of a city pool for Steamboat,” said Holloran, who joined the board in 1977 and was president of the group for 14 years. With its naturally heated pools, hot springs, fitness center, exercise classes and aquatics programs, Old Town Hot Springs became a community touch point in the 32 years Holloran served there, he said. “It’s become just a central gathering place for a tremendous number of this community. To that extent, it’s a community institution as much as

the library is a community institution,” Holloran said. Linda Cantway, who will leave the board after 25 years, said she joined as a result of spending hours at the pool with her four daughters. “I just thought it was a perfect family-oriented place to be at the time, and it still continues to be that, and that’s what’s kept me there all these years,” Cantway said. Wirth’s current position, chief marketing officer and executive vice president of sales and marketing, effective June 1. Intrawest is Ski Corp.’s parent company. The staff shuffle comes about a week after Intrawest CEO Bill Jensen told the Summit Daily News that “in this global economic challenge … we have to take every step to survive. We’re looking at all the options to reduce our debt.” Intrawest refinanced $1.7 billion in debt on the day of a repayment deadline in October. On Wednesday, the Walton Sun newspaper in Florida reported that a Florida developer is negotiating with Intrawest to purchase the company’s Sandestin Golf and Beach Resort in that state. Company spokesman Ian Galbraith could not be reached Friday afternoon. Jensen said in a Friday news release that “Steamboat and Winter Park are two of our core resort properties, and they remain a central focus for Intrawest’s long-term success.” Diamond said the staff changes are an example of a broader shift in Intrawest’s marketing organization, headquartered in Vancouver, B.C. “One of the goals is to become more de-centralized,” Diamond said. “We’ve been moving in this

direction for well over a year. … (De-centralizing) has been Bill (Jensen’s) marching orders since he stepped in about a year ago.” Jensen took the Intrawest helm in July 2008. Wirth accepted his Intrawest role in July 2007 and shifted to offices in Vancouver, B.C., in spring 2008, when Ski Corp. hired Perlman to fill Wirth’s role in Steamboat. Wirth previously worked for 23 years in various marketing positions for Steamboat, including the vice president of sales and marketing role to which he now will return, in a senior level that includes continued enterprise-wide management duties for Intrawest. Wirth said Friday that he is “personally and professionally thrilled” to return to the Yampa Valley. Wirth credited Perlman with doing a “phenomenal” job marketing Steamboat in a recessionary economy that brought what Wirth called “the single most challenging season I can recall.” Diamond said Friday that he does not “see things changing a lot next year in terms of demand for the (ski industry) product.” Wirth said his marketing focus will be on retaining skiers and snowboarders who have made a habit of visiting Steamboat but now are facing a “tectonic shift in how people buy things,” spurred by the down economy. “Retention is what it’s about,” Wirth said. “We have our work cut out for us not just in Steamboat, but in the industry. We need to keep the ski vacation on the calendar.”

Colorado’s unemployment rate continues to trail the nation as a whole — and Routt County’s rate continues to trail the state’s — but the latest jobless figures for March reveal a troubling sign for one of the Yampa Valley’s most important industries. In overseeing four annexations for the town of Crested Butte, John Hess has learned the ins and outs of a complex process. “It’s a negotiation process; it’s not just a black-and-white process,” said Hess, director of

planning and community development for Crested Butte. “The town has all the control because it’s a legislative process, meaning we can decide to do it and we can decide not to do it, and either way, we’re correct.” Hess will share the lessons he’s learned with Steamboat Springs today at an annual gathering for the Community Alliance of the Yampa Valley.

