City officials will use collected affordable-housing fees to provide down-payment assistance to 12 contract holders at First Tracks at Wildhorse Meadows under a plan outlined by the Steamboat Springs City Council on Tuesday. Council approved a request from Resort Ventures West to amend its community housing plan for Wildhorse Meadows, replacing deed-restricted units with a payment in lieu for some units, combined with a voluntary 0.5 percent real estate transfer tax on initial sales. There also will be a 0.5 percent real estate transfer tax on each resale transaction for the remainder of Wildhorse Meadows. The original plan was for First Tracks to provide 94 deedrestricted housing units in two phases of 47 units each, which would satisfy the city’s affordable housing requirement for the entire development on Mount Werner Road. Financing challenges and a lack of demand at some of the income levels Resort Ventures West was required to

sell to, however, have rendered the city’s affordable housing regulations ineffectual and unworkable, according to developers. Others say the economy, not the ordinance, is broken. The payment in lieu and transfer tax proposal only applies to 39 of the units under construction in the first phase of First Tracks. Those units are associated with portions of the development already approved for construction, minus the 12 units under contract. The remainder of First Tracks’ units will be eligible for sale on the free market without a payment in lieu or transfer tax.

restricted homes. The city, however, was concerned that the contracts would be lost because of strict affordable housing lending requirements requiring as much as 70 percent of a project to be under contract before financing will be approved. That’s why council decided to use affordable housing fees the city has collected to provide down-payment assistance to the 12 contract holders, City Council President Loui Antonucci said Wednesday — so contract holders can get conventional loans. The details of the proposal, including how and when the city will be repaid, have yet to be worked out. The city is in the process of revising its affordable-housing ordinance, but Antonucci said the plan approved for Wildhorse Meadows on Tuesday is not a harbinger of things to come. “One of the things we said is, we’re taking this as a standalone because it’s an existing project,” said Antonucci, who said council had an obligation to help See Council, page 12

2 previously denied projects accepted at Wednesday meeting

The Education Fund Board took a second look at two proposals that originally had been scrapped and gave the go-ahead for both projects, at a total of $55,000, during a meeting Wednesday night. In April, the Fund Board declined to allocate $10,000 for Community Cultivations, but after a presentation by codirectors Dana Colgan and Beth Davison, the board agreed Wednesday to fund $5,000 for the program. Community Cultivations is a program that enables youth ages 14 to 21 with special needs to plant and care for plants, then sell the organic produce at the end of the season. The program has expanded its coverage this year to include as many as 22 students. “We know, with 10 years experience, we have to support grassroots projects like this one,” Babette Dickson, a mother of a special needs child, told the board. “The fact that the school in the district and all the actors like you are willing to work with a project like Community Cultivation is crucial to the families and crucial for the schools.” The Fund Board administers the city’s half-cent sales tax for education. At its April meeting, Fund Board and Steamboat Springs School Board member Denise

the requests of teachers. “It’s probably one of the most important things we do in the entire school district,” she said. “That $50,000 proposal will go far.” The $62,500 granted from the Fund Board in the 2008-09 year went to dozens of different projects, from $75 for a teen literacy conference to $1,270 for high school career and technical education training.

Connelly said she could not support the Community Cultivation project because of cuts made to requests for English Language Learners and Gifted and Talented program staff. “I cannot support some of the community requests, as important as those are, at the expense of some of the teaching staff in the district,” she said. Connelly was the only member of the 10 Fund Board members present to vote against the program at Wednesday’s meeting. Sue MacCarthy, who voted against the proposal in April, said Wednesday’s presentation convinced her to change her vote. “I’m swayed. I think it sounds like a great program,” she said. In a unanimous vote, Fund Board members also approved $50,000 for staff training in the Steamboat Springs School District. The district originally had requested $62,500, but the Educational Excellence Commission declined to bring the request forward to the full Fund Board, citing a lack of transparency in how the money was spent. To answer that question, school district Director of Curriculum, Instruction and Assessment JoAnne HiltonGabeler prepared nine pages of detail on how staff development money was spent in the 2008-09 school year. Superintendent Shalee Cunningham urged the board to approve the request based on

