hen the economy turns south, an entrepreneurial boat maker must keep a light hand on the tiller and be prepared to set a new course. That’s what John St. John has done at Hog Island Boatworks in Steamboat Springs. St. John Tom Ross has shifted PILOT & TODAY some of his emphasis away from making $8,000 drift boats for trout fishermen to making $500 sit-on-top kayaks for trout fishermen (the price is $100 less for Routt County customers). He hopes the new price point will produce impulse buying, even in an era of frugality. “It feels refreshing” to be marketing less expensive boats, St. John said. “The market for drift boats really dried up over the winter. Even customers who needed to buy them for professional reasons were having a difficult time making the decision.” Before the economy really tanked, the cost of fuel went up last summer, driving up the price of plastic and the steel fittings he uses to finish his boats to customer specifications. “A year ago this month, all of the suppliers started calling and saying their prices were going up,” St. John said. “We lost some orders.” Now, St. John hopes his economical fishing kayaks, priced below most competitors, will See Ross, page 12

Growing skeptical of assurances that the Space Station gas station and Go-fer Foods convenience store is perpetually a month away from reopening, the city of Steamboat Springs has begun to explore taking legal action against the owners of the vacant lot in the heart of downtown. Planning and Community Development Director Tom Leeson and City Attorney Tony Lettunich said they are working with code enforcement officers in the planning and police departments, as well as municipal prosecutor Collette Erickson. “We’re just exploring at this point what options we have looking at nuisance issues,” Leeson said. “We haven’t provided any kind of notice of violations at this point, but we’re looking at what our options are.” The vacant lot at Seventh Street and Lincoln Avenue has attracted litter, tall weeds and graffiti. The Hayden Town Board unanimously agreed to reach a settlement with Robinson Construction concerning faults in the Lake Village subdivision, but Town Manager Russ Martin said there still is work to be done to finalize the deal. “This is about a 90 percent deal; it’s not the full enchilada,” he said after the Thursday night meeting. The Town Board meeting stretched until 11:30 p.m. and included a closed-door session to discuss the settlement. Martin said the deal would include a punch list of about 60 items that would have to be completed by a future owner of the project.

“That would be left for a future owner to do, and until those things would be done, the project still would not be able to get building permits and certificates of occupancies without those being done down the road,” he said. The subdivision off Routt County Road 53 in southern Hayden has been tangled in liens and legal problems since 2007. Robinson Construction, which isn’t affiliated with RN Robinson & Son of Hayden, was responsible for the neighborhood’s infrastructure work that is in need of repair or replacement. The work left to be done includes things “as simple as a curb stop” and as big as sections of sewer lines that need to be completely replaced, Martin said. Program spikes optimism Go ahead, jump in the lake

The Routt County Planning Commission expressed guarded enthusiasm Thursday night for a new planning tool that could transform the way the county protects highly desirable tracts of open space. However, the commissioners aren’t likely to turn a new transfer of development rights program over to the discretion of planning staff — at least not until they have a chance to test drive new regulations and give them a good tweaking. “It gets me excited to think we can do this,” Planning Commission Chairman Don Alperti said. “But I would be uncomfortable doing it through the consent agenda the first time around.” Routt County experimented with a live drill on a transfer of development rights project earlier this year when it approved a deal worked out between the owners of Flying Diamond Ranch and Alpine Mountain Ranch just outside Steamboat’s southern limits. Now, Assistant Planning Director Ellen Hoj is beginning to introduce elected county officials to the tentative framework of what could become a permanent regulation guiding similar transactions in the future.
Routt County Planning Commissioners told supporters of the Steamboat Springs Winter Sports Club on Thursday night to go jump in the lake, and they responded with applause. The hand clapping broke out in response to a unanimous vote by the Planning Commission to renew a conditional use permit that allows operation of the club’s freestyle aerials ramp at Bald Eagle Lake. “Go jump,” Commission Chairman Don Alperti told the audience of parents, athletes and the club’s board members. The freestyle ramp, which allows athletes to practice aerial maneuvers on skis and land safely in the water, has been operating at the private lake on Steamboat’s south side for more than five years. Members of the U.S. Ski Team have trained there this spring. However, the permit was allowed to lapse in August 2008. County planning staff had few issues

