judging team appraised muscle, structure and volume as part of practice for this weekend’s contest in Fruita. Eight youths took a look at the animals on Larry Belton’s ranch in North Routt County. They started with four of the heifers, ranking them best to worst. Afterward, they defended their choices to coaches Rod Olinger and Rod Wille. Morgan Hatfield told Olinger about her picks, discussing femininity, chest structure and stride. Hatfield, 17, is one of the team’s top judges. She won a recent competition, and it was clear why. She ran through her reasoning thoroughly and smoothly. Larry Belton observed as Hatfield judged his cattle. “Do you agree with her?” Olinger asked. “I don’t have a clue,” Belton said. Olinger laughed. “Did she sound good?” he asked. “She sounded great,” Belton said. During competition, livestock judges are given sets of cattle, pigs, sheep and sometimes goats to analyze. The main focus is muscle, or meat, Wille said. Explaining the reasons for rankings has gotten easier with practice, Hatfield said. But loads of knowledge can make ranking the animals tougher. “It actually gets harder to place because you start overanalyzing,” she said. Abbey Horn, 14, agreed that some things become clearer with time. “I’ve been judging for six years, and the only thing that really gets easier is reasons,” she said. The team competes in Fruita

and Nebraska before the state contest at the end of the month. If they win state, they get to compete in nationals in Louisville, Ky. ROAD TO THE Wille said HatCOUNTY field could end up on the all-state FAIR team. She must place in the top 10 at three competitions, and she’s already done so at two. So has another member, Catharine Koroulis. The team placed third at state last year. For the younger judges, outlining the reasons for the rankings can be a challenge. Tell Belton, 10, said remembering terms and reasons was tough. But he’s glad to have the practice as a livestock judge “to help with the herd — make the herd better.” Tell, after removing his cap, explained the reasons for his rankings to Olinger. “I placed one over two because she had structure, she was deepribbed and she had volume,” he said. Olinger and Wille listened to the 4-H’ers’ comments and provided feedback. The judging team practices for a couple of hours the week before a competition and then stops on the way to competition for another practice, Wille said. Not only do the judges learn how to tell good livestock from not-so-good livestock, they also gain confidence, Olinger said. “It takes a lot of guts for these little rascals to stand up, but they’ll never be afraid to speak in public,” he said.

Lightning likely is school fire cause No students in South Routt Elementary School when blaze broke out Wednesday Matt Stensland

YAMPA

A lightning strike is the suspected cause of a fire at South Routt Elementary School in Yampa that kept firefighters busy Wednesday afternoon. The fire was reported at about 12:20 p.m. Wednesday and was put out by 3 p.m. The lightning strike is thought to have hit the roof over the elementary school’s gymnasium. Flames were minimal as smoke billowed from the roof. The South Routt School District ended its academic year two weeks ago, so no students were in the school when the fire broke out. South Routt Superintendent Scott Mader added that no events were planned for the gymnasium in the coming weeks. Custodian Kelly Carlson was eating lunch with his wife in the school’s break room and reported hearing the strike, according to South Routt School Board member Joel Harris, who also serves as the district’s public information officer.

Two people driving by the school and a neighbor noticed the smoke, Harris said. Before firefighters had arrived, the school’s doors had been closed, and the electricity and gas were turned off. The fire was contained to the gymnasium. “There is not going to be a lot of smoke damage to the classrooms,” Mader said. A large section of the gymnasium roof had to be torn off in order to extinguish the fire. School officials already are in touch with their insurance company to discuss coverage and repairs, Mader said. In addition to smoke damage, school officials were trying to mitigate the damage to the gym’s wood floor, which school officials noticed already were starting to warp. “It’s hard to say what will happen when it dries up,” Harris said. Oak Creek Fire Protection District, Yampa Fire Protection District, Steamboat Springs Fire Rescue and Routt County Sheriff’s Office personnel responded to the fire.

If it’s in the Yampa Valley and it sings, Michelle Hess has had a hand in it. Since moving to Steamboat Springs five years ago, the Strawberry Park Elementary School music teacher has lent her professionally trained voice to Columbine Chorale, Ski Town Productions, Emerald City Opera, “Cabaret,” Steamboat Dance Theatre and more musical theater performances and concerts than she can remember. “I’ve sung with pretty much every vocal ensemble in town,” Hess said, taking a rare break from an end-of-schoolyear whirlwind that included conducting a talent show at Strawberry Park Elementary School and preparing her own concert. Hess — who will leave Steamboat Springs this summer to move to the Midwest — will give a going-away concert at 7 p.m. today at Holy Name Catholic Church. Admission is a $10 suggested donation.