As its only annual fundraiser, Routt County Habitat for Humanity’s Carpenter’s Ball always is a critical event for the local affordable housing provider. That will especially be true this year, as the organization is moving toward a new financial model and hopes to take on its largest workload ever with a project to build four environmentally friendly townhomes on Hilltop Parkway. Habitat has teamed up with the developers of Eco Corral of Steamboat, who plan to offer four of their 24 planned “green” townhomes to Habitat for Humanity at $90,000 each. The four deed-restricted units will satisfy the city’s affordable housing requirements for the development. “It’s an exciting opportunity that we’ve never had,” said Habitat President Jeff Weeden, who said the organization needs to raise the $360,000 to purchase the townhomes by September. “That is magic for us, but we have to act quickly. … We’ve just never had to raise that amount of money in that short amount of time. We’ve never even tried. … If we don’t raise it at the ball, we’re going to scramble. We’re going to make it happen.” Weeden said there also will be an increased emphasis on fundraising this year because Habitat can no longer rely on its previous model for financing projects. The organization used

to sell completed projects’ mortgages to a third party in order to fund new projects. Weeden said Habitat can no longer rely on those sales because of shifts in the economy, but he said the change isn’t necessarily a bad thing because the previous model allowed Habitat to build only one or two homes at a time. “It’s going to change the scope and scale of what we’re going to be able to do going forward,” Weeden said. “It’s a more sustainable long-term vision for the affiliate. … We need to scale up. We need to do better.” K.J. Otterman, of Classic Homes, is developing Eco Corral. Otterman’s father, Ken Otterman, is his business manager. Ken Otterman said the partnership between Eco Corral and Habitat for Humanity could provide a new model for providing affordable housing in Steamboat Springs. “I think it’s an enormous, enormous step forward to solving what the problem is,” Ken Otterman said. “What they’ve done together is, they’ve provided a completely new direction for affordable housing working in Steamboat.” See Housing, page 12

COMMENTARY

Do you have something to say about a story we’ve written?

The long voyage home David Brooks

THE NEW YORK TIMES

Republicans generally like Westerns. They generally admire John Wayne-style heroes who are rugged, individualistic and brave. They like leaders — from Goldwater to Reagan to Bush to Palin — who play up their Western heritage. Republicans like the way Westerns seem to celebrate their core themes — freedom, individualism, opportunity and moral clarity. But the greatest of all Western directors, Brooks John Ford, actually used Westerns to tell a different story. Ford’s movies didn’t really celebrate the rugged individual. They celebrated civic order. For example, in Ford’s 1946 movie, “My Darling Clementine,” Henry Fonda plays Wyatt Earp, the marshal who tamed Tombstone. But the movie isn’t really about the gunfight and the lone bravery

of a heroic man. It’s about how decent people build a town. Much of the movie is about how the townsfolk put up a church, hire a teacher, enjoy Shakespeare, get a surgeon and work to improve their manners. The movie, in other words, really is about religion, education, science, culture, etiquette and rule of law — the pillars of community. In Ford’s movie, as in real life, the story of Western settlement is the story of community-building. Instead of celebrating untrammeled freedom and the lone pioneer, Ford’s movies affectionately dwell on the social customs that Americans cherish — the gatherings at the local barbershop and the church social, the gossip with the cop and the bartender and the hotel clerk. Today, if Republicans had learned the right lessons from the Westerns, or at least John Ford Westerns, they would not be the party of untrammeled freedom and maximum individual choice. They once again would be the party of community and civic order.

They would begin every day by reminding themselves of the concrete ways people build orderly neighborhoods, and how those neighborhoods bind a nation. They would ask: What threatens Americans’ efforts to build orderly places to raise their kids? The answers would produce an agenda: the disruption caused by a boom and bust economy, the fragility of the American family, the explosion of public and private debt, the wild swings in energy costs, the fraying of the health care system, the segmentation of society and the way the ladders of social mobility seem to be dissolving. But the Republican Party has mislearned that history. The party sometimes seems cut off from the concrete relationships of neighborhood life. Republicans are so much the party of individualism and freedom these days that they no longer are the party of community and order. This puts them out of touch with the young, who are exceptionally commuSee Brooks, page 9

Falling wage syndrome Paul Krugman

THE NEW YORK TIMES

Wages are falling all across America. Some of the wage cuts, like the givebacks by Chrysler workers, are the price of federal aid. Others, like the tentative agreement on a salary cut here at The Times, are the result of discussions between employers and their union employees. Still others reflect the brute fact of a weak labor market: Workers don’t dare protest when their wages are cut, because they don’t think they can find other jobs. Krugman Whatever the specifics, however, declining wages are a symptom of a sick economy. And they’re a symptom that can make the economy even sicker. First things first: anecdotes about falling wages are proliferating, but how broad is the phenomenon? The answer is, very.

