Mother Nature has taken a swipe at the Routt County Fairgrounds. A lightning strike killed the sound system for everything but the Multipurpose Building at the Hayden grounds. Officials are getting estimates for what needs to be fixed because the system is down at the Exhibit Hall and the grandstands, Fair Manager Jill Delay told the

At its annual meeting Wednesday evening, the Steamboat Springs Arts Council laid a foundation to move programming and affiliate support forward through the rest of the year. After enduring what Arts Council Board President Kelly Anzalone called “sweeping changes” since the end of 2008 — including what Anzalone estimated to be a debt of more than $100,000 going into 2009 — the nonprofit has cut its debt roughly in half, he said. Part of that cut comes from significantly reduced overhead costs; out of the seven part-time and full-time staff members employed at the Depot Art Center last year, one — events and facilities coordinator Rachel Radetsky — remains. Utility bills for the Depot, which the Arts Council runs, now go directly to the city of Steamboat Springs. The group has paid all artists it owed money and now contracts marketing work on an as-needed basis, Anzalone said. “We are at a point now that we really can’t cut anymore, and we really have no choice but to move forward,” he said. When you’re 11 years old in Oak Creek, the options for entertainment can seem limited. Spending time on outdoor sports or at a local restaurant was the extent of the choices, but a new arcade in South Routt could spice things up. “We would just walk around town,” said 11-year-old Patrick O’Kefe. But on Wednesday, O’Kefe could be found with his friends in the Fun Bucket arcade in the Oak Creek Mall, blasting away at Halo 3 on an X-Box and a big-screen television in the back room. The arcade, bedecked with electronic and physical games, is the work of Darrell Randall and

Ciufo helps repair and maintain the ski mountain’s fleet of snowcats and snowmobiles. “Years ago, I worked on a couple snowcats, but the new technology is a lot different,” he said. “There’s a lot of electrical work.” Ski Corp. leaders praised Ciufo in a news release. “We are thrilled that Joe’s hard work and dedication has been recognized by such industry leaders,” Ski Corp. President Chris Diamond said.

Joe Ciufo comes across as a guy who gets it done. His attitude and skills resulted in an accolade for Ciufo, a slope maintenance mechanic for Steamboat Ski and Resort Corp. The national Ski Area Vehicle Maintenance Institute recognized Ciufo as mechanic of the year with the Tim Crouse Memorial Award at its conference last month. The low-key Ciufo said he figures he received the honor because of his good work. His supervisor depends on him, Ciufo said. “If he tells me to do something, he can pretty much count on me to get it done,” he said. Ciufo started working for Ski Corp. about a year and a half ago. He moved to Steamboat Springs with his wife and two children because there wasn’t enough work in northern California. Ciufo had worked in the logging industry, operating machinery and felling trees. He has maintained and

Routt County is a cooperative county when an emergency is in progress. When a fire department is called out to a potential fire, law enforcement often goes along. When a bear is spotted in a neighborhood, police often accompany wildlife experts. It’s for those situations and dozens of others that at 7 a.m. Monday morning, all Routt County emergency response agencies switched to an 800 megahertz, digital radio system that connects to a statewide network. Communications Director JP Harris said interoperability among agencies inside and outside of the county was the primary reason the county switched over to the new system. The switch to the 800 MHz system has occurred across the state in the past decade, the same length of time it has been discussed in Routt County. By moving to the new system, local emergency responders will be able to talk directly to Colorado State Patrol troopers, Colorado Division of Wildlife officers and special units from Denver, in addition to any Routt County emergency responder. The radios arrived in 2007, but it wasn’t until they could

Tristan Fischer wasn’t shy to admit he’s “a little nervous” about attending the sixth grade next year in a traditional educational setting. The 11-year-old, one of four students who began their first-grade education as part of the Steamboat Springs School District’s first Montessori class, finished school last week. In all, nine fifth-graders completed their Montessori educations when the school year ended last week. Although Tristan admitted his apprehension about next year, he’s confident the more than century-old Montessori method has prepared him for sixth grade at Steamboat Springs Middle School. Tristan said Montessori allowed him to evolve in math, language and other subjects he’d receive instruction in through a normal classroom setting. But it’s in a different way, he said. “Montessori is basically a family where you work together to accomplish things together,” he said. “One person who completed an assignment would help another person who was having trouble.” Tristan’s mother, Camille Fischer, shared her son’s confidence in him taking the next step to traditional education, partly because he attended all-