The singers, dancers and directors who have worked with Hess said they were immediately impressed with her depth of experience and accessible personality. “My first thought was that she’s way too talented for these fun things that we put together,” said Patty Zimmer, who has shared the stage with Hess in “Cabaret” and Ski Town Production’s “Pirate Theatre.” “She has a remarkable background, and the depth of her

Jim and Nita Naugle have been using computer software to run the finances for their businesses for several years. But because they were self-taught and recently upgraded to new software, Nita said “there are a lot of gaps in our knowledge.” To fill in those gaps and more, the couple signed up for a Wednesday night class from Paul Lell, a computer instructor from Westminster who set up shop in Yampa this week. Lell, a former instructor for Comcast network technicians, said he switched to private business because he was more interested in working directly with the customers and teaching people how to handle problems on their own. “I’ll crawl around and put your cables in for you if you’d like, but I actually charge a little bit less if I teach you how to do

it for yourself,” he said. The courses Lell teaches range from computer networking to basic operating system operations. He said most of his lessons are geared toward people who may have had little experience with computers or with a specific type of operation. “It’s a helping hand for parents who, in this day and age, may not be able to keep up on what their kids are doing on the computer,” he said. The course he was teaching the Naugles was more complex — a question-and-answer period about QuickBooks software. “When Jim first started, he

never messed with a computer at all, and now he does all of his bookkeeping for his business,” Nita said. Jim, the owner of a trucking business, and Nita, an artist who sells her art and greeting cards, were interested in delving into the more complex features of the software. To start his new business, Lell said he is in the process of securing small business loans so that he soon will be able to open up a storefront in Westminster. In the meantime, he is sharing space with a karate studio. Even when he does secure a new space, Lell said he may keep sharing space with the karate classes so that parents can take computer courses while the children take lessons on the mats. When Lell isn’t teaching classes, he’s also an author, with a new 70page novella, “Jumah’s World,” for sale at Leisure Mountain Studios in Yampa and online. Proceeds from the book benefit Denver Children’s Hospital.

COMMENTARY

Do you have something to say about a story we’ve written?

The quagmire ahead David Brooks

THE NEW YORK TIMES

On Jan. 21, 1988, a General Motors executive named Elmer Johnson wrote a brave and prophetic memo. Its main point was contained in this sentence: “We have vastly underestimated how deeply ingrained are the organizational and cultural rigidities that hamper our ability to execute.” On Jan. 26, 2009, Rob Kleinbaum, a former GM employee and consultant, wrote his own memo. Kleinbaum’s argument Brooks was eerily similar: “It is apparent that unless GM’s culture is fundamentally changed, especially in North America, its true heart, GM likely will be back at the public trough again and again.” These two memos, written by men devoted to the company, get to the heart

of GM’s problems. Bureaucratic restructuring won’t fix the company. Clever financing schemes won’t fix the company. GM’s core problem is its corporate and workplace culture — the unquantifiable but essential attitudes, mind-sets and relationship patterns that are passed down, year after year. During the past five decades, this company has progressively lost touch with car buyers, especially the educated car buyers who flock to European and Japanese brands. During five decades, this company has tolerated labor practices that seem insane to outsiders. During these decades, it has tolerated bureaucratic structures that repel top talent. It has evaded the relentless quality focus that has helped companies such as Toyota prosper. As a result, GM has steadily lost U.S. market share, from 54 to 19 percent. Consumer Reports now recommends 70 percent of Ford’s vehicles but only 19 percent of GM’s.

The problems have not gone unrecognized and heroic measures have been undertaken, but technocratic reforms from within have not changed the culture. Technocratic reforms from Washington won’t either. For the elemental facts about the Obama restructuring plan are these: Bureaucratically, the plan is smart. Financially, it is tough-minded. But when it comes to the corporate culture that is at the core of GM’s woes, the Obama approach is strangely oblivious. The Obama plan won’t revolutionize GM’s corporate culture. It could make things worse. First, the Obama plan will reduce the influence of commercial outsiders. The best place for fresh thinking could come from outside private investors. But the Obama plan rides roughshod over the current private investors and so discourages future investors. GM is now a pariah on Wall Street. Say farewell to a potenSee Brooks, page 9

Obama on Obama Thomas L. Friedman THE NEW YORK TIMES

During a telephone interview Tuesday with President Barack Obama about his speech to Arabs and Muslims in Cairo on Thursday, I got to tell the president my favorite Middle East joke. It gave him a good laugh. It goes like this: There is this very pious Jew named Goldberg who always dreamed of winning the lottery. Every Sabbath, he’d go to synagogue and pray: “God, I have been such a pious Jew all my life. Friedman What would be so bad if I won the lottery?” But the lottery would come, and Goldberg wouldn’t win. Week after week, Goldberg would pray to win the lottery, but the lottery would come and Goldberg wouldn’t win. Finally, one Sabbath, Goldberg wails to the heavens and says: “God, I have been so pious for so long, what do I have to do to win the lottery?” And the heavens parted and the voice

of God came down: “Goldberg, give me a chance! Buy a ticket!” I told the president that joke because in reading the Arab and Israeli press this week, everyone seemed to be telling him what he needed to do and say in Cairo, but nobody was indicating how they were going to step up and do something different. Everyone wants peace, but nobody wants to buy a ticket. “We have a joke around the White House,” the president said. “We’re just going to keep on telling the truth until it stops working — and nowhere is truthtelling more important than the Middle East.” A key part of his message, he said, will be: “Stop saying one thing behind closed doors and saying something else publicly.” He then explained: “There are a lot of Arab countries more concerned about Iran developing a nuclear weapon than the ‘threat’ from Israel, but won’t admit it.” There are a lot of Israelis, “who recognize that their current path is unsustainable, and they need to make some tough choices on settlements to achieve a

