Former Colorado Congressman Scott McInnis all but guaranteed he will take on Gov. Bill Ritter in the 2010 gubernatorial election at the Routt County Republicans’ Lincoln Day Dinner fundraiser Friday. McInnis said Colorado campaign laws prevent him from formally announcing his candidacy but promised the local audience, “I’m ready for a little fight.” When local party Chairman Jack Taylor said McInnis was “seriously considering” running for governor, McInnis replied, “That would be an understatement.” Like McInnis, other speakers at Friday’s dinner were ready to put the pain of the 2008 election behind them and look optimistically toward 2010. “We need to keep the faith,” state Sen. Al White, R-Hayden, said, “even though the times seem bleak and dark.” The sentiment came with a dose of acknowledgment that Republicans “got our hats handed to us” in 2008, as state Rep. The expanded Family Birth Center is slated for completion in July. The expansion will double the center’s number of rooms from five to 10, with five labor and delivery rooms and five post-partum rooms.

It’s tough being a ski lift mechanic. “You have to have some mechanical knowledge as well as trouble shooting,” said Frank Fidler, a mechanic for Steamboat Ski and Resort Corp. “We’re doing a lot of mathematics whenever we’re dealing with rigging and all that. It’s a dangerous profession as well, working on towers and moving machinery.” Fidler, a nine-year veteran of Ski Corp.’s lift maintenance department, apparently is pretty darn good at all that. The Rocky Mountain Lift Association named Fidler its Mechanic of the Year last week at a conference in Grand Junction. Fidler moved to Steamboat Springs in 2000 after earning his master’s of science degree in agriculture and natural resource economics from West Virginia University. He started work at Ski Corp. as a lift operator

Cook Chevrolet, Jeep and Subaru appears to be safe from the closure of 1,100 General Motors dealerships, owner Scott Cook said Friday. Cook didn’t receive a letter containing bad news. He sells Chevrolets, a GM brand, at dealerships in Steamboat Springs and Craig. “We did not get a letter, which means, the way I understand it, that we are not impacted,” Cook said. “So there’s no change.” The Craig dealership carries Chrysler’s Jeep products, and Cook learned Thursday that he might not be able to sell that brand anymore. That information came as Chrysler cut nearly 800 dealerships across the country. A bankruptcy court must verify the Chrysler decision, Cook said.

“The big thing with the Jeep thing is, of the franchises we have, that is by far our lowest volume franchise,” Cook said. “We hated to lose it, but we’ll survive.” GM’s cuts are part of a larger plan to drop 2,600 — or nearly 42 percent — of its 6,200 dealerships, as the automaker tries to restructure outside of bankruptcy court, according to an Associated Press story. Although GM doesn’t own the dealers, its network is too big, causing dealers to compete with each other, the AP reported. The troubled companies aim to improve their business model with the cuts, Cook said. “What GM and Chrysler are trying to do is, they are trying to eliminate the number of dealers down to the point where the average dealer sells more cars,” he said. The problems haven’t struck Steamboat Motors, owner Jeff Steinke said. He sells Chrysler

and Ford products. He received a letter from Chrysler on Thursday, but it didn’t contain bad news. “It’s just been an interesting waiting period,” he said. “I was very optimistic but extremely concerned, as well.” Steinke said he hopes for the best for Cook’s dealerships. “I think having that extra GM product in our market offers customers all three domestic lines to shop,” Steinke said. “Competition’s always good. I’m big on that.” Chrysler has filed for bankruptcy protection, but GM has not. The latter company didn’t release a list of dealers with whom it will stop doing business, saying it would allow the dealers to share the news, the AP reported. It’s an exciting time of year for local mountain bike riders, according to Robin Craigen, president of Routt County Riders Bicycle Club. “It’s exciting because trails are starting to dry out, and there is new stuff opening every day,” Craigen said Friday. Craigen said several main local trails are open, including the Hot Springs and Mad Creek loops along with Lower Bear, which is connected to the

Fiscal suicide ahead David Brooks

President Barack Obama came to office with a theory. He believed that the country was in desperate need of new investments in education, energy and many other areas. He also saw that the nation faced a long term-fiscal crisis caused by increasing health care and entitlement costs. His theory was that he could spend now and save later. He could fund his agenda with debt now and then solve the long-term fiscal Brooks crisis by controlling health care and entitlement costs later on. In essence, health care became the bank out of which he could fund the bulk of his agenda. By squeezing inefficiencies out of the health care system, he could have his New New Deal and also restore the nation to long-term fiscal balance.

