White called “distasteful” cuts to K-12 education, homestead tax exemptions for seniors, furloughs for state employees and cutting rates for Medicaid providers. It wasn’t fun, White said, but next year could be worse. “I think next year could be worse potentially,” White said Friday. “I don’t think we’re going to be restoring any funding next year.” Before the session began, White said his No. 1 priority as a member of the JBC would be to protect the money the state spends to promote itself through the Colorado Tourism Office — spending White and many others think is vital to Northwest Colorado’s tourism economy. White had hoped to save all $20 million in marketing dollars, but in the face of Gov. Bill Ritter’s proposal to slash the spending in half, White is satisfied with the compromise he reached with the governor’s office to reduce tourism spending by $5 million. White also credited his efforts to keep the Rifle Corrections Center open, which originally was slated for closure under Ritter’s plan. Rep. Randy Baumgardner, R-Hot Sulphur Springs, also

You know it’s been a tough year in the Legislature when you count a $5 million cut to your No. 1 priority as an achievement. “Thank God, it’s over,” state Sen. Al White, R-Hayden, said Friday when asked to reflect on the 2009 legislative session, which ended this week. “It was very tough. That kind of sums up my session.” As one of six members of the Colorado General Assembly’s Joint Budget Committee, White was on the front lines of some of the toughest work in the Legislature. In 2009, the JBC essentially had to write two budgets instead of one. Revenue projections showed a $600 million shortfall in the current fiscal year budget, which ends June 30. “With only six months left in that budget year, we made transfers from cash funds, reduced our statutory reserve in half and made the cuts we could, though we were halfway through the year,” White wrote in a letter that will be published in Sunday’s Steamboat Pilot & Today. “This drastic mid-year rebalancing really represented writing a virtually new budget for the 2008-09 fiscal year and unprecedented necessity.” Next came the JBC’s planned order of business: writing a budget for the 2009-10 fiscal year that begins July 1. Again, revenue forecasts required what

struggled when asked to name some highlights of the 2009 session. He said he played a small role in keeping the Rifle prison open and limiting cuts to tourism spending, lamented some of the Democrats victories and expressed relief that Colorado’s death penalty was narrowly kept on the books. After passing the House by a single vote, a repeal of the death penalty that would have devoted expected savings to cold-case investigations died in the Senate by the same margin. The repeal was opposed by Baumgardner and White, as well as 14th Judicial District Attorney Elizabeth Oldham. “They worked pretty hard to get it off the books,” Baumgardner said, “and we worked pretty hard to keep it on.” However, such moments were more an exception than a rule, Baumgardner said. “There’s a lot of things that went through this year that we couldn’t stop,” he said. Included was House Bill 1292, which gave final approval to new oil and gas drilling regulations that Republicans said would hurt the industry and reduce jobs during the recession. Baumgardner and White voted against the bill. Northwest Colorado’s two legislators differed on Senate Bill 108, known as FASTER, the law that increased vehicle registration fees to raise hundreds of millions of dollars for transportation projects.

The leader of the Colorado Municipal League praised Hayden’s drive at a meeting Thursday. Sam Mamet, the league’s executive director, applauded the Hayden Town Board of Trustees for the town’s consideration of moving to home rule. If voters approve a town charter, Hayden will be the 100th homerule municipality in Colorado, Mamet said. He also praised the town for moving forward on projects such as the new police station. “You guys don’t let any grass grow under your feet,”
Mamet said. He also spoke about financial concerns related to the town. As the economy suffers, less Department of Local Affairs grant money will be available, Mamet said. That includes energy impact funding — a huge source for capital improvements in Hayden. Mamet praised state Sen. Al White, R-Hayden, for trying to keep the state from dipping into that fund. White sits on the Joint Budget Committee. “He has been the lone voice on that committee to make sure that fund is left as whole as possible, and it’s not an easy fight when you’re up against legislators from the rest of the state,”

Mamet said. Trustee Bill Hayden asked Mamet about opportunities for energy savings or other conservation at a town level. Conserving energy is a way to give money back to the taxpayers, Hayden said. “Where are other communities making conservation?” Hayden asked. Mamet told him to check with the Governor’s Energy Office. He encouraged the town to lead by example by retrofitting buildings to improve energy efficiency, for example. “There’ll be additional funds coming out of the stimulus package to the Governor’s Energy Office that can be available to communities of Hayden’s population size for things just like this,” Mamet said. He encouraged town trustees and staff members to send questions to the Colorado Municipal League as they arose. Energy impact cash will help fund Poplar Street improvements Blythe Terrell