MALLARD FILLMORE

It’s true that many workers still are getting pay increases. But there are enough pay cuts out there that, according to the Bureau of Labor Statistics, the average cost of employing workers in the private sector increased only two-tenths of a percent in the first quarter of this year — the lowest increase on record. Because the job market still is getting worse, it wouldn’t be at all surprising if overall wages start declining later this year. But why is that a bad thing? After all, many workers are accepting pay cuts in order to save jobs. What’s wrong with that? The answer lies in one of those paradoxes that plague our economy right now. We’re suffering from the paradox of thrift: Saving is a virtue, but when everyone tries to sharply increase saving at the same time, the effect is a depressed economy. We’re suffering from the paradox of deleveraging: Reducing debt and cleaning up balance sheets is good, but when everyone tries to sell off assets and pay down debt at

the same time, the result is a financial crisis. And soon we may be facing the paradox of wages: Workers at any one company can help save their jobs by accepting lower wages, but when employers across the economy cut wages at the same time, the result is higher unemployment. Here’s how the paradox works. Suppose that workers at the XYZ Corp. accept a pay cut. That lets XYZ management cut prices, making its products more competitive. Sales increase, and more workers can keep their jobs. So you might think that wage cuts increase employment — which they do at the level of the individual employer. But if everyone takes a pay cut, nobody gains a competitive advantage. So there’s no benefit to the economy from lower wages. Meanwhile, the decline in wages can worsen the economy’s problems on other fronts. See Krugman, page 9 Bruce Tinsley

Tax cuts a holy principle to Republicans Brooks continued from 8 nity-oriented. It gives them nothing to say to the lower middle class, who fear that capitalism has gone haywire. It gives them little to say to the upper middle class, who are interested in the environment and other common concerns. The Republicans talk more about the market than about society, more about income than quality of life. They celebrate capitalism, which is a means, and are inarticulate about the good life, which is the end. They take things such as tax cuts, which are tactics that are good in some circumstances, and elevate them to holy principle, to be pursued in all circumstances. The emphasis on freedom and individual choice may work in the sparsely populated parts of the country. People there natural-

ly want to do whatever they want on their own land. But it doesn’t work in the densely populated parts of the country: the cities and suburbs where Republicans are getting slaughtered. People in these areas understand that their lives are profoundly influenced by other people’s individual choices. People there are used to worrying about the health of the communal order. In these places, Democrats have been able to establish themselves as the safe and orderly party. President Barack Obama has made responsibility his core theme and has emerged as a calm, reassuring presence (even as he runs up the debt and intervenes rashly in sector after sector). If the Republicans are going to rebound, they will have to reestablish themselves as the party of civic order. First, they will

have to stylistically decontaminate their brand. That means they will have to find a leader who is calm, prudent, reassuring and reasonable. Then they will have to explain that there are two theories of civic order. There is the liberal theory, in which teams of experts draw up plans to engineer order wherever problems arise. And there is the more conservative vision in which government sets certain rules, but mostly empowers the complex web of institutions in which the market is embedded. Both of these visions now are contained within the Democratic Party. The Republicans know they need to change but seem almost imprisoned by old themes that no longer resonate. The answer is to be found in devotion to community and order, and in the bonds that built the nation.

Mortgages don’t go down with paychecks Krugman continued from 8 In particular, declining wages, and hence declining incomes, worsen the problem of excessive debt: Your monthly mortgage payments don’t go down with your paycheck. America came into this crisis with household debt as a percentage of income at its highest level since the 1930s. Families are trying to work that debt down by saving more than they have in a decade — but as wages decline, they’re chasing a moving target. And the increasing burden of debt will put downward pressure on consumer spending, keeping the economy depressed. Things get even worse if businesses and consumers expect wages to decline further in the future. John Maynard Keynes put it clearly, more than 70 years ago: “The effect of an expecta-

tion that wages are going to sag by, say, 2 percent in the coming year will be roughly equivalent to the effect of a rise of 2 percent in the amount of interest payable for the same period.” And an increase in the effective interest rate is the last thing this economy needs. Concern about declining wages isn’t just theory. Japan — where private-sector wages declined an average of more than 1 percent a year from 1997 to 2003 — is an object lesson in how wage deflation can contribute to economic stagnation. So what should we conclude from the growing evidence of sagging wages in America? Mainly that stabilizing the economy isn’t enough: We need a real recovery. There has been a lot of talk lately about green shoots and all that, and there indeed are indications that the economic plunge