This theory justified the tremendous ramp-up of spending we’ve seen during the past several months. Obama inherited a $1.2 trillion deficit and quickly has pushed it up to $1.8 trillion, a whopping 13 percent of GDP. The new debt will continue to mount after the economy recovers. The national debt will nearly double during the next decade. Annual deficits still will hover at about 5 percent or 6 percent of GDP in 2019. By that year, interest payments alone on the debt are projected to be $806 billion annually, according to the Congressional Budget Office. Obama believes these deficit levels are tolerable if he can fix the long-term fiscal situation, but he hasn’t been happy about them. He’s been prowling around the White House prodding his staff to find budget cuts. Some of the ideas they have produced have been significant (Medicare reforms), some have been purely political (asking Cabinet secretaries to cut $100

million in waste, fraud and abuse), and many have been gutted on Capitol Hill (cap and trade, proposed changes in charitable deductions, proposed changes to the estate tax). In any case, these stabs at fiscal discipline haven’t come close to keeping up with the explosion in spending. The government now borrows $1 for every $2 it spends. A Treasury bond auction earlier this month went poorly, suggesting the world’s hunger for U.S. debt is not limitless. Obama has been thrown back on his original theory. If he is going to sustain his agenda, if he is going to prevent national insolvency, he has to control health care costs. Health care costs now are the crucial issue of his whole presidency. Obama and his aides seem to understand this. They have gone out of their way to emphasize the importance of restraining costs. I have seen the future, and it won’t work. These should be hopeful times for environmentalists. Junk science no longer rules in Washington. President Barack Obama has spoken forcefully about the need to take action on climate change; the people I talk to increasingly are optimistic that Congress soon will establish a capand-trade system that limits emissions of greenhouse gases, with the limits growing steadily tighter Krugman throughout time. And once America acts we can expect much of the world to follow our lead. But that still leaves the problem of China, where I have been for most of the past week. Like every visitor to China, I was awed by the scale of the country’s development. Even the annoying aspects

— much of my time was spent viewing the Great Wall of Traffic — are byproducts of the nation’s economic success. But China cannot continue along its current path because the planet can’t handle the strain. The scientific consensus on prospects for global warming has become much more pessimistic during the past few years. Indeed, the latest projections from reputable climate scientists border on the apocalyptic. Why? Because the rate at which greenhouse gas emissions are increasing is matching or exceeding the worst-case scenarios. And the growth of emissions from China — already the world’s largest producer of carbon dioxide — is one main reason for this new pessimism. China’s emissions, which come largely from its coal-burning electricity plants, doubled between 1996 and 2006. That was a much faster pace of growth than in the previous decade. And the trend seems set to continue: In January, China announced that it plans to continue its reliance on coal as its main energy source

and that to feed its economic growth, it will increase coal production 30 percent by 2015. That’s a decision that, all by itself, will swamp any emission reductions elsewhere. So what is to be done about the China problem? Nothing, say the Chinese. Each time I raised the issue during my visit, I was met with outraged declarations that it was unfair to expect China to limit its use of fossil fuels. After all, they declared, the West faced no similar constraints during its development; while China may be the world’s largest source of carbon-dioxide emissions, its per-capita emissions still are far below American levels; and anyway, the great bulk of the global warming that already has happened is due not to China but to the past carbon emissions of today’s wealthy nations. Deep forces drive health care costs up driven the explosion in health costs. It is nearly impossible to put together a majority coalition for a bill that challenges those essential structures. Therefore, the leading proposals on Capitol Hill do not directly address the structural problems. They are a collection of worthy but speculative ideas designed to possibly mitigate their effects. The likely outcome of this year’s health care push is that we will get a medium-size bill that expands coverage to some groups but does relatively little to control costs. In normal conditions, that would be a legislative achievement. But Obama needs those cuts for his whole strategy to work. Right now, his spending plans are concrete and certain. But his health care savings, which make those spending plans affordable, are distant, amorphous and uncertain. Without serious health cost cuts, this burst of activism will hasten fiscal suicide.

