Steamboat Springs snowboarder Ory Garrett goes for a grab after hitting a jump in the Little Rodeo Terrain Park on Friday afternoon at Steamboat Ski Area. The ski area reported it exceeded 400 inches of snow for the season Friday.

Skiers and snowboarders are having a final fling this weekend with a season that has seen more than 400 inches of snow — just the seventh time that has happened at Steamboat Ski Area since 1980. The ski area reported 4 inches of new snow overnight Thursday at mid-mountain, enough to put Steamboat Ski Area over the top for the third time in four years. The new snow translated into a season total of 403.5 inches. The mountain closes for the year Sunday. Christina Uhl has been around Steamboat long enough to know how special this is. She couldn’t believe the snow she skied on the last day of March — in the afternoon, no less. “Monday, March 30, and then March 31 were the most epic days of the season,” Uhl said Friday. “I had knee-deep fresh tracks at 3 p.m., right off Vagabond. I couldn’t believe it.” Two days remain in the season as Steamboat prepares for an Easter Sunday closing. Barring 20 inches of additional powder this weekend, the winter of 2008-09 is poised to take its place as the seventh snowiest since 1980. The winter of 1992-93 has a strong hold on sixth place with 423.5 inches. The measure of a snow season worthy of telling your grandkids about always has been the vaunted 400-inch mark. It came about this winter thanks to 100 inches in December See Snow, page 15

For longtime Steamboat skier Sue Hansen, it was a great winter to ski her favorite unofficial trail on Mount Werner, the Nose of the Tom Ross Nostrils. PILOT & TODAY Stick with me, and I’ll reveal the location of her powder stash. The Steamboat Ski Area reported a modest 4 inches of fresh snow on its 5 a.m. ski report Friday. They proved to be a historic 4 inches, pushing the ski area’s season snowfall to 403.5 inches and counting. Do you realize that in the past 30 years we’ve had just seven winters when 400 inches of snow fell at Thunderhead, and three of those have hap-

If you’ve logged a lot of days on the mountain this winter and last (the record year of 2007-08 with 489 inches), you’ve probably invested in a sturdy diary to keep track of the best of the best powder days. STEAMBOAT SPRINGS

On the heels of a 2008 election in which Democratic candidates carried Routt County in all but one race, the mood should be jubilant today at the Jefferson/ Jackson Dinner, the local party’s primary annual fundraiser. “It’s the one time of the year we get together to raise money for the party, talk strategy and — this year in particular — celebrate our victories,” local Democratic Party member Judy Tremaine said. The event begins with a cash bar cocktail hour at 5:30 p.m. at the Steamboat Springs Community Center. Dinner begins at 6:30 p.m. The cost is $25 for adults, $15 for students and free for those 18 years old and younger. Attendees are asked to take a potluck dish to share. The keynote speakers at this year’s dinner are Colorado Secretary of State Bernie Buescher and Lt. Gov. Barbara O’Brien. State Treasurer Cary Kennedy also is expected to attend but is not scheduled to speak. Tremaine said Kennedy saw the event on the Routt

County Democratic Party’s Web site and decided to attend because she is going to be in the area. Gov. Ritter appointed Buescher secretary of state after former Secretary of State Mike Coffman won a seat to Congress in November. A Mesa County native, Buescher served two terms in House District 55 and is a former chairman of the House Appropriations Committee and former vice chairman of the Joint Budget Committee. “He’s also supposed to be a real dynamic speaker,” Routt County Democratic Party Chairwoman Catherine Carson said. Carson described O’Brien as “a champion for Colorado’s children.” Before becoming lieutenant governor, O’Brien spent 16 years as president of the Colorado Children’s Campaign, a statewide public policy and advocacy nonprofit organization. Her portfolio in the Ritter administration includes education, health and wellness, and aerospace issues. “We’re very excited to have Lt. Gov. O’Brien here,” Carson said. Saturday’s dinner also will include a live auction. Items to be auctioned include a hand-

