Hayden’s home rule process might take longer than expected. The first draft of the charter is going through lawyers, Town Manager Russ Martin said, and they’ve suggested changes and deletions. At a public hearing Wednesday evening, Martin told the Hayden Home Rule Charter Commission that he wanted members to have time to absorb the changes. Three residents attended the hearing to express concerns and make requests. Martin wanted the commission to submit the draft charter to the Town Board of Trustees on June 4. He’s changed his mind. “I don’t think so because of the rearranging,” Martin said. “I don’t want anyone to think there were things going on behind the curtain. … If that takes another couple weeks, it’s that important, and I’m OK with that.” The changes aren’t major but involve removing redundancies, as well as at least one section that isn’t allowed under the Colorado Constitution. The commission had set rules for how people could petition for referendums. “The initiative referendum process, recall process, those are all constitutional,” Martin said. “And as a result of them all See Hayden, back page

’ve lived in Steamboat Springs only seven years, but it’s been long enough to witness incredible growth in our arts community. Just the past few years have seen an explosion of new gallery spaces in downtown Steamboat, from K. Saari Gallery to the Steamboat Art Museum to Wild Horse Gallery’s expansion to Lincoln Avenue. Strings Music Festival continues to grow, and it now has a beautiful pavilion to call home. And while the loss of Levelz a couple years ago limited the opportunity to see live late-night music, last week’s opening of Ghost Ranch Saloon ushered in a new era of evening entertainment here in Steamboat. The list could go on and on. But while the arts community has continued to evolve and grow, the way the Pilot & Today handles its arts and entertainment coverage mostly hasn’t. That’s changing. Immediately. For many years, 4 Points has been our weekly arts and entertainment section, a special part of the Friday newspaper that included feature stories about artists and bands; complete cal-

endar listings for galleries and entertainment venues; movie listings and reviews; and other arts and entertainment coverage. But for all the good content 4 Points has provided, there remained one major flaw: It prevented us from providing daily coverage of the arts and entertainment scene. Reporter Margaret Hair and her predecessors on the arts and entertainment beat have spent their weeks cramming in interviews and compiling calendars and schedules to appear once in a Friday newspaper. By the time Saturday arrived, our arts and entertainment coverage essentially vanished until the following week’s edition of 4 Points hit newsstands. I don’t think that’s good enough. I think we need to provide arts and entertainment coverage on a daily, not weekly,
basis. I also think we need to have a Web site that includes song samples from visiting and local bands, updated music and arts calendars, timely reviews and previews of shows and events, and a chance for our readers to interact and provide their own reviews. Beginning this Friday, there will no longer be a separate 4 Points section in the Steamboat Today. Friday’s paper will, however, include a new Explore Steamboat weekend guide featuring a detailed schedule of upcoming events; a couple of feature stories; movie listings and reviews; and our “best bets” highlighting can’t-miss events. Readers still won’t have to look any further than the Friday Steamboat Today when looking to plan their weekends. With the deadline pressure of a weekly arts and entertainment section gone, Hair can now produce daily stories for the print newspaper and our Web sites. This week’s papers already have included a story and photos about Ghost Ranch Saloon’s opening weekend; a preview of classic violinist Anna See Boyer, page 13

There’s an adaptation of an aunt’s old debutante portrait, and portrayals of dancers from Perry-Mansfield Performing Arts School and Camp, where Benton has worked since 1997 and leads the equestrian program. Photos are distorted and painted to include up-tointerpretation elements such as white space, images of butterflies and varying color schemes. “I’m more drawn to the imaginary side of it, and the reality is just like a jumping-off point for me,” Benton said. “It’s just a place for me to get inspiration, really.” A full-time Steamboat Springs resident for three years, Benton now spends most of the year in Paonia. In “The Space Between,” mixed media artist Ashley Benton wants to widen the gap between what’s real and what’s imagined. A series of works that started as photos of Benton’s family and friends, became computeraltered images and ended up paintings in watercolor and collaged materials, “The Space Between” opens with a reception from 6 to 8 p.m. Friday at K. Saari Gallery. The work has clear photographic elements and is adapted to fit a specific feeling or memory. It can be playful and whimsical, but it also asks the viewer how they would react to the same situation, Benton said. “That’s the imaginary part of it for me, is to be asked to go wherever your mind takes you and being comfortable there,” she said. Although all the work in “The Space Between” is created through Benton’s emotions, she hopes viewers can find their own experiences in the paintings, bring up feelings they might have forgotten and use their imaginations. “The imaginary is that place where you’re free to just kind of be whatever you want to be, whoever you want to be,” Benton said. There are images of Benton’s son, her boyfriend and herself.

