avoid real or perceived conflicts of interest,” Atira Vice President for Development Mark Mathews wrote in an e-mail Monday. “Jon takes this responsibility seriously, and we respect that.” Nonetheless, Mathews also confirmed that Atira and its
partners recently considered severing their business relationship with Quinn. Mathews said the intent was to avoid any appearance of impropriety. “Although Atira hired Northwest Data because they do good work, it could be perceived that by hiring Jon’s company we are attempting to influence Council — even informally,” Mathews wrote.

Vegas forecast: 80 degrees, pop art
I
hit the couch within two minutes of returning home Saturday afternoon, my muscles protesting after the exertion of breaking trail into the secret telemark stash on Rabbit Ears Pass. Getting to the top of the slope was one thing. Putting in the switchbacks was an absolute grunt. It wasn’t that the overnight snowfall was so great — 6 to 8 inches of semi-light powder, at most. It was the dense layer below the fresh that made it work. The old snow wasn’t thick enough to support the weight of a skier, but it was plenty thick to make it tough on a middle-aged skier trying to climb a hill. The skiing was good, but it sure felt like January at 9,600 feet with an intermittent wind blowing snow showers around. Within seconds of my touch down on the couch, the TV was on and suddenly, there were the boys of summer — the Colorado Rockies were playing their final exhibition game of the spring in Las Vegas. The grass was green, the bleacher bums were wearing shorts, and the temperatures were in the low 70s. Suddenly it came to me — if I took a two-hour nap, then

jumped in the car and drove straight through, I could be on The Strip before the sun came up. It’s going to be a nice day in Steamboat Springs today, but the forecast high in Vegas is 82 degrees. I’m not really a Sin City kinda guy, and springtime in Vegas isn’t exactly the best time to laze around by the pool (the April breezes nix that possibility). But it was difficult to watch that baseball game and not long for some flip-flop weather and the buzz of a city. I found myself wondering if it would be possible to drive from Steamboat to Vegas and back in a normal two-day weekend while still making it worthwhile. The answer is a resounding “Maybe!” If I told you the driving time from Steamboat to Vegas is a mere 10 hours and 34 minutes, would you be tempted?
OK, your response is, “Wouldn’t it makes more sense to fly? There are some cheap airfares available out there.” My answer: Ski season is over, and it just became more expensive to fly out of Yampa Valley Regional Airport. The direct flight to Salt Lake City is done for the spring. Frontier and United each want something in the neighborhood of $450 roundtrip to get you to Vegas and back via Denver. The car trip to Caesars Palace and back is 1,414 miles, according to MapQuest. Throw in another hour for pit stops and it’s a 12-hour trip. If you want to go, you’re going to have to sign up for a crazy road trip. If your vehicle gets a modest 22 miles per gallon, you’ll pump 64 gallons of gas for the roundtrip, and it will cost you a mere $128. Take the money you save by buying gas and splurge a little in Vegas. How about brunch in Paris? The buffet at Paris Las Vegas is quite good, and the same is true across the street at the Bellagio. Expect to pay $15. If you’re crafty, you can sneak See Ross, page 12

Increasing numbers of Routt County residents are suffering the pangs of unemployment. The bright side, however, is that tools, money and support are available. The most recent unemployment figures, from February, put Routt County’s unemployment rate at 5.2 percent. Moffat County was at 6.8 percent, and Colorado was at 7.2 percent unemployment for the month. “Eighty to 90 percent of our work right now is just answering unemployment questions,” said Brian Bradbury, an employment specialist at the Colorado Workforce Center’s Steamboat Springs office. The numbers paint an unpleasant picture. Unemployment has leapt during the past year. In February 2008, it was 2.6 percent. “We’re on our way up, definitely, and that’s about as high as I remember,” Bradbury said. And work is tough to come by. The Workforce Center usually has about 150 available Routt County jobs on its list, he said. On Monday, there were 12. But help is coming from the federal government and the American Recovery and Reinvestment Act. Colorado’s high figures make residents eligible for another 13 weeks of federal emergency unemployment benefits starting next week. The reinvestment act, known as the federal stimulus package, is doing three things, Bradbury said: ■ Adding $25 per week to unemployment benefits. ■ Eliminating taxes on the first $2,400 of benefits. ■ Allowing an extra six months for people to file for emergency unemployment compensation. Stimulus money also is slated for “the delivery of employment and training services,” Bill Thoennes, spokesman for the Colorado Department of Labor and Employment, said in an e-mail. Colorado is expected to receive about $3 billion in funding from the stimulus package, he wrote. Of that, about $31 million will be allocated statewide under the Workforce Investment Act “and will be used predominately for train-