Hayden has received $725,000 for Poplar Street repairs, and officials are ecstatic. The funding is coming from an energy impact grant through the state Department of Local Affairs. The project cost is estimated at $1.13 million. The project requires a $250,000 local match, and the Colorado Department of Transportation is providing more grant money, Town Clerk Susan Irvine said. “It’s huge, folks,” Town Manager Russ Martin told the Town Board of Trustees on Thursday. “I cannot tell you how happy I am.” The Poplar Street work will include drainage and realignment of the road from the bridge over Dry Creek to U.S. Highway 40. “The sidewalks with Poplar will be tied in with this,” Irvine said. “Hopefully, they can get the road done and then the sidewalk right after that.” In November, the project

received a No. 1 priority ranking from the Routt County Energy Impact Prioritization Committee. The project ranked ahead of others in Steamboat Springs, Milner and Routt County. Steamboat requested funds to get land for a public safety building in western Steamboat, Routt County requested money for wastewater system improvements in Milner, and the county sought money for slide repairs on Routt County roads 76 and 86 — regarding the Cog Road slide and the Elkhead slide, respectively. The county hasn’t heard about the funding for the Milner project, County Manager Tom Sullivan said. DOLA granted
about $582,000 in energy impact funding for the two slide repairs. Information wasn’t available Friday about Steamboat’s request. The town of Hayden will seek bids for the Poplar Street project starting May 17, Martin said. The bid will be advertised for a couple of weeks. Town officials will do a walk-through with contractors after Memorial Day and hope to have a contract by the June 4 board meeting, he said. Hayden will deliver letters to and meet with residents regarding construction impacts, Martin said. “We’re going to have dust in the air more than we should, noise in the air more than we should,” he said. “All that will happen along that way.” Still, the improvements are necessary, Martin said. “The sooner we get started, the sooner we can finish that project, and it’s all overdue,” he told trustees.

His legacy may be assured at the Museum of Northwest Colorado, but Bill Mackin, 69, still is living, and living means collecting. Five decades in — and after a high six-figure sale to the county 10 years ago for more than 1,000 items that now make up its Cowboy and Gunfighter Museum — Mackin hasn’t had enough. He’s a regular at the local gun show, went to a show in Phoenix this February and plans to be in Riverton, Wyo., during Memorial Day weekend for another. The allure of antique firearms keeps a grip on Mackin, who didn’t let more than a few months pass before filling the latest gap in his private collection, a model 1775 Harpers Ferry musket, once used in an early Mormon battle. Mackin sold that to the museum this year. He made some money, but cash is fluid for a man like him, who can’t stand to have a hole on his family room wall. So, last month at the Bears Ears Sportsman Spring Gun Show, he found a replacement to hang in its stead — a bayoneted 1873 Springfield 45.70 rifle — and purchased it on the spot. It’s not hard for Mackin to explain what his wife, Mickee,

termed his “fetish.” “Westerns and pirate movies and history movies about the Civil War and matinee shows at the little theater in our neighborhood in Dallas,” he said, reflecting on his early years as a boy in Texas. “It isn’t the violence; that isn’t what it’s about. It’s the lore of the old West.” Mackin can look at the pieces of his collection, now behind glass at the museum on Yampa Avenue, and imagine stories about how they were used by their original owners. “You’re cuddling an old Colt Frontier or a Winchester 73, it has a feeling about it that speaks
to me,” he said. “As a gun collector, usually you’re looking for the finest condition you can afford, but many guns have a kind of mellow, used personality that shows something about where it’s been.” His hobby is an addiction. Mackin recognizes this, and as a recovering alcoholic with a master’s degree in educational psychology from the University of Utah, he knows a few things about uncontrollable cravings. Assault charges and divorce attorneys persuaded Mackin to finally put the bottle down, he said. See Guns, back page