The keynote speaker — who was a Routt County planner from 1978 to 1982 — plans to address how Crested Butte does annexations, what factors the town considers and what the outcome can look like. “I’m going to talk about our process, which is to create a plan that says, ‘Here are See Annexation, back page

and evaluating her options. Coroner Rob Ryg said he did not wish to discuss the situation. “It’s kind of a personal thing. I don’t want to say what I’m doing,” Ryg said. “It’s not anybody’s business. … It’s a private thing, and we’re going to keep it that way.” Sheriff Gary Wall also said he will handle his salary privately. “The last thing I’m going to do is give 10 percent of my salary to the county commissioners to do what they want to,” said Wall, who opposed the across-the-board pay cuts and has challenged the commissioners’ authority to impose pay cuts on the departments of elected officials. “I don’t like that 10 percent cut. All three Routt County commissioners voluntarily are participating in the 10 percent countywide pay cuts they unanimously adopted April 1. Elected officials were not affected by the resolution adopting the pay cut because their salaries are set by the state Legislature and cannot be changed during their term in office. At their discretion, however, elected officials may donate a portion of their salaries back to the county. Or, to take advantage of tax deductions, elected officials can donate a portion of their salaries to community service agencies funded by the county. The county then will reduce its 2009 contribution to agencies by the same amount. Routt County Personnel Director Chris Hensen said four elected officials have donated money directly back to the county or to a county-funded charity. They are Commissioners Diane Mitsch Bush, Doug Monger and Nancy Stahoviak, and Treasurer Jeanne Whiddon. “As far as the other elected officials, they may have made a contribution, but maybe they didn’t let accounting know yet,”

The 10 percent cut is expected to save more than $1 million this year as the county works to address a $4.9 million deficit in Mitsch Bush its budget. “It wasn’t so much a situation of if I was going to do it, but how the hell it was going to work,” Monger said. “What’s fair for (other county Monger employees) is fair for me, too. March 2008. “That means you’re getting your fair share, but not more so, of the national recession,” said Joe Winter, Colorado Department of Labor and Employment senior economist, who noted that Routt County’s unemployment usually trails the state’s by a couple of percentage points. “I would say it’s a typical employment pattern for Routt County.” The Yampa Valley could be in for a bigger hit, however, with the approach of construction season. Statewide, con-

struction employment usually increases in March with the temperature, but the industry lost 2,100 jobs last month. The construction industry is Routt County’s largest job creator, according to the 2009-10 Community Indicators Project. “Construction has been one of the areas hardest hit in this economic downturn,” Winter said. Jackie Mitchell, an employment specialist at the Colorado Workforce Center in Steamboat Springs, said the office currently is posting only one open construction job. “We’re seeing a lot of people needing help,” Mitchell said. The city of Steamboat Springs and Routt County already are bracing for the downturn. The city has dropped its projections for building-use-tax collections from $1.5 million to $500,000. The county is expecting a $482,000 decrease in building-use tax from what it origi-

Reclaiming America’s soul Paul Krugman

“Nothing will be gained by spending our time and energy laying blame for the past.” So declared President Barack Obama, after his commendable decision to release the legal memos that his predecessor used to justify torture. Some people in the political and media establishments have echoed his position. We need to look forward, not backward, they say. No prosecutions, please; no investigations; we’re just too busy. Krugman And there indeed are immense challenges out there: an economic crisis, a health care crisis, an environmental crisis. Isn’t revisiting the abuses of the past eight years, no matter how bad they were, a luxury we can’t afford? No, it isn’t, because America is more than a collection of policies. We are, or

at least we used to be, a nation of moral ideals. In the past, our government sometimes has done an imperfect job of upholding those ideals. But never before have our leaders so utterly betrayed everything our nation stands for. “This government does not torture people,” declared former President George W. Bush, but it did, and all the world knows it. And the only way we can regain our moral compass, not just for the sake of our position in the world, but for the sake of our own national conscience, is to investigate how that happened, and, if necessary, to prosecute those responsible. What about the argument that investigating the Bush administration’s abuses will impede efforts to deal with the crises of today? Even if that were true — even if truth and justice came at a high price — that arguably would be a price we must pay: laws aren’t supposed to be enforced only when convenient. But is there any real reason to think that the nation would pay a high price for accountability?