ing workers in high demand and growth occupations,” Thoennes wrote. Another $2 million will go toward matching workers with jobs. He said in an interview that he wasn’t sure what those growth occupations were. “We know that in many cases the dollars that will be allotted will be for training and job search assistance, especially in terms of industries that are being targeted, if not industries that are hot, but industries, we believe, will be instrumental in pulling us out of the recession,” Thoennes said. Renewable energy, water and transportation projects are expected to create jobs, he said in the e-mail. The state plans to start doling out money to communities April 17, Thoennes wrote. Steamboat resident Karen Goedert has a plan to help people who need jobs now. She led a workshop last week on job finding and résumé building, and out of that came a network of job seekers. The group plans to meet from 1:30 to 3 p.m. Wednesday at Epilogue Book Co. “We’re going to just get together, support each other, which was a big thing that came out of our meeting last week,” Goedert said. She runs Columbine Consulting, a human resources consulting firm, and Resort Recruiters. Goedert hopes to get $5 from participants for handouts and materials, and all are welcome. Those who came to her session last week walked out feeling better, Goedert said. “At the end of the conversation, the end of the evening, there was some good energy, some good discussion,” she said. “It felt to me that people left the room a little more uplifted, a little better than when they showed up.”

they are inadequate to areas west of downtown Steamboat. City Manager Jon Roberts said discussions about building a west-side fire station are part of the city’s negations with Steamboat 700, a project seeking annexation that proposes about 2,000 homes just west of city limits. Although the district’s presentation notes that a station in Steamboat 700 would provide better response times within the development and in the northern portion of the district, it is not an ideal site for increasing response times to areas farther west such as Steamboat II, Heritage Park, Marabou and Milner. “I don’t know that it has to be in 700,” said Councilman Jon Quinn, adding that it might make more sense to build a fire station on U.S. Highway 40 rather than farther north in the interior of Steamboat 700. “It sounded to me based on that presentation that 700 wasn’t the best spot, but I’ll leave that up to the experts. … I do think they ought to be participating in paying their share to build it.” Steamboat 700 also would participate in the cost of augmenting the city’s water rights under a plan developed by Public Works Director Philo Shelton and Fritz Holleman, the city’s water attorney. The $960,000 plan would require Steamboat 700 to pay for all legal and engineering work to bring 966 acre feet of water

Steamboat Springs Rural Fire Protection District officials will tell the Steamboat Springs City Council today that the need for a west-side fire station is urgent and must be met “sooner rather than later.” The presentation by fire district officials is just one of several items on a massive City Council agenda that relates to population increases — particularly west of city limits — and two proposed developments seeking annexation. The Steamboat Spring Rural Fire Protection District extends from almost Stagecoach in the southeast to north of Mad Creek and west of Milner. The Mountain Fire Station on Pine Grove Road provides the primary fire and ambulance services to the city and district. Parents riled over new calendar A group of parents are gearing up to contest a proposed change to the Hayden School District calendar for next year. A proposal to begin the 200910 school year two days earlier goes before the Hayden School Board on Wednesday night. Superintendent Greg Rockhold will present the new calendar, which includes a full week for Thanksgiving break and starts school Sept. 3 — the week before Labor Day. A group of 14 parents are upset about the potential change and sent a signed letter to the Pilot & Today protesting it. “We don’t believe that most people in the community have had a chance to evaluate this calendar, and many don’t realize that the new calendar will have a new start date,” the letter states. It was signed by Dennis and Laurie Hallenbeck, Lori Laird, Ernest Archuleta, Jackie Hayes, Rebecca Ferrier and others. Jill Delay, a parent who was involved with scheduling discussions in the past but who did not sign the letter, said starting