with renewing the activity. “I went back to 2003 when they first opened and we have no code enforcement issues,” planner Connie Staponski said. The long, narrow lake was built at the conclusion of temporary gravel mining operations on the site, and it is used primarily for water skiing. The freestyle ramp is built on a hill of rock that still has commercial value and ultimately could be sold and hauled away. “There were three (gravel) berms in 2001 or 2002,” Staponski said. “Now we have one and a half.” The Colorado Division of Wildlife submitted a memo detailing wildlife mitigation impacts it wants to see in place at the operation. The commissioners agreed they had faith in the applicants’ willingness to work with the DOW on those measures, including limiting hours of operation. — Tom Ross
The transfer of development rights, as it is being proposed in Routt County, essentially is a three-party deal among the county and two private landowners. One landowner, called the sender, agrees to give up development rights on their parcel and transfer them to the second landowner, referred to as the receiver, Hoj told the planning commissioners. All smart analyses of the Obama administration begin with Chicago. That’s where the top members of the administration were tested and formed. The Chicago mentality is the one they take with them wherever they go. That means they start with an awareness of diversity. The nation and the world are a bunch of jostling wards that have to be knit together. That means they Brooks are not doctrinaire. Chicagoans like to see themselves as pragmatists, not ideologues. That means they contain both sides of The Great Tension. In Chicago, there is a tension between the lakefront and the neighborhoods inland. The lakefront tends to be idealistic, earnest and liberal. The neighborhoods are clever,
cautious and Machiavellian. In all great endeavors, the Obama administration weaves together both of these tendencies. President Barack Obama’s Cairo speech characteristically blended idealism with cunning. At one level, the speech was an inspiring effort to create a new dialogue in the Middle East. Obama came to a region in which the different groups have their own narratives and are accustomed to shouting past one another. Obama, as is his custom, positioned himself above the fray and tried to create a new narrative that all sides could relate to. In the Obama narrative, each side has been equally victimized by history, each side has legitimate grievances and each side has duties to perform. To construct this new Middle East narrative, Obama strung together some hard truths, historical distortions, eloquent appeals and strained moral equivalencies. The president’s critics complained on
Thursday about Obama’s distortions: The plight of the Palestinians is not really comparable to the plight of former slaves in the American South. The Treaty of Tripoli in 1796 was not really a glorious example of Muslim-U.S. cooperation but was a failed effort to use bribery to stop piracy. But this is diplomacy, not scholarship. Obama was using this speech to show empathy and respect. He was asking people in different Muslim communities to give the United States a new look and a fresh hearing. He was showing people in a region besotted with tiresome hysterics how to talk to one another with understanding and dignity. That was the idealistic part of the speech, and it was effective. But there was another layer, designed for the people in the ministries. In this layer, Obama implied U.S. policies that are cautious and Machiavellian. That time and that industry were laid to rest this week when Thomas General Motors filed for bankruptcy and the government effectively nationalized GM and Chrysler after wasting billions of our tax dollars on a failed bailout. Despite disclaimers from President Obama that the government doesn’t

