he word is out about a quiet corner of the Routt National Forest that many people have never set eyes on. The May issue of Sunset magazine touts Big Creek Lakes in the Routt National Forest as one of the best campgrounds in Colorado. This beautiful spot, far from any city, is closer to Encampment, Wyo., than it is to Steamboat. But don’t pack up the sport-ute with sleeping bags and camp chairs this weekend — the road to Big Creek Lakes is piled high with snow and set to remain that way for five or six weeks. Becky Romios at the Walden Ranger District said the road usually is accessible by the first week in June. The snow melted even later in early summer 2008. That’s kind of the way it goes in Colorado this time of year. We come home from spring break wearing river sandals and a sunburn, having made a full mental transition to summer, only to find snow showers blowing through the budding aspen trees. But snow isn’t the only issue at Big Creek Lakes this spring. The bad news at Big Creek is that there aren’t as many pine trees in the campground as there once were. The good news is that there is now an uncluttered view of Red Elephant Mountain from your picnic table. Romios explained that, like the campgrounds at Steamboat Lake, Big Creek has been hit by the pine beetle infestation. Sawyers will be busy again early this summer removing trees that pose a danger. The larger west campground loop is expected to reopen this summer after a short period of continued tree removal. The east campground loop is likely to remain closed through the summer. We enjoy Big Creek as a trailhead for an ambitious hike up to the Continental Divide near Seven Lakes — it’s spectacular alpine terrain. But you can stop at mile two and enjoy a beautiful waterfall. And even if you never set foot on a hiking trail, it’s worth driving to Big Creek Lakes for the view of Mount Zirkel — not the wilderness area but the mountain peak itself. I know of only two places where you can glimpse the 12,180-foot summit from your car. And neither of them is on the Steamboat side of the Park Range. Driving north from Walden, watch for the left turn on Jackson County Road 6W. After about eight miles, you will crest a steep hill overlooking a beautiful valley. The pointy peak that comes into view is the northeast flank of the seldom seen Mount Zirkel. You don’t have to enjoy camping to justify this trip — you can just pack a picnic and continue beyond the left turn to Big Creek (Jackson County 6A), through Hog Park and then Whiskey Park to complete a loop to Steamboat via the Elk River Valley. Of course, you don’t want to attempt that automobile trip before checking with Forest Service officials, either. Even Memorial Day is touch and go as far as camping on Colorado’s Western Slope. Steamboat Lake State Park is one of the most scenic campgrounds outside a national park

that you’ll ever find. But for many Steamboat families, a trip up the Elk River Road on May 23 doesn’t cut it. It’s just not enough of a getaway. On any weekend in May, however, you can drive into the loop at Indian Crossing and Bridge Hollow campgrounds on the Green River and encounter half a dozen of your friends from Steamboat. At about eight miles across the state line into Utah, it’s a destination that’s just far enough away from the mountains to make all of the packing and unpacking worthwhile. You get there by driving west from Steamboat on U.S. Highway 40 for 73 miles to Maybell, then hanging a right on Colorado Highway 318 and winding through the sage and juniper country until you reach the Utah border. You’ll encounter the mighty Green River eight miles later and turn left toward the campgrounds. At Indian Crossing, there’s dependable river fishing in the Green River, a mellow float trip through Swallow Canyon and a fascinating historical site in the Jarvie Ranch (pioneer ferry operator John Jarvie knew Butch and Sundance personally). You also can count on seeing wildlife and experiencing adventurous hiking. If there’s no sign of an imminent downpour, the scramble down Red Creek Canyon to the main stem of the river is fascinating. You’ll quickly understand why hikers are warned to stay away when rain is a threat as soon as you glimpse tree trunks wedged into the rocks 15 feet above your head. Flash floods here are the real deal. Camping season in Steamboat may be five or six weeks away, but you can jump-start the season by heading west. Just stay away from campsite No. 8 at Bridge Hollow — I already have it reserved.