China needs to change energy policies Krugman continued from 8 ness doesn’t change the fact that letting China match the West’s past profligacy would doom the Earth as we know it. Historical injustice aside, the Chinese also insisted they should not be held responsible for the greenhouse gases they emit when producing goods for foreign consumers. But they refused to accept the logical implication of this view — that the burden should fall on those foreign consumers instead, that shoppers who buy Chinese products should pay a “carbon tariff” that reflects the emissions associated with those goods’ production. That, said the Chinese, would violate the principles of free trade. Sorry, but the climate-change

consequences of Chinese production have to be taken into account somewhere. And anyway, the problem with China is not so much what it produces as how it produces it. Remember, China now emits more carbon dioxide than the United States, even though its GDP is only about half as large (and the United States, in turn, is an emissions hog compared to Europe or Japan). The good news is that the very inefficiency of China’s energy use offers huge scope for improvement. Given the right policies, China could continue to grow rapidly without increasing its carbon emissions. But first it has to realize that policy changes are necessary. There are hints, in statements emanating from China, that the

country’s policy makers are starting to realize that their current position is unsustainable. But I suspect they don’t realize how quickly the whole game is about to change. As the United States and other advanced countries finally move to confront climate change, they also will be morally empowered to confront those nations that refuse to act. Sooner than most people think, countries that refuse to limit their greenhouse gas emissions will face sanctions, probably in the form of taxes on their exports. They will complain bitterly that this is protectionism, but so what? Globalization doesn’t do much good if the globe itself becomes unlivable. It’s time to save the planet. And like it or not, China will have to do its part.

and union leaders. Unlike just about every other Democrat on the planet, he emphasizes cost control as much as expanding health coverage. So what exactly is the president proposing to help him realize hundreds of billions of dollars a year in savings? Obama aides talk about “game-changers.” These include improving health information technology, expanding wellness programs, expanding preventive medicine, changing reimbursement policies so hospitals are penalized for poor outcomes and instituting comparative effectiveness measures. Nearly everybody believes these are good ideas. The first problem is that most experts, with a notable exception of David Cutler, of Harvard, don’t believe they will produce much in the way of cost savings during the next 10 years. They are

expensive to set up and even if they work, it would take a long time for cumulative efficiencies to have much effect. That means that from today until the time Obama is, say, 60, the U.S. will get no fiscal relief. The second problem is that nobody is sure they ever will produce significant savings. The Congressional Budget Office can’t really project savings because there’s no hard evidence they will produce any and no way to measure how much. Some experts believe they will work, but John Sheils, of the Lewin Group, a health care policy research company, speaks for many others. He likes the ideas but adds, “There’s nothing that does much to control costs.” If you read the Congressional Budget Office testimony and talk to enough experts, you come away with a stark conclusion: There are deep structural forces, both in Medicare and the private insurance market, that have

Deadline to register for June science camp is Monday The registration deadline is Monday for a summer science camp for rising seventh- and eighth-graders from June 7 to 11. Colorado

Mountain College, Mesa State College, Colorado Northwest Community College, and Western Colorado Math Science Center are sponsoring the camp. Housing, food, transportation, equipment and instruction is provided for a $25 registration fee. A student at Steamboat Springs High School is accused of brandishing a knife at another student Thursday. Josh Carrell, Steamboat Springs police resource officer, investigated the incident, police Sgt. Dale Coyner said. “There was a physical altercation, it sounds like, but no one was hurt with the knife,” police Sgt. Rich Brown said. “There was nobody seriously injured.” Brown said more than two students were involved. All those involved were students at the high school, Brown said. He would not comment on causes of the altercation. Police are investigating and