want to be in the car business, it is hard to see what it has bought with our tax dollars other than two of what used to be known as “the big three.” Government by default or determination will choose the types of cars the companies it owns will make. Government will buy a lot of them because not enough customers will unless they are made offers they can’t refuse, not by a car salesman in a loud sport coat, but by a government bureaucrat in a suit. It’s difficult to let go of an American dream. When I was growing up, every kid wanted to drive his own car. Our frugal parents (who had just one car) would let us drive it, but with restrictions, including a set time to bring the car back in the same pristine condition in which we found it. A car was a right of passage. It conveyed independence and status. Each September, we salivated at the prospect
of new models. There always was a big buildup, and we’d go to the Chevy (or Ford) dealer early on the morning they were for sale. Sometimes they would be covered with sheets and a dramatic unveiling would take place. TV commercials would show parts of new models in a kind of striptease before their debut. Some believe the models between 1955 and 1959, especially the 1957 Chevy Bel Air and the 1958 Impala, are unsurpassed, though Ford devotees have their Mustangs and T-Birds. Pontiac’s GTO (cue the Beach Boys) and some Dodge and Plymouth models also were great. Chrysler had the Imperial, which resembled a boat with running lights and The New Yorker for “old rich people.” And then there was the one beyond our reach, but not beyond our dreams: the Cadillac. Rallying Obama and realist Obama clash back American goals and expectations. The United States used to talk about ending Iran’s nuclear program. But, as Robert Satloff, of the Washington Institute for Near East Policy, observed, now Obama hopes only to prevent Iran from weaponizing its nukes. The U.S. used to aim to de-radicalize Islam. Now Obama accepts radical groups so long as they don’t kill people. The United States used to want to turn Iraq into a model for the region. Now Obama merely wants Iraq to be the sort of place that America can safely leave behind. The big retreat to realism concerns democracy promotion. The Bush administration tried to promote democracy, even at the expense of stability. That proved unworkable. But many of us hoped that Obama would put a gradual,
bottom-up democracy-building initiative at the heart of his approach. This effort would begin with projects to create honest cops and independent judges so local citizens could get justice. It would make space for civic organizations and democratic activists. It would include clear statements so the world understands that America is not in bed with the tired old Arab autocrats. There was a democracy-promotion section to the speech, and given the struggle behind it, maybe we should be grateful it was there at all. But it was stilted and abstract — the sort of prose you get after an unresolved internal debate. The president didn’t really champion democratic institutions. He said that governments “should reflect the will of the people” and that citizens should “have a say” in how they are governed. Obama didn’t describe how a democratic Iraq could influ-
ence the region. He seems to have largely given up on democracy promotion in Egypt. Larry Diamond, of Stanford, liked the Cairo speech but pointed out that Obama delivered it in a country where an aging dictator is passing power to his son, where the country is crumbling to dust because of autocracy and stagnation. The administration seems to accept this. Meanwhile, as The Washington Post noted, it’s slashing aid to Egypt’s democratic activists. This speech builds an idealistic façade on a realist structure. And this gets to the core Obama foreign-policy perplexity. The president wants to be an inspiring leader who rallies the masses. He also wants be a topdown realist who cuts deals in the palaces. There is a tension between these two impulses that even a sharp Chicago pol is having trouble managing.

Government will kill thrills of buying cars we saw Elvis in one. America’s relationship with its cars rightly has been called a love affair. Although some have tried to replicate the smell of a new car in spray cans, there is nothing quite like the feeling of sinking into new faux leather and later, if you could afford it, the real thing. Much, if not all of those thrills will be gone, thanks to greed by the unions, government overregulation and bad management. The customers, who once were always right, have been cheated. All one has to do is look at government-made cars to see
they are about as attractive as government art, government architecture or many other things government does poorly. The Skoda (when the Czechoslovakia communist party made them — they’re nice now thanks to free market capitalism) had its own jokes: “How much is a Skoda worth with a full tank of gas?” Answer: “Twice as much.” East Germany’s Trabant, a major polluter, was little more than a two-cycle engine encased in the thinnest veneer and the old Soviet Union cars were about as appealing as a Siberian winter. These are the kinds of cars governments have produced.
President Barack Obama says all of those laid-off autoworkers will have to “sacrifice” for the sake of their children and grandchildren. So much for their American Dream. If a Republican president had said that, he would have been denounced as insensitive and uncaring. “On a highway, or a road along the levee Performance is sweeter Nothing can beat her Life is completer in a Chevy.” Not anymore. “Bye-bye Miss American Pie; drove my Chevy to the levee but the levee was dry.” This is the day GM died.