The fight against poverty produces great programs but disappointing results. You go visit an inner-city school, jobtraining program or community youth center and you meet incredible people doing wonderful things. Then you look at the results from the serious evaluations and you find that these inspiring places are only producing incremental gains. That’s why I was startled Brooks when I received an e-mail message from Roland Fryer, a meticulous Harvard economist. It included this sentence: “The attached study has changed my life as a scientist.” Fryer and his colleague Will Dobbie have just finished a rigorous assessment of the charter schools operated by the Harlem Children’s Zone. They compared
students in these schools to students in New York City as a whole and to comparable students who entered the lottery to get into the Harlem Children’s Zone schools but weren’t selected. They found that the Harlem Children’s Zone schools produced “enormous” gains. The typical student entered the charter middle school, Promise Academy, in sixth grade and scored in the 39th percentile among New York City students in math. By eighth grade, the typical student in the school was in the 74th percentile. The typical student entered the school scoring in the 39th percentile in English Language Arts (verbal ability) and by eighth grade was in the 53rd percentile. Forgive some academic jargon, but the most common education reform ideas — reducing class size, raising teacher pay, enrolling kids in Head Start — produce gains of about 0.1 or 0.2 or 0.3 standard deviations. If you study policy, those are the sorts of improvements you live with
every day. Promise Academy produced gains of 1.3 and 1.4 standard deviations. That’s off the charts. In math, Promise Academy eliminated the achievement gap between its black students and the city average for white students. Let me repeat that. It eliminated the black-white achievement gap. “The results changed my life as a researcher because I am no longer interested in marginal changes,” Fryer wrote in a subsequent e-mail. What Geoffrey Canada, Harlem Children’s Zone’s founder and president, has done is “the equivalent of curing cancer for these kids. It’s amazing. It should be celebrated. But it almost doesn’t matter if we stop there. We don’t have a way to replicate his cure, and we need one since so many of our kids are dying — literally and figuratively.” These results are powerful evidence in a long-running debate. I believe we can all rally around this sentiment. Cole is the head of Iconix, a company that makes the Candie’s line of teen fashions. A couple of years ago, under fire from critics who accused him Collins of dressing high schoolers like tarts, he established the Candie’s Foundation, which fights teen pregnancy. And there he was Wednesday introducing the foundation’s new teen ambassador, Bristol Palin. Palin is not in any way to be confused with the new Candie’s brand spokesper-

son, Britney Spears. Bristol is the one endorsing abstinence; Britney is the one promoting “hot bottoms.” Can I say upfront that this is a terrible, terrible idea? Not the sexy clothes. Perhaps in the best of all possible worlds we would not have 12-year-olds dressing as if they were auditioning for a leading role in “Girls Gone Wild,” but history suggests that resistance is futile. There was one minute back in the late 1960s when the women’s movement tried to convince everyone that being liberated involved wearing sensible shoes. It was not a success. Really, you should never try to impose feminist principles that even Gloria Steinem refuses to pay attention to. But surely, when it comes to combating teen pregnancy, the Palin family has done enough damage already. What worse message could you send to teenage girls than the one they delivered at the Republican convention: If your handsome but somewhat thuglike boyfriend gets you with
child, he will clean up nicely, propose marriage, and show up at an important family event wearing a suit and holding your hand. At which point you will get a standing ovation. Now a single mom on the outs with the father of her baby, Bristol wants a new kind of happy ending. “I just want to go out there and promote abstinence and say this is the safest choice,” she said on “Good Morning America.” “It’s not going to work,” said her exboyfriend, Levi Johnston, in a dueling early morning interview. If you have ever watched Levi Johnston on TV for two minutes you will appreciate how terrifying it is when he has the most reasonable analysis of a social issue. This may be the achievement gap remedy forming below grade level spent twice as much time in school as other students in New York City. Students who are performing at grade level spend 50 percent more time in school. They also smash the normal bureaucratic strictures that bind leaders in regular schools. Promise Academy went through a tumultuous period as Canada, the program’s founder, searched for the right teachers. Nearly half of the teachers did not return for the 2005-06 school year. A third didn’t return for the 200607 year. The approach works. Ever since welfare reform, we have had success with intrusive government programs that combine paternalistic leadership, sufficient funding and a ferocious commitment to traditional, middle-class values. We may have found a remedy for the achievement gap.