Colorado motorists must show buses greater deference under a bill that originated with a Steamboat Springs official and was signed into law by Gov. Bill Ritter last week. House Bill 1027 requires drivers to yield to transit buses reentering traffic from a bus stop when the bus signals its intention and illuminates a yellow “yield” sign on the back of the bus. The law is scheduled to go into effect Aug. 4. These latter-day Metternichs and Machiavellis measure things in terms of “vital interests”: blood and treasure, national security, Goldberg power projection and so on. They don’t concern themselves with the gossamer of idealism or emotion. I’ve long argued that if you scratch beneath the surface of any realist you’ll find an ideologue. Realists, just like everyone else, have priorities. This is more important than that, and that is

more important than the completely useless other thing. What those things are changes from expert to expert, but everyone has some kind of formula on how to make that determination, even realists. The notion that policymakers should care more about the spread of U.S. widget sales than the spread of democracy is an ideological decision no matter which side you come down on. But, the case is even easier to make when talking about pretend realists. Pretend realists are folks on left and right who lose the argument about foreign policy, either in the Oval Office or at the ballot box. For this crowd, realism is merely a fancy-pants word used by the experts who lost the policy battle and want to claim the winners didn’t weigh our vital interests correctly. Consider the opposition to the Iraq war. I don’t think I need to bother naming names and dredging up quotes when I say that many critics of the war argued

that it wasn’t in our vital national interests and, more to the point, that it was recklessly ideological and/or idealistic to try to impose our values on Iraq. Just this week, President Obama insisted on his overseas tour that Iraq was a “distraction” — i.e. a departure from where America’s interests reside. That’s all a fair argument, to be sure. But whatever happened to these people who said it was folly to impose our values on foreign cultures? For instance, a few weeks ago, Obama announced the U.S. would sign on to the French-led effort to protect the rights of homosexuals around the world. Homosexuality is illegal in at least 85 countries, and in many Muslim countries it is punishable by death. Now, as an unapologetic moralist in foreign policy, I have absolutely no objection to the intent here. The U.S. should condemn such persecution, full stop. It See Goldberg, page 9

Making banking boring Paul Krugman

THE NEW YORK TIMES

Thirty-plus years ago, when I was a graduate student in economics, only the least ambitious of my classmates sought careers in the financial world. Even then, investment banks paid more than teaching or public service — but not that much more, and anyway, everyone knew that banking was, well, boring. In the years that followed, of course, banking became anything but borKrugman ing. Wheeling and dealing flourished, and pay scales in finance shot up, drawing in many of the nation’s best and brightest young people (OK, I’m not so sure about the “best” part). And we were assured that our supersized financial sector was the key to prosperity.

MALLARD FILLMORE

Instead, however, finance turned into the monster that ate the world economy. Recently, the economists Thomas Philippon and Ariell Reshef circulated a paper that could have been titled “The Rise and Fall of Boring Banking” (it’s actually titled “Wages and Human Capital in the U.S. Financial Industry, 1909-2006.”) They show that banking in America has gone through three eras during the past century. Before 1930, banking was an exciting industry featuring a number of largerthan-life figures, who built giant financial empires (some of which later turned out to have been based on fraud). This highflying finance sector presided over a rapid increase in debt: Household debt as a percentage of GDP almost doubled between World War I and 1929. During this first era of high finance, bankers were, on average, paid much more than their counterparts in other industries. But finance lost its glamour when

the banking system collapsed during the Great Depression. The banking industry that emerged from that collapse was tightly regulated, far less colorful than it had been before the Depression and far less lucrative for those who ran it. Banking became boring, partly because bankers were so conservative about lending: Household debt, which had fallen sharply as a percentage of GDP during the Depression and World War II, stayed far below pre-1930s levels. Strange to say, this era of boring banking was also an era of spectacular economic progress for most Americans. After 1980, however, as the political winds shifted, many of the regulations on banks were lifted — and banking became exciting again. Debt began rising rapidly, eventually reaching just about the same level relative to GDP as in 1929. And the financial industry exploded in size. See Krugman, page 9 Bruce Tinsley

Foreign policy without values impossible liberals had their way, U.N. resolutions would have a lot more force to them. The truth is that it is impossible to keep our values out of foreign policy, and it would be dangerous to try. That doesn’t mean we have to make the perfect the enemy of the good on every issue. You do what you can, where you can. Being realistic about means is the only way you can be serious about achieving idealistic ends.