THURSDAY, JUNE 4 12:46 a.m. Routt County Sheriff’s Office deputies and Steamboat Springs Fire Rescue emergency responders were called to a request for an ambulance. A 49-year-old man reported having chest pains, refused medical transport and was treated on scene. 1:07 a.m. Steamboat Springs Police Department officers made a traffic stop and arrested a 29-year-old Steamboat Springs man on suspicion of driving under the influence, driving under the influence per se and failure to signal. 1:31 a.m. Police were called to a reported disturbance in the 600 block of Lincoln Avenue where people were pushing one another. Officers mediated the dispute. No arrests were made. 7:40 a.m. Sheriff’s Office deputies were called to assist a motorist near Yampa Valley Regional Airport on U.S. 40 where the front wheel assembly had fallen of a semi-trailer. The truck was towed. 9:36 a.m. Police took a report of fraud from a woman who said her credit card had been stolen and since had been used at local businesses. The incident is under investigation. 10:59 a.m. Sheriff’s Office deputies were called to a complaint about a small yellow Labrador retriever at large in the 27300 block of Brandon Circle. Officers were unable to locate the dog. 11:02 a.m. Police took a report of a
sexual assault. The incident is under investigation. 11:33 a.m. Police took a report of a cold theft. A woman reported her purse had been stolen from her car while it was parked at Whistler Park. 11:57 a.m. Sheriff’s Office deputies arrested a 52-year-old Steamboat Springs man on a warrant for failure to appear for a dog at large. 12:23 p.m. Police were called to a welfare check for a man who appeared to be intoxicated in front of a business in the 1800 block of Central Park Drive. Police said the man was highly intoxicated; he was transported to Yampa Valley Medical Center and later was released. 12:42 p.m. Police took a report of fraud. Officers said a man reported he had received calls on his cell phone from someone requesting monetary donations. 1:34 p.m. Police were called to a reported drunken driver on U.S. 40 on the east side of Steamboat Springs. Officers were unable to locate the driver. 3:48 p.m. Police and Fire Rescue emergency responders were called to a request for an ambulance at the Old Town Hot Springs where police said a man had overheated. The man refused ambulance transport. 4:03 p.m. A Sheriff’s Office deputy picked up a dog at large near mile marker 114 on U.S. 40, returned the animal to its owner and issued the owner a warning.

A water leak had caused the alarm system to go off. 8:16 p.m. Police were called to a wildlife incident at U.S. 40 and the south end of Pine Grove Road where a driver reported an injured deer. County could give direction Land continued from 5 The role of the county would be to formally confirm the receiver’s expanded capacity for development. In the case of the Flying Diamond/Alpine Mountain Ranch deal, the latter gained the right to develop an additional 20 residential estate lots on its luxury subdivision close to Steamboat. In exchange, Alpine Mountain Ranch’s payment to Flying Diamond helped to preserve more than 900 acres of irrigated hay meadows and elk habitat surrounding Thorpe Mountain. When it approved the deal, Routt County effectively shifted potential development at a previously approved subdivision of Flying Diamond closer to Steamboat’s urban core. The public benefit includes the preservation of scenic areas, skyline ridges and transportation corridors, critical wildlife habitat and irrigated agricultural lands, Hoj said. The beauty of the process is that the land conservation is accomplished without any expenditure of public funds, she said. In the case of the few remaining large ranches in the county, transfer of development rights
holds the promise of leveraging far more expensive deals than the county’s existing purchase of development rights program (PDR) could ever hope to accomplish with its small property tax millage, Hoj said. Just as important, the county would have the ability to identify desirable sending and receiving areas, effectively steering the direction of growth and density. Planning Commissioner Terry Hunter suggested the process could be simplified if planning staff came up with a scoring system that could be used to assign a relative value to proposed sending areas. Commissioner Wayne Adamo said he has learned from Routt County’s existing Land Preservation Subdivision ordinance to be wary of approving more density in exchange for conservation. The LPS process awards developers with additional building lots in exchange for clustering the lots within their overall property, leaving large tracts of open space. “I really have fears of the overall accumulative effect of the increasing density in Routt County,” Adamo said. “We seem to have lost some of the control we had in the LPS process.”

meet far less price resistance. And to make the story more compelling in retail shops, Hog Island’s kayaks are made entirely of recycled plastic resin. Hog Island is one of just three manufacturers in the nation that can make that claim, St. John said. You should be able to find the new boats at Steamboat’s Backdoor Sports and Mountain Sports Kayak School in July. St. John moved his family here from Jackson, Wyo., where he was a respected fishing guide. If you’re having a difficult time placing Hog Island in the Yampa River, it’s because the island is a landmark in the Snake River where it flows past the Tetons.
With the backing of 14 private investors, St. John launched Hog Island with plans to build one of the most durable versions of the drift boats that passionate anglers lust after. Drift boats are the sports cars of rowboats. They float so high in the water that they are uncommonly nimble and easy to row. Most drift boats now are made from fiberglass or aluminum. Hog Island’s roto-molded plastic resin boats (the blanks are manufactured in molds by a company called RMI) are stealthy and unusually durable. By the summer of 2005, St. John delivered his 32nd boat and predicted he would hit 70 for the year. But even in a booming economy, those numbers didn’t materialize. He has sold a total

group’s first trip to Colorado, a touring move EntropyFunk had hoped to make for a while now, Robinson said. The group comes to the Pub as a six-piece act, with a singer, a four-part rhythm section and a deejay. No matter what the format, EntropyFunk stays true to its name, he said. “We have some rap stuff, we have some hip-hop stuff, but as far as watering down the funk, we don’t really do that,” he said.