And while encouraging kids to wait is obviously fine, the evidence is pretty clear that abstinence education is worse than useless. Texas, where virtually all the schools teach abstinence and abstinence alone, is a teen pregnancy disaster zone. “It’s had one of the highest rates for as long as I can remember,” said David Wiley, a professor of health education at Texas State University. Bristol appeared Wednesday at Event to Prevent, a teen town hall, during which she said very little except to assure her audi-

ence that having a baby is no picnic. (“You have so much responsibility. It’s just hard work all the time.”) It’s hard not to suspect that for her, being the anti-pregnancy ambassador is just a good excuse to get out of Wasilla. But where were her parents? Her mom ought to know by now that the only way to protect your family from becoming tabloid fodder is to make it clear to the media that the kids are absolutely, totally off-limits. You can’t put them on network TV one day and then complain the next when a reporter asks whether the baby’s other grandmother is still facing drug charges. “We contacted the governor’s office, and the next thing we knew Todd Palin was on the phone and said Bristol wanted to talk,” Cole said, explaining how his ambassador had been recruited. And indeed, there was

But when a teenager goes out on this kind of mission, you have to wonder where her parents’ heads were. What does this say about Sarah Palin’s judgment? lishment, argue that schools alone can’t produce big changes. The problems are in society, and you have to work on broader issues like economic inequality. Reformers, on the other hand, have argued that school-based approaches can produce big results. The Harlem Children’s Zone results suggest the reformers are right. The Promise Academy does provide health and psychological services, but it helps kids who aren’t even involved in the other programs the organization offers. To my mind, the results also vindicate an emerging model for low-income students. During the past decade, dozens of charter and independent schools, like Promise Academy, have become no-excuses schools. The basic theory is that middle-class chil-
dren enter adolescence with certain working models in their heads: what I can achieve; how to control impulses; how to work hard. Many kids from poorer, disorganized homes don’t have these internalized models. The schools create a disciplined, orderly and demanding counterculture to inculcate middle-class values. To understand the culture in these schools, I’d recommend “Whatever It Takes,” a gripping account of Harlem Children’s Zone by my Times colleague Paul Tough, and “Sweating the Small Stuff,” a superb survey of these sorts of schools by David Whitman. Basically, the no-excuses schools pay meticulous attention to behavior and attitudes. These schools are academically rigorous and college-focused. Promise Academy students who are per-

Police arrest 2 on charges related to lottery scam

Steamboat Springs police arrested two Steamboat residents Thursday on felony charges related to a lottery phone scam targeted at the elderly. Police arrested Troy Robert Cox, 23, on felony charges of racketeering, larceny, receiving of stolen property and extortion, and 32-year-old Cartina Graham on felony charges of racketeering, theft of those at risk, larceny and extortion. Sgt. Rich Brown said the two are suspected of making scam phone calls to senior citizens, reportedly telling seniors they won a lottery cash prize that they would receive after sending them taxes on the prize. “I think it’s fair to say we’ve identified a number of victims, and there’s a chance there’s many more out there,” Brown said. He advised citizens to be
extremely cautious about any suspicious telephone calls. “If somebody asks for money in return for a prize, or if they ask for any of your personal identifying information, we would clearly encourage people never to do that,” Brown said. “It’s almost always a scam.” Brown said anyone receiving a suspicious phone call should report it to the police department at 879-1144.
Youth Corps leader wins Livingston Fellowship Steamboat Springs resident Gretchen Van De Carr has earned the Livingston Fellowship from the BonfilsStanton Foundation. Van De Carr, founding executive director of Rocky Mountain Youth Corps, is one of five winners statewide. The Livingston Fellowships,
each providing as much as $25,000, are intended to give promising leaders in the nonprofit sector the opportunity for advanced study, research and professional development, according to a news release. Van De Carr said she was looking at executive leadership workshops and an executive coach. “It’s my sense that it’s truly one of the best gifts you can get is someone to recognize what you’re doing and give you the resources to really focus on professional development totally catered to your needs,” she said. Van De Carr said she planned to use the money for professional development. Other winners were Gregory Carpenter, Opera Colorado; Jay Grimm, Denver Indian Center; Christine Marquez-Hudson, Mi Casa Resource Center for Women; and Charles Shimanski, American Red Cross Mile High Chapter.