could not provide more information Friday, Coyner said. “The juvenile was taken into custody and did spend the night at the Moffat County juvenile holding facility” in Craig, Coyner said. There is no juvenile holding facility in Steamboat Springs. Steamboat schools Superintendent Shalee Cunningham said the school usually turns such situations over to police. However, endless marketing and economic uncertainty offset the obvious rewards. I know. I tried it 15 years ago. Bastone has to possess business acumen as well as an engaging writing style to succeed at what she is doing. Her piece, “Alone in a Crowd,” begins on page 10 of Backpacker and describes — in prose that is frequently elegant — her quest to find a hiking route affording solitude in the heart of Yosemite National Park. That’s a tall order when it comes to the third-most visited national park in America, hosting 3.6 million visitors a year. “I had been to other parts of Yosemite before but never to Yosemite Valley, even though it contains natural wonders of the world like Half Dome,” Bastone said. “I was never willing to head to the valley because of the horror stories of congestion and development.” Bastone, who had been a regular contributor to Backpacker for several years, became a contributing editor this year. When the magazine planned a series

of articles about America’s national parks, she took up the challenge of finding seclusion where thousands of tourists ride shuttle buses daily to natural wonders such as Tuolumne Meadows. The key to her successful magazine article, she said, was meeting up with longtime Yosemite naturalist Pete Devine who revealed to her the secrets of the OBOFRT. The acronym stands for the Old Big Oak Flat Road Trail, an abandoned road that was used by visitors more than 60 years ago until it was closed by a mega rockslide. Known mostly to locals, the unmarked trailhead isn’t far from large groups of park visitors training their binoculars on rock climbers making their way up the famous face of El Capitan. The OBOFRT — yes, Bastone takes note in her article of what that flatulent string of letters sounds like when you try to pronounce it — is the key to unlocking the entrance to the North Rim Trail. The route isn’t even marked on current park maps, but it takes in all of the major sights of Yosemite Valley from high above the madding crowd’s ignoble strife. Devine accompanied Bastone on the first few miles of the hike before turning around and

returning to the bustling valley. She continued to hike solo for several days, taking notes about the dramatic granite formations of Yosemite and capturing video footage for Backpacker’s Web page on a tiny camera not much bigger than a cell phone. Along the way, she encountered only a few people. In Backpacker’s style, Bastone’s main article is accompanied by a package of specific advice for hikers in an “Insider’s Guide” to Yosemite. They include tips about how locals avoid traffic congestion by going everywhere on bicycles and how to successfully photograph waterfalls. On her last night on the North Rim, Bastone watched the play of last light over Half Dome and its companion, Cloud’s Rest. Mesmerized by the sight, Bastone speculated that because she had found solitude, she was watching the fading of the day with the eyes of 10 people. This month, Bastone is working on an article for Wired magazine, about an inventor working on a process to build a wooden baseball bat that is less prone to shattering than traditionally built wooden bats. This is the first win for a Steamboat lift maintenance department worker, according to the release. Ski Corp. President Chris Diamond praised Fidler in the release.

“Frank is a shining example of how much hard work we put in behind the scenes to make our guest experience top notch,” Diamond said. “We are so proud of Frank and the entire lift maintenance department.” Fidler’s award marks the second honor of the year for Ski Corp.’s behind-the-scenes team. Ski area trails not yet open Trails continued from 6 “It’s important to let the trails dry out,” Craigen said. “Everybody needs to be aware of the signs. If your tires or your feet are leaving an impression, the trail still needs to dry out.” Craigen said tire prints and other impressions on the trails can cause water to collect and lead to erosion later this summer. If the trails are allowed to dry out, then they will rebound much quicker and erosion can be avoided. Loryn Kasten, public relations manager for Steamboat Ski Area, said she doesn’t expect trails on the mountain to open before June 1. “We are eager to have them here,” Kasten said about mountain bikers. “But we want to make sure the trails are ready and things are safe.” She said much of the mountain still is covered in snow and that melting snow has resulted in wet trails. “We are currently doing some trail work and getting those trails in shape for the summer,” Kasten said. She said the ski area is looking forward to the June 19 opening of the gondola and that she expects many of the trails