two-state solution — that is in their longterm interest — but not enough folks are willing to recognize that publicly.” There are a lot of Palestinians who “recognize that the constant incitement and negative rhetoric with respect to Israel” has not delivered a single “benefit to their people and had they taken a more constructive approach and sought the moral high ground” they would be much better off today — but they won’t say it aloud. “There are a lot of Arab states that have not been particularly helpful to the Palestinian cause beyond a bunch of demagoguery,” and when it comes to “ponying up” money to actually help the Palestinian people, they are “not forthcoming.” When it comes to dealing with the Middle East, the president noted, “there is a Kabuki dance going on constantly. That is what I would like to see broken down. I am going to be holding up a mirror and saying: ‘Here is the situation, and the U.S. is prepared to work with all of you to deal with these problems. But we can’t impose See Friedman, page 9 Bruce Tinsley

Brooks continued from 8 tially powerful source of external commercial pressure. Second, the Obama plan entrenches the ancient regime. The old CEO is gone, but he’s been replaced by a veteran insider and similar executive coterie. Meanwhile, the UAW has been given a bigger leadership role. This is the union that fought for job banks, where employees get paid for doing nothing. This is the organization that championed retirement with full benefits at around age 50. This is not an organization that represents fundamental cultural change. Third, the Obama approach reduces the fear that impels change. The U.S. government will own most of GM. It would be politically suicidal for the Democrats, or whoever is in power, to pull the plug on the company — now or ever. Therefore, the current managers can rest assured that they never need to fear liquidation again.

There will always be federal subsidies for their own mediocrity. Fourth, the Obama plan dilutes the company’s focus. Instead of thinking obsessively about profitability and quality, GM also will have to meet the administration’s environmental goals. There is no evidence GM is good at building the sort of small cars the administration demands. There is no evidence that there is a large American market for these cars. But GM now has to serve two masters, the market and the administration’s policy goals. Fifth, GM’s executives and unions now have an incentive to see Washington as a prime revenue center. Already, the union has successfully lobbied to move production centers back from overseas. Already, the company has successfully sought to restrict the import of cars that might compete with GM brands. In the years ahead, GM’s management will have a strong incentive to spend time in Washington,

urging the company’s owner, the federal government, to issue laws to help it against Ford and Honda. Sixth, the new plan will create an ever-thickening set of relationships between GM’s new owners — in government, management and unions. These thickening bonds between public and private bureaucrats will fundamentally alter the corporate culture, and not for the better. Members of Congress also are getting more involved in the company they own and will have their own quaint impact. The end result is that GM will not become more like successful car companies. It will become less like them. The federal merger will not accelerate the company’s viability. It will impede it. We’ve seen this before, albeit in different context: An overconfident government throws itself into a dysfunctional culture it doesn’t really understand. The result is quagmire. The costs escalate. There is no exit strategy.

Friedman continued from 8 a solution. You are all going to have to make some tough decisions.’ Leaders have to lead, and, hopefully, they will get supported by their people.” It was clear from the 20-minute conversation that the president has no illusions that one speech will make lambs lie down with lions. Rather, he sees it as part of his broader diplomatic approach that says: If you go right into people’s living rooms, don’t be afraid to hold up a mirror to everything they are doing, but also engage them in a way that says ‘I know and respect who you are.’ You end up — if nothing else — creating a little more space for U.S. diplomacy. And you never know when that can help. “As somebody who ordered an additional 17,000 troops into Afghanistan,” said Obama, “you would be hard pressed to suggest that what we are doing is not backed up by hard power. I

discount a lot of that criticism. What I do believe is that if we are engaged in speaking directly to the Arab street, and they are persuaded that we are operating in a straightforward manner, then, at the margins, both they and their leadership are more inclined and able to work with us.” Similarly, the president said that if he is asking German or French leaders to help more in Afghanistan or Pakistan, “it doesn’t hurt if I have credibility with the German and French people. They will still be constrained with budgets and internal politics, but it makes it easier.” Part of America’s “battle against terrorist extremists involves changing the hearts and minds of the people they recruit from,” he added. “And if there are a bunch of 22- and 25-yearold men and women in Cairo or in Lahore who listen to a speech by me or other Americans and say: ‘I don’t agree with every-

thing they are saying, but they seem to know who I am or they seem to want to promote economic development or tolerance or inclusiveness,’ then they are maybe a little less likely to be tempted by a terrorist recruiter.” I think that’s right. An Egyptian friend remarked to me: Do not underestimate what seeds can get planted when American leaders don’t just propagate their values but visibly live them. Obama will be speaking at Cairo University. When young Arabs and Muslims see an American president who looks like them, has a name like theirs, has Muslims in his family and comes into their world and speaks the truth, it will be empowering and disturbing at the same time. People will be asking: “Why is this guy who looks like everyone on the street here the head of the free world and we can’t even touch freedom?” You never know where that goes.