The highest allowable height at the base of Steamboat Ski Area would increase from 67 feet to 105 feet under proposed changes to be considered by the Steamboat Springs Planning Commission today. In practice, developments of about that height already have been built or approved at the base area through the city’s planned unit development process. Through the PUD process, the city negotiates public benefits such as affordable housing and green building practices in exchange for increased height and other requested code variances. “This process has created widespread frustration by drawing out the development review and removing predictability,” a city news release states. The owner of The Click skate shop is offering a $500 reward for information after an attempted break-in Tuesday morning left the store’s front window pocked with holes. Owner Joshua Kaufman said the front window was recently installed after the old window was shot out in a December 2008 burglary. On early Tuesday morning, police said, a bystander reportedly saw a person try to break into the Central Park Plaza shop’s front window. Initial reports said a rock was used, but store manager Philip Johnston said store surveillance video shows that the person, wearing dark clothes, used a golf club to smash the window. The damage to the window will cost about $700, Kaufman said, and with the addition of labor to clean the broken glass and replace the window, he said he expects the cost of the damage to be more than $1,000. For information leading to the arrest of either the person responsible for the damage, or for the people involved in the December burglary, Kaufman said he would pay $500. Kaufman lived in Steamboat Springs from 1991 to 2001 before

Navy Lt. Cmdr. Eric Purvis, a former Steamboat Springs resident, was among five people killed in a Navy helicopter crash May 19. Purvis was a Navy helicopter pilot, according to a news release from the Commander Naval Air Forces. The helicopter crashed during a Purvis training operation off the coast of San Diego. The Navy still is investigating the incident. “Eric was a wonderful father, husband, son and brother,” the news release stated. “He adored and cherished his family and will be forever missed by his beloved wife and three young children.” Purvis was born in San Diego and grew up in Poway, Calif., according to the release. He was 37. While he lived in Steamboat, he worked at Steamboat Ski Area and coached for the
Steamboat Springs Winter Sports Club, family members said. Rick DeVos, executive director of the club, said Purvis worked for him at the ski area. DeVos was director of the ski school at the time. “He was a good-looking young man, very smart, just very friendly and loved being in Steamboat and loved participating in all of the ski stuff,” DeVos said. The other crewmembers in the crash were: Lt. Allison Oubre, 27, of Slidell, La.; Naval Air Crewman 1st Class Samuel “Grant” Kerslake, 41, of Hot Springs, Ark.; Naval Air Crewman 2nd Class Aaron Clingman, 25, of Bend, Ore.; and Naval Air Crewman 3rd Class Sean Ward, 20, of Lovelock, Nev. Searchers recovered three bodies May 20 but couldn’t locate the other two. Officials decided Tuesday that “aircrew survivability was extremely unlikely” and stopped search and rescue efforts, a release stated. The helicopter, a Navy HH-60 Seahawk, was part of Helicopter Anti-submarine Squadron 6. The aircraft was
assigned to the USS Nimitz and was operating from that ship when it went down. It crashed at 11:36 p.m. Pacific Standard Time on May 19, according to the Navy. The helicopter was on a search and rescue training flight when it crashed, according to The Associated Press. According to Navy information, Purvis was “a highly respected naval officer and aviator (and) truly loved his chosen profession. He served with distinction on multiple combat deployments and was an exceptional flight instructor. … His family and friends miss him deeply and appreciate your thoughts and prayers in this time of loss.” Information about a memorial service for Purvis weren’t available. A private Navy service is scheduled for today in San Diego. DeVos repeatedly called Purvis “a great guy.” “I couldn’t say enough nice things about this guy,” DeVos said. “And I was just so excited to see his life work out there; he had a young family. … This is going to be a big loss.”