Will we pursue serious financial reform? By the middle of this decade, it accounted for a third of corporate profits. As these changes took place, finance again became a highpaying career — spectacularly high-paying, for those who built new financial empires. Indeed, soaring incomes in finance played a large role in creating America’s second Gilded Age. Only a few people warned that this supercharged financial system might come to a bad end. Perhaps the most notable Cassandra was Raghuram Rajan of the University of Chicago, a former chief economist at the International Monetary Fund, who argued at a 2005 conference that the rapid growth of finance had increased the risk of a “catastrophic meltdown.” But other participants in the conference, including Lawrence Summers, now the head of the National Economic Council, ridiculed Rajan’s concerns. And the meltdown came.

what needs to be done — which is to make banking boring again. Part of the problem is that boring banking would mean poorer bankers, and the financial industry still has a lot of friends in high places. But it’s also a matter of ideology: Despite everything that has happened, most people in positions of power still associate fancy finance with economic progress. Can they be persuaded otherwise? Will we find the will to pursue serious financial reform? If not, the current crisis won’t be a one-time event; it will be the shape of things to come.

Much of the seeming success of the financial industry has now been revealed as an illusion. (Citigroup stock has lost more than 90 percent of its value since Weill congratulated himself.) Worse yet, the collapse of the financial house of cards has wreaked havoc with the rest of the economy, with world trade and industrial output actually falling faster than they did in the Great Depression. And the catastrophe has led to calls for much more regulation of the financial industry. Bank supervisory organizations are not at all ready to do

may be open to debate whether gays should marry, but no decent person can think homosexuals should be beheaded. But you know what? If these one-time realists truly thought America was going to have a rough time imposing democracy at the point of a gun, they shouldn’t have grand expectations that the Saudis are going to be persuaded to leave gays

alone at the point of a U.N. press release. Liberals might respond that there’s no harm in signing on to the effort, and that there’s a big difference between going to war and backing a nonbinding U.N. resolution. Fair enough. But it’s still a distraction by any serious realistic standard. (A true realist would say: “How does it affect us if the Yemenis behead a gay guy every now and then?”) And, if these same

Franklin named city of Steamboat Springs clerk

Craig resident seriously injured in Friday accident

City of Steamboat Springs officials announced Thursday that they have named Julie Franklin its city clerk. Franklin, deputy city clerk since June 2000, has been serving as the interim city clerk since former City Clerk Julie Jordan left the post last year. Franklin said she was interested in taking over the position full time because she loves working with the Steamboat Springs City Council, city staff and the public. The clerk’s office serves as the city’s records custodian, provides legislative and meeting support and administers licenses and permits. The city clerk also is the city’s local election official. City Manager Jon Roberts said he received very positive reports about Franklin from “all quarters,” including council members and city department heads. “She has been in the position for the last six months doing a great job,” Roberts said. The deputy city clerk position will remain open as part of a city government hiring freeze.

A Craig resident was seriously injured in a one-vehicle accident early Friday morning near Yampa River State Park. The unidentified person was taken by ambulance to Yampa Valley Medical Center and later flown to a Denver-area hospital, according to the Colorado State Patrol. Trooper Brady Kobus said a Jeep Liberty heading eastbound on U.S. Highway 40 shortly after 5 a.m. Friday hit a patch of ice and spun off the roadway, rolling one-quarter time and coming to rest at the bottom of an embankment. The driver of the Jeep was not injured, Kobus said, but the passenger sustained serious injuries. Kobus was not the investigating officer and did not have the names of the driver and passenger. A message left with the Colorado State Patrol office in Craig was not immediately returned. Kobus said no citations were issued, and no other vehicles were involved. Traffic was slowed while emergency personnel worked the accident scene.

The meetings starts at 5 p.m. in Centennial Hall with an executive session. That closeddoor meeting is so the board can talk with its attorney about the lawsuit with the Steamboat Pilot & Today. Last month, the Colorado Court of Appeals ruled in favor of the newspaper, determining that a previous School Board had violated the state’s Open Meetings Law during a January 2007 executive session. The public portion of Monday’s meeting begins at 6 p.m. with community engagement, a one-hour event for English Language Learners and their parents. Public comments will be taken at 7 p.m., followed by the superintendent’s report at 7:15 p.m.