Steamboat Springs’ Rogue Resources started removing beetle-killed trees at Seedhouse Campground in North Routt County on Wednesday, according to the U.S. Forest Service. Rogue is subcontracting for Sweat, of Florida, for work that was awarded as part of the American Recovery and Reinvestment Act, the federal stimulus package. About 30 people are working to remove about 40,000 dead trees throughout 10 days, according to information from Diann Ritschard, spokeswoman for the Routt National Forest. Seedhouse Campground is closed, she said. Rocky Mountain Youth Corps

also is working on the project. The funds also will be used to remove roadside hazard trees from Forest Road 100 from Red Dirt to U.S. Highway 40; Forest Road 550 north of Columbine through Whiskey Park; Forest Road 80 from Hog Park to the town of Pearl; and forest roads in the Big Creek Lakes area.

Fire department to host free academy Saturday For those interested in a look at what it means to be a firefighter, Steamboat Springs Fire Rescue is holding its first “Citizens Fire Academy” on Saturday. “It’s kind of a day to let the public know what the fire department does,” said firefighter Craig Malchow, who is lead-

ing the event. “We’re just trying to educate the public on what we do … just so people can meet the men and women who serve them day in and day out.” In addition to classroom instruction, Malchow said there will be lots of hands-on training and demonstrations. The academy is free and lasts from 8 a.m. to 5 p.m. Participants will have a chance to try on fire gear, use a fire hose, participate in scenarios, and there will be demonstrations about how to use fire extinguishers. “A lot of people have them in their house collecting dust,” Malchow said, “but they don’t know how to use them or maintain them.” For more information or to reserve a spot, call Malchow at 879-7170.

Quilter Jackie Grimaldi, left, talks to Steamboat visitor Mickey Bement about a quilt Grimaldi has hanging at the Depot Art Center. An exhibit for the Delectable Mountain Quilt Guild will open Friday with a reception at 5 p.m.

Guild displays delectable quilts Local group opens showcase of its work for First Friday Artwalk STEAMBOAT SPRINGS

Finding quilts for the Delectable Mountain Quilt Guild’s showcase at the Depot Art Center hasn’t been a problem. Finding ample wall space for them has. For an exhibit opening with a reception from 5 to 8 p.m. Friday, about half of the 60-member guild contributed close to 75 bed, wall and throw quilts in traditional and contemporary styles. The show — which features carefully embroidered wall hangings, originally designed patterns and plenty of bright colors from guild members and their friends — covers a wide range of subject matter and techniques, said coorganizer Madeleine Vail. In 15 years of practicing the craft, Vail has found quilting to be an extension of sewing, a hobby she’s enjoyed for about 45 years, she said. “It’s just a passion for me, and

a lot of people feel that way,” she said. “Once they try it, once they start piecing different types of fabric together, it is sort of an obsession.” Scheduled to coincide with a meeting of the Colorado Quilt Council in Steamboat Springs on June 27, the show at the Depot is a way for the Delectable Mountain quilters to put on a nice production for the state organization, Vail said. The guild meets on the third Thursday of each month and puts together a group show once every few years, she said. Included in the Depot exhibition are several collaborative efforts, including one piece in the art center’s front entryway that

showcases Vail’s quilt stitching and fellow show organizer Jackie Grimaldi’s floral embroidery. The rest of the show offers similar variety, Vail said. “A lot of them are produced patterns that you can go into a quilt shop and buy a pattern off the rack. … And others are completely original; it’s just completely out of the person themselves, just like a painting would be,” Vail said. Making a quilt is a meaningful and interesting pursuit, she said. “It’s pretty exciting to put together a one-of-a-kind thing and put your heart and soul into it,” she said. Some pieces in the show will be priced to sell, Vail said; all will be on display through June 28. Along with the quilt show, the guild will host quilt vendors June 26 to 28 at the Depot. The group’s meeting with the Colorado Quilt Council includes a lecture, workshop and trunk show with Montana quilt artist Laura Heine. For a full schedule, go to http://dmqg.org.

Pizza continued from 12 open by mid-June for Triple Crown Sports teams. “We’ve got Triple Crown coming in; we’ve got fair, hunting season,” Magee said. “We just want to make it larger or better for several families to come in at once.” She’s going to keep the main dining room largely as it is. The room to the east, which was the Quintero’s bakery, will be a game and party room. Magee plans to add booths, arcade games and a big-screen TV. The room could host parties or specials for sporting events, she said. Magee plans to offer specials for visiting sports teams, too. Wolf Mountain’s recipes and food won’t change, she vowed. She plans to add a few things:

ice cream, soups and a salad bar daily. Wolf Mountain will start serving pizza by the slice all day, rather than just from 11 a.m. to 3 p.m. The Magees also hope to get a liquor license to serve beer. “I had a guy here in the community actually tell me he had a pool table he’d let us use,” Magee said. “That’s something I’m considering.” Wolf Mountain will continue to be open seven days a week. Terry Anderson has owned the building for four years. He said he was pleased to welcome the Magees. “She’s very well dialed in,” Anderson said about Stacy. “They do a great job, and she takes advantage of everything that’s going on in the area, so she’ll bring a lot of customers

in, which will help any restaurant.” Joyce Folley, president of Hayden’s Chamber of Commerce, said she was thrilled about Magee’s plans for Wolf Mountain. “What better way to pinpoint downtown, finally,” she said. “Having anything right there in that building on the corner is awesome, and doing it with a family perspective in mind and affordable dining, all the pizzas she has to offer, is going to be awesome.” Folley said Magee would provide a needed service. “She’s got a lot of activities planned for families and youth, and we don’t have anything like that in Hayden,” Folley said. — To reach Blythe Terrell, call 871-4234 or e-mail bterrell@steamboatpilot.com