For example, would investigating the crimes of the Bush era really divert time and energy needed elsewhere? Let’s be concrete: whose time and energy are we talking about? Tim Geithner, the Treasury secretary, wouldn’t be called away from his efforts to rescue the economy. Peter Orszag, the budget director, wouldn’t be called away from his efforts to reform health care. Steven Chu, the energy secretary, wouldn’t be called away from his efforts to limit climate change. Even the president needn’t, and indeed shouldn’t, be involved. All he would have to do is let the Justice Department do its job — which he’s supposed to do in any case — and not get in the way of any congressional investigations. I don’t know about you, but I think America is capable of uncovering the truth and enforcing the law even while it goes about its other business. See Krugman, page 9

Sen. John McCain’s daughter and his presidential campaign manager think they’ve figured out why McCain lost the 2008 election and what Republicans must do to win in the future. They need to be more like Democrats. Steve Schmidt and Meghan McCain delivered their analyses in separate speeches to the Log Cabin Republicans, whose stated mission “is to work within the Republican Thomas Party to advocate equal rights for all Americans, including gays and lesbians.” Schmidt said he thinks that a political party should not take or argue a position on same-sex marriage based on religious grounds. “If you put public policy to a religious test,” he said, “you risk becom-

ing a religious party, and in a free country, a political party cannot remain viable in the long term if it is seen as sectarian.” Meghan McCain claimed, “Too many Republicans want to cling to past successes. There are those who think we can win the White House and Congress back by being ‘more’ conservative. Worse, there are those who think we can win by changing nothing at all about what our party has become.” In his remarks, Schmidt tried to engage in moral acrobatics, asserting that a pro-life position ought to translate into support for same-sex marriage: “The argument of the pro-life community acquires its moral force because it holds that the life of the unborn is not distinct in its dignity from the life of the born, and, thus, possesses a God-given right to be protected.” That argument could easily be turned around. If God gives rights to the unborn, doesn’t he also get credit for

defining marriage as between a man and a woman? The comment from the preacher at my wedding (and many other weddings in the “old days”) seems relevant: “What God has joined together, let no man put asunder.” Republicans are in electoral trouble for many reasons, but one of them surely is not that they insufficiently are liberal about social issues. What’s the point of having a two-party system if one party mimics the other? Many erstwhile Republican voters turned on the GOP not because they insufficiently were liberal, but because they insufficiently were conservative. Schmidt and McCain could not begin to count the number of votes that would be lost were the party to abandon social conservatives and their issues. Whatever minimal gains might be made from younger, more progressive Republicans will be more than offset by older (and See Thomas, page 9 Bruce Tinsley

We should have investigations of torture media establishment looked the other way. It’s hard, then, not to be cynical when some of the people who should have spoken out against what was happening, but didn’t, now declare that we should forget the whole era — for the sake of the country, of course. Sorry, but what we really should do for the sake of the country is have investigations of torture and of the march to war. These investigations should, where appropriate, be followed by prosecutions — not out of vindictiveness, but because this is a nation of laws. We need to do this for the sake of our future. For this isn’t about looking backward, it’s about looking forward — because it’s about reclaiming America’s soul.

Dissing the past an arrogant, childish quality ideas that once brought them victory and repackage them for a new generation. Embracing what has worked — economically, politically and morally — has sustained America through many challenges. Although a moral reformation cannot come through government, moral deterioration will advance with greater speed if political leadership does not remind the country of unchanging principles. What shall it profit a party if it gains electoral victory but loses its political soul?