the staff, with the exception of some Hayden Valley Elementary School teachers, supported the change. “A good 80 percent of our staff, overall, said, ‘Shoot yeah,’” he said. Rockhold said he decided to add the additional days from Thanksgiving to the beginning of the year because the first few days of class are taken up by going over school rules and distributing textbooks, and he would like to make the first week after Labor Day as useful as possible.
In the letter, the parents stated that “starting two days before the Labor Day weekend is questionable as far as educational value.” The South Routt School Board approved a calendar at a March 19 meeting that will start classes Aug. 25. The Steamboat Springs School Board will vote on a proposed calendar at an April 13 meeting that calls for

before Labor Day would rob families of the final days of summer. “That is the last hurrah of the summer before school starts, and you’re trying to get everything done,” she said. Delay said her family typically goes camping or shopping during Labor Day. Rockhold said he welcomes public input during the board meeting Wednesday night. During that meeting, the board will have the option to approve the schedule. Members of the public also will have a chance to speak. Rockhold said he and the administrative team proposed making Thanksgiving break a full week instead of the typical three days because the two days students are in school that week are not productive. “To ensure that our kids are getting the most bang for their buck, it was brought up that everyone’s geared toward Thanksgiving and this week is really not that productive, how can we better use our time productively?” he said. Rockhold said he discussed the changes with the three building principals and found that

On Earth, gravity defines our “down” as toward the center of the Earth and our “up” as the direction opposite of that, but these have no meaning once you are away from the Earth’s influence. If we choose the “top” of our galaxy to be the side toward which the Earth’s north pole happens to point, then springtime is the time of year when we are able to look right up out of the “top” of our Milky Way galaxy and

For all the American and international efforts to fight global poverty, one thing is clear: Those efforts won’t get far as long as women such as Nahomie Nercure continue to have 10 children. Global family-planning efforts have stalled during the past couple of decades, and Nahomie is emblematic of the lost momentum and of the poverty that results. She is an intelligent 30-year-old woman who Kristof wanted only two children, yet now she is eight months pregnant with her 10th. As we walked through Cite Soleil, the Haitian slum where she lives, her elementary-school-age children ran stark naked around her. The $6-a-month rental shack that they live in — four sleep on the bed, six on the floor beside it — has no food
of any kind in it. The family has difficulty paying the fees to keep the children in school. There’s simply no way to elevate Nahomie’s family, and millions like it throughout the world, unless we help such women have fewer children. And yet, family-planning programs have been shorn of resources and glamour for a generation. Nahomie is one of 200 million women worldwide who, according to U.N. estimates, have what demographers call an “unmet need” for safe and effective contraception. That is, they don’t want to get pregnant but don’t use a modern form of family planning. This “unmet need” results in 70 million to 80 million unwanted pregnancies annually, the United Nations says, along with 19 million abortions and 150,000 maternal deaths. The push for contraception was at the center of development efforts in the 1960s and 1970s but then waned. In part, it was tarnished by its own zealotry, including
coercion in China and India. Another reason was abortion politics, which led to a cutoff in American financing for the U.N. Population Fund — even though the upshot was more unwanted pregnancies and more abortions. In addition, family planning turned out to be harder than many enthusiasts had expected, for it requires far more than condoms or the pill. Haiti has familyplanning clinics, spending on contraception is fairly high, and women say they want fewer children — yet only one-quarter of Haitian women use contraceptives. Nahomie’s story helps explain the enigma. She tried injectables, but she says they caused excess bleeding that frightened her. The clinic had little counseling to reassure her, so she stopped after nine months. A sexually transmitted infection at the time meant that she couldn’t use an IUD just then, and a doctor told her that the pill would be inappropriate See Kristof, page 9

When Meredith Willson wrote the wildly popular musical “The Music Man” half a century ago, Harold Hill proclaimed trouble had come to River City, Iowa, in the form of a pool hall, which he claimed would corrupt young people unless the local citizens bought the musical instruments he was selling and got their children into a marching band. He promised that playing music would keep children Thomas from “fritterin’ away their mealtime, suppertime, chore time, too” and going to the track to watch “some stuck-up jockey boy sittin’ on Dan Patch.” Neither Willson, nor his mythical character Hill, could have foreseen what “trouble” the Iowa Supreme Court has brought