that began last fall may be leveling off. The National Bureau of Economic Research might even declare the recession over later this year. But the unemployment rate almost certainly still is increasing. And all signs point to a terrible job market for many months if not years to come — which is a recipe for continuing wage cuts, which will, in turn, keep the economy weak. To break that vicious circle, we basically need more: more stimulus, more decisive action on the banks, more job creation. Credit where credit is due: President Barack Obama and his economic advisers seem to have steered the economy away from the abyss. But the risk that America will turn into Japan — that we’ll face years of deflation and stagnation — seems, if anything, to be increasing.

Hayden to discuss water tank plan Construction incentives also on tonight’s Town Board meeting agenda Tonight’s Hayden Town Board meeting is a crucial one for residents interested in a new water tank for the town. Town Manager Russ Martin is scheduled to give a formal presentation about the proposed tank. The town has requested funding from the American Recovery and Reinvestment Act for a new water tank near Yampa Valley Regional Airport. State rules require Martin to publicly present project alternatives, preferred alternatives, projected water-rate increases and construction or environmental impacts. “I’ve got to present at least four things that have to be in

that and any potential rate hikes that would be there,” Martin said. “Right now, it’s hard to tell. If we were going to receive this money, we’d have to do a rate study.” He encouraged anyone interested to stop by the meeting. “If they want to hear about the ‘stimulus tank,’ or the American Recovery tank, this would be the hearing to go to,” he said. The water tank presentation will be part of a full Town Board of Trustees agenda. Sam Mamet, executive director of the Colorado Municipal

County, energy impact funds slated for C.R. 76, C.R. 86 slides PILOT & TODAY STAFF

STEAMBOAT SPRINGS

Money is coming to fix the slide on the Cog Road north of Hayden. Residents have complained about part of the roadway slipping off Routt County Road 76 during spring thaws. The slide was particularly dramatic last year, cutting the winding road to one lane. The Routt County Road and Bridge Department told residents Wednesday that it would receive energy impact grants to help pay for repairs. The money also will go toward repairs to a slide on Routt County Road 86, known as the Elkhead slide. “The Colorado Department of Local Affairs has offered approximately $582,000 on a dollar for dollar match to repair the Cog and Elkhead slides,” Paul Draper, Routt County

Road and Bridge director, wrote in an e-mail to county officials and residents. “These funds will be expended this summer and fall.” The Colorado Department of Local Affairs administers energy impact funds. The money will pay for the design and repair work, said Tammie Crawford, field coordinator for the Road and Bridge Department. Yeh and Associates, a geotechnical engineering firm, has been hired to design the Cog Road repair, Draper wrote. He expects the project to be bid in late June and early July. Construction would occur in late summer or early fall, Draper wrote. Frank Roitsch, who lives above the Cog Road slide area, said he was thrilled. “We out on the Cog are ecstatic that this project’s moving ahead to improve our safety and our ability to continue to get

back and forth into the Hayden, Steamboat area,” Roitsch said. The energy impact funding came in about $340,000 less than Routt County requested, County Commissioner Nancy Stahoviak wrote in an e-mail. The Board of County Commissioners “has identified these two slide areas as priority projects to complete this year and have allocated additional county monies to make sure that happens,” she wrote. Lynda Vaillancourt, who lives off the Cog Road, said the road has been one lane all winter but hasn’t slid much this spring. She said she was glad that county officials followed through on pledges to help. “We’re very happy that we actually have a plan now, a deadline and a budget,” Vaillancourt said.

Trustees to consider construction incentives Hayden continued from 11 for up to four years back with them,” Martin said. The beauty is that Hayden wouldn’t spend any money, Commission Chairman Rodney McGowen said. “Fifty percent of a dollar you don’t have now is 50 percent,” McGowen said. “So it’s all a good thing, and there’s no out-ofpocket cost.”

Town trustees also are scheduled to consider incentives for residential construction. If those are approved, builders could apply to pay tap fees, development fees, use taxes and as much as 20 percent of building fees after the certificate of occupancy comes through. The town currently requires that money up front. The goal is to cut builders a break at the front end, Martin said. “We’re not giving any money

away there,” he said. “It’s just delaying the payments.” Martin will ask the board to OK a six-month trial period for the residential incentives. The town could benefit from the incentives if they spur builders to act now, he said. “Boom and bust is not a good way to keep affordability,” Martin said. “But if there’s a market for housing in a year, why not have a few houses ready in a year?”