day kindergarten in Yampa before their family moved to Steamboat Springs. Camille Fischer said the Montessori program allowed Tristan and the other children to learn by working as part of a community, a group. She said the fact that it made her son an independent thinker before the age of 10 was “amazing.” “I just can’t say enough positive things about it,” she said. The program began before the 2004-05 school year after a group of parents lobbied the district to add the program. One of those parents was Carrie Requist, whose daughter Melissa was one of the four original students in the program. Requist

said the local Montessori group felt strongly about the educational model and thought it was a better method for some children than traditional education. The other two students who began first grade as part of the Montessori program are Alida Patterson and Jackie Poirot. Montessori teacher Linda Stansbery, who moved from the lower to the upper level to stay with her original class, said that despite the fact some of her students will be attending traditional school for the first time next year, they’re more than ready. Not all abortions are equal Ross Douthat

The case of Dr. George Tiller, murdered just more than a week ago in the lobby of his church, helps explain why so many people believe that abortion should be available at any stage of pregnancy. Tiller did abortions in third trimester, when almost no one else would do them — which meant, inevitably, that he handled the hardest of hard cases. He performed abortions on women facing lifethreatening complications, Douthat on women whose children would be born dead or dying, on women who had been raped, on “women” who were really girls of 10. His Wichita, Kan., office, barricaded against protesters, was reportedly lined with thank-you notes. During the past week, there’s been an outpouring of testimonials, across the

Internet, from women (and some men) who lived through these hard cases. They help explain why Tiller thought he was doing the Lord’s work, even though that work involved destroying something that we wouldn’t hesitate to call a baby if we saw it struggling for life in a hospital bed. They help explain why so many Americans defend his right to do it. But such narratives are not the only story about George Tiller’s clinic. He was a target of protests — and, tragically, of terrorist violence — because he performed late-term abortions, period. But his critics were convinced that he performed them not only in truly desperate situations, but in many other cases, as well. Throughout the years, they cobbled together a considerable amount of evidence — drawn from the state’s abortion statistics, from Tiller’s own comments and from a 2006 investigation — suggesting that Tiller abused the state’s mental-health exemption to justify late-term

abortions in almost any situation. This evidence is persuasive, but not dispositive. We may never know how many of George Tiller’s abortions were performed on healthy mothers and healthy fetuses. But whatever the verdict about Tiller’s practice, most abortions in the United States bear no resemblance whatsoever to the hardest third-trimester cases. Yes, many pregnancies are terminated in dire medical circumstances. But these represent a tiny fraction of the millionplus abortions that take place in this country every year. (Almost half of that number are repeat abortions; around a quarter are third or fourth procedures.) The same is true of the more than 100,000 abortions that are performed after the first trimester: Very few involve medical complications of any kind. Even the now-outlawed “partial-birth” procedure, which abortion-rights supporters initially argued was only employed in the direst of See Douthat, page 9

Whenever you hear a politician start a sentence with, “If we can put a man on the moon ... ,” grab your wallet. For years, Democrats, enthralled by the cargo cult of the Kennedy presidency, have used the moon landing as proof that no big government ambition is beyond our reach. The latest example of anthropogenic-lunar empowerment is global warming. Al Gore and Goldberg Barack Obama routinely cite the Apollo program as proof that we can make good on the president’s messianic campaign pledge to stem the rising ocean tides and hasten the healing of the planet. The problem with the “if we can put a man on the moon, we can certainly spend trillions on this or that” formulation is that it sees political and scientific accom-

plishments as interchangeable. The moon landing was a daunting but nonetheless discrete challenge. Throw in enough brainiacs and blank checks — and heroes willing to risk their lives — and it was almost foreordained that someone would make that small step for man and that giant leap for mankind. But politicians see things through a political lens — every great accomplishment looks like a political accomplishment. Kennedy cultists seem to think that JFK’s pledge succeeded in part because he was eloquent and inspiring and popular. No doubt all that helped. But if Kennedy had promised that by the end of the decade America would have a fully functioning perpetual motion machine, his grand challenge would be remembered as a joke. Recall that Kennedy’s successor, with far more political capital than Kennedy had, promised to defeat poverty. Historian Steven Hayward notes that in 1966, Lyndon Johnson’s commander in the War on Poverty, Sargent Shriver, told Congress