Opinions are mixed on a piece of legislation aimed at keeping motorists’ hands on the wheel instead of their cell phone. Colorado House Bill 1094 would require most drivers to use a handsfree device to talk on their cell phones. Drivers under 18, school bus drivers, and the drivers of vehicles regulated by the Public Utilities Commission, such as taxis, wouldn’t be allowed to talk or text on cell phones at all. Violating the law would carry a $50 fine for a first offense and a $100 fine for subsequent offenses. The bill passed the House on April 8 by a 39-25 vote. It narrowly escaped the Senate State, Veterans and Military Affairs Committee in a 43 vote last week. The Senate Appropriations Committee is expected to take up the legislation today. “I’m opposed to it. I think there are a lot of distractions involved in driving, and we can’t legislate all of them,” said Sen. Al

Atmos Energy customers can take advantage of discounted energy audits, appliance rebates and income-qualified energy programs through an energy-efficiency initiative being offered by the utility. Atmos teamed up with SourceGas and Colorado Natural Gas to develop the Excess is Out program, which satisfies the requirements of a 2007 law requiring all natural gas utilities to implement demand-side management programs to reduce natural gas consumption. West-side school gets boost

Steamboat 700 developers say they’re willing to pay for as much as half the cost of construction of a new school in west Steamboat. Representatives from the development group made the presentation during Monday’s School Board meeting. There has been an ongoing discussion between the board and developers, and Monday’s discussion was the first time the sides have publicly discussed specifics of a potential agreement. Steamboat 700 developers are trying to finalize annexation negotiations with the Steamboat Springs City Council. Representatives from Steamboat 700 identified three revenue streams that may be included in the development’s annexation agreement with the city to help the Steamboat Springs School District build a school for 600 students, grades kindergarten through eight. The building would be built on land owned by the district on the west side of town near the proposed mixeduse development.

“We’ve come up with the proposal you have before you this evening, the best proposal to help you not have to rely entirely on property tax and bond issues to get a new school built in the west Steamboat area,” said Bob Weiss, an attorney representing Steamboat 700. The amount of money provided through the agreement would come from real estate transfer fees, sales and use tax revenue and the standard property tax. Superintendent Shalee Cunningham said she appreciated the offer. The Steamboat 700 team used a set of placeholder numbers as examples for discussion. Weiss said a cost of $24 million for the school and a contribution of $12 million from the three revenue streams were rough estimates. In theory, Steamboat 700 would pay 50 percent of the price during the 15 years it will take to complete the project. The agreement, if passed by the district, the board and the city, would institute a 1 percent real estate transfer fee, with 30 percent of the fee going to the development of a school.

Lawsuit settled On the heels of a March 26 ruling by the Colorado Court of Appeals, the School Board voted Monday to accept a settlement offer from the Pilot & Today. According to the offer, the district will pay the newspaper $50,000 in attorney fees and release the transcripts from an illegal closed-door meeting held by a previous School Board on Jan. 8, 2007. Board members John DeVincentis, Denise Connelly and Robin Crossan expressed regret that the district would have to pay any fee. The board voted, 4-1, to accept the settlement. DeVincentis voted against the agreement. “Even though I’m disappointed with where we are at at this point, and I do feel that appealing to the (state) Supreme Court that we would prevail, I do feel that it would be in the best interest of the district to settle,” Connelly said. The board also owes about $40,000 to its own attorney. “This is going to cost us $90,000 because the Pilot wants to prove a See School Board, page 12

Seventh and Ninth streets, is part of April’s Month of the Young Child events. Children from area child care centers will march a few blocks, then line up for face painting and to tinker with fire trucks. Some parents, though, have to line up for child care. According to the 2009 Routt County Early Care and Education Needs Assessment, only 47 percent of parents found early childhood care and education for their children within three months. Many waited more than a year to secure a spot. “It’s a community concern,” said Steve Ivancie, a First Impressions of Routt County board member and Steamboat Springs City Council member. First Impressions, a local child care advocacy group, sponsored this month’s events. The annual parade aims “to raise awareness to not only the programs in Routt County but