and generate the data internally every year,” said Stahoviak, who noted that much of the assessment’s data was collected before major shifts in the local housing market. “I think this is the type of information that’s pretty dynamic and changes.” Housing Authority President Ed MacArthur said his biggest concern with the study was the age of its data. “I think it’s still going to be a very useful tool,” MacArthur said. “We’ll just have to figure

out how to adjust it to today’s times.” YVHA is not actively engaged in any development efforts. As it looks toward future projects, however, MacArthur said the two studies show the Yampa Valley’s greatest housing needs are small single-family homes and affordable rental housing. The assessment’s overall findings concluded that the full effect of the national housing crisis is still unknown in Routt County and that because of employment uncertainties, workers may be more comfortable renting in

the near term. The assessment recommended that measures to address work force housing needs should be phased in slowly to gauge workers’ preferences for certain products such as deedrestricted units. The assessment also said affordable housing efforts should be concentrated in Steamboat Springs, where most of the county’s employment is located and higher densities can be achieved. — To reach Brandon Gee, call 871-4210 or e-mail bgee@steamboatpilot.com

32 inches fell at the summit Jan. 25, 26 Hansen, finishing up her 27th winter and making the most of her 25th season pass this week, knew where she was headed Jan. 25 before she even woke up in the morning. “I went to the Nose of the Nostrils,” Hansen said with a serious look on her face. If you’re consulting your trail map and can’t find a ski run called the Nose, let alone anything referring to nostrils, allow Hansen to explain. “The Nose is that little patch of trees on Storm Peak in between the two groomed areas — the Nostrils,” she said. Don’t tell anyone, but Hansen knows she can always count on finding some untracked turns in The Nose because everyone else zooms right past in their hurry to navigate the nasal passages. spective. Four hundred-inch winters don’t happen every other season. Steamboat had an incredible season in 1983-84. That was the winter of 40 days and 40 nights of continuous snow beginning at the end of November and continuing into January. We finished up with 447.5 inches that winter. But we didn’t see another 400-inch winter for nine years. And a couple of the ensuing winters were stinkers — 1986-87 saw 166.75 inches of snow all winter. After the 1992-93 season kicked in with 423.5 inches, we took two years off and then hit back-to-back homers with 441.25 inches in 1995-96 and 447.75 inches in 1996-97, establishing a new season record at that time. I recall the snowfall of 1997 for all the people in Old Town Steamboat who literally lost their cars in snow banks.

However, it’s really January of 1996 that I recall best. That was when 216.5 inches of snow fell — in one month. Thanks to the record keeping of Steamboat Ski Area Public Relations Director Mike Lane, we can reconstruct the last nine days of that month, when 119 inches fell in what felt like one unending storm. It began Jan. 23, 2006, and continued with 8, 16, 16, 3, 7, 9 and 10 inches in succeeding days and wrapped up with 26 inches Jan. 31. Consistency was the hallmark of this winter and last. We didn’t see a 24-hour period when 20 inches fell at midmountain. To appreciate the biggest powders days of this winter, it’s necessary to look at the snow totals for Storm Peak. Jan. 25 and 26, for example, saw a combined 20 inches fall at mid-mountain while 32 inches fell at the summit. That’s a big powder event.

2 dead in murder-suicide at Michigan college Lori Higgins, Robin Erb and Chastity Pratt Dawsey DETROIT FREE PRESS

DEARBORN, MICH.

A 20-year-old woman and a 28-year-old man were killed during a murder-suicide at Henry Ford Community College Friday, police have confirmed. The two were in a theater class together today, but police were unable to substantiate any relationship between the two, Dearborn’s deputy police chief, Gregg Brighton, said. Dearborn police identified the two as 20-year-old Asia McGowan, of Ecorse, Mich., and 28-year-old Anthony Powell, of Detroit. Earlier Friday, police responding to a 12:40 p.m. report of a campus assault were inside the fine arts building when a shotgun blast was heard. Police then entered Room F-111 and found the bodies. Police believe the man shot the woman and then shot himself. Eight detectives, including four investigators from the Michigan State Police, were on the scene but police could release few details. The 17,000-student college had light attendance Friday — a religious holiday — and it appeared that no class was using Room