Police said a bear was in a large metal trash container. Police were able to scare it off and advised the homeowners association to secure trash containers. 7:48 a.m. A man was reported trespassing on the 1400 block of South Lincoln Ave. Police issued a summons to a man

Police said the truck had come to a complete stop and was moving slowly, but Bear was knocked to the ground and hit the back of his head. He was airlifted to Denver and admitted to St. Anthony Central Hospital, where he died at about 8 p.m. Wednesday. Routt County Coroner Rob Ryg said Friday that an autopsy revealed Bear’s cause of death was blunt force trauma to the head, fractured skull and subdural hematoma, a form of traumatic brain injury. Ryg said Bear had no other injuries. “He was hit very softly and just fell backward,” Ryg said. “Basically, he had a closed-head injury.”
Improvements planned Police haven’t determined what, if any, charges the pickup’s driver, Craig resident Terry Tomey, faces. Meyer said she thinks not citing Tomey would send the wrong message. “There’s a problem here,” Meyer said. “A motorist should yield to a pedestrian. … It hasn’t been stressed enough that my father was engaged with a crosswalk with a green light and with a diminishing walk signal.” Steamboat Springs Police Capt. Joel Rae confirmed that Bear had a green light, but he said an eyewitness at the scene saw that the pedestrian signal was exhibiting its flashing raised-hand symbol. The flashing raised-hand symbol is essentially the equivalent of a yellow traffic light for cars. According to the Colorado Department of Transportation,
the symbol of a person walking means “walk,” and pedestrians have the right of way. A nonflashing raised-hand symbol means “don’t walk,” and motor vehicles have the right of way. In between the two is the flashing raised-hand symbol, when cars still must yield the right of way to pedestrians in a crosswalk, according to CDOT, but when pedestrians should not begin to cross the street. If a pedestrian has already started to cross the street, a flashing raisedhand signal means the pedestrian should continue crossing to the other side or to a safety island, according to CDOT. The particulars of this accident aside, Rae said there “absolutely” is a pedestrian safety problem in Steamboat. “I think it’s evident everywhere in town,” Rae said. “I think the motoring public in Steamboat, they are not educated on yielding to pedestrians in crosswalks. Basically, every intersection in town is a crosswalk whether it’s painted or not.” Public Works Director Philo Shelton said there are some pedestrian improvements already planned. A reconstruction of U.S. 40 through downtown beginning later this year will include sidewalks that “bulb out” at intersections, reducing the distance it takes to cross Lincoln Avenue by 12 feet. Crosswalks also will be denoted by a change in the color of the concrete at intersections, a much more durable delineation than paint. Near the site of the accident, development plans for the proposed City South project include a pedestrian and bicycle underpass beneath U.S. 40 along Fish Creek. Any and all improvements will be welcomed by Meyer and her family. “If we can bring about a change in the safety of our seniors’ ability to navigate the streets of Steamboat,” Annie Meyer wrote, “it will ease some of our pain.”
‘Wonderful place to be old’ Originally from Hanover, N.H., where his father was the dean of psychology at

Dartmouth College, Bear, 77, moved to Steamboat in 1960 and got a job at The Lowell Whiteman School. Meyer said her father served as an English teacher, ski coach and the dean of students. He retired to California in 1985. “He loved Steamboat,” Meyer said. “He really enjoyed working with kids. … I just think it was a great fit.” Bear and his wife, MaLou, returned to Steamboat in 2008. “He wanted to be close to us, and he came back,” said Meyer, who said she had lunch with her father twice a week. “I thought he would miss the heat of Southern California, but he just felt that Steamboat was a wonderful place to be old.” One of Bear’s favorite activities, Meyer said, was to take advantage of Steamboat Springs Transit’s free bus service to travel around town visiting places such as the library, the mountain and the Steamboat Springs Community Center. “He loved to ride the bus,” Meyer said. “He would just … get on there and go all over town.” Bear is survived by his wife; Meyer; four grandchildren; and three great-grandchildren.

Evidence is piling up that the worst part of the recession has ended. But that doesn’t mean the pain is over. A better-than-expected unemployment report Friday — job losses declined to the lowest level in six months — capped a week of encouraging news, including firmer home sales, a revival in consumer spending and fresh optimism about the biggest U.S. banks. The economy remains vulnerable to further shocks, and 13.7 million people are unemployed. The jobless rate increased to 8.9 percent in the new report and still seems headed for a stinging 10 percent. Yet confidence is building that the recession, the longest since the Great Depression, will end this summer or fall, setting the stage

for a slow recovery. Pointing to recent improvements, President Barack Obama said Friday “the gears of our economic engine do seem to be slowly turning once again.” By some measures, the darkest months have passed. The plunges in economic activity and rising waves of layoffs, seen from the end of 2008 through the start of this year, seem to have subsided. “The winds are still howling, but I think we can see the sunlight on the distant horizon,” said Mark Zandi, chief economist at Moody’s Economy.com. “Clearly,
the job losses are moderating.” Wall Street investors could see the sunlight, too. The Dow Jones industrials gained nearly 165 points and finished 4.4 percent higher for the week. It was the eighth gain for the index in nine weeks. The economy probably still is shrinking in the current quarter but only at about half the pace — around 3 percent — that it had in the prior six months, the worst in 50 years. Businesses are expected to be cutting back far less on things like home building, commercial construction, equipment and software. And factories could then boost production to replenish razor-thin stockpiles of goods. Many think the economy could start growing again by summer or, more likely, by the final quarter of this year, as the impact of tax cuts and increased government spending on big public works projects contained in Obama’s $787 billion stimulus package takes hold.