Friend: Arts community will miss Hess Hess continued from 4 ed her on a Colorado education jobs site, which led her to Steamboat. Keri Rusthoi, who is artistic director of Emerald City Opera and cast Hess in a solo role in the opera’s 2006 production of “Letters for Mozart,” said she appreciated Hess’ dedication to spreading a love of music. “Whatever she does, she does with 110 percent commitment and with great enthusiasm, and that in and of itself is one of the most useful things somebody can do,” Rusthoi said. The idea to do a farewell

concert came from Hess’ piano player, she said. She recruited fellow cast members of a 2007 community production of “Godspell” to perform a few numbers and filled out the program with jazz, musical theater, Christian and original songs. Hess said she doesn’t have any definite plans or job prospects for her move, but she plans to head toward family in the Midwest. Wherever Hess ends up, the arts community will miss the power behind her voice and the joy she brings to the stage, Zimmer said. “She’s just there to enjoy

it and bring what she can to those productions — which has really been the heart of Michelle and working with her, is to be able to use her talent and enjoy her as not only a fellow actor, but as a friend, as well,” she said. — To reach Margaret Hair, call 871-4204 or e-mail mhair@steamboatpilot.com

There’s no surrender to two area veterans who have set their sights on formally honoring Craig’s sole Medal of Honor recipient, Maj. William E. Adams. “We just came from Yampa Valley Bank, and we opened an account there for (Veterans of Foreign Wars) Post 4265 to accept contributions for a William E. Adams memorial,” said Larry Neu, a VFW member and a Vietnam veteran, Wednesday morning. “We want this fired up now,” said Mark Wick, the incoming VFW commander who is also a Vietnam veteran. “When the iron is hot, you gotta strike.” Neu and Wick established the memorial account at the bank, 435 Mack Lane, with the

hopes of acquiring public donations that would fund an Adams memorial. That memorial entails commissioning an artist to sculpt a life-size, bronze statue of Adams and have it placed at an as-of-yet undetermined location in Craig, beside a decommissioned Huey helicopter. Ideally, the memorial would be unveiled about this time next year, Neu said. “It’s going to take a little time,” he said, “but we would like to have a dedication next Memorial Day.” Adams, a U.S. Army helicopter pilot, flew Huey helicopters in Vietnam. He was killed in May 1971 while attempting to evacuate wounded soldiers from a hostile area. He posthumously was awarded the Medal of Honor. Neu and Wick’s establishment of the memorial account

comes on the heels of last week’s defeat of Neu’s previous proposal to recognize Adams in his hometown. He and other area veterans and residents proposed the Moffat County School District name its reorganized elementary school after the fallen soldier. That proposal failed. A new one has emerged. Neu said he has made some informal inquiries and learned that the statue could cost $30,000 to $40,000. He will seek more formal cost estimates, probably some time next week. He and Wick may have help acquiring the decommissioned helicopter. On Saturday, state Sen. Al White, R-Hayden, contacted Neu to offer his help in getting a stretch of state highway named after the Medal of Honor recipient.

Board to discuss Lake Village settlement Hayden continued from 5 Construction about repairs in the Lake Village subdivision. Gardening club members said the market could be a social gathering place, as well as a source of sales-tax revenue for Hayden and foot traffic for businesses. They’d like to hold it from 5 to 8 p.m. Fridays starting June 19. Walnut Street would be closed to Hospital Hill south of town from 4 to 9 p.m. “We’re looking for a smalltown farmers market with fresh produce,” market Chairwoman Suzanne Banning said.

They’re also inviting vendors from Palisade and Grand Junction to provide a wider variety of foods. The group hopes to include a couple of hot-food vendors and to allow youth groups to sell sodas as a fundraiser. The market would run through Sept. 18. The club hopes to add live band performances, Banning said. Booth rental probably will be $10, with part of that going toward a charity of the Gardening Club’s choosing. “Everybody I’ve talked to is so excited about it,” Banning said.

The club is modeling its effort partly after Minturn’s farmers market, member Tammie Delaney said. “My two cents is that I think it would be wonderful for Hayden,” she said. The Town Board is scheduled to decide about the road closure, and Banning said she hopes for full support. If they hit a roadblock with the downtown plan, the club would hold a market at Yampa Valley Feeds. Also tonight, the Town Board is scheduled to discuss a settlement regarding the Lake Village subdivision. Trustees will talk behind closed doors about a deal with Robinson Construction, Town Manager Russ Martin said. The subdivision off Routt County Road 53 in southern Hayden has been tangled in liens and legal problems since 2007. The town is trying to reach an agreement to repair infrastructure on the property. Robinson Construction, which isn’t affiliated with RN Robinson & Son in Hayden, handled that infrastructure work. The town called a letter of credit worth $502,000 to pay legal expenses. Hayden officials and lawyers were working to get $1.3 million in bond money from Safeco Insurance. Robinson fought that attempt. Martin said he was optimistic about a settlement with Robinson. The terms won’t be made public until town trustees approve a deal. — To reach Blythe Terrell, call 871-4234 or e-mail bterrell@steamboatpilot.com