F-111 at the time of the shooting, officials said. Marjorie Swan, vice president and controller for the college, said she was unsure whether Saturday classes would be held. Counseling services will be offered to staff and students, she said. “Our hearts go out to the family and friends of the young woman who lost her life,” Swan said. Responding officers escorted some students from the building while the college activated its emergency notification system to alert students and staff by cell phone and e-mails that the campus was being locked down. The lockdown lasted about two hours during which time throngs of cars lined Evergreen Road waiting to pick up students. During the mayhem, nerves were frayed, but no panic ensued, staff and students said. Outside Henry Ford’s Science Building just after 2 p.m., Henry Ford student Joumana Naeym, 19, of Dearborn, said she still was trying to understand what happened. An education major, she had been in a teacher’s office in the basement of the building when the teacher instructed Naeym not to leave. She remained for about two hours, she said, but didn’t hear any gunshots or what she

assumed was the chaos outside. “I’m just nervous about it all,” she said. Matthew Head, 19, of Detroit was in a building across campus when a security guard told students to gather into the lunch room. “It came to me as a big surprise,” Head said. They were nervous upon hearing different sto-

ries about where the shooting was occurring. In the technology building, Hassan Mourtada, 19, of Dearborn Heights, Mich., said he found out about the incident when a student rushed in and said there was a shooting in the building next door. Mourtada ran to a window where he saw “the cops and their

cars and guns out.” “It’s horrible. Why would it happen on a campus like this?” he said. Diane Green, Henry Ford’s associate dean of counseling, said the campus sent out a message by its early alert system — specifically by a call to her cell phone — asking people to stay in offices and classrooms.

Obama: Economy shows ‘hope’ Defense spending cuts may President highlights positive, cautions more work is needed THE ASSOCIATED PRESS

WASHINGTON

President Barack Obama declared Friday that the slumping economy has begun to show “glimmers of hope,” but cautioned that it remains severely stressed and will require lots more work to turn it around. Once criticized for talking too pessimistically about the economy, Obama Obama is highlighting the positive. “We’re starting to see glimmers of hope across the economy,” the president said after a White House meeting with his economic team, including Treasury Secretary Timothy Geithner and top economic adviser Larry Summers. Federal Reserve Chairman Ben Bernanke also participated in

the session. Obama echoed Summers’ prediction a day earlier that the “sense of a ball falling off a table” would end in a few months. The president highlighted signs of thawing in the credit markets, particularly for small businesses seeking loans, along with tax cuts he said workers will soon see in their paychecks and a jump in mortgage refinancings because of historically low interest rates. Obama said those positive moves as well as infrastructure work and other spending underwritten by his $787 billion stimulus program, all point to welcome signs of long-anticipated economic improvement. “We’re starting to see progress,” Obama said. “And if we stick with it, if we don’t flinch in the face of some difficulties, then I feel absolutely convinced that we are going to get this economy back on track.” The president threw in a dose

of sober reality, too. “Now, we have always been very cautious about prognosticating, and that’s not going to change just because it’s Easter,” Obama said. “The economy is still under severe stress.” Unemployment hit a 25-year high of 8.5 percent in March, and many people still are losing their homes or jobs or fear losing them. “So we’ve still got a lot of work to do,” Obama said. Without elaborating, he said the administration would take steps in the coming weeks to help further improve the business climate. Gauging Wall Street’s response to Obama’s more upbeat take had to wait as the markets were closed for Good Friday. Friday’s meeting was the first between Obama and his economic team since he returned from an overseas trip partly focused on the global economic crisis.

MARIETTA, GA.

Jason Rhoads landed a job last summer that seemed secure enough to support his young family through the recession — building military planes for the nation’s largest defense contractor. He joined 7,000 workers at Lockheed Martin’s massive plant in this Atlanta suburb, assembling aircraft for the Pentagon, such as the C-130J cargo plane and the futuristic F-22 Raptor. Now Rhoads, who has a 21month-old son and a pregnant wife, wonders if he might be headed for unemployment as the Defense Department seeks to scrap or reduce some of its costliest weapons programs, including the F-22 fighter. “I just figured you kind of worked for the government, so it’s more secure,” said Rhoads, who earns $15 an hour, plus overtime, as a crane operator moving

wing panels for the C-130J and routing parts to workers assembling F-22s. “I just wonder, what would I do? File unemployment and make cash under the table mowing lawns and stuff?” Defense Secretary Robert Gates’ proposed cuts, announced this week, mean uncertainty for workers in an industry many assumed was safe as long as the nation remained at war. While the proposed $534 billion defense budget adds $21 billion to spending in 2009 and some contractors could gain, thousands of defense workers may join growing jobless lines. Some lawmakers are voicing opposition to Gates’ plan, and analysts doubt Congress will agree to cut big programs when unemployment is already high. And many defense workers are politically active through unions such as the International Association of Machinists Local 709 in Marietta, which has a “Vote Obama” poster behind the front desk.