“That’s the kind of groove I want to put out for people. The funkier it is, you don’t even have to think about it,” Robinson said. Each band member brings his own taste to the stage: Robinson looks to classic James Brown band drummers for his beats. Lead singer and keyboardist Rod Williams listens to Prince to hone his all-out vocals.
The band’s recordings sound like un-discovered Parliament cuts, with a younger singer replacing George Clinton. In the seven years the group has been touring, EntropyFunk has opened for George Clinton and P-Funk, won acclaim from Creative Loafing Atlanta as best R&B/soul/funk act, and has five records, including one live EP. Today’s show in Steamboat Springs will be part of the

His best customer base comprises middleclass guys who’d rather row their own boat than pay a fishing guide. “Joe the Plumber is my customer,” St. John said. Now, St. John is looking forward to delivering 12 pre-sold, sit-on-top kayaks soon after July 1, and he hopes Joe the Paddler becomes his new best customer. The kayaks should allow anglers to sneak up on northern pike in the lake at Chuck Lewis Wildlife Area and lure them to within several feet of the boat as they chase a lure or streamer fly over the water, St. John said. The portability of the 10-foot, 10-inch, 50-pound kayaks makes it easy to go fishing on impulse, he added. Check out the cool videos at www.hogislandboatworks.com. The Hog Island kayaks are dubbed Duffy Single and Duffy Tandem after Duffy Canyon on the Yampa River in Moffat County. They weren’t really designed for whitewater. However, St. John says they are capable of surfing small waves on the town stretch of the Yampa between Walton Creek and Rotary Park. He’s looking forward to packing a small dry bag for an overnight on the lower Yampa this summer. Hog Island’s downsized boats might be just the right idea for dedicated river rats navigating uncharted economic times. Parcel to have protection for next 20 years Whitewood subdivision off Routt County Road 35. The forest parcel received a new level of protection from the federal government this week. The BLM announced June 2 that the Emerald Mountain parcel would receive additional protection for at least the next 20 years with its withdrawal from “mineral entry.” The order was signed this week by Secretary of the Interior Ken Salazar, who is familiar with Steamboat Springs and until recently was a U.S. senator from Colorado. David Boyd, a pubic affairs specialist for the BLM, said the withdrawal essentially means the parcel is off the table as far as energy and mineral lease applications are concerned. It is standard procedure, he added, to make the term of the withdrawal finite so that it can be revisited under different economic circumstances, for example.
The land already had been under a temporary two-year withdrawal, and the formal measure helps ensure the area will be managed for multiple uses with a focus on recreation and wildlife, BLM Little Snake Field Manager John Husband said. The BLM formally closed on a complex land exchange in February 2007 that brought the parcel under its management. The BLM’s Little Snake Field Office in Craig completed a plan for management of the property in January. It calls for wildlife viewing, hiking, horseback riding and hunting on the eastern side of Emerald Mountain closest to the base of Mount Werner. On the more remote, eastern side of the elongated mountain, where the Ridge Trail runs, the anticipated activities are destination mountain biking and Nordic skiing. Snake Field Office, said the trail still is under construction. “We have funds in place (from the federal government) for additional work we hope to do this year and complete that trail.” Rocky Mountain Youth Corps will do much of the work, he added. Blackstun said the trail already is getting more use than most people probably realize. However, even he registered surprise when he heard that Tamucci is commuting to work along the trail a couple of days a week, linking to it from the Cow Creek Road/Routt County Road 41. “I head out at 6:30 a.m. when the sun is just popping up,” Tamucci said. “From my house, it’s 14.5 miles door to door. At the beginning, it’s a pretty tough climb. It’s a stiff 45 minutes. But I see lots of grouse, and it’s quiet.”