on the state (and potentially the nation) when it unanimously ruled that denying same-sex couples the right to marry “does not substantially further any important government objective,” in the words of Justice Mark S. Cady, who wrote the opinion for the seven-member court. Opponents of same-sex marriage vow to fight the ruling; but Iowa law requires a two-year process to amend the state constitution and with Democrats controlling the legislature and homosexuals a significant part of the party’s base, it is unlikely the ruling will be overturned. One must hand it to the gay rights movement. They have taken advantage of a morally exhausted nation that tolerates so many things that used to be intolerable — from abortion, to easy divorce, to pornography. And they have attacked American traditions at their strongest points, from the military, to pressuring Disney to allow “gay days” at their amusement parks, to marriage.
The problem with the Iowa Court ruling is that it vitiates a standard that defined marriage as between two people of the opposite sex, which was God’s idea, not government’s (see Genesis 2:24), while failing to substitute a new standard. If homosexual marriage now is one of two equally valid choices, will other options be available anytime soon? On HBO, a popular series called “Big Love” portrays a Mormon polygamist and his three wives (he nearly took a fourth wife this season). I wonder why this never works with a woman having three husbands? But I digress, or do I? If this man lived in Iowa and wanted three wives, how could the Iowa Supreme Court stop him? Utah was not allowed to enter the Union until it agreed to outlaw polygamy. Today, under the new “no standards” established by the Iowa Supreme Court, it would be impossible to enforce anything. because she has vascular problems. Reluctant to return to a clinic that seemed scornful of poor women, she drifted along with nothing. A couple of babies later, her first husband left her, and her next husband wanted to have children with her, so she acquiesced. A few children later, she began to push back, but in Haiti’s social structure, she felt she had to accede to her husband’s whims. “I asked to use condoms,” Nahomie said, “but he refused.” Last fall, shortly after she became pregnant with her 10th child,
her husband ran off. A book published a few years ago, “Reproducing Inequities,” notes that we are, painstakingly, learning what does work. The effective strategies go beyond the contraceptive devices themselves to include better counseling, more dignity for women in clinics, a greater choice of methods that completely are free — and a broad effort to raise the status of women. The best way to elevate women, by far, is to educate girls and to give them opportunities to earn income through micro-loans, factory jobs or vocational training. It some-
times is said that the best contraceptive isn’t the pill or the IUD, but education for girls. In any case, the mounting academic evidence underscores what is intuitively obvious in Haiti: Unless family planning is more successful in poor countries, they won’t be able to overcome poverty. President Barack Obama already has lifted the ban on aid for the Population Fund, and we now have an opportunity to lead a global effort to regain lost momentum for family planning. And although Nahomie’s story shows that this won’t be easy, it also underscores that there’s simply no alternative.
Battle for same-sex marriage on losing end Thomas continued from 8 As Iowa and other courts continue to dismantle the foundations of our nation without the approval of its citizens (each time the public gets an opportunity to vote on marriage, it votes to uphold the male-female version), they have an obligation to say where they intend to take us. What is the new standard for human relationships? Or do we make this up as we go, bowing to whatever pressure group makes the most noise? To those on the political and religious right who are intent on continuing the battle to pre-
serve “traditional marriage” in a nation that is rapidly discarding its traditions, I would ask this question: What poses a greater threat to our remaining moral underpinnings? Is it two homosexuals living together, or is it the number of heterosexuals who are divorcing and the increasing number of children born to unmarried women, now at nearly 40 percent, according to the Centers for Disease Control and Prevention? Most of those who are disturbed about same-sex marriage are not as exercised about preserving heterosexual marriage. That’s because it doesn’t raise
money and won’t get them on TV. Some preachers would rather demonize gays than oppose heterosexuals who violate their vows by divorcing, often causing harm to their children. That’s because so many in their congregations have been divorced and preaching against divorce might cause some to leave and take their contributions with them. The battle over same-sex marriage is on the way to being lost. For conservatives who still have faith in the political system to reverse the momentum, you are — to recall Harold Hill — “closing your eyes to a situation you do not wish to acknowledge.”

Longtime Steamboat Springs firefighter Bob Struble has been appointed Routt County’s emergency management director, county officials announced Monday. Struble, assistant fire chief with Steamboat Springs Fire Rescue, was chosen from a pool of 57 applicants. The county’s emergency management director is responsible for development and implementation of Routt County’s emergency preparedness program, and participates in hazard identification and mitigation, and emergency and disaster response, recovery and
management, according to the position’s job description. Former Emergency Management Director Chuck Vale vacated the position in early January to take a statelevel job with the Colorado Division of Emergency Management. Struble became a volunteer Steamboat Springs firefighter 29 years ago. He became an employee of the city 20 years ago.