younger) social conservatives who will abandon the party and either stay home in disgust on Election Day, or vote for thirdparty candidates. Either scenario will bring the same result: the election of more liberal Democrats. Meghan McCain said Republicans needed to look forward, be more modern, forget the past (presumably she means those Reagan and Republican congressional victories) and adopt new beliefs. Why not forget the Founders while we’re at it? McCain’s perfect candidate was on the “Today” show Tuesday. Carlie Beck, a California high school cheerleading coach, was fired after she posed nude for Playboy. In an interview, Beck said she thinks everyone should make up his or her own morals. That “philosophy” is perfect for the GOP of McCain and Schmidt. It’s beyond the “if it feels good,

do it” code of the ‘60s. It’s morphed into, “if it will get you elected, embrace it.” Dissing the past is a quality found mostly in arrogant youth who think they know more than anyone else and believe only they are enlightened enough to tell the rest of us how and what to think. But the past and those who have gone before are great teachers for moderns who would learn. The writer of Ecclesiastes noted that there is “nothing new under the sun.” Republicans can take old

Still, you might argue — and many do — that revisiting the abuses of the Bush years would undermine the political consensus the president needs to pursue his agenda. But the answer to that is, what political consensus? There still are, alas, a significant number of people in our political life who stand on the side of the torturers. But these are the same people who have been relentless in their efforts to block Obama’s attempt to deal with our economic crisis and will be equally relentless in their opposition when he endeavors to deal with health care and climate change. The president cannot lose their good will, because they never offered any. That said, there are a lot of people in Washington who

weren’t allied with the torturers but would nonetheless rather not revisit what happened in the Bush years. Some of them probably just don’t want an ugly scene; my guess is that the president, who clearly prefers visions of uplift to confrontation, is in that group. But the ugliness already is there, and pretending it isn’t won’t make it go away. Others, I suspect, would rather not revisit those years because they don’t want to be reminded of their own sins of omission. For the fact is that officials in the Bush administration instituted torture as a policy, misled the nation into a war they wanted to fight and, probably, tortured people in the attempt to extract “confessions” that would justify that war. And during the march to war, most of the political and

Brad Ausmus broke a tie game in the ninth inning with a two-out single, lifting the Los Angeles Dodgers to a 6-5 win against the Colorado Rockies on Friday night. Ausmus lined a pitch past a diving Garrett Atkins at third, scoring James Loney, FRIDAY’S GAME: who had led off Rockies 5 the inning with a Dodgers 6 double off Manny Corpas (0-1). The Dodgers backup catcher also ignited a rally in the eighth with a two-out double off Huston Street that caromed off the centerfield wall. Mark Loretta followed with a flair that dropped into shallow left, scoring Ausmus. The Dodgers added another run later in the inning on a wild pitch by Jason Grilli — who came in to relieve Street — to put the Dodgers up, 5-3. Colorado came back in the eighth off Hong-Chih Kuo. Chris Iannetta lined a one-out single up the middle, and Clint Barmes followed with a tying pinch-hit homer to deep left. Kuo (1-0) earned the win despite the rocky inning in which he surrendered two runs and two hits. Jonathan Broxton worked his way out of trouble in the ninth, striking out Iannetta with two runners on to end the game. It was Broxton’s sixth save in as many chances. Andre Ethier finished 2-for4 with two RBIs while Orlando Hudson extended his hitting streak to 10 games with a single in the fifth. The Dodgers have won all four meetings against the Rockies this season. Eric Stults had his string of two straight wins interrupted by the no decision. The lefty went five innings, allowing three runs and seven hits. Stults also tied a career-high in walks by issuing five. Soroco High School track and field coach David Bruner arrived at the Clint Wells Invitational track meet Friday nervous as could be. The Rams coach had been balancing his relay teams all

year because of injuries and multiple sport athletes. Add in that his athletes were pretty broken down after a tough week of practice and that conditions in Craig saw gusts of 35 mph, and Bruner wasn’t sure what to expect. When everything had settled and the bus was getting packed up, Bruner walked

away with a big smile on his face. Soroco placed six of its relay teams in the top three, including wins from the girls 800meter relay team of Lauryn Bruggink, Traci Schlegel, Ceanna Rossi and Sarajane Rossi. The boys 1,600-meter relay team of David Strait, Cody Miles, Ryan Tibbetts