that the White House believed poverty in America would be eliminated within 10 years. “Why,” Hayward wryly asks, “should social science be more difficult than rocket science?” I don’t know that one is more difficult than the other, but I do know that they are not interchangeable. Physics is good at figuring out how to split atoms. Sociology, not so much. Obama seems to be on both sides of the lesson. The president says he wants to invest massively in scientific research, eventually spending 3 percent of gross domestic product on scientific R&D, with a big chunk devoted to energy research. Who knows? That might work. But at the same time, the Democrats are pushing their cap-and-trade scheme — the Waxman-Markey climate bill — through Congress, and it surely won’t work. Either a fetus has a claim to life, or it doesn’t broad should those exemptions be? — is that Americans aren’t permitted to debate anything else. Under current law, if you want to restrict abortion, postviability procedures are the only kind you’re allowed to even regulate. If abortion were returned to the democratic process, this landscape would change dramatically. Arguments about whether and how to restrict abortions in the second trimester — as many advanced democracies already do — would replace protests about the scope of third-trimester medical exemptions. The result would be laws with more respect for human life, a culture less inflamed by a small number of tragic cases — and a political debate, God willing, unmarred by crimes like George Tiller’s murder.

Why make global warming a taxation excuse? Goldberg continued from 8 Markey seems to do that one better, promising to waste everything, including time. It’s a legislative blunderbuss that fails any remotely honest cost-benefit analysis, as Jim Manzi painstakingly demonstrates in the current issue of National Review. Under the bill, the government would sell or give away waivers — call them ration cards — for carbon emissions, worth tens of billions of dollars. The system is destined to become politicized. Waivers will be granted to favored industries and donors in states with political clout. If everything worked exactly according to plan, it would cost the economy trillions of dollars in the coming decades. Meanwhile, climatologist Chip

Knappenberger — administrator of the World Climate Report, an avowedly global-warmingskeptical blog — uses standard climate models to show that the payoff would be to reduce global temperatures by about 0.1 degree Celsius by 2100. Sponsors of the legislation haven’t offered a competing analysis. “The costs would be more than 10 times the benefits,” writes Manzi, “even under extremely unrealistic assumptions of low costs and high benefits.” All the while, China, India and other countries are simply scoffing at the suggestion they curtail their carbon emissions. Now, I am more skeptical about the threat of global warming than Manzi is, never mind the Al Gore chorus. But let us assume the chorus is right and it

is the moral equivalent of a war for our very survival as a civilization. The question remains: Why? Why this approach? Why see global warming as an excuse to expand government regulation and taxation rather than invest in problem-solving? The U.S. government could spend trillions on research into scrubbing carbon from the air, bioengineering organisms to eat greenhouse gases or crafting substances to reflect more heat back into space. We could establish prizes for development of long-life batteries or clean coal technologies. And if any of these investments paid off, decades from now the benefits would still dwarf Waxman-Markey at a fraction of the cost. It hardly takes a rocket scientist to see that.

dire situations, turned out to be used primarily for purely elective abortions. The argument for unregulated abortion rests on the idea that where there are exceptions, there cannot be a rule. Because rape and incest can lead to pregnancy, because abortion can save women’s lives, because babies can be born into suffering and certain death, there should be no restrictions on abortion whatsoever. As a matter of moral philosophy, this makes a certain sense. Either a fetus has a claim to life, or it doesn’t. The circumstances of its conception and the state of its health shouldn’t enter into the equation. But the law is a not a philosophy seminar. It’s the place where morality meets custom, and

compromise, and common sense. And it can take account of tragic situations without universalizing their lessons. Indeed, the argument that some abortions take place in particularly awful, particularly understandable circumstances is not a case against regulating abortion. It’s the beginning of precisely the kind of reasonable distinction-making that would produce a saner, stricter legal regime. If anything, by enshrining a near-absolute right to abortion in the Constitution, the pro-choice side has ensured that the hard cases are more controversial than they otherwise would be. One reason there’s so much fierce argument about the latest of late-term abortions — Should there be a health exemption? A fetal deformity exemption? How