Holland’s solar panel business causes conflict-of-interest debate Holland and Moore-Kemp have combined their campaigns and are focusing on renewable energy and energy efficiency. Holland said the lowest rates possible should not be YVEA’s top concern. Holland said that although rates are low now, factors such as fossil fuel depletion could lead to big increases in the future — a risk YVEA could protect itself against by investing in renewables. “I think it’s really essential that we start thinking longterm,” Holland said. “I think we’re artificially holding rates low at this time. … My hope is that we get creative about this because we’re going to see higher rates no matter what.” Noting that he has solar panels on his home, McGill said no current board members are opposed to renewable energy. “It may be a question of how fast we move and who pays for what,” he said. McGill said YVEA traditionally has bought electricity from suppliers — currently Xcel Energy — and then sold it to association members. He said Holland’s ideas would require a major shift in operations that he doesn’t think is appropriate. “We need to be proceeding on all that stuff as a nation,” McGill said. “I don’t think, as a cooperative, we should. Nine people constitute the Yampa Valley Electric Association Board of Directors, with three seats up for election each year at the utility’s annual meeting. This year’s annual meeting is June 20 in Hayden. Mail-in ballots are being sent to association members this week, so it is not necessary to attend the meeting to vote. Ballots must be signed and returned by the association member named on the account, or they will be invalidated. Ballots are due by 5 p.m. June 19 at the YVEA office on 10th Street in Steamboat Springs. The seats up for election this year are in District 1, which covers the area

YVEA spokesman Jim Chappell read on Perry’s behalf a letter Perry wrote that was published in the Steamboat Pilot & Today (read the letter at www. steamboatpilot.com). “Among those facilitators/

Worse-than-expected economic data thwarts rally THE ASSOCIATED PRESS

NEW YORK

The problem with rising expectations is, they get tougher to beat. Investors broke the stock market’s four-day rally and sold off after data on the services industry and factory orders came in below forecasts. Factory orders actually increased in April, but the report disappointed inves-

tors who anticipated a larger increase. The Dow Jones industrial average declined almost 66 points, or 0.8 percent, while the Standard & Poor’s 500 index declined 1.4 percent. The Nasdaq composite index, which has been outperforming the other indicators this year, declined just 0.6 percent. Optimism about the economy stabilizing has lifted the Dow 32.5 percent from its 12-year low

reached in early March. During those three months, topping investors’ expectations meant clearing a relatively low bar. Alan Gayle, senior investment strategist at RidgeWorth Capital Management, said he began increasing his stock holdings in March on signs that economic data was becoming “less bad.” Now, Gayle said, “‘less bad’ is not good enough.” Even Federal Reserve Chair-

man Ben Bernanke no longer was emphasizing signs of economic stabilization on Wednesday, as he has done in recent months. In testimony to Congress, Bernanke focused instead on the government’s growing debt load, saying that failing to ease the deficit could undermine efforts to revitalize the economy. In the last hour of trading, however, some traders bought back into the stock market

to take advantage of reduced prices, said Ryan Larson, senior equity trader at Voyageur Asset Management. It’s the tactic known as bargain hunting, or “buying the dips,” and the move signaled that many market participants still believe the rally has legs. “At some point, it’s hard to fight the trend, and the trend over the last couple of months has been up,” Larson said. “People don’t want to be left out.”

Matt Lettunich loves the game of football. So even when he waited behind players for the better part of his first two and a half years of high school football, Lettunich always knew he wanted to play beyond his prep years. “It wasn’t until into his junior year that we realized how good he was becoming as a football player,” Steamboat Springs High School coach Aaron Finch said. “He had two weeks in practice where he really turned the corner and got really physical.” That play made Lettunich a fixture his senior year and helped the 2008 high school graduate become a starter as an outside linebacker/safety hybrid for Lewis and Clark College in Portland, Ore. Despite not starting the first three games this season, Lettunich finished fourth on the team in tackles and first among freshmen with 47. “Once I was used to the speed and the systems, I could just go out and play hard,” Lettunich said. Lettunich has been one of the key cogs rebuilding the program for the Pioneers. Five years ago, the program almost was disbanded because of numbers. Now, the team continues to build its base with players such as Lettunich. Lettunich entered the program not sure how much he would play. He had one advantage in that the Lewis and Clark defense ran the same 3-5 base scheme Lettunich played in at Steamboat. This season, Lettunich said, in addition to the speed of the game, picking up the playbook was the hardest part. Still, he quickly acclimated himself. “A good team goal we have is making the .500 mark,” said the See Lettunich, page 23

Those wondering what it’s like to be a freestyle mogul skier or aerialist can find out this weekend at Bald Eagle Lake.

The Steamboat Springs Winter Sports Club hosts a free weekend Saturday and Sunday, allowing skiers, Telemarkers and snowboarders of all skill levels to soar off the ramps at the lake off U.S. Highway 40 just south of Steamboat Springs.