There is nothing so inspiring as public service, so I’ve been incredibly moved during the past few weeks to watch squads of corporate executives come to the White House so President Barack Obama could announce that he was giving away their money. A few weeks ago, we were privileged to see a gathering of health care executives standing behind the president as he announced that they would Brooks be donating $2 trillion in future revenue to the cause of health care reform. Recently we were uplifted when the president informed Chrysler’s secured creditors that they had agreed to donate their ownership stake in the company to the United Auto Workers. Just last week, we were enthralled to see a group of auto
executives beaming with pride as the president announced that in order to reduce gas consumption, they would henceforth be scaling back on all those car lines that consumers actually want to buy. These events have heralded a new era of partnership between the White House and private companies, one that calls to mind the wonderful partnership Germany formed with France and the Low Countries at the start of World War II. The news conferences and events marking this new spirit of cooperation have been the emotional highlights of the administration so far. These events usually begin when the executives gather in the Oval Office, where they experience certain Enhanced Negotiating Techniques. I’m not exactly sure what the president does to inspire the business leaders’ cooperation and sense of public service, though those who remember the disembowelment scene in “Braveheart” will have a general idea.
Then the president leads the executives out onto the White House lawn for the announcement ceremony. Often, the president will still be carrying the riding crop and the pliers used in the private negotiation. He moves to the microphone while the executives take their pre-assigned places behind him, the jingle of their leg shackles blending with the dulcet tones of spring. I thought one hospital executive was so moved by the occasion that he had slipped into catatonic shock, except that he was blinking “Save Me! Save Me!” in Morse code to his shareholders. “We meet at an exciting moment for our country, a time of unprecedented cooperation between government and private industry,” the president intones, lifting his foot from the trachea of a pharmaceutical executive. “Many of the business leaders behind me have seized an exciting opportunity to join the nonprofit sector without even switching jobs.” See Brooks, page 9

I’m not sure that the catastrophic job losses of this recession, the worst since the Great Depression, have really sunk into the public’s consciousness. And that would mean that the ground has not been prepared for the kind of high-powered remedies needed to get the economy back into some kind of reasonable shape. The Times ran a frontpage story Monday that said job losses are forcing Herbert ever larger numbers of homeowners who once had solid credit to fall seriously behind on their mortgages, thus amplifying the foreclosure crisis. And now the Center for Labor Market Studies has compiled data showing that the recession’s effects have been “disas-

trous beyond belief” for some groups, including young men, men without college degrees and black men. These job losses among young workers have ominous long-term implications for American families and the economy as a whole. At the same time, there was a development in Congress last week that should have been seen as significant but could not elbow its way into the media precincts obsessed with Rush Limbaugh, Dick Cheney and swine flu. Rep. Rosa DeLauro, a Connecticut Democrat, introduced a bill to establish a national infrastructure development bank that would use public and private capital to fund projects of regional and national significance. These are projects that are badly needed and would be a boon to employment. America has become self-destructively shortsighted in recent decades. That has kept us from acknowledging the awful long-term consequences of the tidal wave
of joblessness that has swept across the nation since the start of the recession in December 2007. And it is keeping us from understanding how important the maintenance and development of the infrastructure is to the nation’s long-term social and economic prospects. It’s not just about roads and bridges, though they are important. It’s also about schools, and the electrical grid, and environmental and technological innovation. It’s about establishing a world-class industrial and economic platform for a nation that is speeding toward second-class status on a range of important fronts. It’s about whether we’re serious about staying a great nation. We don’t act like it. We can’t put our people to work. We can’t educate the young. We can’t keep the infrastructure in good repair. It’s hard to believe that this nation could be so dysfunctional at the end of the first decade of See Herbert, page 9 Bruce Tinsley