Traveling on your beam of light, it still would take you 60 million years to reach the Virgo Cluster. More than 1,000 galaxies of every shape and size would be visible out of your window: giant elliptical galaxies and majestic spirals like our own Milky Way. After 10 million years of enjoying your passage through the Virgo Cluster at light-speed, you would spot only an occasional galaxy passing by your window. About 320 million years after leaving Earth, you would arrive at the Coma Cluster, a rich galaxy cluster containing thousands of individual galaxies. Once
you’ve traversed this enormous swarm of galaxies, you would enter uncharted regions of the universe, on your way to infinity. Many of the brightest galaxies of the Virgo and Coma Clusters can be glimpsed with ordinary binoculars or a small telescope this month as you lay on your back and gaze upward out of the top of the Milky Way Galaxy and into infinity. Stocks fall after 4-week rally; Dow below 8,000 NEW YORK
Wall Street pulled back for the first time in five days Monday as investors worried about balance sheets at banks and the quarterly results that businesses will start releasing this week. Investors also were disappointed that talks for IBM’s $7 billion deal to buy Sun Microsystems have stalled — a
sign that the market still is not ready to support big mergers. Financial shares sold off after a prominent analyst predicted more losses at banks and said the government’s efforts to prop up the ailing industry might not be as effective as hoped. Michael Mayo issued “sell” ratings on several banks and said in his report that loan losses could exceed levels seen in the Great Depression. The market already was on
edge about the coming parade of first-quarter results, which kicks off today with aluminum producer and Dow component Alcoa. Worse-than-expected reports could easily upset the market’s recent advance, which brought stocks up more than 20 percent from early March, when they hit their lowest levels in 12 years. “You have some skittishness in the market,” said Len Blum, managing director at Westwood Capital LLC. “We have earn-
ings season up ahead, and it’s very difficult to predict what that is going to do.” The Dow Jones industrials declined 41.74, or 0.5 percent, to 7,975.85 after being down as much as 155 points. The Standard & Poor’s 500 index declined 7.02, or 0.8 percent, to 835.48, while the Nasdaq composite index decreased 15.16, or 0.9 percent, to 1,606.71. Technology stocks were lower after the IBM-Sun news.

Discussions between the technology giants had been in their final stages, but The Associated Press learned that IBM took its offer off the table Sunday after Sun terminated IBM’s status as its exclusive negotiating partner. It was unclear whether talks were continuing or if Sun was trying to find an alternative suitor. Sun shares plunged more than 22 percent, declining $1.93 to $6.56. IBM declined 66 cents, or less than 1 percent, to $101.65.

Strong pitching is supposed to make the Arizona Diamondbacks a contender. Big bats made them a winner on opening day. Tony Clark and Arizona newcomer Felipe Lopez each homered from both sides of the MONDAY’S plate, and the GAME: Diamondbacks Rockies 8 outslugged D-backs 9 the Colorado Rockies, 9-8, on Monday. Eight home runs were hit in the game, including the decisive shot by Chad Tracy leading off the seventh inning against reliever Jason Grilli (0-1). “It was a heavyweight fight out there. It was blow after blow,” Tracy said. “Every time we scored, they scored, and we finally had the last say.” Lopez and Clark became the first switch-hitting teammates to homer from both sides of the plate in a game since Jorge Posada and Bernie Williams did it for the New York Yankees on April 23, 2000. It had never been done on opening day. “Pretty amazing,” Diamondbacks manager Bob Melvin said. “Pretty phenomenal.” Lopez, signed as a free agent in the offseason, is the first Arizona player to homer twice in his first game with the team. Forget 40 minutes. North Carolina didn’t even need 40 seconds. Rebound, rebound, putback. Strip, rebound, putback. Game. Those two possessions, lasting all of 33 seconds early in the first half, put the Tar Heels in control, and Michigan State never recovered. Oh, the Spartans managed to rally in the second
half — or as much a rally as it can be when it cuts the deficit to 13 — but that early display removed any doubt that North Carolina really is the best team in the country. Speed, power, athleticism, depth — the Tar Heels had it all. And now they have a fifth NCAA title, their second in five years, after a 89-72 thrashing of Michigan State on Monday night. Ty Lawson had his usual all-around excellence, scoring a game-high 21 points and add-
ing a record eight steals and six assists. Tyler Hansbrough closed out his college career with 18 points and seven rebounds. Wayne Ellington, the most outstanding player of the tournament, added 19. But the Tar Heels (34-4) got plenty of other contributions. Freshman Ed Davis finished with 11 points, only his eighth double-figure performance of the season. Deon Thompson finished with nine points — all in the first half. Only five minutes into the
game, Kalin Lucas sprinted for a fast-break layup that would have pulled the Spartans within single digits and might have given them some momentum. But he missed, and Ed Davis came up with the rebound. Davis dished off to Lawson and, when Lawson missed a jumper, was right there again to collect the rebound and score on the putback. With 14:26 still to play in the first half, North Carolina had a 14-point lead, and the game was as good as over.