Northwest Colorado and the Continental Divide could face a higher risk of wildfires this season because of the pine beetle infestation, Gov. Bill Ritter said Friday. At their annual preseason fire briefing, Ritter and local and federal officials said the Front Range and Eastern Plains are facing an averRitter age fire season. Federal fire managers said above-normal precipitation in April eased early spring fire potential in eastern Colorado and delayed the start of the fire season at higher elevations.
However, they say a longterm drought could contribute to brief periods of above-normal fire potential in June. The pine beetle epidemic, which hit Colorado in 1996, has spread to more than 3,100 square miles in the state. U.S. Forest Service officials have predicted that by the end of 2013, beetles will kill most of the state’s lodgepole pines — the predominant pine at higher elevations. The beetles burrow into trees to lay eggs, leaving behind a deadly fungus that cuts off trees’ water supply and makes them vulnerable to fire. Ritter said Colorado Democratic Sens. Mark Udall and Michael Bennet told him the federal government will give the state $12 million for 12 projects to remove dried-out or fallen trees and vegetation across the
state. Ritter said he does not have a list of projects but expects to announce them as soon as the list is complete. State Forester Jeff Jahnke said removing potential fuel for wildfires will help protect crews if a major blaze breaks out. “Working among dense standing and falling dead trees poses the greatest threat to firefighter safety in beetle-kill areas,” Jahnke said. This year’s wildfire preparedness plan for Colorado calls for having three single-engine air tankers, 10 fire engines and three fire crews, with volunteers from the Department of Corrections on standby. Last year, Colorado’s five largest wildfires burned nearly 56,000 acres, destroyed 28 buildings and caused $1.5 million in damage.

As far as Wall Street is concerned, there is no bad news anymore. At least for now, traders are seeing news about longtime trouble spots like banking and unemployment in a strictly positive light. Surging bank stocks have lifted the Standard & Poor’s 500 index a dizzying 37.4 percent since early
March, when the benchmark for many mutual funds and other investments skidded to a 12-year low. The index is still down 40.6 percent from its high in October 2007. “We trust the rally,” said Chris Hyzy, chief investment officer at US Trust. He said the rapid climb since March 9 is justified because investors are no longer running from worries about a possible depression. On paper, U.S. stocks have gained nearly $2.9 trillion in value
since the rally started. The latest fuel for the ascent came from news that job losses slowed in April and that big banks don’t need as much capital as some investors had feared. The Labor Department said employers cut 539,000 jobs last month — the fewest in six months and much fewer than analysts had expected. Bank shares surged after the government released report cards on the nation’s 19 largest financial institutions. With the “stress
tests” results out and easing fears about the stability of banks, investors could check another item off their list of worries. “Getting past the stress tests was a milestone,” said Jim Dunigan, managing executive of investments for PNC Wealth Management. “That was a cloud hanging over our head for the past several months. The good news is there were no surprises.” The dissipating worries sent the Dow charging higher by 164.80 points, or 2 percent, to