Brooks continued from 8 At this, the CEO’s behind him don frozen smiles, exuding the sort of spontaneous enthusiasm often seen at North Korean pep rallies. During the news conference with health care executives, I don’t even think Obama meant to give away $2 trillion of their money. He was going to give away just $750 billion, but he got carried away by the Era of Responsibility. “The stakeholders behind me have promised to cut costs by nearly 2 percent a year,” the president riffed. (The executives’ lips were like dead worms stretched across mirthless smiles. Their cheeks were like hardened clumps of concrete.) “They have agreed to support the administration’s reform package.” (Coronaries, epileptic seizures all around.) “They have agreed to
donate their kidneys in my office right after this ceremony.” (The executives were now flopping about the stage, like a 3-D version of the Heimlich poster.) These executives have been invited to make these donations in the same spirit that the Cossacks invited my ancestors to emigrate to the Lower East Side. And yet there is a moment during each of the ceremonies when the spirit of the Almighty descends upon the congregation. It usually happens while the president is describing the glorious future. He’ll be describing how, in three years, he will slash the deficit by cutting taxes and doubling spending. He will be describing how, in three years, he will create millions of jobs by raising energy costs. You can see the ecstasy of Washington promise-making spread joy from soul to soul.
Infected by these visions, automakers vow that in three years they will have created a resurgence of enthusiasm around the Chevy Aveo. Financiers vow they will build an entirely new banking industry that doesn’t rely so much on loan repayment. Health care executives vow that in three years they’ll perform CT scans at Kinko’s. Some say these are just meaningless promises that ignore hard choices and that no one has any intention of keeping. But this is ungenerous. At these events, the president has taken former rivals and has joined them in the holy bonds of mutual fantasy. He has taken a divided nation and has given us photo-ops to bind us and remind us of our common humanity. Business lies down with government. Management embraces labor. You call it what you will; I call it beautiful.

Rebuilding infrastructure is a necessity Herbert continued from 8 the 21st century. It’s tragic. DeLauro’s bill has an unusual range of support, from the U.S. Chamber of Commerce to the Service Employees International Union. One of her co-sponsors is Keith Ellison, a Minnesota Democrat who noted that his hometown, Minneapolis, is where the I-35W bridge collapsed in 2007, hurling cars, trucks and vans into the Mississippi River and killing 13 people. The infrastructure bank would be authorized to issue bonds, provide loans and offer loan guarantees to finance largescale projects. The idea would be to leverage substantial amounts of private capital in support of such projects, and to make more prudent decisions about which projects move ahead. For those who are concerned
about whether the government can afford these major projects, I would note that one of the biggest supporters of the creation of an infrastructure bank is Felix Rohatyn, the financier who guided New York City through the harrowing fiscal crisis of the 1970s. He is hardly a radical when it comes to government finances. The link between the need to rebuild the nation’s crumbing infrastructure and the crucial need to find rich new sources of employment in this economic downturn should be obvious, a no-brainer. The Center for Labor Market Studies is at Northeastern University in Boston. A memo that I received a few days ago from the center’s director, Andrew Sum, notes that “no immediate recovery of jobs” is anticipated, even if the recession officially ends, as some have pro-
jected, by next fall. It said: “Since unemployment cannot begin to fall until payroll growth hits about one percent — and payroll growth will not hit 1 percent until (gross domestic product) growth hits at least 2.5 percent to 3 percent — we may not see any substantive payroll growth until late 2010 or 2011, and unemployment could rise until that time.” We’ve already lost nearly 5.7 million jobs in this recession. Those losses, the center says, “have been overwhelmingly concentrated among male workers, especially among men under 35.” If the U.S. is to have any hope of getting its economic act together over the next few years, there will have to be a much greater focus on putting people back to work. Rebuilding the infrastructure is the place to start.