Today, The Franz Family band is six members strong, with Randy on guitar, Ruth Ann on bass and their children on traditional instruments — Emmett plays dobro, Caleb adds guitar and banjo, Olivia plays fiddle, and Audra sits on mandolin and bass. A group of parents is opposing the Hayden School District’s possible cuts to in-town bus service next year. “I was, like, kind of in disbelief that they would think that this was a good way to save money,” said Lori Laird, whose 8-year-old grandson will attend third grade at Hayden Valley Elementary in the fall. The parent group began circulating a petition in support of in-town bus service last week. The district is in the preliminary stages of researching the financial impact of not offering bus service next year to students who live in Hayden, during “these tough economic times,” said Transportation Director Festus Hagins. Superintendent Greg Rockhold said he asked Hagins to start gathering some information. “We’re looking at every way

to save a few bucks,” he said. “It’s just one area we’re looking into right now. It’s not a done deal yet. It’s in its infancy. That’s all it is.” But the parents say there are too many reasons that cutting the bus service is not a good idea. “This action would not only be an inconvenience to families, but could be a matter of safety for younger and older children alike,” the petition indicated. It cited walking in Colorado winters, the fact that U.S. Highway 40 doesn’t have a fulltime stop light that would allow children to cross safely and the lack of sidewalks throughout town forcing children onto busy streets, as some of the dangers facing students should the district move forward with the plan. Hagins couldn’t provide an exact number of students who ride school buses but said he thought the majority of in-town students did.

He added that the district runs five 35- to 53-passenger buses and a small vehicle on five different routes to pick up and return its students. Rockhold said he’s not been made aware of the petition, nor has he heard from concerned parents. “It’s not gone that far,” he said. Hagins said he has “no clue” when he would present his findings to the Hayden School Board, which ultimately would make a decision whether to limit its bus service to in-town students. Special emergency buttons on each of the law enforcement radios also will provide an additional level of safety. Supervisor and 911 Coordinator Sharon Clever said that if an emergency button is pressed — say if an officer is in a fight and unable to talk — all attention will be diverted to the call. “We get a very loud noise on all four of our consoles. We have to go ahead and acknowledge that with a key to silence it, and

we check the officer,” she said. Routt County Emergency Management Director Bob Struble said he has used the 800 MHz system several times in the past, and he’s confident it will be an improvement. “It gives the local emergency responders a lot more options than we had on VHF. It’s the way of the future, really,” he said. Struble said the 800 MHz system is better able to penetrate buildings, something that is especially important to firefighters. Even so, as with any radio system, there are several areas across the county that don’t receive full coverage, especially

Oak Creek and Yampa. At a fire at South Routt Elementary School in Yampa on June 3, emergency responders were able to try out the new system, with mixed results. “They had some issues trying to talk out of the town of Yampa,” Struble said. “The tactical channels worked great on scene, but (South Routt Fire Protection District Chief Chuck Wisecup) was having trouble talking back to dispatch.” Harris said the “dead spots” could be resolved by installing a repeater or another tower site in the South Routt area. There are four Routt County tower sites, with another two in neighboring counties that officers can

use. But even if the 800 MHz radios don’t work, all emergency responders still have the old system as a backup. Struble said that between the two systems, the county should have nearly full coverage. The radio system was purchased during the past several years, mostly with federal grant money, Struble said. “After 9/11, interoperability became an issue, and a lot of grant money was made available,” he said. “We’ve been picking up a grant here, a grant there, and that’s basically how we did it in Routt County.” The new sets cost about $2,900 for each personal radio and $3,600 for each car radio.

direction, just slowly,” he said. “We chose the middle of the recession and mud season.” The business received a boost recently when it was featured in the Oak Creek electricity bill, sent out to 550 people. “People know our name and what we do, but they don’t know where we are,” he said. The Fun Bucket restaurant and arcade is open from 7:30 a.m. to 8 p.m. Monday through Saturday and from 8 a.m. to 4:30 p.m. Sundays. Food is served until a half-hour before closing. The cost is $3.75 for the first half-hour of play, and $2.50 for each additional half-hour, not to exceed $20 in a day.