The quarterback quandary in Denver is over. Not so the competition. Kyle Orton and Chris Simms have been told they have to earn the right to replace Jay Cutler, who was traded to Chicago last weekend, ending a six-week soap opera that began when the Pro Bowl passer decided he didn’t want to play for new
Broncos coach Josh McDaniels. On Monday, Orton, acquired from the Bears, and Simms, a free agent signing, met with the Denver Cutler media for the first time. They each said all the right things after a winter in which Cutler said all the wrong things — or in the case of not returning the Broncos’ phone calls, nothing
NFL at all. Orton and Simms said it was a thrill to work for the man who helped Tom Brady and Matt Cassel thrive in New England. They professed indifference to the fact McDaniels might draft a quarterback later this month. And they welcomed the competition for the starting job. “That’s the only thing I’ve ever asked for in my career,”
said Orton, a veteran of so many dueling quarterback dramas with Rex Grossman in Chicago. “If you get that, that’s all you can really hope for. Most people go into the Hall of Fame first. Then they get the statue. Not Michael Jordan. Even as he stood in the ballroom of a downtown Detroit hotel Monday for the announcement of his election to the Hall class of 2009, the same snowstorm that swirled Litke outside blanketed a statue erected almost 15 years ago in front of the United Center in Chicago — The House That Jordan Built — a few hundred miles to the south. The figure cast in bronze atop a granite base soars toward the sky, a basketball at the end of its outstretched arm. The pose captures almost perfectly the illusion of Jordan: that he could fly. But
down near the bottom, where the statue is affixed to the earth, is an inscription that represents the reality: “The best there ever was. The best there ever will be.” What made Jordan that, and more, was not the string of NBA scoring titles, regular season and finals MVP awards, not even all the championships he won. A few members of the exclusive club he formally will join upon induction into the Hall come September boast accomplishments just as outsized. No, the real wonder of Jordan is that he always kept score. Not just in his head, not just on a basketball court, and not just some nights, but every minute of every day. In his front yard, against an older brother on a makeshift court of caked dirt ... at North Carolina, where he swished a last-second jump shot to win an NCAA championship ... in Barcelona, where he led the Dream Team to a second Olympic gold medal ... on the