Corna death investigation continues in New York
Corna but provided no updates or new information. Corna, 45, died May 18 in Port Chester. He was driving a rented car that crossed the centerline on U.S. Highway 1 and crashed into the foundation of a railroad bridge. He also had a knife wound to his neck. The Westchester County, N.Y., Medical Examiner’s Office ruled Corna’s death a suicide, but that ruling has not closed the police investigation.

Sustainability through small acts Author to tell stories from green revolution at Bud Werner Memorial Library
So you want to join the sustainability revolution. A first step might be to replace regular light bulbs with compact fluorescent lamps, or use cloth bags instead of plastic at the supermarket. Those are fine efforts, said author Auden Schendler — they’re just not Schendler enough. “People focus on the tangible things,” he said, explaining the outline of his new book, “Getting Green Done: Hard Truths from the Front Lines of the Sustainability Revolution.” Schendler paints a dire picture in the book as he cites climate change scientists who call for an 80 percent cut in carbon dioxide emissions by 2050. “The message of the book is that these small things are hap-

Owner Jeff Mauk said President Barack Obama’s pledge to back warranties seems to have erased some of the fear for potential buyers. As for a potential bankruptcy filing, Mauk’s sentiment is the sooner the better.

“If they are going to do it,” he said, “let’s do it and get through it.” Dana Johnson, chief economist at Comerica, the financial services company, said Americans are more accustomed to the bankruptcy process than many people think. “Banks fail and reopen under new names, and that doesn’t seem to be much of a problem,” Johnson said. “It seems to happen all the time with the airlines and they keep flying.” GM, the century-old American icon that put a V-8 engine in the Chevrolet, was once the symbol of American industry. In 1979, it employed 618,000 Americans, more than any other company. By early this year, that figure was 88,000.

General Motors, the company that put tail fins on a Cadillac and was once the nation’s largest employer, moved to the edge of bankruptcy Wednesday as debtholders refused a last-ditch deal. Crosstown rival Chrysler hoped to pull off a quick exit from Chapter 11 and prove there is hope yet for a leaner Detroit. Investors who are owed billions of dollars by GM rebelled against a plan to accept a sliver stake in the company in exchange for their bonds, one of the government-imposed conditions for restructuring out of court. A bankruptcy filing could come within days — perhaps around Monday, which had
been the government deadline for GM to reorganize. Meanwhile, Chrysler was in a marathon session in federal court in New York, trying to persuade a judge to sign off on its plan to sell most of its assets to Italian automaker Fiat. Since Chrysler entered bankruptcy protection four weeks ago, its sales have fallen but not tanked, raising hopes that both automakers might be able to shed debts and modify contracts under court protection and emerge leaner, stronger and more competitive. The U.S. government has pledged to back both companies’ warranties to reassure consumers their purchases will be protected no matter what happens. Analysts say that seems to be helping Chrysler, where sales

Slumping Treasury bond prices send stocks lower NEW YORK
The stock market put its rally back on hold as investors worried about increasing borrowing costs. The Dow Jones industrial average fell almost 175 points Wednesday, erasing most of the previous day’s rally as a jump in government bond yields fanned
concerns that higher interest rates will sap strength from the economy. A steep drop in the price of the benchmark 10-year Treasury note pushed its yield up to 3.75 percent from 3.55 percent late Tuesday and to the highest level since November. Bond investors were selling on concerns that the huge amount of debt the government is selling to fund its bailout programs will
ultimately keep Treasury prices down. Along with increasing borrowing costs for the government, rising yields on Treasury debt could hamper an economic recovery since they are used as benchmarks for home mortgages and other kinds of loans. Higher mortgage rates could delay a recovery in the battered housing market. “The equity market is get-
ting worried about the ‘green shoots.’ I think the deer have nipped off a few, and I think a few turned out to be weeds,” said Hank Herrmann, chief executive of Waddell & Reed. Herrmann was referring to early positive signs in the economy that Federal Reserve Chairman Ben Bernanke has called “green shoots.” While Wall Street has been rallying for most of the past

three months on those early signs of recovery, it also has been vulnerable to unexpected turns such as the jump in Treasury yields. “Stocks are following bonds,” said John Brady, senior vice president of global interest rate products at MF Global. “Will the economy grow and expand vigorously in the face of sustained higher interest rates?”