Ricky Nolasco settled down after a shaky beginning to earn the first win by a Florida starter in more than three weeks, leading the Marlins to an 8-3 victory against the Colorado Rockies on Friday night. The Marlins broke the game open with a five-run fifth during which they sent 10 men to the plate and collected seven of their 15 hits, including two-run singles by Baker and Jeremy Hermida. Jorge Cantu began the burst with a bases-loaded sacrifice fly to snap a 3-3 tie and chase Hammel. Ramirez hit a solo homer in the first for his sixth of the season. He added an RBI single in the third after Baker led off the second with his third homer. Troy Tulowitzki homered in the first on Nolasco’s first pitch and then had an RBI double in the third. Brad Hawpe also hit a run-scoring doubles. The loss dropped the Rockies (11-17) to a season-low six games below .500 for the second time this season. Semifinals at the state tennis tournament are noisy. Oohs, awws, cheers and groans are accented by the screams of victory and the sobs of dreams ended. Midway through Steamboat’s No. 1 doubles semifinal match, however, there was silence. The noise returned in a decisive third set, and the Sailors’ top remaining team, the No. 1 doubles pair of Sara Bearss and Kylee Swiggart, won in front of bleachers full of fans so adoring the pair couldn’t
even exit the court — after letting loose their own victory shouts — before they were swarmed by friends and family. Bearss and Swiggart, 6-3, 4-6, 6-2 winners on Friday, will play at 9 a.m. today for the chance to become state champions. “We are so excited,” Bearss said. “We are on cloud nine. This has been our goal all year.” If noise is a barometer for the day’s progress, it’s also usually a sign of Bearss’ and Swiggart’s fortunes. It certainly was Friday. The pair doesn’t often holler loud or let fly in-your-face
chatter. Instead, it’s a soft but ever-present back-and-forth between the two of them, an almost rhythmic upbeat banter that seems at home with the side-to-side hopping each does to loosen up before every point and the special handshake they’ve engineered to celebrate after every one. But all that was lacking through much of Friday’s second set. Maybe there is something to running, jumping, practicing and competing in cold weather. For Hayden High School junior Murphy Smartt, at least, that appears to be the case. Competing in ideal conditions for the first time this season, Smartt set a school record in the high jump, clearing 6 feet, 6 inches, besting his previous personal best by four inches. The height also gave Smartt — who already had prequalified for state competition in the event — a regional title Friday at the regional meet in Grand Junction, where Soroco and Steamboat high school athletes also competed and performed well. “Good weather,” Smartt said. “It’s just warm, and you can relax. Every track meet I’ve jumped at it’s been rainy, windy or canceled because of snow. I’m looking forward to state. I have more confidence. I’ll be seeded a lot higher, and people will recognize me now when they look it up on the Internet.” Smartt’s day and the weather seemed to spur his teammates. Maddison Kopsa finished third and qualified for state in the triple jump at 32 feet, 8 inches, while Holli Salazar finished third and qualified in the discus with a throw of 108-10. Salazar’s throw set a new school record and set her up to do well in today’s shot put event, where she already owns the meet record. “Throwing 108 was kind of out there,” said Salazar, whose previous best throw was 101. “But I’m looking forward to (today). Cutter wins, misses state Even though Steamboat senior John Cutter didn’t reach his goal, he certainly found a silver lining in his 3,200-meter race Friday.

Cutter’s time of 10:11.73 left him on the outside of the state meet, but the race proved to be the first victory of his career. “I’m usually second-place guy,” Cutter said. “So it’s nice to get that. But all in all, the goal (Friday) was missed. On a different day, I could have pulled it off. I psyched myself out. I was so nervous before the race.” Cutter’s splits the first 800 meters were good. But after two runners in the lead pack passed him, Cutter admitted his mind started playing tricks on him. Still, he had a chance in the last 800 to break the 10-minute mark — a time that likely would have gotten him to state — but it was too little, too late. Steamboat’s other distance
runner, Brittany Long, couldn’t put everything together in her 3,200, finishing well off the state qualifying mark. Kimberly Heald made the finals in the girls 100 and 200, running times of 13.45 and 27.62, respectively. The Sailors also got a strong showing in the girls triple jump, with Morgan Bessette finishing sixth with a distance of 30-8.75. Katherine Lynch got a personal record in the 800, running a 2:39.86. Dylan Pivarnik just missed the finals in the 200, finishing ninth with a time of 24.04. Action continues today.

If Soroco coach David Bruner’s assertion is right, it could be bad news for the rest of the boys long jumping field at the state meet, Thursday, Friday and Saturday in Lakewood. Bruner said for the first time this year, he saw junior Alex Estes getting his legs under him. Another week and Estes, who finished second Friday with a jump of 20-3.5, could have a strong shot at a top-three finish in the state. “If I have a good day, you never know,” Estes said about the state meet. “It feels good, though. I haven’t jumped in this (weather) all year. I almost got a couple of 21s.” Save for Matt Watwood in the discus, it was otherwise a relatively quiet day for the Rams. Watwood got a personal best and second-place finish, throwing 149. Now Soroco turns to today’s relays, where as many as six Rams teams have a shot to qualify. “We’re in the mix,” Bruner said. “It’s just who runs best. The girls are sitting fifth in a few, so we’ll have to bump a few to get into the top three. The boys are on the bubble in the 4by-8 and 4-by-2 and are second in the 4-by-4. We just need to get a good night’s rest.”