Moore’s Law and the Law of More Thomas Friedman THE NEW YORK TIMES

It is not an exaggeration to say that the team that President Barack Obama appointed to promote his green agenda is nothing short of outstanding — a great combination of scientists and policymakers committed to building an energy economy that is efficient, clean and secure. Now there is only one vacancy left for him to fill. And it’s one that only he can fill: Green President. Is he ready to do that job Friedman with the passion and fight that will be required to transform America’s energy future? Hope so. Not sure yet. Have no doubt, the president is off to a terrific start: His stimulus package will provide an incredible boost for all forms of renewable energy. The energy bill being drafted by House Democrats

Henry Waxman and Ed Markey contains unprecedented incentives for energy efficiency and clean-tech innovation. And the ruling from Obama’s Environmental Protection Agency saying that carbon dioxide is a pollutant that threatens public health was courageous and historic. But although all of that is hugely important, we must not fool ourselves, as we have done for so many years: Price matters. Without a fixed, long-term, durable price on carbon, none of the Obama clean-tech initiatives will achieve the scale needed to have an impact on climate change or make America the leader it must be in the next great industrial revolution: ET, or energy technology. Bob Lutz, a vice chairman at General Motors, offers a useful example of why price matters. When Congress demands that Detroit make smaller, lighter, better mileage vehicles, but then refuses to put a higher price on carbon — like with a gasoline tax — so more consumers will want

to buy these smaller cars, said Lutz, it is the equivalent of ordering all American shirt makers to make only size smalls while never asking the American people to go on a diet. You’re not going to sell a lot of size smalls. Have no doubt: From right-wing tea parties to coal states to manufacturers, there is going to be a no-holds-barred campaign to kill any carbon price signal, including cap and trade. Only Obama has the platform for framing and elevating the issue properly and taking it to the American people with the passion and clarity needed to move the country. Here’s one way to start: “My fellow Americans, I want to speak to you about a new economic law. You’ve heard of Moore’s Law in information technology. I’d like to speak to you about the ‘Law of More’ in energy technology. Americans, Indians, Chinese, Africans, we all want more — more comfort in our homes, See Friedman, page 9

On July 15, 2007, The New York Times published an article with the headline “The Richest of the Rich, Proud of a New Gilded Age.” The most prominently featured of the “new titans” was Sanford Weill, the former chairman of Citigroup, who insisted that he and his peers in the financial sector had earned their immense wealth through their contributions to society. Soon after that article Krugman was printed, the financial edifice Weill took credit for helping to build collapsed, inflicting immense collateral damage in the process. Even if we manage to avoid a repeat of the Great Depression, the world economy will take years to recover from this crisis. All of which explains why we should

be disturbed by an article in Sunday’s Times, reporting that pay at investment banks, after dipping last year, is soaring again — right back up to 2007 levels. Why is this disturbing? Let me count the ways. First, there’s no longer any reason to believe that the wizards of Wall Street actually contribute anything positive to society, let alone enough to justify those humongous paychecks. So why did some bankers suddenly begin making vast fortunes? It was, we were told, a reward for their creativity — for financial innovation. Consider a recent speech by Ben Bernanke, the Federal Reserve chairman, in which he tried to defend financial innovation. His examples of “good” financial innovations were (1) credit cards — not exactly a new idea, (2) overdraft protection and (3) subprime mortgages. (I am not making this up.) These were the things for which bankers got paid the big bucks?

Still, you might argue that we have a free-market economy, and it’s up to the private sector to decide how much its employees are worth. But this brings me to my second point: Wall Street is no longer, in any real sense, part of the private sector. It’s a ward of the state, every bit as dependent on government aid as recipients of Temporary Assistance for Needy Families, aka “welfare.” One can argue that it’s necessary to rescue Wall Street to protect the economy as a whole. But given all that taxpayer money on the line, financial firms should be acting like public utilities, not returning to the practices and paychecks of 2007. Furthermore, paying vast sums to wheeler-dealers isn’t just outrageous, it’s dangerous. Why, after all, did bankers take such huge risks? Claims that firms have to pay these salaries to retain their best people aren’t plausible: With employment in the financial sector plunging, where are people going to go? No, the real reason financial firms are paying big again is