Colorado Gov. Bill Ritter said Friday he will run for a second term next year because he wants to continue working on renewable energy and education issues. “I believe we can continue that progress in a second term,” Ritter said during a meeting with reporters to discuss the end of this year’s legislative session. Ritter, a Democrat, said in an interview with KOA radio that he already has filed the paperwork to run for re-election. Ritter said Republicans failed to come up with solutions to the state’s problems and tried to block efforts on major reforms,
including limits on state spending that limited the state’s ability to pay for big-ticket items such as transportation and public education. Ritter Ritter said it was Democrats who were able to get those issues passed. “It was the audacity of ‘nope’ in this building. The way we answer our critics is doing the things we say we’re going to do,” he said. Ritter defended his vetoes of bills that would have helped organized labor, a move that prompted several unions to say they may not back him for another term. “We did so much for work-
ing families. We just felt that was something we had to do,” he said. Several unions have indicated they may support another candidate if Ritter has a Democratic primary race next year. “We’re going to have to take a hard look at where we stand with Gov. Ritter,” Colorado AFL-CIO Executive Director Mike Cerbo said Thursday, after the governor vetoed a bill that would have given firefighters the right to unionize without local government approval. “Our hope has always been to forge a better working relationship with him, but we’ll have to discuss with our affiliates how the vetoes impact how we move forward,” Cerbo said.

Employers throttled back on layoffs in May and cut the fewest jobs in any month since the financial crisis erupted last fall — raising the brightest hope yet that an economic recovery will take hold later this year. But with companies still reluctant to hire, the nation’s jobless rate increased to a quarter-century high of 9.4 percent, and it likely will keep rising into 2010, possibly within striking distance of its post-World War II peak of 10.8 percent. The economy shed 345,000 jobs in May, the Labor Department said Friday — half what it was losing in a month at the start of the year. But the report also underscored how hard it has been for America’s 14.5 million unemployed to find new jobs. “Less bad, yes,” Ian Shepherdson, chief U.S. economist at High Frequency Economics, said, summarizing the economy. “Good, no.” Companies probably won’t ramp up hiring until they feel sure a recovery is here to stay. Still, considering the damage the recession has wrought — 6 million jobs lost since December 2007 — it was encouraging that employers cut far fewer jobs in May. The 345,000 jobs lost was down sharply from 504,000 in April, and an even bigger improvement compared to the average of nearly 700,000 jobs lost monthly during the first quarter of this year. “The light at the end of the tunnel just got a lot brighter,” said Nigel Gault, chief U.S. economist at IHS Global Insight. But not so bright that economists expect more employers to start hiring again this year. Economists expect the pace of layoffs to keep tapering off, but they don’t think the economy will begin to create jobs steadily until late next year at the earliest. “Payrolls are learning to crawl but far from walking,” said Michael Feroli, economist at JPMorgan Economics. Stocks rallied on the betterthan-expected news, but then surrendered most of the gains. The Dow Jones industrial average made a brief foray into positive territory for 2009, then pulled back to close up about 13 points at 8,763.13.

Roger Penske is inventing a new business model on the ruins of General Motors. The auto racing magnate and mega dealership owner is snapping up Saturn and opening his expanded sales network to foreign automakers looking to sell cars to Americans. The deal announced Friday is another example of how the cataclysm that hit Detroit’s three carmakers is reshaping the global automotive landscape in profound ways, reducing their worldwide influence and — if Saturn turns out as Penske envisions — opening new markets to smaller companies. “There’s no doubt that the automotive deck chairs are changing,” said Michael Robinet, vice president of CSM Worldwide, a Detroit-area auto industry consulting firm. In the shake-up, well-known brands are changing flags quicker than an oil tanker in pirate-infested waters. Italy’s Fiat SpA is waiting for U.S. courts to approve its acquisition of Chrysler’s assets. GM has worked deals to turn its German subsidiary Adam Opel GmbH over to a Canadian auto parts company with Russian backing. And Hummer may be going Chinese, although state media there reported Friday that the deal has hit regulatory hurdles. Yet industry experts are doubtful that the flurry of mergers and alliances will be any more durable than failed marriages of the past, proving to be just one big distraction from the underlying issue that made them so vulnerable in the first place: making more cars than people can buy. Still, Penske, who already runs Penske Automotive Group, the second-largest U.S. dealer network, thinks his business model is different enough to be successful. GM and Penske expect to close the Saturn deal in the third quarter, with the wounded Detroit automaker continuing to build three models for Saturn to distribute. Key to its success, though, will be the ability to sign on other global manufacturers to make cars for Saturn, giving it a diverse portfolio of vehicles that will sell whether gasoline prices are high or low.