Kenny Perry thought nothing could top an emotional embrace with his 85-year-old father in their native Kentucky seven months ago as a Ryder Cup hero dressed in red, white and blue. How about the oldest man to slip on a green jacket?

On a blustery Friday at the Masters that featured a record number of birdies and eagles, the 48-year-old Perry grabbed a share of the 36-hole lead with Chad Campbell by playing what he called one of the best rounds of his career. No one as old as Perry has won a major championship. Perry has never so much as finished in the top 10 at Augusta National.

“I’ve had a great career, and I’d be very satisfied if it ended today,” he said. “The Ryder Cup, I can’t express to y’all how much that meant to me. That was the ultimate of anything I have ever, ever been a part of or accomplished, be it any of my 13 wins. “But Dad has always said, ‘You need to win that green jacket.’ He always calls me and tells me.”

Now, even Perry is starting to believe. He is equipped with a new driver that makes him feel he can hit any fairway. He has a 64-degree sand wedge that has taken the edge off the scary chips around the green. He is confident about every putt. “Obviously last year, he showed what he can do when See Masters, page 24

Cole Hamels hardly looked like a World Series MVP in his 2009 debut, which resembled batting practice for the Colorado Rockies. After his start was pushed back because of spring train-

ing elbow trouble, Hamels was roughed up and chased early Friday in Colorado’s 10-3 victory against the Philadelphia Phillies. “I’m concerned about him,” Phillies manager Charlie Manuel said. “He had a hard time locating pitches. He had a problem with his command, locating the ball where he wanted it.” Jason Marquis pitched seven

strong innings in his Rockies debut, and Colorado beat the defending World Series champions in its home opener. The crowd of 49,427 was the highest paid attendance in a regularseason game at Coors Field, which opened in 1995. They didn’t see the same Hamels who won NLCS and World Series MVP trophies

last year. Hamels (0-1) was supposed to start Philadelphia’s season opener Sunday night, but his outing was delayed because of a sore left elbow that slowed him this spring. The left-hander allowed seven runs and 11 hits in 3 2/3 innings, including a See Rockies, page 23

Spring snow dictates that slow starts to the season are the norm for Routt County spring sports teams. Still, 2009 has proven especially brutal for local track and field squads. Even last year, when Steamboat Ski Area celebrated a recordbreaking winter, the teams managed to make nearly all their scheduled meets. Already this spring, two events have been postponed or canceled. The teams got a chance to stretch their legs Tuesday after a delayed meet at Eagle Valley, and they’ll get another crack today in a large meet at Glenwood Springs. Soroco, Hayden and Steamboat Springs high schools will all field teams at the meet, and it will represent an opportunity for each of them. For Soroco and Hayden, the Glenwood meet will offer the opportunity to pre-qualify for the state track meet. Class 2A and 3A athletes earn bids to the state meet by reaching a pre-set time or distance or by finishing in the top three of the regional meet. The rules are different for Steamboat and the 4A schools, but there still will be plenty of opportunity for the Sailors today. The owners of Class 4A’s top 18 times or distances in each event earn trips to the state meet, and the trip to Glenwood offers Steamboat athletes their best chance to fight their way into that group. Steamboat and Soroco are coming off strong showings at Tuesday’s meet at Eagle Valley. The Sailors placed 28 times at the meet, and Soroco scored with four individual athletes and with four relay teams. The success buoyed DeWolfe’s confidence as he works through his second season atop the Steamboat program. “Last year we were really fighting injuries, but we’re trying to avoid that. We have spent a lot more time at the pool, a lot more time with strength and conditioning stuff,” he said. “So far, that has paid off.”