simply because they can. They’re making money again. They can borrow cheaply, thanks to those federal guarantees, and lend at much higher rates. So it’s eat, drink and be merry, for tomorrow you may be regulated. Or maybe not. There’s a palpable sense in the financial press that the storm has passed: Stocks are up, the economy’s nose dive may be leveling off, and the Obama administration will probably let the bankers off with

nothing more than a few stern speeches. Rightly or wrongly, the bankers seem to believe that a return to business as usual is just around the corner. We can only hope that our leaders prove them wrong, and carry through with real reform. In 2008, overpaid bankers taking big risks with other people’s money brought the world economy to its knees. The last thing we need is to give them a chance to do it all over again.

But there is only one way all 6.3 billion of us can have more and not make this an unlivable planet, and that is by living our lives and running our businesses in more sustainable ways and properly accounting for it. “Right now, we’re paying a huge price — a tax — for everyone trying to achieve more in an unsustainable way. But the ‘More Tax’ is not imposed by the U.S. government. It is a tax imposed by the market and will continue rising indefinitely as more and more people want more and more stuff. It will steadily drive up gasoline prices, home heating prices and factory electricity prices. But because this ‘More Tax’ is set by the market and not the

government, many opponents contend that there’s nothing to be done: ‘Oh, $4.50 a gallon gasoline — that’s just the market at work. We can’t do anything about that.’ And then all that tax money out of your pocket goes to enrich oil companies and petro-dictators. “My proposal is that today we fix a durable price on carbon-based fossil fuels, but set it to begin only in 2011, after we’re out of this recession. Every home builder, air-conditioning manufacturer, gasoline refiner, carmaker will know that it’s coming and will, I believe, immediately look for ways to profit from and invest in more energy-efficient systems. Yes, the cost of gasoline or kilowatt-hours will rise in the short term. But in the long term, your actual bills and expenses will go

Organizers of the Free Summer Concert Series have confirmed a five-concert lineup for 2009. Alternative jam band Rusted Root starts the series June 27 at the base of Howelsen Hill. Funk and jazz quintet The Greyboy Allstars plays with saxophonist Karl Denson on July 17, and the Chicago-based blues rockers of the Freddy Jones Band take the stage July 31. The 2009 season marks a return to the base of Steamboat Ski Area, with blues guitarist Susan Tedeschi playing there Aug. 13. Bluegrass rock ’n’ rollers The Avett Brothers close out the series Aug. 20 at Headwall at the ski area.

Series co-organizer Joe Kboudi said the summer’s lineup continues a tradition of providing free, community-oriented concerts that showcase diverse musical tastes. “We always look for the best bands we can find at the best prices. That’s always a key for us, and I think we did that again,” Kboudi said. The 2009 series offers something for fans of rock, jam, blues and bluegrass bands, he said.

Commissioners consider furlough plan today A resolution adopting a furlough plan for Routt County employees is scheduled for consideration by the Routt County Board of Commissioners at 2 p.m. today. The plan would allow county

employees to reduce their hours by 10 percent to match a 10 percent pay reduction adopted by the commissioners April 1. Methods for implementing the furlough plan would vary by county department. The furlough plan would take effect Sunday. County Manager Tom Sullivan said the commissioners reviewed the resolution Monday and suggested some changes. As originally drafted by Sullivan and County Attorney John Merrill, the resolution included a provision allowing the commissioners to withhold benefits from employees in departments headed by elected officials who refuse to accept the 10 percent pay reduction. Routt County Sheriff Gary Wall has challenged the pay cut for his department.