Big Agnes co-owner Bill Gamber credited his employees for their hard work and said he was pleased to earn the Company to Watch honor. “It’s a new award, but you know, they had a pretty tight sort of qualifications, so we were feeling confident because we’re on a really good roll,” Gamber said. This is the award’s first year in Colorado. The program will honor each winner with a “this week’s company to watch” feature. The winners also will be recognized at a June 25 event in Denver. Steamboat has its share of noteworthy companies, Gamber said. “There’s a lot of good, fun, young, energetic companies,” he said. “The more that sprout up, the more sprout up … because there’s good support. We just get great support locally. You just always hear people went somewhere and they saw one of our products.” Gamber and Boa founder Gary Hammerslag were office neighbors about 15 years ago, Gamber said. “He’s super sharp and really, really unassuming and one

of the guys I love bouncing things off of, as well,” Gamber said. Hammerslag couldn’t be reached for comment Wednesday. Moore said she hopes the awards help show the value of those businesses to Steamboat. “This is our future, how people generate wealth for the community, and diversity — not only economically, but socially,” Moore said. She encouraged businesses to apply for the Colorado Companies to Watch honor next year. “For now, what a great start,” Moore said.

Task Force sniffs drug bust Crime-stoppers tip ends in brothers’ arrest in cocaine operation Robert Allen

SUMMIT DAILY NEWS

BRECKENRIDGE

A search warrant served May 4 in Breckenridge led to accrual of a quarter pound of cocaine and the arrest of two brothers, according to the Summit County Drug Task Force. Officers arrested brothers

Reginaldo Lopez-Santiago, 24, and Eliseo Lopez-Santiago, 20, after a search warrant was served at the Gold Camp II condominiums on Ski Hill Road. Reginaldo is charged with possession with intent to distribute the 85.6 grams found at the residence in addition to 14.1 grams task force members purchased during three controlled buys, according to the task force. Eliseo is charged with possession and intent to distribute 14 grams. Authorities collected a total of 113.7 grams of cocaine including the controlled buys and warrant, and $891 was found and col-

lected at the condominium. The investigation, executed during the past two weeks, resulted from a crime-stoppers tip received in early April, said task force director and Summit County undersheriff Derek Woodman. Woodman said cocaine possession and distribution in Summit County is an “ongoing situation” that doesn’t fluctuate with the seasons. “(It’s) pretty bad,” he said. “In the last probably five search warrants we’ve done in the past eight weeks, we’ve gotten more than 10 ounces of cocaine — in search warrants and purchasing.”

Heritage Day is on Sunday Horse drive continued from 5 slickers who want to experience the lifestyle plan to drive about 700 head from Sombrero’s winter pasture in Browns Park to its spring pasture about 12 miles west of Craig. It will be a 62-mile trek, one that Broom said has been going on for about 40 years. To the general public, that journey will culminate Sunday when the herd passes through the center of Maybell, about 30 miles west of Craig on U.S. Highway 40, sometime around 11 a.m. Lisa Balstad, 40, has lived in Maybell for eight years after moving from Minnesota. She can remember the first time she saw the horses clip-clop through town. “I thought it was pretty amazing,” Balstad said. She now is part of the fivemember Maybell Cultural Heritage Group, which seeks to

build a family event around the horse drive’s arrival in town. Maybell Heritage Day will be from 8 a.m. to 2 p.m. Sunday, and organizers have planned more than food sales, Balstad said. About 17 local vendors will be selling their wares, from homemade soaps to handmade jewelry. There also should be a steady supply of live country music with the Gerber Boys and Greg Scott taking the stage during the day. Lastly, there will be a horsedrawn wagon ride and guided history tour of Maybell, which includes such tales as the haunting of the Victory Hotel.