CYCLING

Lance may be banned from Tour Jim Vertuno

THE ASSOCIATED PRESS

AUSTIN, TEXAS

Lance Armstrong believes French doping officials may ban him from riding in this summer’s Tour de France because of a report that he violated protocols during a recent drug test. “There’s a very high likelihood that they prohibit me from riding in the Tour,” a somber Armstrong said Friday in a Armstrong video statement posted on his Web site. “It’s too bad. The tour is something I love dearly.” France’s anti-doping agency, known as AFLD, has said the American did not fully cooperate with a drug tester when he showed up at Armstrong’s home in France to collect blood, urine and hair samples from the cyclist March 17. Although no banned substances were found, the dispute revolves around a 20-minute delay when Armstrong went inside the house and took a shower while his assistants checked the tester’s credentials. The seven-time Tour winner said he asked the tester for permission to go inside and it was granted. The AFLD says Armstrong “did not respect the obligation to remain under the direct and permanent observation” of the tester. According to Armstrong, the tester wrote “no” on the section of the official paperwork that asks if there was anything irregular about the test. Armstrong has had tense relations with France’s anti-doping authorities for years, but had been hoping to coexist with them while he tries for an eighth Tour title in July after coming out of a 3 1/2-year retirement. “I know we have a lot of history there,” Armstrong said. “I know that certainly my comeback wasn’t welcomed by a lot of people in France. It’s unfortunate.”

with (the NCAA),” he said. Moseley, the student, didn’t respond to a request for comment, but the group has been renamed “Bring a National Title back to NC STATE!” and features a photo of Wall. Though Lee sent Moseley the tough warning, even she finds the rule exasperating. The NCAA, she says, simply isn’t keeping up with the technology reality. “I think nationally the NCAA needs to address further Facebook and how these groups play a part in recruiting,” she said. “Is it realistic for us to be able to monitor them? What harm is a group like this causing? But as the legislation stands right now, this is the position we have to take.” NCAA spokesman Erik Christianson said the group considers its rules “technology neutral.” A Facebook page is simply a high-tech way to try to influence recruits.

Hamels says thin air robs him of curveball Rockies continued from 21 five-run third in which he gave up half a dozen extra-base hits. “Cole Hamels doesn’t pitch at 86 mph. He pitches 88, 93. That’s a huge difference,” Manuel said. “That tells me that he’s not quite ready yet. He threw 80 pitches, and he got some work in. But at the same time, he’s way better than that.” Manuel expects Hamels to throw harder the more work he gets. “Remember, he didn’t throw a lot in spring training,” Manuel said. “He still needs work and he’s not real strong at the moment.”

Manuel hinted that Hamels might even miss his next start. “We will find out in five days,” Manuel said. “He’s not right. He’s not there. I’ll talk to (pitching coach Rich) Dubee, and I’ll talk to Cole.” Hamels, who said his velocity is always down this early in the season, said location was his biggest problem, along with Colorado’s thin air, which robbed him of his curveball and forced him to throw a steady diet of changeups, which he hung, and fastballs, which “were right down the middle.” “I think a lot of it was command,” Hamels said. “I wasn’t able to locate down in the zone. Most times I was able to get two

strikes on a guy but wasn’t able to put them away. ... Pitchers aren’t able to do well when they can’t hit their spots.” Hamels said he’s always thrown 86 mph in April and hits the 88 to 93 range when the calendar flips to May. “I’m not an 86 mph pitcher,” he said. “It’s hard to get hitters out throwing 86 right down the middle. You can throw 86, but you have to locate pitches. “Throwing down the middle at 86 is batting practice for most hitters.” Declaring that he’s healthy, Hamels said he won’t really know whether this outing had anything to do with his health until his next start.

RALEIGH, N.C.

College sports fans, be careful of the company you keep on Facebook. You might get yourself — and the program you support — in trouble. That was the lesson this week for Taylor Moseley, a North Carolina State freshman who expressed a common-enough opinion on campus when he started the Facebook group called “John Wall PLEASE come to NC STATE!!!!” More than 700 people signed up for the group encouraging Wall — a local standout and the nation’s No. 1 basketball recruit — to pick the Wolfpack by national signing day next week. But the NCAA says such sites, and dozens more like them wooing Wall and other top recruits, violate its rules. More than just cheerleading boards, the NCAA

says the sites are an attempt to influence the college choice of a recruit. Moseley got a cease and desist letter from N.C. State’s compliance director, Michelle Lee, warning of “further action” if he failed to comply. In an interview Friday, Lee said people who act as boosters but fail to follow recruiting guidelines could face penalties such as being denied tickets or even being formally “disassociated” from the athletic program. Adam Kissel, director of the Individual Rights Defense Program at the Foundation for Individual Rights in Education, said the NCAA can impose rules on its member colleges. But universities — especially public ones — can’t enforce them if it means punishing students in any way for expressing an opinion. “A student doesn’t lose First Amendment rights because of a contract the university signs

Will Tiger Woods show up? Tim Dahlberg

Home Entertainment Made Easy!