He is keeping score still. “This is not fun for me,” Jordan said during a brief news conference. “I don’t like being up here for the Hall of Fame because at that time, your basketball career is completely over. That’s the way I look at it. I was hoping this day was coming in 20 more years, or that I’d actually go in when I’m dead and done. “Look,” Jordan continued.
even on the roster yet doesn’t bother him. “To be a quarterback in this league, you’ve got to have thick skin and be able to let things roll off your shoulders,” Simms suggested. Cutler’s inability or unwillingness to embrace that philosophy is precisely what led to his departure. Cutler became disenchanted in Denver when he learned the team had talked about trading him. So the Broncos sent him to Chicago along with a fifthround draft pick for Orton, two first-rounders and a thirdrounder. Therefore, all signs would seem to point toward Orton having the edge on Simms. He’s 21-12 as a starter, including 152 at home, the best mark in the NFL since he joined the league in 2005. Simms has started 16 games in six seasons, and he’s thrown just two passes since undergoing emergency surgery to remove his spleen after a game in 2006. He signed a two-year, $6 million deal originally to back up Cutler but now finds himself in an open competition with Orton, who will make about $1 million this season in the final year of his contract. “When I signed, I kind of knew what my role was going to be,” Simms said. “But things change over the course of two
or three weeks.” Neither quarterback, however, would say he felt the starting job was his to lose or keep. “I’m another quarterback on the team and the best players are going to play,” Orton said. “I think coach has made that clear for all positions, and quarterback is no different. So, really I’m just focusing on coming in, learning the system, getting to know the guys and playing the best football that I can.” He said he was eager to learn from McDaniels, the offensive guru who helped turn Cassel from a career backup into a top quarterback last season when Brady went down with a knee injury in the season opener. “I can’t tell you how excited I am to come to Denver, to play with great coaches, to play with a lot of talent around me on offense and hopefully really just embrace this community,” Orton said. Simms said the chance to work with McDaniels is what lured him to Denver. “It’s no secret that the offense in New England the last few years has been pretty explosive, done a lot of good things, won a lot of football games,” Simms said. “And as a quarterback, and really as a fan of the game and as a student of the game, I found it very exciting to be a part of that, learn what he’s been coaching the last few years.”

Quinn, who has worked for Atira since before he was elected in November 2007, said last Tuesday that he was angered when Mathews called him four or five weeks ago to discuss the issue. Quinn said he didn’t understand why there would be any perceived conflict when he has consistently recused himself from council hearings involving the company. “I pretty much said I thought that was ridiculous,” Quinn said. “Basically you’re firing me for doing my civic duty. … It is important to make sure people feel like they can run for office and not jeopardize their client list in the process.” During their telephone conversation, Quinn said he asked Mathews to reconsider. Quinn said a severance of the business relationship has not been discussed since and that he continues to work for Atira. The work includes the installation of phone systems, server support and computer networking. Asked if a severance of Atira’s business relationship with Quinn would be accompanied by an expectation that the councilman no longer would step down from hearings involving the company’s projects, Mathews wrote, “It is ideal to have all council members representing their constituents and weighing in on important decisions. It would be up to Jon and his fellow council members to determine if it would be appro-
priate for him to vote on Atira Group projects.” Quinn said he told Mathews that he would keep stepping down on Atira’s projects whether or not he continued to work for the company. “The bottom line is that ... I just need to be careful both personally and professionally that I’m doing the right thing,” Quinn said. “I would never vote on that stuff because that perception is still out there. I think there always would be.” Quinn said he subsequently notified City Council President Loui Antonucci and President Pro Tem Cari Hermacinski about his conversation with Mathews, but was not looking for either to intervene. Hermacinski said she told Quinn that he had done the right thing by telling Mathews he would continue to recuse himself from hearings involving Atira. Antonucci said he offered to call Atira but that Quinn told him that would be unnecessary.
The project Debate at the February City Council hearing on Thunderhead centered on the project’s requested variances — including two proposed buildings more than 100 feet tall and 30 feet above code — and whether the project included enough public benefit to offset those requests. At a City Council meeting in March, Mathews presented a revised summary of public benefits that included the $235,000 affordable housing contribution. That amount is in addition to $2.6 million Atira already has proposed to pay to satis-
fy the city’s affordable housing ordinance. For projects seeking substantial variances at the base area, the city ranks public benefits by priority. Additional affordable housing is one of the city’s firsttier public benefits. Atira already proposed a second top-tier public benefit — economic sustainability — by accommodating nightly rentals in the project. In the second tier, Atira has proposed a public turnaround in Ski Time Square Drive and donating permanent space to Yampa Valley Medical Center for its injured skier transport center. The project also will seek a silver Leadership in Energy and Environmental Design certification from the U.S. Green Building Council. Other public benefits include public restrooms, landscaping and other amenities. With the additional affordable housing contribution, all three council members who voted against the project in February — Steve Ivancie, Walter Magill and Meg Bentley — said Atira was on the right track toward winning their approval. In addition to height, other concerns raised about the Thunderhead project include Atira’s proposal to build private improvements in the public right of way and the company’s request to extend the period of time before it must pull a building permit from three years to five. Many surrounding property owners, including residents of the Bronze Tree and Kutuk condominiums, oppose the project.