Hahn said that in 2007 and 2008, cell phones were determined to be a contributing factor in 544 crashes investigated by the State Patrol. Seventy-four of the crashes involved injuries, and seven involved deaths. Hahn said the true number is likely much higher because the State Patrol only learns that a cell phone was

involved in a crash if a witness notices a driver talking on one or the driver who causes the crash admits to using one. Steamboat Springs Police Department and Routt County Sheriff’s Office officials said they do not track how often cell phones are determined to be a contributing factor in accidents. Anecdotally, Sheriff’s Office Investigator Ken Klinger said drivers distracted by cell phones often drive erratically. “I can certainly tell you I have seen numerous near-misses with people who are talking on their cell phone and nearly run into people,” Klinger said. “First I think they’re drunk, and then I see they’re on their cell phone.” Sheriff Gary Wall, however, said he opposes H.B. 1094 for the same reasons as White. “I have some concerns about

that. If you start to limit that, what else are you going to limit?” said Wall, who noted other potential distractions like changing the radio station, eating and talking to other people in the car. “It just seems to me to be another bill that ‘gets somebody,’ and I’m against those.” Wall also said he doesn’t believe a handsfree device is any less distracting. Rep. Randy Baumgardner, R-Hot Sulphur Springs, voted in favor of the bill, but said Friday that he does not agree with it in its entirety. “I think it’s a terrible infringement on your rights,” Baumgardner said. “The reason I voted for the bill was because kids 18 years or younger can’t use phones or text. … If it can save the life of one teenager, it was worth it.”

The 28 New York City students who have confirmed cases of swine flu spent last week in Cancun for their spring break. Those cases, along with all other swine flu cases reported in the U.S., have been mild. However, more than 149 people are suspected to have died from the virus in Mexico. Hilley said residents have no need to panic, and most of the visitors to the emergency room so far have been “worried well, so to speak,” he said. “We’ve got to take this down a notch to make sure people don’t panic, because there’s no reason to right now. We’re watching it, we’ve got an eye on the target, and if we see something occurring, trust me, we’re going to move very fast and very rapidly to respond.” The incubation time for swine flu is from three to four days, and anyone with a temperature of 100 degrees for 24 hours or longer is encouraged to visit a doctor. Local schools are notifying parents with a release sent via e-mail and published on the Steamboat Springs School District’s Web site recommending basic precautions including washing hands

and covering sneezes and coughs. Superintendent Shalee Cunningham said there are no sick students reported in the schools, and everything is operating normally. “We’re treating this as any other flu that is going around,” she said. I have had phone calls from parents “just wanting to know if we were going to exclude students who were coming home from Mexico, which, of course, we’re not doing.” Gov. Bill Ritter said in a news conference Sunday that the public should stock up on food and water and stay home if a fever comes on. The World Health Organization on Monday afternoon increased the threat level to 4 from 3. The flu vaccine used this year is not effective against the new strain of virus, Hilley said, and a swine flu vaccination is five to six months away from completion. The Centers for Disease Control and Prevention still recommends vaccines for people interested in traveling to Mexico in the near future, said Ilanit Kateb, director of public health for Northwest Colorado Visiting Nurse Association. “The CDC has just recommended that people go ahead and get the flu shot,” she said. “It is not expected to protect against swine flu, but it will protect against regular flu.” Officials at Yampa Valley Regional Airport are not yet

CoHELP,” he said. That bilingual hotline, the Colorado Health Emergency Line for the Public, is at 877-462-2911. The number’s automated answering service warns callers that the center is experiencing a high volume of calls and wait times may be long. “Everything that’s been out in the press at this point has been accurate. The most important tips are just basic personal hygiene — covering your cough or sniffles with your elbow and not just your hand, doing your own personal assessment of (asking yourself) do you feel sick, do you have a fever over a sustained time,” he said. “Everybody needs to take a personal responsibility on their own for their health.” The flu is spread from person to person and, as with every other kind of flu, there are several strains as it constantly evolves. There is no swine flu risk associated with eating pork.

Investors cautious as swine flu cases increase NEW YORK

The swine flu gave Wall Street a reason to turn cautious. The Dow Jones industrial average gave up a midday recovery and retreated about 0.6 percent Monday as the swine flu’s death count in Mexico grew to about 150 people from 100.