STEAMBOAT TODAY

If Tiger Woods is wondering what it will take for him to win a fifth green jacket this weekend, he might look at what Sandy Lyle managed to do to Augusta National on Friday. Five birdies in a row isn’t too shabby for a 51-yearold, especially one who hasn’t won a tournament of any kind in 17 years. Better yet, he Dahlberg could have stolen a glance during his own round and watched teen sensation Rory McIlroy just behind him. No fear beneath that unruly mop of hair, even when things didn’t always work out as planned. Actually, there wasn’t a whole lot to fear in the second round of the Masters, something the greatest player in the world couldn’t seem to figure out. The tees were up, the greens were soft and even some swirling winds weren’t enough to protect the course from a renewed assault on par. Yes, the greens were still tricky enough to keep things from getting too far out of hand. But at the end of the day, Anthony Kim

COMMENTARY — GOLF had made a staggering 11 birdies in 18 holes, two players were tied for the midway lead at 9-under, and Augusta National had given up a record 17 eagles. For a second day in a row, Woods preached patience and played conservatively. For a second day in a row, he did little but watch as players passed him by. The Tiger of 1997 would have had this guy for breakfast. If he doesn’t watch it, the new Tigers of 2009 will eat his lunch. He’s still got an outside chance to win the Masters because he is Tiger Woods. But the guy in the blue shirt walking the fairways Friday didn’t look a whole lot like him and there wasn’t a fist pump in sight. “Conditions were tough,” a tight-lipped Woods explained after signing for an even-par 72. “It was just tough all around.” It didn’t seem that tough to Kenny Perry, the 48-year-old who kept pulling his driver out of the bag and banging it down the middle on his way to a 5under 67. And it certainly wasn’t tough for Kim, who decided after reading the story of the tragic death of Angels pitcher Nick Adenhart that he wasn’t going to get too despondent

about a missed putt or two. This is a course waiting to be attacked, and ready to reward those who do. But Woods doesn’t seem to get it. He walked out of the scoring hut off the 18th green clearly unhappy with his round, and even more upset that it ended for a second straight day with a bogey on the 18th hole. He’s seven shots back heading into the weekend, but he’s not going to make up the margin by standing still. There are too many players between him and the lead and too many opportunities still to be had. It’s possible that Woods had that in mind as he walked quickly through the clubhouse after his round and headed straight for the driving range. Once there, he emptied a bag of balls, stuck a tee in the ground and began banging drives halfway up into the huge net that protects the end of the range. The weekend awaits, and with it comes the usual questions. Among them would be, is Chad Campbell for real, can Kenny Perry do it at his age, and will the pressure of the Masters get to Anthony Kim? The biggest one, though, may be this: Will the real Tiger Woods show up?

Tiger Woods’ birdies followed by bogeys Masters continued from 21 he gets on a roll,” Campbell said. “He’s definitely going to be tough to beat.” Augusta National was tougher than the opening round, but even with tougher pins and gusts that swirled through Amen Corner and lasted deep into the afternoon, the fireworks were just as endless. Campbell got off to another solid start and finished with a 25-

first time he has broken par at the Masters in five years. There were a record 17 eagles in the second round, breaking by two the mark set in 1997. Tiger Woods couldn’t join this parade of birdies and eagles for the second straight day. All three of his birdies were followed by bogeys, and his 72 left him seven shots behind. Woods has never won a major when trailing by more than six shots after 36 holes.

foot birdie for a 70, sharing the lead with Perry at 9-under 135. They had a one-shot lead over former U.S. Open champion Angel Cabrera, who had a 68. Anthony Kim set a tournament record with 11 birdies on his way to a 65 — 10 shots better than his first round — to get into contention in his Masters debut. Phil Mickelson was on the verge of missing the cut until he played his last seven holes in 5 under for a 68. Sergio Garcia shot a 67, the