wich and $6 omelets, available all day long. Randall said cooking has been a hobby of his since he held a job as a server at a restaurant in Fullerton, Calif., during college. It was only after he was let go from a Steamboat Springs city position as manager of the Iron Horse Inn that he was able to put the hobby to use. “My wife wanted to do something for the community and kids. I said, ‘OK, let’s move out,’” he joked. Instead, the couple got to work. Randall personally painted and renovated much of the space and filled it with pur-

years, including more than 30 in a traditional classroom setting in Arkansas before moving to Steamboat. She said many of her students are educated above their grade levels because the program is set up to allow them to work at their own pace. She said Montessori education gives students more control of their individual learning. “It’s amazing what kinds can accomplish when they take responsibility for their goals, when they’re intrinsically motivated,” she said. Stansbery added that even though the curriculum in her Montessori classroom is different than that of traditional education, her students still

are required to take Colorado Student Assessment Program, or CSAP, testing. And they’re on the same grading system as students who attend Strawberry Park Elementary School, where her classroom is located, she said. Last year, 47 students attended Montessori in the district’s first- through fifth-grade programs in Stansbery’s upper class and Karen Kutska’s lower class. Demand for the program has grown throughout the years, Stansbery said. Space is limited because there are only two teachers, and students have been placed on waiting lists. Michele Miller, Strawberry Park co-principal, said 16 children are on the waiting list for the 2009-10 school year. She

said it’s not clear how many of those children would move into the program after the school year began, but their parents expressed interest in Montessori during the May sign-up period. Superintendent Shalee Cunningham said the advantage to having Montessori is being able to offer alter an alternative program for students who learn in different ways. Mayor John Hickenlooper says he has no plans to run for governor next year, even though he was offered campaign donations and a peek at flattering polls if he challenges incumbent Bill Ritter in the Democratic primary. Hickenlooper said it would be bad for Colorado to have the governor and the Denver mayor fighting it out on the campaign trail, and he never even considered the offer. He also didn’t look at the polls, which he was told showed he had a good chance of winning. “As soon as I even considered running for governor, my supporters would look at taking away successes from the governor and the governor’s supporters would create mischief,” Hickenlooper said. Hickenlooper said the people who approached him about running included individuals and groups he described as “civic leaders and business leaders,” but he said they didn’t identify themselves as specific special interest groups. The offer was reported in Wednesday’s editions of The Denver Post. Ritter, who said last week he is running for re-election, angered labor leaders by vetoing two bills this year that they wanted passed. One would have allowed firefighters to unionize and bargain collectively, and the other would have provided unemployment benefits to workers locked out by employers during labor disputes. Ritter also angered other major Democratic constituencies, including Hispanics who were upset when Ritter appointed Denver public schools superintendent Michael Bennet, rather than a Hispanic, to replace Sen. Ken Salazar. Supporters of former House Speaker Andrew Romanoff also were upset by the appointment of Bennet, who had no previous political experience. Hickenlooper said he didn’t know whether any other candidates have been approached. Romanoff did not return phone calls seeking comment.

The stock market has a new priority: interest rates. Stocks fell moderately Wednesday after the government sold $19 billion in 10-year Treasury notes in a relatively weak auction. There were plenty of bidders, but the government had to lure them in with a higher yield than

the market anticipated. The yield on the benchmark 10-year Treasury note rose for the fourth time in five days, jumping to 3.96 percent from 3.86 percent late Tuesday. That helped send stocks broadly lower, with the Dow Jones industrial average losing 24 points. Investors are concerned the government’s debt load is growing so large that it will lead to higher inflation and soaring interest rates. Higher interest

rates could hamper the economy’s recovery by raising borrowing costs for consumers, while inflation also could discourage them from spending. Stocks have fallen several times in the past two months on worries about interest rates. Yields on long-term Treasury bonds jumped May 21, sending the stock market sharply lower, after Standard & Poor’s warned it might downgrade the British government’s AAA debt rating.

That touched off fears that the U.S. government’s own debt rating might be downgraded at some point. A weakening dollar also has contributed to the concerns about interest rates, since it can lead to higher prices for imported goods, putting pressure on the Federal Reserve to hold inflation in check by raising short-term interest rates. The dollar’s slump also has stirred inflationary worries by

driving up prices for key commodities such as oil, which can trigger higher prices everywhere. The price of crude rose above $71 a barrel Wednesday, its highest level this year. Jeffrey Frankel, president of Stuart Frankel & Co., said the Treasury auction rattled some traders. But he added that several cautious pullbacks in a stock market that went nearly straight up for three consecutive months are not necessarily a bad thing.