Field at Emerald Park gets new fence
Baseball coach Dave Roy has been pounding the pavement since the fall looking for help. But he discovered during the winter that he didn’t have to walk too far to find support in the community of Steamboat Springs. Several months, and $8,100, later, the coach is about to see the reward of his fundraising efforts. When the Steamboat Springs American Legion Baseball team takes the field for the home opener June 6 at Emerald Blue, the coach and his players will take pride in the appearance of the team’s home field. As they stand at home plate, the local team and the visitors will have one of the best views of a recently purchased outfield fence. “This is a significant improvement,” Roy said. “It’s an improvement that our players and this town can take pride in.” Roy said his bid to replace an aging portable fence at the field began last fall, and thanks to local sponsors such as Yampa Valley Electric Association and the Rotary Club of Steamboat Springs, a new fence was purchased during the winter and is now in place at Emerald Park. Roy said Raysor Trucking, of Commerce City, and several private donors also contributed to the new outfield fence. Roy said the efforts of community members are going to be recognized prior to the first home game June 6. At 10:45 a.m. that day, a ceremony also recognizing D-Day will be held featuring the singing of “The Star-Spangled Banner” and a flag presentation by members of American Legion Post 44. Roy said the game is the first time the public will have a chance to see the new fence and the improved appearance of the field. “This fence addressed some safety issues, but it was also an issue of appearance,” Roy said. “The field looks a whole lot better now.”

The Lakers owned the fourth quarter against Denver. Now they have a 3-2 lead in the Western Conference finals. Kobe Bryant scored 22 points, Lamar Odom had 19 points and 14 rebounds, and Pau Gasol added 14 points and 10 rebounds in Los Angeles’ 103-94 victory Wednesday night. When Steamboat Springs High School junior Genna Bradley started diving her freshman year, winning a state title was classified under her “wildest dreams.” But now, Bradley has even bigger things on her mind for her senior year. Bradley still wants to win a state title in the fall, but her main objective is to get a Division I scholarship. “Winning state this year would just be a step for me,” Bradley said. She certainly is taking the necessary steps to do both. Along with coach Dave Fix, Bradley will attend a two-week diving camp starting June 6 at the University of Indiana. Indiana coach Jeff Huber, often regarded as the foremost diving coach in the country, runs the camp. Huber is a seven-time U.S. National Coach of the Year and 13-time Big 10 Coach of the Year. He has coached the U.S. at the past three Olympic games. The camp is essentially an invite-only camp. Coaches from Indiana told Fix that Bradley is at the level that warrants her coming to the camp. “I’m really hoping to learn new dives that take me to the next level of diving,” Bradley said. “I really want to step it up this year.” Whereas in past years Bradley was immersed in multiple extracurricular activities, Bradley said she plans to focus on diving this summer and fall. Last season, Bradley finished sixth at the state diving championships. With all five finishers ahead of her graduated, Bradley should be the favorite coming into next season. “I think we both have a goal this year and that’s win state,” Fix said. “We want to get to that level, and there are a few dives and techniques she needs See Bradley, page 23

Cost is $175 per player and includes golf, cart, lunch and a wedge club. All proceeds benefit the Steamboat Springs Youth Hockey Academic Scholarship Fund. Nelson and King shine in Sunrise Tournament Randy Nelson and Buddy King fought through rainy weather last weekend en route to winning the Sunrise Tournament at Haymaker Golf Course. Nelson and King were consistent, recording a 64 both days to finish with a two-day combined score of 128 to top the field. Denver twice led by seven points in the third quarter only to see the Lakers tie it at 76 on a 3-pointer by Bryant to end the period. Los Angeles never led, but managed the two ties.