On Wall Street, not so bad no longer is good enough. Stocks extended the week’s losses Friday, further chilling the market’s spring rally. Traders who last week sent stocks higher on economic news that wasn’t as bad as expected are now selling. And analysts say it will take more upbeat data to restart the rally that swept major stock

indicators up more than 30 percent from 12-year lows in early March. The Labor Department said Friday that consumer prices in April were flat, as economists predicted. Manufacturing activity in the New York area and industrial production contracted less than economists expected. And a Reuters/University of Michigan index of consumer sentiment increased to an eightmonth high in May, a possible harbinger of improved consum-

er spending. But even with this handful of silver-lining economic data, traders found little incentive to buy. Instead, a decline in the price of oil hit energy companies, while financial stocks slid on worries that the economic recovery could be further off than traders had been betting in recent months. “This market is tired,” said Joe Saluzzi, co-head of equity trading at Themis Trading. Wall Street’s rally also has

The day’s results were written on faces across the state track meet at JeffCo stadium in Lakewood. For most of the Hayden High School and Soroco High School athletes who took to the track on the second day of the three-day event, it was looks of relief and joy. Hayden senior Holli Salazar could only grimace after falling short in her effort to defend last year’s state shot put championship, however. She finished third. “The pressure built up a lot,” Salazar said. “I don’t know what happened. It was just a bad day.” Many others met another successful session with various faces of victory. Soroco junior Matt Watwood, for instance, rolled his eyes and threw his head back when he realized his best toss of the discus came five inches short of the state title. He brought his eyes and his focus back to Earth and with a brilliant smile and loud laugh celebrated second place. His toss of 153 feet, 11 inches was just short of Norwood senior Stryker Lane’s.

“My last throw felt really good, and I watched it fly up all nice and high. Then I heard the distance, and I just started laughing,” Watwood said. “I’m happy. I wanted to win, but second place in the state — that’s awesome.”

Hayden junior Jake Walker walked away from the finish line of the 200-meter dash with a Cheshire cat smile a few hours later after placing sixth. Walker thought he had blown his chance in the 200 the day before but was the last person to qualify for the nine-runner finals. He took advantage of the second life with a time of 23.05 seconds. That grin replaced a look of wonderment he shared earlier in the day with Coy Letlow, Braylin Wertenberger and Billy Zehner. The group finished fifth in the 800 relay, a race they ran Friday for the third time. They ran it once a week ago to qualify for the state meet and Thursday to move on to the finals, where they blazed down the track to finish in 1:34.32. See Track, page 20

The scary thing for most of his competitors is, Cole Worsley absolutely knows he can go faster. The Steamboat Springs High School senior, who swims for Moffat County, made a loud splash Friday on the first day of the Class 4A State Swimming Championships, qualifying for today’s finals in his individual events and setting a state record in the process. Worsley qualified first in the 50-yard freestyle with a Class 4A state-record time of 21.05 seconds. Later, he qualified second in the 100 butterfly — an

event he won last year — in 52.82 seconds. “I think I do have an advantage going into (today),” Worsley said. “I know I can go faster, and these guys, these are all their fastest times.” Worsley also swam the 200 and 400 relays with teammates John Kirk, Chance Peterson and Charlie Griffiths. The team finished 19th in the 200 with a time of 1:39.11 and 22nd in the 400 with a time of 3:42.62. Those times — although season bests — weren’t good enough to advance the team to today’s semifinals or finals. “They did great,” Moffat County coach Patti Worsley said. “I’m excited for the boys.

They swam their best times.” The story, however, was Worsley’s dominance. He came into the 50 freestyle ranked first with a time of 21.96. He swam in the last heat and watched five swimmers beat his season-best time. “I was scared for a second,” Worsley admitted. “Those guys going in all swam faster than I had all year. Either way, the quest for two individual titles still is very alive. “I’m tapered for this. I’ve been feeling good,” he said. “I think I’m pretty good right now. If I win it, I win it.