With unemployment still rising, investors are questioning if stocks should be, too. Stocks ended a volatile day Friday little changed after the government reported a spike in the unemployment rate to 9.4 percent in May, the highest level in more than 25 years, even as the pace of layoffs eased more
than expected. The Dow Jones industrial average finished up almost 13 points at 8,763.13, just 14 points below where it started the year. The index had advanced as much as 89 points and moved in and out of positive territory for 2009 during the day, but the jump in the unemployment rate proved to be too tough to ignore. “When nearly 10 percent of people are out of work, it’s hard for me to say things are so
positive,” said Anthony Conroy, head trader for BNY ConvergEx Group. Bond prices tumbled again, sending long-term yields to their highest levels this year. Those yields are closely tied to interest rates on mortgages and other kinds of consumer loans. Investors track unemployment closely because jobless people are far more likely to default on their debts and slash their spending, potentially exac-
erbating two of the most troubled spots in the economy right now: Consumer spending and the ailing financial industry. Despite the troubling jobs data, the Dow and other major stock indexes finished the week higher. Although the Dow still is 38.1 percent below its October 2007 high, it has charged ahead 33.9 percent since hitting a 12year low in early March. “The markets are feeling better even though the economy is

still sick,” Conroy said. The Dow increased 12.89, or 0.1 percent, to 8,763.13. The Standard & Poor’s 500 index declined 2.37, or 0.3 percent, to 940.09, and the Nasdaq composite index declined 0.60, or less than 0.1 percent, to 1,849.42. The Dow is up 3 percent for the week, while the S&P 500 is up 2 percent and the Nasdaq is up 3.7 percent. It was the major indexes’ third straight week of gains.

“It’s painful,” Jamie Gay said. “It’s fun, and it’s painful.” The trio was among half a dozen members of the Steamboat Springs Winter Sports Club cycling team that
took part in the Rabbit Ears Time Trail. The time trails are sponsored by the Steel Club, which raises money for the Winter Sport Club’s mountain biking teams. A field of 21 Steel Club and Winter Sports Club riders started in 30-second intervals at the base of the pass on the highway. Despite starting well back among the competitors, Barkley Robinson powered past everyone. He seemingly flew up
the pass faster than some timid drivers and finished in a time of 35 minutes, 8 seconds. His average speed of 12.3 miles per hour was about 1.5 miles per hour faster than anyone else in the field. Josh Smullins was second at 39:51, and Jamie Morgan was third at 40:17. The event wasn’t just about winning, though. Instead, it was about helping build the youth See Biking, page 24

Andy Picking didn’t hesitate much. “My best memory running the Steamboat Marathon,” he started, before pausing. “My
best memory was the first year we had my new daughter. She was waiting for me at the finish line. That was pretty special.” That, he said, topped his second-place finish in 2006. It topped his first 26.2-mile trek from Hahn’s Peak to Steamboat Springs in 2001, and it topped
his eighth-consecutive running of the signature Steamboat race last year. With his daughter, Sophie, now 3, and 2-year-old twins Izzy and Drew waiting at the finish line, he said this year’s race will be pretty sweet, as well. “When you have kids, it

The U.S. Ski Team announced its 2010 Nordic Combined ski team Thursday. There weren’t many surprises. A banner year by America’s top three Nordic combined skiers secured a spot on the A team for each of them. That means Steamboat’s Todd Lodwick, Billy Demong and Johnny Spillane will continue to anchor the U.S. squad. “The team as a whole has strength in that everyone is working together on a daily basis and making each other better every day. Everyone shares in each other’s successes and get better because of them,” U.S. Nordic coach Dave Jarrett said in a news release. “To have three of the best Nordic combined skiers in the world to train with on a daily basis pushes everyone. The success of Todd, Billy and Johnny is what everyone is striving to be on the team. That’s the kind of competition we’re trying to instill in the group.” Lodwick and Demong each took home World Championships during the 2008-09 season. Spillane won a World Championship in 2003. Steamboat also has a big presence on the B team, with Brett Denney, Bryan Fletcher, Taylor Fletcher and Alex Miller each earning a slot. Other B team selections included Park City, Utah, athletes Brett and Eric Camerota and Nick Hendrickson. The 2010 Olympic Team will be announced Jan. 21, 2010. The U.S. Nordic Combined team already has started training at the Center of Excellence in Park City.