The eighth-grade red Steamboat Youth Lacrosse team has now done what no other Steamboat team has. The team won the eighthgrade A division for the first time in the six-year history of the Steamboat Classic Lacrosse Tournament. The eighth-grade team beat Grand Valley and the Colorado Springs Patriots on Sunday to end the round-robin format as the only team 4-0. “This is a group as seventhgraders that went 14-1 and lost to a team at this tournament,” said Neill Redfern, the
SYL director and eighth-grade coach. “They’re a strong team. They have a few players that are as good as any in the state.” The win also showed just how far the Steamboat Youth Lacrosse program has come. This same eighth-grade team won only two games as fifthgraders — one of which came against Steamboat’s fourthgrade team. “They came a long way,” Redfern said. “They have a lot to be proud of.” Redfern said both of the program’s eighth-grade teams deserve credit for the win, since they practice together. He said the success of the eighthgrade championship reflects the entire level of play for the Steamboat Youth Lacrosse organization. “Anything we win here, regardless of what team as far as I’m concerned, it’s Steamboat as a grade,” he said. “I’m giving the whole group the win. We’re one big team.” Steamboat will take six teams to the Warrior-Brine Rocky Mountain Lacrosse Jamboree on Friday, Saturday and Sunday. With more than 320 teams registered, the Denver tournament is one of the largest in the United States.

Los Angeles takes 3 wins from series with Colorado Juan Pierre has stepped to the fore as the Los Angeles Dodgers’ offensive catalyst since becoming a fixture in the lineup in place of suspended outfielder Manny Ramirez. He was at it again Wednesday, joining Mark Loretta to hit successive RBI singles with two outs during a seventh-inning rally, and the Dodgers then held off the Colorado Rockies, 8-6, for a three-game sweep. “J.P. had that base hit off the second baseman’s glove, and we were off to the races after that,” Dodgers manager Joe Torre said. “He had some injuries last year and lost his starting job. A lot of stuff went on for this kid that he handled, and it’s certainly paying dividends for us now.” Losing pitcher Ubaldo Jimenez acknowledged what other pitchers facing Pierre have already discovered — he’s one
tough out. “He was battling out there,” Jimenez said. “I was throwing inside, away. The last pitch was a good pitch, but it was high.” In the 19 games Pierre has started in left field since Ramirez’s suspension, he has batted .421 (35 for 83). He went 3 for 5 with two RBIs for a second straight game and hit .500 in the series against the Rockies (8 for 16) with a pair of triples, a double and seven RBIs. Pierre did not comment following the game, but one of his teammates had plenty to say. “J.P. has been on fire ever since he’s been starting,” winning pitcher Clayton Kershaw said. “But everybody is stepping up. People might be opposed to restricting eminent domain because such restrictions could have negative effects in the future. The same limit is also an asset of home rule, Martin said. “That is also a good reason why you do home rule is to restrict yourselves from doing something your town doesn’t want to do,” he said — such as using eminent domain for development purposes. Regardless, the town wouldn’t be tying itself to anything permanent, he said. “The beauty is that you can change the charter,” Martin said. He also noted that if voters approved the charter, election dates would move from April to November. That would extend town trustees’ terms by about six months. Martin said he hoped to give copies of the revised draft to the Charter Commission next week. about precisely what switching to home rule would do. “We have to tell them what the attributes are, and I hope the minuses are few,” Hayden said. Hayden residents elected the Charter Commission in March to pursue a switch to home rule. Hayden is a statutory town, which means it is governed by Colorado statutes. A home rule town is allowed more taxing flexibility, for example. The Taxpayer Bill of Rights still applies, and voters would have to approve any new or increased taxes. They would have to approve a charter for it to take effect. Joyce Folley, of the Hayden Chamber of Commerce, asked the commission whether flexibility was possible in Hayden’s voting structure. She wanted to know whether people who own businesses in Hayden but live outside town could be allowed to vote on issues affecting them. “If they have post office boxes, ZIP codes of 81639 and call Hayden their home, they ought to be included in the voting process of what’s going on in Hayden,” Folley said. The town can’t change voting structure except to create a taxing district for a specific purpose, such as a business improvement district, Martin said.