“Definitely, all levels will be there,” said Erik Skinner, the Winter Sports Club’s freestyle director. “Some people will just bounce on the tramp, and some people will be doing technical tricks on the ramps. See Ramps, page 23

Roger Federer knows it. So does everyone else. And they all keep telling him — fellow diners at restaurants, passers-by on the street, people who hop out of cars at red lights and ask for an autograph. “Everybody,” Federer said, “is like, ‘This is your year. You’ve got to do it.”’ Federer By beating 11thseeded Gael Monfils, of France, 7-6 (6), 6-2, 6-4, on Wednesday, Federer moved into the French Open semifinals for the fifth consecutive time. There is one significant difference in 2009: Rafael Nadal is not around to prevent Federer from claiming the only Grand Slam singles title he’s never won. Federer lost to Nadal in the past three French Open finals, and in the semifinals the year before that. Put another way: Since the start of the 2005 French Open, Federer is 0-4 against Nadal at Roland Garros, 28-0 against everyone else. “Roger is respected,” Monfils said. “People want Roger to win for the first time here.” Even other players. “Everybody wants Roger to win this tournament,” said No. 5-seeded Juan Martin del Potro, of Argentina, who eliminated No. 16 Tommy Robredo, 6-3, 6-4, 6-2, in the last quarterfinal. “If I can’t win this tournament, I want to see, next Sunday, Roger with the trophy.” There is plenty on the line for Federer in the coming days. If he can get past del Potro in Friday’s semifinals, then defeat No. 12 Fernando Gonzalez or No. 23 Robin Soderling — the man who knocked off Nadal — in Sunday’s final, it would make Federer only the sixth man in history with a career Grand Slam.

It’s not just that other competitors might have frowned upon her or that the step up was expected because she’s picked up a sponsorship from Moots. Steamboat Springs-based mountain biker Kelly Boniface said she’s been eager this season to make the jump from the women’s expert division to the pro division in the area mountain biking circuit she travels to attend. “Last summer when I was racing in the expert class, I was killing it,” Boniface said. “This year, I didn’t want to sandbag. It will be nice to have a race where I can just throw it all out there and see where I end up.” So in the Mountain States Cup and at this weekend’s Teva Mountain Games in Vail, Boniface has and will be saddling up with some of the top women of the sport. At Teva, the decision to bump up a class could even cost a paycheck. Last year, the local biker won the massive Vail event’s cross country mountain bike race, an accomplishment that netted her a fat $750 in winnings — a rare payday as money often is not available for the expert class winner. The pro division winner,

meanwhile, can pocket about four times as much, and that’s the prize Boniface will be chancing in Saturday’s race. “Now, I’m racing with the big dogs,” she said. “It is way more exposure. It’s going to be a huge field of really phenomenal riders. “I’m going to try, go in and give it my best effort. Truly, if I can get into the top 10, I will be psyched.” Boniface will be one of a few Steamboat Springs sportsmen and women making the trip south for the annual Vail summer sports extravaganza. The event kicks off at 10 a.m. today with the steep creek kayaking championship and wraps up Sunday with the speed retrieve dog competition. That retrieval event will be one of three competitions for dogs. The weekend will feature everything from fly-fishing contests to a paragliding demonstration, a half marathon to a mud run. There are four kayak-

ing competitions and four more mountain bike races. “It’s just a great atmosphere,” Barkley Robinson said. “There’s always something going on. It’s a great scene for spectators.” For the third consecutive year, Robinson won’t spend his time in Vail spectating, however. Like Boniface, Robinson plans to tackle the top division of the cross country race. “We have a pretty good local crowd going down,” he said. “Course-wise, it’s pretty similar to some of what we can do around here. Some of the downhill is a little more technical than our trails on Emerald Mountain. There will be a lot more short up and down rather than one big climb and one big descent.” Steamboat’s Rick Franken said he hopes to take part in the weekend’s kayaking creek race. Participating in the event is second priority for the Steamboat entrepreneur, however. Franken sells kayaking gear through his company, Bomber Gear. “We will have a booth down there, and I will be showing my line and selling my product,” he said. “If I can maneuver it so I can get away, I’d love to compete.” — To reach Joel Reichenberger, call 871-4253 or e-mail jreichenberger@steamboatpilot.com

DENVER

The Colorado Avalanche promoted Greg Sherman to general manager and fired coach Tony Granato and five others in a sweeping shakeup Wednesday. Sherman has spent the past seven years as the team’s assistant general manager and replaces Francois Giguere, who was fired in April after the team’s worst finish since moving to Denver in 1995. “Greg Sherman deserves the opportunity to prove he can be an effective general manager in our business,” team president Pierre Lacroix said in a statement. “He has shown that he possesses the necessary qualities required to be successful with

this new challenge in front of him.” The Avalanche also fired assistant coaches Jacques Cloutier and Dave Barr, goaltending coach Jeff Hackett, assistant to the general manager Michel Goulet and video coordinator P.J. DeLuca. The team had no timetable for when a new coach would be hired. The first sign that Granato’s job was in jeopardy came when the team courted Hall of Fame goaltender Patrick Roy to be their coach. Roy turned them down after spending two weeks mulling the offer. Sherman inherits a roster strapped by salary cap con-

straints. They have only about $10 million to $12 million in which to fill out the team, and 14 players with contracts that account for nearly $44 million next year. It’s a figure that doesn’t include captain Joe Sakic, who spent most of the year on the injured list, and goaltenders Peter Budaj and Andrew Raycroft, who are unsigned for next season. Sakic has yet to decide whether he’ll return for a 21st season. A perennial Stanley Cup contender after moving from Quebec to Denver in 1995, the Avalanche missed the playoffs for a second time in three seasons as they stumbled to a last place finish in the Western Conference, scoring a leaguelow 190 goals.