With that — and a powerful embrace between them — Bearss and Swiggart earned a spot in the state final. “When we came out in the third set, we said, ‘We have to get this. The Sailors pair managed a fourth-place finish at state last year and has proved even better throughout this season. The duo opened its tournament run with a three-set victory against the defending doubles state champions. Still, having been pushed to three sets in two of their three victories at this year’s tournament, the girls claim they aren’t over-confident. They know if they’re to realize their dreams, they’ll need to make a little noise. “When they’re upbeat and positive and slapping fives, their focus is very high. They let their athleticism take over, and they’re a dominant force,”

Steamboat’s No. 3 doubles squad of Kaitie Breisch and Christi Valicenti took advantage of their second life but couldn’t ride it all the way to the consolation finals and a chance to play for third place. They stomped their first Friday opponent, dominating the match, 6-0, 6-0. They didn’t fair nearly as well in the consolation semifinals, however, falling, 6-2, 6-3, to Kelli Selden and Kara McCarty, of Greeley West. “We played consistent and landed a lot of good shots,” Valicenti said about the first match. After that easy victory, the team had just 30 minutes to rest and prepare for the second match. “The second match was a lot more difficult. We used up a lot of our energy in the first one,” Breisch said. It all amounted to 14 points for Steamboat, which sits in a tie for ninth place. Not only did it eventually afford him the luxury of retirement — after that six-figure sale 10 years ago, the largest single deal of his life — but it also was the hook he needed to find his wife of the past 23 years, Mickee. Their habits made them fast friends until the two finally wed in 1986. Mickee, 65, said Bill couldn’t come over to her apartment in their early days without run-
ning up to her collection first thing and trying to talk her into one trade after another. As most married couples do, they share old inside jokes and bust out laughing just from the memories. For example, they were married the day after Thanksgiving, and it took five anniversaries for them to realize Thanksgiving falls on a different day every year. Not every story or every addiction they share brings smiles, though. Both are recovering alcoholics and have stories they pause to think about
before sharing candidly. Like Bill, Mickee’s last headfirst dive into collecting came when she quit drinking for good. Both collect things they remember from their childhood. Bill has his movies and epic stories. Mickee has the time she was 13 and her brother won a contest at Zales and gave her the diamond he brought home. “When I was growing up, I always liked anything pretty, and I loved jewelry,” she said. “Bill laughs, because he swears to God I can smell diamonds.”

I call it a tax because it’s coming out of taxpayers’ pockets.” White was the only Republican in either chamber of the Legislature to vote for FASTER. “I didn’t think in my district we could afford to stop snowplowing,” White said in March. “That was the only solution left on the table. … In the end, I took what was there because there was nothing left.”

A bill that originally would have required adult motorists to use a hands-free device while talking on their cell phones while driving was scaled down in the final days of the legislative session to prohibit adult drivers from text messaging only. Drivers younger than 18 are restricted from using phones while driving. Baumgardner voted for the bill. White voted against it. House Bill 1094, still must be signed by Ritter to become law.
the paintings for staff and family members at the school site. Teacher Amy Morris said that’s just the beginning. She said the program, for students ages 18 to 21 with different needs, will continue to add paintings to the building throughout the next several years. “We are going to put quite a few more paintings up to decorate the school here, because it needs more color and life,” she said. Student Stephanie Hart, 19, agreed that the classroom is a bit bland. “You’d walk in, and it was pretty blank,” she said. “We did this and it was kind of … pow!” Scott Bjorgum, 20, demonstrated how he and fellow students used pictures by Rod Hanna, from the book “Seasons of Light,” as the basis for the paintings. The students used an overhead projector and tracings of the art to outline the painting on the wall before they added color. Morris said she’d like to start a painting business with the students in the program. This year, there are five students enrolled; as many as 14 students have enrolled in previous years. The staff also has decreased this school year to match the number of students. While there were two teachers and six paraprofessionals at one point, that has been reduced to Morris as the only teacher, working with several part-time paraprofessionals and support staff. Students in the Transitions program divide their class time between Colorado Mountain College’s Alpine Campus, Steamboat Springs High School and the Transitions classroom.