Steamboat — along with Vail, Aspen, Breckenridge and Glenwood Springs — is having to find new players. Whereas, in years past, most of the teams would have several foreign players or guys come back from college, that isn’t the case this year. With the economy down, Hurley said it’s been hard to get any foreign players or college players into town because of a lack of jobs. “It’s a challenging thing,” Hurley said. “Some things are still kind of up in the air.” Still, Steamboat will be led by a contingent of locals that has helped the team become one of the premier rugby clubs on the Western Slope.

Even though Wednesday’s season-opening Town Challenge mountain bike race fit astonishingly in a sunny, rainless window, the month-long cycle of short but always loom-

ing rain storms still had an effect on the day’s racing. “It’s been tough to get out and ride,” Amy Zutterling said shortly after finishing her race in the women’s sport division. “I still feel really out of shape. It was tough out there but was a lot of fun.” Town Challenge director

Gretchen Sehler wasn’t complaining. The clouds parted, and the sun shone brightly starting shortly before the race, but thunder announced the rain was to return even as the final riders pedaled toward the finish line. But in that gap, nearly 175 racers took to the usually restricted singletrack trails of

the Marabou Ranch preservation subdivision. It was the second consecutive year a race has been run at the private ranch. “It’s just awesome that the folks from Marabou let us come out here,” Sehler said. “I See Race, page 22

The idea was for Phil Mickelson to return to a routine as best as possible in his world now shaken with fear. It has been three turbulent weeks since he announced his wife, Amy, was diagnosed with breast cancer. Mickelson has always felt like he was in control, even if his golf at times suggested otherwise. Now he feels helpless. “I’ve never been this emotional, where if I’m driving alone or what have you, I’ll just start crying,” he said Wednesday at the St. Jude Classic, his eyes tinged with streaks of pink, his voice no longer steady and sure.

GOLF — PGA “We’re scared, yeah,” he said. “I think a lot of it is the unknown.” Tests on his 38-year-old wife have provided enough optimism that surgery has been pushed back to the first week of July, allowing Mickelson to return to competition this week, then go to the U.S. Open in New York, where he is beloved under normal circumstances. His wife faces treatment for at least a year, so they decided to do what they normally would — play golf tournaments, take their three children to camps and activities. They plan a tropical vacation after the U.S. Open and before Amy’s surgery.

Some 300 fans lined the walkway at the bottom of the stairs leading to the clubhouse where Mickelson had lunch, waiting for autographs or pictures, some wearing pink shirts in support. If not for a perfect five-game road trip in the dog days of the regular season, the Pittsburgh Penguins probably wouldn’t be gearing up for Game 7 of the Stanley Cup finals. They might not have even made the playoffs. The trip started Feb. 27, 11 days after Dan Bylsma replaced fired coach Michel Therrien, and it bridged the trade deadline when Pittsburgh acquired veteran forwards Bill Guerin and Craig Adams. An overtime victory against playoff-bound Chicago kicked it off, and a shootout win against Alex Ovechkin and the Washington

The days of sitting below the playoff cutoff line in the Eastern Conference were over, and the Penguins could finally start thinking about repeating as Eastern Conference champions. Starting with the trip, Pittsburgh went 15-2-3 in its final 20 games to grab the No. 4 seed in the East. “We were in 10th or 11th place,” Penguins defenseman Rob Scuderi said Wednesday, two days before Friday night’s Game 7 against the defending Cup champion Detroit Red Wings. “We won the first three, and then we made a couple of trades after that, picked up Billy and Adams.

“After that, once you saw the team play we had a realistic chance of really turning this around. For me, that was a turning point in the season.” No matter what happens Friday in Detroit when the puck drops for Game 7, the Penguins can say they have gotten further than last year. In 2008, the season ended one game earlier against the Red Wings, who took Game 6 in Pittsburgh and paraded around the Mellon Arena ice with the Stanley Cup. Not that the Penguins would feel any better to see the Red Wings celebrate again at home, but Pittsburgh at least knows it has a shot to win the Cup with one win in a place that hasn’t produced many happy moments for them.