Hunter Pence had a solo homer and two RBI singles, and the Astros beat the Rockies, 64, on Wednesday night for their fourth straight victory. Lance Berkman and Ivan Rodriguez also drove in runs for the Astros, who’ve won five of six overall and seven of their past eight games against Colorado. Chris Sampson held the Rock-

ies scoreless in the eighth and ninth to earn his third save in four chances. Tim Byrdak (1-1) pitched a perfect seventh inning in relief of starter Brian Moehler to get the win. Ian Stewart hit a three-run homer off Moehler for the Rockies, who’ve lost four in a row. The Astros started the bottom of the first with four consecutive singles off Jason Marquis (7-4) to

build a 3-0 lead. Leadoff man Michael Bourn scored on Pence’s hit, and Carlos Lee singled to load the bases. Berkman grounded out, but Miguel Tejada scored and Rodriguez then singled up the middle to drive home Pence. Moehler allowed only two singles through the first four innings. Brad Hawpe and Seth Smith started the fifth with singles before Stewart drove a 1-0 pitch into the upper deck in right, his eighth homer of the season.

“For moguls skiers and free riders, it’s more realistic than any other facility,” Skinner said, noting it does take some time to get used to skiing on the plastic. “It’s the way the jumps are built and the relationships between jumps and the water.” After the free weekend, the Winter Sports Club will run camps and jumping programs for the rest of the summer. That’s when Lettunich dedicated himself on the practice field and took a leadership role in the program. “He’s a good kid,” Finch said. “He became one of our tough guys. To win on the Western Slope, you need kids who will step up and be tough. I am so excited he is having a good go

It’s great for guys that ski the backcountry and ski the parks once in a while to see if they like it.” Whereas in years past, people had to be a member of the U.S. Ski and Snowboard Association, this year the event is open to the public. The ramps at Bald Eagle Lake are one of only three like it in the country. The others are in Lake Placid, N.Y., and Park City, Utah. All people who participate

this weekend will have to sign a waiver. Those can be downloaded at www.sswsc.org or signed at the water ramps. Participants also will have to take their own equipment. Although Skinner said there is some equipment at the water ramps, there is not enough for every person. Skinner recommended bringing old skis, snowboards and boots. People also will need to tie a string or tether from their bindings to their boots and have wet suits. Helmets will be provided.

Ranchers go to court to fight Army training site Colleen Slevin

THE ASSOCIATED PRESS

DENVER

Ranchers took their fight about the proposed expansion of an Army training site in southeastern Colorado to federal court Wednesday, arguing the military didn’t seriously consider the environmental impacts of stepped-up training in order to advance their overall expansion plans. They want U.S. District Judge Richard Matsch to order the Army to conduct another environmental review. He delayed a decision for at least another

month to allow lawyers to submit more arguments. At issue is the Army’s plan to increase the number and intensity of training exercises on the 370-square-mile Piñon Canyon Maneuver Site. The Army also wants to expand the site to about 525 square miles to accommodate new weapons, tactics and soldiers from Fort Carson, 90 miles to the northwest. Ranchers have been fighting the overall expansion since the Army first announced it three years ago, picking up the support of many state lawmakers and members of Colorado’s

congressional delegation. Matsch sided with the Army in saying he would review only plans for year-round training and accompanying construction on the existing site, and not the expansion, because the expansion still is up in the air. But he said he had concerns about whether the Army addressed the impacts of the increased training on vegetation and wildlife as well as surrounding property owners. The site now is used only about four months a year. “I don’t see anything in there specifically addressing that we’re

going to be out there all the time,” Matsch said. He pointed to comments in the review that said bald eagles wouldn’t be harmed because they tend to avoid military activity. He grew testy when the government’s main lawyer, Thomas Snodgrass, tried to avoid digging into the details of proposals to deal with the environmental impact. Snodgrass argued that the ranchers didn’t challenge the specifics of the review and asked for a chance to submit a brief on the subject if Matsch was going to consider it. He agreed. The ranchers’ lawsuit mainly

argues that the Army shouldn’t have separately considered the expansion and the increased training and that the Army didn’t try seriously consider any alternatives, including shipping troops elsewhere for exercises. The ranchers’ lawyer, Stephen Harris, said doubts about the thoroughness of the review are a recurring theme in the suit and fair game for Matsch to consider. Congress has blocked funding for the expansion, and opponents hope lawmakers in Washington will permanently bar the project.