Several local law enforcement agencies, led by the All Crimes Enforcement Team, discovered the remnants of a clandestine methamphetamine laboratory Tuesday. The discovery was made after serving a search warrant on a home in Skull Creek, a small subdivision about a mile west of Massadona, near Dinosaur. The lab itself was found in a shack on the property. Law enforcement has one subject of interest in the case, a man found inside the house during the search, but no one has been arrested or charged in connection with the lab or drug materials obtained. The Moffat County Sheriff’s Office, Craig Police Department, Moffat County Hazmat Team, Colorado State Patrol, Artesia Fire Protection District and The Memorial Hospital Emergency Medical Service assisted ACET during the operation. Garrett Wiggins, ACET commander, said he and his officers began receiving information about the residence about a year before serving the warrant. After investigating the lab materials, officials determined the lab probably had not been used for two to three months,

into its own drug situation late Tuesday night after finding three marijuana plants inside a resident’s home. Cpl. Brian Gonzales visited the residence of Michael Carter Clary, 24, at 469 Washington St., to serve an arrest warrant for a different individual who reportedly was living there. Gonzales said that Clary allowed him and another officer to enter the home and search for the person. In the process, Gonzales found the marijuana plants inside a closet. The officers did not find the person they were looking for. Clary was arrested and booked in Moffat County Jail on suspicion of producing marijuana, a Class 4 felony, possession of drug paraphernalia, a petty offense, and child abuse, a Class 2 misdemeanor. Gonzales said the child abuse charge was based on Clary’s 18month-old child living in the same house as his grow operation.

Wiggens said, adding it’s common for meth manufacturers to move labs often. “They get spooked pretty easy and move around,” he said. He was not disappointed in the find, however. “When you’re working these things based on information or intel, you never know how accurate or dated it is,” Wiggins said. Moffat County Sheriff Tim Jantz said if the only good to come out of the search is that officials were able to clean up an old meth lab, it would be a success for the county. “That’s a big deal,” the sheriff said. “Those chemicals in there are dangerous for a long time. What if the house had been sold or foreclosed? We might never have been able to get in there and make it safe.” Wiggins said meth remains a key focus for law enforcement in the region. “It’s our No. 1 and our biggest concern (among illegal drugs) just because of the volatility of that drug and how it harms people’s health, how it takes over people’s lives and what it does to families,” he said. The investigation is ongoing.

The Colorado Senate rejected a proposal to abolish the death penalty by a single vote Wednesday, hours after backers revived the measure for a final vote on the last day of the legislative session. Senators voted, 18-17, to defeat the bill, which would have used the savings from eliminat-

ing capital punishment prosecutions to fund cold case investigations. Last month, a similar proposal passed the House by one vote. In the Senate, four Democrats sided with Republicans to defeat the bill despite a plea from outgoing Senate President Peter Groff to put aside fears of being re-elected and stand up for the sanctity of life.

Park Lane Elementary School officials in Aurora said they will reopen doors Thursday after canceling school Wednesday when a student tested positive for swine flu. Excel Academy Charter School officials in Arvada said they plan to stay closed for the rest of the week after students there tested positive for the virus.

It reversed an earlier recommendation and advised schools not to shut down for swine flu cases.

Groff said the question of who lives and dies shouldn’t be decided by prosecutors under political pressure or a “governor wracked by guilt.” “It’s easy for me because I believe that life begins at conception, until God says come home, my good and faithful servant,” Groff said. But Sen. John Morse, one of the Democrats who voted against the bill, objected to tying abolishing the death penalty to the funding of cold cases because the Senate earlier this week came up with a series of new fees to pay for investigations of unsolved crimes. He said the death penalty portion of the bill should have been given its own vote. “I think there was just too much political posturing going on here,” said Morse, a former police chief who said he was undecided on whether to abolish the death penalty.

Stocks up as fears ebb about bank ‘stress tests’ THE ASSOCIATED PRESS

NEW YORK

Investors felt more confident putting their money into banks on the eve of a government report card on big financial companies. Bank stocks pulled the market higher Wednesday as media reports trickled out that indicated balance sheets at major lenders might not be as frayed as some had feared.