Road closures ■ The westbound lane of Lincoln Avenue will be closed from 6 a.m. to 3 p.m. Sunday between Fifth and 11th streets, with each of those streets closed between Lincoln Avenue and Oak Street.
■ On Routt County Road 129 from Cullens Corner to the start of the half marathon, there will be one-way traffic controlled by a pilot car leading traffic on the southbound side of the road. ■ Northbound traffic on C.R. 129 will be diverted to the left lane just past the entrance to Elk River Estates and proceed north to Cullens Corner, where traffic controllers will be in place. ■ Southbound traffic on C.R. 129 will be diverted at Cullens Corner onto C.R. 44 then back onto C.R. 129 just north of the airport.

All the races start at 7:30 a.m. The full marathon starts near Hahn’s Peak. The 13.1-mile half-marathon kicks off from Moon Hill along C.R. 129, and the 10-kilometer race starts at the courthouse on Lincoln Avenue in downtown Steamboat and winds around town. All the races and all the nearly 2,000 expected competitors
will finish on Lincoln Avenue in front of the courthouse. “I’m getting excited,” race director Paul Sachs said. “Everything’s going great. So far, so good.” Sachs said this year’s registration numbers have proven almost a mirror image of 2008’s. The marathon again isn’t likely to reach its 500-runner capacity, topping out at a little more than 400. The half-marathon, meanwhile, remains extremely popular. It filled its 1,300 available slots several months ago. The 10K’s participation is more difficult to predict. It’s typically filled with runners making lastsecond decisions, and Sachs said Sunday’s weather forecast could make as big of a difference as anything else. “It’s been very similar this year to the last couple of the years,” Sachs said. “It’s encouraging that even in this economy, things haven’t changed. It’s a great time to come up to Steamboat, and people that do stay here in town at least one night, and most stay two.” The number of competitors
will be the same. The courses will be the same. And the smart money says the marathon winner will be the same, as well. Eight-time Steamboat Marathon champ Jason Saitta, of Parker, will return. Saitta has captured the top spot eight times in the past decade. He won last year’s event in 2 hours, 36 minutes and 2 seconds. He’ll try to win the title for the fifth consecutive time this year. Saitta may be the favorite, but Picking said he’ll finish near the top, as well. He wouldn’t say what time or place he was aiming for, only that after eight successful trips, he couldn’t be more excited to go for a ninth. “I’ve done it so many times, now I wouldn’t know what else to do with myself,” Picking said. “Having run the Boston Marathon and some of the other world-class marathons out there, I have to say the Steamboat Marathon is great. Nelson Brassell just wants a chance to continue playing basketball. The recent Steamboat Springs High School graduate weighed his options and decided his best bet is to play for a year at a prep school before making a college choice. Brassell is on a waitlist for students and athletes to get into Phillips Exeter Academy in Exeter, N.H. “I just want to play basketball,” Brassell said. “I figured it would be good to get another year under my belt.” Brassell said he should know by the end of July whether he got into the prep school. Exeter went 14-5 last year with all five losses against high school and prep school teams ranked in the top 13 nationally. The push to the regular season is about to heat up for the Steamboat Springs High School football team. The Sailors will hold their summer minicamp next week. The camp runs from 5 to 7 p.m. Monday through Thursday at Gardner Field. Part of the camp’s design is to ready players for the Mesa State College football camp June 14. Travis Darling, who grew up in Steamboat Springs and finished high school in Ignacio, has qualified for the upcoming College National Finals Rodeo. Darling is a sophomore at Casper College in Wyoming.
This is his first qualification in saddle bronc riding. The CNFR will be held at the Casper Events Center from June 14 to 20. At stake are National Intercollegiate Rodeo Association titles and nearly $250,000 in scholarships. Each contestant has three preliminary rounds of competi-

stunned by Soderling in the fourth round. “Obviously,” Federer said, “it’s nice to see someone else for a change.” Since the start of the 2005 French Open, Federer is 0-4 against Nadal at Roland Garros, 29-0 against everyone else. Similarly, during the course of his career, Federer is 2-5 against Nadal in Grand Slam finals, 110 against all other opponents. Federer just so happens to have a 9-0 career record against Soderling, who will be playing in his first Grand Slam final. He’d never been past the third round in 21 previous majors but reeled off the past five games of a 6-3, 7-5, 5-7, 4-6, 6-4 victory against No. 12 Fernando Gonzalez, of Chile, in Friday’s first semifinal.