There have been far fewer cases reported elsewhere, including the United States, and no other fatalities. Investors were also mindful of previous health scares that had only short-term jostling effects on the market including bird flu, Mad Cow disease and the West Nile virus — none of which ever escalated to into global pandemics. Still, Wall Street decided to

hedge its bets as the U.S. cases of swine flu doubled to about 40. Ryan Larson, senior equity trader at Voyageur Asset Management, said the flu was a “wild card” for the market. “It’s still a little bit early to go into panic mode, but it’s definitely something that needs to be watched closely,” Larson said. Airline and other travel-related stocks suffered the sharpest

losses Monday. The European Union health commissioner advised Europeans to avoid nonessential travel to Mexico and the United States, but the Centers for Disease Control and Prevention in Atlanta said the recommendation was unwarranted. Craig Peckham, market strategist at Jefferies & Co., called the flu an “easy excuse” for

investors to cash in any profits they may have made in recent weeks. The Dow stalled last week, but remains up about 23 percent since its nearly 12-year low March 9 after better-thanexpected earnings and economic reports. Monday’s pullback came on very light volume — a sign that there was more profit-taking than fear in the selling.

The Denver Broncos, who failed to fortify their front seven in the draft, signed two players Monday who went undrafted but could help beef up the team’s biggest deficiency. Among 15 college free agents the team signed are defensive tackle Chris Baker, who transferred to Hampton after playing at Penn State, and outside linebacker Lee Robinson, of Alcorn State. Both were highly regarded despite coming from small schools and were expected to be drafted Sunday. The Broncos used just one of their 10 draft picks on defensive front seven help, selecting passrusher Robert Ayers, of Tennessee, with their second pick of the first round, No. 18 overall. New coach Josh McDaniels said he didn’t find the value in defensive linemen and outside linebackers in the draft at the spots the Broncos were selecting, so he ended up with six picks on offense and three in his secondary, where he had already signed three starters in free agency. Asked if there were players on the board who were better than what he already had on his roster, McDaniels said: “Very rarely. I don’t think this was a very deep draft in terms of players that would fit our system in those areas. ... There may have been a few times where there was a discussion had, but we’re not looking to draft players to cut them, I know that. And we’re certainly not looking to draft players early and cut them.” He said, however, that he wasn’t necessarily standing pat with his front seven, saying he’d scour the undrafted college free agents and, later on, the waiver wire. Baker, who packs 326 pounds onto his 6-foot-2 frame, had 69 tackles and 8 1/2 sacks last season in his only season at Hampton after transferring from Penn State, where he started as a sophomore in 2007.

Dexter Fowler tied a modern-day rookie mark with five stolen bases as the Colorado Rockies ran their way to a 127 win against the San Diego Padres on Monday night. The fleet-footed Fowler gave

the Padres fits all night, becoming the first rookie to steal that many bases since Damian Jackson on June 28, 1999. That contest also involved Colorado and San Diego. The game was halted in the sixth inning when Brad Hawpe

was hit in the neck by San Diego catcher Nick Hundley’s throw to second. Hawpe was taken off the field in a cart and then to a hospital with a possible concussion. Fowler was on base four times as he singled twice and drew two walks. He stole second and third on

Home energy savings tips

Energy Consultants, has been contracted by Atmos to do all of the Excess is Out energy audits in the Steamboat Springs area and provide recommendations about how to improve the energy efficiency of homes. “A leaky house can increase your energy bills or your heating bills by 30 percent,” Feagler said. There are three levels of audits, from a simple walkthrough to an infrared scan of a home. Prices range from $200 to $300, and Atmos picks up the first $100, Feagler said. “It’s a great price. If I did this on my own, it would cost $600,” Feagler said. “It’s totally worth it. … This is a great service that the utilities are offering.” Feagler said he has performed only three of the audits in the Steamboat area so far. The rebates being offered through the Excess is Out program range from $25 for a programmable thermostat to 50 percent of the cost of new insulation up to $1,000. Atmos also is working with Energy Outreach Colorado and the Governor’s Energy Office to offer energy efficiency packages for incomequalified customers. For more