The word came a day ahead of the formal release of results from government “stress tests” aimed at determining which banks need to raise more capital. Investors relieved to have assembled an initial scorecard scooped up shares of most banks, even those expected to have to come up with new money. The Dow Jones industrial average increased 100 points in heavy trading volume, while the technology-laden Nasdaq compos-

ite index posted a more modest gain. “To me, this rally has been more a recognition that maybe the end of the world is not at hand,” said Philip S. Dow, managing director of equity strategy at RBC Wealth Management. The news on banks and a surprise decline in a report about unemployment provided the latest shots of confidence to a market that has barreled higher in the past two months amid signs

that the economy is stabilizing. Market indicators have surged more than 30 percent from the 12-year lows hit on March 9. Financial stocks that had sent the market plunging from its peak in October 2007 led the advance again as worries about the government’s report on banks eased. American Express, JPMorgan Chase & and Bank of New York Mellon will not be asked to raise more capital when federal officials announce the test results today,

but Regions Financial will need to bolster its reserves, according to people briefed on the results. Those people requested anonymity because they were not authorized to discuss the tests. Citigroup will need to raise about $5 billion, according to a government official who requested anonymity because he was not authorized to discuss the matter. Earlier news reports put that number closer to $10 billion.

One of Class 4A’s premier scorers made the defensive play of her career Wednesday to help the Thompson Valley girls soccer team do something it hasn’t since 1991. While the Eagles’ Coury Pitt will remember her goals that

tied and put Thompson Valley ahead for good — her 19th and 20th scores of the year — it’s the save the senior made in the 79th minute that will be most remembered, as 22nd-seeded Thompson Valley upended No. 11 Steamboat, 2-1, at Gardner Field. Ahead 2-1 after Pitt won a 50-50 ball just outside the box in the 72nd minute to give the

Eagles the go-ahead goal, the senior’s biggest moment came just seven minutes later. When a bounding ball escaped Thompson Valley keeper Meagan Holdeman’s hands and landed at the feet of Steamboat’s Kiersten Henry, Pitt found herself one-on-one in goal — a position she’s never played. Henry’s shot, however, bounced off Pitt’s outstretched

foot. A couple of defensive clears later, Thompson Valley had advanced to the second round of the playoffs. “I don’t know. The two goals were awesome, but that defensive play saved the game,” said Pitt, who played most of the contest with a partially broken collarbone. See Soccer, page 23

Chris Zirkel had a good day — maybe his best. The Hayden High School long distance specialist has recorded better times than he did Saturday at the Western Slope League track meet in

PREP TRACK Kremmling, but rarely has he raced so well, winning the 3,200-meter run and placing second in the 1,600. The big day did little to relieve the pressure of this Saturday’s regional meet in Grand Junction, however. If the Hayden sophomore is

to earn his first trip to a state track meet, good might not be enough. He’ll need a great day. “I’m pretty nervous,” Zirkel said. “I am confident. It will probably take about 20 seconds faster than what I ran today. “It’s going to hurt.” Zirkel has two potential routes to the state meet. First, he could still reach the

pre-qualification mark set by the state. That means he would need to cut 31 seconds from his league-meet 3,200 time, from 10 minutes, 55 seconds, to 10:24. In the 1,600 he’d have to shave 18 seconds, from 5:00 to 4:42. Either accomplishment would place him among the See Track, page 23

If being one of the favorites at the Class 4A state tennis tournament wasn’t enough for the Steamboat Springs High School No. 1 doubles team of Kylee Swiggart and Sara Bearss, there already is an added incentive. “If I win state, I get my dad’s truck,” Bearss said. Although Bearss won’t let Swiggart retain part ownership — “she can ride with me,” Bearss said, “she can sit in the passenger seat” — the doubles pair is the only returning Steamboat medalists from last season. Bearss and Swiggart finished fourth last year and have looked every bit the part of a team that has the potential to play in the final match Saturday at the state tournament in Pueblo. Opening rounds start at 9 a.m. today and continue Friday and Saturday. “We’re trying to do better than last year,” Swiggart said. “We actually have a decent draw, so hopefully that will work out.” Swiggart and Bearss will be accompanied by eight other players at state, a number that gives the Sailors a shot at finishing in the top five as a team. Along with the No. 1 doubles team, Steamboat will be represented by Valerie Lezin at No. 2 singles, Claire Parsons at No. 3 singles, Mandy Thielemann and Hayley Richman at No. 2 doubles, Christi Valicenti and Kaitie Breisch at No. 3 doubles, and Ali Diehl and Lauren Siegel at No. 4 doubles. Valicenti, Diehl and Siegel will be first-timers at state. “This group, coach (Don) Toy and I have talked all year, we feel they can be a top-five team,” Steamboat coach John Aragon said. “You look at the doubles teams, and we’re solid at No. 1. They medaled last year. See Tennis, page 24