The private workout that general manager Brian Xanders and offensive coordinator Mike McCoy had with USC quarterback Mark Sanchez in Los Angeles likely will be the last time the strongarmed passer practices for

the Denver Broncos. Coach Josh McDaniels suggested as much Friday when he said he doubts the Broncos would move into the top 10 in the NFL draft and he unequivocally dismissed the notion of trading both of his first-round picks to make a move for any top-tier player. The Broncos own the 12th and 18th selections Saturday,

and they might have to move ahead of Seattle at No. 4 to have a shot at Sanchez. “I think we’re in a great spot,” McDaniels said. “I think we have an opportunity to get two players right away that can impact our team.” But the Broncos certainly would be tempted to move up if Sanchez starts to slip down the board — so long as

it doesn’t involve both of their first-round picks. “We won’t do that,” McDaniels said. “We won’t trade 12 and 18 to move up.” The Broncos have 10 picks this weekend, and McDaniels wouldn’t mind trading down in any round to stockpile more selections as he retools a team that hasn’t reached the playoffs since 2005.

Denver coach George Karl widened his eyes and grinned as if he couldn’t believe the question. He’s been hearing for several years now that his Nuggets couldn’t win without scoring a ton of points, and suddenly people wanted to know why his club had been so effective in slowing down Hornets AllStar point guard Chris Paul. “Our offensive-minded team that doesn’t play defense?” Karl asked. Karl can afford to be in a joking mood. The Nuggets have a 2-0 lead in their firstround playoff series with the Hornets, having won each of the first two games by double digits heading into today’s Game 3 in New Orleans. In all seriousness, though, Denver does indeed love defense now, Karl insists. “I think we’ve shown some people we’re pretty good

defensively,” Karl said. “I tell the guys all the time, win games with defensive plays.” When it comes to defending Paul, the key is having several players who not only don’t fear guarding him, but also embrace it, Karl said. In Denver’s case, there are three in Dahntay Jones, Anthony Carter and Chauncey Billups. “Not many guys get fired up to cover” Paul, Karl said. “Dahntay gets fired up to cover him, A.C. gets fired up to cover him and Chauncey wants his piece of him, too. So I’ve got three guys that want to cover him, rather than have that fear of covering him. And they know they all don’t have to play 35 minutes on him.

They’re only going to play 15 or 20.” Karl also noted that he has “three big guys that cover the pick-and-rolls pretty firstclass,” referring to Kenyon Martin, Nene and Chris Andersen. The Hornets’ offense revolves around pick-and-rolls run primarily by Paul, a master of choosing when to set up teammates or create his own shot. Throughout this season, he has dominated games, but not yet in this series. After Game 2, Hornets AllStar forward David West said New Orleans’ offense may have become too predictable. Hornets coach Byron Scott figured West was just blowing off steam. “This is playoff basketball. Everybody has a real good idea of what you’re going to do on both ends of the floor,” Scott said. “When you get a little frustrated, you say some things that, after you look at it, you wish you didn’t say or didn’t really mean.”

Diversity of programming was important to Cantway during her time on the board, she said. “The standout thing is keeping the Health & Rec so that there’s something for everybody in the family to do, from the babies to the grandparents,” she said. on rocky ground when Bud Romberg came to Steamboat in 1966. Romberg joined the board of directors in 1969, when the group had been around for just a year. The facility’s financial woes evaporated when Pat Carney became executive director, Romberg said, allowing the member-owned Hot Springs to operate in the black. Still, Romberg held onto his conservative view on spending. “For a number of years, I felt that it was time for me to get off the board — and I said so, and the other board members urged me to stay on,” he said. “In fact,

That’s meant going to Steamboat Springs City Council meetings every time annexation is on the agenda and meeting once a month with Community Alliance members to discuss the elements of growth — which, depending on who’s looking at it, can include traffic, job opportunities or density of the development, Aigner said. The Community Alliance has about 200 members, Aigner said. Event organizers chose to hold the annual meeting this week to encourage members and interested community members to become