Steamboat soccer season ends at 11-4-1 Soccer continued from 22 “I play defense in club (competition) so I’m used to it. I know how to play it. I guess I can switch from offense to defense really fast.” In a game that saw each team go through momentum swings, members of each squad could have looked up at the scoreboard Wednesday and found themselves on top. Steamboat got the early jump when junior Emi Birch scored on a free kick in the ninth minute. The junior hit a perfect shot from 22 yards out that just snuck under the crossbar and into the right corner. Pitt got the equalizer in the 39th minute, when the senior got the ball just inside the box and beat Steamboat keeper Hanna Berglund to the short side. Although the two teams went into the half tied at 1, it wasn’t for a lack of opportunities. In addition to two early corner kicks — one that made the back post without interruption

— Thompson Valley got the best look in the 26th minute. Junior Emma Howard outraced two Steamboat defenders to the ball and had a point-blank opportunity that Berglund stopped. Then, in the 38th minute, the Eagles’ Sydney Paulsen lofted a free kick just over the crossbar. Steamboat’s best chances to score the go-ahead goal came in the first 20 minutes of the second half. With Pitt out of the lineup because of her collarbone, the Sailors instantly gained control of possession. In the 45th minute, Steamboat’s Joanie Bier lofted a shot of her own just above the crossbar. In the 55th, Birch’s deflection off a corner kick again found the waiting arms of Holdeman. Then, in the 60th, Birch just missed on another free kick. A Mia Quick header on a corner kick sailed just wide in the 61st. “It was a hard-fought, scrappy game,” Steamboat coach Rob Bohlmann said. “The difference,

in my opinion, is we could not quite settle down and play with composure. If we were able to do that a little more, we would have had a few more opportunities to go to goal. But that’s easier said than done. Nobody ever said this was an easy game.” Pitt’s return in the 57th minute seemed to spur on her teammates. Steamboat’s opportunities became fewer, then Pitt capitalized in the 72nd minute to put Thompson Valley up 2-1 for good. “That’s exactly it. She was all over the place,” Eagles’ coach Nate Hancock said about Pitt. “She was sideline to sideline and endline to endline. She’s doing all that with a partially cracked collarbone. She’s a senior, and she lost two (playoff) games. It’s just an iron will.” Steamboat ends the season at 11-4-1. Thompson Valley advances to play the winner of a Saturday game between sixthseeded Valor Christian and No. 27 Woodland Park.

Soroco aims to qualify 6 relay teams for state Soroco hopes to ensure Watwood has plenty of company for the trip to the Front Range. The team has ambitions of qualifying up to six relay teams. The girls 800 and 1,600 relays with Lauryn Bruggink, Sarajane Rossi, Traci Schlegel and Ceanna Rossi, and the boys 1,600 with Alex Estes, Ryan Tibbetts, David Strait and Cody Miles, could lead the way. “Matt’s the only kid that’s prequalified since I’ve been here, so the kids are used to the pressure,” Soroco coach David Bruner said. “When we get down there, the kids always run better. The warm temperatures and 2,000-foot drop in elevation really help.”

state’s top runners. Five Class 2A boys have prequalified in each of Zirkel’s main events. But even if he can’t cut that far into his times, he could still qualify for state by placing in the top three of this weekend’s races. “He’s got a real good chance at it,” Hayden coach Barbara Manzanares said. “The prequalification times might be a bit far out, but he will definitely be up there with a chance to go.” The Hayden and Soroco high school track programs have already qualified several athletes to the state meet. Hayden’s Jake

Walker is in for the 100 and 200. Hayden junior Murphy Smartt long ago qualified in the high jump. Tiger senior Holli Salazar easily bested the qualification mark in her bid to defended last year’s Class 2A state shot put championship, and Soroco junior Matt Watwood eclipsed the discus pre-qualification mark by eight inches last week in Kremmling. Hayden’s boys 400-meter relay team also qualified for state, edging out the necessary time of 45.50 seconds by less than half a second. For those athletes, this weekend’s meet can be a relaxing tune-up. For others, though, state dreams are on the line.

Right now, our No. 2 team is probably one of the most improved doubles teams. They have the ability to medal. “Our No. 3 team, if they move their feet and want it more than their opponents, they could win the thing. Our No. 4 doubles team is young, and it depends who shows up. If they can manage that, they’ll be competitive.” As far as the singles players go, Aragon said both bring intangibles that fit well for a deep run. Aragon said that if Lezin can stay grounded and play within herself, there’s no reason she can’t medal. For Parsons, it’s her game that sets
